A
All
right
so
today
is
Monday
June,
8th
2020
and
we
are
having
the
administrative
public
works
committee
meeting.
We
have
a
quorum
here,
I'm
gonna
start
with
a
1
which
is
a
proof
of
City
Council,
payroll
and
bills.
List
Council
recommends
I'm
approval
of
this
bills
list
for
may
11,
20
20
through
May
24
2020
in
the
amount
of
two
million
four
hundred
seventy-one
thousand.
A
Are
you
talking?
Robbie
I
can't
hear
you
brother,
oh
I'm,
sorry,
two
million
four
hundred,
seventy
one
thousand
eight
hundred
twenty
four
dollars
and
ninety
six
cents
and
the
bills
list
dated
June
9,
20
20
in
the
amount
of
six
million
five
hundred
forty
seven
thousand
one
hundred
twenty
dollars
and
thirty
four
cents
for
action.
A
A
B
C
Yes,
I'm
here
good
evening,
I
can't.
C
D
C
So
currently
we're
not
capturing
any
of
the
racial
demographics
right
now
we're
the
only
information
that
we're
capturing
are
by
Ward
household
size.
We
didn't
do
any
racial
demographics.
There
may
be
something
that
we
can
do
in
the
future.
For
now
we're
not
capturing
any
racial
demographic
information.
Why.
D
C
Yes,
so
visually
most
of
our
seniors,
they
get
their
food
boxes
delivered.
So
we
work
with
Audrey
Thompson
to
identify
individuals
who
aren't
able
to
get
out
of
the
house,
and
so
we
made
sure
that
we
have
boxes
of
food
delivered
to
them
on
a
weekly
basis.
We
are
seeing
a
a
large
number
of
the
Latino
population
come
through
the
pantry
I
work.
D
C
D
D
D
It's
amazing
I
watched
it
from
afar.
It's
amazing,
thank
you
very
much
and
when
you
see
the
numbers,
it's
more
amazing
than
what
a
person
would
observe
from
the
curb.
Thank
you
and
the
appreciation
that
I've
gotten
from
people
who
say.
Oh
my
god,
I
can't
believe
I'm
getting
this.
Thank
you
very
much.
I
certainly
do
tell
them
how
they're
getting
it
from
all
of
you
who
are
doing
your
work.
So
thank
you
and
from
the
youth
guys
who
are
doing
the
work.
A
C
So,
for
now
we're
gonna
continue
to
have
the
pantry
operate
through
the
end
of
July.
We
are
going
to
a
biweekly
basis,
so
our
first
pantry
they
will
be
this
week
on
Wednesday,
so
some
staff
from
various
departments
will
go
and
pack
up
about
400
boxes
on
tomorrow
and
then
we'll
be
ready
to
distribute
those
on
Wednesday
starting
at
10:30.
So
we
are
changing
our
hours
through
July,
so
it's
going
to
be
bi-weekly
on
Wednesdays
at
James
Park
from
10:30
to
12:00,
while
supplies
last.
C
If
anyone
is
unable
to
physically
pick
up
their
box,
you
can
call
3-1-1
or
call
and
ask
for
Audrey
Thompson
who
will
try
and
arrange
a
delivery
to
be
delivered
to
your
home
once
July.
Once
we
get
through
July,
we'll
kind
of
assess
the
need
and
see
where
we're
at
and
then
I
can
bring
another
update
to
Council
and
then
we'll
have
to
decide
how
we
want
to
operate
the
pantry
moving
forward.
C
A
Right,
no
more
questions.
I
would
just
say
that
already
correct
the
staff
has
been
fabulous,
Indira
and
her
team
are
there
every
week
twice
a
week,
working
very
hard,
Mike
Rivera,
who
is
probably
on
the
call,
has
done
a
fabulous
job
with
helping
traffic
and
facilities.
I
mean
it's
really
quite
an
operation,
and
so
I
just
have
bought
our
staff
who
are
doing.
