testing
drinking
fountains,
because
earlier
this
year
the
state
enacted
a
law
requiring
schools
to
test
their
drinking
fountains
in
anywhere
that
drinking
water
is
available
within

schools.
So
Evanson
voluntarily
began
testing
the
drinking
fountains
at
different
Park
sites.
We
tested
a
total
of
forty
I'm,
sorry,
fifty
nine
drinking
fountains
and
of
that
five
of
them
are
in
the
original
Park
District
area,
and
there
would
be
responsible
for
those
drinking
fountains.
The
results
of
those
sampling
indicate
that
there
were
ten
drinking
fountains
were
the
lead.

Content
was
over
15
parts
per
billion,
which
is
above
the
action
level
established
by
the
EPA,
so
the
city
turned
those
turn-key
fountains
off.
In
addition,
there
were
three
other
drinking
fountains
that
were
not
tested
because
we
already
scheduled
to
have
them
replaced
and
their
water
had
been
shut
off,
so
we
did
not
test
them.

So
it
is
staffs
recommendation
based
on
some
information
that
we
would
like
to
proceed
with
the
replacement
of
some
additional
drinking
fountains.
So
on
the

bringing

the
table
that
shows
a
list
of
drinking
fountains
that
were
not
at
ni.

the

of
all
the
led
testing,
and

can
see

top

lead
levels
above

billion
and
all
those
only
one
of
those
is
currently
scheduled

five
of
those
locations,
there's

copper
service
lines
going

drinking
fountains,
and
so
what
staff
is
learning
and
it's
not
necessarily
the
pipe
material
that

the
meters
and
the
valves
that
are
on
these
lines.

ongoing
now
and
the
contractors
already
scheduled
to
replace
four
and
what's
the
average
cost,
the
average
loss
is
about

thirty
thousand
per
drinking
fountains.
So
we
would
expect
that
had
that
this
change
order
would
be
somewhere
between
sixty
and
ninety
thousand
dollars.
One
of
the
drinking
fountains
that
we
were
proposing
to
replace
has
come
back
with
mod
detect
lead
level.

Additionally,
the
level
that
the
state
is
concerned
about
in
drinking
fountains
in
schools,
as
if
it's
above
five
parts
per
billion,
and
so
we
have
another
set
of
I-
think
eleven
eleven
drinking
fountains
number
eleven
through
twenty
one
on
the
list,
where
the
lead
level
is
above
five
parts
per
million,
but
less
than
fifteen
parts
per
billion.
Two
of
these
are
in
Rijal
Park
districts,
leaving
nine
that
the
responsibility
of
city
after
we
do
our
due
diligence
on
those
and
try
to
remove
components,
plumbing
components
that
might
have
led
in
them.

add
numbers
left,
we
would
propose
adding
those
to
our
water
main
replacement
project.
Next
year
to
try
again
to
get
all
of
our
drinking
fountains
below
five
parts
per
billion.
Ultimately,
the
city
would
like
to
have
non-detect
and
all
of
our
drinking
fountains
with
that.
That
would
mean
that
there's
another
20
or
so
drinking
fountains
would
have
to
be
replaced,
and
we
were
proposed
that
again,
given
us
time
to
check
all
that
out
and
see
if
we
can
remove
some
plumbing
fixtures
and
get
them
down
the
non-detect.

situation,

sporadic

minimal

the

concern

happened
at

last
meeting
on
that
was
when
mr.
stone
Beck
talked
about
the
service
building
that
was

its

filed

Freedom

Information
request.
It's

If
you

to
bring
it
up
on
the
screen,
what
the
city
was
cooperating
of
course
and
gave
me
quite
a
bit
of
information
during
the
hearing
mr.
stone,
but
basically
said
there
was
a
structural
failure,
and
that
was
about
it.
So
I
was
curious.

is
the
beams
are
deteriorating,
the
the
the
prime,
the
secondary
support
beams
are
deteriorating
and
the
support
points
on
those
beams
are
deteriorating.
Basically,
the
beams
could
fall
off
the
supports
and
then
basically,
some
of

primary
beams
have
had
quite
a
bit
of
damage.

mentioned
they
were,
they
were
doing
hammer
testing
all.
That
means
that
the
concrete
has
spoiled
up
and
it
when
they
hit
it
with
a
hammer.

has
been
credited
in
pinging.
It
has
a
dead,
sound.

concrete's
falling
off
the
problem
is
the
city
now
has
had
had
the
consultant
shore
this.
So
these
areas
have
now
been
short.

it
shored
up
cities
paying
rent
to
fix
this

Remember
I
fix
it,
but

leave
it
so
I
do
have
some
really
questions.
Basically,
they've
shut
down
about
a
third
of
the
parking.

handicapped
spaces
are
shut
down
and,
if
you
know
the
story
of

building,
they
move
the
TB
center
there
a
long
time
ago
and
I
raised
issues
with
the
fact
you
can't
really
access
the
building
and
the
service
elevator,
because
that's

only
way
to
get
to
up
to
the
second
floor.
So
basically
there's
no
handicapped
access
to
our
TV
station.
But
the
bigger
issue,
though
that
I
saw
here
is
there
was
no
path
forward
on
the
structural
issues.

to

licensed
for
many

engineering
and
architecture,
and
I've
worked
for

comments

frankly,

path
forward
that

saw

consultant
come
in
there
and
tell
us
really
how
much
of
that
building
needs
fixed
and
how
many
problems
there
are
and
I
could
walk
out
and
look
basic
in
areas
Bendis
falling
apart.

fix
all
that
I'm
thinking,
just
looking
at
what
I
saw
you
they're
going
to
hit
the
touch
fix
it
up
with
steel
or
you're,
going
to
have
to
somehow
go
back
and
fix
the
concrete,

it's
going
to
cost
a
fair
amount
of
money.
I
would
guess
to
starting
in
that
one
area
well
over
$100,000,
so
I
guess
we
need
to
get
a
lot
more
information
here
where
the
city
is
going
and
how
its
approaching
this.

not
brought

Council
once
they
complete
that
investigation,
they
will
advise
the
city.
A
report
of
what
deterioration
exists,
come
back

a
recommendation

designing

structural
repairs
and
price
to
observe
the
construction
that
will
that
will
be
brought
to
City
Council,
because
we
anticipate
that
being
over
twenty
thousand
dollars,
then
they
will
prepare
the
drawings
and
then
we
will
go
out
the
bid
to
have
a
contractor
make
the
corrections.

anticipate
that
price
being
over
twenty
thousand
dollars
as
well.

would
come
back
to
City
Council
for
the
award
of
the
construction
repairs,
but
we
are
moving
forward.

believe
there's
there
today
or
tomorrow,
to
do
the
investigation
and
then
without
doing
the
investigation.
They
cannot
provide
us
a
price
to
do
the
design
work
because
they
don't
know
the
the
quantity
of
the
work
that
will
be
needed.

approximately
a
third
of
the
spaces
have
been
removed
and
there
is
no
handicap
parking
up
there.
We
had
an
employee
at
one
time
that
was
using
at
that
employee
is
no
longer
using
it
and
it's
limited
access
up
onto
that
deck.
So
there
is
not
a
requirement
to
the
best
of
my
knowledge
to
handicap
parking
other
than
for
your
employees,
and
we,
if
an
employee
had
one,
we
would
certainly
establish
the
space
immediately.
