Item,
madam
chair
is
a
point:
a
3.4
I
recommend
and
move
that
we
approve
a
contract
with
Lake
Erie
diving
for
the
40
inch
Diane
water
intake
improvements
contingent
upon
receiving
a
loan
from
the
Illinois
EPA
an
amount
up
to
1
million
seven
hundred.
Seventy
seven
thousand
one
hundred
thirty-eight
dollars
I
believe
it's
more
than
just
for
the
48
inch
diameter
I
think
it
includes
the
other
two
intakes.
B
C
Madam
chair
honored,
members
of
the
committee,
my
name's
Laura
Biggs,
I'm
superintendent
of
construction
for
the
Utilities
Department,
so
this
project
includes
the
48
inch
diameter
intake
heating
system
and
that
it
includes
upgrading
our
zebra
mussel
control
system.
The
chlorine
feed
solution
lines
which
go
out
to
the
48
inch
diameter
intake
on
a
previous
project.
We
actually
installed
a
heating
system
on
the
54
inch
diameter
intake
already,
and
our
third
intake
is
smaller,
not
used
as
much.
It
doesn't
provide
as
much
capacity.
So
we
haven't
addressed
that
yet
is.
C
Potentially
it
is
it's
hard
to
know
exactly
what's
going
on,
since
we
don't
have
a
camera
under
the
lake,
but
it
seems
as
if
it
is
we
generally
try
to
keep
it
turned
off.
It's
drawing
the
flow
into
the
intake
pulls
the
ice
in.
So
we
try
to
keep
it
turned
off
until
we
think
the
water
is
a
little
warmer
and
then
turn
it
on
and
if
the
other
intakes
of
frozen,
so
that
we
can
bring
it
in,
but
we've
been
really
fortunate.
C
A
E
Thought
madam
chair
I'd
like
to
move
item
a
3.5
approval
of
supervisory
control
and
data
acquisition,
known
as
SCADA
support
services.
Agreement
with
CDM
Smith
RFP
14-day
show
to
staff
is
recommending.
The
city
council
authorized
the
city
manager
to
execute
a
two-year
agreement
for
scada
integration
services
with
cdrom
Smith,
not
to
exceed
133,000
leases.
A
B
Chair
I
moved
a
3.6
which
is
approval
of
a
extension
of
a
contract
on
a
month-to-month
basis
for
six
months
in
the
amount
of
fourteen
thousand
six
hundred,
sixty
seven
dollars
and
sixty
cents
per
month
for
audio
and
camera
surveillance,
portion
of
a
contract
with
data
park,
parking
access
and
revenue
control
for
our
three
downtown
parking
garages.
Okay,.
E
A
D
A
Wasn't
included
in
it
was
excluded
because
they're
no
longer
I
don't
know
webkinz
no
longer
I,
don't
it
was
so
confusing.
I
can't
even
explain
it,
but
it
appeared
to
me
that
the
actual
maintenance
of
the
camera
was
it
included
in
this
and
I'm
just
wondering
who's
going
to
maintain
the
camera.
But
it's
it's.
A
D
D
A
Paul,
do
you
want
to
say
anything
about
this?
A
lot
of
people
in
the
community
are
interested
in
this.
You
might
want
to
come
in.
Oh.
B
F
Chair
members
of
the
committee
Paul
d'agastino
assistant,
director
of
public
works
for
parks
and
forestry,
it's
been
almost
nine
years,
since
we
did
the
last
inventory,
so
we're
a
little
overdue.
This
is
going
to
really
upgrade
our
ability
to
track
our
work
and
our
costs
and
how
will
hopefully
be
much
more
efficient
in
how
we
deploy
our
cruise
for
for
forestry
work
will.
A
F
B
B
F
B
A
F
A
B
It
must
be
my
turn:
I
move,
a
3.8
which
is
approval
of
three
sidewalk
tractor
plows
from
atlas
bobcat
and
Russo's
power
equipment
in
the
amount
total
amount
of
169
thousand
eight
hundred
sixty
seven
dollars,
which
includes,
by
the
way
v
plows
a
rotary,
broom
and
snow
blower
attachments,
obviously
all
directed
to
our
snow
removal
efforts
to
the
neighborhoods.
Of
course,.