A
This
is
the
part
of
the
job
description,
that's
other
things
as
required,
and
everyone
shows
up,
and
everyone
I
think
is
really
excited
to
be
part
of
this
and
actually
out
helping
the
community.
So
I
just
want
to
come
in
I'm
all
the
staff
and,
as
you
said,
the
outreach
team
who
are
delivering
putting
the
boxes
together
and
delivering
the
boxes
for
four
hours
on
Wednesday,
so
I'm
the
staff
is
amazing
and
hopefully
will
you
know
continue
to
be
able
to
help.
A
People
and
I
would
just
let
the
community
know
since
we're
talking
about
food
that
the
produce
mobile
has
secured
in
a
second
day
for
the
summer,
so
they
want
it
as
well
this
summer.
Those
dates
aren't
out
yet
their
first
days
tomorrow,
so
they
might
have
those
days
tomorrow,
but
they're
gonna
be
twice
a
week
in
the
summer
as
well.
So
people
who
are
concerned
about
the
Evanston
pantry
not
operating
there
will
be
other
options,
put
the
produce
mobile
as
well
as
two
other
food
options
around
town.
A
So
hopefully
this
is
one
thing
we
have
somewhat
of
a
handle
on,
as
people
have
lots
of
needs
nowadays,
all
right.
So
no
other
questions,
so
that
is
for
action
except
and
place
on
fire.
Oh
I
move.
There
was
a
second
I'm
gonna
go
back
to
the
minutes.
I
forgot
those
so
I'm,
gonna
move
cm-1
approval
of
minutes
for
the
regular
City
Council
meeting
of
May
27
2020
staff
recommends
we
accept
those
Thank
You
says
draft
minutes.
Oh
that's
for
action!
Is
there
a
second
that.
A
You
alright
a3
is
the
approval
of
authorization
to
execute
a
payment
for
the
month
of
April
to
Emerson
Township
High
School
for
providing
booths
services
to
assist
those
affected
by
school
closures.
Due
to
a
Kovach
19
staff
recommended
Council
authorized
city
manager
to
make
a
payment
of
one
hundred.
Ninety
three
thousand
one
hundred
seventy
dollars
to
Evanston
Township
High
School
for
food
that
was
provided
for
those
affected
by
Coppa
19.
This
is
for
action,
move.
A
Eighty
four
I
have
some
questions
about,
so
I
will
move
that
one.
It's
an
agenda
is
that
okay,
for
you
guys,
a
five
is
the
approval
of
contract
award
with
Carillo
engineers
incorporated
for
hydraulic
modeling
services.
Staff
recommends
Council
authorized
city
manager
to
execute
this
agreement
with
Carrillo
engineers
not
to
exceed
an
amount
of
$50,000
per
year
for
the
next
three
years,
with
the
option
to
extend
funding
is
provided
by
the
water
fund,
which
has
an
approved
2020
budget
of
$160,000.
This
is
for
action,
move.
A
Six
is
there
proof
of
contract
award
with
Schroeder
and
shorter
ain't
for
the
special
assessment
alley
project
staff
recommends.
We
execute
this
agreement
for
the
special
assessment
alley
project
in
the
amount
of
four
hundred.
Seventy
nine
thousand
$44.50
funding
is
provided
by
capital
improvement
fund,
2020
general
obligation
bond
in
the
amount
of
239
thousand
five
hundred
$22.25
and
from
the
special
assessment
fun,
with
the
amount
of
two
hundred
thirty
nine
thousand
five
hundred
$22.25
for
action.
Hello.
D
D
Good
I
just
want
to
make
a
comment:
I
don't
want
to
change.
I
thought
it
was
very
interesting
that
Schroeder
intruders
bid
for
the
green
or
more
porous
Ally
was
cheaper
than
for
the
traditional
ally.
I,
don't
understand,
okay
mix
it
up
or
if
this
is
a
whole
new
thing
for
showing
children,
but
I
thought
that
was
very
interesting,
so
I,
certainly
or
the
green
alley.
