met
with
a
couple
residents
in
the
western
part
of
the
ninth
ward
and
we
met
with
Luke
Stowe
this
past
week.

looked
at
the
garbage
situation
by
the
Aldi
and
the
Home
Depot
and
it
looks
like
we
were
going
to
explore
the
possibility
of
having
the
clean
team
that
cleans
downtown,
occasionally
clean
that
part
of
the
ninth
ward.

do

I'm
gonna

little
bit

our
bike
infrastructure.

has
improved
a
lot
while
I've
been
here

past
25
years
we
have
bike
Lanes
popping
up.

connect

our
Trail
neck
work
in
the
area,
for
instance
the
lakefront
Trail,
which
is
a
difficult
five
miles
to
get
to.

And
getting
to
the
start
of
the
Green
Bay
Trail

often
a
mystery
for
people.

Or
driving
a
riding
out
to
the
Forest
Preserve
Trail,
which
is
about
five
miles,
is
a
challenge
for
many
people.

Trail
that
enters
Evanston
is
the
Sculpture
Park,
Trail
or
or
the
channel
Trail
comes
to
a
dead
end
in
Evanston.

In
our
Lakefront,
Trail
is
fairly
short,
as
our
Lakefront
is
interrupted
by
a
private
ownership.

There
is
a
trail
being
developed,
Southwest
of
us
called
the
Weber
spur
Trail
and
that
originates
in
Evanston,
but
I
again.
Nothing.
There's
no
biking
on
that
in
Evanston.

Chicago's
developed
a
Greenway
to
improve
the
connection
to
the
lakefront
Trail.

Greenway
is
kind
of
a
a
more
peaceful
ride
through
dedicated
Street,
Lanes
or
quieter
streets.

So
we
have
here
all
the
all
of
these
dead
ends
in
and
around
Evanston.
D
D
These
are
some
pictures
of
trails
in
the
606
in
the
area
and
and
Beyond.
If
you
look
at
the
region,
one
can
virtually
bike
from
Wisconsin
to
Michigan
entirely
on
Trails.
There
are
gaps
and
Evanston
represents
a
significant
Gap
in
that
trail,
Network.

And
this
is
a
Google
map
of
bike
trails
highlighted
in
green
and
you
can
see
kind
of
the
lack
of
them
in
our
area.

An
independent
group
called
people,
people
for
bikes
gives
Evanston
a
relatively
low
ranking
of
1.8
and
that's
partly
in
because
of
our
bike
Network.
So
it's
not
just
us
that
is
saying
this.

And
we
have
a
climate
action
plan
and
part
of
that
plan
is
to
reduce
vehicle
miles
traveled
and
increase
trips
by
walking
biking
and
Transit
bicicleta.

And
one
one
of
the
top
actions
recommended
is
to
expand
the
safe,
convenient,
complete
networks
in
Evanston
for
pedestrians,
bikes
and
Transit.
So
it's
it's
part
of
our
our
our
own
vision
for
the
future.

However,
when
I
look
at
the
Evanston
bike
plan
or
the
will
bet
bike
plan,
I
do
not
see
a
mention
of
how
to
connect
to
our
area
bike
trails
and
how
to
provide
access
is.
D
So
if
you
imagine
a
better
future,
where
there
are,
we
are
connected
to
the
trail
Network,
you
can
imagine
safer,
Transit,
increased
opportunities
for
recreation,
possible
tourism
and
a
benefit
to
local
business.

So
we
focus
on
these
dead
ends
and
we've
we
try
to
explore
any
and
all
opportunities
to
connect
them.

And
we
have
created
public
rides
to
explore
these
problems
and-
and
hopefully
you
know
lead
to
discussions
about
Improvement.

we
created
a
series
of
posters
illustrating
these
opportunities.

So
I'll
walk
through
those
posters
to
to
show
you
what
we've
been
working.

Our
poster
number
zero
illustrates
the
lack
of
Connections
in
our
area,
which
I've
already
mentioned.

Yes,
it
is
difficult
to
to
get
past
the
channel
or
the
railroad
embankment,
except
for
on
busier
roads.

