Those
funds
were
to
be
received
in
two
tranches
and
they
were
received
one
tranche
in
2021
and
the
next
tranche
will
be
received
in
june
of
this
year.
So
the
city
of
inglewood
will
receive
a
total
of
8.8
million
dollars,
and
earlier
this
year,
city
council
approved
a
list
of
projects
to
be
funded
by
these
by
the
arpa
funds,
and
4.2
million
of
this
was
allocated
to
the
water,
sewer
and
storm
water
enterprise
funds.
I
Year
so
then,
moving
on
to
what
that
means
for
our
supplemental
appropriation
for
the
water
fund,
it
actually
doesn't
mean
anything
we
aren't
requesting
additional
funds.
The
lead
service
line
project,
as
well
as
the
old
hampton
water
project,
were
included
in
the
2022
water
enterprise
fund
budget.
However,
in
the
so
actually
we're
just
assigning
our
funds
to
those
projects
and
then
there's
no
increases
in
expenditures
for
the
sewer
fund.
I
However,
we
had
not
included
that
old,
hampton
sewer
design
in
the
2022
budget,
so
we're
taking
those
arpa
funds,
assigning
it
to
that
project
and
then
making
that
request
for
additional
appropriation
tonight
and
then
for
additional
in
for
the
sewer
fund.
We're
recommending
two
additional
collection
system
projects,
the
sewer
line,
rehabilitation
which
a
portion
of
that
was
budgeted
for
in
2022
and
then
sewer
inspection,
which
initially
was
not
considered
for
the
2022
budget.

dollars
would
be
allocated
to
the
old
hampton
utilities,
improvement
project
and
that's
for
design
this
year,
and
then
those
arpa
funds
will
be
held
into
2023
for
next
year
when
construction
on
that
project
starts
so
for
the
sewer
enterprise
fund.
All
of
these
are
increased
to
the
2022
budget.

That
project
cost
is
264
680
the
sewer
line
rehabilitation.
We
had
budgeted
300
000
since
got
we've
gotten
bids
back
from
contractors,
and
we
would
need
to
add
202
000
to
that
line
item.
We
do
have
available
service
revenue
and
cash
fund
within
the
sewer
fund
to
to
absorb
that
cost.
For
this
year
and
then
the
cctv
and
sewer
inspection
that
project
cost
is
looking
to
come
in
at
about
455
000,
so
that
would
be
an
additional
request
that
we
would
make
for
our
supplemental
appropriation.

required

a
colorado,
primary
drinking
water
regulation.
It's
actually
affectionately
known
as
the
backflow
prevention
and
cross-connection
control.
Rule
utilities
must
have
a
backflow
prevention
and
cross-connection
control
program.
We
need
to
complete
100
percent
of
cross-connection
surveys
and
ninety
percent
of
our
backflow
assembly.
Micro
prevention
assemblies
must
be
tested
every
single
year.

we
didn't
really
haggle
with
them
per
se,
but
we
did
we
did
have
them.
You
know,
walk
us
through
what
what
they,
what
they're
charging
we
reached
out
to
some
some
other
communities
that
that
also
have
have
a
contractor
help
out

type

service

see
if
it
was
similar,
and
it
all
lined
up
pretty
well.

The
costs
associated
with
that
delivery
are
reimbursed
by
those
contract
users,
it's
a
reimbursement,
because,
throughout
the
course
of
the
calendar
year,
the
city
will
fund
all
the
staffing
and
work
that
needs
to
be
done.
We'll
compile
those
costs
at
the
end
of
the
year
and
then
we
will
equitably
distribute
that
amongst
the
contract
users.

In
terms
of
what
comprises
those
those
annual
costs,
it's
primarily
on
the
operations
and
maintenance
side
that
includes
system
operations,
which
is
the
the
staffing
and
the
infrastructure
that
actually
controls
flow
in
the
ditch
on
the
maintenance
side.
That
would
include
vegetation
removal,
as
we've
discussed
previously,
there
are
portions
of
city
dish
that
remain
open
channel,
so
vegetation
removal
is
required
in
order
to
remove
anything
that
might
be
impeding
flow
in
the
ditch.
The
operations
and
maintenance
also
includes
repairs
inspections,
accounting
costs.

