the
wiki
alone
agreement.
So
if
you
recall
this
is
a
federal
program,
that's
administered
by
the
epa
and
it's
it's
a
low
interest
loan
program
and
and
back
way
back
in
october
of
2020,
is
when
we
submitted
our
letter
original
letter
of
intent
to
access
this
funding
program
and
I'm
going
to
wait
for
sarah
to
get
the
slides
up.

no
we're
good,
and
so
this
is
a
it's
a
it's
a
low
interest
loan
program
and,
like
I
said
it's
administered
through
the
epa
and
it's
got
a
few
different
things,
which
is
one
the
low
interest
rate.
Two
is
the
deferred
repayment,
so
we
can
actually
wait
a
five
years
before
we
have
to
start
paying
this
loan
back.
It's
also
kind
of
like,
if
you
think
of
like
a
line
of
credit,
we
don't
actually
start
paying
interest
on
the
money
until
we
borrow
it.

So
that's
really
helped
us
finalize
this
loan
amount,
and
so,
if
you
think
about
that,
60
million
that
that
that
covers
49
of
project
costs,
which
means
the
cash
we
need
to
come
up
with,
which
would
be
60
million,
would
be
the
other
51
percent,
thereby
allowing
us
to
in
the
water
and
the
wastewater
fund
address
a
120
million
dollars
worth
of
projects
over
the
next
seven
years,
and
so
that
gets
us
caught
up
on
a
lot
of
things
that
are
are
somewhat
deferred.

here's
some
examples
of
what
we're
looking
at.
So
we've
talked
about
pump
station
improvements.
We've
talked
about
our
flat
rate
metering,
potentially
going
to
a
full
ami
system,
automated
meter
infrastructure,
the
allen
treatment
plant
has
it's
been
quite
a
while,
since
we've
made
some
upgrades
and
we've
got
a
number
of
necessary
upgrades,
the
lead
service
line
replacement
program
is
a
is
a
huge
program
that
we
don't
quite
have
our
arms
around
in
terms
of
how
much
it's
going
to
cost.

We
think
it
could
cost
upwards
of
80
million
dollars
and
we
don't
have
necessarily
that
fully
funded
right
now.
Additionally,
there's
a
south
platte,
the
cell
flight,
renewed
treatment
process
upgrades
so
there's
a
there's,
a
hundred
and
I
believe
it's
120
million
over
the
next
10
years,
that
is
140
million
over
the
next
10
years,
is
required.
Investment
in
south
flat
renew,
so
that's
50,
50
between
englewood
and
littleton,
and
so
all
of
this
all
of
this,
this
low
interest
funding
allows
us
to
double
that
money
to
make
those
investments.

think
the
the
the
real
the
real
one
of
the
other
things
that
was
that's
really
actually
an
advantage
to
us
being
going
through
this
process
for
the
last
18
months.
Is
the
infrastructure
money
that
everybody's
talking
about
from
the
from

latest
infrastructure
bill?
A
lot
of
that
money
is
going
to
come
down
it's
going
to
be
administered
by
the
federal
government,
largely
through
the
by
the
epa
through
the
state
revolving
fund
and
because
we've
gone
through
this
whole
process
with
the
epa.

It
actually
sets
us
up
in
a
better
situation
to
actually
access
that
money
more
more
quickly.
So
it's
just
a
secondary
benefit
to
to
going
through
going
through
this
process
and
and
securing
these
loans.
So
as
far
as
the
actual
loans
themselves,
I'm
going
to
turn
that
over
to
sarah,
because
we're
at
the
point
now,
where
we're
finalizing
the
documents
and
ready
to
close
the
loans
in
the
next
couple
months,.

So
when
we
submitted
our
application,
one
of
the
things
we
needed
to
do-
and
it
was
done
in
september-
was
an
initial
meeting
with
the
wifi
representatives
to
really
talk
about.
Okay.
What
are
these
key
terms
that
we
want
to
see
in
our
loan?
That's
the
nice
thing
about
the
you
know.
The
wifi
program
is
there's
some
flexibility
that
we
can
use
our
existing
loan
agreements
or
or
other
you
know,
based
documents
as
the
driver
for
our
key
key
business
terms
that
we
want
to
include
in
our
loan.

So
we
went
in
in
our
application
with
basically
the
the
full
suite
of
projects
that
were,
on
the
last
slide,
the
water
and
sewer
as
kind
of
one
big
submittal
package,
and
then,
when
we
talked
with
wifi,
you
know
last
summer
and
fall.
We
asked
hey:
can
we
can
split
that
into
two
separate
loans,
one
for
the
water
and
one
for
the
sewer,
and
they
were
agreeable
to
that?

