Literally,
you
can't
get
shorter

well.
You
could
have
there's
one
slide.
It's
two
slides
I
think
there
was
some
issue
that
had
been
percolating
about
how
we
started
the
solid
waste
fund.
Originally
solid
waste
operations
were
a
part
of
the
general
fund
and
were
subsidized
through,
you
wouldn't
say,
necessarily
property
taxes,
but
from
general
fund
revenues.
So
back
in
2011,
we
made
the
decision
to
create
a
separate,
solid
waste,
one
just
like
a
water
fund.

Since
solid
waste
is
on
the
water
bill
and
sewer,
so
we
created
the
separate
fund
at
the
time.
The
council's
decision
was
not
to
raise
the
rates
up
to
a
level
that
would
have
made
the
fund
self-sufficient
and,
as
noted
in
this
slide
right
here,
the
top
two
lines
just
represent
revenues
and
expenses
and
sorry
it's
at
the
end.
That's
just
a
year-to-date
one
for
2017.

So
for
the
past
three
years,
it's
been
doing
that
with
a
hundred
and
ninety
thousand
dollars
less
a
year.
So
if
we'd
kept
the
subsidy
where
it
was,
the
fund
would
be
down
to
about
a
four
hundred
thousand
dollar
negative
balance
and
steadily
improving.
The
point
being
is
that
as
mr.
stone
Bacchus
and
his
memorandums
is
pointing
out,
we
can
look
at
ways
to
have
the
solid
waste
fund
be
self-sufficient
over
the
next
several
years
and
I
just
wanted
to
point
out
what
that
was
again.

is
just
a
note
of
what
I
had
just
pointed
out.
We
will,
if
we
continue
on
in
five
to
seven
years,
we
will
probably
have
a
balanced,
solid
waste
fund
if
we
continue
to
be
able
to
operate
the
way
we
have
been,
but
we
will
still
have
a
million
dollar
transfer
from
the
general
fund
to
the
solid
waste
funding
and
the
water
fund
doesn't
get
a
transfer
from
the
general
fund
and
neither
does
the
sewer.
So
we
would
eventually
it
would
be
good
to
have
it
as
an
enterprise
fund
and
be
self-sufficient.

I
hope
that
we
could
discuss
a
little
bit
tonight
because
it
is
the
one
that
I
am
seeking
the
most
direction
for
as
to
what
type
of
ordinance
is
to
bring
back
at
the
next
council
meeting
for
introduction.
As
my
memo
indicates,
all
the
contracts
that
were
awarding
are
so
a
2018
price
and
then
the
contract
is
set
up,
that
the
price
will
increase
anywhere
from
one
and
a
half
to
three
and
a
half
percent
a
year
over
two
five-year
duration
based
on
the
Consumer
Price
Index.

So
my
memos
imply
that
I
would
recommend
that
we
try
to
increase
the
rates
to
meet
the
2019
price,
even
though
all
of
our
contracts
this
year
came
in
less
expensive
than
what
they
were.
Last
year
we
received
favorable
bids.
The
prices
are
lower
than
what
we
had
in
the
past.
What
I'm
trying
to
reduce
is
the
million
dollar
transfer
from
the
general
fund
tittle
with
solid
waste
font.

also
feel
that
in
the
past
the
same
type
of
increases
occurred
on
an
annual
procedure
and
we
didn't
bring
back
to
City
Council
a
recommendation
to
raise
the
rate.
So,
every
year
that
transfer
was
a
little
bit
more
important
than
what
it
was
the
year
before,
because
we
weren't
charging
the
crowd.
Now.

I
think
the
the
most
challenging
one
is
our
yard
waste
fees,
and
it
is
very
interesting
in
that
some
municipalities
don't
have
a
yard
waste
fee,
so
Skokie
and
Niles
don't
have
a
service
charge
for
yard
waste.
It's
just
part
of
their
property
tax,
which
in
a
way,
is
what
Evanston
is
currently
doing
as
well.

By
transferring
funds
from
the
general
fund
to
the
solid
waste
fund
within
other
communities
like
Glenview,
you
have
to
rent
the
cart
and
it's
$145
annually
yard
waste
fee
in
Glenview
and
and
there's
a
gambit
in
between
it's
very
hard
to
go
from
community
community
because
they
have
different
sites
carts.
They
have
different
programs.

It's
really
hard
to
have
an
apple
Snapple
comparison,
but
what
I'm
trying
to
indicate
is
that
there
is
a
camp
it
out
there,
where
yard
waste
can
be
part
of
the
general
fund,
cost
or
I
would
think
that
Glenview
is
actually
trying
to
raise
revenue
to
meet
the
the
cost
of
providing
that
service.
So
I
wanted
to
make
bring
that
to
the
Alderman's
attention
as
well,
but
if
I
could
have
some
direction
on
what?
How
would
you
like?
The
ordinance
is
prepared?
I
can
at
least
have
something,
crafted
and
introduced
at
the
next
meeting.
So.

able
to
see
a
comparison
table
of
just
whatever
the
average
home
family
I
understand,
there's

bunch
of
different
okay
hard
to
calculate,
but
if
you
can
give
us
the
average,
because
at
the
end
of
the
day,
people
are
just
going
to
be
paying
their
water
bills
and
that's
what
they're
going
to
complain
about.

my
perspective.

current
annual
charges
$215,
if
we
went
to
the
2018
price,
they
would
pay
two
hundred
and
forty
seven
dollars
and
ninety

cents
or
a

increase.

we
went
to

two
hundred

2019
charge,

two
dollars
annually
and
they
would
see
a

cent
increase

and

the
price

cart

additional
cart

recommending

to

it

time
we
fill
it

the

to

dollars

biggest
change,

sticker
fee,

they're
paying
a

that

much

how

to

people

leery

miss
to

raise
them
gradually
over

last
couple
years,

we're
going
to
ask
people

two-year
essentially
to

rate
hike.

sensitive
to
our

rate

intended

balance

3.3
million
dollar
budget
shortfall

desperate

dollars,

developers
are
dictating
what
our
city

look
like
by
proposing
plan
unit
developments,
the
city
of
Evanston
is
disregarding
its
plans.
The
2009
downtown
Evanston
plan,
the
2000
comprehensive
plan
and
zoning
ordinances,
which
clearly
state
how
Evanston
is
able
to
grow
appropriately
with
buildings
and
streetscapes,
which
are
in
line
with
future
future
needs,
but
also
fit
the
character
of
the
existing
community
and
neighborhood.

These
city
plans
followed
a
transparent
and
inclusive
process
with
community
input
and
were
approved
by
City
Council
as
a
guideline
for
future
growth.
The
downtown
Evanston
plan
states,
the
Chicago
Avenue,
lacks
open
space
on
the
northern
edge
of
downtown,
and
it
recognizes
an
opportunity
for
a
new
public
park
at
the
site.
It
goes
on
to
recommend
user-friendly
parking
under
the
new
green
space.
This
area
is
densely
populated
and
surrounded
by
high-rise
residential
buildings.
What
could
be
more
in
keeping
than
a
beautiful
urban
park
on
land
we
already
own?

is
a
citywide
issue,
not
just
a
First
Ward
issue,
because
the
land
belongs
to
all
the
citizens
of
the
Evanson.
It

a
public
asset.
The
proposed
building
is
completely
out
of
context
and
disrespects
the
neighboring
historic
properties,
