we've

eight
schools
participate.

the
public

private
schools
within
evanston
city
limits
to
participate
in
a
contest,
and
we
have
a
maximum
of
10
plows
that
are
available
for
painting,
and
this
year
we
had
eight
schools
and
we
take
it
on
a
first
come
first
serve
basis,
and
so
last
year
the
ebb,
estonian
choice
award
winner
was
true:
middle
school
and
that's
their
plow.

contest

As
you
know,
we
have
asked

community
to
participate
in
a
visioning
process
for
fountain
square,

we
thought
it
would

theme.

reason
why

selected

so
they
covered
all
of
the
things
that
were
currently
there

they
separated

nice

residents
can
vote

for

their

takes
us
eight

to
figure
this

that
we
actually

we
ever

want

ask

their

sitting

enjoying

week

17th

23rd,

senior
economic
development

we're
having
during
the
course
of
the
week

about
our
first
evanston
entrepreneurship
week,
which
is
part
of
a
celebration
of
the
larger
global
entrepreneurship
week,
which
is
happening
in
over
150
countries.

going

point
out
just
three
marquee
events
that
are
happening
this
week.
We
have
over
a
dozen
that
we've
planned.
The
first
is
tomorrow
night
evanston
ad
startup
showcase.
We
have
five
companies
all
evanstonians
pitching
their
businesses.
They
have
five
minutes.
Then
we
have
a
panel
who
has
five
minutes
to
ask
questions
and
then
the
audience
will
get.
Five
minutes
asked
to
ask
questions
so
a
total
of
15
minutes
per
company
and
then
on
wednesday,
we're
going
to
have
our
inaugural,
long-awaited
women's
entrepreneurship
event.

That's
sponsored

now
we're
cooking.
That

an
idea
cooked
up

failed
to
mention
the
first
bank

trust
and
rotary
international
are
sponsoring
our
evanston
ed,
startup
showcase

newest
types

entrepreneurship

evanston
is
brewing
and
distilling.

brewery
tour
on
thursday,
that's
sponsored
by
the
evanston
chamber
of
commerce
in
downtown
evanston

then
northwestern
is
hosting
what
they're
calling
a
wild
hacks,
which
is
a
computer
hacking
contest
it's
an
intercollegiate,
so
multiple
colleges
are
competing
against
each
other
to
for
a
cash
prize
to
create
web
desktop
and
mobile
computer
projects.

guess
I'll

to
visit
evanston
next

is

promotion
of
the
illinois
tourism
board.
It
is
a

all

fun
and
exciting
things,
and

going
to
be
around
evanston
and
the
photos
will
be
taken,

we
wanted

opportunity

the
convention
visitors
bureau
talk

It
needs
a
financial
analysis,
although
I
don't
really
believe
it's
bankrupt
in
a
sense,
because
you
can
just
keep
on
raising
the
water
rates
on
the
people
of
evanston.
Like
you
did
at
the
last
meeting,
it
is
outrageous
to
me
to
have
not
seen
the
reservoir
report
yet,
since
this
is
part
of
what
is
in
the
budget,
you
just
had
attempt
you're
going
to
increase
waters.
There's
a
report
in
here
basically
you're
raising
putting
in
the
capital
there
a
reservoir
engineering
study
and
it's
2
million
close
to
2
million
dollars.

I
think
it's
really
interesting
that
you
want
to
back
door
approve
a
30
million
dollar
reservoir
and
I
would
suggest
really
by
all
means,
do
it
because,
frankly,
in
a
few
years,
it's
definitely
not
going
to
go
away.
The
problems
you'll
create
will
come
back,
probably
about
the
time
you're
running
for
office.
A
few
years
ago,
the
city
claimed
cost
savings
when
they
caught
city
employees,
basically
taking
medical
benefits.
Three
percent
of
the
employees
almost
were
involved
in
this.

So
it
makes
me
wonder
really
what
cost
savings
we
could
have
if
things
were
properly
run
here,
because
that
really
was
an
example
of
things
being
poorly
run
and
then
it
was
cut
and
at
the
time
it
was
called
cost
savings.
Of
course,
I
don't
see
that
as
cost
savings,
one
has
to.

Nearly
five
years
ago,
two-thirds
of
our
library
system
was
threatened
with
closing,
and
you
instructed
us,
the
library
of
the
then
library
board,
to
investigate
a
model
of
sustainable
funding
and
governance,
and
we
examined
the
library
fund.
We
examined
forming
our
own
district,
we
have
examined
special
service
areas
and
public-private
partnerships,
and
we
determined
that
the
library
fund
model
was
the
most
sustainable
and
most
economic
for
the
citizens
of
evanston.

