A
Thank
you
welcome
and
Bienvenidos.
A
A
A
C
Good
evening,
everybody
thank
you
so
much
for
having
me.
So,
as
I
mentioned,
my
name
is
Cindy.
Castro
I
am
the
manager
of
the
outpatient,
Behavioral
Health
Clinic
at
Ascension
Saint
Francis
hospital.
So
we
have
changed
names
on
various
times,
but
it's
still
Saint
Francis
hospital,
so
I'll
be
touching
base
a
little
bit
on
the
services
that
I
provide
and
well
that
we
provide
at
the
clinic
but
I'm
also
here
as
co-chair
of
the
mental
health
task
force.
C
C
C
So
in
terms
of
mental
health
services,
so
we
know
that
mental
health
is,
you
know
first,
let's
start
normalizing
that
right
and
validating
that
mental
health
is
a
part
of
everybody.
So,
just
like
we
go
and
do
our
checkup
annually
right
on
our
health.
We
should
also
be
checking
in
on
our
mental
health,
especially
after
you
know
still
going
through
this
pandemic
and
just
the
different
changes
in
our
lives
and
all
that
it
does
affect
how
we
feel
and
it's
okay,
to
reach
out
and
talk
to
somebody.
So
we
do
at
the
clinic.
C
So
it's
an
outpatient,
Behavioral
Health
clinic,
so
we
offer
services
for
ages
six
and
up,
and
that
entails
individual
therapy
family
therapy.
But
we
also
have
psychiatrists
on
site,
so
we
can
treat
for
medication
management
related
to
mental
health.
We
do
have
an
adult
psychiatrist
and
we
also
have
a
child
in
adolescent
psychiatrist.
C
So
it's
your
very
kind
of
traditional
Behavioral,
Health
Services,
meaning
it's
just
outpatient.
It's
once
a
week
versus
there
are
other
services
within
Behavioral
Health,
where
it's
more
intensive
services
that
some
people
might
require
a
little
bit
more
than
weekly
therapy
Clinica
foreign.
C
So
then,
so
just
that's
just
kind
of
my
part
in
terms
of
the
Ascension
Illinois
but,
like
I,
said
there
are
a
lot
of
local
providers
here
in
the
mental
health
task
force.
We
do
have.
22
agencies
represented
that's
a
combination
of
Mental
Health
and
Social
Services
providers.
So
it's
a
wide
range,
so
it
really
sometimes
depends
on
what
coverage
that
you
have
what
insurance.
So,
if
you
have
public
aid,
then
you
might
have
different
providers
than
having
a
private
insurance.
C
So
sometimes
I
think
the
difficulty
is
trying
to
navigate
those
services
or
where
do
I
go?
Who
do
I
ask
so
we
311
does
have
access
to
a
platform
that
we
use
here,
the
Evanston
Care
Network,
where
they
can
help
navigate
you,
the
various
resources
and
that's
just
not
mental
health.
If
you
want
any
other
resources
right,
just
like
with
the
call
311,
they
are
trained
to
search
within
our
platform.
C
B
C
C
And
I
think
what
I
didn't
touch
on
with
that
I
talked
in
Spanish
is
sometimes,
if
you
don't
have
insurance,
there
are
free
services,
also
Evans
Evanston,
so
we
don't
want
Insurance
to
be
a
barrier.
There
are
services
that
are
offered
so,
for
example,
the
Family
Institute
does
have
free
services.
C
It
does
not
matter,
you
know
like
they
take
all
ages
and
stuff
like
that,
so
you
can't
get
those
services,
so
sometimes
there
is
specific,
so
you
just
have
to
filter
them
out,
but
that's
why
it's
a
good
idea
to
call
311
to
to
get
those
services
or
navigation
of
the
services.
C
A
Looks
like
there's
a
hand
up
Michael
hi.
C
Is
a
bit
limited
so,
depending
on
the
situation,
then
we
do
have
some
openings,
but
we
are
getting
kind
of
to
capacity,
and
that
is
true
for
most
of
the
agencies
here.
They
right
now
they're
still
offering
a
combination.
So
whatever
the
person
feels
comfortable
with
and
the
type
of
service
that
you're
receiving.
B
A
A
I,
don't
see
any
other
hands
up
I
in
the
chat.
I
put
a
link
to
the
Edmonton
Care
Network
I
think
there's
a
lot
of
great
resources
there
and
Cindy.
Thank
you
for
pointing
that
out
a
lot
of
services
that
I
think
people
don't
realize
are
out
there
for
residents.
C
And
I
also
add
it
to
the
chat.
Is
the
specific
favorites
list
that
we
have
so
these
are
vetted
Mental
Health
Services
in
Evanston,
so
that
one
takes
you
directly
to
that
favorites
list.
C
D
So
hi
thank
you
for
your
information.
