A
Thank
you
all
for
coming.
Welcome
to
the
november
23rd
administration,
public
works
committee
meeting
we
have
a
quorum.
May
I
have
otterman
suffered
and
read
the
suspension
of
the
rules
for
remote
participation.
B
A
C
I'm
only
aware
of
one
mike
bisilco.
A
Okay,
so
we'll
go
ahead
with
mike
basilco.
D
E4,
my
first
mike
disoko,
sixth
2728
greece,
so
why
is
it
there's
another
purchase
of
another
20
vehicles,
spending
1.44
million
dollars
in
a
year
where
you're
trying
to
cut
the
budget-
and
I
I
just
have
this
comes
up
almost
every
month?
Actually
I
think
it
does
come
up
every
month
where
you're
buying
vehicles.
D
D
Are
we
spending
10
million?
I'm
sorry,
ten
thousand
dollars
out
of
a
tif
fund
for
lights
on
howard
street
seems
like
that's
not
what
a
tiff
fund
is
for,
but
yet
we're
spending
ten
thousand
dollars
for
that.
D
D
Why
are
we
giving
percent
spending
46
000
for
mural
repair
this
year?
I
guess
this
is
on
ridge
in
green
bay.
Why
do
we
have
to
repair
that
this
year?
That's
forty
four
thousand
dollars
that
could
be
held
until
next
year
or
the
year
after?
D
A
All
right
and
next
we
have
the
consent
calendar
we
can
go.
We
can
pass
the
consent
calendar
other
than
the
items
that
you
would
like
to
be
taken
off
for
discussing.
So
if
you
could
just
call
those
items
off
and
we
will
pass
a
consent.
E
A
A
E
Did
mr
stoneback
say
that
it
was
an
email
we
received
earlier?
Yes,
okay,
am
I
gonna
find
that.
A
Can
you
just
refresh
it
for
the
committee
member
director.
B
E
A
Okay,
the
consent
calendar
passes
next,
we
have
a6
is
a
resolution.
118
r20
authorizing
the
city
manager
to
enter
into
a
professional
services.
Agreement
for
actionable
pricing
for
electric
energy
supply
staff
is
recommending
the
adoption
of
this
resolution
for
professional
services
for
93
city
electric
accounts.
This
is
for
action.
E
A
It
looks
like
we
have
kumar
here.
Is
there
any
discussion
on
the
committee
and
was
there
a
staff
presentation.
F
F
Yeah
there's
I
do
not
have
a
presentation,
but
I'd
be
glad
to
explain
this
agreement
and
how
it
compares
to
earlier
agreements
that
the
city
has
had
so
good
evening.
Members
of
the
committee,
our
honorable
chair
and
director
stoneberg,
my
name
is
kumar
jensen,
chief
sustainability
and
resilience
officer
for
the
city.
The
city
has,
historically,
since
the
early
2010s
gone
out
and
sought
competitive
pricing
for
electricity
for
a
few
or
a
select
number
of
city
accounts.
F
That
number
was
so
low
because
of
the
quote-unquote
free
electricity
that
another
about
26
accounts
that
the
city
had
would
receive
from
comed
and
this
year,
since
we
no
longer
have
a
franchise
agreement
with
comed,
we
have
been
able
to
combine
really
all
of
the
city's
electric
accounts,
so
both
the
accounts
from
the
franchise
agreement,
but
also
other
smaller
accounts
and
our
street
lighting
accounts
so
that
we
are
trying
to
have
all
of
these
agree
or
accounts
under
one
agreement.
F
It
makes
it
a
lot
easier
for
us
administratively,
and
also
we
have
found,
provides
us
with
the
best
pricing
and
so
this
year,
with
this
agreement,
what
we
are
doing
is
we
have
combined
all
those
accounts,
so
there's
a
93
in
total,
and
we
have
saw
pricing
for
three
different
terms.
So
a
13
month
a
25
month
and
a
37
months.
This
may
sound
a
little
bit
weird.
F
But
what
we're
trying
to
do
is
get
these
contracts
to
line
up
with
the
city's
budget
here,
so
that
we
can
more
accurately
budget
for
what
our
electric
account
needs
are
the
updated
memo
that
you
have
includes
what
we
call
actionable
pricing
so
because
the
electric
electric
prices
are
so
volatile,
it's
very
difficult
for
a
supplier
to
be
able
to
to
provide
a
firm
price
for
more
than
24
hours,
without
providing
a
pretty
significant
markup,
and
so
what
we
did
in
our
selection
process
is
we
identified
two
of
the
four
suppliers
that
responded
to
the
rfp.
F
We
redeemed
them
responsive
and
invited
them
to
submit
updated
pricing
today,
and
so
they
submitted
pricing
to
the
city
by
noon
and
staff
reviewed
those
proposals
and
what
we
found
diverges
a
little
bit
from
what
we've
done
in
the
past,
and
what
we
found
was
that
between
m
c,
squared
and
dyna
g
vistra,
I'm
just
going
to
call
them.
F
Dyna
g
for
short,
but
they
are
sort
of
have
multiple
names,
was
that
although
dyna
g
did
provide
a
slightly
lower
rate
of
electricity
which,
in
the
13-month
term,
amounted
to
about
a
seven
thousand
dollars
in
savings,
mc
squared
actually
has
agreed
to
provide
the
city
with
a
50
000
grant
each
year.
That
is
unrestricted
funding
that
they
would
provide
to
the
city
by
january
31st
each
year
that
the
city
could
then
use
towards
energy
efficiency
and
renewable
energy
projects
at
our
discretion.
F
F
So
the
last
thing
I
want
to
mention
that
was
significant
in
comparing
dyna
g
and
mc
squared
was
that
dyna
g
indicated
that
they
are
unable
to
commit
to
providing
the
city
with
100
renewable
energy
through
our
through
our
requirements.
They
said
they
they
could
provide
us
with
a
what
they
considered
sort
of
a
comparable
or
a
similar
type,
but
they
couldn't
guarantee
that
they
would
meet
our
exact
standards.
So
that
is
why
city
staff
are
recommending
contract
award
to
nc
squared
I'll,
be
glad
to
take
any
questions.
E
Carmen
rainey
kumar
did
we
ever
have
a
relationship
with
mc
square
before.
F
A
E
A
A
D
A
The
we
do
have
council
not
until
5
30,
so
we'll
have
a
break
until
then.