B
Know
I
was
just
talking
to
mr.
may
warm
earlier
and
in
the
last
couple
days
this
weekend,
I
did
some
some
running,
and
my
routes
took
me
up
into
wilmette
and
I
noticed
pretty
dramatic
difference
in
the
quality
of
the
snow
clearance
between
Evanston,
where
residents
are
responsible
for
clearing
snow
and
portions
of
wilmette,
where
the
village
has
taken
over
clearing
residential
sidewalks
and
I
can
say
that
our
sidewalks
are
in
much
better
shape.
B
Then
we'll
medicine
and
that's
just
my
impression
it
I,
don't
know
if
that's
how
it
happens,
but
it
just
seems
is
when
we,
when
the
residents
take
responsibility
for
clearing
sidewalks,
it
gets
done
and
it
gets
done
repeatedly
as
the
snow
continues
to
fall
and
accumulate,
and
so
I've
been
really
best.
I'd
madama.
E
A
Any
discussion
did
you,
second,
that
all
those
in
favor
I
had
one
question
this
this:
what
had
11,000
miles
on
it
and
is
in
fair
condition?
Is
there
no
way
we
can
reuse
this?
The
piece
that
we're
turning
in
I
mean?
That's!
That's!
No!
No!
That's
that's
down
here
some
surplus
vehicle,
but
can
you
just
while
you're
up
here
just
explain
it.
G
A
G
A
G
A
A
Right,
let's
secure
for
now
all
right!
Thank
you,
sorry
to
take
you
out
of
sync
here
all
right,
so
so,
when
we're
on
the
purchase
of
the
parks
and
rec
room,
everybody!
Ok
with
this
one,
all
right,
it's
been
seconded
all
those
in
favor
of
recommending
approval
of
the
council
say
I
any
opposed.
All
right
next
is
madam
chair
weekend.
Yes,.
B
E
I
read
through
this
and
I
asked
the
question
last
week
in
terms
of
why
we
couldn't
find
a
local
business
to
repair
our
tires,
and
here
we
go
again.
The
information
is
very
clearly
in
our
packet,
but
if
you
could
just
explain
to
the
audience,
who
probably
won't
take
the
time
to
read
it,
why
we
have
to
purchase
these
tires
outside
of
evanston.
G
Absolutely
alderman
Braithwaite.
Last
time
we
talked
it
was
for
tire
repair,
services
and
I.
Think
may
I
may
have
been
somewhat
confused.
We
started
talking
about
tire
purchases.
The
prior
one
was
for
mounting.
Dismounting
recap:
services.
That's
a
done
deal
tonight.
This
is
purely
the
commodity
tire
purchases
and
what
we
have
done
historically
for
more
than
10
years,
that
I
know
of,
and
we've
researched,
that
even
further
back
to
our
most
senior
mechanic,
the
city
of
evidence
that
has
been
buying
tires
route.
G
Eight
state
purchase
pricing
for
over
28
years,
that
I
know
of
and
with
that
unit
price.
Okay,
the
state
of
Illinois
awards
to
a
primary
bitter,
a
brand
name.
If
you
will,
the
runner-up
bidders
are
also
published,
the
other
brands,
if
you
will
and
those
become
state
priced
units
as
well,
so
we
are
able
or
have
the
ability,
whether
it's
the
Illinois
toll
authorities,
state
of
Illinois
municipalities,
counties
to
leverage
off
that
bid
process
and
it's
the
absolute
lowest
price,
because
these
are
wholesale
distributors.
If
you
will
so.
G
The
unit
price,
therefore,
is
very,
very
low
because
it's
on
a
wholesale
basis
and
the
manufacturers
do
give
a
discount
when
somebody's
bidding
on
a
state
bed
I,
don't
know
of
any
other
municipality.
This
came
up
quite
frankly
in
our
municipal
fleet
managers,
association
last
Tuesday,
there's
no
other
municipality.
That
I
know
of
that
does
not
get
stupid.
Pricing
on
our
vehicle
tires,
even
when
they
go
out
for
a
bit
individually,
no
manufacturer
will
ever
under
bed
the
state
bid
price.
So
this
is
the
rock-bottom
price
that
we
can
achieve.
