first
night
is
coming
back
on
December
31st
for

first
time

five

be

built
bid
the
project
for
just

flowmeter
improvements
to
install
new
flow
metering
station
for
evanston
skokie

water
leaving
the
plant
and
the
project
came
in
much
over
budget,
and
so
we
took
it
back
to
the
drawing
board
and
reworked
it.
So
we
could
eliminate
some
of
the
equipment
and
properly
downsize
some
of
the
other
equipment
to
make
the
whole
project
a
little
smaller
in
scope
and
we're
hopeful.

had
a
to
isolate
the
flow
meter,
it's
a
station
that
goes
underground
and
Lincoln
Street
and
to
isolate
the
flow
meter
and
be
able
to
pull
it
out.
We
had
put
in
a
a
couple
of
different
types
of
valves
and
there
was
more
redundancy
there
than
we
thought
we
needed
once
we
looked
at
it
more
closely.

we
put
in
a
static
mixer,
which
was
very,
and
we
decided
to
use
a
different
type
of
static
mixer
that
was
a
little
less
expensive
and
didn't
take
as
much
length
and
because
these
things
went
into
this
prefabricated
steel
constructed
station
that
made
it
much
smaller,
because
the
equipment
that
we
eliminated
was
driving
the
size
of
this
station
and
so
by
eliminating
and
making
it
smaller.
We
think
that's
a
significant
cost
reduction
for,
but
we
still
have
the
enough
functionality
that
we
think
we
will
be
just
fine
and
it
will
work
very
well.

this
is
just
a
follow-up
from
last
year
that
municipalities
are
rightly
so
falling
under
greater
and
greater
scrutiny
when
they
issue
debt.
The
city
of
Evanston
has
always
performed
its
debt
issuance
using
the
services
of
a
financial
advisor
as
well
as
bond
counsel
and
both
of
those
firms
of
adhere
to
strict
procedures.
What
we
have
done
in
this
in
our
post
issuance
policy
is
say
that
we
will
provide
a
report
to
the
governing
board
after
we
get
should
our
debt
to
say
that
we
have
in
fact
follow
the
policies
prior
to
this.

grant
in
October
at
nine

what
we
provided
you
with
is
a
revised
schedule,
wherein
we
will
begin
the
process
of
designing
where
the
infrastructure
will
go
at
the
corner
of
main
and
Chicago,
and
also
with
Northwestern
and
lay
out
a
a
schedule.

our
major
expenditures
will
come
back
to
you,
of
course,
as
other
bids
or
any
other
process.
If
we're
doing
request
for
proposals,
as
noted
in
the
report,

large
portion
of
the
expenditures
will

to
set
up

Internet
service
provider

will
host
the

project
itself,

it
is
still

work
in
process
and
I

working
with
Northwestern
and
setting
up
a

anxious

get

done

shared
with
northwestern
moving

been
able
to
do
it
largely
with

our
own
forces

person
will

paid

the
grant

difficult
to
share

governor
of
Illinois
reached
out

mayor

Evanston
and

is

leading

working
closely

northwestern

the

evanston
will

on
the
better

parties