Here.
All.
A
A
D
A
A
nine
is
approval
of
change
order
number
one
with
Smith
group
for
the
shoreline
condition:
assessment
engineering
services
agreement
staffs
recommending.
We
approve
this
contract
in
the
amount
of
$26,000.
A
change
order
will
increase
the
total
contract
amounts
of
seventy
four
thousand
fifty
five
hundred
dollars.
Oh
excuse
me
from
seventy
four
thousand
five
hundred
dollars
to
a
hundred
thousand
five
hundred
dollars.
This
funding
is
coming
from
Capital
Improvement,
Fund,
2024
action.
Second,.
D
E
A
A
F
A
D
A
A
D
Well,
point
of
order:
I
think
that
we
can.
We
can
vote
on
it
for
introduction
and
then
take
it
off
the
consent
agenda
when
it
comes
to
the
council,
where
we
would
then
Road
on
suspending
the
rules
and
move
for
introduction
or
action,
that's
correct.
It
just
takes
a
whole
bunch
of
putting
it
on
taking
up
dinner
that
it
up.
So
we
can
leave
it
on
here
and
then
take
it
off
there
or
suspension
of
the
rules,
and
my.
E
A
A
Seven
sorry
on
these
papers,
a
seven
is
their
approval
for
funding
for
demolition
of
a
vacant
structurally
unsafe
building
at
2012
maple.
The
cost
for
demolition
is
440
thousand
three
hundred
dollars,
which
includes
disconnection
of
water
and
sewer
demolition
of
structure
and
cleanup,
and
the
cost
is
paid
by
grants
provided
by
abandoned
residential
property
municipal
relief
grant
from
the
Illinois
Housing
Development
Authority.
This
is
fraction
of
a
second
okay.
A
I
took
this
one
off
I
just
have
the
same
concerns
that
I
had
last
time,
which
is
this
seems
to
be
someone
who
I'm
not
sure
their
intent
in
terms
of
the
dwelling
but
I'm
just
not
comfortable
with
us,
even
though
it's
grant
money
using
it
for
a
private
I'm
owner
who
has
not
shown
that
they're
unable
to
pay
some
property
demolished
and
that
the
part
about
the
affordable
housing
and
things
did
not
seem
like
we
were,
but
that
was
really
thorough
enough
for
us
to
justify
this
being
a
benefit
to
the
property.
A
G
No,
as
we
seen
it
last
week,
you
know
this
has
been
a
tool
that
property
standards
has
used.
These
funds
have
to
be
used
for
on
vacant
properties.
Typically,
it's
mowing
or
fencing,
but
the
the
funds
have
to
be
used
for
a
big
vacant
property,
so
property
standard
says,
use
these
funds
I
believe
four
times
in
the
past.
They
have
only
been
used
on
houses
that
have
been
declared
structurally
unsafe
by
the
building
division.
A
G
The
angel
snare
is
our
senior
property
inspector
and
she's
had
more
conversation
with
the
owner
here.
According
to
her,
the
owner
was
unaware
of
the
structural
deficiencies
in
the
house.
I,
don't
know
what
discussion
was
gone
back
and
forth
on
her
ability
to
some
of
the
conversation
that
I've
had
with
angel.
G
You
know
she
had
stated
that
she,
as
you
know,
did
not
have
the
ability
or
did
not
understand
again
the
deficiencies
that
were
here
and
she
had
intended
to
move
in
to
do
interior
renovation
submit
some
exterior
improvements,
but
was
not
of
where
you
know
that
foundation
work
was,
you
know,
Foundation
had
been
pretty
much
collapsed
and
needed
to
be.
You
know
the
extent
of
the
repairs
that
needed
to
be
done.
A
A
G
And
I
agree
we're
looking
at
how
these
these
funds
are
used.
We've
made
changes
from
previous
approvals.
