an
information
item
discussing
the
findings
of
the
recently
completed
risk
and
resiliency
assessment.
Joining
me
joining

denise
mizen.
She
is
an
environmental
scientist
with
cdm.
Smith
she'll
be
tag
teaming
with
me
on
this
presentation.
She
has
a
lot
of
experience
doing
this
kind
of
work,
so
we're
really
glad
to
have
her
on
the
team.
Did
a
great
job
leading
this
effort.

So
this
is
our
first
to
go
around
at
it.
It's
required
for
all
water
systems
that
serve
more
than
3
300
people.
The
two
components
are
the
risk
and
resiliency
assessment,
which
is
what
we'll
be
covering
today
that
we
recently
completed
and
then
the
other
phase
is
the
emergency
response
plan.
These
are
required
to
be
updated
every
five
years
and
the
intent
of
this
effort
is
to
assess
and
make
sure
that
there
are
appropriate
responses
for
water
utilities
to
malevolent
acts
and
natural
hazards.

So
the
first
step
in
the
process
was
to
identify
the
critical
assets
that
we
wanted
to
include
in
the
risk
assessment,
as
well
as
the
different
threat
and
hazard
types
that
each
of
those
assets
is
exposed
to.
So
once
that
information
was
available,
we
were
able
to
dig
a
little
deeper
and
we
evaluated
system
vulnerabilities
to
the
different
threats
and
hazards
identified
as
well
as
conducted
a
consequence
of
failure
and
a
threat
likelihood
analysis.

So
all
that
information
together
provided
the
information
that
we
needed
to
quantify
risk
and
resilience
for
the
system
as
a
whole
and
that
provided
us
the
ability
to
rank
critical
assets
and
threats
based
on
their
total
risk
to
the
system
so
recommended.
Mis
risk
strategies
and
risk
mitigation
strategies
can
target
those
highest
risk
threats
and
provide
the
greatest
benefit
from
a
risk
reduction
standpoint.

So
I'll
talk
a
little
bit
about
each
step
in
the
process
and
what
the
results
were,
so
the
identification
of
threats
and
hazards
for
the
city
of
englewood.
As
steve
mentioned,
we
looked
at
malevolent
acts
and
natural
hazards.
The
threats
listed
here
in
this
table
represent
the
highest
risk
threat
types
for
the
system,
so,
for
example,
exposure
types
that
we
looked
at
for
sabotage.
Specifically,
we
looked
at
the
use
of
explosives
at
different
critical
assets.

also
looked
at
the
potential
for
structural
damages
of
the
different
assets
when
different
threat
types
occur
as
well.
As
you
know
what
would
happen
if
there
was
a
power
outage
during
an
emergency
event,
so
some
of
the
factors
contributing
to
the
higher
risk
scores
were
a
lack
of
physical
security
or
backup
power
as
and
we
also
looked
at
existing
emergency
response
procedures
if
there
was
a
lack
of
response
procedures
for
for
a
specific
threat,
type
that
also
increased
the
risk
next
slide,
so
identification
of
critical
assets.
We
worked
with
city
of
englewood
staff.

Threatened
consequence
consequence
and
likelihood
so
threat
likelihood
was
an
evaluation
that
looked
more
at
the
probability
of
occurrence.
So
what
are
the
chances
that
the
different
types
of
threats
could
occur?
So
we
used
a
number
of
different
guidance
documents
and
resources
to
evaluate
their
likelihood
for
the
different
threat
types
we
looked
at.
One
of
them
was
the
epa
malevolent
act
guidance
that
was
published
back
in
2019
that
specifically
provided
baseline
threat
likelihood
values
for
the
malevolent
acts
we
included
in
the
assessment
for
natural
hazards.

looked
more
at
different
federal
mapping,
resources,
so
usgs
maps
for
earthquake
assessments.
We
looked
at
fema
floodplain
maps
for
flood
threat
likelihood
and
all
that
information
helped
us
better,
evaluate
the
probability
of
occurrence
for
different
natural
hazards
and
then,
oh
consequence,
two
really
quick
before
we
move
on
consequence
scores
were
also
calculated
for
each
of
the
critical
assets
and
threat
types
evaluated.
So
this
is
where
we
looked
at
the
more
monetary
or
dollar
value
cost
associated
with
emergency
events.

