gonna
somehow

I'm

carry
water
out

every
household
in
inglewood.

that
we,
you
saw
last
night,
we'll

it

the
board
and

so

So
let
me
pull
that
up
right
now
and
we'll

share
my

was
actually
out
of
town
dealing
with
family
issues
in
upstate
new
york
and
made
it
back
by
friday,
but
in
the
intervening
days,
tuesday,
wednesday
thursday,
I
was
in
regular
communication
with
her
and
deputy
director,
steve
simon
and
as
well
as
as
city
manager,
lewis
about
steps
and
progress,
and
things
like
that.
However,
the
on
on
the
ground
execution
from
a
utilities
perspective
was
led
by
angela
and
and
really
just.

We
actually
serve
some
areas
that
are
outside
the
city
of
englewood
they're,
part
of
our
service
area,
so
we
take
generally
around
50
samples
a
month
to
test
for
bacteriological
contamination
and
disinfection,
residual
and
and
that's
this
is
something
that
we
have
developed
as
part
of
working
with
cdphe.
This
is
a
cdphe
approved
plan,
so
we
submit
our
proposal
for
where
we're
going
to
take
tests.

One
of
the
things
we
sample
for
is
coliforms,
which
is
a
form
of
bacteria,
and
so
coliforms
are
bacteria
that
are
influenced
by
a
that
are
in
soils
influenced
by
animals.
There's
a
specific
coliform
called
e
coli,
which
is
the
one
which
is
the
one
that
we
would
be
we're
talking
about
tonight,
which
is
a
fecal
coliform,
which
is
essentially
the
product
of
any
mammalian
waste.

Maybe
there
is
some
kind
of
a
an
issue
with
something
that
was
in
the
in
the
sampling
port
or
something
like
that.
That
creates
a
false
positive,
at
which
point
we
retest
to
ensure
that
we
don't
have
a
false
positive
if
we
get
a
second
positive
test.
That
is
what
kicks
the
boy
kicks
in
the
boil
advisory,
and
that
is
a
requirement
of
the
law.
That's
that's
a
state
implemented
program
that
would
that
we
have
to
follow
the
other
thing
that
we
test
is
the
disinfection,
so
the
distribution
system
as
a
whole.

What
keeps
it,
what
keeps
it
free
from
growing
bacteria,
and
things
like
that
is,
what's
called
a
disinfection
residual,
which
is
the
chlorine,
so
there's
a
certain
amount
of
chlorine.
We
want
to
keep
in
the
in
the
distribution,
water
all
the
way
out
to
people's
homes,
because
if
there
is
a
point
in
time
or
some
kind
of
a
bacteria
gets
in
into
the
water,
that
disinfection
residual
will
kill
that
that
bacteria
and
keep
the
water
safe,
and
so
those
are
the
things
that
we're
testing
for
when
we
look
out
into
the
the
system.

Additionally,
we
do
a
lot
of
testing
at
the
allen
treatment
plant.
So
what
you
see
on
this
list
are
all
the
things
that
we
test
we
test
them
daily
and
for
everything
and
and
in
some
instances
we
actually
test
these
every
couple
hours.
So
these
are
all
the
things
that
we're
continually
looking
at
as
we
just
as
we
send
water
out
of
the
water
treatment
plant
and
into
the
distribution
system.

those
were
routine
samples
in
zone,
one
four
additional
samples
at
the
subject:
property
and
six
samples
at
homes
on
either
side
of
the
subject
property.
Additionally,
we
took
seven
random
samples
taken
in
zone
one
and
and
what
I
would,
what
I
failed
to
mention
before
is
the
sampling
locations,
that
these
are
houses,
and
so
what
we'll
often
times
do
is
we'll
we'll
take
it
out
of
the
hose
spigot
or
the
the
hose
bib
off
the
side
of
a
house.

