A
A
B
C
C
Yes,
we
have
two
people
signed
up
for
public
comment.
The
first
one
is
mike
disilco
all.
A
Right,
mr
vasilco,
welcome,
can
you
please
let
us
know
which
item
you
have
and
you
have
three
minutes,
sir.
A
A
D
Okay,
a
one,
a
eight,
a
nine,
a
twelve
I
mean,
first
of
all,
they
won.
You
know
a
lot
of
other
people
have
said
this
I'll
chime
in
again
myself,
the
bills
list
and
the
payroll
list
just
keeps
getting
larger
and
larger.
D
Every
time
you
guys
meet,
I
don't
understand
who's
watching
the
store
on
that
day.
Eight.
So
several
of
these
items
relate
to
the
geo
bond
discussion
that
you're
going
to
have
at
the
council
meeting.
D
So
in
my
mind,
these
are
items
you
know
the
carts
before
the
horse
here
way
before
the
horse
pavement
striping,
even
though
it
says
it's
coming
out
of
the
2020
general
obligation
bonds.
D
I
know
that's
a
line
item.
That's
on
the
geo
bond
discussion
for
council
meeting
same
thing
with,
so
that
was
eight
eight
eight
nine
payment
markings
that
are
coming
out
of
the
2021
general
obligation
bonds,
which
again
was
something
that
was
questioned
by
some
of
the
council
members
at
the
last
meeting,
so
that
should
be
held
in
my
opinion
in
this
grant.
D
That
is
on
a
twelve
also
refers
to,
in
this
case
the
2022
general
obligation
bond
as
a
source,
but
that
hasn't
even
been
discussed
with
fight
with
the
new
finance
and
budget
committee.
So
in
my
mind,
all
of
these
items-
a
12,
a
8
and
a
9
at
the
very
least,
should
be
eliminated
until
other
issues
are
resolved
and
all
three
of
them
go
to
the
finance
and
budget
committee.
A
Thank
you
very
much,
sir.
Next
up
we
have
jenny,
karlovitz
miss
carlos
welcome
to
the
meeting
you
have
two
minutes.
Can
you
please
tell
me
which
items
you're
speaking
on.
E
I'm
speaking
on
item
a11
and
I
I
don't
use
miss,
I
use
mx
title
just
or
just
call
me
jenny.
Please.
E
So
I'm
I'm
a
resident
of
the
first
word.
Speaking
about
item
a11,
I
want
to
say
thank
you
to
aretha
barnes
for
providing
some
some
data
about
the
cta
ebd
incidents.
E
What
is
what
is,
what
is
the
need,
and
mostly
what
is
the
need
of
the
of
the
people
that
are
that
are
disturbing,
that
are
that
are.
E
Charged
with
disorderly
conduct,
and
especially
the
people
that
are
unwanted,
I
want
to
know
they're
getting
the
care
that
they
need.
Thank
you.
A
A
A
Thank
you.
Thank
you
all
right.
So
let's
go
ahead
and
get
started
which
we
have
a
very
long
agenda
ahead
of
us
this
evening.
Members
of
the
committee
I'd
like
to
move
for
approval
item
a1
approval
of
the
city
of
evanston
payroll
bills,
list
credit
card
activity.
A
I
do
have
a
question
for
staff
and
I
tried
to
enter
it
luke
on
the
electronic
tab
that
I
thought
pushed.
D
A
A
A
Excuse
me
at
the
end
of
the
bills
list
our
staff
now
breaks
out
the
local
spended
non-local
spend
so
for
mr
vasilco
who's,
paying
attention
to
the
bill's
list
numbers
the
local
spend.
This
period
was
twenty
four
thousand
four
hundred
and
seventy
two
dollars
and
ninety
eight
cents,
whereas
the
non-local
spend
was
quite
a
bit
more
than
that
at
180
485
dollars.
A
So
I
think
just
as
we're
moving
through
this
as
as
well,
if
I
owned
a
business
in
town,
I
would
want
to
start
paying
attention
to
where
we're
spending
money
and
if
you
recognize
the
items
and
you're
not
a
part
of
that
procurement
process,
it
gives
it.
It
gives
us
some
work
to
do
moving
forward
all
right.
A
So
let
me
go
ahead
and
continue
luke.
If
you
got
that
a1
staff's,
recommending
the
approval
of
the
payroll
between
the
months
between
the
time
period
of
july
5th
july,
18th
in
dollar
amount
of
million,
two
hundred
and
seven
thousand
six
hundred
and
eighty
seven
sixty
five
cents
and
then
the
list
of
august,
ninth
in
the
dollar
amount
of
four
million
six
hundred
and
fifty
three
three
hundred
and
twenty
and
thirty
six
cents
and
then
the
credit
card
spend
in
the
dollar
amount
of
204
958
and
54
cents.
That
is,
for
action.
A
Also,
the
amazon
credit
card
in
the
dollar
amount
of
eight
thousand
five
hundred
and
fifty
seven
and
fifty
six
cents.
That's
for
action.
A
An
approval
for
extending
the
audit
agreement
with
stitch
llp
for
one
year
in
the
dollar
amount
of
one
hundred
and
three
thousand
seven
hundred
and
forty
dollars
and
then
item
a
four
is
the
approval
of
a
contract
with
thielen
materials,
llc
for
the
2021
leaf,
hauling
disposal
program
and
that's
going
to
be
in
the
dollar
amount
of
40
000.
They
were
the
lowest
bid.
