sorts
of
information
regarding
bicycles,
and
she
told
me,

everybody
else
might
know.
This
I
did
not
know
that
the
person
with
the
most
Divi
miles
in
town
is
a
person
who
uses
a
dippy
bike
to
deliver
food.

food
delivery
person,
so
I
mean
using
it
for
employment.

heard
from
comparing
notes
without
park,
staff
and
professionals
in
the
the
active
transportation
field
is
that
oh
we've
balanced
and
has
made
significant
investment
for
multiple
decades
in
bicycle
infrastructure.
Bike
racks
bike
lanes,

types
of
things
that
have
encouraged
a
bicycle
culture
that
make
people
feel
safe
and
bicycling.
While
Oak
Park
has
made
some
of
those
investments
they
haven't,
made
them
to
the
level
and
awareness
that
Evanston
has
so
that
that

worked

little
bit
against
Oak
Park.

of
the
recognition
of
that
bike
culture,
they
weren't
seeing
the
same
ridership
and
they
just
they
had

of
rider,

people
want

access

lakefront
paths

lakefront
to
Chicago
and

vice
versa
and
Oak
Park
doesn't
have
that

connectivity

worked
against

speed
information

radars
traffic
signs
that
have
been
installed

recent

percentile

the
speed

per
hour.

that
means

actually
driving
faster
than

miles
per
hour.

issues
on
Ridge
Avenue
are
many,
but
the
summary
is
that
it
tends
to
contribute
to
a
lot
of
accidents.
So
we
have
the
narrow
lanes.
We
have
lack
of
turn
signals
that
some
of
the
side
streets,
the
traffic
flow,
is
heavy,
but
all
of
this
is
really
contributing
to
basically
that
we.
This
is
one
of
the
areas
where
we
have
the
most
accidents
in
the
city
of
Evanston
and
here's
a
summary
of
the
accident
history.

We
looked
at
the
history
2003
to
2005
before
all
the
traffic
signals
were
interconnected
and
coordinated,
and
we
were
across
all
intersections
on
Ridge
Avenue,
seeing
about
143
accidents
per
year,
and
then
we
looked
at
it
2012
to
2016,
which
is
a
more
recent
time
period.
After
all,
the
improvements
have
been
made
and
traffic's
had
a
chance
to
settle
down
to
the
new
configurations
and
the
the
average
number
of
accidents
is
145
per
year,
which
is
really
not
a
huge
difference,
statistically
speaking,
and
then
in
2017
we
actually
did
see
a
big
jump
to
154.

We
believe
this
is
additional
pressure
from
the
Sheridan
Road
traffic
that
a
Sheridan
Road
was
under
construction.
We
did
see
a
lot
of
detouring
unofficially
to
the
bridge
Avenue
corridor
system,
and
you
actually
do
see
that
there
are
a
lot
of
accidents
that
we
get
that
are
left,
turns,
offer
southbound
bridge
going
back
towards
Sheridan
Road.
So
that's
part
of
why
we
believe
that
this
is
true.
Unfortunately,
in
2018
we
are
going
to
continue
to
see
how
high
amount
of
traffic
from
Sheridan
Road
as
the
construction
starting
in
the
spring
will
actually
use
Ridge.

As
an
official
detour
for
part
of
the
traffic,
however,
we
have
not
silently
just
accepted
this,
because
when
we
look
at
that
list
of
intersection,
several
of
those
appear
in
the
top
10
every
year
that
the
police
department
it
releases
on
its
highest
accident
locations.
So
we've
done
a
number
of
things.
We've
installed
additional
radar
signs
at
two
locations,
so
one
in
each
direction
at
around
the
schools.

As
part
of
the
safe
routes
to
school
program,
we
have
tried
to
encourage
people
to
turn
left
with
the
new
Emerson
Ridge
Green
Bay
improvement
as
they
come
southbound,
so
that
we
want
to
get
them
off
of
Ridge.
Before
we
get
into
this
area
of
congestion,
we
put
in
turning
restrictions.
Ridge,
Grove
and
Ridge
Greenwood
were
actually
consistently
to
very
high
accident
locations
and
they
were
left
turning
accidents.