So
what
we'll
do
is
we'll
run
the
hose
bib
until
the
water
becomes
the
temperature
that
we
know
the
distribution
system.
Water
is
at
which
point
once
we're
sure
that
the
wat
the
pipes
in
the
in
the
house
have
been
flushed
will
then
take
the
sample
because
that
should
be
representative
of
what's
in
the
distribution
system,
and
what
you
can
see
here
is
is,
as
we
were,
going
through
this
process.
We
hit
one
of
these
homes.

One
of
these
sites
ended
up
in
this,
and
this
is
in
the
south
west
portion
of
our
service
area,
one
of
the
sites
tested
positive
for
e
coli
and
the
other
two
homes
that
we
tested
immediately
upstream
and
immediately
downstream
tested
negative.
So
we
were
able
to
quickly
start
to
isolate
where
the
issue
was
so
from
a
timeline
perspective.
On
august
2nd,
we
did
our
normal
sampling,
we
did.
We
took
11
samples
sentiment
for
our
monthly
water
quality
testing
on
august
3rd.

We
took
samples
upstream
and
downstream
of
the
subject
property
and
we
took
a
second
sample
at
the
subject,
property
and
again
that
second
sample
is
to
confirm
or
not
confirm
whether
there
was
a
sampling
area
error
most
times
almost
all
the
time.
This
is
with.
This
is
a
sampling
error,
and
so
initially
we
were
thinking.
Okay,
there
must
have
been
some
kind
of
a
sampling
error
at
this
location.

So
once
we
hit
a
second
positive
at
that
same
location
that
same
home,
we
have
to
issue
the
boil:
the
boil
water
order
again
we
tested
upstream
and
downstream,
which
they
were
both
negative.
So
we
were,
we
were
quickly
able
to
start
to
to
narrow,
in
that
it
was
something
something
to
do
with
this
sample
site.
When
we
first
started,
we
we
weren't
sure
if
this
was
something
in
the
larger
distribution
system
or
or
what
what
this
issue
was
or
how
extensive
it
was
all
of
our
samples.

All
of
our
remaining
samples
throughout
the
distribution
system
were
negative.
We
continued
our
communication
with
cdphe
issued
the
automatic
boil
water
notice
and
provided
and
and
and
that
is
a
directive
out
of
the
clean
water
act
which
is
promulgated
by
the
epa
and
then
ultimately,
primacy
is
given
to
the
state
to
implement
it.

We
set
up
an
emergency
water
distribution
center
at
civic
center
for
impacted
individuals.
We
did
a
city-wide
call
center
to
take
customer
calls.
There
were
600
plus
calls
in
the
first
hour
the
first
hour
and
a
half
a
lot
of
that
had
to
do
with
the
notification
that
came
from
the
county
was
much
more
widespread
than
I
than
was
originally
anticipated.

We
had
a
map
that
was
that
was
immediately
set
up,
that
that
correlated
red
addresses
to
the
website,
so
that
someone
was
working
the
call
center.
If
someone
were
to
call
in
they,
they
get
a,
they
got
a
live
person.
The
live
person
check
their
address
against
the
map,
and
then
it
would
say
one
what
yes
you're
in
the
zone
or
know
you're
not
in
the
zone,
and
then
we
initiated
our
our
media
and
public
outreach.

Well,
as
we
were
investigating
upon
the
second
sample,
we
continued
our
investigation
of
the
sample
site
and
and
tried
to
figure
out
what
was
causing
this
problem.
And
essentially,
what
was
discovered
was
what
you'll
see
in
the
center
picture
was
there's
a
meter
pit
and
within
that
meter
pit
you
can
see,
there's
standing
water
and
that
standing
water
tested
positive
for
chlorine,
which
is
a
sign
that
there's
a
leak.