I
wondered
if,
if
you
were
connected
with
a
different
hospital
like
North
Shore,
could
you
still
access
these
services
or
do
you
have
to
go
through
some
kind
of
other
means
to
get
service.
C
So
to
ensure
that
it
would
depend
on
your
insurance.
So
if
your
insurance
is
a
private
insurance
that
that
is
your
site,
then
you
would
have
to
stay
with
North
Shore
versus.
If
you
have
a
public
aid
or
any
other
type
of,
maybe
even
private
insurance.
That's
not
directly
linked
to
that
site.
Then
you
could
come
get
services
at
St
Francis
and
that's
usually
the
same
for
other
agencies
that
provide
Mental
Health
Services.
C
Unless
it's
like
that
specific
insurance,
that's
telling
you
to
only
go
to
a
certain
place
that
you
could
most
of
the
places
do
accept.
Other
insurances.
C
A
A
Thank
you.
Thank
you,
Cindy
for
coming
I
think,
especially
with
the
timing
of
the
holiday
seasons.
I
think
you
know.
We
sometimes
forget
that
we've
had
two
years
of
a
really
hard
time
and
we
have
to
take
care
of
ourselves
in
in
many
ways,
and
so
I
just
wanted
to
put
this
on
people's
radar
and
know
that
there's
help
out
there
in
the
community.
B
A
Right
thanks
a
lot
Cindy.
Next
up
we
have.
We
have
Matthew
Oren,
I,
wanna,
I'm,
not
sure,
if
I'm
pronouncing
that
correctly
and
Celia
carlino
are
going
to
talk
to
us
and
give
us
a
little
bit
of
a
update
on
where
the
community
is
at
with
our
participatory
budgeting
project
is.
G
Hello,
everyone,
so
my
name
is
Matthew
Oren
and
I
am
the
participatory
budgeting
manager
for
the
City
of
Evanston
I'm
working
with
Celia,
and
she
is
the
participatory
budgeting
coordinator
for
the
City
of
Evanston
and
for
those
of
you,
I
know
that
you
all
have
talked
about
participatory
budgeting
before
in
Ward
meetings.
But
for
those
of
you
who
may
have
missed
that
participatory
budgeting
is
a
democratic
process
where
the
City
of
Evanston
has
allocated
three
million
dollars
to
be
allocated
directly
by
community
members.
So
community
members
have
yeah.
B
G
So
this
process
functions
as
a
budgeting
process,
so
community
members
have
real
power
over
real
money
and
it
also
acts
as
a
process
where
community
members
can
really
develop
their
civic
skills,
learn
a
little
bit
what's
under
the
hood
in
the
city
through
the
idea,
collection
phase
and
what's
we
call
proposal
development.
B
B
G
So
right
now
we
are
in
the
process,
looks
like
a
phase
of
idea:
collection
where
we
collect
ideas
from
the
community
and
then
we
are,
and
that
ends
at
the
beginning
of
February.
And
then
we
will
move
into
a
proposal.
Development
phase
where
community
members
develop
winnow
down
the
ideas
and
develop
ideas
into
implementable
proposals.
G
B
G
And
I'm
here
specifically
to
invite
you
all
to
our
idea:
collection
event
at
the
Ecology
Center
on
December
10th,
and
for
any
of
you
who
have
high
school
students.
We
have
an
idea,
collection
event
happening
on
December
12th
at
eths,
quince.
G
Foreign,
so
I
just
added
the
RSVP
form
to
the
chat.
So
if
any
of
you
all
are
interested
in
coming,
please
RSVP
for
that
event
on
the
10th,
and
we
also
have
several
events
coming
up
in
January,
but
would
love
to
see
you
all
there.
So
we
can
help
decide
how
to
spend
these
funds.
B
B
We
provide
child
care,
we
provide
food,
we
provide
transportation
interpretation
too,
so
we
want
to
make
sure
this
is
inclusive
and
is
accessible
for
everyone
to
come
to
participate
and
be
part
of
democracy.
This
is
a
great
opportunity
for
any
one
of
you
who
are
listening
so
talk
to
your
neighbors,
your
friends,
the
ones
they
live
in
Evanston
to
come
and
join.
It's
a
fun
way
to
socialize.
It's
a
good
way
to
support
democracy,
and
we
all
can
gonna
be
benefit.
All
of
us
is.
G
Thanks
for
that,
Celia
and
I
just
want
to
add
for
some
of
the
events.
The
services
that
Celia
mentioned
are
only
available
upon
request
and
some
of
them
they're
there.
So
if
you
would
like
any
of
these
Services
make
sure
to
fill
out
the
RSVP
as
soon
as
possible.
So
we
know.
B
B
A
I
I
want
to
add
one
other
plug
for
participatory
budgeting.
One
thing
I
find
most
exciting
about
this,
is
it
is
open
to
any
Evanston
resident
and
anyone
who
has
ties
to
Evanston
whether
they
work
here
as
well,
ages,
14
and
up.
