few

Rich
Eddington
for
almost
12
years
of
service
to
the
City
of
Evanston.

been
an
outstanding
police
chief
and
a
tremendous
leader
in
this
community,
and
we
are
deeply
grateful
for
his
service
with
that.

would
like
to
share
a
few
thoughts
about
Shania
Stewart
It's,
a
tremendous
honor,
a
privilege,
I'm
excited
and
have
tremendous
pride
in
introducing
Shania
Stewart
as
the
next
chief
of
police
for
Evanston.
She
brings
over
15
years
of
police
leadership
to
our
community.
She
is
an
Evanston
native.
She
is
a
graduate
of
eths
and,
just
frankly,
an
outstanding
person.

phenomenal

she
graduated
the
same
year,
my
mom
graduated
from
eths
and

so
there's.

Stow
for
this
wonderful
decision,
I,
don't
think
there's
a
moment
when
you
were
even
hesitant
about
once.
We
interviewed
Miss
Stewart
if
she
was
the
right
fit
for
this
community.
So
I
appreciate
your
steadfast
leadership.
Your
belief
in
Mississippi
I
believe
in
the
community
as
a
whole
and
witness
Stewart
will
bring
to
us
as
our
next
police,
chief
and
I'm
glad
to
see
so
many
familiar
faces
from
the
police
department.

Here
you
know,
I
think
the
police
department
is
just
as
excited
about
this
I
know:
there's
been
some
turbulence
over
the
last
few
years
for
a
whole
host
of
factors.
I
may
be
one
of
those
factors,
but
I
I
really
think
that
you
know
seeing
the
support
of
the
department
with
Ms
Stewart
I
think
she's
going
to
be
not
only
a
great
leader
for
our
community,
but
for
the
men
and
women
that
Don
the
uniform
every
day
and
go
out
and
serve
our
community.
So
thank

to
the
police

counted

people

when
I
was
appointed,
no
I'm
just

great

are
appreciative

the
service
that
we

receive
as
council

community
is
behind
it,

I
also
encourage
the
community
to
stay
behind
it.

is
not
just
her
job.
It
is
all

serve

an
indication

Stewart

really
a
complete
package.

who

a

skilled,
experienced,
knowledgeable
law
enforcement,
professional
who
also
knows

City

Evanston

well

we
didn't
have
to
sacrifice
either
professionalism
or
skill
or
experience
or
knowledge
of
Evanston
and
Deep
Roots
here,
and
we're
very
fortunate.
We're
really
lucky
and
I
know
that
we're
going
to
do
great
things
together
and
I
want
to
thank
the
members
of
the
police
department
not
only
for
showing
up
tonight
and
for
embracing
this
new
and
I
think
exciting
period
for
the
department,
but
just
for
all
your
professionalism.

years,

profession
and
complicated
years

Evanston,
Police

evening
there
are
a
few

people
signed
up
to
speak,
so
everyone's
going
to
get
two
minutes

seconds.
I
will
begin,
as
always
with
those
who
signed
up
in
person
and
want
to
speak
in
person
beginning
with

wanted
to
talk
about
the
dog
beach
I
started
working
on
this
last
spring.
You
know,
because
the
water,
the
reason
we
didn't
have
a
dog
beach,
was
because
the
water
levels
were
really
high
and
now
they're
28
inches
below
what
they
were
in
2020
and
the
beach
is
back
and
people
have
been
taking
pictures
of
it.
Oh
thanks
and-
and
it
looks
beautiful-
you
know
anyway,
I
know
there's
at
least
three
aldermen
that
I've
spoken
with,
who
are
in
favor
of
having
our
dog
beach
back
but
I.
Guess
it
was.
M
You
know,
the
easiest
thing
was
to
not
do
anything
about
it
and
then
and
I
heard
that
there
were
hundreds
of
requests
from
it
and
we're
having
a
little
meeting
about
it.
Saturday
and
everybody's
welcome
to
come
down
there.

I
and
the
other
part
of
this
is
that
I
guess.
We
made
a
lot
of
noise
about
wanting
a
dog
beach
and
there
was
a
questionnaire
online.
That
was
eight
pages.
Long
I
just
found
it,
but
it
was
from
2021
about
a
new
dog
park
and
we
for
those
people
who
don't
have
a
dog
there's
a
three
acre
dog
park
that
was
gifted
to
Evanston
and
to
Skokie
right
outside
of
Sam's
Club
by
the
canal.