With
that
model
in
place,
we
were
then
able,
for
the
first
time
in
a
long
time,
to
form
a
strategic
planning
commit
committee,
and
we
formed
and
developed
a
wonderful
strategic
plan
which
our
great
staff
continues
to
work.
On
with
the
library
fund
in
place,
we
were
able
to
attract
karen
danzig
lyons
as
our
director
and
when
I
tell
you
she
is
in
the
pantheon
of
library,
directors
across
the
country.
There
is
no
question
about
it:
the
library
has
become
a
one-stop
service
shop
for
civic
engagement,
literacy
and
lifelong
learning.

We
have
affordable
care
act,
navigators
who
were
there
last
year
and
are
now
starting.
This
week
we
have
social
workers
who
specialize
in
delivering
mental
health
services
to
the
people
who
come
to
maine.
We
had
a
phenomenal
forum
forums
on
youth
violence.
I
know
the
mayor
attended,
one
of
them
to
talk
about
the
causes
and
solutions
of
youth
violence
with
this
year's
budget.

We
can
our
librarians
continue
to
collaborate
with
district
65
and
we
plan
to
do
capital
improvements
at
maine.
One
of
the
other
things
we
plan
to
do
is
to
hire
a
liaison
between
the
elementary
schools
and
our
library,
our
library
and
that's
something
that
is
sorely
needed.
We
have
worked
extremely
with.
Our
board
has
worked
very
hard.

All
our
meetings
have
been
transparent.
More
than
three
members
are
on
our
finance
committee,
so
our
all
our
meetings
are
open
to
the
public.
With
regard
to
this
year's
budget,
mr.

can
do
the
budget
part

our
budget
increases
are
things
beyond
our
control,
which
is
the
affordable
care
act

wage

benefit
adjustments.
Evanston
still
lags
far
behind
our
pure
suburbs.
Only
67
dollars

capita
is
spent
in
evanston

dollars
in
oak
park
and
191
dollars
in
in
northbrook.

I'd
like
to
hand
to

I
leave,
is
a
monograph
from
the
urban
libraries
council,
which
shows
that
when
city
governments
and
public
libraries
work
together,
great
things
happen,
they
are
happening
now.
They
will
continue

happen

and
right
now
we're
at
point.
Two
three
percent
was
our,
which
was
our
our
levy,
but
we're
at
0.234
that's
four
thousandths

to

timeline
which

in

the
first
public
meeting
happened
on
april
4th
2013.,
and
this
meeting
was
an
invite
for
the
penny
park
neighborhood.
It
was
a
very
big
picture
level
meeting
to
talk
about
the
plans
for
the
park
at
a
preliminary
level.
After
that
big
picture
meeting
in
april
of
20
2013
nearly
a
year
passed
without
another
single
public
meeting,
nothing
else
public
happened
until
march
27
2014
design
day
on
that
day.

In
the
morning,
city
officials
and
staff
from
leathers
and
associates
visited
dewey
elementary
and
cherry
preschool
to
solicit
input
from
kids
and
adults
at
those
two
schools
about
what
should
be
included
in
the
park
to
be
clear,
dewey
and
sherry
are
very
valuable
members
of
the
community,
but
they
do
not
comprise
the
entire
community.
The
afternoon
of
march
27th
leathers
drew
a
design
of
the
new
park.
This
design
was
unveiled
at
a
meeting
for
all
evanston
residents.

That
evening
this
was
the
first
city
meeting
to
which
the
community
of
evanston
as
a
whole
was
invited,
and
it
was
after
the
first
drawing
had
been
prepared.
This
brings
me
to
another
point,
which
is
what
exactly
residents
should
understand
this,
drawing
that
drawing
in
your
packets
to
be
prior
to
the
city's
clarification
on
this
point.
At
the
october
13th
council
meeting
city
officials
had
called
the
drawing
many
different
things:
a
customized
design,
a
rendering
a
schematic,
a
schematic
design,
just
to
name
a
few.

is
important
because
each
of
these
terms
has
a
different
meaning
and
implies
a
different
stage
of
completion.
At
the
october
13th
council
meeting
the
city
finally
clarified
what
exactly
the
design
created

27th
is

robinson
stated

meeting
that
this
drawing
is
a
concept.
As
we
all
know,
a
concept
is
simply
an
idea,
nothing
more,
nothing
less.