A
I'd
also
like
to
move
members
of
the
committee
item
a5,
which
is
for
action
approval
of
the
contract
award
with
structured
solutions
llc
for
the
2021
lining
project.
That's
in
the
dollar
amount
of
47
229
dollars.
Item
a6
has
been
removed.
Item
a7
has
been
removed.
Item
a's,
eight
has
been
removed.
Item
a9
has
been
removed.
Item
a10
has
been
removed.
Item
a11
is
resolution.
A
A
68-0-21
amending
the
city
code,
section-1-17-4-2
sale
of
real
property,
that
is
for
introduction
and
then
item
a14,
which
is
the
last
one
on
this
list,
is
ordinance
84-0-21
authorizing
the
sale
of
evanston
fire
department,
2003
mobile
scotty
house
that
is
actually
for
introduction
and
action
this
evening.
Is
there
a
second.
A
Perfect
I
just
when
I
read
the
item
a4
director,
it
reminded
me
this
weekend
I
had
a
resident
who
had
requested
through
311
to
have
his
street
cleaned,
who
lives
right
in
front
of
our
bike
lanes.
I
want
to
thank
mr
johnson
from
your
team
who
responded
over
the
weekend.
My
understanding
is
that
that's
one
machine,
that's
still
out
for
repair.
A
Lanes,
I'm
just
curious
because
we
have
so
many
bike
lanes
and
I
that's
just
the
one
complaint
that
I'm
aware
of
I'd
be
curious
to
know
what
the
cost
is
for
a
second
machine.
I
can
look
into
that.
Thank
you,
sir.
All
right.
A
B
And
I
had
some
questions
most
of
which
director
stoneback
answered
by
email,
but
I
just
wanted
to
get
on
public
record
with
regards
to
the
permeable
pavement
and
the
success,
or
lack
thereof,
that
we've
been
having
with
permeable
concrete.
A
B
C
Good
evening
dave
stomach
public
works
director.
Yes,
the
city
received
a
750
000
grant
from
the
mwrd
to
pave
the
civic
center
parking
lot
as
part
of
that
project,
evanston
was
basically
testing
out
three
different
types
of
permeable
pavement,
so
we
put
in
in
the
parking
stalls
we
used
porous
asphalt
in
one
section,
pours
concrete
and
another
and
paver
brick
in
a
third
area
and
unfortunately,
the
the
porous
concrete
failed
much
sooner
than
anticipated
and
we've
had
evanson
has
experienced
that
situation
throughout
town.
C
Yes,
it
was
used
on
davis,
it's
used
at
several
other
on
oak
north
of
church
and
the
first
place
we
used.
It
was
on
sheridan
road
to
parking
lanes
along
sheridan
road,
just
south
of
the
northwestern
campus
that
is
actually
holding
up,
but
almost
every
other
place,
where
we
elected
to
use
forced
concrete,
has
failed
a
different.
C
C
Yeah,
the
only
company
that
we
can
get
pours
concrete
from
is
ozinga
at
this
point
in
time.
Different
contractors
installed
it,
but
basically
under
ozinga's
direct
supervision
indicating
that
was
installed
properly.
It
just
does
not
wear
well,
I
I
don't
know
if
it's
a
situation
with
the
plows,
the
salt
or
what
the
what
the
exact
cause
is,
but
it
has
failed
in
almost
every
location
that
we've
placed
it
and.
B
B
You
seeing.
A
You
would
like
to
make
an
amendment.
It's
been
second
date
already.
G
Okay,
oh
great
okay,
so
I
would
like
to
amend
this
so
that
the
source
of
funding
we're
you
know,
two-thirds
of
the
way
through
the
year,
and
we
have
a
550
000
dollar
balance
in
the
cdbg
fund.
So
I
would
like
to
have
this
amended
to
draw
from
the
seventy
thousand
dollars,
rather
than
from
a
2021
bond,
that
it
come
from
the
seat
from
the
550
000
from
the
unobligated
funds
in
the
cb
cdbg
funds
from
the
70
000.
That
is
listed
here
for
the
general
obligation
from
from
2021.
A
Suggest
there's
no
second,
okay,
seeing
none
of
the
motion
fails.
We're
now
back
on
voting
on
item
a6,
that's
for
action.
It's
been
properly
moved
and
seconded
director.
Would
you
like
to
call.
H
A
H
Right,
so
if
I
may
ask
council
member
kelly,
what
was
you
know,
I'm
maybe
supportive
of
moving
the
money
away
from
bond
money.
I
don't
know
if
cdbg
funding
is
the
source.
Can
you
tell
me
why
you
identified
cdbg
and
not
you
know,
maybe
the
parking
fund
or
capital
improvement
or
some
other
fund.
G
So
well,
the
cbdg
fund
has
it
has
the
available
budget
was
550
000
with
a
they're
only
using
419
here.
So
there
is
no
reason
to
bond
this
money
out
at
this
point
in
time,
and
so
we
should
really
be
taking
it
from
what
our
you
know.
Still
unobligated
funds.
A
I
Hello,
I'm
sarah
flax,
housing
and
grants
manager
for
the
city
of
evanston.
Cdbg
can't
be
used
for
things
all
over
the
city.
It
just
is
not
allowable
because
it
doesn't
meet
a
low
and
moderate
income
benefit.
When
we
do
that,
so
you
literally
cannot
do
that
with
the
we
did
for
a
while.
Do
that
only
for
curb
ramps,
that's
the
only
thing
accessible,
curb
ramps
that
can
be
done
on
a
citywide
basis,
but
it
putting
in
speed
bumps
and
things
like
that
or
or
just
is
not
allowable
use
in
all
neighborhoods.