G
I'm
sorry
I
didn't
hear
you,
sir,
oh
well,
when
we're
buying
tires
I
can
put
in
perspective,
we're
buying
tires
across
the
entire
fleet,
medium
heavy
duty,
trucks,
large
equipment,
police
pursuit
rated
tires
for
only
four
police
patrol
cars
and
then,
of
course,
the
last
item
would
be
the
sedan's
that
you
and
I
drive.
Okay,
we
looked
at
our
purchases
for
the
year
and
we've
bought
just
under
400
tires
last
year
and
are
only
something
like
12
or
16.
G
Sedan
tires
that
we
even
bought
last
year
and
to
that
point
what
we
did
also
staff
follow
it
up
and
we
have
a
distributor
at
a
tire
distributor.
If
you
will
over
hungry
and
bay.
Road
starts
what
addy
and
ask
them
for
a
price
on
a
sedan
tire
and
their
price
was
$95
versus
our
price
through
state
bed
of
65
well
well
below
and
quite
frankly,
he
mentioned
I
can't
get
that
tire
line
and
I
can't
match
that
state
bid
price.
We
don't.
We
know
of
no
other
distributors
in
evanston.
G
G
Quite
frankly,
we
don't
carry
a
big
inventory.
We
we
have
some
spares
mounted
ready
to
go
yeah.
We
try
to
manage
that
as
well
as
we
can,
and
in
some
cases
we
buy
recap
tires,
which
is
a
lot
cheaper.
It's
about
forty
percent
of
a
new
tire
purchase,
but
you
can
only
use
a
recap
or
tire
as
a
drive
tire,
not
a
steer
tire.
So
we
try
to
cut
our
costs
like
with
the
garbage
trucks,
large
trucks
non
steer
tires.
We
will
buy
recaps
at
forty
percent
of
the
price.
G
A
A
We
had
several
inquiries
since
all
this
restaurant
interest
has
been
going
on
in
evanston
and
all
the
number
of
of
using
it
for
a
food
truck
selling
it
to
one
of
the
restaurants
for
food
truck.
They
they
felt
it
was
just
the
right
size
and
it
could
be
retrofitted,
and
so
that's
why
I
asked
several
months
ago
to
please
take
it
off
and
I'm
wondering
you
know
it's
been
such
a
bad
winter.
A
D
A
G
G
It's
not
only
the
license
used
car
dealers,
it's
the
general
public,
that's
invited
which
makes
the
masses
bigger
and
it
drives
the
price
is
higher.
So
if
we
were
to
hold
this
for
some
period
of
time,
whatever
you
desire
I
believe
there's
a
special
auction
coming
up
sometime
in
May.
So
if
there
was
anybody
that
was
interested
in
this
vehicle,
they
could
you
know,
attend
this
special
auction
and
also
bid
on
the
vehicle
they
would
be
free
to
bid
on
it.
They
don't
need
a
license
to
bit.
D
A
Thank
you
very
much
for
that
information.
All
right,
so
I
moved
to
hold
and
I'll
just
tell
folks
that
we're
holding
it.
Alright
next
item
is
55
am.
B
I
right
may
five
is
ordinance
30
30
14
amending
our
city
code
to
establish
a
three-way
stop
and
you
three
wait:
stop
at
the
intersection
of
green
leaf
and
hartree
avenue,
which
is
south
of
Evanston,
pleasant,
okay,.
E
E
A
H
I
was
just
wondering
why
the
old
vehicle,
which
is
sitting
out
in
the
parking
lot
hasn't
been
wasn't
put
up
for
auction
because
it's
still
out
in
the
parking
lot
I
did
when
they
drove
in
I
saw
it
and
I'm,
because
you're
auctioning
out
we're
actually
off
another
vehicle
and,
if
you're
buying
a
new
vehicle.
Why
are
we
getting
rid
of
that
one?
It's
sitting
out
there.
So
I
was
just
curious.
They.
G
In
response
to
that
question,
with
respect
to
that
question,
when
we
purchase
replacement
vehicles,
we
spec
them
price
them
have
them
approved
by
council.
We
place
the
order
when
the
vehicle
comes
in,
we
outfit
the
vehicle
logo,
it
put
the
numbers
on
it,
place
the
vehicle
in
service,
and
at
that
time
we
will
take
the
old
vehicle
and
run
it
through
sale
of
surplus
property
with
an
ordinance
and
dispose
of
the
vehicle.