So
this
is
a
really
interesting
way
to
get
Young
Folks
involved
in
the
way
government
works
and
also
in
community
projects.
So
I
think
that's
really
going
to
be
exciting
to
hear
from
what
our
younger
residents
would
like
to
see.
B
B
H
All
right,
this
budgeting,
we
we
we
have
a
problem
here
here
in
Evanston,
with
with
rape
system,
with
with
issues
raised
by
African-American
employees
and,
and
so
the
city
is,
is
considering
hiring
an
individual
for
for
200
000
to
solve
a
systemic
problem
that
shouldn't
exist
to
begin
with
and
I'm
a
veteran
of
41
years
and
Municipal.
H
Work
of
what
I
would
like
to
know
is
how
you
come
up
with
a
two
hundred
thousand
dollars
to
hire
an
individual
that
you
shouldn't
have
had
to
hire
to
begin
with.
B
A
Sure
Fred,
so
we
have
city
managers
Stowe
here
and
we
can
touch
upon
the
the
City
of
Evanston
black
employee
Action
Group
letter.
A
There's
the
the
city
has
been
working
to
address
the
issues
that
were
that
came
up
and
there's
a
there's,
a
website
where
we're
tracking
our.
We
have
a
road
map
to
address
that,
and
we
can
talk
about
that
after
at
the
end,
after
participatory
budgeting
and
after
the
the
police
report,
we
can
touch
upon
that,
but
we'll
definitely
get
to
that
topic.
B
H
B
B
A
F
Okay,
I
just
wanted
to
say
that
I
went
there's,
also
a
mute
thing
up
in
the
corn
on
the
corner.
D
F
Picture
I
went
to
an
election
idea
collection
even
a
couple
weeks
ago
at
the
Robert
Crown
Center,
and
it
was
really
terrific.
It
was
very
well
run
and
they
gave
an
overview
of
the
process
and
it
fairly
in-depth
overview
of
the
process
and
we
broke
up
into
small
groups
and
they
were
facilitated
by
people.
Who've
been
trained
to
do
this,
and
so
each
group
came
up
with
a
list
of
ideas
and
we
tried
to
sort
of
winnow
them
down
a
little
bit
and
I
really
encourage
people
to
go.
Probably
there.
F
B
B
B
A
Excellent,
we
will
now
move
to
our
report
from
the
Evanston
Police
Department
I
I
just
want
to
acknowledge
that
we
have
officer,
Galindo
and
officer
Brooks
here
so
I
don't
know
if
they
would
like
to
speak,
but
I
can
share
the
report
that
I
received
from
officer
McRae
here
in
a
second.
I
Can
everybody
hear
me
yes
good
evening?
Everybody
thank
you
for
introducing
us.
Like
a
councilmember
Juan
said
my
name
is
Officer
Galindo
I
and
my
partner
officer
Brooks,
also
logged
in
here.
We
are
part
of
the
community
policing
unit
with
the
Evanston
Police
Department
a
little
bit
a
little
bit
about
about
what
we
do.
We
attend.
I
War
meetings
engage
with
the
community
in
different
Community
programs
at
the
city
of
EVS
pass,
and
we
also
follow
up
a
type
of
falling
on
life
issues
that
may
be
happening
in
the
wards
of
myself
and
also
Brooks,
we're
currently
assigned
to
the
second
eighth
and
Ninth
Ward,
so
yeah.
So
with
that
being
said,
Juan
would
you
want
me
to
read
out
the
stats
or
do
you
want
to
read
them
out
or.
I
A
I
B
J
I
Okay,
we're
going
to
start
off.
This
is
the
the
stats
from
November
1st
to
December,
2nd.
I
Okay,
the
incidence
that
we
have
is
one
better
one
aggravated
battery
one
burglary
to
the
garage,
one
burglary
to
a
residence;
I'm;
sorry,
six,
six
on
burglary
to
Residents;
three
shots
fired;
five
theft
of
vehicle
parts;
four
thefts:
a
total
of
20
incidents
and
a
nice
one.
B
I
Thank
you,
I
think
a
little
ahead,
but
yeah
I
was
going
to
read
that
one
better
one
better
was
reported
between
the
no
subjects
and
2200
block
of
Oakton.
The
three
shots
fired
calls
were
after
responded
to
the
area,
showed
no
type
of
evidence
or
any
type
of
evidence
to
be
collected.
The
residential
burglaries
and
the
garage
burgers
and
catalytic
converter
were
six
residents
where
they
were
reported
in
the
ninth
ward.
Four
residents
were
entered
by
by
forcing
open
windows
or
doors
using
a
pry
tool.
B
I
B
A
I
just
wanted
to
add
one
quick
thing
just
to
inform
people
last
I
think
it
was
the
third
on
last
Saturday.