There
I'm
really
surprised
to
look
at
the
maps
of
Evanston
and
see
that
that
side
of
the
canal
is
just
not
counted
as
Evanston
south
of
Main
Street.
They
even
have
the
canal
ending
at
Main
Street,
which
kind
of
reminded
me
of
a
hurricane
map.
I
saw
once
that
was
altered
by
a
Sharpie.
You
know
because
the
canal
goes
on
and
on
after
that
anyway,
so
we
I,
guess
Evanston
didn't
really
want
to
take
care
of
it
and
the
people
who
proposed
a
dog
park
instead
of
opening
our
dog
beach
had
an
eight
page.

You
know
questionnaire
about
which
park
we
could
choose
and
I
really
felt
like
they
didn't
know.
We
already
had
a
dog
park
and
no
one
had
been
down
there,
because
the
city
managed
city
engineer
said:
Well
we'd
have
to
see
about
fencing
and
it's
been
fenced
off
so
that
no
one
can
go
there
and
even
the
little
beach.
That's
between
the
pier
and
the
boat
launch
is
kind
of
being
policed.

that
no
one
can
go
there
even
off
season.
My
dog
walker
I
asked
if
he
could
take
my
dog
swimming
because
he
loves
to
swim
and
it's
off
season
and
people
aren't
going
to
the
beach
and
he
said
no,
he
can't
risk
getting
175
dollar
ticket
and
I
wondered
you
know,
I'm,
pretty
sure.
There's
no
ordinance.
That
says
you
can't
walk
a
dog
on
the
beach
or
let
him
swim
when
it's
off
season.
So
that's
all.

the
opportunity

address
you
this
evening.
My
name
is
Charles
Smith
I'm,
the
president
of
Jen's
Jensen
Gardens
in
Evanston,
we're
a
non-profit
organization.
That's
been
engaged
in
refurbishing
the
Jens
Jensen
landscape
that
surrounds
the
Harley
Clark
Mansion.
N
The
issue
I
have
right
now
is
that
we
are
in
the
process
of
looking
at
the
lease
with
the
artist
book
house
that
granted
them
the
pro
the
out
the
property
outside
the
house.
N
There
are
some
issues
that
were
unresolved
with
the
original
lease
and
recently
we've
been
engaged
engaged
in
conversations
with
the
city
and
with
book
house
that
may
result
in
some
additional
alterations
to
the
lease,
and
so
what
I'm
asking
is
for
the
city
council
to
table
any
action
regarding
of
the
book
house
lease
until
these
issues,
these
they're
not
really
issues.
But
these
things
have
been
addressed
that
the
clarifications
have
been
made.
I
think,
first
of
all,
I
wholeheartedly
support
artist,
bookhouse
and
I
hope
they
have
their
phenomenal
success.

They've
been
very
cooperative
and
and
supportive
of
our
efforts,
as
has
the
City
of
Evanston.
We
have
been
blessed
with
a
lot
of
very
generous
donations
from
community
members
and
a
lot
of
support
in
the
form
of
of
volunteers
working
on
the
site,
and
these
are
all
cities,
the
city
of
Emerson
people
who
are
very
concerned
about
the
maintain
the
future
of
of
that
site
as
the
Jens
Jensen
Gardens.
N
So
again,
my
request
is
that
we
continue
to
have
some
conversations
and
work
out
some
details
and
and
and
and
go
back
to
the
the
lease
when
those
things
have
been
done.
So
thank

So
the
new
proposed
budget
just
hit
the
internet
over
400
million
dollars
and
proposed
tax
increases
to
go
with
it
for
a
city
our
size.
This
is
ridiculous.
It's
Reckless
and
it
is
to
me
offensive
spending,
continues
to
go
unchecked,
it's
easier
to
spend
in
tax
than
it
is
to
be
frugal
and
cost
conscious.
It's
very
disappointing
taxpayers
today
are
being
asked
to
pay
1.5
million
dollars
to
settle
a
lawsuit
that
never
should
have
happened.
O
We're
being
asked
to
our
you're
just
going
ahead,
you're
pushing
forward
on
the
animal
shelter
a12
that
no
member
of
council
or
the
public
has
seen
the
design
of
we
don't
know
what
it
looks
like
what
the
plan
is,
and
no
one
really
knows
what
it's
going
to
cost
there's
a
budget,
but
we
know
how
budgets
and
evidence
go
it'll,
be
twice
that
before
it's
all
said
and
done.

We're
also
being
asked
to
pay
750
000
for
a
change
order
that,
in
the
previous
meeting,
was
explained
as
a
mistake.
So,
but
we
pay
for
that
and
that's
on
top
of
other
change
orders
for
that
30-inch
main
water
main
that
added
two
million
dollars
to
a
10
million
dollar
contract,
making
it
nearly
12
million.

