If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
D
E
Okay,
with
that
may
have
a
motion
to
approve
the
minutes.
C
But
I
have
a
question
sure
go
ahead,
so
when
I
looked
at
the
minutes,
it
just
read
strange
and
just
for
the
future.
If
someone
were
to
have
questions
about
the
part,
the
process
it
read,
council
member
Reed
arrived
at
805
but
called
the
meeting
to
order
801..
So
it
just
read
strange
to
me
and
I
mentioned
that
to
Deputy
manager,
stoneback,
not
a
big
issue,
but
just
if
we're
not
here
to
ever
speak
to
that.
It
read
strange
to
me
so
I
just
wanted
to
put
that
out.
There.
D
As
a
point
of
order,
I
think
with
at
least
one
council
member
reporting
remotely.
We
should
do
a
voice,
though.
C
F
G
D
Ahead,
chair
Reed
we're
ready
to
move
ahead
with
public
comment
if
you'd
like
to
start
that
ball
rolling.
Yes,
let's.
H
Thank
you
so
on
item
8
18
back
in
in
February
staff
committed
to
a
total
project
cost
for
the
animal
shelter
of
eight
million
dollars.
A
round
number
that
was
flashed
up
on
the
screen.
H
All
costs,
including
the
load
bid,
construction,
cost,
FF
and
E
contingencies
for
escalation
and
change,
orders
and
soil
remediation,
all
consultant
fees,
all
soft
costs,
cost
of
temporary
facilities
for
cats
and
dogs
off-site
traffic
signalization
and
permit
costs
of
any
kind
without
exception.
The
project
cost
was
not
to
exceed
eight
million
dollars
going
further
counsel
them
for
newsmo
even
commented
that
we
have
to
go
back
and
watch
the
video
that
there
would
be
no
additional
costs
for
construction
and
or
operations
for
future
solar
panels.
H
If
for
when
they
take
place
so
bottom
line,
it's
supposed
to
be
eight
million
dollars
now,
I
I,
don't
know
if
the
change
order,
the
385
000
change
order
is
going
to
push
us
over
that
eight
nine
dollar
mark.
But
that's
something
that
should
have
been
part
of
the
package
to
document
where
the
total
cost
is
and
that's
what
I'm
requesting
and
that's
something
that
should
have
been
part
of
the
package
regarding
the
actual
line
items,
the
reasoning
for
the
385
thousand
dollars,
City
staff.
You
know
the
architect.
H
The
engineer
should
have
known
about
most
of
these
issues,
if
not
all
of
them.
Long
before
the
project
went
out
to
bid
why
it's
somehow
just
appearing
that
mwrd
has
a
lot
of
concerns.
A
lot
of
questions.
They
want
to
do
certain
things.
That's
costing
more
money
money
that,
in
my
opinion,
should
have
happened
well
before
the
bid
well
into
the
design
documents,
but
not
before
the
contract
was
awarded.
H
Okay,
so
long
story
short,
because
these
are
very
repetitive-
these
project
delays
shouldn't
be
project
filled
ways.
You
shouldn't
have
started
the
project
until
you
knew
it's.
Your
long
lead
items
were
how
long
you
had
to
wait
for
these
things.
You
don't
start
a
project
start
the
construction
of
any
kind,
then
all
of
a
sudden
find
out
your
four
or
five
six
months
behind
on
certain
things
and
you
and
you
have
a
contractor
who's
waiting
in
the
wings
to
hit
you
a
large
change
order
and
that's
exactly
what
happened.
H
A
Okay,
with
that,
we
will
close
public
comment
and
move
on
to
the
consent
agenda.
Is
there
anything
folks
that
would
like
to
pull
off.
I
I
D
D
A
D
A
Back
councilmember
nusma
seconded
by
councilmember
Harris
I
have
a
roll
call.
C
D
C
D
I
Thank
you,
so
I
guess
I
just
wanted
to
follow
up
dovetail
on
the
question
to
ask
a
public
comment.
So.
I
Yes,
I
just
wanted
to.
If
you
could,
you
could
confirm
at
the
I
mean
it's
pretty
high
cost
to
begin
with
at
8
million,
but
that
was
in
February
was
assured
that
this
was.
This
was
the
all
in
cost.
This
would
not
exceed
that
eight
million
dollars.
I
This
change
order
will
still
keep
us
within
budget
at
8
million
that
wasn't
I
didn't
see
it
in
the
I,
see
that
it's
raising
it
from
6.8
to
7.2
for
the
construction,
but
the
total
cost
included,
like
you
know
that
you
use
converting
the
recycling
center
and
ComEd
and
other
things,
so
I
just
want
to
make
sure
that
we're
still
at
our
8
million.
J
I
Great,
thank
you.
Thank
you.
Yeah
I
guess
I'd
want
to
just
I
would
I
would
prefer
to
hold
it
if
that's
to
I'd
like
to
make
sure
we're
staying
within
that
budget
below
the
8
million
total
before
feeling
comfortable
about
voting
on
it.