There
was
a
gun,
buyback
event
and
98
weapons
were
recovered,
I
think
48
of
those
were
actual
Firearms.
The
rest
were
BB
and
pellet
guns,
but
I
know
that
there
are
real
efforts
to
get
guns
off
the
streets
and
I
just
wanted
to
highlight
that.
A
So
the
raised
raised
hands
we
have
Doug,
has.
J
I,
don't
know
if
this
is
covered
in
a
crime
report,
but
I
was
I
was
looking
for
information
on
the
crash
of
a
car
on
archery
in
Cleveland.
That
happened
a
few
days.
I
A
I
was
just
I
was
just
you
know,
told
about
that
I
I
guess
it
was
a
drunk
driver,
flipped
that
flipped
his
car
right,
which
I
think
one
of
the
officers
has
a
little
bit
more
information.
B
H
I
From
the
dates
from
November
1st
to
December
7th,
so
what
we
have
here
are
major
incidents.
Maybe
in
that
case
is
still
is
still
in
the
works
and
maybe
in
the
next
in
the
next
War
meeting,
but
as
of
right
now,
I
don't
have
any
information
on
that
on
that
incident.
Right
now,.
E
B
K
Hi
good
evening,
everyone,
Luke's
Doe,
City,
Manager
and
Mr
SRAM-
is
exactly
correct.
When
the
incident
came
in
to
me,
the
address
that
I
was
given
was
a
second
ward
address
and
my
understanding
it
was
at
the
time
when
the
information
came
to
me.
It
was
a
suspected
DUI
situation.
B
A
I
see
Miss
Payton
has
her
hand
raised.
D
Yes,
hi
so
I
wanted
to
know
if
the
Cadillac
catalytic
catalytic
converter,
the
ones
that
you
all
spray
painted,
has
anyone
attempted
to
take
those
that
you
spray,
painted
and
also
I,
think
Skokie
or
some
other
suburb
received
alarms
for
their
catalytic
catalytic
converters?
Is
there
any
way
that.
B
B
B
I
Ers
that
were
stolen
from
vehicles
for
for
this
time
frame,
none
of
them
were
reported
as
being
part
of
the
catalytic
converter
event,
so
the
people
that
got
their
catalytic
converter
spray
spray
painted
none
of
them
were
victims
of
the
catalytic
convert
that
to
happen
within
November
1st
to
to
December
7th.
We
do
I
have
heard
of
what
Skokie
did
I'm,
not
sure
I'm,
not
sure,
if
that's
something
that
the
department
is
just
foreign
exploring
I,
don't
have
any
information
of
that.
I
But
if
you
would
like
to
have
a
have
a
little
bit
more
questions
about
that
you're,
more
than
welcome
to
contact
our
community
policing
unit
and
probably
talk
to
Sergeant
Brown,
which
oversees
the
catalytic
converter
theft
event.
E
Right,
thank
you.
Thank
you.
I'm
sorry,
I
understand
that
the
catalytic
converter,
even
though
it's
spray
painted,
can
still
be
taken
by
the
thieves
or
assailants
involved.
I
talked
to
my
insurance
company.
They
pay
for
the
replacement,
I,
think
at
a
hundred
percent
and
that
there's
a
cage
that
you
can
privately
add
under
your
car
to
to
protect
the
catalytic
converter.
B
A
Thanks
for
that
information,
Michael
I
can
also
reach
out
to
Sergeant
Brown
to
see
if
we
can
schedule
another
event
at
the
Levy
Center
to
Mark.
The
catalytic
converters
I
know
I
heard
from
a
bunch
of
folks
who
had
the
it
filled
up
very
quickly,
and
so
we
might
be
due
to
have
another
one
of
those
events
soon.
E
L
Hello
there,
sir,
if
you
can
get
under
there
and
take
a
peek
if
it's
legible,
you
won't
have
to
do
it,
but
seeing
as
how
it's
on
the
hot
pipe
it
it
may
come
off
because
I
spray
paint,
my
I
got
a
Jeep
Muffler
that
I
I
coat,
often,
and
sometimes
it
does
flake
off.
If
you
put
a
paint
on
there,
that's
actually
not
high
temperature.
Even
some
of
the
high
temperature
stuff
will
flake.
D
Hi
sorry
I
just
had
a
comment
about
the
cage,
so
my
cousin
doesn't
live
in
Evanston,
so
don't
get
alarmed,
but
he's
had
his
catalytic
converter
stolen
four
times
and
he's
had
the
cage
on
it
this
last
time
and
they
still
try
to
steal
it
with
the
cage.
And
so
that's
why
I
was
interested
in
the
alarms.
I,
don't
know
if
they
work
any
better,
but
I
I
hope
to
see
something
like
that
as
Skokie
did.
Thank
you.
L
Okay,
guys,
if
you
have
a
garage
and
you're
not
using
it
for
storage,
I
know
a
lot
of
us
use
it
for
storage.