evanston
residents
have
different
concepts
of
what
the
parks
redevelopment
should
look
like,
and
we
look
forward
to
sharing
these
ideas
with
the
city
and
leathers
when
the
city
holds
its
meetings
to
solicit
design
concepts

kids

affiliated
with
dewar
cherry
preschool.

office

tourism
announced
that
it
was
partnering
with
the
big
ten

going
to
have

on
the

billboards
at
big

sports
football
hockey,
basketball
and
that
for
football
they
were
going
to
concentrate
on
the
game
between
northwestern
and
illinois
and
rebranded
the
land
of
lincoln
game,
because
it's
two
illinois
teams,
and
so
that
game
is
november
29th.

to
that
end,
there's
a
week-long
activation
that
starts
on
november
22nd
and
these
posters
already
been
distributed
to
businesses
throughout
evanston.

it
all
gears
towards
the
game
on
the
29th,

starting

is
going
to
be
visiting
all
the
business
districts,
and
I
have
a
list
of
some
of
the
merchants
and
restaurants
that
he's
going

then
on
game
day
he's
going
to
be
at
three
different
places,

the
benefit
of
this,
too,
is
for
those
of
you
that
don't
have
this

the
state
has
a
really
large
social
media
following
they
have.

misconception
that
all
the
vital
records
office
do
is
issue
a
birth
and
death
records,
the

the
at
the
counter
which,
by

way

true
at
all,
there's

lot

paperwork
behind

scenes
and
responsibilities.
Many
of
them
have
to
align
with
the
vital
records
office
in
springfield.
So
it's
very
detail-like
home
birth,
processed
directly
by
me
in
the
office,
entails
a
lot
of
contact
with
the
midwives
to
make
sure
that
they
are
completed
with
the
worksheets
correctly
again.

Paperwork

springfield

make

that
the
record

extremely
detailed
and
confidential
deaths
have
the

to
be
reviewed.
Thoroughly

services
and
it
would
be
definitely-

definitely
impact
those
services.

long
time
resident

I
am
a
city,
employee

I've
been
here
for
36
years.
I
came
on
board
with
vital
records
office
in
1983
and
I
mainly
handled
death,
but
also
I
helped
with
the
birth
certificate
as
well.

job
mainly
consists
of
checking
on
the
computer.
It's
called
the
ivrs
system
from
the
state
when
someone
passes
away
in
evanston
every
15
minutes
to
see
who
puts
that
in
the
system
for
me
to
sign
off,
and
that
happens
a
lot.

Sometimes
they
call
me
and
want
to
be
signed
off,
because
it's
a
ship
out
a
cremation
and
they
need
to
have
that
done.
Also,
I
do
a
lot
of
bookkeeping
for
funeral
homes
that
do
not
have
a
license
with
us.
It's
a
temporary
license
fee.
I've
got
to
put
on
my
glasses,
I'm
sorry
and
it's
a
30
license
free.

far
we
have
103
funeral
homes
that
is
on
that
service
and
a
lot
of
bookkeeping
make
sure
they
pay
that
bill
to
the
city
of
evanston
for
us
to
keep
our
revenue
up,
and
I
would
like
to
say
that
this
would
be
a
loss
of
service.
If
we
do
not
keep
writer
records
and
for
us
not
to
have
the
two
people
working,
because
it's
a
lot
of
paperwork
and
a
lot
of
detailed
work
and
the
seeing
the
the
customers
that
come
in,
we
have
to
check
ids
write
down.

survey

spring

the

winter
that
we
had.

learned

need
to
do
a
better
job
of
outreach
to
especially
newer
members
of
our
community,

not

familiar
with
all
of
the
rules
and
regulations
we

related

snow

outreach
that
we're
doing

snow
awareness

snowing

survey
in
the
spring
after
the
snow
season
concluded
this
past
winter.

identified
need
in
the
community
for
increased
outreach
and
provision
of
information
to
residents
about
what
our
rules
and
expectations
are
regarding
snow
removal
and
parking,
and
that
we
also
needed
to
expand
that
outreach
to
the
business
community.
So
the
way
that
we
decided
to
go
about
this,
we
developed
a
plan
to
put
out
a
mailer
to
all
residential
and
business
addresses
in
evanston.