J
A
Is
there
any
further
discussion
seeing
none
in
no
motion,
all
those
in
favor
say
aye
aye
or
those
opposed
to
say
so?
No
any
extensions
hearing,
none
if
the
motion
passes.
That
brings
us
to
item
a22
I
have
a
motion.
C
A
Seconded
by
councilmember
Burns
any
discussion
on
this
item
council
member
Kelly.
I
I
support
the
item.
I
just
wondered
if
we
could
get
I
understand
it's
for
affordable
housing
with
CPA.
If
we
can
get
any
description
at
all
of
what
the
plan
is
a
little
in
a
little
more
detail
than
what's
presented
here,
council.
K
Community
Partners
for
affordable
housing
is
the
only
land,
trust
that
operates
in
our
area.
They
serve
Evanston,
but
also
others
as
well.
They
provide
affordable.
K
For
sale,
homes
by
continuing
to
own
the
land
and
then
selling
the
property
to
the
buyer,
and
because
of
that
they
don't
have
to
charge
both
for
the
property
and
the
land
and
so
they're
able
to
sell
homes
for
roughly
about
200
000,
with
a
mortgage
now,
with
with
interest
rates,
going
up,
probably
around
Seventeen
hundred
dollars
a
month,
I
believe
was
16
to
1700
a
month,
and
you
know
they'll
provide
likely
Evanston
resident
with
with
a
home
that
they
can
afford.
K
So
this
particular
home
is
different
from
some
of
the
other
homes.
They
do
so
Siva
partners
with
Evanston
Township
High
School
to
build
the
geometry
and
construction
homes
all
of
the
homes
that
HHS
builds,
our
are
going
to
the
land
trust
essentially,
and
so
this
one
is
a
little
different.
This
was
a
existing
single-family
home.
There
was
a
fire
many
years
ago.
K
It
was
boarded
up
in
bad
condition,
and-
and
so
we
worked
to
get
the
city
to
buy
it,
and
we
want
to
also
make
sure
that
we
work
with
siba
who
was
going
to
put
in
I,
think
they
said
about
100
and
they
had
their
contractors.
Go
out
there,
thinking
about
maybe
100
they'll
have
to
put
about
150
000
into
the
house
to
make
it
livable
and
then
they'll
sell
it
affordable.
A
With
no
further
questions,
all
those
in
favor
say
aye,
others
opposed
any
abstentions.
The
eyes
have
it.
That
brings
us
to
item
a
26.
A
I
will
move
approval.
Is
there
a
second.
A
A
All
right,
so
this
is
ordinance
79023
amending
city
code,
section
10,
11
12
parking
metered
zones.
First,
do
we
have
any
with
our
finance
team
here?
Do
we
have
anyone
from
Finance.
E
A
175
million
unfunded
facility,
maintenance,
liability
and
I
think
you've
previously
estimated
that
our
you
know
other
infrastructure.
Unfunded
liabilities
are
about
100
million
yes,
somewhere
around
there
and
manager
Stowe.
Do
you
recall
what
our
unfunded
liabilities
are
for
pensions
or
to
someone
here?
F
A
And
we're
going
to
have
our
2024
budget
pretty
soon,
but
there's
it's
going
to
take
a
lot
of
cobbling
various
things
together
to
get
us
to
a
point
where
we
can
afford
to
start
paying
down
on
those
liabilities,
and
so
with
that
Lucas.
Can
we
talk
about
this
a
bit
here.
L
Look
the
Tara
you
interpreting
manager,
I,
can
answer
any
questions.
A
Yes,
can
you
describe
it
so
what
is
being
proposed
here
is
that
at
a
number
of
our
city
facilities,
which
we
just
heard,
are
underfunded
by
200
million
dollars,
we
are
seeking
a
parking
fee
for
folks
who
are
not
Evanston
residence.
Is
that
correct.
L
That's
correct
for
facility
facilities,
rubber
Crown,
Levy
James
Park
for
two
dollars
per
hour;
four
hours
minimum
maximum.
L
L
An
hour
yes,
just
because
our
Lakefront
is
much
different
utilization
than,
for
example,
James,
Park
and
and
Levy
Levy
doesn't
meet
hundred
percent
occupation
in
the
parking
lot
or
in
the
James
Park
majority
of
the
time.
The
parking
lot
is
not
maybe
50
utilized
or
30
utilize
when
I
know
rubber
Crown
it's
parking
hose
is
full,
so
I
just
want
to
be
very
careful
about
projection,
maybe
I'm
wrong,
but
I'll,
be
comfortable
to
say,
90
to
100,
000,
okay,.
A
And
just
I
remember
a
discussion.
I
know
a
manager,
Rivera
Works
closely
with
you
on
this.
There
was
a
a
production
of
about
two
hundred
thousand
dollars.
Initially.
M
Good
evening
members
of
the
committee
Mike
Rivera
and
Aroma
administrative
Services
director,
it
depends
really
on
what
we
set
the
rate.