I
would
recommend
that
if
you
can
put
put
your
car
in
the
garage,
if
you
can't
please
park
it
in
a
well-lit
area
that
may
help,
but
what
you
can
also
do.
Is
you
don't
actually
need
an
alarm
attached
to
the
converter
itself?
L
If
you
just
get
a
high
quality
aftermarket
alarm,
I
have
one
on
my
Jeep,
if
I
even
bump,
against
my
car
the
wrong
way
that
alarm
goes
off
and
it's
very
very
loud.
So
if
you
can
look
into
that,
also
it
may
help.
I
can't
tell
you
which
brand,
because
you
know
there's
so
many
out
there,
but
if
you
get
a
good
high
quality
aftermarket
alarm
that
is
sensitive
to
to
bumping
into
the
vehicle
that
that
will
also
help.
A
Officer
Brooks
officer
Galindo,
thank
you
so
much
for
coming
and
thanks
for
all
the
good
advice,
I
appreciate.
L
It
sir
appreciate
you
guys
if
you've
got
any
any
questions,
I
I
put
my
my
email
in
the
link
there
or
in
the
chat
so
feel
free,
I
check
it
every
day
or
if
you
just
want
to
have
a
conversation,
have
me
come
by
and
we
can
talk
crime
or
whatever
else
is
going
on
in
Evanston,
feel
free
to
just
send
me
an
email,
I'll
check
it
every
day,
cellular.
I
Just
for
a
quick
I've
also
put
my
email
in
the
message
section
same
thing
as
officer
Brooks
I'll
check
my
email
frequently
and
if
you
have
any
questions,
concerns
that
you
would
like
to
reach
out
to
us
feel
feel
free
to
reach
us
reach
out
to
us
and
via
email,
just
two
quick
announcements:
Juan.
If
I
can
go
ahead,
everyone.
B
See,
okay
so
see
Korea.
B
B
I
Thursday
December
15th,
please,
if
you
guys,
can
come
out
and
support
our
Evanston
Police,
Department,
Coco
and
candy
cane
event.
Over
at
the
Robert
Crown
Center,
we
will
be
handing
out
hot
coco
and
candy
canes,
the
little
ones.
You
know
we
also
are
doing
our
toy
drive
our
annual
tour
Drive,
which
there
will
will
be
passing
out
the
toys
to
local
Evanston
children
and
kids
of
different
ages.
So,
if
you
guys
can
please
make
it
out
December
15th
Thursday
at
Robert,
Crown
from
5
p.m
and
to
7
P.M.
I
Secondly,
we
are
in
the
works
for
our
first
ever
Citizen
Police
account
Academy
in
all
Spanish,
so
please
stay
tuned
for
more
information
coming
from
the
Evanston
Police
Department.
Thank
you
once
again.
Everybody
thank.
H
A
Okay,
great,
we
will
move
on
to
our
last
guest
for
the
evening
city
manager.
A
Luke
Stowe
is
here,
Fred
brought
up
a
very
important
topic
and
I
think
we
should
probably
address
that
first
I
know
you
know
all
of
us
on
city
council,
and
you
know,
city
manager
received
the
black
employee
group
Action
Group
letter
and
Report,
and
you
know
we
were
all
you
know
personally
disappointed
with
what
had
happened
in
the
past
and
I
think
you
know
a
lot
of
things
that
we
really
need
to
address
and
I
know.
Behind
the
scenes.
A
We've
been
working
to
come
up
with
an
action
plan
or
in
a
world
map
and
I.
Think,
like
I
said,
like
I've,
been
really
happy
with
how
Luke
has
handled
this
and
I
put
a
link
in
the
in
the
chat
to
our
our
roadmap
site,
and
we
will
be
updating
that
and
working
through
the
issues
that
were
brought
to
our
attention.
So
let
Celia.
B
B
A
So
Luke
I
don't
know
if
you
have
anything
to
add
and
then
I
guess
we
can
take
some
questions
about
the
report.
Sure.
K
And-
and
thank
you
Celia
for
being
here
tonight
and
helping
and
I
appreciate
the
question
from
Mr
Wittenberg
council
member,
harcourse
and
I
have
had
multiple
conversations
on
this
topic.
Since
the
report
first
was
sent
to
myself
in
in
the
city,
council
and
I
agree
with
you.
K
You
know
the
report
was
troubling
and
disturbing
and
we
have
spent
considerable
amount
of
time
over
the
last
four
to
five
weeks,
working
to
put
the
city
in
a
position
in
December
and
January
to
kind
of
recalibrate
and
build
some
infrastructure
internally,
so
that
we
can
address
the
20
recommendations
that
were
put
forward
by
the
group.
Councilmember
Harris
and
I
have
actually
met
with
the
group.
Last
week
we
have
another
meeting
next
week.
