A
B
There,
it
is
perfect
all
right
good
morning.
Everyone
welcome
to
today's
mayor
manager,
meeting
for
Wednesday
July
12th
online
with
me
as
mayor
Pro
tem
Stephen,
Ward
city
clerk,
Stephanie,
Carlisle,
Deputy,
city
manager,
Tim,
Dodd,
City,
Manager,
Sean,
Lewis
and
City
attorney,
Tamara,
Niles,
John
I'll.
Let
you
kick
us
off.
A
Consider
an
ordinance
authorizing
Englewood
Police
Department
to
recover
fees
for
specific
services
at
the
sheriff's
department
is
authorized
to
cover
under
state
law
agreements
with
toll
Southwest
LLC
for
City,
ditch
reloc
relocation
and
McClellan
Pump
Station
dedication,
tb33
recall
special
election
IGA
with
Arapahoe
County
for
coordinated
election
Services
EPA
watersense
program
partnership,
first
reading
to
assign
englewood's
2023
private
activity,
bonds
allocation
to
the
Colorado
housing
and
Finance
Authority
First
reading
of
an
ordinance
establishing
ballot
questions
to
revise
City
Charter
pursuant
to
phase
two
of
the
charter
review
project
and
Stephanie
I'm.
C
B
C
And
then
next
we
have
the
service
agreement
with
for
solids
handling.
B
I
would
say
no
to
that.
One
came
up
during
Water
and
Sewer
yesterday,
so.
C
Okay
and
then
next,
we
have
for
the
hawk
seagull
signal:
Beacon
Award
of
design,
contract.
C
C
And
the
the
private
Bond
allocation.
C
A
And
on
the
PAB
I'm
sure
you
know
this,
but
that
we
do
give
those
back
every
year
unless
we
have
a
project.
C
A
C
C
So
for
the
24th
we
have
a
study
session
for
the
June
2023
monthly
financial
report.
We
also
have
a
study
session
for
Tri-Cities
homeless.
Plan
of
action.
Update,
looks
like
we've
got
sometimes
when
they
did.
Assign
discussions
safe
pilot
or
safe
parking
pilot
program
is
another
study
session
item.
C
This
is
a
regular
meeting,
so
we'll
also
have
a
boarding
commission,
member
appointment,
recognition
we'll
have
the
PD
is
requesting
permission
to
purchase
emergency
radio
equipment,
an
mou
between
the
city
of
Inglewood
and
the
Bureau
of
Alcohol,
Tobacco
firearms
and
explosives,
and
then
an
ordinance
Banning
live
dog
and
cat
sales
at
retail.
C
So
that's
it
for
the
24th.
So
far,.
B
B
C
Okay,
we
can
talk
to
Jackie
about
just
trimming
down
the
presentation
for
that
yeah.
B
B
And
by
the
way,
Steve
I
will
not
be
attending
the
24th.
C
All
right
so
study
session
discussion
of
proposed
Council
policies,
public
comment,
amendments
presentation
on
proposed
ordinance
for
massage
business
license.
C
Then
we
have
a
resolution
approving
an
agreement
with
Eve
to
transfer
assets
to
the
city.
We
have
the
2023
Quarter
Two
strategic
Plan
update
the
City
municipal
code,
changes
lab
Reduction
Program.
C
Let's
see
Council
Bill
four,
which
is
an
ordinance
to
repeal
code
for
cable,
TV
customer
standards
and
then
an
ordinance
approving
Comcast,
cable,
TV
franchise
agreement.
So
far
so
far
for
the
seventh
okay,
keep
going
or
do
you
want
to
assign
any
consents.
C
So
down
for
the
14th
we
have
draft
proposed
2024
operating
and
capital
budget,
snow
season
recap
and
snow
plan
overview.
Big,
Dry,
Creek,
update,
okay,.