So
we
restricted
the
left,
turns
and
the
through
traffic
from
the
cross
streets
to
try
to
remediate
some
of
those
accidents
and
it
did
work,
but
it
just
puts
the
accidents
to
the
different
locations
where
people
then
chose
to
turn
left.
The
evidence
of
police
department
has
done
a
number
of
sting
operations
to
try
to
improve
particularly
use
of
cell
phones
on
Ridge,
we've
also
tried
to
increase
the
the
Allred
traffic
phase
so
that
pedestrians
have
a
chance
to
cross,
and
cars
have
a
chance
to
clear
before
we
let
traffic
go
in
a
new
direction.

posted
additional
signage,
we've,
trimmed
tree
branches
right
in
front
of
traffic
signals,
and,
but
still
we
do
continue
to
have
a
lot
of
accidents.
So
now
we've
looked
at
things
that
we
could
do
that
might
potentially
improve
the
situation
and
the
first
list
I
have
are
things
that
really
aren't
directly
doing
something
with
a
traffic
signal.
So
the
first

is
we
could
reduce
the
speed
limit
on
Ridge.
That
does
not
mean
that
everything
will
follow
the
speed
limit,
but
generally
the
slower
that
cars
go
on
any
given
street.

We
could
also
look
at
speed
camera
installations
and,
with
that
red
light,
camera
installations,
a
couple
issues
with
this
one-
then
it
is
a-
is
not
entirely
clear,
based
on
some
preliminary
research
that
it's
just
flat-out
we're
able
to
install
these
cameras.
There
are
some
restrictions
at
the
state
level
about
where
you
can
install
these
types
of
cameras,
so
we
may
need
to
work
with
the
state
legislature
in
order
to
make
some
changes.

If
we
want
to
pursue
this,
we
would
primarily
and
completely
be
doing
this
for
safety
reasons
and
not
as
a
revenue
generator
if
we
were
to
collect
any
funding
from
it.
I
would
recommend
that
you
use
that
entirely
towards
making
safety
improvements
on
Ridge,
because
the
intent
would
really
be
about
safety,
but
that
is
a
decision
that
would
have
to
be
made
at
the
City
Council
level.

This
is
a
solution
changing
Ridge,
Lake
and
Ridge
Greenleaf,
or
actually
now
our
two
biggest
areas
where
we're
having
issues
with
traffic
accidents.
So
we
are
looking
at
potentially
installing
split-phase
signals,
which
means
that
similar
to
we
have
at
Maine
and
at
Oakton
we
basically
have
three
traffic
phases:
one
we're
only
northbound
can
go
and
all
the
other
traffic
is
stopped.
One
we're
all.
Only
southbound
traffic
can
go
through
it.
All
the
other
traffic
is
stopped
and
then
a
third
phase
for
east
and
westbound
traffic
to
go
through
simultaneously.

This
is
extremely
successful
at
reducing
the
number
of
accidents.
It
is
not
a
guarantee
because
there
will
always
be
poor
driver,
behavior,
I
suspect,
but
it
really
made
a
huge
difference
at
Main
and
Oakton,
but
the
con
of
this
solution
is
that
is
a
tremendous
impact
on
traffic
backups,
particularly
at
rush
hour,
and
anybody
who
is
driven.

The
bridge
system
will
note
that
the
primary
backups
in
the
ridge
system
really
are
at
Main
and
Oakton,
while
the
rest
of
the
system
flows
pretty
smoothly
during
most
of
the
time,
so
that
another
thing
that
might
happen
because
of
the
backups
is
that
you
would
see
additional
traffic
shuttling
to
other
streets.
We
would
expect
to
see
that
to
be
as
Barrie
would
start
getting
a
lot
more
traffic.
It's
a
it
is
a
potential
we
looked
at
this
and
because
of
the
signal
modernization
project
actually
through
relatively
small
purchase
of
purchases
of
materials.

When
we
did
this
on
Maidan
Oakton
the
to
do
this
long
term,
we
would
want
to
consider
retiming
the
entire
bridge
corridor
system,
which
would
be
substantially
more
expensive,
but
we
could
do
it
short
term
as
a
pilot
and
try
it
out
and
then
our
third
choice,
if
we
as
we
go
up
the
level
and
how
committed
we
are
and
how
much
money
we
want
to
spend
on.
This
particular
problem
is
to
actually
hire
a
consultant
to
do
a
really
in-depth
study.

