All
right,
I
was
asked
by
our
staff,
just
as
we
move
through
the
agenda
to
make
up
a
little
bit
more
time.
If
you
can
be
very
clear
with
these
seconds,
okay.
C
A
B
A
A
D
D
I
can
file
more
information
to
get
that,
but
then,
in
about
two
thousand
twelve
thirteen
fourteen
the
city
hired
car
walker
and
associates
to
come
in
here
and
do
a
full
report,
almost
six
hundred
thousand
dollars
was
spent
on
repairs
to
that
building
with
the
same
problems
we
have
now
what
carl
walker
and
that
report
is
on
the
city
website
on
the
city.
Foia
had
pointed
that.
It's
a
FOIA
item.
You
can
see
it
for
yourselves
at
the
30
page
report.
What
we
have
basically
is
the
same
problems
reoccurring.
D
Carl
walker
recommended
the
city
take
care
of
that.
They
basically
monitor
it
and
know
what
was
going
on.
All
the
same
problems
have
recorded
the
beams
of
life.
Their
support
same
has
happened
before
and
basically
where
we
probably
into
this
already
for
eight
hundred
thousand
dollars,
plus
Carl
Walker,
also
outlined
what
had
to
be
done
to
be
fixed
city
has
not
done
that.
That
will
cost
a
lot
of
money.
I
need
more
information
that
appears.
You've
got
major
problems
with
this
building,
and
you
know
what's
troubling
to
me.
D
Is
you
know
you
were
basically
asked
a
question
and
you
didn't
get
an
answer.
I
have
a
citizen
have
to
go
and
look
into
all
this
to
tell
you
what's
going
on:
where
is
the
city
staff
on
these
issues
of
giving
you
complete
information
it
really?
This
should
have
been
outlined
in
more
information
given
to
you,
because
I
think
that
building
you
know
is
is
in
quite
critical
condition
that
Mike
might
really
cost
the
city
quite
a
bit
of
money.
D
It
really
fix
it,
so
it
stops
having
problems
every
four
five
years,
where
you're
spending
six
hundred
thousand
dollars
again,
because
you're
going
to
probably
have
to
spend
that
it
looks
like
and
I
also
have
a
little
more
to
say
there
was
a
statement
made
about
handicapped.
If
you
had
to
provide
handicapped
parking
in
your
buildings,
that's
not
any!
You
can't
say
that's
why
I
don't
provide
it
as
well.
That's
that
sort
of
wasn't
what
was
implied
here
because
of
the
parking
spaces
were
taken
away.
D
We
don't
need
to
pay
an
equity
coordinator
to
tell
you
that,
by
the
way
we
did
have
someone
here,
some
years
back,
that
was
responsible
for
all
the
handicapped
issues.
He
was
like
go
and
gone,
so
we
don't
have
anybody
monitoring
this.
The
next
thing
I
want
to
talk
about
briefly,
is
the
water,
the
water
bills,
and
that
don't
can't
pay
their
water
bills
some
years
ago,
I
filed
for
years,
because
I
was
interested
in
what
how
many
people
were
basically
not
paying
their
bills.
What
was
going
on
I
got.
D
They
would
not
give
me
the
final
list
of
all
the
names
I
looked
through
it
briefly,
but
there
were
many
many
people,
basically
not
you,
know
the
delinquent
list
and
what
was
troubling
to
me
I'm,
going
to
wrap
it
up
all
right.
One
last
thing
and
I
think
you
all
the
other
one
up
here
should
think
about
this.
There
was
a
woman
on
Green
Bay
Road,
as
water
was
shut
off
by
the
city.
She
died
of
dehydration
some
years
back.
D
A
E
A
It
is
so
if
we
needed
to-
or
someone
needed
the
accessibility,
we
would
just
put
it
right
back
in.
Thank
you
for
the
response
anything
else
you
want
to
kind
of
laid
out
all
right,
I
think
mr.
King
is
going
to
be
responding
to
a
referral
a
little
bit
later,
we'll
take
that
at
during
the
latter
part
of
the
meeting
all
right
item
3.1,
let's
get
going
of
all
men
rain,
please!
Yes,
thank
you.
We're.

F
H
Hello,
I'm
Laura
Biggs
bureau,
chief
of
capital
planning
in
the
Public
Works
Agency.
So
the
reason
why
this
company
has
a
waiver
is
because
roofing,
basically
it's
just
one
company
coming
in
and
they're,
not
really
subcontracting.
Anything
garland
itself
is
not
a
minority
women
business
program
and
while
they
seek
the
they
seek
I'm
sorry
they
see
quotes
for
labor
for
the
installation
from
a
variety
of
local
companies.
Below
bid
was
not
a
minority
women
or
evidenced
in
business.
C
A
B
J
I'm
sorry,
it
just
took
me
a
second,
so
the
corner
plantings
is
a
long-term
program
that
was
originally
funded
via
the
neighborhood
Improvement
Fund
through
the
previous
development
before
Valley
produce
came
in,
and
these
plantings
were
all
set
up
in
the
neighborhoods
around
in
cul-de-sacs
and
on
the
island
on
Center
Island
I.
Think
here
we're
talking
about
the
corners
and
cul-de-sac,
not
the
center's
and
long
term.
Those
were
to
be
set
up
paid
for
out
of
the
neighborhood
Improvement
Fund
and
then
to
be
maintained
by
the
residents.
They
fell
into
disrepair.