This
is
a
map
of
household
income
and
you
can
see
great
differences
across
the
channel
and
across
the
railroad
tracks.

And
if
you
look
at
racial
identity,
the
darker
areas
representing
higher
concentrations
of
white
people
and
the
paler
areas
being
neighborhoods
of
fewer
white
people.

And
our
our
Lakefront
is
split
up,
as
I
mentioned
before,
between
Public
Access
and
private
ownership.

And
the
lakefront
is
what
makes
Evanston
special.

In
contrast,
the
city
of
Chicago
has
a
historic
plan.
The
Burnham
plan,
which
was
designed
to
keep
the
lakefront
accessible
to
the
public.

When
you
enter
Evanston,
this
is
what
greets
you.
We
have
a
cemetery
on
on
the
left
in
a
pile
of
rocks
and
and
inaccessible
Lake
on
on
the
right.

Chicago
failed
to
complete
its
publicly
accessible
Lakefront.
There
are
two
miles
on
the
North
End
and
two
miles
on
the
south
end
that
are
not
accessible.

And
there's
an
organization
called
the
last
four
miles
dedicated
to
extending
that
Lakefront,
Parkway
and
Trailway,
and
that's
called
the
last
four
miles.
Yes,.

Our
second
poster
addresses
a
a
easily
missed
opportunity
in
Evanston.

And
that
is
the
vacant
rail
bed
allowing
the
Metro
tracks,
which
extends
from
Wilmette
to
Bryn
Mawr
met.

one
can
imagine
that
being
turned
into
a
Bikeway
or
a
Trailway.

So
this
this
vacant,
rail,
it's
owned
by
Union
Pacific.
It
runs
seven
miles
two
and
a
half
in
Chicago
four
miles
in
Evanston
and
a
little
bit
in
Wilmette.

It's
elevated,
the
entire
way,
immediately
west
of
the
Metro
tracks
and
there
weren't.
There
is
no
intersection
with
vehicles.

And
one
can
imagine
the
potential.

We're
kind
of
used
to
this
pretty
ugly
feature
of
our
community.

And
if
you
could
get
beyond
that,
you
could
connect
to
evanston's
Lakefront
wilmette's
lake
front
and
the
Sheridan
bike
lanes
and
the
Green
Bay
Trail.

So
it's
there's
currently
a
Seven
Mile
Trail
on
along
the
channel.

And
1.5
miles
roughly
inaccessible.

And
this
would
connect
to
the
Green
Bay
Trail
via
Poplar
Street.

So
the
attractions
south
of
us
include
the
312
River
Run,
which
is
a
a
a
new
development
in
Chicago.

Those
are
the
things
that
people
in
Wilmette
in
the
North
Shore
want
to
access,
and
they
have
come
up
with
the
concept
of
extending
the
the
channel
Trail
to
Walnut
Harbor.

And
we
proposed
that
the
trail
be
on
the
embankment
so
that
it
would
not
interfere
with
the
game
of
golf
at
Canal
Shores.

This
is
our

forward

first
step

been

Evanston

created

their

former

start,
and

might
be
the
start
of
something
bigger.

our

our
major
streets,
and
the

where
there

dedicated
bike
lanes

and

solid
lines
are
where
there
are
bike

City
of
Evanston
is
making
bold
plans
and,
and
there
is
progress
toward
improving
our
connection
along
some
of
these
routes,.

big
one
is
planning
toward
making
a
dedicated
bike
lane
on
Chicago
Avenue.

plans
on
Oakton
Street,
although
I'm
not
sure
where
those
stand.

project
is

development
of
a
skate
park
along
the
channel
Trail.

very
involved

that,
but
what
this
ex
this
represents
is
yet
another
attraction

channel

only
thing
you
know.
First
of
all,
there
Wilmette
is
working
on
Redevelopment
of
Gilson
Park.

have
these
various

These

people
that
we've
been
working
with
on
the
channel
Trail
project.

something
for
another
presentation,
but
you
know,
in
summary,
Evanston
is
currently
where

bike
trails
end,
but
one
could
imagine
being
where
the
where
bike
trails
connect.