The
first
meeting
I
would
describe
is
very
positive
and
productive.
I'm.
K
Looking
forward
to
the
next
conversation,
where
we're
going
to
dig
even
deeper
into
the
report,
specifically,
the
recommendation
I
would
describe
the
recommendations.
Most
of
them
is
highly
reasonable,
good
ideas.
In
some
cases,
we've
done
some
of
that
work
already
or
was
in
progress,
or
we
had
planned
to
do
or
there's
other
good
ideas
that
are
highlighted
in
that
report.
K
The
only
challenge
I
would
share
is
some
of
the
timelines
that
were
offered
by
the
group
are
a
little
bit
ambitious,
so
we're
going
to
be
working
through
in
cooperation
with
the
group
to
come
up
with
reasonable
timelines,
so
we
can
meet
expectations.
The
last
thing
I
want
to
do
is
say
that
we'll
do
X
in
three
months
and
then
it
ends
up
taking
seven
months
and
then
everyone's
disappointed.
So
that's
you
know,
probably
one
of
my
biggest
concerns
right
now
but
I.
K
In
multiple
occasions,
I've
thanked
the
members
of
the
group
for
coming
forward
and
being
courageous
to
share
their
concerns
and
I've
shared
with
the
council
and
Senior
staff
directors.
Managers
supervisors
that
I
will
have
no
tolerance,
for
you
know
any
retaliation
or
repercussions
from
of
those
people
that
came
forward
to
make
the
workplace
better.
I'm
sorry
CLI
went
on
too
long.
There.
A
Okay
and
like
I,
said
before
we,
this
is
a
working
document.
So,
as
we
get
things
done,
you
know,
I
will
provide
more
updates
and
highlight
you
know
things
that
are
important
when,
when
we
make
changes
so
I
think
that's,
we
want
to
be
super
transparent
about
this.
B
K
The
council
member
shared
we're
actually
going
to
have
a
essentially
a
dashboard
as
we
move
through
this
process,
a
public
dashboard,
so
people
can
follow.
Our
progress
is.
A
Right
so
Heart
Tree
cleanup,
update.
A
So
I'd
like
to
thank
city
manager
Stowe
for
working
with
Paul
zalmazak
from
the
economic
development
team,
and
we
will
now
have
the
Green
Team
cleanup
team
coming
to
hartree
on
Mondays
and
Thursdays
to
pick
up
the
garbage
that
is
blowing
from
the
Aldi
PetSmart
Home
Depot
parking
lot,
Lunes.
A
So,
as
many
of
you
all
know,
because
of
the
shopping
center
being
there
and
the
way
that
the
parking
lot
is
raised
and
it's
the
wind
blows
all
the
trash
into
the
neighborhood,
we've
talked
to
Aldi
about
putting
up
a
fence
next
to
their
parking
lot
to
catch.
The
trash
and
they've
so
far
been
unwilling
to
do
that
on
their
own.
B
A
So,
as
a
temporary
measure
we'll
be
putting
up,
the
city
will
be
putting
up
a
snow
fence
on
our
property,
just
west
of
our
sidewalk
to
catch.
The
the
trash
I
think
that
in
combination
with
the
Green
Team
coming
coming
through,
should
make
a
a
dent
in
in
the
garbage
around
there.
A
I've
spoken
to
the
district
manager
for
Aldi
there's
been
some
turnover
there.
So
this
is
the
second
person.
I
talked
to
I'm
kind
of
disappointed
with
their
response,
and
we
will
be
continuing
to
pressure
them
to
clean
up
their
side
of
the
defense
and
hopefully
we're
working
towards
having
them
put
the
fence
up
on
their
property.
But
if
all
else
fails
we're
looking
at
putting
up
a
permanent
fence
on
the
city
side
and
maybe
putting
in
some
shrubs
as
well
to
block
that
from
the
neighborhood.
B
B
A
Michael
has
his
hand
raised.
Yes,.
B
E
B
B
A
From
what
I
remember,
I'd
have
to
double
check
with
Paul,
but
they
they
own.
The
parking
lot
I
think
it's
sometimes
the
shopping
centers.
It
will
be
owned
by
one
entity
and
then
the
shops
lease
the
the
Lots
but
I
and
I
I'll
double
check
that
for
you
Michael,
but
from
what
I
remember.
Aldi
owns
the
parking
lot
and
they're
responsible
for
that
end,
and
so
and
in
the
discussions
they've.
Oh
well,
that's
not
our
garbage,
but
it's
if
it
ends
up
on
their
property.
It's
their
garbage.
So
concrete.
A
B
K
I
was
just
going
to
add.
You
know:
I
drove
that
area
this
evening.
On
my
way
home
and
I
drove
around
the
back
of
all.
The
I
noticed
that
the
waste
container
was
not
in
the
proper
enclosure,
so
we're
going
to
continue
to
press
Aldi
and
also
their
Lakeshore
recycling
service
to
make
sure
that
they're
putting
the
container
back
in
the
proper
enclosure.
