recipient

communities
in

united
states

use
that
bid

they

the
garland
contract
is
structured
is
a
little
different.
Garland
provides
roofing
materials.
They

do
tuck
pointing
windows
and
door
replacements
as
well,
so
they
provide
all

the
materials
and
then
they
bid
out

own
pre-qualified
vendors,
the
actual
labor.
So
they
always
go
to
at
least
three
vendors
get
their
bid
prices
for
labor,
and
then
they
add
all
of
it
up
and
tell
us
what
the
best
deal
is,
and
we
usually
end
up
going
with
the
lowest
price
that
they
found.

One
of
the
benefits
to
using
garland
is
they
provide
the
design
and
the
construction
oversight
included
in
their
cost
of
materials.
Essentially,
so
the
city
would
get
those
things

free,
although
nothing
is
for
free
and
we
have
found
them

consistently
good
job
on
their
design
and
construction
services
and
it's
a
substantial
savings
on
staff
time.

contracting

for
another

and

amount
of
small
business
owners
as
well
in
evanston
that
we

had
inquiry
as
to
how
they

park

vehicles
legally
within
the
city
limits

our

set

residents

like
to
park
this
second

third
vehicle

street

being
ticketed.

people
both

renting
or

use
of
their
garage
space

they're,

renting
out
a
single
family
home,
that's
been
converted
who

need
you

access
to
on-street
parking,

think

concern,

I
expressed
the
last
time
is
it
would
be
if
this
was
the
only
option
for

individual,

know
it's

difficult
to

understand
that.

there's
another
place
that
the

resident

park
their
vehicle,
then
I
would
want
them
to
exercise
at
that
option
and
not
automatically
as
a

know

to
keep

hold

think
they'll

that
assessment
if

sense

just
park

for
free

own
garage
rather

paying

park
on
the
street
right

be
a
cost
benefit.

sure
that
folks

exhaust
options

sure

well,
all
of

temporary

outside

crown

for
over
two
years

had
turf
down,
and,
as
I
mentioned

the
top
of
the

it
was
one
of
the
most
used
amenities
in

city
outside

the
beach.

that
we've
learned
with
these

evanston
has
proven
out
as
a
testing
ground
for
us
is
that
these
pitches
really
do
a
great
job
of
building
communities.
They
provide

safe
haven
for
kids
to
go

people

residents,

as
a
sacred
space.
We
have
not
seen
to
date
any
graffiti
or
marks
or
vandalism
of
the
street
soccer
pitches,
boys,
girls,
different
ages,
ethnicities.

is

melting
pot,
I
think
partially
because
of
the
shared
love
of
soccer,
the
beautiful
game
and
partially
because
the
way
it's
played
with
walls
and
goals
built
in
there,
the
the
game
doesn't
stop
as
much.

large

a
large
field-
and
you
can
just
run
away
from
someone
who's
smaller
than
you-
you're
not
running
away
from
anyone
here-
you're
not
kicking
the
ball
harder
than
anyone
else

the

no
one

upset

you
lose

what
we
saw

kids
self-organizing

the
proposed
site
of
a
future
residential
development,
but
it's
been.

sat
vacant
now
for
quite
some
time,
and
it's
been
a
goal
of
mine
to
you,

revitalize
and
activate
underutilized
spaces
or
spaces
that
aren't
utilized
at
all,
and
so
this
is
a
way
to
to
improve
the
site,
to
to
repave
it
or
improve
it
in
some
ways
at
least
degrading
at
a
minimum,
and
to
add
these
soccer
pitches,
which
was
just
described
as
as
a
way.

pretty
good
soccer
programming,

somebody
that
plays
soccer
growing

benefit
from
having
a
location
closer
to
where
you

think,
having
this
right
at
church
and
daryl
will
go
nicely
with
the
skate
park

we've

also
looking

canoe
launch

courts

baseball

some
people

sports

play

programmed-

benefit
all
age
groups

ethnicities

in

temporary
option

site

utilized

experience,

touches

it

what
matters

just
having
these
recreational
opportunities,
but
but
investing
in
the
things
that
people
are
actually
interested
in
using.

think
if

unfortunately

wasn't
there,
I've
never
noticed
these.

guess
they've
been
up
all
across
the
city.

it

utilized

excited
about
the

area
activated

love

see

of
healthy
activity,
squares
around
our
town
that
are

accessible

don't

to
be
in
a
programmed
expensive
sport,
but
that
you
can
just
go
a
pickup
accessible.

place
to
be
healthy
and
active,
and
physical,
especially
coming
out
of
covid.

just

think

other
squares
throughout
town
is
something
we

look
at.

other
things

courts,

pitches.

this

wonderful
possibility

at
expanding
the
options

healthy