C
Oh
sorry,
yes,
I've
jumped
in
okay;
sorry
about
that,
so
the
21st
we're
on
to
Big,
drag
Creek,
update
public
hearing
for
title
16
code;
next
regulations,
Denver
Water,
interconnect,
Ida
and
that's
it
so
far
for
the
21st
and
the
28th,
affordable
housing
task
force,
interviews,
administrative
study,
results
for
charges
to
the
Enterprise
funds
and
component
units,
youth,
Advisory,
Board
interviews
and
the
2023
or
July
2023
monthly
financial
report.
C
September
4th
we've
got
three
proclamations:
Workforce
Development
months,
National
Hispanic,
Heritage,
Month
and
Constitution
week.
C
C
That's
good,
though,
because
we
gotta
change
that
in
the
system.
We've
all
missed
that
okay,
great
the
18th,
the
budget
public
hearing
is
scheduled
so
far,
the
25th
the
budget
Workshop
to
finalize
the
2024
budget.
That's
just
a
place
holder
right
now.
In
case
we
need
it.
The
August
2023
monthly
financial
report
and
the
EDD
a
proposed
2024
budget
is
coming
forward
as
well.
B
D
A
B
A
When
we,
you
know,
stop
being
virtual
on
that,
we
were
using
Zoom
to
to
actually
we've
never
streamed
the
meetings,
but
we
were
using
Zoom
so
that
people
could
call
into
the
meetings.
We
don't
have
that
ability
without
bringing
in
Big
Bite
and
our
item
staff
into
that
meeting
and
that
none
of
that's
in
the
budget,
and
so
we
we
had
the
meeting
last
night
fully
in
person
and
but
it
didn't
have
a
virtual
option.
A
So
Steve
and
I
talked
about
you
know
a
study
session,
or
you
know
we
can
just
bring
you
a
budget
amendment
cover
that
the
rest
of
the
year
I
also
learned
that
they're,
a
former
I.T
leader,
said
that
they
were
afraid
that
staff
would
quit.
If
you
know
they
had
to
come
in
a
second
night
twice
a
month,
but
I
think
the
bigger
issue
there
is
that
we
have
to
give
those
employees
comp
time
as
opposed
to
overtime
and
so
we're
losing.
A
B
Talked
about
bandwidth
as
part
of
the
I.T
budget
for
next
year,
or
so
right,
some
of
the
things
that
yeah,
okay,
Steve
is
there
anything
you
wanted
to
add.
I
saw
you
went
off
mute.
D
You
know
the
the
thing
that
was
reported
to
me
was
when
people
said
they
wanted
to
zoom
in
they
were
told.
Council
doesn't
allow
that.
D
The
other
thing
I
want
to
know
separately
is
the
17th
there's
likely
to
be
hours
and
hours
of
public
comment,
so
that
could
be
a
somewhat
grueling
session
as
far
as
time,
wise
right,
yep.
D
Just
code
next,
unfortunately,
we
you
know,
we've
been
off
for
two
weeks
and
there's
been
a
lot
of
things
that
have
happened
in
the
city
in
in
those
two
weeks
that
that
people
want
to
talk
about.
I,
know
the
Delaware
Street
situation.
Those
neighbors
will
be
coming
as
well.
A
B
A
I
I
did
want
to
let
you
all
know
that
after
last
night,
the
Planning
and
Zoning
continued
their
meeting
I
think
to
the
24th,
and
so
that
that
throws
the
you
know
the
schedule
for
code
next,
coming
back
to
council
off
a
meeting
or
two
so
we'll
keep
you
updated
on
that
and
so
I
think
it's
to
clarify
on
the
virtual.
The
the
biggest
impact
is
really
on
pnz
and
Zoning
Board
of
adjustments,
and
so,
if
it's
all
right
with
you
all
could
I
get
some
information.
A
B
Yeah
definitely
get
Council
requests,
but
then
also
look
into
scheduling
something
for
study
session
into
August.
Okay,
we'll
do.
B
It'll
be
tight,
but
we
could
possibly
do
it
there.
Okay,
cool
anything
else
from
staff.