That's
why
that
vehicles
still
sitting
there,
because.
A
G
A
E
A
For
those
who
might
be
watching
on
this
description,
doesn't
quite
do
it
become.
It
is
the
eastern
part
of
the
Brummel
park,
neighborhood
east
of
custer
south
of
the
tracks,
and
it
is
the
Elks
Park
neighborhood
from
mulford
to
case
to
to
Custer
on
multi
yeah.
So
it's
two
neighborhoods
and
we've
been
working
on
this
for
I.
E
A
E
A
B
Sadness
that
I
move
ordinance,
27
0
14
decreases
the
number
of
class
seat
liquor
licenses
due
to
the
closing
of
taco
Diablo
ordinance,
28
0
14,
decreasing
the
Class
D
liquor
licenses
due
to
the
closing
of
lulu's
and
ordinance
30
10
14
decreasing
another
class
d
liquor
license
number
for
the
pine
yards.
Closing
and
I
expect
that
we
may
be
seeking
to
suspend
the
rules.
I
were
just
together,
my
hope.
So
yes
tidied
up
yeah,
so
that
would
be
three
seconds:
aldrin
braithwaite's.
Okay,
thank.
E
D
Excuse
me:
yes,
I
do
not
know
the
specific
timeline.
I
know
that
chief
Cliver
and
Jeff
Murphy
are
both
working
with
the
building
owner.
So
no
the
plan,
as
far
as
I
know,
is
to
pull
them
down
as
as
quickly
as
possible.
I
believe
the
weather
had
to
do
with
the
delay
I'll
follow
up
in
between
meetings
with
an
answer.
A
A
E
A
A
For
performing
live
stage
show
okay
got
it,
it's
quite
a
reduction,
it's
more
than
half
and
I.
I
Chair
members
of
the
committee
grant
for
our
corporation
counsel
with
respect
to
our
survey
of
similarly
situated
communities.
We
surveyed
other
communities
with
respect
to
size
of
n,
you
n
sizeof
fee
and
what
we
found
was
a
essentially
a
spectrum
of
five
hundred
to
a
thousand
dollars
for
Performing
Arts
theaters,
there's,
currently
a
class
you
license
on
the
books
in
the
city
of
Evanston.
I
However,
there
is
no
current
license
holder
for
that,
so
this
has
been
a
topic
of
some
discussion
at
the
local
liquor
control
board
over
the
past
few
years
and,
as
recently
is
approximately
four
months
ago,
piccolo
theater
approached
the
board
and
was
present
during
a
hearing
where
they
requested
a
lower
fee
based
upon
their
business
model.
So,
following
that
that
hearing
we
did
do
the
survey,
we
found
price
points
that
ranged
between
500
and
I
believe
eighteen
hundred
dollars
in
looking
at
piccolo
Theater.
What
was
notable
was
the
size
of
the
venue
itself.
I
Currently,
there
are
two
venues
that
we
believe
would
be
eligible
for
this
license:
piccolo
being
one
and
then
Nichols
being
the
other
one
and
that's
a
substantially
larger
venue
so
based
upon
the
feedback
at
the
liquor
board.
Hearing
the
mayor's
thoughtful
consideration
of
this
issue
and
then
the
arguments
advanced
by
piccolo
staff
is
suggesting
the
five
hundred
dollar
fee.
B
As
if
we've
got
at
most
four
theaters,
that
would
that
would
be
qualified
to
apply
for
the
class
you
and
if
you
work
the
numbers,
then
just
adds
up
to
thirty
two
hundred
dollar
difference
annually.
If
all
four
theaters
decided
to
apply
for
the
full
license
of
the
dis
between
thirteen
hundred
dollars
each
reduced
down
to
500,
it's
eight
hundred
dollars
a
theater
times,
four
is
3,200.
So
I
think
this
is
something
we
can
do
to
encourage
of
more
diverse
use
of
those
theater
venues.
I
think.
A
It's
a
great
idea,
but
I
think
they
should
be
encouraged
to
buy
their
inventory
from
evanston
vendors,
that
it
makes
a
difference
all
right
because
they
don't
sell
those
little
plastic
glasses
of
wine
cheaply
at
those
venues
all
right,
all
those
in
favor
of
recommending
the
reduction
in
fee
for
the
you
license
say
aye
any
opposed
all
right.
