budget

couple
years
ago
and
my
concern,
which
I've
voiced
several
times,

that
we
had

citizens

it
was
a
budgetary
discussion,
but
we
made
the
commitment
that
the
services
will
remain
the
same,
even
though
we
changed
some
staff
and
so
on

so
forth,
so
over
the
last
year
and
a
half
or
so
that
we
haven't
gotten
back
up
to
where
we
were
and
I
applaud
the
staff
for
trying
to
make
it
work.

thomas,
has
been,
you
know,
really
trying
to
to
make
sure
everything
works
and
I
think,
probably
for
the
most
part
it
has
I
hadn't
heard
any.

know
devastating
reactions.

concern
in
this
contract
is
that,
from
my
understanding
the,
why
provides
this
service
already
in
the
city
of
Evanston
the
victim
services
advocates?
We
have
now

a
lot
of
work
with
domestic
violence,
and
so
I
am
concerned
of
some
duplication
of
services.
I'm
also
concerned
with
this
contract.

make
it
very
clear:
I
think
that
the
city
of
Evanston
is
extremely
fortunate
to
have
the
YWCA
domestic
violence
services
in
our
town
and
the
work
they
do
do
is
exemplary
and
no
one
could
match
it.
However,
we
are
offering
to
pay
seventy
five
thousand
dollars
for
all
the
services
that
we
currently
support
financially
and
others
support
financially
for
what
they
already
do,
with
the
exception
of
one
thing,
and
that
is,
they
do
not
reserve
beds
for
Evanston
residents
and
they
are
offering
in
this
service
contract
to
reserve
one
bed.

staff
report
says
they
are
going
to
reserve
two
beds,
but
the
contract
says
one
bed,
so
that
is
the
only
difference
that
I
can
see.
I
sent
a
note
to
both
Alderman
suffered
in
an
alderman
Fleming
saying
that,
since
this
is
a
service
contract,
the
way
I
would
deal
with
this
is
if
they
provide
any
services.
Above
and
beyond
these
statistics,
they
proposed
in
their
CD
proposal
for
this
year,
which
I
believe
was
twenty
four
twenty
five
thousand
dollars
that
we
provided
if
they
provide
any
services.

that,

think

pay
for
that,
but

don't
think
we
should
pay
one
nickel
more
than
what
they're
already
providing
if

to

no
new
services

make
any
sense

block
grant
proposal

funds

reservation

a

to

certain

pay

services

are
already
being

When

council
proposed

elimination

a
vacant
victim's
advocate,
it
was
proposed
to
add
75
thousand

budget

Human
Services
to
provide
complementary
services
for
the
two
full
time
advocates
that
we
currently
have
those
complementary
services
we're
still
working
out
with
our
possible
subcontractor
vendor.
But
it
kind
of
looks
like
right
now.
We
don't
have
24-hour
coverage.

We
don't
have
crisis
intervention
because
the
advocates
work
day
time
shift
and
the
YWCA
has
a
capacity
to
provide
a
crisis
intervention
with
the
bed.
The
y-w
has
already
committed
one
bed
to
the
Evanston
Police
Department
for
victim
and
they're,
adding
an
additional
bed
that
they
would
hold
aside
for
a
victim
that
may
need
that
service
outside
of
the
time
that
the
advocates
are
working.

Also,
what
we
haven't
worked
out
the
finite
details,
but
a
lot
of
the
case
management
for
new
cases
would
allow
the
advocates
to
continue
to
commit
to
the
time
that
they
have
in
court.
They
have
many
cases
where
they're
often
found
in
court
two
to
three
days
a
week
and
Karen's
staff
would
be
available
to
increase
that
capacity
during
the
day
when
advocates
are
needed
in
after
hours
as
well.

senior
staff
has
have
also
committed
to
doing
additional
and
needed
training
on
that.
It's
been
a
request
of
chief
cook
for
staff
to
do
more
assessment,
training
around
domestic
violence
intervention,
so
the.
Why
really
will
complement
and
provide
comprehensive
services
they
weren't
unable
to
provide
with
two
full
time
advocates
and.

supervision

required
to
have
40
hours
of
domestic
violence,
training
by
law
under
the
Illinois
domestic
violence
act,
but
in
terms
of
ongoing
training
since
they've
been
under
my
leadership
for
the

relative
to
other
staff
for
case
management,

they
don't

training
to

YWCA

direction

Council
is

review

council,

that
point,
said
that
we'd
had
more
or
less
to
mid
year
to
come
back
to
you

our
recommendations.

meantime,
it
was
recommended
by
myself
and

that
we
needed
additional
resources
to
provide
the
level
service
that
the
council
was
looking
for,
and
so
the
council
provided
$75,000
for
six
months.
My
understanding

direction

the
council
is
that
we
will
be
coming
back
to
you
at
mid-year
with
an
assessment
as
to
where
we're
at
with
all
the
social
services
that
we
provide,
including
the
victims
advocates,
and
at
that
time
the
City
Council
will
provide
further
direction.

July
timeframe

that's

broad
brush
of
everything,

Victim
Services

part
of

the
budget
and

talk
regularly
about
services

to

good
job

any
other
type
of
litigation.

vehicle
pursuits,
use
of
force
domestic
violence,
those
type
of
incidents
consistently

like
to
see
the
training
done
twice
a
year.
That
way
we
don't
have
skew
numbers
when
it
comes
to
reporting.

know
the
police
officer
will
know
exactly
what
he's
supposed
to
do
when
he's
on
a
domestic
violence
call

for
a
fact.

seemed
makes
common
sense

we
would

a
domestic

Witness

Hart
Police

but
definitely
you
need
training
and
it's
definitely
happening
and

it
sounds
like

that

been
very
effective
but

is