We've
had
a
lot
of
suggestions
from
from
residents
and
from
our
own
staff
about
ways
that
we
could
make
improvements
to
the
bridge
corridor
system
that
involved
things
like
putting
in
left
turn
signals
putting
in
left
turn
signals
and
lanes
on
the
cross
streets,
particularly
the
major
cross
streets.
We
could
look
at
upgrading
pedestrian
signals
both
having
more
pedestrian
countdown
timers,
providing
longer
periods
where
it's
all
Reds,
that
the
pedestrians
have
more
of
an
opportunity
to
cross
and
a
big
thing
would
be
potentially
considering
the
installation
of
mast
arm
signals.

If
we
do
any
major
changes
to
the
timing
of
signals,
we
would
definitely
want
to
retime
the
system,
and
we
may
want
to
retime
the
system
anyway
because
of
the
addition
of
the
Emerson
Ridge
Green
Bay,
so
that
they
could
work
more
closely
together.
However,
because
of
the
changes
in
Sheridan
Road,
we
would
not
recommend
really
any
retiming
until
2019
or
later,
because
the
traffic
is
just
shifting
around
a
little
too
much
right
now
to
make
that
worthwhile.

estimated
cost
for
doing
this
kind
of
consultant,
study
and
detailed
analysis
would
be
about
a
hundred
thousand
dollars
and
then
for
each
intersection,
where
you
do
real
improvements.
Depending
on
what
the
improvements
are,
we
would
estimate
it
would
be
about
100
to
300
thousand
dollars
long-term.

category
is
somebody
that
is
trying
to
turn
left
and
because
of
lack
of
visibility
or
because
they're
trying

the
light
is
changing,
they
just
don't

the
Far
Lane
and
then
they
get
hit
by
that
car

those
accidents

aware
of

be
pretty

Evanston.

south

a

amount

backup

frequently

take
people

cycles

intersections

accidents

side
street
traffic
coming
at
two
primary
intersections,

Ridge
and
Lake

Ridge

one
is
just
north

Dempster

between
Dempster
and
main
part
of
the
issue.
We
have
people
at
Greenleaf,
turning
to
go
to
school
nickels
and
at
Lake
we
have
them
turning
to
go
to
a
school
which
is
doing,
and
so
we
get
a
lot
of
people
in
rush
hour
trying
to
make
those
turns
to
do
to
school,
drop-offs
and
pickups.

in
my
last

is
I
think
it
was
long
your
slide
summer,
but
what
can
we
do
or
can
we
do
something
now
for
the
crossing,
because
I
know
people
frequently
have
complained
about
crossing
when
they,
you
know,
live

west
side

Ridge

cross
bridge
to
get
to

metro

the
CTA

they're
going
with
those

in
walking
through

report,
there

405
sidewalk
complaints
received
through
three
one
last
year
and
those
were
divided
into
two
categories,
but
total.

was
about
1.2
percent
of
the
total
service
requests
that
were
received
by
3-1-1
that
year,
putting
it
kind
of
in
perspective
among
all
of
the
public
works
requests.

was
about
three
three
and
a
half
percent
of
the
total
Public
Works
requests.
There
are
two
separate
kind
of
categories
of
sidewalk
complaints.
The
first
one
was
a
sidewalk
evaluation
and
that
is
essentially
for
someone
to
come
in
and
help
with
looking
at
a
sidewalk
in
front
of
your
own
property.

that

own
or
to
be
potentially
included

5050
sidewalk
program
and
then
the
second
complaint
is
sidewalk
maintenance

this

lower

front

their

of
ways

that,
she's
been

great
partner
in
finding
housing,
not
only
for
families,
but
even
for
students.

recently,
at

in

academic
year,
I
had
a
northwestern
student
who
had
a
housing
crisis
and
it
was
miss
Payton
who
was
able
to
accommodate
he
and
his
roommates
pretty
quickly.

think
that
we

support
them.

can
do
it
in
a
model

which
we
have
funded
economic
development,
or
maybe
we

we
structure

can