Worst
of
all,
there's
no
separate
public
meeting
scheduled
in
the
list
of
meetings.
I
saw
online,
so
citizens
have
an
opportunity
to
debate
and
argue
against
this
extraordinarily
inflated
budget.

Meredith

council
members
I'm
the
president
of
the
aforementioned
artists
book
house
and
one
of
the
items
you
have
on
your
agenda
tonight.

a
revision
of
our
lease
that
changes
our
fundraising
benchmarks
and
the
phases
of
construction
for
the
renovation
of
the
house.
We
were
asked
to
create
these
revisions
by
City
staff
and
I
spent
the
summer
doing
this
with
our
project
manager
and
architect.

We
think
that
this
is
a
realistic
and
useful.
This
revision
I'm
asking
you
not
to
postpone
it
or
link
it
to
anything
else,
but
to
just
please
vote
on
it
tonight
and
let
us
have
our
least
revised,
so
we
can
go
forward.

It
doesn't
perform
the
magic
of
actually
allowing
us
to
magically
raise
money
from
the
money
fairy,
but
it
gives
us
a
tighter
connection
to
the
reality
of
our
fundraising,
so
that
nobody
can
come
back
and
say
you
didn't
do
what
you
said
you
would
in
the
lease
it's
essentially
you
all
agreeing
to
put
in
our
least
language
that
we
can
actually
accomplish,
and
if
you
can
do
that
for
us
tonight,
I
would
be
extremely
appreciative.

the
Evanston
animal
shelter.

vote

support

resolution
107-r-22
allows
us
to
start

move
the
animals
out
of
the
current
facility
so
that
it
will
be
vacant
in
time
for
demolition.
The
cats
will
be
moved
to
a
rented
space
at
5,
35
Custer
and
the
dogs
will
go
to
the
recycling
center.

We've
been
looking
for
appropriate
housing
for
the
animals
for
several
months,
and
we
are
fortunate
that
the
pieces
have
fallen
into
place
just
in
time
for
us
to
use
these
two
facilities.
Please
remember
these
two
important
things
number
one.
The
current
building
is
dying.
We've
I've
been
in
front
of
you
many
times,
and
we've
talked
about
that.
It
is
beyond
its
useful
life
and
it
has
a
myriad
of
problems
that
cannot
be
corrected
and
number
two.
The
Cook
County
Grant
of
two
the
grant
gives
us
two
million
dollars.

That
agreement
require
hires
the
new
building
to
be
completed
by
November
of
2023..
That
schedule
is
already
very,
very
tight
and
any
hiccups
in

process
could
put
that
date.
In
Jeopardy,
this
is
a
very
exciting
time
for

animals
of
the
of
the
City
of
Evanston
and
for
the
people
who
love
those
animals,

I'm
really
proud

be

dogs

to
have

dog,

people

beach

the
dogs

there

shouldn't
be
threatened

get
someone

Charles
Smith,
who
you

them
a

them
have

have

less

thing
I

talk
about
is
the
letter
that
odd
Emily
Guthrie
couldn't
be
here,
but
she
in
this
regards
our
budget,
because
our
budget
is
getting
out
of
control.
You
know
we
need
to
curb
our
spending
and
we
need
to
be
responsible,
and
so
this
is,
she
says
it
appears.
The
staff
is
deferring
maintenance
on
most,
if
not
all,
of
its
properties.
The
boilers
at
noise,
Cultural
Center,
need
to
be
replaced.
There
is
not
time
to
put
out
a
work
bid
on
that.
The
service
center
needs
approximately
40
million
dollars.

I
asked
for
a
record
of
all
the
maintenance
on
the
city,
buildings
and
I
was
told
that
it
was
only
available
after
2014.,
so
the
city
records
were
lost
for
the
programs
that
those
records
were
replaced,
I'm,
not
sure,
but
what
the
point
is
is
that
we
need
these
maintenance
records.
I
mean
my
husband
was
in
property
management
for
25
years.
He
would
have
been
fired
if
he
couldn't
produce
a
five-year
projection
and
everything
that
goes
with
it.

So
we
need
to
be
really
fiscally
responsible
so
and
then
the
the
23
million
dollars
work
over
five
years
on
the
Civic
Center.
We
don't
need
new
windows
at
3
million
if
they
need
to
be
fixed
like
any
responsible
homeowner,
let's
fix
them,
and
then
you
put
in
a
new
boiler
and
you
spend
five
million
dollars
a
year
and
you
make
this
place
the
center
of
our
city
activity.
Okay,
that's
one
thing.
The
last
thing
I
know:
I
don't
have
much
time
and
is
regarding
the
animal
shelter.
I
do
believe
that.