Increased
outreach
to
businesses
through
the
economic
development
division,
snow
alerts
on
our
website
and
encouraging
people
to
sign
up
for
text,
message
and
email,
notifications
of
snow
route,
parking
ban
and
snow
emergencies,
and
also
making
that
the
default
setting
for
folks
who
do
their
wheel.
Tax
renewals,
through
our
online
form,
to
collect
that
information
and
automatically
sign
motorists
up
to
receive
some
type
of
snow
notification
for
when
those
parking
changes
are
in
effect.

Our
preparations
began

early

july,
in
collaboration
with
our
fleet
services
division,
we
methodically
go
through
each
and
every
piece
of
equipment
that
we
have
within
the
city,
every
snow,
plow,
every
salt,
spreader
every
small
sidewalk
piece
of
equipment
and
make
sure
that
it
is
thoroughly
prepared
and
ready
to
go.

During
these
field
inspections,
we
are
looking
for
things
that
have
changed
during
the
construction
season,
such
as
a
bump
out.
You
know
these
bump
outs
like
this
particular
one
here
to
your
left,
is
highlighted
on
the
map
and
drivers
of
that
particular
route
are
alerted
to
a
change.
Also
we'll
typically
go
and
mark
that
location.
So
as
we're
plowing
snow,
we'll
know
that
the
configuration
is
changed.

all

route
maps

make
sure
that
everything
is
correct,
everything's
accurate.

have
the
opportunity
to
make
changes,
and
you
know
in
advance
of
the
season
what's
new
for

we

brand

salt
dome
that
is
just
been
completed
several
weeks
ago,
the
old
salt
dome
was
a
capacity
of

200
tons.
This
new
salt
dome
has
a
capacity
of
4
200
tons,
we're
in
the
process
of
filling
the
dome
right
now,
fortunately,
we're
filling
it
faster
than
we're
using
it.

are
we
going
to
be
focusing
on
for
this
winter?
Well,
we're
all
well
aware
that
the
cost
of
salt
has
gone
up
rather
significantly,
so
we're
going
to
be
focusing
on
proper
salt
usage,
making
sure
that
we
don't
waste
this
valuable
resource
that
we
will
make
sure
that
our
equipment
is
calibrated
correctly
side
streets.
We
are
going
to
be
salting
intersections
and
mid
blocks.

What
we
are
really
looking
at
here
is
focusing
on
the
streets
that
have
a
fairly
narrow
cross
section.
We
ran
into
problems
last
year
with
not
necessarily
the
streets
being
cleared
curved
occur,
but
the
volume
of
snow
that
built
up
on
the
sides
of
the
streets
and
that
created
parking
problems
and
some
inaccessibility
problems
for
our
public
safety
groups,
and
we
want
to
make
sure
that
that
doesn't
happen
again.
We
consider
a
variety
of
different
opportunities
and,
at
the
end
of
the
day,
monitoring
should
work
out
very
well.

we
find
streets
that
have
significant
buildups
beyond
the
curb
lines,
we
have
equipment,
that's
capable
of
pushing
that
snow
back
or
blowing
the
snow.
We
can
accomplish
that
by
posting
streets
for
needed
spot
cleanups,
and
I
think
that
that
will
give
us
the
best
opportunity
to
to
specifically
handle
the
problems
with
as
much
minimum
parking
impact
as
possible
and
then,
of
course,
using
snow
emergencies
as
we
need
to
and
making
sure
that
when
we
have
a
snow
emergency,
we
are
plowing
curb
to
curb
to
the
full
width
of
the
street.

and

where
we

date
with

plans

help
implement
our
chef
shopping
bag
ordinance.
This
gives
a
little
bit
of
an
overview
of
the
main
components
that
I'll
be
speaking
about.

So
the
first
thing
in
terms
of
collaboration
with
the
stores
is
helping
to
get
information
on
both.
What's
expected
of
the
stores
and
letters
went
out
directly
after
the
ordinance
was
passed
this
summer
and
we've
had
follow-up
conversations
to
develop
a
database
of
the
appropriate
contact
person
at
each
store
and
we'll
be
working
to
create
an
interactive
map
online
so
that
any
resident
or
visitor
or
business
could
go
online
and
see
what
the
plan
is
for
each
of
the
stores
that
are
going
to
be
impacted
and,
on
the
left
hand,
side.

one
thing
to
note
is
that
we'll
also
be
promoting
what
stores
sell
dog
waste
bags,
so
there's
lots

stores

different
business

where
you

be
doing
other
shopping.