Which
is
is
great
because
we
submitted
a
application
fee
of
a
hundred
thousand
dollars,
and
so
with
that
we
were
able
to
get
the
the
two
loans.
We
will
lock
the
interest
rate
at
loan
closing,
so
the
loan
closing
is
likely
in
april.
At
that
point
in
time,
we
lock
in
that
interest
rate
for
that
full
40-year
period.
So,
as
peter
mentioned,
we
get
to
defer
our
initial
principal
repayment
for
five
years,
after
basically
substantial
completion,
so
in
in
the
loan
document.

Currently
that
date
is
august,
1st
2030
is
when
we
would
start
repaying
the
wifi
alone
and
that
repayment
amount
is
dependent
on
the
amount
of
money
that
we
draw
down
during
the
next.
You
know
five
year
period,
net
revenues
are
used
from
each
enterprise
fund
to
secure
the
pledge
to
the
loan,
and
the
wiffy
alone
is
equal
to
any
equal
and
parity
to
any
current
and
future
lien
obligations
for
each
one
of
those
funds.
That's
pretty
typical.

They
do
have
a
statement
in
in
the
loan
agreement
asking
that
we
just
you
know,
let
them
know
if
we
are
planning
on
taking
out
other
loan
obligations.
Typically,
that's
a
pretty
easy
process.
We
would
just
keep
them
informed
of
of
what
we're
considering
for
financing
that
other

of
these
projects.

The
annual
rate
increases
that
we've
modeled
to
date
support
the
debt
service
coverage,
that's
required
in
the
loan
documents.
We
have
requested
a
debt
service
coverage
ratio
of
1.1
they're.
Currently,
considering
that
it,
their
initial
debt
service
coverage
ratio
proposed
to
us
was
1.2,
I
don't
think
it'll
be
that
high
and
my
guess
is
it'll
be
somewhere
in
between.

includes
all
the
projects
that
we've
we
put
in
our
application
package,
as
well
as
the
anticipated
loan
closing
costs
of
about
500,
000
and
split
proportionally
between
the
water
and
sewer
fund
loans,
and
then
there's
an
annual
operating

annual
construction
period
servicing
fee
and
that's
for
each
loan.
So
it's
8
000
through
the
life
of
the
loan
for
the
operating
service
fee
and
then
the
construction
period,
so
that
period
between
now
and
you
know,
2026
at
substantial
completion,
we'd
pay
an
annual
fee
of
eleven
thousand
dollars.

would
then
have
a
first
reading
of
the
ordinance
march
7th
or
each
ordinance
an
ordinance
for
the
water
enterprise
fund
loan
agreement
and
then
an
ordinance
for
the
sewer
fund
agreement
and
then
second
reading
would

march
21st
and
then,
following
that
month-long
ordinance
publication
period,
we
would
then
be
able
to
execute
the
loan
anytime
after
that.
So
you
can
estimate
it
as
much
as
april
21st
and
then
project
delivery
is
anytime.
Now
we
are
actually
working
on
projects
that
are
wifi
have
wifi
at
eligible
costs.

the

on

be

adoption.

second
reading
is

marketing
services
all

so
the
utility
locating
actually
includes
locating
water,
sewer
and
storm
sewer
lines
and
we're
actually
required
by
state
statute.
To
do
that.

average
annual
volume
includes
about
8,
000,
routine,
locate
requests
and
about
600
emergency
requests.
We
issued
an
rfp
late
last
year
and
selected
usic
as
the
contractor,
and
we
received
two
other
bids,
one
from
utilio
and
diversified
underground.
The
table
presents
the
normal
locate
fee
on
a
per
ticket
basis.
The
emergency
locate
fee
also
on
a
per
ticket
basis,
and
then
the
approximate
total
cost,
assuming
those
8
000
routine
tickets
and
the
600
emergency
locates
usic
came
in
as
the
as
the
lowest
total
bidder
by
quite
a
bit

in
the

is
a
bit
of

science

order

person

performing

utility
locating
and
when

sick

several
people
to
perform
this
service.

instead
of
just
just
one
person,
it
actually
is
somewhere
between
one
and
a
half
to
two
people
that
have
been
performing
the
service.

a

subset
of
companies
that
this
is
all
they've
done,
and
this
is
all
they
do
they're
experts
at
it,
which
then
frees
up
our
internal
staff
to
you
to
be
utilized
for
in-house
related
programs.
That

specific
knowledge

the
city
of
englewood
or
specific
experience
relative
to
the
city
of
englewood.

doing
this
pretty
much
across
the
board,
with
all
the
programs
that
we
have
in
utilities
to

get

a
point

we're
addressing
those
programs
that
we
identified
in
the
master
plan
a
couple
years
ago
to
really
get
on
top

that.

