long-standing

will
likely

much

general
obligation
fund

staffs

see
this
as
a
building
block
for

next
city
council,
as

moves
forward

very
longer
term.
Capital
planning
is
clearly
the
issue

we
going
to
get
enough
money

needs

big
question,

to
have
this
good
sort
of
baseline

we
were
shooting

Public

You
can
see
further
city

Evanston
on
the
July
25th
a
and
pw
meeting.
There
were
a
few
concerns
in
question
raised
when
we
brought
the
ordinance
for
introduction,
and
so
this
presentation
is
a
response
to
some
of
those
concerns.

So
here's
a
list
of
the
four
main
concerns
that
were
brought
up
I'll
just
go
through
them
real
quickly.
The
first
was
the
concern
to
do
some
additional
outreach
to
potentially
affected
buildings
to
make
sure
that
they've
been
included
in
the
ordinance
development
process
and
we're
aware
of
the
ordinance
the
other
one
was.

The
question
of
what
type
of
support
will
be
provided
to
cover
buildings
so
once
they
are
required
to
comply
with
potential
ordinance,
what
support
with
the
city
and
its
partners
provide
to
them,
and
then
there
was
also
a
question
about
whether
or
not
the
city
city
staff
could
collect
utility
information
directly
from
each
individual
utility,
and
so,
in
this
case,
we're
talking
about
nikkor
and
comed
and
then
provide
that
information
directly
to
affected
buildings.
And
then
the
last
one
was
a
request
to
remove
the
fifty
dollar
fine
from
the
ordinance.

The
committee
gave
that
approval
and
since
then
dick
has
led
a
public
stakeholder
engagement
process
with
the
support
of
city
staff
to
work
on
not
only
researching
and
looking
at
what
other
communities
have
done
for
their
benchmarking
ordinances,
but
also
reaching
out
to
potentially
affected
buildings
and
professionals
in
evanston
who
have
experience
with
this
type
of
building
energy
performance.
And
so
this
timeline,
as
well
as
attachments
four
and
five,
provided
a
detailed
overview
of
the
exact
thing
that
the
Utilities
Commission
working
group
in
city
staff
worked
on
to
engage
different
members
of
the
public.

so,
as
you
can
see
here,
starting
in
june
of
2015,
the
city
issued
a
press
release
to
call
stakeholders
to
participate
in
a
working
group,
and
we
help
that
process
all
the
way
through
july
of
this
year,
which
we
closed
with
a
public
comment
period.
So
back
in
april
this
year,
city
staff
drafted
an
ordinance
and
then
issued
a
call
for
a
public
comment,
and
so
the
details
of
that
public
comment
are
listed
in
attachments
four
and
five.
We
actually
just
included
the
exact
comments.

One
of
the
other
questions
that
was
brought
up
was
what
type
of
support
will
be
provided
to
those
buildings
that
would
have
to
comply
with
the
ordinance
city
staff.
In
looking
at
what
other
cities
had
done,
and
what
we
think
would
be
the
most
supportive
and
helpful
for
buildings
who
will
have
a
range
of
experience
with
energy
performance.

We
would
certainly
develop
a
training
manual
that
would
be
focused
on
helping
buildings,
not
only
understand
what
they're
building
usage
would
means,
but
also
on
how
they
would
have
to
comply
with
the
ordinance
as
well
as
how
they
would
sign
up
for
portfolio
manager,
which
is
the
free
online
platform.
That
data
would
require
to
be
reported
through
and
then
also
how
to
work
with
the
individual
utilities
and
requesting
the
utility
data
that
they
would
need.

And
so
what
they've
done
for
the
city
of
Chicago
is
they've
developed,
a
really
unique
partnership,
or
they
rely
on
that
network
of
professionals
to
provide,
for
the
most
part,
pro
bono
support
to
each
individual
building
that
requests
it,
and
so
they've
done
that
variety
of
ways
and
they've
reached
out
to
the
city,
the
city
staff
and
the
Utilities
Commission
and
said
they're
interested
in
doing
that
same
type
of
program.
Here
in
Evanston
and
so
a
couple
things
there.
They
do
very
well
our
drop-in
office
hours.

Professionals
who
have
experience
with
energy,
benchmarking
and
water
benchmarking
in
the
region
and
then
train
those
professionals
to
provide
support
directly
to
buildings.
So
it'll
provide
the
opportunity
for
building
owners
and
representatives
to
learn
from
knowledge
professionals
if
they
don't
have
those
individuals
on
their
own
staff,
and
so
there's
also
the
question
about
whether
or
not
the
city
could
collect
utility
data
directly
a
request
utility
to
direct
data
directly
from
each
utility.

We
did
reach
out
to
both
nikkor
and
comed
for
responses
there
verbatim
responses
are
detailed
in
attachment
to
comed
said
that
they
are
not
willing
to
provide
an
additional
service
where
they
provide
data
directly
to
the
city
and
the
primary
reason
for
that
is
they
have.
They
have
developed
a
separate
program
that
is
a
self-service
tool,
that's
geared
directly
towards
building
owners
who
are
interested
in
this
information,
and
so
it's
just
an
online
platform
that
you
can
sign
up
for
using
your
account
credentials.