You
know
the
the
requirement
that
you
know
the
affordable
housing
tax
was
applied
to.
It
is
a
change
on
this
one.
You
know
requiring
that
a
owner
live
in
that
house
for
three
years.
You
know
that's
a
change,
so
we
are.
We
are
strengthening
this.
You
know
if
it's,
if
it's
councils
discretion,
you
know
not
to
use
these
funds
in
this
manner
or
you
know
you
know,
that's
that's
something
that
we
can
consider.
A
D
D
A
B
A
comment
in
the
lines
of
on
Ottoman
Rainey's
concern
about
there
being
an
e
base
and
also
if
they
were
purchasing
a
property
I
understand
that
it
had
been
near
blighted
or
definitely
on
this
parking
enforcement
efficient
for
like
ten
years
or
so
just
the
unlikeliness,
that
someone
would
make
that
kind
of
acquisition,
without
the
knowledge
of
it
being
a
teardown
or
some
need
for
substantial
structural
attention
and
also
just
to
staff.
If
we
have
fun,
we
have
a
lot
going
on,
but
anytime
we
have
a
budget
that
is
looking
to
expire.
B
That
has
a
specific
used,
especially
that
that
could
serve.
You
know,
neighborhoods
that
have
problems
with
neglected
properties.
We
would
expect
to
be
informed
so
that
we
can
give
you
direction
or
what
properties
might
need
attention
and
what
property
owners
could
use
the
support.
So
this
is.
This
is
a
difficult
one,
because
on
the
last
discussion
and
again
to
that
point,
I
haven't
heard
from
staff
ever
been
any
new
updates
from
the
last
discussion.
But
could
you
explain
to
me
how
this
expires
and
we
are
going
to
be
forfeiting?
How
much
money?
Now?
B
G
The
the
cycle
ended,
May,
29th
and
a
new
cycle
starts
after
that,
so
the
75,000
I
believe
there
was
$14,000
that
remains
and
those
funds
were
going
to
be
applied
towards
this
demolition.
The
remaining
funds,
the
remaining
expense
for
the
demolition,
would
have
been
from
the
next
cycle,
so
we
were
trying
to
use
the
the
funds
prior
to
you
know
them
expiring
again.
This
is
you
know.
I
mean
I
just
want
to
stress
that
this
is
for
vacant
properties
only
they
cannot
be
owner
occupied
it's
for
vacant
structures.
Only
this
has
been.
G
The
funds
have
been
used
for
previous
times
over
the
last
five
years
in
this
same
manner.
So
for
some
reason
this
one
caught
a
little
bit
more
attention
in
the
questions
arose,
but
we've
used
these
funds
in
a
similar
manner
in
the
past.
As
far
as
you
know,
200
Rhaenys
comments.
The
the
three
years
is
when
the
building
division
declares
something
structurally
unsound
and
that
it
has
to
come
down.
The
affordable
housing
tax
is
waived
since
the
city
is
ordering
that
demolition.
G
So
it
does
not,
you
know,
there's
no
residency
requirement
in
the
$15,000
is
does
not
apply
so
in
this
situation.
You
know
we
didn't
apply.
You
know
we
would
lien
the
property
for
that
affordable
housing
tax
to
make
sure
that
that
resident
is
an
occupant
and
does
live
in
that
house.
The
three
years
is
consistent
with
the
affordable
housing
ordinance.
G
G
B
Okay,
yeah,
without
having
any
you
know,
income
qualifying
financial
need
burden
if
she
was
a
or
the
family
was
a
income
qualifying,
affordable,
housing,
income
level
family.
It's
tough
to
support
it.
There
is
not
a
need
when
we
have
plenty
of
need.
We
have
properties
that
are
vacant.
That
definitely
could
use
some
improvement,
so
that
unclear
is
not
just
for
demolition.
It's
also
for
property,
standard
emergency,
so
grass
and
other
like
removable
porch
with
that
qualify.
If.
