concerned

had
studies
and
reviews
of
what
we
need
in
the
way
of
affordable
housing,
there

affordable
housing
plan
in
place.

plan
that
has
been
shared
is
not
terribly
specific.

consider
it
more
a
list
of
goals,
not
an
actual
plan,
and
I
really
encourage
the
city
to
take
a
look
at
a
true
planning
process
that
describes
what
will
happen
where
how
it
will
happen,
how
the
community
will
be
involved

what
the
steps
are

what
the
accountabilities
are.

legislation

things
that
came
down
regarding
lead
service
pipe.

So
the
first
thing
I
want
to
make
sure
everybody
is
aware
of
is
that
the
lead
levels
in
evidence,
drinking
water
is
below
the
action
at
a
level
of
15
parts
per
billion
at
the
90th
percentile,
and
we've
been
below
that
since
november
1992..
C
There
is
no
detectable
lead
in
in
lake
michigan
water,
and
there
is
none
in
our
distribution
system
until
the
water
enters
the
pipe
that
goes
from
the
water
main
to
the
properties
and
that
pipe
is
generally
constructed
of
lead
or
copper
and
those
minerals
mingle
into
the
water.
During
that
time,
while
they're
in
that
pipeline
in
evanston,
we
have
a
total
of
14
400
water
services,
79
percent
or
eleven
thousand
three.
Eighty
eight
are
assumed
to
have
some
lead
piping
and
I'm
showing
that
the
estimated
cost
removal.

So
currently,
staff
is
estimating
that
the
cost
to
remove
all
the
lead
pipes
is
168
million
dollars.
That's
in
20
21,
based
on
experience.
We
generally
see
about
two
percent
cost
increase
per
year
and
if
we
have
34
years
to
complete
this
project,
we're
estimating
that
the
cold
cost
by
the
end
will
be

million
dollars.

house
bill
itself

was
just
recently
signed
by
the
governor
requires
us
to
place,
prepare
a
plan
to
replace
all
lead
service
pipes
and
we
have
to
submit
that
plan
by
april
15
2024.
That's
part
of
the
work

smith

complete
for
us
under
item
a6.

The
bill
also
indicates
that
we
should
have
a
good
faith
effort
to
use
contractors
for
20
of
the
total
contract
work
with
11
to
minority-owned
businesses,
seven
percent
to
women-owned
businesses
and
two
percent
to
businesses
with
persons
with
disabilities.

law
also
states
that,
for
the
purpose
of
the
prevailing
wage
act
any
if
we
receive
funding
by
the
state,
we
would
have
to
adhere
to
the
prevailing
wage
act
to
hire
the
contractors
due
to
work,

bill

specifically
indicate
that
we
cannot
pass
these
charges
on
to
wholesale
water
customers.

does
encourage
us
to
divide
the
projects
in
a
variety
of
different
sizes
to
make
it
feasible
for
smaller
contract
firms
to
be
able
to
bid
on
projects.
So
if
we
have
200
water
services
to
replace,
maybe
we'll
bid

out
in
one
bid
package

in
another
and
then
the
rest
in
a
third
different
contract
to
get
a
variety
of
different
contractors
involved.

state
at
some
point
will
create
a
low
income
assistance
policy
and
program.
There's
lee
heap,
which
is
low
income,
housing,
energy
assistance
program,
they're
calling
this
one
li
wap
low
income,
housing
water
assistance
program.
They
have
actually
started
that,
but
it
the
funding,
isn't
there
yet,
and
the
rules
and
raise
that
would
be
rolled
out
is
not
100
clarified.

this
point
in
time,
the
state
will
create
a
led
service
line
replacement
fund,
although
at
this
time
there
is
no
money
to
distribute
through
that
fund
and
then
contractors
working
for
the
water
suppliers
will
be
held
harmless
for
damage

property

extent

law.
All
those
are
incorporated
into
the
bill
and
then
the
last
big

that
as
of
january
1st
2022,
when
replacing
water
main
the
supplier
must
replace

lead
service
line

the

meter
unless

property
owner
refuses
to
grant
access
to
the
property,
and
it
also
indicates

emergency
repair
lead
service
lines
requires
the
entire
replacement
of
the
water
service
line,
preferably
right
at
the
time
if
it's
nice
weather
out
it's
within
30
days,
if
it's
inclement
weather
it's
within
120
days
again,
unless
the
property
owner
refuses
enter
access
to
the
property,
if
they
refuse
access,
there's
supposed
to
be
a
waiver
that
they
have
to
sign,
that's
supposed
to
be
given
to
us
by
the
state.

