well
lit
and
passable

Public
Works.

waste
is
removed
because
of
Public
Works
government
does
a
lot
for
us,
and
often
we
don't
think
to
ourselves.
What
is
government
done
today
this
week
is
National
Public
Works
week,
and
we
have
our
Proclamation
here
for
our
public
works
department.
That
I
would
like
to
present
I'm
not
going
to
go
ahead
and
read
everything
here,
but
I
would
like
to
to
recognize
all
of
the
terrific
work
that
everyone
here
in
the
Public
Works
Department
does
for
the
city
of
Evanston.

recognize
those
employees
with
long
term
service
to
our
community
and
the
mayor
Haggerty.
If
I
could
ask
you
to
work
with
Bob
Weston
from
our
Human
Resources
Division

our
appropriate
department

we're
going
to
recognize
those
individuals
this
evening
with
20
years
or
more
of
service.
So
first
we'd
like
to
start
with
the
Public
Works
Agency
Dave
stone
back
the
director
and
ask
Robert
Bauer
from
our
sewer
maintenance
division
to
come
up.

normally,
when
we
have
employees
that,
with
at
five
years
of
service
or
any
increment
of
five
years
of
service
less
than

them

of
department

department

can't

and
that's
the
City
Council
and
so
we'd
like
to
recognize

council

wage

Board
passed,

we're
going
to
opt
in
or
opt
out
of
that
ordinance,

if
they
or
it
could
provide
clarification
on
that.

they

wrap
it

we
will

with
the
gin
on
risky.

Our
new
mayor,
mr.
Haggerty,
claims
mr.
Bob
McCullough
to
the
tops
one
of
the
tops.
Any
managers
in
the
nation,
unfortunately
I
feel
we're
stuck
with
him
because
of
what
I
consider
his
reckless
behaviors
with
city
finances.
The
renewal
of
the
7
million
dollar
line
of
credit,
five
million
dollars
recently
borrowed
or
has
been
borrowed
against
TIF
funds,
will
most
likely
never
be
repaid
to
the
Evanston
taxpayers.
Many
of
the
items
are
gifts
to
private
individuals
and
its.
We
have
a
huge
mess
on
Howard
Street,
which
that
tip
will
never
pay
the
money
back.

The
valley
produce
deal,
which
was
a
gift
and
the
office
space
on
Chicago
and
Maine
are
all
gifts.
Of
course,
the
council
members
had
their
fingers
in
all
of
this
to
be
done.
Mr.
bob
poets,
but
a
good
question
really
is
how
we're
going
to
pay
the
line
of
credit
with
non
existing
TIF
funds.
Well,
that
money
is
coming
out
of
the
general
fund
right
now
what
it
amounts
to
it's:
a
3/4
percent
property
tax
increase
hidden.
Of
course.

On
top
of
this,
we
have
numerous
other
gifts,
the
peckish
pig
patio,
the
police
outpost
on
Howard
Street,
many
other
things.
These
tips
have
done,
and
then
online
tipped
items
such
as
smiley
brothers
parking
lot
taking
money
out
of
other
revenue
sources,
then
that
being
misused,
there's
no
payback
to
any
of
this
some
years
from
now.
This
will
all
be
hidden
away
with
bond
debt
that
the
property
taxpayers
will
pay
for
20
years,
so
we're
really
double
paying
on
this.

babka,
which
keeps
telling
us
we
don't
have
any
money
for
Harley,
Clark,
of
course,
and
we
didn't
have
four
hundred
thousand
dollars
to
do
that,
but
we
have
plenty
of
money
for
all
these
other
deals
very
unfortunate
and,
frankly,
a
top
city
manager
would
not
do
this
in
my
opinion,
but
really
what
I
find
unfortunate
here
is
that
this
council
goes
along
with
this
and
continues
these
practices
and
basically
does
not
do
proper
analysis
of
anything.
There's.
No
economic
analysis
done
to
show
any
returns
on
here.