Costs
have
been
increased
by
about
58,
so
we
did
discuss
this
methodology
with
our
contract
users.
Late
last
year
it
was
actually
we
were
informed,
one
of
the
first
meetings
of
that
group
of
the
city
and
all
of
its
contract
users.
So
everyone
was
very
appreciative
of
that
opportunity
to
meet
and
we
did
explain
what
we
were
thinking
in
terms
of
how
this
methodology
would
be
revised.

We
did
look
at
some
other
cost
factors,
as
we
calculated
that
our
costs
for
this
year,
one
was
improved
quantification
of
the
city
expenses,
so
we
took
a
closer
look
at
that
that
actually
decreased
the
annual
costs
and
we
also
increased
deliveries
to
englewood.
So,
as
I
mentioned,
we've
been
taking
more
deliveries
throughout
the
year,
we've
been
taking
additional
deliveries
over
the
course
of
the
summer,
so
that
impacts
the
distribution
of
those
costs.

So
I
mentioned
the
percent
changes.
This
is
this
is
what
that
results
in
in
terms
of
dollars.
So
the
annual
m
and
improvements
cost
for
2020
were
around
222.
000
and
2021
is
reduced
to
173
000,
some
of
which
was
associated
with
with
taking
a
closer
look
at
the
the
the
calculation
of
those
costs.
In
terms
of
angle,
its
cost
share
reduced
our
costs
from
184
000
down
to
90
around
90
000
and
from
our
contract
user
cost
share
it
increased
from
about
38
000
to
82
000.

do
want
to
point
out
that
we
did
add
an
additional
contract
user
in
2021.
So
that's
part
of
why
that,
in
addition
to
the
methodology,
why
that
that
cost
increased
to
provide
some
perspective
on
what
that
means
on
a
contract
user
basis,
our
largest
contract
user
is
cherry
hills,
country
club,
their
cost
increased
from
about
22
000
to
35
000,
and
on
the
flip
side,
our
smallest
contract
user
increased
from
219
to
three
hundred
forty
five
dollars,
and
that
concludes
my
presentation.

yourself

be
maintained.

charging

users

ability

take
to
use
the
ditch,
even
if
it
wasn't
currently
in
operation.

considerations

we

coming
up
with
the
methodology
and

staff
level
came
to

the

recommendation
that
it
would
be
more
equitably,

water

denver
water
is
going
to
do
with
those
unallocated
shares.
They
may
actually
go
to
some
other
usage
and
so
for
us
to
keep
covering
those
costs
for
an
unknown
scenario
of
whether
the
shares
may
ever
get
used
on
the
ditch.

the
other
way
you'd
still
have
to
if
you're
gonna
take
the
unallocated
shares
into
the
fraction,
you'd
still
have
to
figure
out
how
to
then
charge
for
it,
even
if
the
water
is
again
not

used,

sense.

appreciate
that
one
other
quick
one
costs
of
if
over
time
the
line
gets
further
closed
or
buried.

would
those
do
those
costs
get
distributed
in
this
manner?

costs

implemented
this
annual
service
fee
and
they

pay

citizens
pay
a
water
usage
fee.
Did
you
guys
consider
any
anything
like
that
in
this
scenario
where
you're
you're
charging
a
fee
to
to
maintain
those
contracts,
plus
a
usage
fee
to
kind
of
balance?
Those
two
considerations
that
chair
more
brought
out:

present
the
preliminary
plan
for
our
capital,
next
five-year
capital
for
the
water
fund
and
the
sewer
fund,
and
then
director
maria
d'andrea
public
works
director
is
also
here,
she'll,
be
presenting
on
the
storm
stormwater
capital
for
the
next
five
years.
So
I'm
going
to
share
screen,
and
hopefully
I
do
this
right
because
I'm
on
a
single
screen
here.

Additionally
safety.
Since
these
systems
are
getting
older
efficiencies
and
specifically
in
our
treatment
systems,
and
then
we
always
look
to
look
at
sustainability
since
we're
talking
about
water
as
a
as
a
resource.
We
want
to
be
have
a
sustainable
approach
to
how
we
approach
that
so
from
the
water
fund
perspective,
we
have
our
priority
projects,
and
this
is
subdivided
into
a
few
different
categories
and
then
we'll
or
a
few
different
slides
and
then
it'll
total
at
the
end.
But
you
can
see
the
the
one
of
the
main
ones
we've
been
talking
about.

