as

evanston
arts
center,

we
represent
on
a
pro
bono
basis.
I'm
here
to
briefly
recap
where
the
situation
and
where
the
evanston
art
center
stands.

With
respect
to
the
lease
discussions-
and
I
know
you've
got
a
number
of
pieces
of
paper
in
your
packet
and
there
have
been
a
lot
of
discussions
and
and
the
arts
center
and
its
supporters
thought
it
would
be
useful
if
I
could
lay
out
where
we
currently
stand
and
what
the
request
is.
If
we
could,
the
goal
of
the
art
center
was
to
remain
at
harley
clark
for
as
long
as
possible.

As
we
indicated
in
prior
meetings,
we
did
recently
received
the
illinois
first
fund
report,
which
indicated
that
long
term
would
not
be
an
option
and
it
recommended
that
there
be
approximately
four
hundred
thousand
dollars
worth
of
repairs
improvements
within
the
first
year
and
nearly
four
million
dollars
of
improvements
within
three
years
and
obviously
for
an
organization
of
our
type.

That's
going
to
be
beyond
our
means,
so
we
asked
the
human
services
committee
last
monday
whether
we
might
be
granted
two
years
time
additional
to
remain
in
the
facility,
and
we
also
recognizing
that
it's
important
to
the
city
that
this
property
not
be
solely
not
be
a
revenue
drain
and
that
funds
be
coming
in.
Had
our
executive
committee
pulled
together
quickly
and
advised
that
we'd
be
willing
to
put
in
the
hundred
and
ten
thousand
dollars
towards
the
improvements
of
the
harley
clark
mansion
that
were
identified
in
the
illinois
first
fund
report.

these
are
the
the
largest
bucket
of
the
the
health
safety
and
accessibility
section
of
the
report.
And
so
we're
talking
about
fire
alarms,
fixing
the
fire
escapes
and
fire
doors
and
the
line.

option
on

aware

we
are
willing

put
this
money
forward
in
order
to
stay
in
harley
clark
for
two
years.

would

disappointed

couldn't
be.

considered
because
we
understand
that
there
have
been
these
preliminary
discussions
with
the
idnr,
but
we
haven't
been
aware
of
any
specifics
with
respect
to
timing
or
amount
of
rent
or
anything
that
would
seem
to
preclude
us
from

able
to
stay
in
the
facility
for
the
two
additional
years.

been
a
reshuffling
of
leadership.

understand
just
late
last
week
at
idnr.
I
have
no
idea
if
that's
going,

affect
their
plans
with
respect
to
harley
clark,
but
again
we
will
stand
by
and

prepared

offer
the

dollars

remain

two
years.
If,
for
some
reason
that
is
not
feasible,
given
the
circumstances,
we
would
ask,
alternatively,
that
the
city
allow
us
to
remain
in
the
property
through
the
end

january

is
important
because
a
facility
like
ours
just
lives
and
dies
by
the
grace
of
its
donors
and
its
students,
and
if
we
can
have
until
the
end
of
january
2015
that
will
allow
us
to
get
through
the
fall
term
of
our
classes.

also
gets
us
through
the
period
of
the
annual
appeal
and
our
capital
campaign,
and
if
we
have
uncertainty
about
whether
we
can
get
through
those
items,
all
of
those
will
suffer
and
it
will
be
a
difficult
situation
that
the
art
center
will
be
put
in.

want
to
say
that
we
greatly
appreciate
the
partnership
that
the
arts
center
and
the
city
have
had
over
all
these
years.

be
a
vital
part

to
serving

citizens

the
fact
that
we

run

craft
expo.

artists,
valuable
income
and
fundraising
income
for
the
art
center.
It
also
allows
us
the
time
to
celebrate
our
85th
anniversary,
which
falls
in
the
middle
of
october
2014.,
no
matter
what
you
decide
this
evening.

exceptional
arts
programming
in
the
works
and
on
the
drawing
board
programs,
unlike
any
other
offered
in
evanston,
and
we
will
offer
it
from
another
location,
whether
it's
transitional
or
satellite,

until
we

find

home

be
ideal
for
a
21st
century
center
for
contemporary
arts
and
design.

basic
sentiments

expressed

monday.
We
are
leaving
the
harley
clark
mansion.
We
all
know
that,
but
the
number
of
days
that
we
are
allowed
that
we
are
allowed
to
still
remain
there
to
conclude
our
our
presence.
There
is
huge
in
its
significance
with
regard
to
the
arts
center's
future.