A
D
G
G
G
A
D
D
F
E
A
Not
in
our
committee
yeah,
this
bingo
screen
is
a
little
bit
challenging
yeah
the
8/4.
If
I
skip
that
was
a
group
of
contractor
war
with
civil
tech
engineer
incorporating
for
the
Church,
Street,
pedestrian
and
bike
improvements,
staff
is
recommend.
The
city
manager
authorized
this
contract
in
the
amount
of
293
thousand
six
hundred
fifty
dollars.
Forty
one
cents,
onion
is
coming
from
geo
bond
fund.
This
is
per
action,
have.
F
A
I
have
a
just
a
quick
question
for
staff
about
this.
One
I
definitely
support
that.
We
need
to
get
some
better
bike
lanes
and
pedestrian
bridges.
I
guess.
My
question
is
I
know
that
this
is
just
to
kind
of
get
all
of
our
surveying
done
and
everything
in
there.
But
do
we
anticipate
having
funding
to
get
the
project
done
and
I
realize
that
you
don't
have
a
crystal
glass
here,
but
it
seems
like
a
lot
of
money
to
do
a
lot
of
preparation
if
we
are
not
gonna
move
forward.
Oh.
H
D
H
I'm,
sorry,
that's
we
had.
Can
you
hear
me
now?
Yes,
okay,
we
had
we.
We
think
this
project
is
a
really
good
candidate
for
certain
types
of
funding.
However,
we
cannot
move
you're
unlikely
to
get
funding
from
those
sources
without
having
this
report
complete.
We
are
not
at
this
time
proposing
that
we
would
move
forward
without
getting
additional
funding
from
the
outside.
A
E
A
A
Motion
carries
four
to
zero
all
right,
so
our
next
one
here
is
a
ten
resolution.
48
4,
20,
terminating
limits
on
third
party
food
delivery
services,
fees
on
July,
13,
2020
staff,
recommends
adoption
of
this
resolution
terminating
limits
on
third
party
delivery
service
fees
on
July,
20
20,
this
July
13
2020.
This
is
for
action.
A
Second,
all
right,
so
I
took
this
one
off
I
just
wanted
to
get
a
little
more
information
to
see.
If
we
can
extend
this
I
know
that
we're
you
know
moving
in
to
face
we're
in
phase
three
and
hopefully
moving
into
you
know,
phase
four
and
such
but
I
think
that
we're
save
a
lot
of
people
who
are
not
necessarily
feeling
comfortable
going.
You
know
I
would
ever
cross.
It
are
not
open
for
full
business
yet
and
so
I
think
limiting.
A
B
I
just
want
to
support
automatic
fliming
some
requests
if
we
can
extend
it,
because
even
those
that
are
comfortable
with
us
having
patio
dining
exclusively
they're
still
considered
limitations
on
dining
out
and
the
comfort
level
is
just
not
there
from
those
that
I'm
polling
I'm
being
ready
to
eat
out
in
establishments.
Oh.
E
As
the
author
of
the
memo
from
a
lot
of
park
needs,
the
date
that
was
chosen
was
because,
but
the
Dane
was
chosen,
because
the
current
resolution
is
extent
to
expire
today
for
this
at
this
City
Council
meeting,
and
so
it's
set
to
extend
past
what
we
anticipate
to
be
the
next
date
for
the
state
of
emergency.
If
you
want
a
new
date,
I
would
suggest
going
ahead
and
passing
this
one,
and
then
we
can
take
it
back
and
maybe
bring
it
back
another
22nd
for
a
different
date
or
the
next
time.
D
Because
I
think
it
might
be
hard
for
people
to
plan
if
we
don't
give
them
more
than
a
day
to
know
about
it.
This
way,
this
way
they
run
up
against
the
wall
and
they
don't
know
you
know
what.