The
city
ditch
piping
and
we
expect
a
12
million
dollar
five-year
cost.
Our
intention
is
to
get
that
largely
completed
by
2025,
so
that
by
2025
our
customers
are
seeing
a
a
a
positive
effect,
as
it
relates
to
taste
order
and
hardness.
The
other
one
is
the
big
dry
creek
diversion
project
which
has
been
a
it's
been
a
challenge
to
take
the
partially
completed
project
that
was
completed
four
or
five
or
so
years
ago,
and
really
figure
out
what
we've
needed
to
do
to
complete
that
project.

The
the
plans
and
the
specs
and
the
engineering
that
was
that
was
done
prior
was,
was
not
meeting
what
the
needs
were
moving
forward,
and
so
we
really
dug
in
to
get
constructability
reviews
and
and
a
new
plans
for
that.
But
it's
still
a
a
priority
project
for
us,
because
we
actually
did
experience
a
hardness
spike
in
february
due
to
a
significant
hardness
event
that
was
coming
down:
big
dry
creek.
So
that
is
another
priority
as
well
in
the
next
year.

These
are
more
a
lot
of
these
are
ongoing
programs,
so
distribution
system
replacement.
You
can
see
that
there's
design
and
construction
in
both
of
those
old
hampden
we've
talked
about
in
the
budget
supplemental,
so
that's
a
project
that
will
be
constructed
over
the
next
couple
of
years
that
we're
budging
for
valve
replacements.
So
we
need
to
be
replacing
valves
on
a
recurring
basis.

We
have
a
number
of
broken
valves
in
the
system
which
makes
it
hard
to
isolate
if
there's
a
break
or
if
we
need
to
turn
things
off
for
construction
lead
service
line.
We've
talked
about
a
number
of
times.
Meters
we've
talked
about
a
number
of
times
our
our
treatment
plan
process.
We
are,
we
are
doing
an
assessment
this
year
to
really
start
to
figure
out
how
to
improve
and
and
create
more
efficiency
and
and
just
improve
the
treatment
press
plant
process.

The
call
and
pump
station
we've
talked
about
in
the
past
are
our
valve
replacement
projects,
our
plc,
which
is
our
our
logic,
the
electronics
that
are
the
brains
that
determine
how
the
systems
operate,
an
investment
in
that
our
electrical
and
and
controls
improvement,
which
is
an
ongoing
process
over
the
next
several
years,
and
then
dredging
and
hauling
is
a.
We
we've
had
a
a
significant
backlog
of
solids
that
have
have
accumulated
in
our
our
ponds
that
we
need
to
get
removed
and
hauled
off
so
that
we
can
restore
the
volume
of
those
pods.

Those
are
the
two
ponds
that
are
adjacent
to
the
allen
plant.
Additionally,
we
are
looking
at
the
operational
needs,
as
it
relates
to
an
operations
complex
out
at
the
out
at
the
service
center
site
and
associated
off
additional
office
expansion
at
the
water
plant,
because
there
really
isn't
there's
no
office
space
in
the
in
the
water
plant
and
considering
how
we
are
staffing,
this
site,
as
well
as
our
our
other
water
activities.

Those
two
projects
will
help
us
meet
the
needs
of
that
staffing
model,
so
request
for
2023
is
15
million

000..
We
are
still
in
the
period
the
the
ramp
up
phase
of
this,
so
we
are
programming
for
fifteen
million
nine
hundred
thousand,
because
we
know
that
those
are
the
things
that
need
to
happen.