So.
I
We
can
use
some
of
it
if
it's
in
an
area
that
is
eligible,
but
that
is,
I
haven't,
had
a
chance
to
look
at
that
and
determine.
G
G
I
That
were
I'm
not
sure
which
funds
what
year
this
is
these
funds
you're
talking
about
are,
but
the
2020
funds
were
allocated
for
an
alley.
I
Is
2021?
Well,
we
have
we've
got
two
alleys
that
are
allocated
for
that
and
we
do
not
generally
reallocate
money
without
going
back
to
the
committees
and
taking
their
recommendations.
A
Not
all
of
them
councilman,
if
you,
if
you
go
back
to
page
103
in
the
packet
you'll,
see
the
alleys
that
are
laid
out.
A
B
J
B
Number
four:
is
the
civic
center
porous
pavement
replacement
and
it's
been
packaged
together.
Right
and
five
is
the
traffic
calming
speed,
humps.
I
A
B
The
two
of
that
seven
hundred
thousand
the
staff
is
suggesting
we
bond
for
seventy
thousand
or
ten
percent
of
it.
D
F
J
H
So
I
know
councilmember
kelly
is
interested
in
not
bonding
out
for
this.
I
didn't
second
it
because
I
don't
know
if
cdbg
funding
is
the
proper
place
for
this,
but
maybe
cip
capital
improvement
funding
might
be
appropriate.
I
know
there's
a
large
balance
there.
The
parking
so.
G
G
Right,
so
I
would
agree
that
we
do
have
you
know
about
15
million
dollars
in
unobligated,
cip
funds.
So
certainly
I
just
think
at
any
rate,
there's
no
need
to
be
bonding
out
that
70
000.
A
A
Excuse
me
the
allocation
from
the
cbdg
fund,
which
is
what
you've
identified,
and
so
I
understand
conceptually
where
your
thought
process
is,
but
I
would
hope
in
the
future,
if
there's
something
that
you
have
a
question
on
to
touch
base
with
staff,
and
then
that
way
we
can
get
the
proper
information
that
we
need
to
to
make
sense.
Out
of
this,
sir,
is
this:
is
this
time
sensitive
director
in
terms.
A
I'm
looking
at
one
of
the
locations-
that's
I
think,
potentially
in
my
second
ward,
then
there's
one
on
rummel,
which
is
your
ward,
and
I
know
that
my
residents
have
been
waiting
for
some
time.
So
I
don't
want
to
see
this
delayed
just
to
be
straightforward
and
then
the
poorest
replacement
is
the
civic
center,
your
ward
council
member
burns
and
then
the
last
one,
the
speed
bomb
throughout
town.
G
So,
mr
stoneman,
can
you
but
two
of
the
projects
are
in
the
cdbg
area,
total
four
hundred
and
eighty
nine
thousand
correct.
A
G
So,
but
we're
taking
419
from
the
cbdg
fund.
I
guess
that's
where
I'm
going
with
this.
If
those
two
amounts
total
489
000
but
we're
drawing
419,
why
wouldn't
we
take
70
000
more
from
the
cbdg
fund
to
cover
the
cost
of
those
two
projects.
J
Sure
I'm
chris
fanata
senior
project
manager
in
engineering.
Thank
you.
The
the
speed
homes
and
alley
bumps
locations
are
all
over
town.
So,
as
sarah
mentioned,
the
the
cdbg
funds
can
just
be
used
in
the
cdbg
target
areas.
We
actually
don't
have
100
very
specific
in
the
specific
census
block
group,
so
we
don't
even
have
a
hundred
percent
of
those
locations
all
identified.
J
We
get
petitions
throughout
the
year
that
come
in,
so
it's
around
25
total
bumps
that
are
in
the
in
this
project
allocated
to
the
to
install,
I
think
they're
in
various
levels
of
approval.
Some
are
still
pending,
some
are
out,
and
so,
since
they're
spread,
all
over
town
they're
currently
budgeted
to
be
shown
to
pay
out
of
the
so.
G
We
don't
have
an
actual
breakdown
of
of
what
is
actually
representative
of
the
cbdg
area.
What
percent
of
this
money
is
for
for
area
within
the
cdc?
Not
at
this
time?
Okay,
so,
potentially
we
could
be
taking
the
70
000,
potentially
from
that
that
unobligated
fund,
rather
than
rather
than
incurring
more
debt.
G
A
So
I
made
the
suggestion
at
our
last
committee
meeting
that
we
get
an
overview
of
how
projects
move
into
our
cip
budget
as
well
as
the
overall.
So
these
things
that
you
see
here
typically
wait
a
year
to
two
just
to
get
to
this
point.
So
when
we
pick
them
apart,
it's
a
little
bit
more
complicated
again.
I
understand
your
goal
and
if
our
staff
does
not
have
time
to
unravel
based
on
your
question,
then
it
gets
difficult
for
us
to
understand
where
we
are.
A
G
So
I'd
like
to
change
that
amendment,
then
that
we
allocate
that
funding
from
unobligated
existing
funds,
whether
it
be
from
from
cdbg
or
from
cip
fund.
G
Yes,
I'd
like
to
amend
the
funding
source
for
the
seventy
thousand
dollars
that
here's
listed
for
the
2021
general
obligation
bond
fund,
I'd
like
to
have
that
redirected
to
unobligated
funds,
existing
unobligated
funds,
whether
it
be
from
the
cdbg
or
from
the
existing
cip
funds,
unobligated
funds.