We
have.
J
H
H
Be
fast
and
basically
I
again
basically
asked
the
council
really
that
the
council
does
need
to
really
require
staff
to
really
conduct
a
business
plan
of
the
water
department.
I.
Think
it's
very
critical,
because
really
you
know,
if
you
understand
what
was
proposed
at
council
was
almost
a
hundred
percent
rate
increase
and
I
mean
just
that's
really.
The
bottom
line
on
that
issue
and
the
council
really
needs
to
demand
the
staff
start
to
really
show
what
it's
really
doing
here.
The
other
thing
that
I'm
going
to
talk
about
is
I
filed
a
FOIA
and
I.
H
Don't
think
council
members
are
aware
have
seen
this
study,
but
this
was
for
the
finished
water
reservoirs
roof
slab.
The
study
was
conducted
by
Northwestern
University
on
a
city
asset.
This
is
this.
Is
that
was
prepared
by
Cara
Walker,
who
is
a
structural
consultant
out
of
Kalamazoo
Michigan
I,
don't
know
if
that
was
their
office.
That
did
this
work,
but
they're
well
known.
As
for
structural
work.
At
the
same
time,
the
city
also
did
a
study
from
CTL,
which
was
the
construction
technology
labs.
They
did
the
same
study.
Both
those
studies
recommended
we're.
H
Basically,
repairing
the
tank
top,
but
what's
interesting
about
this
study,
this
study
even
told
you
it
into
a
cheaper
and
basically
they're
saying
you
can
pour
top
over
the
existing
tank
top
and
agree
with
that
because,
frankly,
I
looked
at
the
drawings
and
I
saw
him
from
with
my
background
and
experiences.
An
architect
and
structural
engineer
background
I
have
I
would
agree
with
that
and
that's
what
I
saw
you
could
pour
top
over
it
for
less
money,
and
this
is
what
the
study
says.
H
So
the
taxpayers
can
save
significant
money
by
doing
this
and
I
think
the
council
should
review
these
studies
carefully
and
understand.
What's
going
on,
I
know,
I've
been
told
by
the
water
department
people
you
know
basically
have
said
we
need
more
capacity
well.
I
also
asked
how
much
more
capacity
will
this
buy
and
the
capacity
it
buys
is
three
hours
more
capacity
to
the
system.
So
I
don't
know
that.
H
The
thought
process
here
that
says:
oh,
this
is
only
going
to
last
20
years.
The
concrete
thats
its
underground
is
not
going
to
is
going
to
last
much
longer
than
20
years.
Yes,
the
roof
is
falling
apart
because
you
have
a
salt
attack.
You
have
free
soft
cycle
on
the
top
of
that
tank.
That's
what's
destroying
it,
but
underground
underwear,
the
water
tank
is
that
concrete's
not
being
attacked.
So
it's
going
to
last
a
lot
longer
than
20
years
and
I,
don't
care
I!
Think
any
other
engine
engineer
is
going
to
tell
you
that.
H
J
Good
evening,
Dave
stomach
Utilities,
Director,
Utilities
Commission,
has
been
made
aware
of
the
different
projects
going
on
I
agree
with
mr.
risky
that
we
need
to
further
study
this.
In
fact,
there
is
a
request
for
proposal.
That's
out
right
now
we
received
the
proposal
back
in
and
will
be
coming
to
the
city
to
the
City
Council,
either
next
meeting
on
the
one
after
that
recommending
an
engineer
to
hire
who
is
looking
at
several
different
alternatives.
E
J
E
J
Shared
our
CTL
rapport
with
them
and
the
CTL
report
questioned
whether
or
not
we
should
allow
vehicles
to
park
on
the
deck
at
the
time
northwestern
want
to
determine
that
got
it
and
went
out
and
did
that
report
in
the
report
did
indicate
that
it
was
safe
for
vehicles
to
park
on
it.
Okay,
it
also
didn't
mention
another
way
of
revealing
tating
roof,
which
would
be
cheaper
than
replacing
the
entire
structure.
The
roof
of
the
incurrence
structure
as
well.
We're.
