Can you hold up a minute I just if, if we have it, I want to um make sure you understand the what the rules are of of the public forum. Why don't you describe.

Okay, great, it's it's an opportunity for the public to address the planning and zoning commission regarding items and the commissioners may ask questions for clarification, but there will not be any dialogue and you're limited to three minutes.

Yes and uh planning manager brian will kick that off right.

Good evening everybody, I don't have a formal presentation, um we've heard from a few commissioners that maybe it would be good for us to go over.

I

You know some of the the items that you hear from the planning staff on a fairly regular basis like book playing parking requirements, things like that and how we actually calculate those things or how we interpret our code, and so that's what we wanted to have tonight was just a kind of a general discussion of some topics that you all might want to hear about.

I

We likely present these at some of our lighter meetings. You know if we have a pretty full agenda. We won't put something like this on the agenda, but on the lighter meetings uh we probably throw it in at the very end, it would be 15 to 20 minutes.

I

We try to do one topic every meeting or every so often until we cover the items that you like, but um if y'all have any topics that you really want us to cover um right now or some things that you'd like us to talk about at some of our future meetings. I won't cover any today, but if you come up with some, I can start getting our study sessions put together. um But I'm open to hear your thoughts and some items that you'd like to hear from us on.

Yeah and thank you so much brian uh judy and I met with brian- oh I don't know a week or so ago and thought that perhaps especially with all of these code changes um and things like that, and some of the things that we have to um to work on over the course of a year that maybe a little more in-depth or review of things might be helpful to the commissioners, so um judy you're, the one that brought it forward. Do you have something to say to that about that.

Yeah, some of my um not just topics like um what brian was discussing, but also as a way to help some of the new commissioners. Of course, there's no commit new commissioners on tonight are super new, so everyone's been through a public hearing and that kind of stuff.

But you know just some review on how a public hearing unfolds, what our responsibilities are, what we can and cannot do um you know where, where the line is between, if our neighbors stop us, I mean we've talked about that before, um but I don't we haven't talked about it recently and I think it would be helpful, especially since we aren't meeting in person and so now new new commissioners don't have an opportunity to maybe take one of us aside and ask what you know.

How do we do this or how has this worked or even take staff aside afterwards and ask for more information? The other thing we discussed was using the um at the end of the agenda when we have the commissioner's choice, maybe making that an opportunity to for ourselves and new commissioners to ask questions about.

Maybe items that are in the maybe not in our purview, but maybe in that we've heard in the community that are related to development, but maybe not necessarily planning and zoning specifically, um and just that that was sort of how it came about. um In addition to um you know, definitions or we we've all. It just took me the the whole first four years to figure out how all of this worked, and so I just feel like when you come on to planning and zoning.

um It's easy to feel a little lost and I feel, like I've noticed that the newer commissioners really don't ask questions or seem to participate all that much in our public hearings and they may not. They may not need to or want to, but I also don't want them to feel like they can't or shouldn't ask questions or participate. So that was what prompted me to to make part of the suggestion.

And brian jump in if you have further questions of like, if you have questions about what judy just said, just go ahead and jump in if that's all right with the rest of the commission.

I

I can comment on part of that we've we've already reached out to dola. They do a big training um for commissions generally from what I understand they like to partner with other communities we've reached out to them. We haven't heard back from them to try to work on scheduling more of a you know what it means to be a planning zoning, commissioner, how the meetings operate things like that, so we'll work through them, um but we're what I've focused on more tonight is just the basics of our code and how we can help help.

You guys understand kind of the. When we see these cases, we go through a lot of uh research on our end and it kind of generates a small memo with the amount of work that we do. So, if there's anything that y'all would like us to explain a lot more. That's really! Where we're focused tonight, mr adams, did you have some.

Yeah, well, I was just wondering, uh is what you're going over? Is that uh the current uh regulations?

Yes, yes, okay, and uh is there any opportunity to um discuss the what could be done or what may be done or is that uh getting too likely.

I mean it could be discussed it doesn't we're not really going through like having discussions or presenting what's coming in code next right now, right now, we're focused on existing code when codenext gets here we'll go through a whole new series of things, because it'll change, some things will change. So we'll need to do some. You know some presentations on what's changed.

Yeah because it's people need to know what is on the books now and then uh with code next uh being worked on, it's that's the next version of uh the regulations. So all right! Thank you. Yes, sir.

I know I have not gone through all of them and would probably be a great place to start, but just in case you had forgotten that and hadn't marked it. um Those were sent over and I think those came through a pwa apa, I'm sorry, american planning association, so would be good things too. Maybe for all of us to brush up on some leisurely reviewing over our summertime activities. Here.