B
K
I
was
I
was
also
going
to
add
that
Angel
who
oversees
our
inspectors,
asked
me
to
ask
all
of
you
to
continue
to
put
in
301
requests.
That's
the
quickest
way
to
get
an
inspector
out,
typically
within
24
hours.
So
please
continue
to
submit
301
requests
as
appropriate.
A
And
just
I
with
the
311
request,
you
want
to
do
a
Property
Standards
request
and
just
let
me
I'll
I
will
find
the
exact
category,
because
that
directs
the
call
directly
to
Property
Standards
and
that's
important.
A
Exterior
conditions,
so,
if
you're,
using
the
the
app
just
search
for
exterior
conditions
and
that
gets
directly
to
Property
Standards.
K
I
just
want
to
say
thank
you
to
Mr
Schram
and
Mr
Sharp,
the
council,
member
and
I,
and
some
of
the
neighbors.
We
did
a
walk
a
few
weeks
back
and
it
was
helpful
for
me
to
walk
the
neighborhood
with
all
of
you
to
understand
some
of
the
concerns
and
issues
there.
A
We
have
Michael
has
his
hand
raised
yeah.
E
Very
good,
thank
you
very
much
Luke.
Is
there
a
way
I
think
we
I
don't
know
if
we
discussed
it
on
the
walk
on
those
property
lines
like
with
the
auto
body
shop
on
heart,
tray
and
the
one
on
Hitler?
Is
there
a
number
of
that
the
business
can
be
allocated
just
so
many
vehicles
on
those
lots,
because
again
on
the
heart
rate,
Street
side
they're
parking
on
the
City
Parkway
too?
They
just
continue
to
do
that
and
it's
just
an
over
abundance
of
ugliness.
On
that
part,
yeah.
K
K
B
A
When
they
write
a
ticket
for
the
cars
that
are
parked
illegally,
that
goes
to
the
owner,
so
it
we're
on
I'm,
not
sure.
If
that
will
stop
the
actual
business
from
parking
those
cars
there,
I'm
I'm
I'll
be
looking
into
some
of
the
city
code
things
and
see.
If
there's
anything
actionable
and
if
not
I,
don't
I'll
might
I
might
write
up
a
referral
and
see
what
I
can
do
legislatively
to
to
maybe
address
that
is.
K
I
was
just
going
to
add
that
if
it's
and
council
member
is
exactly
right,
that's
one
of
the
challenges
is
sometimes
we're
ticketing,
the
owner
of
the
people,
not
the
business
and
that's
challenge.
If
it's
an
illegally
parked
vehicle
on
the
parkway,
then
it's
typically
under
the
purview
of
our
parking
team
and
if
it's
a
vehicle
parked
on
unimproved
Surface
like
on
the
private
property,
then
it's
a
Property
Standards
issue
varieties.
E
Luke
I
think
would
be
interesting
too,
whether
or
not
because
over
the
years,
because
I
think
I've
had
the
no
parking
zone
for
like
five
six
years
at
least
already
and
I've
called
the
non-police
number,
because
when
I
call
3-1-1,
they
say
call
non-police,
so
I
call
non-police
and
they
send
out
parking
enforcement
relatively
quickly.
I'm
just
curious.
If
you
could
find
out
how
many
of
those
tickets
have
been
paid
over
the
years,
because
they're,
usually
from
out
of
town,
so
they're,
probably
not
going
to
give
a
darn.
You
know
yeah.
K
Yeah,
thank
you
for
that
comment
and
I
I
will
follow
up
with
Mike
and
Lucas.
E
And
just
one
other
item
on
heart
tray:
if
I
could
Pat
Bernard
was
mentioning
maybe
considering
another
one
or
two
speed:
humps,
not
speed
bumps
but
speed,
humps
down
heart
tray.
A
So
I
can
I
can
address
that
Michael,
so
I
talked
to
Pat
about
it.
I've
been
talking
to
staff
also
about
whether
or
not
we
can
put
in
speed
bumps.
A
B
Yes
see
a
anteriormente
is.
A
Typically,
the
adding
like
a
stop
sign
or
a
speed
bump
you
have
to
get
signatures
from
local
residents.
This
is
a
will
actually
be.
I
was
actually
like
Luke
driving
around
the
neighborhood
this
afternoon,
I
was
getting
the
addresses
of
the
the
folks
that
live
at
the
end
of
the
cul-de-sac,
because
I
think
those
are
the
only
people
that
we
need
to
get
the
signatures
from.
A
The
hartree
street,
so
that
I
was
driving
around
the
I,
was
driving
to
the
end
of
the
cul-de-sacs.
The
courses
cul-de-sac
yeah.
