there
is
four
hundred
thousand
dollars
yet
to
be
paid
to
the
Robert
Crown
Center
contractor,
meaning
the
city
has
leveraged
to
get
the
contract
to
repair

new
construction
at
their
expense.
Once
such
issue
at
Robert
Crown
is
the
active,
concrete
cracks
developing.
On
the
first
floor,
the
spider
web
of
cracks
occurs.
Route
4,
000
square
feet
of
the
lobby,
where
there
are
no
control
joints,
cracks
varying
width
depth.

encircling
chunks
and
concrete
that
may
ultimately,
pop
out
staff
describes
a
slab
as
a
two-way
reinforced,
concrete
slab
bearing
on
caissons,
meaning
the
slab
is
suspended
and
does
not
bear

cracks
are
not
normal
for
a
suspended

It
is
dangerous
to
minimize
the
concern

Crown's
structural

floor

cheap

believe
it's
a

proposal

amend

clock
costs
of
the

the
Class
C
liquor
licenses.
As
many
of
you
I'm
sure
know,
downtown
evanston's
restaurant
Community
has
been
devastated
by
the
pandemic.

lot
of
our
downtown
restaurants
are
dependent
upon
Northwestern,
University
business
Travelers
and
a
and
a
strong
office
Community,
none
of
which
has
been
in
place.
I
think
the
Assumption
for
a
increase
increased
a
liquor
license
costing
in
downtown
as
soon
as
based
on
the
assumption
that
we're
doing
higher
volumes,
but
I,
don't
think
that's
been
the
case.
I
think
we've
been
decimated
by
the
pandemic
at
a
higher
rate
than
perhaps
some
of
the
neighborhood
restaurants
have
been
so
you
know.

the
liquor
license,
puts
a
live,
a
Level
Playing
Field
in
place
for
the
downtown
restaurants
and
makes
it
a
little
more
likely
that
we'll
be
able
to
survive,
and
hopefully
in
the
future,

thrive
again.

be

with
Mike
fasilko.
This
project
of
Robert
Crown
was
the
most
expensive
project
in
the
history
of
Evanston,
I
believe
and
while
we're
still
under
construction
contract
warranties,
it
would
behoove
us
not
to
overlook
something
that
could
be
a
huge
expense
later
and
when
you
all
buy
houses
and
condos,
you
do
an
inspection,
an
independent
inspection,
and
if
it
decides,
if
it
something
comes
up,
then
you
hire
another
person.

So
an
exploratory
evaluation
of
the
slab
is
warranted
in
this
case,
and
we
have
been
setting
money
aside
too
and
so
I
think
it's.
We
don't
need
any
more
deferred
maintenances
on
our
evidence
of
properties,
there's
hundreds
of
millions
of
dollars
in
CIP
funds
right
now
being
set
aside
for
because
we
didn't
do
things
when
we
should
have
done
it.
When
it's
a
little
column,
you
can
Rectify
it
when
it
becomes
a
big
problem,
it
becomes
a
bond
issue.

I
wanted
to
comment
on,
is
you
know
we
need
fiscal
responsibility
here
and

One
of

things
that
I
get
concerned
about
in
our
city
is
how
many
hundreds
of
thousands
of
dollars
we
spend
on
consultants
and
I
feel
we
need
to
really
reel
that
in
and
start
using
some
of
our
Evanston
expertise
but
I
realize
we
can't
always
do
that,
and
we
have
194
thousand
dollars
for
two
parks:
we're
spending
an
average
of
eighty
thousand
dollars
per
Park
consultant
to
ninety
thousand
dollars,
and
that
is
a
lot
of
money
and
I.
Think
that
we
can.

We
can
find
another
way
and
I
know
that
there
I
think
it's
Ridgeville,
Park
District
I
do
not
think
they
hire
Consultants.
They
they
contact
the
companies
that
design
these
projects
that
build
and
create
and
install
these
prop
playgrounds,
and
they
tell
them
what
they
want
and
then
those
guys
come
up
and
they
tweak
it
with
the
board.

least
this
is
what
I've
been
told,
and
so
they
spend
zero
money
on
consultants
and
I
really
want
us
to
reevaluate
how
we
are
proceeding,
because
we
can
do,
we
can
spend
the
money
and
we
have
an
extra
hundred
thousand
dollars
on
an
extra
Park.
So
those
are
the
two
things
I'd
like
you
to
consider,
but
please
fourteen
thousand
dollars
to
evaluate
what's
going
on
with
those
cracks,
because
those
cracks
have
been
growing
at
first

wasn't
concerned.

office

got
recently

exact
regarding

officer
of
the
city
enters

someone
that
you

we're
on

paying

since
this
is
a
young
man

college

garbage

garbage
can

folks

you
can
save
up
to
153
dollars
a
year
even
more
at
the
prices
next
year,

all
the
space
in

large
garbage

switch
to
a
medium
one,
save
yourself

money,

way

right
thing

a
blank

discussed

Council.
I
am
not
an
expert
on
this
at
all,
and
so
I
really
rely
on

staff
opinion
and
for
this
particular
matter,
I
reach
out
to
the
community
talk
to
somebody,
who's
been
working
in
concrete
for
30
plus
years
and
when
I
first
described
this
they
were
like
yeah.
You
know
it's
usual
to
have
some
some
stress
cracking
or
gaps
totally
usual.