Economic
development
stuff
is
riddled
with
errors
and
mistakes
and
basically
it's
a
mess,
so
I
hope
mr.
Haggerty,
with
your
knowledge
in
I,
guess,
I'd
call
it
business
and
industrial
engineering
things.

you'll
put
some
changes
to
some
of
this
and
then
again
I,
don't
know
what
will
happen
but
we'll
see.

petition

our
board

testify
the
issue
isn't
over,

board
sent

clear
signal

protect
our
water
environment
and
we
take
that
seriously.

the

of
Isabella
woods

really
special
verdant
wooded
area

discussing
the
proposal
from
the
Human
Services
Committee,
regarding
the
establishment
of
a
working
group
to
study
how
the
Evanston
police
complaint
process
might
be
updated.
I
was
a
part
of
the
several
meetings
held
in
the
past
few
months
and
want
to
speak
tonight,
make
a
few
points
that
would
have
been
frankly
better
made
earlier.
The
group
meetings
did
not
overall
function
very
well.
I
In
the
end,
there
was
no
time
and
the
participants
did
not
act
to
help
form
what
was
presented
to
the
Human
Services
Committee
and
when
they
considered
what
was
called
a
report
from
the
group.
There
was
no
rationale
but
well
any
rationale
behind
the
recommendations
was
missing.
So
that's
on
us.
Therefore,
many
of
us
were
disappointed
by
the
amendments
made
by
the
HSC,
and
there
are
two
main
points
I'd
like
to
make.
I
As
the
mayor
now
will
be
coming
to
evaluate
applications
from
members
of
the
community
to
serve
as
a
working
group,
the
size
of
the
working
group
was
set
at
9.
The
community
group
had
recommended
a
larger
number,
because
there
will
be
a
great
deal
of
research
to
be
done
and
a
larger
group
would
have
enabled
more
work
to
be
done
in
parallel,
and
progress
may
have
been
faster.
I
I
Finally,
we
also
think
that
community
members
who
are
not
currently
involved
in
the
complaint
process
have
an
opportunity
to
take
a
fresh
look
and
evaluate
how
it's
working,
what
to
retain
and
what
might
be
better
to
change,
and
this
can
be
done
while
the
current
CPAC
members
continue
their
work
until
any
newel
range
and
is
put
in
place.

voicemails

his
machine
with

that
threatened
his
life
with
remarks
like

will

and

trial

you
from
a

I'm,
disgusted
congressman
from
the
United
States
of
America

2017,

still
having
this
kind
of

homes

we
do
not
get
noticed
we're
within
500
feet
of
the
property
is
going
right
next
door.

have
no
idea
what
the
property
is
going
to
look
like.

ramifications

the
property
next

properties

high
school
built

concern

appoint
the

group.

know

last
Human
Services
Committee.

was
settled
that
the
mayor
would
would
appoint
folks
to

working
group,
as
we've
done
with
all
of
our
processes,
thus
far
in
the
city,
which
I
think
makes
sense
to
people.

to
try
to
make
sure
that
the
council
understands
what
the
concern
is
coming
from.
I
think
people
want
to
make
sure
that
the
people
on
the
working
group
are
also
many
people
who
are
going
to
let
the
the
the
evidence
kind

lead
them
in
a
certain
direction.

think
if
the
community
feels
as
if
this
is
just
an
extension
of
the
police
department,
investigation
or
the
city
council
investigation,
they're
going
to
feel
like
it's
not
worth
even
having
it.

by
that
is
that
the
police
department
has
already
done
and
will
continue
to
do,
an
internal
investigation
and
determine
on
an
ongoing
basis.
You
know
how
they
change
different
department
policies.
You
know,
we
know
that
that's
going
to
happen,
I
think
well,
folks,
one
it
is
independent
from
that
kind
of
a
community
led
examination
of
our
police
process,
so
that
then,
as
a
council,
you
guys
can
kind
of
weigh
all
that
information
and
they
make
a
determination
about
how
we
should
move
forward
as
a
community.

you
you
know
the
mayor
of
Haggerty,
you
know
think
about
how
to
construct
this
working
group.