So
it's
a
sign
that
there's
something
coming
from
the
distribution
system
or
that
service
line
into
that
meter,
pit
and-
and
so
that
allowed
us
to
immediately
start
to
hone
in
on
what
we
thought
was
potentially
the
the
potential
cause
of
the
issue.
We,
we
instituted
some
flushing
to
try
and
flush
out
the
distribution
system
in
case
it
was
more
widespread
than
this
location,
and
then
we
also
immediately
initialized
the
meter
replacement
process
to
to
replace
this
this
leaking
assembly.

We
also
took
a
third
sample,
because
if
this
wasn't
the
issue-
and
we
were
able
to
show
a
negative
sample
because
some
other
some
other
thing
resolved
itself,
then
we
would
would
have
been
able
to
lift
the
boiler
order.
On
thursday
august
5th,
we
got
the
results
from
the
a4
samples.
At
this
point
in
time
we
were
negative
for
e
coli,
which
is
progress,
but
not
enough
progress,
we're
still
positive
for
total
coliform,
which
means
we
had
to
continue
the
boil
water
advisory.
All
the
other
samples
again
were
negative
incident.

Command
system
was
still
up
and
running
the
water
distribution,
the
call
centers
and
a
number
of
social
media
comments
responses,
and
then
we
were
in
constant
con
contin
in
constant
communication
with
cdphe
tri-county
health
and
arapah
county
on
thursday
august
5th.
You
can
see
the
pictures
staff
went
out,
there
replaced
the
fix
the
leak,
replaced,
the
meter
pit,
all
new
assembly
and
then
took
an
additional
sample
at
that
point
in
time.

We
also
took
additional
random
samples
again
because
we're
trying
to
characterize
what's
going
on
and
we
think
we've
got
the
issue
we
think
we've
identified
the
issue.
However,
we
want
to
make
sure
that
if
we
haven't
identified
the
issue
that
we're
still
gathering
data
in
case
this
isn't
the
issue
by
friday
august
6th.
We
got
the
results
back
for
the
subject:
property
again,
the
same
exact
sampling,
location
and
it
came
back
negative,
and
so
that
is
was
excellent
news.
We
were
immediate.

We
were
able
to
immediately
lift
the
boil
advisory
1145,
so
the
boil
advisory
was
in
place
for
about
42
and
a
half
hours
again
continued
working
with
cdphe.
Through
this
whole
process,
we
did
a
reverse
9-1-1
to
residents.
We
provided
updated
instructions
on
the
website.
We
notified
media,
we
did
social
media
posts,
we
did
electronic
message
boards
and
we
also
reached
out
to
major
employers
in
the
changer
chamber
of
commons
commerce
directly,
because
the
system
that
was
used
originally
to
pardon
me
for
a
second,
the
system
that
was
used
to.

To
notify
that
it
was
called
an
ipod
system,
the
con,
the
county,
did
not
have
confidence
that
the
and
a
further
notification
would
have
been
contained
to
the
area
that
we
wanted
and,
and
they
wanted
to
use
it
for
only
life
emergency
types
of
notification,
and
since
this
was
lifting
the
boil
order,
it
wasn't
what
it
was
initially,
which
was
instituting
the
boil
order.
It
was.

We
understand
that
this
caused
a
number
of
impacts
to
our
residents
and
businesses
from
cooking
and
providing
drinking
water
it
required.
It
was
more
time
consuming.
It
was
more
energy,
it
was
hot,
so
when
you're,
when
you're
boiling
water
inside-
and
if
you
don't
have
air
conditioning,
you
turn
it
on
the
oven,
it
just
creates
more
heat
and
an
already
hot
period
of
the
year,
and
then
you
know
for
anybody
who
is
who
has
children?
Who
they're
trying
to
pay
the
children?

We
did
get
one
anecdotal
report
of
a
business,
temporary
closing
and
any
any
type
of
business
that
uses
a
water
and
ice
dispenser
had
to
be
temporarily
discontinued,
which,
which
is
definitely
an
impact
to
our
our
businesses
throughout
the
city.
So
some
of
the
numbers,
the
incident
command
system
had
26
staff
members.