we
looking
at?
Probably
the
size
of
a
hair
nail
I
said:
well,
it's
a
little
bit
bigger
than
the
hair.
Now
let
me
send
you

You
know
what
one
of
our
residents
have
put
together
and
along
with

photos,

then

then
after
seeing
it,
they
said
unequivocally
that
that,
at
least
in
the

their
experience

again
it's

plus
years

to

structural
engineer,
as
Mike
basilko
I
believe
pointed
out.
The
city
does
not
employ
directly
on
staff.
Any
licensed,
Structural,
Engineers
and
so
I
am
relying
on
Consultants
that
we
have
hired
to
do
this
design.
The
design
was
done
and
checked
by
Stern
Joe
lacar,
which
is
a
very
reputable
firm.
They
they've
done
a
tremendous
number
of
projects
like
this
for
a
wide
variety
of
communities
and
educational
Institutes,
so
I
have
every
reason
to
respect
what
they
say
as
that
this
is
legitimately.

Depend
sort
of
what
the
issue
is,
certainly
that
there
is
a
period
of
warranty
in
which
we
have
more
power
to
go
back
and
say
that
there
are
any
issue
that
we
identify,
that
we
consider
it
not
to
be.
According
to
the
warranty,
that
period
is
really
passed.
There
is,
if
there
is
found
to
be
a
fundamental
defect
that
was
not
easily
detected.
I
would
have
to
defer
to
the
law
department,
but
in
other
cases
they
have
gone
back
to
the
contractors
outside
of
warranty
periods
and
discuss
that
with
them.

know
kind
of
again
I'm,
also
not
a
structural
engineer
but
you're
a
chief
engineer.
So
would
this
would
would
this
agreement
or
would
this
investigation
would
these
Services
be
able
to
determine
if
there's
a
fundamental,
just
to
be
clear,
if
there's
a
fundamental
flaw.

would
determine
some
types
of
flaws,
I
mean.
Definitely
they
would
be
able
to
tell
us
if
there
is
something
that
they
consider
to
be
a
serious
concern.
I'm.
You
know
just
from
a
lot
of
what
the
discussions
we've
had
internally
with
some
of
the
council
members
and
externally
with
the
contractors
and
Woodhouse
tanucci
the
architect,
and
you
know,
Stern
jungle
car,
it's
definitely
they
are
cracks
on
the
larger
side.

have
seeing
structural
cracks
and
I
have
I
shouldn't
call
them.

I

you
know
it's
twelve
thousand
eight
hundred
dollars
and
there's
an
old
adage,
Pennywise,
pound
foolish
or
Pennywise
dollar
foolish
and
so
I
think
spending
twelve
thousand
eight
hundred
dollars
to
have
a
very
clear
assessment
of
if
we're
putting
the
taxpayers
at
a
liability
of
potentially,
you
know
hundred
thousand
hundreds
of
thousands
whatever
it
is
of
dollars
that
it
just
makes
sense
to
to
to
to
to
have
this
second
set
of
eyes.
Look
at
this
for
such
a
you
know,
minimal
amount
of
money.

four
years
from
the
time
of
Discovery
for
something
significant:
that's
not
just
plain
workmanship,
stuff,
four
years
from
the
time
of
Discovery

up

10
years

completion
from
substantial
completion
that
we
would
be
able
to
recoup
expenses,
including
I,
imagine
this
12
800,
which
would
come
from
our
the
Robert
Crown
construction
fund.

around

some
engineering
specs,
which
I
haven't
done
for
quite
some
time.
I
too,
am
not
a
licensed
structural
engineer
and
never
was
but
I
just
want
to
emphasize
to
the
public
that
cracks
in
concrete
floors
are
normal
and
to
be
expected
and
I'll
quote
from
the
American
Concrete
Institute
their
specification.
A
302.1R-15,
even
with
the
best
floor
designs
and
proper
construction,
it
is
unrealistic
to
expect
completely
crack
and
curl
free
floors.
It's
completely
normal
to
expect
some
sort
of
cracking.
There
are
other
other
specs
and
other
guidance
from
the
concrete
Institute
from
the
American
Society
of
concrete
contractors
that
indicate
cracks
are
normal
and
to
be
expected.

If
you
pay
attention
and
now
that
you
will,
if
you're
listening
to
this
next
time,
you're
out
in
a
in
a
a
big
box,
store
and
look
at
the
concrete
floor,
you're
going
to
see
cracks,
they're
normal
and
it
doesn't
mean
anything-
is
wrong.
It's
just
the
nature
of
the
Beast
with
this
kind
of
construction,
so
twelve
thousand
eight
hundred
is
certainly
less
of
a
hit
than
40
000
or
whatever