Know
thirty
thousand
square
feet
renovation
they
just
moved
in.
They
have
90
surgical
rooms,
they
have
welcoming
rooms,
they
have
two
stories
they
renovated
their
building.
Just
because
something
is
old,
does
not
mean
you
don't
work

it.
The
majority
of
our
houses
here
are
so
this
costs
the
right.
The
people
in
pause
raised.
Nine
million
dollars
built
a
30
million
dollar
I
mean
a
thirty.

support
for
the
dog
beach.
We
moved
to
Hinman
Avenue,
just
because
you
can
literally
see
the
dog
beach
from
our
house.

two
giant
water
dogs

go
there

it
it's
it's
an
untapped
resource,
but
the
other
thing
I
hope
you
also
think
about
is
that
back
when
we
did
move
here
nine
years
ago,
some
of
the
people
I
met
at
that
beach
continue
to
be
some
of
my
best
friends.

a
community

Place,
it's
not
just
a
dog
beach,
so
I
hope
you
kind

realize
that
it

pure
evidence.

it
really
is
what
happens?
It's
supposedly
all
about

communities.

selected

people
that
have
the
dogs,

assuming

contemplating

One
reason
you've
talked
about
is
it
has
to
be.
Somebody
has
to
be
checking
passes
to
be
going
in

Encourage

to
look
at
like
Winnetka,
has
the
fob
system,
and
that's
also
what
we
have
at
the
Evanston
Skokie
has
the
key
card,
I
I'm
sure
it's
obviously
more
expensive
to
install,
but
overall
it
would
replace
those
kids
and
the
kids
aren't
always
even
there
checking
passes
anyway.
Just
if
you
really
want
to
know
so,
if
you
want
a
more
efficient
system,
I
think
that
would
be
the
way
to
go,
but
I
just
enthusiastically
asking
you
to
please,
please,
please
reopen
our
dog
beach.

under
a
really
neglect

denied

community

opportunity

person

people

records
moving
into
any
unit

moves

parole

terrorizing,

entire
neighborhood
threatening

neighbors

throwing
garbage
out

window
and
no
one
can
seem

called
the
landlord
four

five
times
either
you
evict
this
woman
who's
crazy
or
you
find
another
place
for
her
to
stay.
The
amount
of
taxes
that
I
pay
I
should
not
be
threatened
in
my
own
Community
by
someone
on
parole,
landlords
do
not
have
a
say-so
in
this.

amending
city
council,
rule
9.7,
the
Hallmark
of
an
open
and
responsive
government
is
thoughtful
consideration
of
new
ideas,
even
those
which
are
unpopular,
controversial
or
come
from
outside
the
mainstream.
So
I'm
concerned
about
this
potential
rule
change
that
it
seems,
would
throttle
some
of
those
Outsider
ideas.

At
the
September
rules
committee
meeting
mayor
Biz
brought
forth
a
resolution
that
would
require
a
council
member
to
get
two
co-sponsors
before
any
proposal
they
make
is
referred
on
to
another
committee
or
to
the
city
council.
If
a
proposal
only
has
one
sponsor,
the
rules
committee
may
pass
it
along,
but
would
no
longer
be
expected
to.
The
rationale
is
to
ensure
that
the
referred
items
have
meaningful
support
before
they
consume
a
lot
of
staff
and
committee
time.
So
why
is
this
a
problem
you
might
ask?

If
a
proposal
only
has
one
council
member
and
support
it's
probably
dead
in
the
water
anyway,
possibly
but
killing
such
ideas
before
they
get
presented
in
committees
or
at
Council
meetings
means
fewer
residents
will
have
a
chance
to
hear
about
them.
Proposals
that
get
another
hearing
might
attract
more
public
support
enough
for
a
council
member
to
change
their
mind
and
give
it
a
look.

