If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Welcome
everybody:
this
is
administration.
Public
works.
Our
chair
is
not
here
this
evening,
so
I'm
going
to
fill
in
we're
going
to
ask
for
your
patience
tonight
we
have
alderman
homes
on
the
phone,
as
you
might
have
noticed
on
the
yellow
agenda.
It
indicates
that
she'll
be
on
the
phone
with
us,
she's
recovering
beautifully
from
knee
surgery
and
can't
wait
to
have
her
back,
but
this
is
the
second
best
thing
having
her
here,
but
there's
going
to
be
a
delay,
so
we're
just
all
going
to
be
patient
and
just
try
and
get
through
this.
A
A
See
thank
you
and
all
right
we're
going
to
do
it.
What
we're
going
to
do
before
we
get
to
our
agenda
is
we
have
three
people
signed
up
to
speak
on
various
items?
I'll
read
your
three
names
and
you
can
come
up
one
after
another.
Debbie
wexel
is
coming
is
speaking
on
the
golf
course
issue,
Wendy
on
tree
keepers,
the
the
grant
that
we're
hoping
to
apply
for
and
dance
grim
horn
on
energy.
Benchmarking.

C
Hi
Thank
You,
hi,
I'm,
Mandy,
Pollock
involved
with
Evanston
treat
keepers
allowed
Arboretum
and
other
natural
habitat
projects
around
the
cities.
I
just
wanted
very
briefly
to
thank
you
for
considering
this
item
a
5
on
your
agenda,
the
resolution
to
authorize
the
city
manager
to
submit
this
grant
application.
It
would
help
to
pay
for
enhancing
migratory
bird
habitats
on
both
sides
of
the
channel
in
the
Arboretum
tweaks
park
harvard
park,
and
I
really
want
to
thank
alderman
braithwaite
homes
and
Ravel
for
having
expressed
interest
and
support
for
this,
and
the
other
members
of
the
community.
C
Who've
been
involved
in
coming
up
with
the
idea
and
staff,
paul
d'agostino
and
kumar
jensen,
and
I
hope
that
you
will
support
it.
I
hope
that
we're
successful
and
I
can
promise
that
the
groups
that
are
helping
to
maintain
some
of
these
sites
will
continue
also
as
we
expand
the
areas.
Thank
you
very
much.
Thank
you.
D
Good
evening
good
evening,
thank
you
for
the
opportunity
to
speak
on
the
energy
benchmarking
issue,
which
I
believe
is
item
a
10
on
your
agenda,
I'm
speaking
here
on
behalf
of
the
practical
application
of
the
proposed
ordinance,
which
I
believe
is
not
necessary
from
the
standpoint
of
to
me.
Energy
benchmarking
is
there
to
show
a
property
owner
where
their
energy
use
is
being
spent.
D
So
I'll,
let
you
read
that
without
repeating
it
word
for
word,
but
basically
the
property
owners
know
full
well
the
cost
of
energy
and
the
cost
of
energy
over
the
years
and
ways
to
reduce
those
costs,
whether
it's
changing
out
fixtures,
putting
in
more
efficient
systems
to
monitor
the
heat
and
electricity
uses
and
reducing
water
flow
through
low-flow,
toilets
and
other
other
methods.
We've
been
doing
that
for
years.
D
We
don't
need
to
gather
this
data,
send
it
to
the
city
and
have
him
give
it
back
to
us
and
tell
us
what
we
already
know
so
I,
don't
really
see
the
benefit
of
benchmarking
to
the
property
owner,
who
was
basically
burdened
with
the
job
of
gathering
this
information
and
supplying
it
to
the
city.
Lastly,
the
cost
for
the
city
to
administer
a
program
like
this
of
tracking
the
use
of
utilities,
electric
water,
gas
for
one
you
already
tracked
water.
D
We
would
basically
be
giving
back
you
the
information
you
give
to
us
in
our
water
bills
every
every
other
month,
so
not
really
sure
why
we
need
to
go
through
that
process
and
I.
Think
there's
enough
limited
resources
to
the
city
that
to
use
for
a
program
such
as
this
is
really
kind
of
a
waste
of
the
resources
that
we
have
so
believe
me
when
I
tie
the
the
property
owners
are
already
keenly
aware
of
the
cost
of
energy
and
doing
everything
they
can
to
reduce
that
and
thereby
reduce
the
emissions
etc.