There
is
also
the
reality
of
of
staff
to
execute
and
the
timing
of
execution
of
projects.
So
we
think
this
is
the
high
side
of
what
we'd
be
seeing
in
2023,
and
then
you
can
see
where
it
p,
where
it
starts
to
peak
in
24,
25
and
26,
and
that
aligns
with
wifi
funding
coming
in
in
those
years,
and
so
this
is
really
just
our
first,
our
first
stab
at
at
what
we
know
needs
to
happen,
but
we
then
also
have
to
you
know
ground
proof
it
with
the
ability
to
execute
on
this.

it

requirement

at
that

long

ramped
up

we

enter

season

it's

a
number
of
things,
we're
always
optimistic
at
how
fast
projects
will
ramp
up
so
projects
take
time
to
get
going.
It's
when
you
get
into
construction
that
you
really
start
spending
the
money.
So
what
we
don't
want
to
do
is
we
don't
want
to
restrict
ourselves
if,
if
we,
if
the
timing
of
one
a
project,
goes
from
concept
to
design
to
construction,
we
don't
want
to
get
to
a
point
where
we're
near
the
end
of
the
year.

We
don't
have
enough
money
if
it
has
tracked
with
the
the
ideal
schedule
of
of
construction,
and
so
so
we
we
program
it
in
a
way.
That's
somewhat
aggressive
to
ensure
that
as
construction
occurs,
we
have
the
money
bandwidth
wise.
We
are,
we
are
just.
It
is
a
lot
of.
Is
it's
a
lot
of
capital,
a
lot
of
projects
to
to
execute
with
an
engineering
division?

That's
that's
largely
a
year
and
a
half
old
in
in
existence,
so
we're
still
building
that
capacity
from
a
project
execution
perspective
and
then
we're
in
the
concept
to
design
to
construction.
So,
when
you're
in
construction,
that's
when
we're
really
spending
the
money
and
we're
in
this
we're
in
the
normal
ramp
up
curve
that
that
we
it's
the
same
kind
of
curve.

so
basically
what
happens
is
so
with
the
water
fund.
If
we
don't
spend
the
money,
it
just
goes
back
to
the
fund
balance,
and
so
then,
every
year,
what
we
do
is
we
smooth
it
out
into

what
we
can.
What
we
can
execute
based
on
staffing
based
on
project
costs,
as
they're
coming
in
the
flip
side,
is
occurring
on
the
south
platte
renews
side,
where
our
project
costs
are,
you
know,
are
coming
in
higher
than
were
originally
budgeted.

So,
from
a
sewer
perspective,
we
have
a
few
projects
that
are
actually
tied
to
the
sewer
fund,
directly,
the
most
significant
of
which
is
the
old
hamden
improvements
which
we're
in
the
design
process
for
right
now
and
then
we'll
we'll
need
to
fund
the
construction,
which
is
the
larger
dollar
amounts.
There.
There's
also
the
funding
of
the
the
sewers
proportionate
share
of
any
operations
complex
that
we
build
over
the
next
few
years
out
at
the
service
center,
the
pipe
rehab,
the
pipe
inspection
those
are
on.

The
pipe
rehab
is
an
ongoing
annual
process
where
we
want
to
rehab
a
certain
linear
footage
of
pipe
annually
in
order
to
ensure
that,
over
the
course
of
of
50
years
we're
getting
through
the
entire
system.
That's
where
the
cctv
comes
into
play,
where
we
get
a
complete
baseline
camera,
video
of
all
the
system,
and
then
we
know
how
to
prioritize
that
money,
because
we
can't
fix
it
all
at
once,
and
and
we
need
to
prioritize
based
on
the
areas
that
are
in
worse
shape.

So
here's
how
we
fund
things
cash,
the
wifi
program
which
we
have
we
have
spent
the
last
almost
18
to
20
months,
working
on
we're,
going
to
have
an
update
on
that,
because
we're
in
experiencing
some
challenges
on
that,
but
we'll
get
to
that
a
little
bit
later.
The
state
revolving
funds,
that's
our
srf
funds
from
the
state
level,
bonds
and
grants.
These
are
all
areas
where
we're
we're
amassing
funding
for
this
backlog
of
projects.

So
I'll
move
on
to
south
point
renew-
and
this
is
actually
this-
this
one
has
been
evolving
over
the
last
four
years
like
I
said
so.
This
is
my
fourth
budget
cycle
on
this,
and
so
this
one's
this
one's
a
lot
more
dialed
in
because
we've
got
a
lot
more
year-over-year
intelligence
in
terms
of
how
our
how
our
construction
pricing
is
coming.
In
how
our
our
project
execution
is
working,
and
so
you
can
see
the
the
a
lot
of
these
are
the
same
types
of
projects
that
you've
seen
year
over
year.