In
the
event
of
this
crisis,
and
so
100
plus
employees,
staffing
the
call
center
distributing
water,
we
also
had
extensive
water
sampling
through
utilities
and
then
that
rapid
meter
pit
replacement
from
our
utilities
crews
some
of
the
customer
service
we
had
1271
log
calls
49
employees
volunteered
to
answer
the
distribution
center.
We
had
3,
000,
plus
gallons
distributed.
That's
bottled
water
and
some
bulk
water,
45
employees
volunteered
to
help
staff
that,
and
we
also
provided
delivery
directly
to
elderly
and
the
disabled.

We
were
one
of
the
things
that
we
wanted
to
make
sure
through
this
process.
Is
that
we're
transparent,
and
so
there
were
dozens
of
social
media
posts
on
all
the
platforms
we
had

of
the
specific
web
notice
relative
to
the
boyle
order.
The
communications
department
responded
over
800
comments
on
facebook,
twitter,
instagram
and
and
next
door,
social
media.
You
can
see
the
how
many
news
feeds

thousands
engagements.

Twenty
thousand
we
had
a
number
of
press
releases.
Angela
did
a
number
of
interviews
with
the
media
throughout
the
event,
and
then
we
also
made
a
couple
videos.
One
was
angela
doing
a
video
during
the
the
crisis,
and
then
there
was
a
there
was
a
video
at
the
end
of
the
crisis
that
was
city
manager,
lewis
and
myself
to
notify
the
the
community
that
it
was
over.

The
way
we
did
some
of
the
things
that
we're
looking
at
as
it
relates
to
helping
our
our
customers
at
least
ease
the
burden.
Slightly
is
a
credit
for
all
customers
for
a
thousand
gallons
of
water
usage,
and
so
it's
a
low
number
three
on
three
dollars
and
42
cents
per
customer
account.
But
that
gives
you
an
idea
of
how
inexpensive
municipal
safe
drinking
water
is
it's
a
thousand
dollars
it's
as
a
thousand
gallons,
it's
three
dollars
and
42
cents.

know
it's
one
of
those
things
that
I
think
the
it's
a
legacy
thing
of
this
utility
that
we
we
still
do
a
lot
of
these
samplings
through
the
home,
and
so
what
that
introduces
is
a
a
variable
of
the
actual
home
into
this
into
this
equation
and
a
lot
of
utilities,
and
I
think
this
is
something
that
we
are
going.
This
is
something
we
are
going
to
accelerate.

That
allows
us
to
really
assess
the
distribution
system.
We
have
a
vacant
position
that
we're
going
to
repurpose
to
a
regulatory
compliance
position
and
we're.
We
should
be
posting
that
for
that
position
this
week
this
is
a
this
is
something
in
my
role
at
south
platte
renew.
I
have
an
entire
division,
that's
associated
with
regulatory
compliance,
it's
my
data
in
regulatory
compliance
division
and
on
the
utility
side.
This
is
completely
decentralized,
so
there's
a
number
of
individual
people
who
are
handling
various
permit
requirements
and
regulatory
requirements.
However,
it's
not
it's
not
centralized.

So
it's
not
that
we're
not
doing
the
tank
inspections.
It's
that
we
didn't
document
that
we
got
an
approved
alternative
method
for
it.
So
it's
really
just
documenting
that
the
state
said
yup.
You
can
go
forward
with
the
way
you're
doing
it
continue
to
do
it.
That
way.
We
just
never
documented
that.
So
that
results
in
a
violation
there's
another
one
that
we're
working
with
the
state
on
right
now,
which
is
our
backflow
you
may
have
heard
about
this.

This
is
our
backflow
and
cross
connection
program,
and
what
that
one
essentially
is
is
for
industrial
and
commercial
properties
that
have
large
backflow
devices.
They
are
required
to
have
them
tested
and
then
submit.
Those
testing
results
to
us
at
the
city
where
we
will
compile
the
results
and
what
we
need
to
achieve
every
every
year
is
an
80
compliance
with
that
testing.
So
this
is
a
the
the
commercial
property.