All

finally,
here
this
is
the
utility
resilience
index.
So
this
was
part
of
the
risk
and
resilience
assessment
as
well.
Resilience
is
more
of
a
measure
of
how
well
the
utility
is
able
to
recover
from
an
emergency
event,
while
risk
looked
more
at
how
prepared
they
are
to
respond
during
an
event,
so
the
utility
resilience
index
was
measured
on
a
scale
of
1
to
100
100
being
the
most
resilient.
A
system
can
be
the
city
of
englewood,
had
a
score
of
45.
50
is
about
average,
so
this
is
slightly
below
average.

what
happens
now?
Well,
we
we
certified
our
risk
and
resiliency
assessment
back
in
december,
so
we've
complied
with
the
law
and
all
of
our
regulatory
requirements.
Moving
forward
we're
going
to
prioritize
these
risk
mitigation
strategies
that
were
identified
as
part
of
the
rra.

The
the
risk
assessment
identified
other
initiatives
that
weren't
on
our
radar,
and
so
we
will
put
together
a
plan
and
strategy
to
address
those
and
then
finally,
we'll
be
moving
on
into
to
phase
two.
So
the
emergency
response
plan
is
required
to
be
complete
within
six
months
of
certification
of
the
risk
assessment,
and
so
we
completed
that
in
late
late
december.

have
a
deadline
for
that
in
june.
The
purpose
of
the
emergency
response
plan
is
to
to
develop
a
response
plan.
So
if
these
risks
that
identified
were
to
occur,
what
is
our
response
plan
for
that?
So
we
are
kicking
that
off
now
and
again,
we
will
be
tracking
to
have
that
wrapped
up
in
june
and
we'll
return
to
the
board
to
to
provide
an
update
on
those
findings,
and
that
concludes
chair
and
I'd
be
happy
to
take
any

utilities
across

actually
look
at
their
vulnerabilities

develop

plan

takes
on
that
falls
into
their
normal
capital
planning
process,
and
things
like
that.

on

evaluated

number

risks

inglewood,

our
emergency
operations.

involved

that

the
citywide
emergency
operations
plan
is
actually
a
part
of
the
water
utility
emergency
response
plan.
So
it'll
be
the
update
that
that

got
approved

in
the
process
of
being
approved
will
be
incorporated
as
part
of
the
final
update
for
the
water
utility,
specific
erp.

just
to
add
to
that,
as
we
were
developing
the
arapahoe
county
plan,
the
one
that
you're
referencing
councilmember
anderson,
I
was
in
the
in
that
discussion.
We
had
a-

it
was
a
two-hour
workshop

I
was
there
representing
potential
risks
for
utilities.
So
there
is
at
least
some
connectivity.

couple

we

had
an
understanding
of
what
south
platte
renew
actually
did.
Mr
shapiro
actually
is
a
resident
in.

centennial

actually
a
customer
through
a
connector
district
and
not
necessarily
through
the
city
of
englewood,
and
so
one
of
the
challenges
and
one
of
the
things
I
told
him
that
our
we
have
a
plan
to
look
into
longer
term
is
those
those
external
connector
district
customers
they
get
their
bill
annually.

the
brew
pubs

so

think
we
could
do
more
and
I
think
we'll
probably
do
more
as
it
relates
to
an
education
of
the
the
the
challenge
for
a
customer
outside.

from
the

it's

englewood
bill
when

actuality,
we're
just
the
billing
entity
and
so
their
their
water
district
could
be
some
like
southgate,
which
has
a
huge
water
district,

just
point
to
the
city
of
englewood
as
it
relates
to
treatment,
because
the
englewood
is
the
owner
of
the
treatment
plant.
So
it
it
quickly
gets
complex.
So
I
think
I

there's
a

probably

better
strategy
over
time
that
we
could
be
looking
into
to
help.

actually

This
has
been
two

we've

originally
going

do
it

couple
meetings
ago
and
then

then
the
agenda
got
really
big
last
meeting,

so
this
is
the
longer
version
of
the
video
that
we've
done
that's
more
of
a
education,
video
and
so
angela
is
going
to
run
that
for
us.