J
The
city
in
about
2012
came
back
with
a
program
where
we
did
that
I
was
a
great
community
effort
where
nature's
perspective
stepped
up
and
said.
Well,
we'll
do
some
of
the
maintenance
King
we
advertise.
While
we
do
it-
and
we
said
yes
and
they
came
back
to
us
a
little
over
a
year
ago
and
said
we
can
no
longer
do
that
anymore.
It's
not
a
good
business
plan
for
us,
so
we
put
out
a
since
we
were.
J
J
It
is
seen
as
an
additional
maintenance
that
if
this
were
in
a
TIF,
we
would
be
paying
for
an
out
of
the
TIF,
but
it
crosses
TIFF
lines
crosses
a
variety
of
line,
so
they
don't
have
a
great
answer
as
to
why
other
than
it's
been
a
community
value
to
keep
these
plantings
up
and
it's
not
something
that
was
ever
deemed
to
be
a
part
of
any
given
business
district,
so
grants
to
do
that.
But
you
see
in
some
of
the
business
districts
for
planters,
etc.
J
F
C
F
Have
I
have
a
guy
in
my
ward
on
the
Custer
overpass
that
passes
over
the
yellow
line,
just
a
Brummel.
This
guy
has
like
eight
or
ten
pots
on
that
overpass.
He
fills
them
with
flowers
every
summer
he
maintains
them.
He
waters
them.
Other
people
come
along
and
water
them.
It's
really
quite
nice.
The
other
day
during
fourth
of
July
somebody
came
along
and
ripped
them
all
out.
You
know
what
the
neighbors
all
got
together.
F
They
all
showed
up
and
filled
them
all
back
up
again,
you
know,
I
we're
paying
people
and
I
think
maybe
nature's
perspective
is
one
of
the
routes
were
paying
to
do
corners
with
business,
district
money
or
TIF,
money
on
Howard
Street
and
the
corners
that
we're
paying
for
it.
Look
horrible,
and
here
we're
doing
this
in
the
neighborhoods
I
I,
just
I,
don't
understand
it.
I've
got
some
neighborhood
corners
that
could
use
some
work
too.
I
I,
don't
really
understand.
This
is
if
it's
going
to
be
forever,
which
is
going
to
be
a
one-time
thing.
A
D
A
I
F
And
but
nobody
else
has
that
and
I
it's
just
kind
of
interesting
that,
where
we
are
using
landscapers
to
plant
and
and
I
know
that
I
have
been
a
thorn
in
our
green
wayside,
because
the
effort
on
Howard
Street
has
been
terrible
and
we
are
paying
good
money
and
also
the
corners
that
oak
be
I,
don't
mind.
If
it's
on
a
Main
Street,
we
should
keep
on
Main
streets.
Looking
good
and
I
know
we
pay
on
our
Main
Street,
but
these
are
in
the
neighborhoods,
where
neighbors
should
take
care.
F
A
Of
what
needs
to
be
addressed
is
the
fact
that
these
dollars
are
actually
going
towards
cul-de-sacs,
which
I
would
argue
are
part
of
the
city's
infrastructure
in
there
are
some
areas
where
these
traffic
circles
have
been
installed,
particularly
around
schools
to
slow,
slow,
the
traffic,
and
so
I
can't
speak
to
the
future.
Spend
but
I
know
that
we've
had
a
hodgepodge
of
different
variety
of
stuff
like
just
the
same
thing,
I'm
sure
down
in
the
eighth
ward.
A
So
we
have
many
many
cul-de-sacs
that
were
installed
by
the
late
Dennis
drummer
as
a
way
of
slowing
down
traffic,
particularly
in
this
on
the
routes
to
school.
So
that's
just
a
little
bit
of
background
for
perspective.
I,
don't
know
if
it
answers
your
question,
but
to
the
other
point
that
you
raised
and
we
do
see
the
issues
with
the
planters
in
our
area.
In
my
understanding,
the
way,
at
least
for
the
things
for
the
applications,
I'm
playing
attention
to
nature's
perspective,
will
install
and
rotate
out
the
plants.
A
But
it's
the
responsibility
of
the
business
owner
to
water.
The
plants
they'll
do
it,
but
they're
going
to
do
it
for
an
extra
fee.
So
I
sure
you
pay
attention
to
those
details.
I
can't
speak
to
exactly
what
planners
and
what's
the
contract
that
you
may
want
to
check
with
your
business
owners
to
see
if
they
are
supposed
to
be
responsible
for
the
watering
up
I.
F
K
K
K
Been
rainy
members
of
the
committee,
my
recollection
and
all
of
them
briefly,
please
correct
me
if
I'm
wrong.
This
was
something
Oliver
embraced
by
trace
during
last
year's
budget
discussions
and
I.
Think
mr.
Lyons
covered
this
issue
pretty
well
this
evening,
I
think
the
council
was
asked
by
alderman
Braithwaite
last
budget
round
to
step
in
because
of
what
you
heard
this
evening,
that
it
wasn't
being
maintained.
K
So
the
council
allocated
this
money
in
the
2017
budget
to
do
what's
before
you
this
evening,
I
counsel
annually,
if
they
wish
to
continue
this
but
I
think
Oliver
briefly
explained.
This
was
sort
of
a
exceptional
circumstance
where
private
money
from
the
the
free
of
partnership
which
have
previously
had
the
centre
provided
the
initial
planting,
and
then
the
community
was
not
able
to
keep
it
up.
So
it's
a
policy
question
for
the
council
moving
forward,
I
apologize.