Kate townley, I know you don't have your hand up, but as a previous chair, you probably have some good things on your mind to contribute to this.

um Nothing off the top of my head and turn. I think you know judy mentioned that it takes a while, I think, being on the commission to get up to speed on process and then on top of that, the um the terminology.

um I know at one time we when we were talking about bulk plane before we had a lot. I had a whole series of like presentations from brooke and a lot of visuals, because our code has doesn't have a lot of visuals. So I I'm wondering if that's just like some of those topics and going back and and talking about it and talking through it. So we unders like we can speak to it as community are asking questions and we know what they're asking about that kind of thing.

So I think some of those some of us went through that um in those discussions a few years ago, but I think that doesn't hurt to to revisit.

You know I mean maybe even simple setbacks, but like just some of the simple calculations and and how staff comes up with that um or goes through that with the code. So then, we're better informed as we're updating the next iteration of it.

Kate, I will, I will say that I think before we get to the whole and we have a little while, but um a review of bulk plane, I think, is a great idea because you know I know that brook has got it. It just got calculated all that stuff in his brain, but I think that a good review of that especially would be helpful.

We want brooke to present on bulk plane.

Well, it could be you if you're better than brooke at that.

I

But we can sit down at staff and kind of go through some items. At least you know, there's a lot of items that we have to um explain to our constituents or our citizens a lot of times um that they have a lot of questions on. So I feel, like those are probably pretty similar items that you.

Might have questions on that. We can go a little bit more into detail of how we calculate what they really are. So we can bring those forward over the next few weeks and months and again, if there's items that we don't cover. Just let us know if you think it's something else that you want us to do. Mr atkins.

um I'd be interested in uh well, I guess I should say when I when I started the pud process is what confused me the most and I'd say I probably understand about 70 of it now having gone through a couple, but just to kind of start to finish from our point of view, but also maybe from the developer's point of view, uh so that we understand what uh you know, what they're expecting and and hoping for, and you know what hoops they have to jump through just so, we have a little bit of uh either empathy um or otherwise.

The other, oh thank you, kate, get your gut. You hang up again. um I don't know how.

We how this would go, but I guess one of the things that is, um I think, difficult or takes a while to kind of figure out, especially with pud process. It are you know what additional recommendations um can the commission come up with and how to like what what's a defensible way of coming up with recommendations? That makes sense- and we know staff comes up with great recommendations, but sometimes there can be additional things that, as the commission we can ask for, but I think that that may take a little bit of.

I don't know if training's the right word, but just maybe some examples or some way to be able to then tie it back to the code or tie it back to and tie it back to other goals and strategies from the city, so that that's just something that I don't know how you do that, but that would be helpful.

And to build on what kate was saying there, um you know, especially when it's a puds going from one zoning to a different zoning. You know where do those um like open space requirements? You know they'll oftentimes be like well we're gonna do way more than the industrial that we were doing, but you know, can we make them go all the way? So, just maybe even I think open space is the one.

That's always I want the most uh reasonably, but like understanding that developers have space and all those things so um just to build on what kate was saying. I think that's a great idea, maybe just the open space for me personally, would be the one that I'd love to know most about.

So what I'm hearing is maybe a list of parameters that we can bring forth in a pud hearing. Is that kind of what colin you and kate are talking about?.

Yeah, I think it's yeah what I think and kate probably can explain better what um features parameters can we request to revise in the pud process, that's not dictated by the either the current zoning of the property or what they're zoning to.

No, maybe even why why the zoning doesn't just go if they're doing a pud? Why wouldn't all the um and doing multi-family residential would all of the typical parameters for multi-family residential apply then to a pud or is there some gray area there.

um I'd be interested in looking at what, in the code, citizens frequently interact with it, you know, doesn't need to be a deep dive by any means, but you know building a fence.

um I think that's one of the you know if we understand a little bit better what people run into when they're trying to try to do things and the fence is an example that I ran into myself and uh um yeah. I just didn't realize it existed, how it did so um understanding those would be great and uh a review and potentially short history of short-term rentals and adus uh with the purpose of understanding.

uh This would be a one-way presentation with the purpose of just understanding. What's happened because um that comes up. um You know I avoid conversations about that um in my in my own life, but it would be nice just to kind of know the factual pieces of it for those of us who weren't around and a long time ago, that a lot of those things started.

Maybe in the videos that nancy sent, but also just a reminder on on kind of formulating or the purpose of findings of fact, and formulating those, and especially for new commissioners and being prepared to offer those for future public hearings, whether it's puds or for code next or for things like that,.

Merc patina was so good at that for those of you who are on the commission um when he was around, he was so good at basically helping. He was.

