project

is
not
on

project
out

public
Improvement
Fund
related
to
the
rail
trail
segment,
one
bridge
in
the
amount
of
$315,000
that
actually
is
a
project
that
is
funded
already
in
the
2020
capital
improvement
project.

Project
costs
are
approaching
11
million
dollars
and
we
only
have
budget
for
5
million
dollars,
so
the
biggest
discussion
I
would
imagine
among
the
Planning
and
Zoning
Commission
members
is
how
to
prioritize
those
particular
projects
and
those
two
particular
funds.
But
of
course
we
do
have
the
other
funds,
as
you
see,
on
the
screen,
310
and
so
forth,
that
all
have
separate
revenue
sources
or
those
funds,
but
they
are
there
and
are
available
for
discussion
at
your
at
your
wish
tonight.

recommend
paying
most
particular
attention
to
funds

and
31
in
those
projects
you
see
as
we're
scrolling
down
the
yellow.
That
is
a
project
where
we
have
outside
funding.
You
can
see
federal
funding
from
federal
funding,
state
funding

then
city
share,
so
those
I
believe
there's
two
projects
in
yellow
on
this
list
which
are
tied
to
other
funding
sources
coming
into
the
city.
So
with

I'll

corresponding

different

improvements

go

to
implement
those
in
the
future.

projects

so
it
does
make
it
somewhat
difficult.

one
clarifying
point.
There
was
a
discussion
last
night
at
the
council
meeting
regarding
the
Oxford
Street,
pedestrian,
overpass
and
Wade.
If
you
could
give
us
an
update
on
that
and
kind
of
where
that
is
on
this
sheet,
that
that
would
be
awesome,
because
I
think
they'd
already
allocated
three
hundred
and
twenty
thousand
last
night
I'm
not
sure
well,.

Logan
is
one
of

few
through
streets
and
so
I'm
thinking
that
most
of
the
speeding
is
coming
off
on
Logan,
not
on
Dartmouth
and

also
downing

Street,

Hampton.
But
they
also
spoke
about
the
Clarkson
intersection.
Well,
nobody
uses,
we
don't
have
crashed
at
the
Clarkson
intersection,
because
the
city
gave
the
hope
that
blocked
to
Craig
Hospital,
so
I.

the
the
intent
is
to
basically
design
those
improvements
is
identify.
You
know
what
measures
could
we
take
and
then
do,
but
also
do
some
construction
as
well.
So
it's
the
idea
would
be.
Is
that
we're
trying
to
look
at
Dartmouth
as
a
corridor
to
try
and
optimize
safety
and
do
improvements,
perhaps
at
Clarkson
and
Logan
intersections,
or
something
along
the
through
Street
as
a
whole
to
provide
traffic
calming
slow
traffic
down
and
also
provide
a
safer
environment
for
pedestrians
and
bicyclists?
So
there
would
be
some
construction
money
in
there.

and
my
point
is:
is
that
I
don't
think
that
the
I
mean
there's
no,
denying
that
there's
some
crashes
there
I,
don't
think
there's
an
extraordinary
amount
of
crashes
there.
Maybe
we
I
mean
I
know
that
it
might
be
more
than
some
intersections,
but
it
just
all
depends
on
which
intersections
you
compare
it
to,
but
I.
Don't
think
my
point
is
I,
don't
think
it's
the
speeding
on
Dartmouth
that's
causing
the
problem.
It's
the
speeding
on
Logan,
that's
causing
the
problem.