A
So
I
have
to
figure
out
if
it's
easier
to,
if
we
have
to
mail,
the
petition
or
I
will
probably
just
go
and
knock
on
those
doors
and
try
to
get
that
information
from
those
residents,
because
I
think.
The
only
concern
is
that,
because
there
are
the
big
trucks
coming
from
the
city,
there
could
be
a
noise
concern
when
they
go
over
the
bumps,
but
I
think
the
the
takeaway
of
slowing
down
traffic
like
outweighs
the
potential
noise
every
so
often
so.
I'm
I'm
hoping
people
will
be
open
for
the
speed
bumps.
B
A
So
I'll
be
working
on
that
there's
also
been
some
Outreach
from
Neighbors.
With
concerns
about
the
possible
rebuild
Evanston
project
happening
on
a
Heart
Tree
I
spoke
to
rebuild
Evanston.
They
are
still
in
the
fundraising
process.
So
but
after
they've
raised
the
funds
and
are
committed
to
buying
that
building,
they
would
be
open
to
having
a
dialogue
with
neighbors
to
make
sure
any
concerns
about
traffic
and
parking
and
with
their
Workforce
Development.
That
would
be
addressed.
Then.
B
A
And
I
think
they'd
be
a
great
neighbor
and
you
know
they
do
a
lot
for
the
community
and
I
think
if
anyone's
seen
their
new
space
over
on
the
other
side
of
hartree,
you
know
they
run
a
tight
ship
and
I.
Think
there
can.
They
have
concern
about
that
about
their
impact,
so
I
think
they'll
be
a
good
partner.
E
E
A
Yes,
and
and
they
I
asked
and
they're
I
will
probably
have
like
a
a
tour
or
a
meeting
once
once.
It
gets
closer
to
the
actual
realization
of
the
funding.
They're
open
to
having
I
was
thinking
about
having
like
a
like
a
tour
over
up
their
new
building.
J
In
terms
of
its
use,
the
the
the
uses
of
archery,
certainly
the
business
is
on
hartree
and
the
business
is
back
there
on
pitner,
you
know,
need
access,
but
I,
F
and,
and
so
that's
a
legitimate
use
of
what
archery
is,
but
I'm
wondering
whether
there
isn't
part
of
the
problems
with
regards
to
this
fast
moving
traffic
and
what
happened
the
other
night
in
that
car
flipping
over
has
to
do
with
archery
being
used
as
a
through
Street
up
to
Maine
and
I
just
question
whether
that's
a
legitimate,
you
know
route
that
should
be
permissible,
that
people
come
up
archery,
they
go
left
on
Cleveland,
they
go
up
on
pittner,
they
go
right
on
Washington
and
then
they
go
up
on
hartree
to
many
and
I
think
it's
used
as
a
a
bypass,
essentially
and
I
I.
J
Think
it
it
kind
of
generates
unsafe
speeds
on
archery
I.
Think
the
people
who
are
going
to
the
businesses
I
think
you
know
they're
I
I
suspect.
That's
not
a
problem,
but
I.
Think
some
of
the
speeding
vehicles
are
people
who
are
just
trying
to
you
know,
get
through
town
and
I.
Think
the
use
of
that
Corridor
for
that
purpose
is
something
I
think
is
worth
Maybe
studying
and
whether
whether
that
should
be
closed
off
I,
don't
think
it's
a
lot
of
traffic
but
I
think
it's
problematic.
A
I
know
that
we
did
a
traffic
study
on
Oakton
in
preparation
for
the
open
Corridor
project.
I
can
ask
our
traffic
engineer
to
see
if
there
they
looked
at
hartree
at
all,
I
didn't
see
anything.
A
The
traffic
I
saw
the
traffic
numbers.
You
know
East,
east
and
west,
but
nothing
from
intake
from
the
side
streets,
but
I'll
ask
and
see
if
he
has
any
information
about
that.
A
Great
there's,
no
more
questions
that
I
think
is
all
I
had
on
the
agenda.
I
want
in
the
chat.
I
posted
I
just
want
to
make
sure
that
everyone's
aware
that
I
post
meeting
notes
on
Facebook
after
committee
meetings
and
post
updates
there
I
had
been
doing
the
same
on
Twitter
but,
as
we
know,
Twitter
is
a
very
problematic
site
and
I
would
like
to
use
something.
That's
a
little
bit
more,
socially
conscious
and
I
might
be,
and
transitioning
to
either
post
or
Mastodon.
A
But
I
also
would
please
direct
people
to
sign
up
for
the
ninth
ward
newsletter
and
if
you
know
anyone
has
any
feedback
as
to
where
that,
where
you
folks
like
to
get
your
news,
you
know
please,
please
let
me
know.
B
A
Thank
you.
I
will
turn
off
the
recording
right
now
and
if
anyone
has
other
questions
that
you'd
be
more
comfortable
talking
about
offline,
we
can
have
some
time
to
talk
now.
So
oh.