I'm coming out of a board meeting, prep um a very long run in hot sun, and so I haven't showered normally, I clean up a little bit nicer for a committee like this, so um can. Can I just get a quick reminder, I'm looking at the at the agenda today. It says items not on the agenda. Well, thank you so much appreciate the formality yeah. I I am a resident here in englewood. Obviously this is something that's of great interest to me. I've worked in municipal government for a number of years um up until recently, and so I just really respect the work and volunteerism that this community brings. So I appreciate that right off the bat um getting to the point of it.

H

I'm listening into the conversation you're talking about puds and, as I was just saying a minute ago, I'm I'm not surprised by that, because that's kind of all our neighbors are talking about. You cannot have a conversation except to hear about puds and it it kind of strikes me just a few things right off the bat I'm looking through. Maybe this is kind of directed more at brian, but knowing this isn't a dialogue, this is just kind of a general point. It's kind of complicated to figure out what a pud is.

H

What the process is what the decision-making entry points are for citizens for this community for city council members for the developer, um and I think a one-pager would be a great idea just to inform citizens. um You know I looked into a lot of the um backgrounds that you all bring to the table, and community engagement is a big part of what this community um of of the planning and zoning commission brings.

H

um But I I have to be honest, I'm not seeing it or I'm not understanding it or something there's like there's a gap, because I'm really looking hard for community engagement in this process, and I'm not seeing it the way that I that I would hope- and so I just bring that up as an opportunity to kind of involve informed citizens, because um I've been a part of some of the neighborhood meetings and I think what is in those meetings is not the word on the street and the word on the street is um pretty pretty opinionated and I think it kind of brings up a couple of opinions that I want to raise the committee right now.

One is yeah. The lack of awareness like I don't get it. What is this beauty? How is this happening? What what does this mean? Why isn't my city council person telling me about this, and so I bring that as an opportunity and the other one is yeah. People are a little upset and kind of like surprised by some of these um changes to community, um and so I just bring that as an opportunity to to enter the conversation of you know.

H

How can we make a different um approach to community engagement um and, with that in mind, I'm gonna kind of cut the conversation right there um with with the sincere thank you once again to everybody who volunteers it's a huge time and a responsibility, you guys have to learn a lot just talked about doing a training and workshop, so I know you take it seriously. So I just ask that you kind of consider that comment as you go through your process again. What is community engagement?

What could it look like, and how can we get citizen voice in the process? um Would love brian's opinion and the um planning commission not at this time, but generally encourage you to think about that, and I thank you for your time today.

Thanks for coming so my my question for you um do when you're talking to the neighbors that you've been speaking with um or are they are they concerned about um puds in their neighborhoods, that they have not been notified of community meetings or are they in other areas, and they just want they just don't feel like they even knew that it was happening in that other area, because one of the so I'm just trying to understand which ones we do have a process that letters go out.

But I know in in a from a personal standpoint that not everybody who has an opinion maybe got a letter to be invited, and so I'm just trying to understand if, if it's a specific, if it's in their neighborhood and they didn't feel like they were included, or they heard of that it was. You know, on the other side of hampton or on the other side of broadway from where they live, and they were just wondering why they didn't know about it in general. So that's what my question for you, yeah.

H

Short answer is I don't like to speak for anybody, so I you know, I I think a really good response to that is, I don't know for certain, but here's what here's? What I feel is the closer these projects are to you, the more opinionated you get, and so um I think I think the answer to your question is in that answer.

Okay, so the gleaning from that. um What I'm hearing is that- um and I don't even know if it's something that we can do but down the road, maybe try to broaden the parameters of who gets letters when there's a pud in their neighborhood or something like that might be helpful.

um Is that the sort of thing you're thinking about.

H

That directed to me- yes, I'm sorry yeah yeah, I mean I've. I've been speaking with some of the people in brian's department about what seems to be in code and what seems to have happened with some of the letters and and I've kind of brought that to their their attention. So, yes, I think there is. There is a process and procedure that could be strengthened.

H

I think the other side of it is that if you watch how those videos go, there's generally um kind of a focused control of the conversation, I don't think it's an actual neighborhood meeting. I've run neighborhood meetings. That was part of my job. Previously there isn't an open dialogue, and so I think a lot of the conversation gets filtered through either the developer's lens or through um various means of kind of controlling the conversation.

For example, we you know controlling the chat function in zoom is a great way to maybe focus the conversation in a different way. Not allowing people to speak um to each other is another way to kind of keep the conversation directed in one way. So I would love to see some parameters around neighborhood meetings. Michelle is, I guess, what I would say to encourage more participation and interaction.

And maybe just to build on that daniel um are there other ideas for our for engagement if you've been doing this in other places? Besides the parameters that you asked for you know, like I said I mean a letter, I glanced at a lot of the stuff that governs in my regular mail. Is you know other methodologies or means of reaching out? Have you seen work in in other places, I'd love to maybe just get your input on that, since you said, you've been doing this a lot lately.