my
knowledge,
that
waiver
has
not
been
crafted
yet
so,
even
though
it's
supposed
to
be
in
law,
I'm
not
sure
that
we
can
do
it.
I
just
put
this
slide
up
so
that
everybody
understands
in
the
division
of
ownership
of
the
water
services.
So
in
evanston
by
city
code,
the
city
is
responsible
for
the
water
service,
from
the
water
main
to
the
shut
off
valve,
that's
generally
located
in
the
parkway,
and
then
the
property
owner
is
responsible
for
the
water
service
from
that
shut
off
alvin
parkway
to
their
water
meter.

That's
right
as
long
as
the
homeowner
allows
us
in
now.
I
don't
want
to
say
it's
not
going
to
cost
a
home,
we're
not
going
to
invoice
the
homeowner
right
at
that
point
in
time,
but
some
way
there
has
to
be
funding
for
that,
and
I
have
a
slide
coming
up
talking
about
the
different
funding
options
that
staff
foresees
for
right
now,.

And
then
the
the
clay
pipe
is
the
orange
sewer
service
right,
that's
generally
directly
below
the
water
service.
So
when
the
homes
were
built,
they
excavated
one
trench
out
to
the
street.
They
put
the
sewer
pipe
in
put
a
little
bit
of
stone
or
backfill
over
it
and
then
put
the
water
service
right
in
the
same
trench.

So
that
could
have
implications
on
this
as
well,
because
you're
supposed
to
separate
the
water
server
service
from
the
sewer
surface
by
either
18
inches,
and
we
don't
have
that
vertical
disk
separation
or
they
have
to
be
10
feet
horizontally.

that's
a
challenge
that
we're
still
working
with
state
legislators
try
to
get
that
specific
law
granting
an
exception
when
the
water
service
is
being
replaced
for
the
sole
purpose
of
replacing
the
lead
service
line.

these
are
the
four
main
topics
of
the
new
legislation
and
I
have
more
slides
on
each
one
of
those
so
funding
the
the
city
of
evanston
was
given
a
one
million
dollar
grant
that
will
be
in
the
rebuild
illinois
from

state.
So
that's
money
that
we
will
spend
in
2022..

city
has
already
turned
in
a
package
to
try
to
get
a
four
million
dollar
forget
principal
forgiveness
loan,
which
is
another
term
for
grant.
But
that's
how
the
state
says
it.
We
won't
know
whether
we'll
be
getting
that
money
or
not
until
july,
of
2022.

The
city
has
received
the
arpa
funds
and
water
main
replacement
and
light
service
line.
Replacement
is
an
eligible
cost
to
be
used
on
those
type
of
projects.
Rpf
projects
we're
all
watching
very
closely
what
the
biden
infrastructure
bill
will
do.
At
one
point,
I
knew
that
there
was
in
that
bill
allocated
45
billion
dollars
for
lead
service
line
replacement,
which
we
believe
will
be
distributed
to
the
states
and
then
pass
through
the
states
through
their
loan
funding
as
those
principal
forgiveness
loans.

some
point,
the
state's
supposed
to
establish
their
state
led
service
line
replacement
and
then,
ultimately,
if
there's
no
funding
available,
then
the
city
will
probably
have
to
raise
water
rate
increases
to
get
this
work
done.
I
don't
see
that,
specifically
in
the
near
future,
but
over
the
33
years
of
getting
all
this
work
done.
It
all
depends
on
how
much
money
comes
down
from
the
feds
in
the
states
as
to
whether
we're
going
to
have
to
address
this
money
shortage
in
evanston.

the
one
million
dollar,
so

know
we
worked
with
senator
simmons
to
secure
some
money
for
the
eighth
ward,
I
think
that's
secured
now.

rebuild
illinois
grant

he
was
successful
in
obtaining
that
yet

designing
the

mains
replacement
for

but
we
don't

time

staffing
to

every

lead
service
line

So,
as
I
indicated
earlier,
there,
I
think
there's
almost

000
partial
lead
service
lines
that
exist
in
evanston
from

we
have

there's

300
partial,
lead
service
lines
in
evanston
that
were
created
because
we've
already
replaced
the
water
main
and
ran