I
We
do
on
occasion
have
additional
projects
that
are
added
to
contracts
or
projects
when
we
have
on
expended
funds,
but
most
often
our
unexpended
funds,
when
we
get
a
good
bid,
are
actually
rolled
into
the
allocation
for
the
next
year
and
then
it
goes
to
our
housing
and
what
was
the
housing
and
community
development
act
committee,
but
going
forward
will
be
the
housing
and
community
development
committee
to
really
look
at
the
needs
of
our
low
and
moderate
income
residents
and
more
strategically
and
not
just
necessarily
use
the
available
any
unexpended
funding
for
whatever
we
can
throw
it
at
I
mean
it's
just,
isn't
the
process
we've
used
in
the
past.
I
G
G
No,
I
have
asked
I
asked
last
week
for
a
list
of
what
that
money
is
not
committed
to,
and
I
have
yet
to
receive
an
answer
so
that
money
is
sitting
there,
basically
in
an
account,
almost
15
million
dollars.
That
is
uncommitted,
unobligated
funds
we
have
there
is
you,
you
cannot
give
us
any
assurance
that
that
money
is
earmarked
for
anything,
and
you
don't
take
out
bonds.
G
Unless
you
can
show
that
there
is
no
other
source
of
of
of
unallocated
money.
F
G
A
G
G
C
A
If
there's
any
strange
activity
that
happens
between
now,
then
I
assume
we
can
bring
that
back
yes
and
we'll
move
forward.
Then,
okay,
there
there
is
an
amendment
that
is
on
the
floor,
for
the
dollar
amount.
G
A
Right
there
is
a
motion,
there
is
a
second.
Can
you
take
a
roll
call
director.
H
I'm
sorry
I
haven't
lied
on.
I
can't
excuse
no
problem.
Okay,
I
did.
I
just
wanted
to
state
why
I
seconded
this,
I
mean
it's
a
fairly
small
dollar
amount,
there's
as
councilmember
kelly
said
as
noted,
there's
15
million
dollars
in
the
cip
fund,
it's
smarter
to
save
the
taxpayers
the
interest
when
we
can
pay
for
it
outright,
as
opposed
to
bonding
out
for
it
unnecessary.
H
If
I
can
just
say
that
we
will
pay
the
costs
either
way
or
they're
going
to
pay
more
in
interest
because
of
70
000
that
we're
bonding
out
for
and
down
the
line,
you
know
we
won't
have
they'll,
be
funding
less
funding.
This
is
actually
a
more
cost
effective
way
to
achieve
the
goal
and
get
these
projects
done.
A
K
I
am
going
to
be
a
no,
but
I'd
like
to
hold.
A
Sarah
between
now
and
then
I
assume,
you're
gonna,
meet
with
council
member
kelly,
whomever
you're,
who
are
you
speaking
to
on
the
staff
that
you
asked.
F
A
G
A
G
G
We
cannot
assert
that,
and
that
is
only
under
those
circumstances
that
we
allocate
bonds.
So,
therefore,
I
would
like
to
see
this
redirected
also
to
come
from
the
from
the
unobligated
cip
fund,
ci
fund
balance.
H
I
three,
this
is
quite
a.
This
is
a
bit
more
than
the
seventy
thousand
dollars
previously,
I
think
if
we
held
the
last
one,
I
think
it
makes
sense
to
hold
this
one.
For
the
same
reason,
I
I
I
agree
with
councilmember
kelly.
I
think
that
there
is
from
from
my
understanding,
there's
the
money
within
our
cip
fund.
I
don't
know
if
it
makes
sense
to
bond
out
for
these
expenditures
when
we
have
the
cash
on
hand.
Again,
I
support
this
project.
I
want
to
see
gibbs.
H
I
want
to
see
all
of
our
infrastructure
and
liabilities
kept
up
with.
I
don't
want
to
hold
this.
I
don't
know
how
time-sensitive
this
one
is.
So
maybe,
if
there's
a
quick
answer
to
if
this
one
is
time-sensitive
or
not,.
C
A
B
B
Actually,
I've
been
at
least
peripherally
part
of
the
capital
process
for
eight
years
and
understand
that
what
is
in
front
of
us
now
is
the
end
result
of
you
know
several
years
of
planning
and
the
capital
improvement
planning
process
is
like
a
jenga
tower
and
if
you
move
one
thing
you
gotta,
who
knows
what's
gonna
happen.
B
So
I'm
comfortable
voting
for
this,
as
as
it's
written
in
front
of
us
tonight,
but
certainly
yeah
moving
forward
in
our
new
finance
and
budget
committee,
taking
a
very
hard
look
at
how
we
spend
our
money
and
where
we're
getting
that
money
from.
G
May
so,
council,
member
newsmar,
are
you
challenging
the
un
audit
report?
Because
in
that
year-end
audit
report
we
have
10
million
over
10
million
dollars
in
the
ci
fund
of
unobligated
funds,
and
I'm
saying
that
that
we
should
not
be
leveraging
yet
more
debt
on
our
taxpayers.
We
have
a
pension
obligation
that
is
out
of
this
world.
We
do
not
need
to.
If
anything,
we
should
be
moving
funds
into
that
area
so
that
we
don't
not
continue
to
balloon
there.
We
should
not.
G
We
do
not
need
to
leverage
debt
here,
make
no
mistake:
it's
an
audited
report
and
that's
what
we
have
remaining
10
point:
10
million
518
in
the
capital
improvement
fund
and
the
motor
fuel
tax
fund.