H

Yeah- and I think you just look at it from the broad perspective of equity- and you look at a lot of the neighbors who are impacted by this or older residents. Zoom is not a great option for older residents. Okay, so I would just say that right off the bat I know there's a phone option. That's also really tough to engage in a 30-person meeting on the phone.

H

um I think you know if I have to recommend one thing and I'm not in this municipality, and I can't control what happens, but I would love to see a public engagement office or do a little door knocking and making sure that you know people really got those letters um and really understand it.

H

I would really love to um yeah see a really forthright outreach from the city um to impacted parties, um because I think people feel that the impacts are are going to be greater than they were stated in those neighborhood meetings, and I don't think they've had a chance to voice them quite yet, um and I wonder what that real opportunity is, if not this forum, if not city council, when that vote were to come one's an earlier stage to kind of voice, authentic opinion of of community members.

um Once again, I just want to say con the reason that I'm bringing this is because what I hear on the street unsolicited is not the conversation that I heard in that neighborhood meeting, and so I just want to recognize that there it's not just a different opinion.

H

It's a different milieu of how opinions are able to be expressed.

And I just want to reiterate that we appreciate this input right, we're all trying to do a better job all the time, and so you know ideas that that come up in in ways of outreach and I think, we're all struggling to try to figure out what is that right balance and and what is the best way to contact people in some ways our outreach has been better encoded with zoom, because you don't have to leave your house, you don't have to go someplace to to get involved from what I've seen.

So um you know just again curiosity. I appreciate the input and and appreciate your willingness to talk with us.

Well, I have the unfortunate um duty to inform you all that mr will charles will be leading our organization as of next thursday, he's taken a new job, so he will be dearly missed. um You know I speak for everybody. I've only been here a short time, but I know he's a very amazing staff. Member and he's been a great planner for us for a few years um and we will. We will miss him greatly.

Okay and then, if you have not uh seen the inglewood herald or if you don't receive that there was a an ad taken out by metropolitan residential advisors who you passed in city council, passed their three puds thanking the commission, city staff and city council for was a two two page, full pad full page ads if peter cut cut lip in his ass in his teeth. So if you, if you want to see a copy of that, I have that, can scan it and send it to everyone.

Hi there just waiting for my screen to light up. um uh You know thank you for the opportunity to dress well again, um so it sounds like from a number of the items that were discussed during the study session that our office can certainly assist and putting some materials together. um We have an intern with us, a legal intern with us this summer uh and one of the projects, my name is amelia.

One of the projects that she's working on with us involves looking at our boards and commissions and helping us put together best practices and some more additional training materials. So we can definitely uh incorporate the hearing requirements and, and some topics around that.

And I know from even just uh my own experience uh yeah a review of what you know the discussions amongst us and all that sort of thing what's permitted and what's not that's always helpful, and it's always good to be reminded of that. So we don't get into trouble.

Next, that I really would like to see done, is to have a search engine where you can type in what you're looking for and it just pops up and that uh in the very beginning of this uh they mentioned that uh carbondale and uh the west slope had uh something similar to that or or exactly though- and I took a look at that- and it's very informational you can.

You can find anything you want in seconds, whereas I've heard that uh people looking for adu information on the code they have now, they never even find it. So a search engine would be very, very useful.

I'm not sure how they would do that, but it can be done, and the small town of carbondale has done that so that that would be really nice to have people can go there.

You know, I always talk about the chamber, but um the the chamber and some of the city council members took a little tour of some of the manufacturing um companies that we have here in town that provide not only employment, but you know bring outside money in because they send their products outside.

Members went on the tour as well. I wasn't able to I wasn't in town, but um it I just thought that one, that that was a great thing for the the that david was able to organize and that some of the council members went with him.

So we could see you know what was going on in our business sector. They're sort of that left out there, especially I you know I. I live not far from um some of the light industrial on this side of of santa fe, but we have a whole nother.

You know industrial section over on the other side of santa fe that we don't always talk about and they don't necessarily. If we're going to talk about, um including I tend to harp on it, but including businesses. In some of these decisions that we're making. I think it's just really critical, that everybody's included, because it affects them their business and their employees. What we do as well. So that's just my little assada. I just had a couple of things: the letter from melon rephrase the article from mra metropolitan residential advisors actually got a letter from them that came through this city, and I thought it was a little odd. I mean for life a better term. I just want to make sure that maybe victoria is there any issue with them. It was just a letter and said. Thank you. It's probably the same thing. It said in the article, but you know was there anything? Is there anything that came through the city, so it doesn't come directly to me.

Actually, I can answer that yeah, that's fine, uh it has been. It was sent to the city manager's office. He then passes it along to our finance director and it's incorporated in the budget. Presentation to city council and it'll be included in their packet and that will be on june 20th.