can't
go
and
hire
30
people
in-house.
To
do
that.
So
we
look
at
a
blend
of
staff
and
and
contracted
out
resources.

whenever
we
came

the
board

for
authorization-

I
guess,
a
similar
motion

recommend

city
council

actually

contractors

under
contract
in
2021
to
assist
us
with
emergency
water,
main
repairs,
and
we
got
to
the
end
of
one
of
the
contracts
for
the
emergency
repairs,
and
we
had
this
major
repair
that
happened
between
christmas
and
new
year's.

we
were
able
to
put
in
place
the
contracts
for
2022
to
to
repair,
to
have
contractors
repair
our
our
water
lines
whenever
they,
whenever
they
break
and
the
repair
actually
was
in
front
of
the
swedish
hospital
and
that
single
repair
cost
twenty
one
thousand
dollars.
It
was
a
major
repair
whenever
the
the
main
it
actually
the
main
burst.

three
outstanding
backflow
devices
that
have
yet

be
tested

all

them

going

tested

actually
been
coordinating
with
with
that
company
for
the
the
schedule
that
they
have
to
complete
those
repairs,
we're

sitting

sitting
good
in
a
good
state
with

our
2021
backflow
prevention
program.

communication
that
goes
out
to
the

sure

keep

touch

minimize
customer
frustration
with

completed
this

december
and
now
you're
asking
me
to
do
it
again

january,
but
the
goal
is
to
get
everyone
on
the
exact
same
schedule.

having
a
rolling,
some
people
are
in
february,

some
people

november
we're
also
doing
a
system-wide
resurvey
of
the
cross-connection
control
and
we're
working
very
closely
with
colorado
department
of
public
health
and
environment.

sure

we
have
a
correct
and
current
documentation.

talked

talking
about
shutting
off
several
businesses
and
through

effort

constant

businesses.

got
down
to
the
point
where
there
was
potentially
two
and
once
we
printed
up
the
red
tags
and
said
we're
going

shut

off
next
week,
all

sudden
they

had
a
plan
in
place.

program
opened
up
we've
paid
for
13,

that
program

paid

customers
for

total
of
six

dollars

overdue
bills.

week

q1
is
this
area
in
the
city.
Those
are
scheduled
to
get
red
tags
early
next
week
and
then
shutoffs
would
start
on
february
24th

each
quadrant
has

double
the
typical
amount
seen
you
know
back
before
we
suspended
shut-offs
that
are
outstanding,
so
typically
in
each
quadrant,
there
are

60
accounts

billing
period

quarterly
billing.
So,
at
the
time
60
accounts
for
were
overdue
in
that
quarter
and
that
would
take
you
know
the
number
of
people
to
go
and
shut
off
those
accounts.

right
now
it's
about
double
at

each

those
quadrants.

customer
has
to
do

payment

resources
if
they

matter
of
it's

them
contacting
us
and
then
we'll
work
with
them.

notifications,

the
bill
itself.
We've
done
it

social
media.

it
on

out

separate
mailing.

have
been
notifying

basically

october

advanced
notice
of
it,
and
so
it
could
really
be
that
last
notification
is
when
they
get
a
red
tying
on
their
door,

it
says
your
water's
gonna
be
shut
off,
so
we
anticipate
once
those
go
out,
we'll
we'll
definitely
see
some
response.

just
add
to
that
peter
throughout
this
entire
moratorium
on
shutoffs,
we
have
been
placing
notices
on
people's
door
and
it's
an
in
lieu
of
red
tags
so
that
every
single
month
someone
has
gone
out,
put
a
notice
on
on
these
customers
door
saying
your
bill
is
overdue.
So
it's
it's
not
a
red
tag.
It's
just
an
in
lieu
of
red
tag,
notice,.

it

surprise,
and
actually
one
of
the
things
that
we
did
here
was
that
some
some
people
made
the
business
decision
to
not
pay
the
bill
because
there
was
no
penalty
for
not
paying
the
bill

to
be
a
penalty,
they
paid
off
their
bill.
So
I
mean
it's
one
of
the
it's
one
of
the
outcomes
of
this
process,

it's

designed
to
help
people

struggling,

owner

you
get
paid
for
that
amount,
which
obviously
has
gone
months
without
being
paid?

of
the
ditch
outside
of
the
city
of
englewood,
but
that
would
likely
fall
on

community
outside
of
englewood.

there's
right

relationship

two
historic
preservation
societies
and
us
as
it
relates
to
advancing
the
project
as
far
as
the
project
itself

about
to

rfp

conceptual
phase

environmental
impacts,
and
things
like
that,

anticipate
that

that
will

abandonment
of

risk

rights

research