We
have
almost
4
million
in
the
special
assessment
fund
about
half
a
million,
so
why?
If
you
cannot
assert
that
that
those
funds
are
unobligated
and
available
and
allocable,
you
do
not
have
a
right,
then,
to
therefore
leverage
more
debt
onto
your
residence.
A
So
we'll
continue
to
that's
item
a
six
and
and
seven
have
both
been
held
over
to
our
next
meeting,
and
we
will
have
an
overview
of
the
cip
process
as
well
as,
what's
in
those
unallocated
funds,
fair
enough,
I'm
sorry.
A
G
Did
I
I
apologize?
That's
that's
money
that
is
clearly
left
over
there's
a
little
bit
of
a
peek
into
some
of
those
that
funds,
because
that's
from
the
2020,
let's
see
kepler
2020
obligation.
So
no,
I
I
didn't
mean
to
take
that
one
off.
That's
20,
20,
not
2021,.
F
G
A
All
right,
the
item
a8
passes
and
we'll
move
forward
to
city
council.
Members
of
this
committee
approval
I'd
like
to
move
approval
of
item
a
nine
approval
for
the
change
order.
Number
one
to
the
contract
with
precision
payment
marking
inc
for
the
2021
marking
program
in
the
change
order
will
increase
by
50
000..
Is
there
a
second.
G
Again,
I'd
like
to
amend
this
to
take
that
increase
of
what
is
it
fifty
thousand
dollars
and
again
that
should
be
drawn
from
the
cip
fund
recording.
A
H
No,
I'm
not
seconding,
I
think
we've
seen
the
way
this
has
gone
for
all
the
other
ones.
F
A
All
right
may
9,
just
held
over
to
our
next
committee
meeting
item
a10
is
resolution
77-0-21
approving
the
arpa
grant
funds
for
the
water
and
parking
projects
in
the
dollar
amount
of
43
million
773
654
for
this
project.
It's
three
million
through
950
thousand.
Is
there
a
second
I
see?
Is
there
a
second
to
I'll.
A
So
you
probably
moved
and
seconded
I
see
lies
for
new
small,
then
kelly
and
then.
B
I'm
not
questioning
the
necessity
to
do
these
projects.
I
have
some
concerns
that
we
are
getting
ahead
of
ourselves
and
we've
promised
the
citizens
of
evanston
a
process,
and
we
have
yet
to
finalize
a
strategy
for
spending
this
arpa
money.
So
if
there
is
a
justifiable
reason
to
kind
of
allocate
this
money
sooner
rather
than
later,
I'm
willing
to
consider
that.
B
But
I
do
have
some
concerns
that
we're
we're
jumping
ahead,
our
ahead
of
ourselves
in
terms
of
the
public
engagement
on
this-
and
I
did
have
some
financial
questions
which
were
answered
by
staff
in
email
as
to
how
much
money
we
would
be
saving
in
interest
payments
by.
B
Here
estimated
annual
debt
service
savings
would
be
approximately
270
000
or
about
5.4
million
dollars
over
20
years.
So
certainly
is
there
any
other
reason.
We
would
want
to
shortcut
the
strategic
arpa
allocation
and
improve
these
sooner
rather
than
later.
Are
these
time
sensitive,
I
guess
that's
a
question
for
staff.
C
You
that
the
water
main
project
is
nearly
complete,
so
this
money
is
being
spent
currently
for
the
portion.
That's
on
the
water
fund.
I
am
not
100
sure
what
projects
are
being
proposed
to
be
spent
from
the
parking
fund
site.
I
don't
have
a
comment
on
that,
but
if,
if
this
money
isn't
used
arpa
money,
then
the
amount
of
bond
fund
2021
bond
fund
would
need
to
be
increased
to
have
this
amount
covered.
So
this
was
staff's
attempt
to.
C
Yes,
the
and
again
the
water
main
project
has
already
been
awarded
is
under
construction,
and
if
it
isn't
funded
by
the
arpa
funds,
then
we
would
need
to
sell
bonds
in
21
to
pay
for
this
work,
which.
B
C
Yes,
I
I
do,
I
would
do
the
water
main
replacement
and
light
service
line.
Replacement
are
costs
that
have
to
be
borne
by
the
evanston
retail
customers.
It's
not
a
cost
that
we
can
share
with
our
wholesale
customers
because
it
doesn't
benefit
them.
So
you
know,
that's,
that's
a
large
expense.
Every
year,
that's
coming
from
the
water.
B
C
H
I
agree
with
council
member
newsma
in
that
I
do
think
we're
putting
the
cart
before
the
horse
with
this.
This
is
a
substantial
amount
of
money
that
we'd
be
spending
in
our
funds
before
we
have
fully
decided
how
we're
going
to
use
those
funds.
I
I
also
I'm
not
in
favor
of
I
I
do
think
we
have
to
change
the
practice
of
it
seems
as
though
staff
moves
forward
with
proposals
before
the
funding
is
in
place,
and
I
think
we
need
to
moving
forward.
H
We
shouldn't
have
projects
that
start
and
then
we
haven't
found
the
funding
for
it.
We
shouldn't
be
issuing
bonds
for
thing
for
projects
that
are
almost
done.
We
should
have
the
funding
you
know
available
when
we
started
are
very
clear,
because
the
council
could,
for
example,
deny
the
bond
and
then
there
would
be
no
funding
for
this
project.
L
Subsequently,
the
reason
for
doing
that
is
to
save
the
city
of
evanston
money
to
save
the
residents
money
like
we
could
have
come
to
the
city
council
last
fall
when
we
were
passing
the
budget
and
said:
look
we
understand
you
want
us
to
do
these
projects
we're
going
to
do
these
projects.