I'm
rachel
and
I'm
here
to
give
you
a
behind
the
scenes,
look
at
the
south
platte
renew
facility
and
how
we
renew
water
for
colorado's
future
to
get
started.
What
is
waste
water
and
where
does
it
come
from
wastewater,
is
any
water
that
has
been
used
by
humans,
such
as
water,
that
goes
down
the
drain.
When
you
wash
your
hands,
take
a
shower
flush,
the
toilet
or
do
the
dishes,
waste
water
from
homes,
schools
and
businesses
flow
to
south
platte
renew
for
treatment.
We
do
not
treat
storm
water
at
our
facility.
H

The
pre-treatment
team
works
with
different
industries
such
as
restaurants,
gas
stations,
car
washes
and
metal
shops
to
ensure
they
discharge
only
what
the
plant
can
handle
beneficial
use,
operators,
transport
and
apply
our
biosolids
to
fields.
Growing
corn
and
wheat
administration
coordinates
finances
contracts,
communications
and
provides
education
to
all
ages
within
the
communities
that
we
serve.
Their
work
behind
the
scenes
contributes
to
our
overall
environmental
efforts.
H
It's
important
to
note
that
anything
other
than
toilet
paper
does
not
break
down
and
can
cause
damage
to
our
treatment
system,
as
well
as
damage
to
the
plumbing
in
your
home.
It
is
important
to
only
flush
the
three
peas
pee
poop
and
toilet
paper
at
headworks
screens,
remove
large,
solid
material,
small
grit
and
gravel
falls
out
of
the
water
flow.
These
wastes
that
can't
be
broken
down
during
the
rest
of
the
process
are
deposited
into
a
dump
truck
which
hauls
them
to
a
landfill.
H
The
water
then
continues
through
the
plant
for
further
treatment.
Next,
in
the
primary
clarification
step
of
the
process,
the
water
is
slowed
down,
allowing
gravity
to
separate
out
wastes
based
on
density.
The
six
large
primary
clarifier
tanks
allow
heavier
solids
to
sink
to
the
bottom,
while
lighter
materials
like
grease
and
oil
float
to
the
top,
a
submerged
rotating
rake
collects
the
thick
viscous
layer
at
the
bottom
of
the
tank.

The
trickling
filters
are
where
the
first
biologic
step
in
the
water
treatment
process
takes
place
inside
the
three
trickling
filters
are
layers
of
plastic
media
that
are
home
to
hard-working
microorganisms,
tiny
living
creatures
that
are
not
visible
to
the
human
eye.
These
microorganisms
biodegrade
organic
material
by
breaking
down
carbon.
H
H
Now,
with
a
food
source
and
oxygen
to
breathe,
the
microorganisms
can
efficiently
biodegrade
the
organic
material
effectively
reducing
solids
and
removing
nutrients
from
the
flow.
The
water
travels
from
the
solids
contact,
tanks
to
the
secondary
clarifiers,
where
fine
solids
are
allowed
to
settle
similar
to
the
process
in
the
primary
clarifiers.
H
This
is
the
second
round
of
settling
for
solids
and
sludge
once
settled.
The
solids
move
forward
into
solids
treatment
and
the
water
continues
on
to
the
next
step
of
the
water
treatment
process.
Nitrifying
trickling
filters,
r3
nitrifying,
trickling
filters
are
home
to
nitrifiers
microorganisms
that
convert
ammonia,
a
nutrient
that
can
otherwise
have
harmful
effects
on
the
watershed
into
nitrate.
H
After
passing,
through
the
nitrifying
trickling
filters,
the
water
has
far
less
ammonia,
but
is
rich
in
nitrate.
Another
nutrient
that
can
adversely
affect
the
watershed.
The
water
is
sent
through
the
denitrification
filters
here.
Denitrifying
microorganisms
live
in
a
sand
and
gravel
filter
that
is
deprived
of
oxygen.
The
denitrification
filters
complete
the
nitrogen
cycle
by
turning
nitrates
into
nitrogen
gas.
This
gas
is
released
into
the
atmosphere
which
is
already
78
nitrogen
at
the
end
of
the
denitrification
process.
Most
of
the
nutrients
have
been
removed
from
the
water
that
originally
entered
the
plant.
H
H
H
The
water
must
pass
through
one
final
check
before
entering
the
south
platte
river
operators
and
monitoring
systems
monitor
the
health
of
the
water
before
allowing
it
to
become
part
of
the
natural
waterway.
Our
operators
use
a
computer
monitoring
system
called
supervisory
control
and
data
acquisition.
This
system
is
used
to
monitor
all
stages
within
the
process
and
remotely
control
valves
and
pumps
once
the
water
has
been
cleaned
and
disinfected,
it
rejoins
the
south,
platte
river
and
once
again
becomes
part
of
our
ecosystem.

So
what
happens
to
all
of
the
solid
waste
that
is
removed
from
the
liquid
flow?
Remember
the
dissolved
air
floatation,
thickening
tanks,
daft
we
touched
on
earlier
in
the
video
materials
that
are
removed
from
the
water
flow
at
primary
and
secondary
clarifiers
are
sent
to
dissolved
air
flotation,
thickening
tanks
where
they
are
thickened
and
readied
for
digestion.