A
A
Interaction
any
discussion,
all
those
in
favor,
say
aye
aye
next
is
kind
a
contract
with
a
lamp
concrete
contractors
for
the
2016,
Community,
Development,
Block,
Grant,
resurfacing
and
snap
lighting
program.
The
CDBG
Committee
the
other
evening
approved
additional
funds
for
this,
and
the
total
amount
will
be
205,000
and
then
from
the
Geo
bonds
in
the
amount
of
5419
dollars
and
fifty
cents.
A
second
discussion,
none
all
those
in
favor,
say
aye
aye,.
E
E
F
Yes,
madam
chair
item,
a
3.8
is
an
agreement
with
Morton
Salt
Company
for
rock
salt
purchase.
His
dad
recommend
City
Council
approval
one-year
contract
for
the
purchase
of
up
to
7,500
tons
of
rock
salt
from
Morton
Salt
Company
at
a
cost
to
$51
21
cents
per
ton
for
the
winter
season
for
384,000
$75.
That's
for
action
tonight.
Any.
E
A
Discussion
hearing,
none
all
those
in
favor,
say
aye
aye
any
opposed.
Okay.
Next,
we
have
approval
of
the
city's
electricity
supply
agreement
for
23
city
properties,
and
we
received
notice
today
of
the
results
of
the
bidders
and
selected
was
I'm
going
to
have
to
read
some
of
those
Dynegy
energy
services
they're
going
to
provide
a
total
price
for
a
three-year
period
of
5,
points6,
37
cents
per
kilowatt
hours,
and
this
includes
the
renewable
energy
credits.
A
F
A
H
E
Chair
I'd,
like
to
move
item
three
point:
10
is
change
order
number
two
for
the
water
treatment
plant
roof
and
masonry
improvement
agreement
with
guard
with
Garland
staff
recommends
city
council
authorized
city
manager
to
execute
the
change
order.
Number
two:
that's
going
to
be
in
the
dollar
amount
of
3000.
This
will
increase
the
total
contract
amount
from
the
original
contract
price
of
511
273
to
514
to
273
dollars.
F
Item
a4
is
resolution.
56
are
16
authorizing
the
city
manager
to
execute
the
professional
services
agreement
with
the
James
B
Moran
Center,
for
certificate
of
rehabilitation
program.
This
is
a
rehabilitation
program
which
will
provide
legal
services
for
not
less
than
nine
Evanston
residents
to
secure
certificates
of
rehabilitation
in
an
amount
not
to
exceed
thirty
thousand
dollars.
This
is
for
action.
F
A
Those
in
favor
of
recommending
to
the
council
say
aye
aye,
any
opposed
all
right
next
is
resolution.
57
are
16,
authorizes
the
city
manager
to
submit
a
grant
application
for
the
chai
Cal
rivers
fund,
administered
by
the
National
Fish
and
Wildlife
Foundation
this.
This
is
an
amazing
grand
I'm,
assuming
we're
going
to
get
it
but
provides
for
a
hundred
thousand
dollars
with
a
match
and
just
does
all
sorts
of
critical
work
that
we
would
otherwise
really
should,
but
not
be
able
to
afford
to
do
so.
A
E
E
A
E
E
I
E
J
Members
of
committee,
I
am
laura
biggs
bureau
chief
of
capital
planning,
so
yes,
when
the
I
dot
required
the
job
to
shut
down,
we
demobilized
we
allowed
them
to
store
their
equipment
at
james
park
temporarily
in
a
site
that
we
use
for
leaf,
hauling
and
composting,
so
it
wasn't
being
used
at
this
time
of
year.
They
removed
their
equipment.
The
shutdown
that
was
allowed
by
I
dot
was
five
days,
so
they
the
way
I
doubt
contracts
work.
Is
they
gained
so
many
working
days?
If
it's
a
rain
day,
I
doubt
agrees.
J
It's
not
a
working
day.
It's
not
quite
the
same
as
calendar
days,
but
they
basically
got
a
five
day
delay
on
the
contract
and
that's
it.