Roads
need
to
get
resurfaced,
roofs
need
to
get
replaced
park.
Equipment
needs
to
get
replaced.
L
We
can
borrow
the
money
now
and
we
can
pay
interest
on
it
for
six
or
nine
months
or
we
can
wait
and
we
can
draw
down
our
fund
balance,
and
then
we
can
borrow
when
we
get
that
fund
balance
drawn
down
to
a
point
where
we're
about
to
run
out
of
money,
and
we
need
to
get
more
money
in
to
start
paying
the
bills.
So
the
way
that
it's
done
right
now
is
that
we
always
ask
the
city
council
first,
what
projects
do
you
want
us
to
work
on?
And
the
council
tells
us?
L
L
Everybody
said
we
want
to
issue
bonds
because
that's
how
we
want
to
pay
for
these
projects,
so
staff
started
working
on
the
projects
and
then
the
resolution
was
passed,
identifying
that
the
funding
source
would
be
bonds,
and
then
we
come
to
you
usually
in
the
fall
with
the
bond
issuance,
which
is
where
we
are
today.
So
we
can
change
that
process.
L
We
can
identify
another
funding
source
which
there
hasn't
been
one
identified,
or
we
could
issue
the
bonds
when
we
issue
the
when
we
pass
the
budget
in
the
fall
and
just
pay
interest
on
that
which
again
is
not
best
practice,
because
you
don't
want
to
pay
interest
until
you
absolutely
have
to,
and
most
capital
projects
run
over
several
years,
so
projects
that
we're
paying.
For
now.
L
Invoices
could
be
coming
in
for
projects
that
have
been
going
on
for
a
couple
of
years,
so
2021
right
now,
the
capital
budget
is
being
drawn
down
because
we're
still
paying
on
projects
that
occurred
in
2020,
because
we
wait
until
the
project's
done
or
we
get
certain
completion
milestones
to
make
sure
that
the
project
was
done
correctly
and
that
everything
the
punch
list
items
are
all
done.
And
then
we
get
to
the
point
where
we're
like.
Okay,
the
project's
ready
to
be
closed
out.
L
Let's
pay
the
final
bill,
so
we
might
be
paying
a
final
bill
tomorrow
for
a
project
that
we
started
two
years
ago
a
year
ago.
Whatever
it
is,
these
are
long-term
projects
and
they
have
you
know,
a
lifespan
that
goes
through
several
budget
cycles,
but
that's
just
kind
of
an
overview.
So
if
there's
a
different
approach,
that
council
wants
to
take
we're
happy
to
look
at
it,
but
what
we
provide
is
what's
best
practice
and
what
saves
the
city,
the
most
money.
H
Certainly
so
there's
a
resolution
from
2020
where
the
council
approved
what
you
just-
and
I
maybe
I
missed
it,
but
I
didn't
see
that
in
the
memo,
but
there's
a
2020
or
2019
or
whatever
resolution
that
was
passed
by
the
council
that
delineated
what
you
just
said
that
we're
going
to
bond
out
at
some
later
point.
I
think.
A
F
G
There's
also,
council
also
approved
a
budget
for
this,
a
cip
budget
of
7.5
million,
and
now
it's
1
million
over
and
I
I
don't
think
that
this
is
best
practice.
I
think
we
can.
In
fact
the
alternative
is
to
exercise
budgetary
discipline
and
say
well.
We
have
some
point,
but
this
is
what
we
got
figure
it
out
within
that
and
that's
not
what
we've
been
doing.
G
We
haven't
been
doing
that
year
after
year
and
it's
time
that
we,
you
ask
for
a
budget
amendment
now
before
you
go
out
and
you
bond
out
and
leverage
debt
against
the
taxpayers
get
more
debt.
You
first
ask
for
staff
comes
and
they
should
say
we
would
like
to
propose
an
amendment
to
the
cip
budget
before
you
bond
out
and
leverage
20
years
of
debt
on
the
evanston
residents.
That's
how
it
should
be
done.
L
City
councils
in
past
have
historically
underfunded
all
of
our
capital
projects
to
the
point
where
we
have
park
equipment
that
needs
to
be
removed
and
not
replaced,
and
we
have
roofs
that
are
leaking
and
we
have
buildings
that
are
crumbling
down
around
us.
So
there's
hundreds
of
millions
of
dollars
in
outstanding
capital
needs
that
the
city
needs
to
address,
and
staff
continually
comes
forward
and
says:
here's
all
the
things
that
need
to
be
done
and
the
city
council
says
okay.
L
Share
information
with
the
city
council
help
focus
where
those
resources
should
go,
but
also
with
a
common
understanding
that
the
level
of
funding
that
we
commit
to
capital
projects
is
woefully
inadequate
and
should
be
increased,
not
decreased.
But
again,
it's
always
a
delicate
balance
between
available
resources
and
existing
right.
G
But
we
have
to
account
for
the
unobligated
funds
before
we
issue
debt,
so
right
now,
there's
unobligated
funds
and
there's
no
accounting
for
it
about
15
million
dollars
worth
between
the
motor
fuel
tax
fund,
the
cip
fund-
and
I
don't
know
if
it's
the
assessed
special
assessment
fund
that
needs
to
be
accounted
for.
First
before
we
leverage
more
debt.