keep
that

mind

that's
really
what

at

heart

this
people
want
this
to
be
separate
for

folks
appointed

their
minds
in
any
direction
to
be.

to
lead
them

motion
of
citizen
group
to
come
up
with
a
process
to
decide
whether
to
establish
a
new
police
oversight
board
or
improved
the
current
citizen
police
advisory
committee.
At
the
february
meeting
HFC
meeting
citizens
were
invited
to
invited
by
the
HC
members
to
sign
up
for
a
taskforce
group
to
tackle
this
question,
their
working
group,
our
framework
group,
as
as
they
became
known,
met
and
reported
by
to
the
Human
Services
Committee
on
May
the
1st.

Many
members
of
the
Evanston
community
are
deeply
frustrated
and
concerned
because
the
framelit
group
brought
recommendations
that
are
feasible
and
workable,
yet
the
HSC
rejected
them
and
shut
the
group
down
the
decision
of
the
HSE
to
disregard
the
recommendation
of
the
framers
and
instead
decided
to
have
a
working
group
comprised
of
nine
members
appointed
by
the
mayor
is
not
much
of
a
compromise
at
all.
This
is
a
decision,
many
residents.
We
are
very
unhappy
well
because
it
is
a
decision
that
many
fields
will
ensure
that
this
process,
it's
not
independent
of
political
and
law-enforcement
influence.

There
is
criticism
because
the
citizen
network
of
protection
has
been
working
with
members
of
the
community
and
updating
HSV
for
over
eight
years
to
bring
a
citizen
oversight
to
everything.
The
CNP,
also
with
many
other
everything
are
having
series
without
doubt
that
the
casualty
Network
and
let
the
citizen
be
an
active
part
of
creating
the
new
complaint
review
process
and
police
oversight
board
CMP
has
presented
at
freezing
River.

working
group

the
CMP
proposal,

the
cmp
research

over
the
eight
years,
crafting
its
proposal

a
civilian
police
oversight.

civilian

council
members

citizen
network
protection
will
continue

hold
events
for

community

discuss
community
policing
and
Evanston
where's
the
Human
Services
Committee,

ensure

citizen
network
of
protection
will
have
the
opportunity
to
give
a
presentation
to
any
and
all
working
framer
groups
about
how
civilian
oversight
of
law
enforcement
can
help.
The
city
of
Evanston
improve
the
quality
of
policing
and
Evanston,
protect
the
city
from
lawsuits
and
settlements
and
protect
the
civil
and
human
rights
of
Evanston
residents.

addition,
we
are
also
asking
that
the
citizens
have
an
opportunity
to
participate
with
the
negotiations
with
the
police
contract,
not
a
proposition
of
the
FOP
but
inclusive
of
more
black
youth,
mental
illness
and
people
of
residency
requirements
for
officers.
We
think
that
this
is
an
opportunity
for
Evanston
to
step
forward.
That's
aggressive,
City
and
be
more
inclusive.
We
also
want
you
to
consider
scattered
sites
for
for
affordable
housing
and
not
merely
placing
them
within
the
fifth
Ward
in
close
proximity
in
less
than
three
blocks
from
each
other.

library

senior

solar
panel
installation
with
continental
electrical

in

groups

as
they

own

operate
in
their
way
and
not
really
interfere
with

reclamation
plant

Saturday

They

take

to

large

corner

valve

open

the

meeting

the

Howard
Street
for
the
major
two
million
dollar
Howard
Street
reconstruction
project
is
going
to
take
place
anybody's
welcome

it's
going
to
be
at
a

inconvenient
time
for
most
businesses
but
two
o'clock
in
the
afternoon,
but
that's
when
all
the
project
people
can
attend.
So
it's
going
to
be
one
of
the
24
hundred
rooms,
so
anybody's
welcome
it's
going
to
be
a
huge
project,
it's
going
to
last
two
years
and
it's
going
to
involve
streetscaping
as
well
as
the
reconstruction
of
the
street.