I
so
regret
that
there
isn't
an
opportunity
to
engage
in
discussion
with
with
members
of
the
city,
council
and
the
city
manager,
because
the
situation,
the
the
sound
bites
that
you
hear,
don't
don't
not
allow
us
to
really
explore
in
the
issue
at
hand.

don't
believe
for
a
moment
that
any
of
you
wish
the
evanson
arts
center
harm.

If
the
question
then
is
one
of
timing
for
their
funding,
surely
there
are
ways
to
negotiate
that
issue,
let
them
own
the
building
whenever
that
needs
to
be,
but
surely
the
actual
occupancy
is
negotiable.

it's

state
issue,

the
governor's
office.
If
it's
a
federal
issue,
I'll
call
the
president
or
the
secretary
of
whatever
agency
is
involved,

sure

skilled
city
manager
can
find
a
way
to
work.

that

speak
tonight

talk
to
the
taxpayers
of
evanston
about
our
office
and
what
is
going
on
right
now
we
are
accepting
the
senior
freeze
and
senior
exemption
applications
there.
The
deadline
was
supposed
to
be
february
5th,
but
that
has
been
extended.
I
do
not
have
an
exact
date,
but
please
call
the
office
if
you
do
have
need
a
senior
exemption
or
senior
freeze
application
on
tomorrow.

The
cook
county
commissioner,
larry
sufferden's
office
and
the
cook
county
assessors
office
will
be
at
the
levy
center,
helping
seniors
with
their
exemptions.
During
the
lunch
hour
from
11
o'clock
to
1
o'clock,
I
would
like
to
encourage
seniors
to
make
an
appointment
to
come
to
the
assessor's
office
for
their
senior
applications.

remind
all
seniors
over
65
can
apply
for
senior
exemptions
and
any
anybody
over
65,

or
over
gets
a
senior
exemption.
So
it's
important
that
they
understand
that,
but
if
you're
over
65
and
you
want

apply

senior
freeze,
your
household
income
needs
to
be
less
than
55
000.

get
very
confused
on
that
point.

remind

we
are

tax

that
taxpayers
should
note
that
the
first
installment
tax
bill
will
not
reflect
homeowners,
seniors

exemptions,

reflect

escrows

warmer

plays

day

off

often
he's
not
even
there.

leaves
his
porch
and
goes
inside

on

could

work

an
rfp
to
fill
that
space
or
moving
the
township
here.
There
was
no
competition
for
the
space
that
the
township
came
to
occupy
properties
that
the
city
has
owned.
On
howard
street.

was
a
different
process
that
was
used
to
fill
the
city-owned
property
on
howard
street,
so
there
are
lots
of
different
ways
with
a
harley
clark
mansion
in
2011.
We
wanted
to
undertake
the
way
I
read.
It
is
just
a
larger
cast,

wider
net
to
see
who
would
be
interested,
so
we
issued
the
rfi
and
then
the
rfp
to
see
if
we
could
get
interested
bidders
for
the
property.

not
sure
that
we
have
ultimate
tenant
a
particular
process
or
procedure
in
place
for
how
we
fill
vacancies
and
city-owned
property.

depends
upon
the
property,
it

my

inappropriate

once

process
was

we

and
that
is
with
every
step

and

decision

november
11
2011,

council
directed
me,
after
considering
options

move
forward

discussions

arts
center,

expressed

interest

unsolicited
letter
we
received
from
the
illinois
department
of
natural
resources.
So
again,
I

think
what
matters
most
is
that
it's
disclosed
that
it's
in
publicly
announced
agendas.

agreement

funds

building

ten
thousand
dollars
to
bring
up
to
minimum
code.

of
a
lot
of
money
with
all
the
problems

that
building,

the
notion
that
we
haven't
given
them
enough
time,

false

we
have

given
a
lot
of
time.
They've
known
the
board

board

the
executive
director
absolutely
has
known,
because
they've
been
she's,
been
in
conversations
with
the
city
manager
and
aldermen
for
many
years.

needs
of
the
building
in

The
first
report-
that's
in
the

is
a
new
report

prepared

a
variety
of
life,
safety
code
and
accessibility,
improvements
that
deal
with
fire
alarm
systems,
the
sprinkler
systems,
various
door
issues.