It
was
all
handwritten
forms
and,
tragically
the
person
who
was
administering
this
passed
away
suddenly
last
year,
and
so
we
are
left
without
any
understanding
of
of
how
how
far
along
we
were
or
what
the
needs
were,
and
so
we've
been
working

digitize
this
process
completely
over
completely
review
and
ensure
that
we
are.
We
are
in
a
place
where
we
have

a
system
in
place,
so
that,

anybody
leaves

it
doesn't

knowledge

this
was
a

localized
issue

small

area,

the
abundance
of
caution
and
by
law

through
protection

public
health

to
assume
the
worst
and

why
the
boil
order
was
issued
with
that.

homeowner

that
sampling
site
notice?
Anything
before
the
the

test
results

pressure
issues

higher
bills,

that
could
have
helped
us
to
identify
this
a
little
sooner.

something
within

meter
pit
assembly
we
haven't
been
able
to
pinpoint
where
the
leak
actually
was
on
that
assembly,
so
it
could
have
either
been
on
the
either

upstream
part
of
the
service
line,

downstream

line
or
something
within
the
in
the
meter
itself.
So
I
I
think
at
that
point
in
time.
What
we
did
is
we
just
replaced
everything,
because
we
wanted
to
make
sure
that
we
had
a
clean
new
version
of
everything
in
that
in
that
location.

didn't
give
enough
time
between
that
point
to
when
we
were
collecting
the
sample
for
the
for
the
disinfection,
the
disinfection
residual
to
neutralize
the
bacteriological
contamination
there.

systems

designed

chlorine
residual,
so
if
there
is
any
kind
of
influence
coming
from
external
into
the

the
system,
because
water
systems,
every
water
system
across
the

leaks

disinfection
residual
is
there.

inspection
protocol

way
we
inspect
meters
is,
if

replace

inspect

going

loss,

able

website

check
it

lead
them
to
that.
So
yeah.

was
we
sent
this

notification
to
all
these
people
for
cell
cell
phone
lines,
and
then
we
were
talking
about
the
county
said.

we
can't

trust
it,
and
so
we
looked
at
our
options
and
we,
we
said
reverse
9-1-1,
but
that
exact
issue
came
up
was
that
that
only
goes
to
land
lines,
and
so
you
miss
all
the
cell
phones.

processes
for
some

meter
pit
inspections.

anyone

the

pairing

some
machine
learning

quickly
monitor
whether
or
not
you
know
we're
seeing
fluctuations
from
baselines
at
the
meter?

think
that's

longer-term
approach.

the
one

the

ultimate
goal
is
to
get
to.
It
was
automated
meter
infrastructure,
which
is
ami,
and
that's
basically,
where
you
get
real-time
meter
information
that
that
a
consumer
can
pull
up
their

meter
information
on
a
web
interface.

are
several
years
away
from
that
because
we
still
have.
We
still
have
non-metered
service
lines
and
so
we're
we're
we're
initially
trying
to
just
address
the
1220
flat
rate
meters
to
get
to
amr,
which
is
that
the
remote
read
the
with
the
trucks
going
by.
I
think
once
we
we're
setting
that
up
so
that
we
can
progressively
get
to
an
ami
approach,
but
ami
costs
a
significant
amount
of
money.
It
is
in
the
master
plan.

the
longer
term
plan
it's
not

five-year
window
right
now,
because
we
just
we
just
have
bigger
priorities.
Ultimately,
the
goal
is
to
build
towards
exactly
what
you're
talking
about,
which
is
utilization,
data

technologies

help
get
more
real-time
understanding
of
what's
going
on
in
the
system.

know
another

thing
that
our
our
staff
is
looking
into
is:
there's
there's
technology
around
leak,
monitoring
that
we
can
that
we
can
utilize
within
the
distribution
system.

concerns
is,
did
it
back
feed
into
the
distribution
system
and
again
that's
where
the
contact
time
from
the
chlorine
residual
is
what's
so
important
here,
we'd
be
more
concerned

chlorine
residual,
because
that
would
show
that
something's
consuming
the
chlorine
to
the
point
where
the
disinfection
is
is
now
gone.
But
in
this
case
we
had
really
strong
chlorine
residuals.

budget.

