oppose

sanitation
service
charges

much
when

people

upgrades

amount

I'm
the
public
works
agency
director
as
part
of
the
budget
process.
One
of
the
things
that
we
are
attempting
to
do
is
to
get
the
solid
waste
fund
into
the
positive.
It
has
had
a
negative
fund
balance
since
its
inception
for
several
years.

We're
asking
for
price
increases
that
would
take
effect
july
1
2021
and
we
are
raising
the
cost
for
refuge
collection
at
single-family
residential
homes,
as
well
as
condo
units,
we're
also
recommending
yard
waste
increases
and
then
we're
also
recommending
an
increase
to
collect,
recycle
material
from
the
multi-family
apartment
buildings
with
six
units
or
greater.

To
answer
your
first
question:
once
the
ordinance
is
passed,
we
will
distribute
it
the
information
through
our
standard
city
newsletters
and
then
ask
aldermen
to
include
it
in
their
newsletters
that
go
out
to
their
constituents
as
well.
I
will
see
if
we
can
add
a
flyer
about
it
when
we
send
out
a
water
bill
as
well
to
make
people
aware
that
the
sanitation
rates
would
go
up
in
july.

The
funds
that
we
raise
for
solid
waste
funds
are
mostly
spent
on
our
contracts.
With
our
outside
vendors,
we
hire
group
to
collect
residential
refuge
as
well
as
yard
waste.
We
hire
lakeshore
to
collect
refuge
and
recycling
from
condominium
buildings,
and
the
third
cost
is
for
our
own
employees,
evan
city
of
emerson,
employees
that
collect
the
recycling
from
single
family
homes
and
the
apartments.

agree
about

At
this
point,
however,
the
city
is
somewhat
supplementing
people's
trash
pickup.

as
he

this
is
used
for
very
specific
cost

a
health
issue
to
have
all

trash
picked
up.
So
that
is
why
I'm
supporting
this,
and
hopefully

sense

people

are
watching

counted
them

the
council
meeting

defunding

police
and

voting

budget,
and

just
didn't
get
to
everything.
However,
I
did
talk
to
you
and
to
the
council
about
not
charging
people
for
services.
They
did
not
use,
and
specifically
I
had
several
inquiries
about
people
who
did
not
use
all
of
the
services
they
were
being
charged
for
empty.

one
woman
specifically
owns
a
two
flat
where
they
have
two
solid
waste
containers.
Two
of
the
black
cans,
only
one
is
ever
used,
and
so
why
should
they
have
to
pay?
I
don't
mind
paying
those
people
paying

little
extra
to
cover
the
cost
of
garbage
service,
but
if
you're
not
using
it,
you
shouldn't
have
to
pay
for
everybody
else.

think
I
happen
to
know
of
a
household
where
there's
one
individual,
who
has
a
feeding
tube,
who
does
not
use
their
garbage
at
all
and
has
a
vacant
unit
in
their
building
and
it's
a
two-flat.
They
don't
use
either
the
neighbors
use
it,
so
they
are
being
charged
for
two
cans
where
they
don't
use
either.

and

support
everything
that
you're
saying.

think
it's
totally
in
line
with
our
environmental
goals
here
and
I've
had

actually
reduced.

the
larger,
what
the
options
are
and
how
we
can
address
the
issue
of
a
mandated.