dollar
amounts
that
were
indicated,
things

would

needed
in
the
first
year
in
aldermen,
homes
asked
a
follow-up
question
of
the
hundred
and
ten
thousand
dollars
in
the
number

is
the
building
code,
life,
safety
and
accessibility
improvement,
so
really
for
the
building
to
be
occupied
safely.
Today
there
is
a
need
for
a
hundred
eleven
thousand
five
hundred
dollars
worth
of
improvements.

report
goes

for
additional
costs.

dollars

hard
construction

for
a
three-year
renovation

and

report

the
city
of
evanston
did,
which
is

in

back
dealing
with

of
these
issues
clearly
states
that
there
are
issues
today
about
the
building
that
certainly
have
concerned
your
city
staff
since
2011,
when
we
first
brought
this
to
you
so
the
hundred
and
eleven
thousand
dollars.

it

from
the
report
that
the
art
center
has
done.
It's
comparable
to
the
numbers
that
we
did
in
our
report,
which
is
about
a
year
year
and
a
half
ago.

clearly,
while
I
have
the
floor,
this
is
not
about
the
arts
center,
not
being
a
tremendous
asset
for
the
community.
The
issue
is
the
building
and
that
the
building
has
not
been
kept
up
by
the
art
center.
It's
not
been
kept
up
by
the
city
of
evanston.
Clearly
it
is
recognized
as
an
asset
for
this
community
and
we're
trying,
I
think,
all
of
us
to
find
ways
to
make
sure
that
that
asset
remains
for
a
long
time.

can
see
that
this
with
the
discussions
with
the
idnr
can
proceed
on
a
parallel
track
with
the
evanston
arts
center,
we're
looking
at
really
giving
them
just
a
little
less
than
a
year
through
the
end
of
january
2015.,
I'm
wondering
if
our
negotiations
with
the
idnr
could
include
perhaps
assuming
it
advanced
some
of
these
life
safety
improvements
to
the
building,
especially
if
it
looks
as
if
they're
heading
out,
if
they're
going
to
be
the
successive
tenant
there.
Could
this
be
part
of
our
discussions
with
idnr.

I
think
the
the
illinois
department
of
natural
resources
wants
to
be
a
good
good,
new
addition
to
the
community
and
is
not
looking
in
any
way
I
think
to
get
in

middle
of
these
discussions
between
the
city
and
the
arts

anything's
possible,
but
again
also
every
passing
day.

question

think,
alderman
braithwaite
moved
the
motion
that
came
from
the
human
services
committee.

we
consider
then
my
suggestion
of
extending
the
lease
term
to
january
31st
2015
as
a
friendly
amendment.

them
year
after
year
or
a
dollar
a
year
lease.

know,
why?
Wouldn't
they
take
it,
I
mean:
are
we
angry
that
they
took
it?
They
had
they
had
a
good
deal,
they
took
it,

offered
it

as
late
as
last
november,
we
said,
go
ahead
plan
your
future
at
harley
clark,
it
was
very
clear.

But
you
know
that
was
a
that
was
a
a
very
messy
situation
that
I
have
no
regrets,
or
I

think
it
would
was
a
safe
and
probably
very
wise,
move
that
the
eac
stayed
out
of
that
there
was
nothing
really
to
gain
from
my
perspective,
getting
involved
in
that
and
I'm
glad
they
stayed
out
and
that's
it.

think
we
have
only
on
this
council
probably
ourselves
to
blame
and
if
there's
frustration,
let's
you
know,
let's
look
at
ourselves.

decision

council

years

I
think,
councils
many
years
ago-
also

financial
decisions
similar

water
sales
decision,

we've

serious
problem

financially
harmful
for
us
that
we
should
not
replicate,
but
at
the
same
time
eac
was
responsible
for
doing
a
better
job
of
upkeep
and
we
did
not
hold
them
to
that.
They
should
have
held
themselves
to
that
better
upkeep
and
they
chose
not
to
do
that.

is

a
lot
of
blame
to
go
around,
but
this
council
has
an
opportunity
to
make
the
right
decision
financially
for
the
city
and
going
forward,
and
that's
that's
what
I'm
saying
is
that
we
have
been
transparent.

arts
center

known
that
they
needed
to
leave
there
over
and
over
again,
we've
talked
about
the
issues
with
the
building.
This
is
no
surprise
to
anyone
about
the
issues
with
the
building,
but
to
move
forward.

community

helpful

of

who
are
accusing

being
unreliable

inadequate
in

support

oakton

street,

mayor

her
efforts
to

these

very

grant

and
the

is

aldermen
play

major
role