Okay,
review
of
what
we've
talked
about
through
the
course
of
the
the
summer
as
it
relates
to
our
budget
priorities.
You
can
see
here
the
budget
numbers
as
they
are
right
now
and
what
we've
added
is
the
percent
change.
The
the
a
couple
of
the
key
things
to
to
look
at
are
the
personnel
changes.
So
this
is
what
we
came
out
of
the
master
plan,
which
is
ramping
up
staffing
to
to
support
the
programs
that
were
that
we're
trying
to
initiate.

I
think
the
one
potential
change
that
we'll
see
between
this
budget
and
potentially
what
ultimately
goes
to
council,
is
the
addition
of
a
a
fourth
fte
this
year.
We
have.
We
have
not
determined
this
yet,
but
this
is
a
possibility
of
a
fourth
fte
in
our
meters
division
to
help
accomplish
what
we,
what
we're
planning
for
in
terms
of
that
that
brought
that
stronger
inspection
program.
This
is
something
that,
based
on
our
financial
planning,
we
can
absorb
in
the
financial
plan.
It
just
means
we.

We
have
to
defer
a
little
bit
of
priority
as
it
relates
to
capital,
but
in
the
grand
scheme
of
things
it's
not
that
significant
of
an
impact.
Additionally,
commodities
went
up.
That's
just
a
function
of
increasing
prices
and
capital
is
capital,
is
our
big
one,
so
you
can
see
in
2021
it
was
7.7
million.
It's
going
up
to
10.8
here's
the
issue
on
that
is
where
it's
an
optimistic
approach
to
try
and
execute
that
much
capital
in
a
year.

I
think
that
speaks
for
itself
lead
service
lines,
one
of
the
areas
with
lead
service
lines
that
we're
looking
at
a
couple
things
one
is
arpa
funding,
which
is
the
recovery
act.
Funding
is
utilizing
some
of
that
to
address
lead
service
lines,
so
that's
additional
influx
of
funding.
We
were
notified
that
the
hickenlooper
one
of
our
priorities-
we
went
through
hickenlooper's
office
to
to
potentially
get
an
earmark
for
two
million
dollars
of
funding
for
lead
service
lines
as
well
and
that's
moving
forward.

We
have
not
gotten
approved
for
it,
but
at
least
it's
made
it
through
the
first
round
of
approval
and
as
being
something
that's
being
forwarded
to
to
the
bill.
We
also
have
the
infrastructure
bill,
that's
in
in
discussion
and
con
a
congress.
So
so
I
think
lead
service
lines
were
we're
looking
at
potential
influx
of
federal
funding
to
help
support
that
as
well.

Metering
is
a
priority
converting
our
flat
rate
customers
to
metered
service.
That
is
something
that
we
we
need
to
do
for
this
utility
and-
and
I
think
we
we
got
a
little
bit
derailed
with
this
most
recent
event-
to
prioritize
more
of
a
an
existing
infrastructure,
inspection
characterization,
but
in
parallel,
we'll
be
converting
those
flat
rate
customers,
asset
management,
obviously
that
continued
investment,
water
resource,
resiliency
and
quality,
and
then
elect
our
scada
systems
and
our
electronic
controls
at
our
water
plant.

Department,
the
revenue
we're
anticipating
a
four
and
a
half
percent
increase
and
again
that
keeps
with
the
annual
increase
generally
set
at
four
and
a
half
percent,
to
make
sure
that
we
don't
get
behind
in
terms
of
the
just
the
increasing
cost
and
the
increasing
need
for
investment.
What
does
that
really?
Look
like
it's
about
a
dollar
five
a
month
on
a
typical
residential
bill.
We
do
not
have
a
capital
investment
fee
increase
for
2022.