It
did
take
them
a
while
longer
to
remo,
belies
than
would
have
been
ideal
and
we
pushed
them
staff
push
them
and
they're,
bringing
out
multiple
crews
now
starting
this
week
in
order
to
be
able
to
move
much
more
quickly
on
getting
work
done.
What's
the
completion.
H
E
A
Ok,
thank
you.
All
right
did
we
gonna.
F
A
F
E
A
F
Yes,
madam
chair
I
have
item
8,
10,
ordinance,
30,
30,
16,
amending
title
for
at
the
Evanston
city
code
codifying
a
building
energy
and
water.
You
spend
inch
marching
ordinance,
which
has
three
major
components:
tracking
verifying
and
publicly
disclosing
building
energy
and
water
usage.
This
is
for
introduction.
E
Maybe
you
can
just
enlighten
us
a
little
bit,
but
tell
me
or
I,
don't
know
how
anyone
else
feels
just
to
sell
a
little
bit
of
value
like
ireally
I've
received
a
couple
of
emails
and
phone
calls
for
some
of
the
businesses,
not
understanding.
The
purpose
of
this
then
I
think
I
would
agree
with
the
previous
speaker.
So
we
have.
We
actually
issue
the
water
bills.
E
H
So
good
evening,
honourable
members
of
the
committee,
my
name
is
Kumar
Jensen
I'm,
the
environmental
project
coordinator
in
the
Public
Works
Agency,
so
I
automatically
to
your
first
question
about
thinking
about
sort
of
the
different
ways
that
the
city
is
able
to
provide
and
other
utilities
are
able
to
provide
data
to
individual
properties.
So
each
utility,
the
city's
water
production
bureau
being
one
of
those,
obviously
has
a
different
process
and
so
around
the
country.
H
That
demonstrates
that,
just
by
doing
the
process
of
tracking
and
looking
at
that
that
usage
over
time,
those
buildings
have
seen
an
average
decrease
of
about
seven
percent
in
an
annual
energy
usage.
And
so
we
think
there
is
a
significant
benefit
to
providing
additional
tools
for
building
owners
to
be
able
to
look
at
that.
Information
and
I
do
want
to
make
one
other
just
quick
distinction
that
it's
not
going
to
be
individual
tenants
within
a
building
that
would
be
required
to
comply.
H
It
would
be
building
owners
and
in
groups
of
owners
and
so
comment
does
a
very
good
job
and
we
do
a
very
good
job
of
providing
aggregated
building
level
data.
So
it's
not
an
individual
business
who
will
have
to
you
know,
provide
their
information
to
a
property
owner,
so
that
information
is
is
kept
private
in
the
reporting
process,
and
so
one
building
would
then
report
their
their
entire
data.
E
A
To
work
towards,
we
want
people
to
see
that
they're
doing
that
or
not
doing
that
and
help
them
change
their
behavior
so
that
they
do.
However,
as
Dan
said
screw
horn
said,
if
you're,
if
you're
running
a
building
that
is
of
the
size
of
the
buildings,
were
interested
in
10,000
or
100,000
square
feet
and
up
you're
paying
attention.
You
are.
A
A
But
I
would
like
to
see
something
where
you
would
get
permission
from
buildings
that
meet
this
criteria
now
to
ax
to
have
Commonwealth
Edison
provide
you
with
that
information
so
that
we
could
do
the
tracking
and
I
just
I
just
can't
see
I
believe
it.
It
will
be
a
burden.
I
really
do,
and
we
know
what
they're
spending
on
water
and
we
could
set
up
a
formula
for
alerts.
You
know
and
Trek.
E
A
F
I
was
thinking
of
instead
of
the
fines.
Is
there
some
way
we
can
incentivize
people
to
provide
the
information
instead
because,
as
almond
rainy
says,
we
we
want
this
information,
and
I
think
it's
interesting
that
as
soon
as
people
track
it
that
that
they
they
start
managing
their
their
energy
usage
and
scrubber
home.
I'm
sure
has
been
doing
a
wonderful
job
for
years.
There
are
probably
many
buildings
that
are
may
not
have
and
not
have
thought
about
doing
this
or
didn't
quite
realize
exactly
what
the
information
was
or
didn't
have
it
all
together.