The
one
I'll
highlight
is
chem
puv
that
we're
finishing
out
that
project
that
one's
a
regulatory
regulatory
driven
project,
the
total
project
cost-
is
19
million.
You
can
see
in
2023
we're
in
the
the
the
last
part
of
that
project
when
they
close
out,
which
is
2.1,
and
then
many
of
these
projects
are
the
the
several
the
systems
that
we
have
in
at
south.

The
last
one
at
the
bottom
is
an
o
m
complex,
and
so
what
that
is
again
same
type
of
situation
where
we're
we're
we're
doing
an
actual
addition,
because
we
have
the
the
main
administration
building
there.
So
we're
adding
a
wing
to
it
essentially,
which
will
give
us
a
better
a
better
system
for
process
maintenance
and
the
work
that
we
do
on
the
systems
in-house,
as
well
as
the
second
floor
of
that
area,
will
be,
will
be
offices
for
our
new
engineering
division
and
then
actually.

These
are
additional
projects
that
we
have.
You
can
see
where
they
they
go
out
over
the
next
several
years.
Many
of
these
again
are
process
related
projects
that
that
work
on
each
one
of
the
process,
projects
processes.
If
anybody

Some
of
these
are
pretty
scientifically
technical,
so
I'll
do
my

and
then
you

see
where
the
subtotals

total
project
is
just
under
17
million
for
2023,
and
it's
split
50
50
because
of
the
the
joint
venture
1982
agreement.
Capital
costs
are
split,
50
50
between
the
two
cities,
whereas
variable
costs
are
split
based
on
flow,
so
this
is
where
the
50
50
share
comes
in,
so
that
is
it
on
south
platte
renew
I'll
pause
again
for
questions
before
I
turn
it
over
to
maria
to
talk
about
stormwater.

So
our
focus
similar
to
water
and
sewer
is
really
maintaining
the
system
in
a
more
proactive
manner,
so
we're
starting
to
get
out
ahead
of
things.
We
always
know
that
there's
going
to
be
things
that
we
have
to
react
to
problems
and
emergencies,
but
we're
trying
to
move
more
from
our,
especially
on
the
maintenance
side
from
that
reactive
to
more
proactive
and
then
over
the
last
couple
of
years
and
into
the
near
future.

So
our
plan
for
2022
we're
working
right
now
on
a
very
large
project
which
we've
referred
to
in
the
past.
As
s1
and
s2,
we
did
go
through
a
master
plan
process
back
in
2019
and

south
we're
calling
that
now
south
england
flood
reduction
project.

This
is
a
series
of
pipes
and
then
ponds
that
we're
going
to
build
basically
from
rotolo
park
in
the
southwest
portion
of
town
out
to
a
new
detention
facility,
roughly
at
radcliffe
in
windermere,
and
then
doing
some
improvements
to
basically
line
the
existing
pipe.
All
the
way
underneath
oxford
through
the
city
of
sheridan
out
to
the
south
platte
river.
That's
about
a
23
million
dollar
project
and
we're
have
just
almost
done
with
design
here
and
we
anticipate
hopefully
beginning
that
work
later.
This
fall.

We've
also
completed
phase
one
of
our
south
tacoma
project,
which
is
roughly
in
the
area
of
broadway
and
tufts
on
the
west
side
of
broadway,
and
then
we're
currently
underway
with
construction
on
phase
two
of
that
and
we're
designing
phase
three
and
hopefully
might
be
able
to
get
that
out
later
this
year,
but
most
likely
it
will
push
into
2023
again
due
to
a
lack
of
available
resources
or
staff.
To
finish
that
design
and
oversee
the
construction
out
in
the
field.

So
we've
also
pursued
a
variety
of
funding
sources.
So
last
year
we
issued
10
million
dollars
in
bonds.
Those
were
backed
by
revenue
proceeds
through
the
stormwater
enterprise
got
a
very
good
rate
for
those,
and
then
we've
also
pursued
the
state
revolving
loan
fund
as
well
and
received
a
26
million
dollar
loan,
which
we
should
be
receiving
here
in
june
of
this
year
and
that's
through
the
colorado
department
of
public
health
and
environment
we've
also
applied
for
grants
through
fema
two
different
grants
there
and
we're
hoping
to
receive
potential.