The
next
increase
on
that
would
be
a
dollar
in
2023,
and
we
propose
that
next
year,
water
connection
fee
follows
the
engineering
news
record
index,
which
is
2.7
the
cost
for
staffing
and
consultants.
We
we
need
to
just
to
continue
to
ensure
execution
on
these
programmatic
approaches
to
things
we
need.
We
need
those
we
need
that
type
of
of
funding
to
come
in
and
then
ultimately
we're
we're.
Looking
at
additional
resources
we're
following
through
on
the
wifi
program,
we
actually
had
an
interview
today
with
snp
for
our
credit
rating.

It
went
very
well
and
so
we're
we're
hopeful
to
get
that
rating.
I
believe
by
the
18th
for
the
water
fund
and
the
sewer
fund,
which
we
will
then
include
with
our
application,
which
is
due
august
31st
for
wiki
of
funding,
and
that
will
help
give
us
some
low
interest
federal
loans
to
really
start
to
attack
this
backlog
of
issues,
and
I
already
talked
about
the
the
other
funding.
Here's
what
it
looks
like
in
terms
of
revenue,
what
percent
generates
in
terms
of
total
revenue
you
can
see.

Four
and
a
half
percent
on
rate
on
on
water
rates
is
278
000
personnel
requests.
We
have
a
water
operation,
superintendent,
that's
a
person
at
the
water
plant
to
at
a
superintendent
level.
Right
now.
We
I
utilize
that
position
that
fte
for
a
need
this
year
and
so
we're
reprogramming
that
superintendent,
an
inc
manager.
That's
our
integration
and
controls.

That's
someone
who
can
really
start
to
manage
this,
this
updating
and
and
changing
things
to
being
more
more
automated
and
then
an
engineer
one
and
that's
to
help
support
execution
of
capital
cost
requests
you
can
see.
These
are
just
some
of
the
programmatic
cost
requests.
I
think
something
that
we'll
we'll
add
into
this
is
the
the
water
meter
in
inspection
and
replacement
approach,
and
so
a
more
a
more
concerted
and
more
aggressive
approach
to
that.

on
this
most
recent
issue,
any
of
the
other
things
that
we
talked
about,
we
will
probably
try
to
actually
get
done
this
year,
so
that
the
change
of
sampling
and
an
institution
of
sampling
sites
will
we'll
try
and
accomplish
this
year.
But
we
might
have
some
of
that
next
year,
you
can
see
what
it
looks
like
from
increases
perspective,
it's
about
an
increase
of
418
000,
and
then
we
we
have
the
utility
billing
system,
which
we
expect
to
be
implemented
by
april
of
next
year.

it

it's
only
in
total,
a
4.4
increase,
and
a
lot
of
that
is
because
we've
stabilized
the
stabilize

plan
as
it
relates
to
execution
of
capital
investment

south
platte
renew.

see
our
our
increase.
Our
decrease
is
actually
on
personnel
and
that's
because
we're,
including
a
vacancy
savings
we
generally
run
under
our
total
fte
allotment
at
spr
and
that's
by
design
to
ensure
that
we
that,
if
we
don't,
we
don't
just
rehire
the
position.

If
someone
leaves
we,
we
evaluate,
what's
the
right
use
of,
what's
the
right
need
and
and
potentially
repurposed
positions,
so
sometimes
I'll
hold
a
position
for
six
or
12
months
to
to
determine
and
we'll
have
a
new
need.
A
perfect
example
of
this
is
we've
realized
in
the
last
few
months
that
we
are
water
experts.