F
H
So,
on
the
topic
of
penalizing,
there
are
about
19
other
municipalities
or
levels
of
government
around
the
country
that
have
a
similar
type
of
ordinance
or
not
all
exactly
the
same
as
the
language
we
have
in.
To
my
knowledge
and
we've
spoken
to
a
lot
of
them.
None
of
them
have
levied
fines,
even
though
they
have
it
within
their
ordnance
structure.
H
A
wonderful
job
working
with
a
few
regional
nonprofits
to
actually
develop
networks
of
professionals
that
will
provide
pro
bono
support
for
first
time
or
building
owners.
That
don't
have
is
much
experience.
Doing
this
type
of
tracking
and
they've
had
really
great
results
from
that
process,
and
so
that's
something
we
would
definitely
like
to
mimic
mimic
in
the
implementation
of
the
ordinances
is
finding
resources
in
providing
those
two
people
in
a
very
active
way,
not
just
putting
information
up
on
a
website,
but
doing
pro
bono.
You
know
office
hours
and
providing
trainings
as
well.
So.
F
F
A
E
H
E
Would
all
stack
up
of
notes
just
yeah
summarizing,
whatever
I
would
like
to
see
the
fifty
dollar
fine
removed?
I'd?
Also
like
you
to
encourage
you
to
do
a
little
bit
of
outreach
to
our
businesses.
I
don't
receive
the
commercial
comed
bill,
but
I
know
with
our
residential
build.
They
send
us
the
year
over
year.
They
send
us
the
monthly
comparisons,
I
receive
information
about
ways
and
energy
bulbs,
etc.
So
I'd
like
to
think
between
the
information
that
our
businesses
are
receiving
from
comed.
E
In
addition
to
that,
the
non-for-profit
you
know,
citizens
for
greener
energy
is
always
doing
some
work.
Let's
understand
what
we're
doing.
First
before
we
go,
making
up
another
ordinance
and
I
totally
get
the
direction
of
this
I
see
I
the
information
as
good
as
just
how
we're
going
about
doing
it,
and
my
concern
is
the
backlash
that
we're
going
to
receive
from
our
business
community
without
reaching
out
to
them
in
trying
to
pass
this
through.
Oh
and.
A
A
A
Turning
off
the
TV
hbu,
but
so
I
mean
those
things
matter
to
me,
I
like
knowing
that
I'm
the
worst
on
the
block,
but
but
that
that
information
is
all
there,
I
mean,
let's
seize
it.
Let's
use
it
and
I
just
bet
that
it
would
be
interesting
to
do
a
survey
just
sort
of
an
overview
of
the
buildings
that
we
have
in
evanston
in
and
pick
out
some
of
the
most
common
buildings
24
unit
6
unit
and
and
get
permission
to
access
that
information,
publish.
A
You
get
permission
from
the
buildings
and
just
to
see
what
we've
got
we
might.
We
could
find
out
that
buildings
have
been
reducing
your
energy
every
year
for
the
last
five
years
since
it's
become,
you
know
a
serious
situation.
So
just
just
some
ideas,
that's
all
I
agree
to
hold
it.
Okay,
yeah!
Thank
you.
Oh.
G
A
H
Mean
I
can
speak
to
that
I
mean
at
the
moment,
but
I'm
also
willing
to
look
and
do
it
a
little
bit
more.
Our
understanding
in
our
conversations
with
comed
and
nikkor
both
are
that
they
will
not
release
data
directly
to
the
city.
It
all
has
to
be
requested
by
the
owner
or
their
legal
agent,
and
so
that's
one
reason
why
a
lot
of
these
ordinances
are
structured
in
this
ways
to
maintain
that
connection
between
the
owner
and
the
utility
in
that
level,
privacy,
and
so,
but
I
can.
I
can
ask
further
okay.
I

Have

oh:
okay,

A
L
L
Mark
okay,
good
evening,
the
Consul
member
I'm
here
are
regarding
the
the
shop
turn
or
the
ordinance.
That's
a
TV
17
dash
to
the
city.