The
lakefront
is
approximately
three
dollars
an
hour.
The
revenue
that
we
collect
at
the
rate
at
the
lakefront
is
approximately
three
hundred
thousand
dollars
a
year.
So
if
we
wanted
to,
if
we
wanted
to
cut
that
in
half
at
a
dollar
fifty
an
hour
we'd
be
approximately
150
000
per
year.
M
If
we,
if
we
lowered
it
down
to
50
cents,
an
hour
we'd,
be
approximately
sixty
thousand
dollars
a
year
and
those
are
modest
numbers
based
on
the
utilization.
Lakefront
is
a
demand
based
parking
because
of
the
lake.
If
the
city's
upticks
in
their
events
at
James,
Park,
Robert,
Crown
and
the
other
centers,
then
you
can
have
increased
utilization,
but
that
that
would
be
minimal.
C
M
C
M
C
A
You
information,
I,
think
part
of
the
council
member
well
part
of
that
question.
I
think
because
I
do
want
to
get
to
her.
That
which
is,
is
there
an
impact
to
adjacent
neighborhoods?
I
think
was
a
part
of
that
and
with
the
lakefront,
where
we've
generated
substantial
revenue
for
lakefront
parking
for
non-residents,
have
we
seen
an
influx
of
complaints
from
the
residents
adjacent
to
the
lakefront.
M
To
be
honest
with
you
anytime,
there's
a
new
implementation
and
you
change
parking
restrictions
or
rates.
There's
there's
always
an
influx,
the
first
60
days
approximately
and
then
after
that
it
tapers
off.
So
in
this
case
with
the
lakefront.
Yes,
there
was
a.
There
was
an
influx,
the
first
60
to
90
days,
and
now
it's
tapered
off.
We
seldom
receive
complaints.
D
Thank
you,
Mr
chair
picking
up
on
councilmember
Harris's
concerns,
as
the
council
member,
who
represents
a
significant
portion
of
the
neighborhood
around
Robert
Crown
I,
am
very
concerned
about
the
impact
this
ordinance
would
have
on
street
parking
in
the
neighborhood
I
think
it's
a
foreseeable
very
foreseeable
circumstance,
even
if
we
can't
precisely
quantify
it
that
requiring
out
of
town
folks
to
park
to
pay
for
parking
would
just
make
them
Park
in
the
neighborhoods
and
yeah.
D
A
I
I
will
ask
two
of
my
colleagues
have
shared
their
position
on
this
councilmember
Kelly
I
would
ask
what
your
thoughts
are
and
if
there's
a
way
that
we
can
get
UDS
because,
as
we
demonstrated
up
front,
there
are
huge
liabilities
that
I
know
you
care
about
that
we
all
care
about,
and
we
need
to
find
new
sources
of
revenue
that
do
not
financially
burden
Evans
and
residents,
and
so
I'm
wondering
if
there's
a.
I
Way
sure,
yes,
no
I'm,
I
I
agree
with
my
with
colleague
here
with
my
colleagues,
some
councilmember
Harris
and
newsmail
I.
Think
it's
so
important
that
our
town
feel
welcoming
to
visitors
and
I.
Think
we
don't
want
to
do
anything
more.
That
makes
them
think
they
want
to
go
to
another
city.
I'm
also
concerned
about
adjacent
neighborhoods.
I.
Think
it'll
have
a
greater
impact
to
keep
parking
free
and
available
to
people
at
our
park
in
our
Park
areas.
I
had
concern.
I
A
With
that
I
I
moved
to
withdraw
the
motion.
D
I
will
call
the
question.
D
Although
it's
improper
I
will
make
a
motion
to
vote
no
on
not
improper,
it's
out
of
the
ordinary
I
would
like
to
move
to
take
a
vote
on
this
on
this
ordinance.
A.
I
A
D
A
Okay,
we'll
do
a
roll
call.
C
A
Are
there
any
items
for
consideration,
seeing
none
discussion
items
for
communication,
I
have
one
item
for
communication
before
adjournment
or
a
bit
ahead
of
time,
I
think
as
we
look
toward
not
making
as
we
look
toward
making
Evanston
welcome
melt
welcoming
to
folks
who
are
out
of
town.
We
have
one
item
that
could
move
through
this
committee,
which
is
no
longer
charging
folks
ten
dollars
a
day,
forty
dollars
for
a
pass
to
Simply
access
our
Lakefront.
A
If
we
don't
want
to
charge
them
for
parking
at
our
facilities
which
are
woefully
underfunded,
then
we
shouldn't
be
making
our
city
unwelcoming
by
charging
them
for
something
we
did
not
create,
and
so
I
would
love
to
see.
The
similar
logic
apply
pretty
soon
when
that
comes
forward.
Thank
you.
Seeing
no
further
business
before
us.
This
meeting
is
adjourned
and
pnd
will
start
on
time
at
5,
45.