Another
important
component
in
terms
of
collaboration
with
the
stores
is
helping
to
increase
access
to
recycling
for
plastic
film.
One
of
the
things
we
heard
in
the
outreach
earlier
this
year
and
previously
was
the
concern
that,
if
we
did
something
related
to
plastic
shopping
bags,
that
people
wouldn't
be
able
to
recycle
their
plastic
bags
and
film,
in
addition
to
the
regular
grocery
store
bags,
there's
lots
of
other
types
of
film
that
can
be
recycled,
including
the
film
around
your
toilet
paper
and
paper.

Towel
rolls
nowadays,
if
you
order
something
online,
instead
of
packing
peanuts,
now
they're
sending
it
with
plastic
film,
puffed
up
with
air
that
film
can
be
recycled.
If
you
rinse
them
out,
you
can
even
recycle
ziploc
baggies,
so
we're
currently
working
with
jewel,
osco
and
trex,
which
is
a
company
that
takes
a
recycled
film
and
turns
it
into
outdoor
plastic,
lumber,
decking
material
for
decks
and
outdoor
furniture,
creating
really
a
closed
loop.

We
have
the
indication
of
the
business
districts
again
so,
let's
say
you're,
you
know
out
shopping
and
you
forgot
when
you're
at
the
grocery
store,
but
you
realize
you're
in
an
area
where
we
have
another
place
for
a
drop-off
location,
so
we
have
locations
on
the
left-hand
side.
The
names
of
them
listed.
We've
also
been
talking
with
the
chamber
and
downtown
evanston
about
having
having
drop-off
points
of
their
facilities
as
well.

We
would
use
the
same
drop-off
points
as
the
community
centers,
where
we're
going
to
do
the
film
recycling
working
with
the
community
center
to
have
an
appropriate
container,
but
basically
people
in
the
community
who
have
extra
reusable
bags
could
donate
them.
So
someone
else
in
the
community
could
use
that
bag,
thereby
not
even
needing
to
generate
as
many
new
reusable
bags.

We
did
a
survey
following
the
adoption
of
the
ordinance
and
had
it
online
for
about
a
month,
and
we
had
quite
a
few
people
who
went
on
online
and
said
they
had
so
many
reusable
bags
that
they
wouldn't
even
want
a
new
one
if
it
was
for
free,
ten
or
more
bags.
It
was
a
very
common
answer
and
so
connecting
people
in
the
community
that
have
reasonable
bags
to
people
who
would
like
to
have
one
and
doesn't
have
to
buy
a
new
one.
I
think,
would
be
a
good
opportunity.

Then
the
next
component
of
helping
to
connect
the
community
to
reusable
bags
is
through
some
reasonable
bag
giveaways
and
most
communities
that
have
done
some
type
of
shopping
bag.
Action
have
had
some
component
related
to
bad
giveaways,
so
this
table
gives
a
little
bit
of
a
summary
of
the
types
of
bags
and
I
have
several
samples
so
I'll
hand.
Those
out
for
you.

The
goal
would
be
to
get
a
bag
that
you
can
shove
into
a
small
pocket
that
you
can
carry
with
you
that
you
then
won't
be
caught
out
shopping
and
not
have
a
bag.
So
that's
the
stow
and
tote
there's
lots
of
different
kind
of
varieties
of
that
sort
of
bag.
Many
of
them
have
a
little
pocket
on
the
inside
that
you
can
shove.

The
bag
into
alderman
burst
has
one
of
those
bags
and,
interestingly
enough,
there
were
very
few
options
in
terms
of
a
made
in
the
usa
bag,
but
the
one
that
alderman,
wilson
and
aldermen
burst
have
that
they
can
pass
around
is
actually
a
made
in
the
usa
bag
of
the
stone
tote
variety.
It
definitely
feels
durable.
I
think
the
quality
is
really
good
and
so
the
feedback
from
the
business
community
as
well.

We
went
to
the
merchants
association
head
meeting
where
the
representatives
from
each
business
district
came
and
we
asked
them
about
sort
of
the
cotton
bag
and
all
these
different
options
and
their
their
favorite
in
terms
of
helping
people
to
remember
bags
was
the
stow
and
tote
the
one
that
you
smoosh
into
another
bag,
and
so
there
are
two
different
options
there.

lot
of
people
in
the
survey
we
did
did
say
that
they
were
would
be,
would
be
more
interested
in
a
bag
that
was
made
in
the
usa
where
there
were
jobs
here,
so
it
is
a
more
costly
bag
and
so,
at
the
end,
I'll
be
looking
for
feedback
on.
How
do
we
move
forward
with
picking
a
bag
that
we
can
help
to
get
into
the
hands
of
people
in
the
community
when
looking
at
at
quantities
and
how
we
would
distribute
these?