A
Can
I
make
the
suggestion
again
and
thank
you
very
much
for
the
information
and
insight
we
do
have
it
scheduled
to
come
back
to
our
committee
to
talk
about
the
overall
process
as
well
as
we'll
have
a
a
spreadsheet
to
go
over
the
various
funds
that
help
to
fund
them?
So
if
there's
going
to
be
a
motion
to
hold,
let's
go
ahead
and
do
that,
so
we
can
continue
to
move
on.
H
Councilmember
reed
yeah.
I
will
it's
hard.
You
know
I
it's
hard
to
say
that
we're
going
to
hold
something
when
there
is
a
building
that
has
that's
leaking
now
and
we're
potentially,
you
know
creating
a
hazardous
environment
for
folks
who
are
either
working
there
or
for
residents.
H
But
this
is
a
substantial
amount
of
money.
I
wish
it
wasn't
just
coming
up
for
it's
not
an
ordinance,
so
it's
just
for
action
actually
just
point
of
information.
How
did
this
get
on
the
agenda?
Because
this
didn't
seem
to
move
through
the
referrals
committee?
This
is
the
first
time
it's
I
think
it's
coming
up.
L
I
understand
we
haven't
allocated
the
entirety
of
the
the
funds
or
we
haven't
devised
a
plan
for
the
entire
portion
of
it,
but
we
do
have
a
certain
amount
of
it
set
aside
for
city
finances
and
infrastructure,
and
this
would
be
a
small
portion
of
that
funding.
But
you
know,
council,
member
newsma
asked
the
question
and
I
think
the
council
got
the
email.
You
know
this
is
four
million
dollars
that
we're
asking
for
the
council
to
fund
out
of
arpa
versus
fund
out
of
bonds.
L
The
amount
of
interest
that
we
would
pay
is
more
than
what
we
would
be
borrowing
if
we
were
to
borrow
this
over
the
course
of
20
years,
so
we
can
borrow
the
money
and
pay
more
interest
or
we
can
spend
it
out
of
arpa
and
not
and
not
spend
that
interest
at
all.
But
that
is
how
it
came
on.
The
agenda
is
that
it
was
a
special
order
business
a
couple
of
weeks
ago.
It
was
part
of
the
presentation,
and
then
we
put
it
on
as
the.
H
B
I
did
not
have.
I
did
not
have
that
intention.
I
did
not
not
have
that
intention
and
if
we
hold
this,
you
know
we're
running
into
our
bond
deadlines
right.
So
I
don't
know,
I
don't
know
how
long
we
can
hold
it
before.
We
would
have
to
look
elsewhere
for
this
money.
B
H
Well,
he's
saying
that
if
we
don't,
if
we,
if
we
don't
use
this
money,
we're
going
to
have
to
use
bond
money
or
some
other
fund,
as
I'm
sure
that
you're
about
to
say
so,
it'll
be
some
pot
of
money
likely
bond
based
on
how
we've
done
things
in
the
past
could
be
cip.
Funding
could
be
something
else.
I
agree
if
that's
where
you're
going.
H
B
A
All
right
so
there's
a
motion
for
item
810
resolution,
77-hour
21,
approving
the
arpa
grant
funds
for
the
water
and
parking
projects
in
the
dollar
amount
of
three
million
nine
hundred
and
fifty
thousand
dollars.
I
believe
it
was.
I
moved
it.
Is
there
a
second
director?
Can
you
please
call
the
roll
council.
K
A
Next
up,
we
have
item
a
12
which
is
resolution
78-r21
authorizing
the
city
manager
to
submit
a
grant
application
for
state
funding
through
the
open
land
acquisition
development
grant
program,
and
that
is
the
grant
award
will
be
required
for
a
four
hundred
thousand
dollar
matching
grant
fund.
Is
there
a
second?
A
Second
all
right?
It's
been
properly
moved
and
seconded.
I
have
council
member
reid,
followed
by
council
member.
G
Kelly,
so
this
is
for
the
skate
park,
and
this
is
in
a
cdbg
area,
correct.
G
We're
looking
at
a
target
area,
a
cdbg
target
area
for
the
skate
park.
Okay,
so
I
again,
you
know,
I
see
we're
already
planning
to
encourage
debt
next
year,
so
I
would
say:
I'm
guessing
the
cdbg.
The
cdbg
fund
should
be
probably
close
to
2.7
million
next
year.
So
I
would
say
again:
you
know
we
have
to
always.
You
only
take
it
out
and
bond
unless,
if
there's
no
other
source
of
funding,
so
I
would
like
to
redirect
this
to
come
from
the
cdbg
fund.
H
Yeah
yeah
I'll
just
say
that
I
don't
agree
with
using
cdbg
funds
for
the
skatepark.
I
don't
think
it's
a
great
use
of
cdbg
funds.
I
think
cdbg
funds
should
really
be
targeted
toward
helping
folks
who
are
living
in
cdgb
communities.
The
folks
who
are
low
income.
I
think
it
should
be
more
targeted.
A
skate
park
is
more
of
a
community-wide
benefit
and
I
think
that
we
should
all
put
skin
in
the
game
for
a
skatepark.
I
don't
think
this
is.
H
You
know
the
greatest
use
of
cdbg
funds,
but
I
think
we
can
call
the
do
you
want
to
withdraw
the
motion
or
change
it
or
we
can
vote
on
it.
G
H
Agree
with
you
that
geo
bond
shouldn't
okay.
F
G
A
F
A
G
A
L
I
was
just
going
to
note
that,
in
order
to
submit
the
grant
application,
all
that
is
required
is
that
the
city
council
is
in
support
of
moving
forward
with
actually
doing
the
project.