And
then
you
can
request
this
data
directly
from
that
platform
without
having
to
do
an
email
exchange
or
requested
directly
from
a
person.
It's
actually
pretty
pretty
automated
and
then
nightcore
said
that
they
would
be
willing
to
comply
with
providing
the
city
individual
building
owner
data,
but
only
with
a
written
authorization
from
each
individual
property,
and
so
the
way
the
ordinance
is
currently
written.

That
would
be
about
seven
hundred
buildings
and
so
staff
believe
that
it
would
be
impractical
for
city
staff
to
solicit
that
individual
data
and
then
input
that
data
for
each
property
into
each
individual
account.
We
think
it
could
take
close
to
about
a
full
FTE
just
to
do
that
process,
because
it
would
actually
create
some
additional
work.
It
wouldn't
just
be
requesting
data
and
requesting
an
authorization
it
would
be.

You'd
have
to
actually
gain
access
to
these
individual
accounts
that
each
building
would
be
creating,
and
so
there
could
also
be
some
privacy
issues
with
the
information
that
they're
putting
into
this
portfolio
manager
platform.
And
so
then.
Lastly,
there
was
a
question
or
a
quest
to
remove
the
fifty
dollar
per
violation.
Fine
within
the
ordinance
and
so
city
staff
took
a
look
at
what
other
communities
had
done,
who
have
these
similar

All
of
them
have
some
level
of
fine
within
the
ordinance,
in
some
case
it's
not
specified,
but
they
do
recognize
that
they
will
do
some
level
of
fine.
A
lot
of
them
actually
have
the
practice
of
waving
or
being
very
lenient
on
the
first
year
that
a
building
has
to
comply,
and
so
they
may
have
a
fine
written
into
the
ordinance.
But
their
main
goal
is
compliance
as
ours
is,
and
so
they
work
very
closely
with
those
buildings.

If
they're
making
a
good-faith
effort
to
comply
with
the
ordinance
rather
than
just
saying
yeah,
you
missed
a
deadline.
Now
we're
going
to
find
you
and
so
city
staff
have
taken
a
look
at
what
it
would
be
like
to
just
remove.
We
just
remove
that
fifty
dollar
fine,
and
so
there
is
a
general
penalty
clause
within
the
city
code,
which
has
a
range
of
a
twenty
twenty
dollar
to
a
750
dollar
per
day.

Fine,
and
so
that's
also
pretty
pretty
hefty,
and
so
what
city
staff
would
like
to
recommend
is
instead
of
the
fifty
dollar
per
violation,
which
is
a
per
day,
fine,
that
we
actually
look
at
doing
a
100
dollar
per
month.
Fines,
that's
actually
less
it's.
It
ends
up
being
a
smaller
potential
annual
fine
than
what
the
general
penalty
does,
and
it's
also
significantly
lower
than
the
fifty
dollar
per
violation.
That
was
in
the
the
original
draft
ordinance
and
within
that
one
hundred
dollar
per
month.

there's
also
a
hearing
process,
and
so
again
it
still
wouldn't
just
be
the
process
of.
Oh,
you
missed
your
reporting
deadline.
Now
we're
going
to
find
you
there
would
be
the
opportunity
for
buildings
to
come
and
say:
hey
we're
actually
working
on
this.
We
need
a
little
bit
more
support
and
then
we
would
be
able
to
work
with
them.

properties

The
benchmarking
process
for
our
city,
owned
facilities,
are
doing
it
for
our
largest
buildings
in
just
signing
up
for
an
account.
Can

actually
looking
through
and
putting
in
the
type
of
data
that
you
would
need
an
information.
You
would
need
to
be
able
to
get
some
good
information
back
and
comply
with
the
ordinance
we
believe
for
a
first-time
complier
that
could
take

two

two
to
three
hours,
depending
on
their
experience,

At

moment,

took
me
three

four

training
videos

talking

other
folks

could
take

little
bit
longer
is

person
who's
doing
that
that
registration
process
or
putting
that
information
in
doesn't
know

bit
more

definitions
in
it,

example,
their
definition
of
the
gross
square
footage
of
a
building
may
be
slightly
different
than
what
a
property
manager
may
have
written
down
for
what
an
architect
said.
They're
building
square
footage

that's
one
example
of
a
piece
of
information
they
may
need
to.
You
know
just
read
through
that
definition.
Make
sure
they're,
including
you
know,
a
couple
of
the
the
caveats
that
may
be
in
there
about.

one,

if
it's

office,
building
the
number
the
operating
hours
for
it,
and
so
if
they
have
multiple
tenants
and
they
have
different
operating
hours
answer
there.
So
portfolio
manager
recommends
that
you
essentially
take
an
average,
and
so
they
could
reach
out
to
the
buildings
or
the
or
sorry
the
the
businesses
within
the
building
to
get
an
idea
of
that.
That's
what
we
do
for
city
facilities
is
and
then
another
one
is
the
number
of
ftes
that
are
on
the
main
shift
for
the
building.

again
you
kind
of
have
to
take
an
average

mean
even
with
city
facilities
are
operating
hours
for
the
civic
centre
started
a
different
time
than
when
the
majority
of
the
employees
are
here,
and
then
we
have
night
meetings,
and
so
it
really
is
just
I
mean
each
property
manager
is
going
to
know
sort
of
the
best
of
their
knowledge.
What
that
averages
or
what
the
usages
within
their
own
building.