would
use
those
same
sustainability
hubs
where
people
are
going
to
get
in
the
habit
of
their
plastic
film
drop
off
and
where
they
can
donate
a
bag
and
that
throughout
the
summer
we
would
have
opportunities,
sort
of
listing
them
ahead
of
time
of
at
which
center
on
sort
of
which,
week
at
what
time,
we
would
be
doing
so
sort
of
small
quantities
of
bad
giveaways.
That
way,
we
wouldn't
do
it
at
one
event.

then
kind
of
to
round
us
out
that,
as
I
said
in
the
beginning,
education
outreach
is
one
of
the
most
important
things
so
we'll
be
using
all
of
our
resources
available.

electronic

print
and
in-person
campaigns,
meetings

help
people

prepared
for
the
shopping
bag,
ordinance,
which
will
go
into
effect
august.

in
terms
of
overall
schedule,
the
plastic
film
of
recycling
is
something
that
we
can
absolutely
start
doing
right
now,
so
we'll
be
working
to
finalize
all
the
details
and
have
that
being
launching
in
the
first
quarter
in
the
second
quarter,
working
around
earth
day
to
get
the
education,
outreach
campaign,
materials
and
everything
in
the
queue
for
helping
make
the
community
aware
about
this
change
and
also
soliciting
donations
for
share
a
bag,
and
then
launching
that
june
1st
and
then
in
the
third
quarter
over
the
summer,
really
in
those
those
six
to
eight
weeks
right
before
the
bag.
Z
Ordinance
goes
into
effect,
focus
on
the
reusable
bag,
giveaway,
as
well
as
promoting
any
other
businesses,
whether
it
be
impacted
stores
or
other
businesses.
It's
amazing,
whether
it
be
the
farmers
market,
or
I
know
ethnic
arts
and
lakeshore
arts.
There
were
whole
foods
was
doing
bags.
So
there
are
lots
of
opportunities
where
other
community
partners
can
give
away
bags.
That
will
serve
their
purpose
and
we
can
help
to
promote
those
opportunities
as
well.

So,
madam
mayor
members
of
the
council,
let
me
try
to
put
a
little
point
on
this
in
the
discussions
we
had
in
the
summer
leading
up
to
the
adoption
of
the
ordinance.
I
think
there
was
a
concern
about
making
sure
that
people
had
access
to
bags.

I
think
the
program
that
catherine's
outlined
to
collect
excess
bags
and
redistribute
them,
as
I
don't
think,
an
issue
that
was
discussed
in
the
summer
but
probably
is
the
most
cost:
effective,
simplest,
environmentally
sustainable
way
to
get
bags
in
people's
hands.
So
I
think
we
could
just
rely
on
that
and
perhaps
make
a
small
number
of
these
stow
and
tote
bags
because
of
the
cost.

recommendation
would
be
that
we
not
make
a
huge
number
of
those,
but
perhaps
make
a
smaller
number
to
have
for
special
events
make
that
available,
but
really
rely
on
the
recycling
program
of
the
bags
alvin
rainey.
It's
already
started
this
evening.
There's
I
don't
know
alderman
how
many
probably
15
or
20
bags
25
bags,
and
so
I
think
from
our
perspective
that
may
be
the
simplest
easiest
program
to
institute
it's
not
something.
That's
been
widely
used
around
the
country,
but
I
think
really
helps
reinforce
this
whole
issue
of
sustainability.

Also,
our
our
reusable
bag
budget
is
rather
limited,
and
I
think
that
the
taxpayers
of
evanston
probably
would
appreciate
it
as
well.
So
unless
there's
an
objection,
our
recommendation
would
be
to
really
focus
on
that
reusable
bag
campaign,
the
reuse
of
the
reusable
bags
and
then
make
a
small
number
of
the
made
in
america
bags
and
have
those
available
for
special
events
and
launch
the
program
that
way
and
continue
to
keep
you
updated
as
we
move
forward.
Does
that
make
sense
for
the
council
I'm
seeing
that
so
alderman.

participation
in
the
divi
bike,
share
expansion
and
authorizing
me
to
negotiate
an
intergovernmental
agreement
with
the
city
of
chicago
to
implement.
The
program.
Catherine
has
also
been
working
on
that
project
and
is
here
with
an
update
on
where
we
stand
with
divi.