It's
also
quite
possible
that
a
resolution
primarily
affecting
one
Ward
may
not
immediately
get
the
support
of
other
council
members
if
it's
left
to
languish
in
rules,
I
have
to
say
that
we're
a
bit
suspicious
of
government
anxiety
over
saving
time,
which
is
often
an
excuse
for
undemocratic
practices,
is
the
concern
really
efficiency.
Or
is
it
not
wanting
to
be
bothered
with
pesky
legislation
you
don't
like,
and
why
does
this
only
apply
to
council
members
after
all?
But
this
logic
shouldn't
mayor
biss
need
a
co-sponsor
to
advance
this
new
resolution.

value
in
such
a
requirement
for
staff
proposed
resolutions
to
avoid
bloated
city
council
packets
filled
largely
with
staff
proposals.
The
council
members
may
not
even
have
a
chance
to
read.

would
support

resolution

one
Council
co-sponsor,
but
two
strikes
me
as
Overkill
and
I'd
also
like
to
know
if

city
has
looked
at

Practices
in
other
municipalities.

always
been

challenge,

two

two
major
concerns
about
the
shelter
the
first
one
is
by
and
far
safety.
Well,
the

building
is
heated
by
a
large
space
heater.

heat
in
the
building
is
in
the
one
of
the
room
that
houses
the
animals.
It's
positioned
over
their
cages
when
it
turns
on
you,
see
large
red
coils
burning.
There
was
no
sprinkler
system
in
the
building,
so
it's

fire
hazard
to
both
humans
and
animals
and
I
I
find
it
hard
to
believe
that
it's
still
functioning
like
that.

concern

medical
care

is
not

from
all
across
the

know

recently

migrants

South
and
Central
America?
Those
folks
are
certainly
here

our

fact,

meet
a
family
from
Colombia
at
the
Hispanic
American
Heritage
Month
celebration

Elks,
Park
and
that
family.

You
know,
as
I
said,
migrated
here
from
Colombia
and
we're
planning
on
moving
through
to
Canada,
but
there's
some
passport
was
taken
away
and
so
now
they're
stuck
in
our
country
in
our
area
with
the
court
date
in
Chicago
in
a
few
months
and
trying
to
make
ends,
meet
they're,
getting
their
kids
enrolled
in
District
65,
which
is
1,
wonderful
and
then
you
know
outside
of
that.
What
we
kind
of
all
know
about
because
of
the
great
Governor
from
you
know,
Texas
and
Florida.

also
have
you

in
my
ward
and
I'm
sure
across
the
city
we
have
migrants
from
Africa

I

have
spoken
to
council

about
this
and

in
his
Ward
from
the
Congo
and
other
countries
that
are
experiencing
conflict

have
families
in
in
my
ward
as
well,

then
we

what's
going
on
this
originally
came
up.

was
extremely
personally
moved
and
maybe
I've
lost.
You
know
a
bit
of
my
whatever
it
is,
but.

certainly
after
the
invasion
of
Ukraine
and
our
sister
city
kiv,
you

we
know
that
we
have
an
influx
of
migrants,
also
from
Europe
now
from
the
Ukraine
and
from
Russia,
not

so
you

this
isn't
enough
money
and

recognize
that
this
isn't
going

go

huge

gaps,

funding

funds

used
in

way

with

sure
we'll
be
able
to
get
the
most
bang
for
our
buck
here
and
work
collaboratively
with
our
partners

state

make
sure
that
we
move
these
dollars
as
far
as
possible.
So
with
that

hope.
There's
continued
support
for
this.

community
relief
funding
director

I
get
anything
wrong,
feel
free

the
community
Relief
Fund
is
is
primarily
limited
to
rental
assistance.
It's
essentially
mirroring
our
a
general
assistance
funds
and
how
those
can
be
used,
but
this
fund
is
particularly
for
undocumented
folks,
and
so
rental
assistance
is
pretty
much
almost
the
end
of
the
line
there
and
maybe
some
utility
assistance
as
well.

funds,
these
Refugee
resettlement
funds
through
our

officers
are
in
support

Eddington
have
said
this
numerous

that
the
police
department
will
do
what
we
ask
them
to
do
and
what
we
give
them.

resources
to
do-

this
study
here
will
help
us
ensure
that
we

giving
them
the
proper
resources
and
that
we're
asking
them
to
do
the
job
that
we
really
want
them
to
do,
and
I
can't
imagine
any
forward-looking
police
department

police
officer
not
being
in
support
of
collecting
data

they
themselves

time

promised

residents

sworn

think

appropriate

said
this
about
some
Governors

being
sarcastic
about,
but
in
this

our
great
president,
following
that
leadership
and
understanding

War
on
Drugs

certain
Controlled
Substances

disproportionately
impact

the
black
community.

Community
has
been
a
drag
on
resources.

like
for
this
body
to
review
and
eliminate
from
our
code
and
make
amendments
to
Title
IX
chapter
5,
which
is
an
ordinance
that
makes
simple
possession

cannabis
inside

this
building

of
a
public
park,

arrestable,
offense
and
so

like

and

have
an
opportunity

have
our

police

into