If
what,
if
you
decide
not
to
and
we're
letting
a
thing,
we're
implying
that
you
know
it,
each
council
meeting
we're
going
to
extend
what,
if
we
don't,
you
know
so
I
think
that's
what
we're
saying
really
that
we'd
like
to
give
them
some.
You
know
a
broader
opening.
E
So
the
limits
on
the
third-party
food
delivery
service
fees
tracks,
along
with
other
municipalities,
in
terms
of
how
how
they've
been
managing
it
and
we
we're
certainly
or
only
right
now,
sort
of
doing
it
during
the
declaration
of
an
emergency
situation.
So
as
new
beyond
that,
it
would
probably
require
City
Council
to
pass
an
ordinance,
so
that
would
actually
become
law
in
this
in
the
city
of
Evanston
that
you
said.
A
E
What
I'm
suggesting
is,
if,
if
this
committee
meets
again
on
the
22nd,
we
could
come
back
on
the
22nd
with
a
revised
resolution
that
you
know
overturns
this
current
one
that
you're
gonna
pass
today
and
then
set
a
different
date
if
you
wanted
a
different
date.
The
issue,
though,
is
that
something
has
to
be
done
say
because
the
previous
resolution
expires
today.
A
A
E
A
So
that's
fine
I
would
like
to
pass
this
on
today,
but
I
would
like
to
then
direct
staff
to
come
back
on
the
22nd
which,
but
for
one
that
lasts
longer
and
I'm
happy
to
you
know
we
can
discuss
that
now
with
the
in
date
will
be
or
we
can
see
what
the
climate
is
like
on
the
22nd,
but
I
would
like
for
us
to
on
the
22nd.
Have
it
back
I'm
happy
to
pass
as
is
tonight?
Okay?
Is
that
okay
with
the
committee
okay?
So
so
this
is
already
I.
B
D
I
was
going
to
suggest
that
we
keep
it
like
it
is
I
taught
I'm
wondering
also
do
we
have
any
citizen
comment
on
this.
I
had
I
think
we
all
got
an
email
from
at
least
one
restaurateur
honest,
and
he
was
very
happy
with
this
extension
in
this
period
of
time.
So
I
think
we
should
work
on
this.
I
don't
want
to
screw
this
up.
D
You
know
like
we
almost
did
with
the
trees
less
time.
I
think
it
is.
It
is
dependent
on
the
emergency
order
and
I
am
concerned
that
if
we
do
an
ordinance
and
we're
the
only
ones
that
do
that
after
the
emergency
order
is
lifted,
they
might
not
operate
live,
and
so
then
people
won't
get
their
deliveries
that
they
want.
I,
don't
know,
I,
think
there
are
pros
or
cons
I
think
we
gotta
wait
and
you
know
and
I'm
sure
that
the
emergency
order
is
going
to.
D
E
A
F
F
We
did
this
in
the
first
place
and
be
very
measured
and
careful
and
I
think
the
best
course
may
be
to
allow
this
to
track
with
the
emergency
order
until
we
come
to
the
merit
solution,
because
it's
all
the
Raney's
point,
these
third-party
deliveries-
these
could
say,
for
example,
Evanson
restaurants,
won't
get
any
exposure
outside
of
heavens,
and
there
are
things
that
they
can
do.
That
would
defeat
our
intended
purpose,
which
was
to
help
our
restaurants
get
through
this
economic
and
health
crisis.
A
The
current
one
we
have
it
now
has
no
expiration
date.
You
were
a
different
back
with
an
expert
today,
assuming
that
matches
the
end
of
our
emergency
waters.
Correct,
yes,
okay,
so
I'm
still
I
think
in
the
next
two
weeks.
If
we
approve
this
one
tonight,
I'm
still
interested
in
having
a
conversation
once
you
maybe
you
know,
do
is
on
a
rainy
and
ottoman
something
I
suggest
to
see.
If,
at
that
point,
we
want
to
extend
one
for
longer
into
the
summer
versus
it's
every
two
weeks.