So
if
there
is
a
general
consensus
to
proceed
on
building
a
skate
park
in
the
city
of
evanston,
then
that
is
what
we
need
to
submit
the
grant.
L
What
the
what
the
memo
says
is,
which
will
need
to
come
from
2022
general
obligation,
bonds
unless
another
source
of
identity,
unless
another
source
of
funding
is
identified.
So
if
another
source
of
funding
is
identified,
we
can
use
that
this
doesn't
tie
us
to
using
bond
funds.
It
ties
us
to
doing
the
project
because
they
don't
want
to
award
us
the
grant
and
then
have
us
back
out
and
say
we
don't
want
to
do
the
project
fair
enough.
B
Sorry
one
question
I
have
comes
from
folks
in
the
skater
community
who
are
concerned
about
decoupling
the
design
from
the
construction
and
since
a
skate
park
is
in
a
fairly
boutique
or
niche
field.
You
don't
want
to
necessarily
have
just
you
know:
joe's
concrete
company
who's
used
to
doing
sidewalks,
doing
the
the
technical,
curves
and
stuff
on
a
skate
park.
So
I
just
want
to
make
sure
at
this
point
that
by
accepting
grant
money,
we
are
not
tying
our
hands
into.
B
B
C
That
is
correct.
It's
not
precluded.
It
is
not
the
the
current
route
that
we're
taking
as
well,
because
a
request
for
proposals
for
design
of
the
skate
park
has
already
been
issued,
and
it
is
our
intention
to
include
people
from
evanston
skates
in
reviewing
those
proposals
and
then,
as
we
proceed
for
construction,
our
intent
would
be
to
have
a
request
for
qualifications
and
shortlist
contractors
that
submit
a
team
that
includes
a
contractor
whose
expertise
is
constructing
skate
parks.
G
Can
we
open
it
up
to
design
build
as
an
option,
because
I
know
that
is
absolutely
what
the
what
the
community
the
skate
community
advocates
for
for
the
best
best
parks
is
a
design
build.
Can
we
open
it
up
to
include
that
also.
C
C
One
time
in
that
general
vicinity
there
was
a
whole
issue
with
the
slope
of
the
canal
bank,
going
side,
slope
sloughing
into
the
canal.
So
in
my
opinion
a
structural
engineer
should
be
part
of
the
team.
The
electrical
for
the
lighting
has
to
be
done
by
another
person
so
and
then
it's
on
mwrd
property.
So
we
have
to
revise
our
lease
and
we
would
seek
assistance
from
the
consultant.
C
We
staff
talked
to
the
people
in
deerfield
to
find
out
how
they
had
their
skate
park
constructed,
and
it
is
very
much
along
the
same
lines
that
staff
is
currently
proposing
that
we
pre-qualify
contractors
that
have
the
ability
to
build
this
type
of
a
park.
The
consultant
that
we
hire
to
design
the
park.
C
Hopefully
you
know
we're
going
to
see
those
proposals
and
we
hope
to
see
that
that
consultant
has
a
subcontractor
working
for
them.
That
is
familiar
with
designing
and
building
skateparks
as
well,
and
then
it
could
very
well
be
that
that
sub
consultant
via
the
sub
consultant
on
the
contractor
side,
that's
bidding
for
the
project,
but
we
feel
that
a
general
contractor
is
needed
to
get
all
of
the
work
completed.
A
K
I
just
wanted
to
say
that
that
the
I
think
many
of
the
critiques
and
concerns
from
the
skate
group,
which
I've
been
part
of
those
every
discussion
that
we've
had
came
before
they
had
a
seat
at
the
table
and
so
in
communication
with
laura
biggs,
which
this
is
in
line
with
how
other
projects
have
been
done.
Now
two
members
of
the
skate
group
will
be
on
the
rfp
selection
committee,
so
they
have
a
vote
in
this
matter
now,
which
wasn't
the
case.
K
I
doubt
councilman
renews
when
they
were
talking
to
you
and
because
that's
a
new
development
that
happened
within
you
know
the
last
week,
maybe
so
that
there's
a
lot,
that's
changed
since
the
last
time.
You
know
you
likely
spoke
to
to
to
the
skatepark
members,
so
they'll
have
a
seat
at
the
table.
They
can
ensure.
You
know,
they'll
have
a
vote
to
to
try
to
ensure
that
the
the
right
design,
team
and
construction
team
are
in
place.
B
In
any
case,
it
doesn't
affect
the
vote
for
the
grant
application,
so
I
I
would
suggest
we
move
on.
Thank
you.
C
As
we
submit
the
grant
application,
we
do
need
to
identify
where
the
matching
funds
will
come
from,
so
we
can't
just
say
a
source
of
funding
yet
to
be
identified.
We.
C
Well,
I
I'm
not
I'm
sorry,
then
I
don't
understand,
as
we
submit
the
grant
application.
What
are
we
going
to
say?
The
city
will
use
for
matching
funds.
C
A
C
F
C
A
All
right,
so
what
we
are
voting
on
seeing
no
other
lies
for
discussion
is
that
our
city
of
evanston
is
submitting
a
grant
in
that
we
are
committed
to
building
a
skate
park.
C
A
Right
all
right,
the
time
is
now
10
minutes
to
6,
seeing
no
additional
information
in
front
of
us,
I'm
going
to
move
that
we
adjourn
and
that
public
excuse
me
that
plan
and
development
committee
that
was
scheduled
for
5
15
will
begin
at
six
o'clock
sharp
our
meeting
is
adjourned.
Thank
you.