So
in
summary,
the
funding
from
the
state
of
illinois
is
going
to
provide
70
new
bike
share
stations
in
the
divi
bike
share
program,
50
to
chicago
8,
to
evanston
and
12th
oak
park.
Each
of
the
communities
is
responsible
for
cost
share.
That's
proportional
to
how
many
bike
share
stations
are
going
to
be
receiving,
so
evanson's
cost
share
obligation
is
80
thousand
dollars.

The
24
000
is
an
estimate
based
on
what
chicago's
contract
is
with
the
divi
alta
bikeshare
operator
currently,
and
we
expect
to
have
a
contract
that
will
basically
be
piggybacking
off
of
those
terms,
and
then
the
operating
revenue
is
based
on
people
who
are
using
the
divi
bikes,
so
whether
it
be
people
that
have
an
annual
membership
or
people
who
are
just
using
the
seven
day
or
the
24
hour
pass
and
those
can
be
any
of
those
can
be
residents
or
they
could
be
visitors.

Systems
that
are
similar
to
evanston
across
the
country
are
we're
claiming
anywhere
from
50
to
110
percent
of
the
operating
expenses,
and
so
we've
estimated
at
about
65.
That's,
I
believe,
a
number
that
arlington
virginia
used,
which
is
similar
they're
outside
of
washington
dc,
similar
to
how
evanson's
outside
of
chicago.

So
the
resolution
87r14
allows
us
to
accept
participation
formally
in
this
program
and
negotiate
a
contract
and
that
staff
would
bring
back
that
negotiated
contract
with
the
details
that
we
can
look
at
once.
We
have
that
which
we
should
be
getting
details
any
day
on
next
steps
there
and
then,
in
terms
of
evanston,
continuing
to
advance
and
prepare
for
the
evanston
program
to
look
at
developing
community
partnerships
as
well
as
finalizing
our
locations
for
the
bike
share
stations.

Sponsorships
can
help
support
the
capital
costs
of
bikes.
They
can
also
help
offset
those
operating
expenses.
The
65
percent
of
what
could
be
recouped
is
estimated
from
user
fees
only
so
if
we
had
sponsorships
that
could
help
offset
that
as
well
and
then.
Lastly,
based
on
our
bike
plan,
update
and
the
input
from
community
and
council
that
by
education,
safety
is
important.

As
a
result,
they
didn't
have
a
multiple
tiered
system.
They
do
have
a
capital
sponsor
where
you
can
buy
a
station,
but
because
they
had
300
stations
in
their
first
allotment
and
they
got
another
100
stations
more
recently.

didn't
have
a
lot
of
people
who
were
waiting
for
a
station
but
never
got
one
who
put
up
capital
sponsors,
but
these
tiers
are
based
on
sort
of
the
best
practices
of
other
communities.
It
had
a
wide
portfolio
of
options
for
sponsorships,
so
we'll
go
over
each
one.

there
was
not
one
already
planned
where
someone
wanted
one,
then
this
would
be
to
add
an
additional
station
or
if
there
was
a
station
that
was
planned
by
an
existing
business
or
hub
that
someone
wanted
to
pay
for
to
be
the
capital
sponsor.
That
would
be
an
option
as
well,
and
then
those
are
kind
of
pictures
of
the
where
the
company
would
have
the
name
be
located.
And,
interestingly
enough,
there
have
been.

of
you
have
sent
me
emails
with
connections
to
local
business,
people
who
are
eager
to
have
stations
located
near
them,
and
so
the
city
manager,
and
I
have
been
saying
we
wanted
to
really
come
and
present
this
to
council.
So
some
of
this
is
directly
based
on
requests,
for
how
can
we
support
and
having
to
have
something
in
writing?
So
this
seems
really
big,
but
some
communities
have
had
organization
sponsor
stations
at
the
capitol
level.

But
if
an
organization
wants
to
come
on
board
after
they're
located
and
be
the
ongoing
adopt-a-station
sponsor,
these
funds
will
be
used
to
help
offset
that
that
operations
and
maintenance
cost
so
there's
still
a
difference
between
potentially
what
will
recover
and
user
fees,
and
there
would
be
advertising
and
naming
opportunities
as
a
result
of
adopt
a
station
sponsor
and
then
two
other
opportunities
that
many
other
communities
also
had
were.
A
community
sponsor
could
be
a
bike
club.
It
could
be
citizens
for
greener,
evanston
or
another
business.