We
appreciate
the
city
when
the
price
down
for
one
hundred
dollars,
but
the
problem
we're
having
is
the
city
still
require
us
to
have
a
car?
Do
we
knew
the
medallion?
We.
L
Because
right
now,
even
if
you
put
a
car,
if
we
spend
14
thousand
dollars
to
put
a
car,
how
it
we
still
will
not
have
a
driver
and
also
we
asked
the
city
are
I
long,
shall
we
what
is
the
extension
they
give
us
22
to
renew
the
medallion?
Those
are
the
things
that
Israel
and
clear
under
the
ordinance.
Well,.
A
M
Madam
chairman,
members
of
council,
grant
for
our
corporation
counsel.
There
will
be
no
fee
going
forward
as
contemplated
by
the
ordinance,
so
the
moratorium-
that's
currently
in
place
with
respect
to
no
fees
being
assessed
for
renewals,
would
would
carry
over
and
continue
into
the
effective
date
of
this
ordinance.
So
what
we
wanted
to
do
is
make
it
seamless
and
also
have
a
period
where
there
could
be
a
transition
if
further
information
need
to
be
provided
to
perspective
medallion
holders
and
operators.
So
no
fee
yeah.
L
So,
but
also
Aldwin
when
you
I,
is
just
like
no
fees,
but
if
we
don't
find
a
driver
within
two
years.
What
will
happen
to
us
because,
right
now,
it's
just
like
they
are
new
driver
out
there
and
some
of
us
and
that's
that's,
that's
that's
the
question
mark
we
are
saying
well,
let
me
ask
you
this.
What.
L
Who
was
there
that
that
was
a
question
Mindy's
we
doin
you
old,
that's
what
a
concern,
how
we
doing
you
all
that
if
the
city
did
when
the
price
down
for
us
from
to
50
to
100
dolla,
we
appreciate
it,
but
right
now
the
city
still
request
that
we
should
have
a
car
too.
We
should
have
allies.
We
should
have
a
registration
to
win
you
and
two
other
legislation
which
we
have
to
spend
13
thousand
dollars
and
to
put
a
car
I
would
dress
up
the
car
I'll.
L
H
M
M
Trying
to
do
is
we're
trying
to
follow
state
law,
every
cab
that
operates
pursuant
to
state
law
that
must
submit
to
and
pass
the
safety
test
which,
under
the
Illinois
vehicle
code,
that's
what
the
city
of
Evanston
is
concerned
with
em
and
and
what
is
that?
That
is
what
we
are
looking
for
in
terms
of
compliance.
M
So
the
issues
of
you
know
can't
is
the
city
designating
a
specific
car
had
a
year
make
that
is
all
falling
by
the
wayside
as
long
as
whatever
vehicle
is
being
operated
as
a
taxicab
within
the
city,
limits
submits
two
passes
the
state
safety
test
and
can
provide
proof
to
the
city,
then
you're,
then
you're
good,
to
go
in
terms
of
the
other
costs
associated
with
with
the
cost
of
doing
business.
What
we've
done
is
we've
removed
from
the
city
code,
all
requirements
that
we
can
control
in
terms
of
the
renewal
fee.
M
Every
cab,
that's
soliciting
business
within
the
city
of
evidence,
Evanston
must
register
so
so
that
goes
for
all
cabs,
currently
right
now
and
all
cabs
that
that
may
come
in
and
register
under
under
this
new,
no
fee
registration
scheme,
so
we're
trying
to
level
the
playing
field
and
I
hope
I've
answered
both
of
your
questions.
I
know
it
was
a
subject
of
discussion
at
the
at
the
meeting
last
week.
I
hope
I've
amplified
the
information
and,
in
answer
to
your
questions,
mr.
M
To
to
to
qualify
for
that,
you
must
have
insurance,
you
must
have
proof
of
financial
responsibility.
Those
are
requirements
under
the
Illinois
vehicle
code
for
for
licensed
taxicabs
and
for
auto
transportation
network
providers.
You
must
have
a
valid
driver's
license
and
we
want
information
of
who
you
are
and
who
you're
working
for.
So
it's
it's
a
very
streamlined
process.
It's
all
information
that
that
conforms
to
the
requirements
into
the
state
and
obviously
the
most
important
thing.