And
then
specific
projects
again
we're
focused
on
programs
that
basically
occur
every
single
year
as
well
as
individual
projects,
and
some
of
our
programs
are
just
cleaning
and
televising
the
storm
sewer
doing
gis
and
asset
management,
data
collection,
doing
small
little
rehab
projects
here
and
there,
where
we
find
either
failures
in
the
system
or
areas
that
need
repair.
So
that's
that
every
year
kind
of
a
thing
and
then,
as
you
can
see
there,
our
hospital
project,
hopefully
on
old
hampton,
will
get
under
construction
in
2023.

And
then
we
also
have
some
other
improvements
planned
for
2023
in
the
south
south
drainage
basin
as
well.
Then
we
also
are
planning
to
do
another
rate
study
or
an
update
to
our
rate
study
that
was
completed
in
2019.
With
this
influx
of
outside
funding
res
funding
sources.
We're
anticipating
do
we
need
to
evaluate
where
the
rates
are
and
see
if
we
can
need
to
modify
those
further
going
forward.
So
it's
just
kind
of
a
check-in.
Are
our
rates
in
the
right
place
and
do
we
need
to
modify
them
into
the
future.

this
is
the
first
iteration
of
this
we're
gonna
go

easements
related

the
relocation
of
city,
ditch
resulting
from
an
expansion
project
of
santa
fe,
that's

led

douglas
county.

us

he's

leading
the
work
on
behalf
of
of
douglas
county,
so
just
a
a
quick
refresher.
It's
been
a
few
months
since
we
talked
about
this,
but
the
the
relocation
again.
What
we're!

we're
aiming
to
do
is
to
take
city
ditch
out
of
the
the
expanded
roadway
as
a
result
of
those
interchange,
improvements
that
that
roadway
area
will
be
high
volume
high
speed.
So
we
want
to
make
sure
that,
from
a
staffing
standpoint
that
we
can,
we
can
safely
operate
and
maintain
the
equipment
and
also
from
a
consequence
of
failure,
standpoint
that
if
a
failure
would
occur
in
the
pipeline
that
we
would
we
would
not
want
it
to
be
in
in
such
a
location.

there
are
two
agreements
before
the
the
board
tonight
in
support
of
this
this
relocation
effort.
The
first
is
an
intergovernmental
agreement
with
with
douglas
county.
This
focuses
more
on
the
execution
of
the
work
itself,
as
well
as
some
new
language
in
there
that
I'll
I'll
discuss
here
shortly
related
to
the
transfer
of
the
risk.

If
we
were
to
to
be
in
a
non-renewal
situation
on
our
army
corps
agreement,
so
general
terms
of
the
the
iga
between
the
city
and
douglas
county
would
be
an
agreement
on
the
city
to
go
ahead
and
enter
into

easement
agreement.
With
the
army
corps,
we
will
assist
the
the
county
with
design
reviews
with
participation
in
construction
meetings
having
folks
out
on
site
to
inspect.

mentioned
earlier
that
the
city
is
contractually
obligated
to
to
provide
water
to
to
its
contract
users.
So
there
is
a
provision
related
to
shutdowns
must
be
48
hours
or
less
and
less
unless
prior
agreed
upon
by
by
the
city
in
douglas
county.
So
terms
that
were
added
to
that
in
response
to
our
discussion
back
in
january.
One
is
that
there's
an
acknowledgement
that
the
city
intends
to
or
will
be
retaining
its
existing
prescription
of
easement.

the
second
agreement
is
the
easement
agreement
with
the
army
corps.
This
is
actually
the
exact
same
version
that
was
presented
back
to
the
board
or
presented
to
the
board.

in
january,
we
did
request
or
have
some
suggested
edits

the
army
corps
easement.
The
feedback
we
were
provided
was
that
this
is
a
standard
issue.
If
you

seek

amendments
to
this,
there's
a
multi-year
federal
process
to
do
so.

creating

significant
demand
on

loan
closed
fast

trying