sponsor
at
the
community
sponsor
level
which
there
are
many
of
these
organizations
have
bike
share
programs
have
a
whole
page
listed
of
community
sponsors,
and
so
that's
the
tier
four
and
then
tier
five,
the
friends
of
divi,
really
being
anyone
giving
any
amount
to
help
create
a
fund
to
provide
discounted
or
free
divi
membership
or
use
passes
for
people
who
would
otherwise
not
be
able
to
afford
writing
divvy,
and
this
could
be
something
that
anybody
could
could
contribute
to.

our
station
locations,
we
had
several
different
analyses
that
have
happened

the
initial
grant
application

so
we

then,

anticipation
of
hopefully
getting
the
money.

we

this

gives
an

sort

compiled
and
the
sort
of
bigger

circles
are
staff's.

recommendation
for
trying
to
consolidate
all
these
different
locations

assistance

be

as

proposing

adjustment

those

changes
with
vital
records,
we
believe
that
we
can
continue
to
provide
the
service
and

it

responsible

other

in
uniform

been
meeting

staff
members

organization
and
one
of
the
things
that
I've
heard,
especially
from
our
public
works
department,
is
that
we
are
still
lacking.

cold
weather
and
wet
weather,
uniforms

equipment
that
we
need
so
we're
making
some
adjustments
to
make
sure
that
all

our
employees
have
those
proper
outerwear
as
climates
continue
to

that
they

not
getting
all
the
training
dollars

they
feel

appropriate,

we're
asking

reduction

dollars

geo
bonds,

just
the
initial
proposed
budget,
but
in
every
communication

us,
and
it's
been
what

we
have
almost
50
pages
now
of
budget
memos
that
are
available
to
everybody
in
great
detail
and
like
alderman
rainey.

I
appreciate
the
the
perspective
the
multi-year
perspective
in
a
lot
of
those
budget
memos,
but
also
the
multi-community
perspective,
so
knowing
what
our
baselines
are,
what
our
benchmarks
are
for
a
lot
of
our
our
policy
and
budget
decisions.
I
want
to
draw
our
attention
to
the
budget
memo
for
the
animal
shelter
and,
as
you
can
tell
from
it,
was
a
budget
mammoth
dated
november
10th,
which
was
in
our
most
recent
packet.

believe
that
we
are
since
since
2012
looking
at
costs
increasing
every
year
and
since
2013,
which
was
the
last
year
that
that
care
was
involved,
the
city
will
be
looking
to
absorb
now
twice
as
much
of
the
costs
associated
with
the
animal
shelter
from
about
17
000
in
2013
to
35
000
proposed
for
this
year.
And
while
I
don't
think
that
the
animal
shelter
will
actually
come
very
close
to
the
35
000.
That
was
just
a
best
estimate.

It
does
for
me
point
out
the
need
for
some
kind
of
organization
to
do
fundraising,
because
that
seventeen
thousand
dollars
is
raised
funds,
its
contributions,
donations
to
the
animal
shelter
that
makes
up
for
those
costs
that
the
city
is
now
absorbing
and
I'd
like
us
to
really
come
back
around
at
some
point
very
soon
talk
about
how,
as
the
animal
control
board,
is
doing,
how
to
better
structure,
how
we
manage
and
operate
the
shelters
so
that
the
city
is
not
absorbing
the
full
costs
and
the
35
thousand
dollars
by
the
way
do
not
include
personnel
associated
with
the
animal
shelter.

we
not
waiting
for
the
committee
to
come
back
to
give
us
a
recommendation
in
terms
of
what
they
intend
to
do
about
such

human
services

and

animal
control
board
did
not
meet
today,
but
we
after
meeting
pretty
much
every
week
for
the
last
couple
months
for
good
meetings.
I
think
the
animal
control
board
has
on
its
agenda,
pursuing
the
possibility
of
issuing
an
rfp
for
a
volunteer
animal
organization
to
take
on
shelter,
management
operations
and
fundraising.

just
simply
say
to
direct
alliance,

also
to
director
thomas

that
I
really
appreciate
you

feel

strongly

this

service

it

we

continue

have

service
in

positions

not

know
how
that

work

holmes's
point

stafford
bottle
records,
there
are
no
layoffs,
contemplated
the
love
one
position
that
will
remain
and
another
position
will

individual

reallocated
elsewhere
in
the
organization,
but
no
one
will
lose
their
job
with
this
change.

cost

additional
crossing
guard
for
early
morning
hours

after

child
care
hours
at
the
corner

maine

school

corner

difficult
and
dangerous,
and
we
that
we've
undertaken
a
number
of
improvements
there
to
improve
the
sight
lines
and
make
the
signs
larger,
but

we're
still
receiving
many
concerned.