M
C
L
Yeah,
because,
right
now
it's
tell
you
the
true
it's
in
chaos,
somebody
take
my
medallion
and
they
he
just
put
it
on
his
car
and
then
start
driving
its
excuse
me.
It's
a
chaos
out
there.
Now
people
just
take
whatever
me
dal
you
on
the
want,
and
they
say
those
are
no
value
anymore
and
you
see
people
are
driving
your
own
medallion.
Without
with
you
know,
you
are
to
just
fight
back
and
call
the
police
and
everything.
So
this
is
what's
going
on
out
there
now
and
and
also
what's
going
on
out
there.
L
Now,
the
yuba
driver
coming
to
the
post
and
the
driver
on
the
taxi
are
fighting
with
the
yuba
driver,
so
he
go
watch
pretty
much
it
I've
to
tell
you
the
truth,
I'm
out
there
pretty
much
it's
it's!
It's
it's
a
fight
out
there
now!
So
that's
right
for
myself
and
try
to
to
to
understand
what
is
really
going
on.
So
when
the
problem
occurred.
So
I
can
take
a
proper
action
so
that
that
was
my
question,
but.
A
A
M
Because
what
we
heard
at
the
meeting
was
some
objection
to
still
having
the
100-dollar
registration
fee
so
so
upon
hearing
that
I
went
back
to
my
desk
and
sharpen
the
pencils
and
struck
out
some
of
those
sections.
So
we
we
tried
to
make
it
responsive
to
the
concerns
that
were
to
express
at
the
meeting
right.
A
So,
if
you're
reading,
if
you're
reading
the
the
memo
and
the
ordinance
that
was
at
the
meeting,
there
is
a
new
version
online
that
we're
dealing
with.
So
it
has
things
in
it
that
you
probably
didn't
realize.
Did
you
get
that
off
the
internet
now?
Could
we
get
some
copies
of
that
and
the
memo
to
hand
out
okay,
we'll
get
you
will
get
you
the
new
version,
okay,
hi.
K
Mike
Decker
I,
just
you
know,
I
have
some
questions
like
fingerprinting
background
checks,
the
medical
examinations
that
all
going
now.
K
Right
would
have
to
do
that
for
the
statute
exactly
and
we
check
on
that.
We
police
that
right,
yeah,
okay,
all
right,
because
the
medica
you're,
a
being
a
well-known
police
officer
if
they're
against
you've
got
a
speaking
to
them.
I'm.
Sorry
I'm,
asking
simply!
Is
there
a
law
against
driving
with
one
eye,
and
you
know
only
having
one
I
physically
I'm
just
wondering
if
I
would
have
to.
E
K
K
K
Allowed
okay,
but
here
they're
doing
that
and
then
when
they
are
doing
that
they
aren't
insured
anymore
if
they,
if
they
don't,
go
through
Burt
and
they
they're
making
their
own
personal
loads
and
that's
they're,
uninsured
and
the
customer
is
now
in
jeopardy
and
they're
doing
that.
All
the
time
you.
A
K
They
would
yeah
but
I'm,
saying
that
the
uber
driver
gets
a
customer
a
couple
times
and
they
like
each
other,
and
he
says
I'll
pick
you
up.
Okay,
fine,
he
goes
and
picks
him
up.
He
didn't
go
through
ober,
they
just
went
through
each
other
and
now
that
customer
is
not
insured
and
that
person's
driving
a
vehicle.
That's
not
I
mean
it's,
it's
not
a
vehicle
that
is
licensed
at
this
point
because
it's
not
insured.
This
is
happening.
I.
A
K
K
They
can
get
to
dollar
ones,
three
dollar
ones
with
ever
whatever
discounts
you're
giving
I,
don't
know
what
that
is
and
then
excuse
me,
then
the
meter
goes
on
and
then
they
can
discount
that
coupon
off
of
the
meter
and
I
really
believe
if
a
drivers
getting
his
full
fare
because
he
has
insurance
to
pay
for
yes,
Lisa's
the
paper
to
get
you
know,
you
know
what
is
alright.
So
if
he's
skiing
is
full
fare,
I
wouldn't
see
that
there's
any
kind
of
problem
guys.