One
other
thing
that
I
think
we
can
take
off.
This
is
a
much
smaller
dollar
amount,
but,
as
many
of
you
know,
I
work
part
time
for
a
treet
company
and
I
talked
with
our
master
certified
arborist
today
about
the
$50,000
for
the
emerald
ash
borer
and
just
running
some
numbers
with
him.
We
have
three
hundred
and
seventy
basically
ash
trees
in
Englewood,
and
if
we
make
the
assumption
that
AB
average
tree
is
16
inches
in
diameter,
the
going
amount
for
in
the
industry
for
diameter
inch
is
twelve
dot.
$12
a
diameter
inch.

the
Parks
and
Rec

The
other
thing
we
have
to
be
in
serious
I'd.
The
cost
for
the
trees
just
to
replace
them
is
removal
of
the
trees,
which
is
honestly
the
higher
cost.
We
had
some
trees
recently
removed
and
it
was
around
a
grand,
a
tree
so
$1,000
per
tree
to
remove
that's
where
the
cost
is
so
high.
We
do
know
that
the
cost
just
were
put
a
nutrient
isn't
as
much,
but
it's
a
removal
of
the
trees
that
cost
the
most
right.

and
the
tree
replacement
is
up
there
in
that
in
one
what
fun

for
tree
replacement,
so
that
would
not
need
to
be
down
here
in
that
emerald.
Ash
borer,
you're
correct.
Sometimes
the
removal
is
more
expensive,
but
you
know
the
company
I
work
where
we
do
removes
all
the
time,
but
there
there's
no
more
requirement
that
it
has
to
be
put
the
emerald
ash
borer
trees.
If
infected
have
to
be
put
in
a
special
place,
they
can
be
chipped
up
and
taken
to
the
dump.

think
out
of
the

just
wanted
to
throw
out
three
that
I
think
that
we
should
support

think
these
ones
are
probably
safety,
so
the
first
would
I
think
it
would
be
a
really
good
idea
to
make
it

priority

the
facilities
that
one
is
eighty
thousand.
So
it
is
an
investment,
but
I
think
would
be
worth
it.

regular

saying

we
were
going

treat
all
these
trees
day
one

just
treat

presumably
mitigate
the
damages
and
or
eliminate
the
damages
for
seventy
thousand
dollars.

two
years

you're
not
going
to
treat
every
tree
because
you
do
need
to
go
around
and
do
an
audit
of
your
trees
and
see
which
ones
are
the
weakest
and
that
need
to
go
anyway.
So
I
mean,
if
you
wanted
to
keep
the
$50,000
number
in
there,
you
could
basically
most
likely
take
care
of
every
single
tree
this
coming
year.

would
like
to
advocate
for
would
be
the
ally
program.
I
think
it's
good
that
there
is
a
program
now
and
sort
of
a
schedule
in
terms
of
or
appeared
as
though,
maybe
there
wasn't
one

able
to
systematically
go
around
the
city
and
do
alley
improvements
so
I
think
that's
a
good
one.

So
I
would
actually
support
that
Dartmouth
improvement
project
or
at
least
look
at
the
neighborhood
traffic
calming
improvement
projects.
I
think
the
neighborhood
ones
could
also
be
another
way
to
keep
some
of
the
good
momentum.
That's
happening
with
a
lot
of
our
communities
as
a
way
to
be
able
to
engage
folks
and
make
some
changes
and
try
out
some
new
elements
in
the
streets
before
huge
investments
are
made.

I
was
saying
at
the
beginning
that
I
think
that
we
should
do
the
alley
projects,
because
there's
a
system
now
of
going
through
the
city
and
doing
those
alley
improvements
and
to
keep
supporting
that
and
then
that
I
would
be
in
support
actually
of
the
Dartmouth
projects
in
the
traffic
calming
along
Dartmouth
or
exploring
that.
Because
it's
such
a
big
regional
connection,
as
well
as
a
big
connection
through
Englewood.

we
have
five
million
five
hundred
and
thirty
three
to
start,
we
already
said
two
million

used
up.
That
leaves
us
with
three
million
four.