We
are
not
natural
gas
production
facility
experts,
and
so
what
we've
really
been
honing
in
on
is
a
strategy
to
bring
someone
in
from
the
outside
hire
an
employee
who
can
run
our
our
biogas
system,
who
comes
out
of
the
oil
and
gas
industry,
not
someone
who
comes
out
of
the
water
industry.
So
that's
something
that
we're
in
the
process
of
developing
a
a
couple,
an
operations
person,
an
engineer
person
to
help
manage
that
whole.
That
third
part
of
our
process,
that's
brand
new,
but
you
can
see
there's
a
reduction
there.

Priorities
are
staffing.
We
we're
utilizing
in-house
resources
and
and
then
we're
also
we're
also
supplementing
that
with
the
appropriate
contractual,
so
we're
trying
to
find
the
blend
of
the
right
in-house
versus
contractual
resources
in
order
to
execute
programmatically
again.
This
is
all
programmatic.

So
what
you
can
see
in
the
picture
is
a
lining
program,
so
inspection
of
our
our
collection
system
and
then
determining
the
the
prioritization
of
areas
of
this
clay
pipe
that
needs
to
be
lined
if
it's
damaged
or
has
inflow
asset
management
is
a
continued
approach
to
how
we
prioritize
our
investment
in
our
infrastructure
and
then
south
flat.
Renew
funding
is
really
the
bulk
of
the
the
expense
in
the
sewer
fund.
You
can
see
that
here,
where
it
splits
its
infrastructure
and
sustainability
revenues
again,
four
and
a
half
percent
increase.

This
is
this
follows
along
with
the
the
financial
plan
that
we
put
together.
That's
a
ten-year
financial
plan
that
projects
these
rates
into
the
future
typical
bill
increases
about
a
dollar
ten.
What
we
don't
have
in
the
budget,
but
we're
still
working
on
is
the
the
multi,
the
connector
district
multiplier
of
1.05
to
1.2,
really
where
this
would
impact
us
is
when
we
next
year's
round
of
billing
of
our
connector
districts
begins
in
june.
Our
goal
is
to
get
this
through
this
year.

However,
with
this
most
recent
issue
with
our
our
meter
issue
in
the
boil,
we're
still
tracking
towards
that.
However,
we're
we're
focused
on
we're
also
focusing
on
these
new
priorities
that
have
come
up
and
again
it's
the
enr
cost
index
for
connection
fees,
staffing
and
consultants
are
what
we're
we're
utilizing
to
ensure
that
we
get
the
revenues
that
we
need,
and
you
can
see
it's
the
same
sources
for
for
additional
funding.

The
reason
why
the
engineering
number
is
so
low
is
because
we
anticipate
only
10
percent
of
that
fde
doing
sewer
related
the
bulk
of
their
work
would
be
water
related.
You
can
see
how
that
looks
from
a
ongoing
versus
one
time.
The
reason
the
cogsdale
number
is
so
big
is
because
the
billing
system
bills
every
every
account
in
the
connector
district.
So
it's
a
much
larger
billing
area.
I
believe
it's
an
additional
35
000
accounts
that
we
have
built
there,
that
that
we
bill
on
behalf
of
those
connector
districts.

you
how

they

just
needed
to
say
that
publicly

also
peter
had
just
a
smashing,
successful
staff
presentation
for
our
annual
report

littleton
and
inglewood
the
last
week
of
july.

was
a
tremendous
two-hour
presentation
with
really
great
information,
just
a
very
professional
group
of
people
that
we're
lucky
to
have
so
we'll
have
to
weather
this
all
together
going
forward,
and
hopefully
the
continued
communication
will
be
strong.

staff

the
first
two
months
of
when

I
took
over
as
utilities
director,
it
would
have
been
a
far
different
issue
because
we
just
didn't:
have
the
we

have
the
systems
or
the
organization
in
place
to
really
respond.
So
it's
unfortunate
that
it
happened
and
at
the
same
time
we
we
have
the
organization
in
development,
to
the
point
where
I
think
we'll
we're
we're
getting
close
to
being
at
a
point
where
we
can
really
address
these
things
more
proactively.