K
Don't
you
know
that
the
guys
kind
of
shy
away
from
the
senior
citizen
coupons
because
they're
fixed
and
they
haven't
gone
up
in
a
while,
but
that's
okay,
I,
know
that
you're
thinking
of
making
them
go
up
that
what,
if
you
get
in
the
ten
dollar
coupon
and
it's
a
$13
right
or
you
get
a
ten
dollar
coupon
and
it's
a
five
dollar
ride.
If
you
have
different
denominations
different
I
think
that's
right
before
three
dollar
five
dollar
or
whatever
you
turn
the
meter
on
and
the
person
gets
that
and
the
handicapped.
K
That
person
gets
their
their
discount
and
the
driver
is
not
getting
cheated
and
I,
don't
think
a
driver
is
going
to
have
a
problem,
picking
up
a
person
if
they
know
they're
not
going
to
get
cheated,
I
mean
that
that's
actually
happening
in
many
many
many
other
villages
and
towns.
This
is
I
honestly.
This
is
the
only
system
I
know
is
evanston
that
has
just
a
flat
rate
coupon.
A
A
I
K
Get
paid
on
my
point.
My
point
is:
if
you've
got
a
five
dollar
ride,
you've
got
a
ten
dollar
coupon
because
you're
talking
about
putting
them
up
and
they
have
been
up
in
how
many
years
nine
well,
if
you
make
excusing,
if
you
make
a
few
different
coupons
and
give
them
the
percent
that
discount
whatever
you
do,
percentage-wise
that
way
the
meter
can
go
on
the
driver
has
a
seven
dollar
ride.
Well
then,
the
passenger
gives
them
a
four
dollar
coupon
the
difference
in
cash.
That's.
I
K
I
I've
worked
in
three
villages
that
have
this
and
we
had
set
dollar
amounts
as
well.
That's
downers
grove
in
LaGrange
and
here
so
communities
do
vary.
What
they
do.
Our
program
is
designed
to
protect
the
senior
citizens
such
that
they
present
the
coupon
get
their
ride
and
they
do
not
have
to
worry
about
any
further
business
transaction.
Now
we
can
take
a
look
at
it.
Madam.
I
A
Right
altering.
E
There
was
a
wind
that
took
place
tonight,
because,
through
your
advocacy
and
in
presence
I
mean
we
heard
you,
and
so
this
the
fees
that
are
they
were
being
issued
by
the
city
are
now
removed
and
I
was
going
to
ask
grant
you
know
just
for
all
the
taxicab
drivers
who
may
be
not
paying
this
close
attention
is
this
crew?
Can
we
just
send
a
quick
little
memo
out
to
everyone?
E
Who's
registered
I
mean
such
a
handful
of
people
and
I
definitely
want
to
thank
legal
department,
miss
nap
and
all
the
work
of
our
city
staff
for
helping
us
to
get
to
this
point.
I
do
have
one
quick
question
and
it's
in
three
dash
17
dash
ten
the
penalty,
so
we're
saying
that
own
robbers,
owner
operators
or
drivers
who
violate
the
provisions
of
this
chapter
will
be
fine
three
hundred
dollars
for
each
violation.
E
M
M
There
would
be
an
option,
for
instance,
if
a
cab
didn't
have
a
safety
tests,
but
they
did
in
fact
have
proof
it
might
not
be
in
the
cab
that
that
whatever
a
warning
ticket
could
be
could
be
issued,
and
if
there
is
not
proof
of
compliance
within
the
20
day
grace
period,
then
that
would
be
subject
to
a
fine
after
being
written
to
administrative
adjudication.
So
we
tried
to.
We
tried
to
provide
a
grace
period
in
there,
but
really
I.
L
A
A
All
right,
he.
E
Right
all
right,
then,
I'd
like
to
move
item
a
11,
the
ordinance
66
dash
16,
revising
title
3
chapter
17
regarding
taxicabs
motor
vehicles
for
hire
and
I
like
to
amend
it
for
introduction
and
action.
Second,.
E
A
I
A
F
N
N
The
city
actually
passed
an
integrated
pest
management
resolution
mech
in
2010
and
since
that
point,
we've
reduced
our
use
of
pesticides
in
the
parks
by
over
fifty
percent,
including
products
that
contain
glyphosate.