E
And
that's
fine
I
mean
I
guess
if
listening
to
the
direction
of
the
committee
right
now,
assuming
this
particular
resolution
doesn't
come
out
of
committee,
we
can
revisit
it
on
the
22nd
for
different
termination
date,
because
currently
the
one
the
one
in
place
now
does
not
have
a
termination
date
at
all.
That.
A
B
Am
I
hearing
that
there's
concern
about
how
there
might
be
retaliation
or
some
sort
of
a
limitation
of
services
from
the
food
delivery
services
in
our
city,
like?
Is
that
the
concern
that
I'm
hearing,
because
we
all
want
to
support
the
restaurant
community
in
getting
more
business?
But
I,
definitely
want
to
be
careful
that
they
are
left
out
of
the
app?
When
you
know
food
delivery
options
are
searched,
so
I
guess
I'm
looking
for
legal
direction
and
time
if
you
could
bring
some
clarity
to
this.
F
A
All
right
I'm
seeing
a
more
Hansford
discussion,
so
we
have
a
couple
options.
What's
on
the
table
now
is
the
this
terminates
at
the
limitation
of
service
fees
will
terminate
on
July
13th
for
this
ordinance.
Mr.
cummings,
given
another
option,
which
is
to
leave
for
our
current
ordinance
on
online
available,
which
is
no
termination
day
and
then
revisit
the
conversation
later
in
this
month,
or
move
a
10:00
tonight
and
revisit
the
conversation
either
still
later
on
this
month
or
before
this
one
expires
in
mid
July
autumn
araignee,
I'm.
A
D
A
A
E
None
more
than
he's
already
exercised
in
the
current
state
of
the
disaster
declaration
state
has
passed.
It
just
so
happens
that
our
mayor
is
also
the
liquor
commissioner
for
the
city
of
Evanston,
so
the
state
has
passed
various
different
amendments
to
allow
different
powers
for
the
liquor,
commissioner,
to
allow
the
sale
and
yeah
a
lot
of
sale
of
liquor
in
different
different
locations
and
at
different
times
and
by
different
means.
So
there
are
no
other
additional
powers
by
extending
the
disaster
declaration
until
July
13th.
E
A
And
then
I
have
a
question
for
legal.
So
if
our
termination
is
July
13th
in
the
state,
you
know
assuming
say
they
don't
go
past
their
current
set
date
at
the
end
of
June.
Is
there?
Is
there
any
issues
for
us
being
that
we
would
extend
past
the
state?
I
mean
I
know
a
lot
of
things
are
covered
under
the
state,
but
what
would
that
mean
for
us
if
we're
in
a
state
of
emergency,
but
the
state
is
not
in
a
state
of
emergency.
It.
E
Would
they
would
have
no?
Bearing
does
this
city
of
Evanston?
Is
the
home
rule
municipality
and
in
our
ordinance
allows
us
the
ability
to
declare
a
disaster.
State
law
allows
the
mayor,
the
the
the
chief
elected
official
to
declare
a
disaster
so
I.
Don't
think
that
there
would
be
any
sort
of
issue
it
would.
It
would
just
mean
that
the
city
in
and
of
itself
will
be
under
a
state
of
emergency
and
those
surrounding
us
I,
don't
know
what
they're
you
know
what
other
municipalities
are
doing.
E
If
they
choose
to
live
there,
then
I
think
Chicago's
tracks
very
closely
to
the
state
of
Illinois
and
it
doesn't
require
the
author
Authority
of
City
Council.
So
there
could
be
the
situation
where
Chicago
is
no
longer
in
a
state
of
emergency,
but
Evanston
is
and
that
that
sort
of
thing
but
I,
don't
really
think
that
it
would
change
anything.
E
A
All
right,
seeing
no
further
questions
a11
was
introduced
for
action
was
second
all
those
in
favor.
Please
say:
aye
Skye
any
knows
I'm
Emma
9,
and
he
knows
all
right.
That
motion
carries
a
12.