I
think
we

the
two
big
numbers
here:
the
three
million
on
the
neighborhood
Street
reconstruction
and
the
1.8
million
on
pave
pavement
maintenance.

may
be
helpful

the
three
million
dollar

gorilla
in
the
room

neighborhood
street
construction.
I'm
presuming
the
in
that
map.
There
are
some
that
have
to
be
done,
some
that
should
be
done,
and
some
that
would
be
nice
to
have
done.

go
ahead
and
answer
that.
Yes,
so
it's
not
really
it's
it's
a
prioritized
list
based
on
our
analysis
of
the
condition
index
of
the
streets
and
so
the
the
difference
between
the
1.8
million
for
pavement
maintenance
and
the
neighborhood
Street
reconstruction.
So
the
pavement
maintenance
is
we're
doing
kind
of
surficial
treatments
so
where,
as
as
we're
doing
this
year
in
several
locations,
we're
either
doing
like
what
we
call
a
slurry
seal
kind
of
a
street
application.

We're
gonna
do
that
on
Oxford,
as
well
as
up
a
lot
E
and
a
couple
other
streets
in
area
1,
and
then
the
aura
Mellon
overlay,
where
we're
just
taking
off
that
top
2
inches
of
the
surface
and
then
replacing
it
with
new
asphalt.
That's
the
pavement
maintenance
elements.
Street
reconstruction
is
really
where
we
go
in,
replace
or
remove
and
upgrade
the
water,
the
sewer,
the
underlying
elements
and
then
totally
reconstruct
build
up
the
subgrade
and
all
new
asphalt,
including
replacement
of
the
curb.
Potentially.

So
it's
much
more
intensive,
as
you
can
imagine,
so
we
could
knock
that
number
down,
but
we're
trying
to
base
it
on
the
need
that
we
would
need
to
reconstruct
streets
as
those
utilities
become
needed
for
repair
and
then
also
that
we
have
about
121
miles.
So
looking
at
that
over
about
a
60
years,
60
to
70
year
lifespan
for
a
street
that
we
can
get
by
with
maintenance.
But
at
some
point
you
do
have
to
reconstruct
it.

our
pavement
maintenance
is
a
pretty
steady
amount
at
the
1.8
million
and
that's
again
to
do
the
surface
so
we're
trying
to
prolong
the
life
of
the
streets.
The
street
reconstruction
is
in
a
certain
amount
that
streets
have
deteriorated
to
such
a
great
point
or
the
underground
line
utilities
have
to
be
removed
or
replaced
that
we
have
to
completely
reconstruct
it.
So
they
are
two
separate
and
elements
and
two
separate
projects.

definitely
a
proactive
step.

know
we
can
certainly
you
know
either
reduce
the
3
million
or

that
we're

on

we

identified
areas

those
utilities

be
replaced

in
today's

a
functional
workstation
for
us
to
say
that
we're
not
going

protect

urban
forest
as
best
we
can
in
a
prudent
fashion,
I
think
is-

a
quality
of
life
issue
as
our
ad
a
issues
okay.

if

were
to-

there

large
buckets
here-
okay-
a
couple
of
these-
we
cannot
touch
since
we
do
need
to
front-load,
but
would
it
be
prudent
to
put
a
recommendation
in
front
of
council
saying

quality
of
life
issues
that
the
average
citizen
sees
on
a
daily
basis.
These
are
the
things
we
want
to
have
and
for
as
strange
as
what
it
may
sound
a
workstation
for
90k
having
those
not
turn
into
a
hundred
and
fifty
next
year
that
you
must
fund.

like
changing
tires
on
your

be
able
to
get
by
the
neck
next
winter
without
changing
tires,
but
you're,
not

have
a
problem,

the
question
is:
what
are
you
gonna
have
that

it
would
seem
to
me
that
perhaps
the
commission
may
long
consider
here
are
the
quality
of
life
issues.

and
here
are
some
things
that
make

sense
from
a
public
works
infrastructure
standpoint

then
leave
it
to
the
directors
and
the
council,
because

the
directors
are
going

period

time
between
our
recommendation
and
the
council
meeting
to
be
able
to
say
reasonably
speaking,
if
we
were
to
look
at
all
those
things
that
make
up
an
$800,000
number,
for
example,
we
could
we
could
squeeze
that
and
get
there.

money

love
working
overtime.