Last
week,
our
last
meeting
roundup
was
spoken
about
quite
a
bit.
We
actually
don't
use
roundup.
We
use
a
generic
form
of
that,
but
it's
basically
the
same
active
ingredient
which
is
glyphosate.
We
follow
all
state
regulations
issued
by
the
Department
of
Agriculture,
including
state
certification
of
all
employees
that
apply
pesticides
in
anywhere
in
the
city.
N
We
all
they
all
use
appropriate
personal
protective
equipment
based
on
individual
pesticide
labels
and
safety
data
sheets.
So
whatever
the
label
in
the
safety
data
sheet
says
to
use
that's
what
we
use,
so
we
don't
expose
our
employees
to
anything
unnecessarily.
At
all
beginning
in
May
of
2016,
all
pesticide
use
along
the
lakefront
parks
was
actually
discontinued.
N
Our
current
practices
include
the
twice-yearly
spa
treatments
with
this
product
that
contains
a
glyphosate.
We
do
this
in
hard
to
reach
places
that
really
the
users
of
the
park
don't
really
frequent
at
all,
such
as
fence
lines,
sidewalk
cracks,
shrub
beds,
signpost
to
light
pole
bases
and
brick
paver
areas.
We
also
do
an
annual
application
of
granular
prism.
N
We
also
do
an
annual
application
of
a
granular
pre-emergent
to
large
shrub
bed
areas
which
prevents
the
weeds
from
sprouting
in
the
first
place
in
the
spring,
so
we
don't
have
to
spray
anything
later
when
we
remove
invasive
trees
and
shrubs
from
natural
areas.
We
also
use
an
application
to
the
stumps
and
the
cut
ends
of
those
things
when
they're
cut
using
actually
a
small
paintbrush
that,
while
we
were
literally
painting
the
stumps,
we
also
do
occasional
applications
of
various
fungicides
and
insecticides
during
the
growing
season
in
our
Park
rose
garden.
N
In
order
to
keep
the
roses
healthy,
we
do
occasional
applications
of
aquatic
chemicals
to
the
ponds
of
both
loved
lakes
and
dawes,
and
those
are
very
low
toxicity
products
that
are
specifically
made
to
be
safe
for
fish
and
four
berths
for
waterfowl.
We
use
outside
vendors
to
treat
certain
athletic
fields
with
selective
herbicides,
to
kill
the
weeds
prior
to
feel
venerate
renovation
work.
So
once
those
fields
are
treated,
we
actually
take
them
out
of
service
for
several
months
while
we're
restoring
the
the
grass
we
also.
N
Lastly,
do
the
tri-annual
treatments
of
all
of
our
public
Elms,
with
an
injectable
fungicide
to
prevent
gum
disease
staff
is
recommending
that
we
continue
this
limited
use
of
certain
pesticides
to
these
specific
sites?
This
is
important.
Part
of
our
overall
maintenance
plan
would
greatly
increase
our
time
for
maintenance
activities.
If
we
were
to
cease
using
these,
it's
really
essential.
N
We
don't
perform
any
broadcast
applications
of
pesticides
to
entire
part,
entire
park
turf
areas,
and
we
haven't
for
actually
almost
20
years
now
we
have
been
and
will
continue
to
look
for
safer
alternatives
to
all
of
the
currently
products
currently
use
products,
including
those
that
contain
glyphosate.
We're
currently
experimenting
with
the
use
of
a
vinegar
solution
as
a
matter
of
fact,
and
that
concludes
the
presentation,
if
you
have
any.
F
I
was
just
going
to
comment
and
say
thank
you
very
much
to
Paul
before
I
was
ever
on.
The
City
Council,
the
environment
board
I
was
on
the
environment
board
and
integrated
pest
management
was
one
of
the
key
issues
that
we
raised
and
Paul's
right
that
the
city
has
done.
This
has
not
sprayed
or
done
the
broadcast
use
of
pesticides
in
our
parks
for
a
very,
very
long
time,
no
way
ahead
of
many
other
communities
around
us.
F
A
A
You
all
right.
The
next
meeting
will
begin
at.