It's
resolution,
51
R
20,
authorizing
the
city
manager
to
enter
into
in
a
contract
to
reconstruct
the
fleet,
was
your
day
in
floor
without
utilizing
a
public
bidding
process.
A
F
H
F
B
You
so
thanks
autumn
suffered
in
for
paying
attention
to
that
and
making
sure
it's
repetitive,
but
it's
my
opinion
that
this
flooring
should
have
been
caught
as
we
were
prioritizing
improvements
for
Fleetwood,
your
name
with
the
work
that
we
have
completed
and
we
have
I
have
expressed
the
importance
of
the
gym
floor
being
ready
for
fam
season
and
other
programming.
That's
very
well
used
I,
think
Fleetwood.
Jourdain
is
the
second
most
utilized
facility
and
in
the
community.
B
So
my
hope
is
that
we
can
support
getting
this
gym
floor
done.
I.
Think
if
we
don't
start
on
the
calendar
as
proposed,
we
would
have
unfortunate
unfortunate
situation
where
fam
will
have
to
find
gymnasiums
for
them
to
run
their
programming
again.
I
know
that
it
was
very
uncomfortable
on
their
last
season
and
fam
is
an
anchor
in
our
community.
It
certainly
is
an
anchor
occupant
and
participant
at
fam.
B
A
H
H
We've
done
a
lot
of
different
things
to
try
to
eliminate
all
the
sources
of
water
that
we
can
I'm
not
familiar
with
the
details
of
the
history
just
because
that
happened
prior
to
my
being
involved,
but
I
know
that,
as
we
looked
at
the
solving
the
problems,
this
time,
anecdotally,
the
staff
at
Lulu
Jourdain
and
in
the
Parks
and
Rec
Department,
mentioned
several
times
that
this
has
been
a
long-standing
problem.
Well,.
D
D
This
is
really
serious
because
we
we
can
just
not
afford
to
do
this
even
every
five
years
or
even
every
ten
years
that
the
cause
of
the
problem
has
to
be
solved,
and
you
know
I
understand
that
Jim
floors
have
to
be
maintained
than
that
in
a
very
fine.
You
know
professional
way,
but
there's
there's
no
point
in
doing
that.
If
the
cause
of
this
water
isn't
resolved
and
so
I'm
hoping
we
if
we
have
to
excavate
completely,
we
need
to
do
that.
It's
it's
just
disaster.
D
B
My
hope
is
that
they've
made
that
choice
yeah.
It
looks
right
right,
so
it
looks
like
that
and
I
wouldn't
expect
you
to
not
fully
address
the
issue
again.
I
think
it
should
have
been
prioritized
and
I
hope
that
we
can
move
forward
with
it
now
and,
of
course,
if
it's
not
ready
in
time,
for
you
know
the
seasons
and
that's
something
that
we
have
to
deal
with,
but
if
there's
any
way
for
us
to
meet
that
goal,
I
would
like
us
to
be
intentional,
at
least
about
trying
to
do
so.
I
know.
A
Laura
I
have
one
more
question
just
in
terms
of
the
water,
cuz,
I
I
think
it's
maybe
almost
a
year
ago,
I
can't
remember
that
we
first
approved
this
and
thought
it
was
gonna
become
better.
So
the
people
who
are
doing
the
water
work
in
essential
we've
had
someone
else
do
that.
Do
we
have
any
kind
of
guarantee
on
that
on
that
issue
as
much
as
they
can
guarantee
that
the
underlying
issue
is
prepared
before
you
know
the
the
floor
is
put
on
so.
H
A
All
right
see
no
further
questions.
This
is
item
a12
and
move
for
action
and
excuse
me,
as
I,
moved
in
a
second
and
all
those
in
favor.
Please
say:
aye
all.
D
A
A
A
A
A
I've
made
a
mistake
there,
all
right
so
I'm
gonna
move
for
enjoyment.
Second,
all
those
in
favor
aye.