And
the
ninth
ward
is
a
part
of
the
channel
Trail
community.

October
10th
we
had
been
in
the
building
for
a
few
weeks
prior
excited
for
this
opportunity
and
I'm
welcome
any

concerns
you
guys
may
have
going
on
in
the
ninth
ward,
I

I

attend
more
of
these
meetings.
When
things
come
up.

if
you
don't

an
update
reference
to
shots
fired
call.
We
had
some
inquiries
about.

know,
I,
know
I
kind
of
touched
base
with
you,
but
since
the
19th
there's
been
sorry
for
my
voice,
a
total
of
four
shots
fired,
but
nothing
of
evidence
recovered
from
the
scenes
such
as
showcasings
or
anything
video
to
to
bonify.
That
is
actual
shots.
Fired.
I
I
didn't
want
to
note
in
the
most
recent
one
that
was
more
than
1400
block
of
Oakton,
there
was
a
Bonafide
shooting
that
did
occurred
in
Chicago,
just
south
of
Howard
Street
or
shell
casings
were
actually
recovered.

So
even
though
it
wasn't
in
ever
since
it
was
in
Chicago,
and
there
was
a
shell
casings
recovered.
So
I
I
know
one
of
the
residents
in
the
ninth
ward
had
an
inquiry
so
I
just
wanted
to
update.

It

sometimes
it
could
be
fireworks,
it
could
be
other
reasons
backfires
unsure,
but
normally
would
have
shots
fired.
We
try
and
look
for
anything
of
evidential
value
that
to
say
that
it
occurred
such
as
like
I
kind
of
mentioned.
In
Chicago,
there
were
actual
shell
casings
located,
maybe
something
caught
on
video,
maybe
more
than
just
that.
9-1-1
call
that
comes
in
saying
I
just
heard
shots
fired
so
routinely
in
that
situation.
Officers
will
be
deployed
to
that
area.

this
case,
just
to
clarify
for
some
of
the
folks
that
are
on
the
line,
you
were
you
guys,
cross-referenced
the
times
with
the
the
Chicago
to
CPD.

and
that's
why
I
reached
out
to
Austin
McRae,

recently
with
the
community
policing
unit,
but
he's
been
great
in
Patrol
and
following
up
a
special
inquiries
like
this,
that
we'll
get
from
residents.

told
we
have
a
good
working
relationship.
There's
a
couple
I
would
say
cross-reference
investigations
that
they
have
going
on
right
now.
What
epd
reference
I
don't
want
to
get
too
in
detail
reference

gang
conflict,
homicide
back
and
forth.
So
we
are
been
networking
and
dealing
with
them,
especially
in
24
at
this
at
this
time
and
we'll
continue
that.

shots,
the
other
night
were
particularly
troubling,
they
were
very
loud.
They
sounded
like
large
War
Firearms,
as
opposed
to
you,
know,
22s,
and
there
were
clusters
of
them.
There
were
two
sets
of
shots.

them
cluster
was
at
least
six
shots
individually,
foreign.

are
sometimes
augmented
with
sounds
of
cars,
accelerating
away
from
where
we're
hearing
the
shots.
What
is
what
is
the
best
thing
for
residents
to
do?
Should
we
be
calling
9-1-1
or
the
non-emergency
number
for
this?
Should
we
be
trying
to
gather
that
video
that
you're
talking
about
most
of
the
time
we're
in
react
mode?
You
know
foreign.

Does
not
mean
it
didn't
occur
as
our
actual
shots
fired
in
any
video
or
anything.
You
could
provide
assistance
and
a
possible
investigation,
not
even
at
that
time,
but
in
the
future
will
be
greatly
beneficial
and
helpful.
So
it's
definitely
an
emergency
call
for
9-1-1
and
we
like
to
deploy
resources
to
that
area.

would
possibly
get
video
that
quickly
unless
there
were
existing
cameras,
are
there
any
thoughts?
Is
it
possible
to
repurpose
some
of
the
cameras

used

control

any
assistance
and
helping
them
by
situations
like
this
yeah.