Solids
are
broken
down
by
microorganisms
that,
like
the
temperature
around
98
degrees
fahrenheit,
this
is
about
the
same
as
your
body
temperature
and
the
process
is
similar
to
the
digestion
process
that
takes
place
in
your
stomach.
Although
it
only
takes
you
several
hours
to
do
this.
The
plant
takes
around
25
days
to
complete
the
digestion
process.

The
biogas
skid
is
where
we
harvest
the
methane
gas
produced
by
microorganisms
inside
the
anaerobic
digesters.
The
gas
is
first
cleaned
by
removing
carbon
dioxide,
water
and
other
impurities.
It
is
then
injected
into
an
excel
energy
natural
gas
pipeline
excel.
Then
supplies
customers
with
gas
created
from
our
wastewater,
south
platte
renew,
was
the
first
colorado
plant
to
inject
recovered
biogas
into
the
xl
pipeline.
This
process
reduces
air
pollution
and
recovers
a
valuable
resource
that
was
previously
thought
of
as
waste
digested.

Ultimately,
water
is
renewed
and
released
into
the
south
platte
river
for
use
by
those
downstream.
It
is
important
to
remember
that
we
are
all
part
of
this
important
process
to
keep
our
environment
safe
and
healthy.
This
work
couldn't
be
done
without
all
the
employees
here
at
south
platte,
renew
operators,
mechanics
engineers,
lab
analysts,
pre-treatment
specialists
and
administration,
as
regulations,
change
from
the
environmental
protection
agency
and
the
colorado
department
of
public
health
and
environment,
so
must
our
processes.

This
requires
additional
treatment
process
and
new
facility
improvements
to
ensure
that
the
water
we
discharge
meets
regulations.
We
continually
work
with
universities,
vendors
and
other
industry
professionals
to
keep
us
leading
the
way
in
environmental
stewardship.

We
go

we
were
notified
today
officially
that
we
have
been
selected
to
apply
for
wifi
funding,
which
this
is
a
big
deal,
and
so
this
is
something
that
steve
and
his
steve
led
this
effort
with
the
help
of
stantec
our
consultant.
That's
helped
us
with
rates
and
fees,
and
so
there
are
55
new
projects
that
have
been
approved
for
wifi
funding.
Our
project
is
one
of
them.
You
can
see.

Is
it's
a
low-interest
loan
program
once
the
next
step
for
us
would
be
to
go
through
the
application
process,
so
the
application
process
there's
an
application
fee?
It's
pretty
significant.
I
believe
it
supports
around
about
a
hundred
thousand
dollars,
but
it's
a
hundred
thousand
dollars
to
get
access
to
45
million
dollars
worth
of
loans
that
I
think
the
current
interest
interest
rates
right
now
are
running
around
two
percent
for
what
this
money
is
being
loaned
out
at.
So
it's
a
it's
a
very
low
interest
rate
loan
program.

Additionally,
there's
a
lot
of
flexibility
in
it.
So
if
once
we
get
approved
for
this,
we
have
five
years
to
draw
the
money
down.
So
it's
like
a
line
of
credit
up
to
45
million.
We
can
draw
down
as
we
release
projects
over
time,
and
then
we
have
up
to
five
years
to
defer
the
initial
payment
on
so
realistically.

So
I
want
to
thank
steve
and
stantec
for
the
hard
work
that
they
did
over
the
summer
to
get
this
letter
of
intent
in
in
the
fall,
and
this
is
this
is
a
really.
This
is
really
big
news
for
us
as
a
utility.
So
it's
it's
a
great
step
forward
in
being
able
to
address
some
of
these
issues.
So
I
wanted
to
let
the
board
know
that
this
is
the
first
group
that
we're
notifying
that
that
has
occurred
and
we're
very
excited
about
it.

we'll
be
reaching
out,
we
will
be
a
little
bit
more
explicit
in
the
timing
of
the
projects
that
we
would
intend
to
apply.

expect
when
I
was
our
contact

epa
mentioned

next.
I
believe
that
the
underwriter
will
be
reaching
out
and
then
then
it
will
be
the
start
of
the
application
process.
So
in
terms
of
council
decision
making,
I

I'm
not
sure
at
what
stage
would
be
ready
for
that.

and
still
maintain
those
coverage
numbers
that
we've
we've
talked
about
in
that
10-year
financial
plan,
so
that
we
didn't
get
so
far
leveraged

debt
that
we
would
be

that
that
are
out
there,
and
so
that's
how
we
came
up
with
that.
