Church

Evanston

celebrating
150
years
with

church.

he
was
president

was
brought
here
by

one

residents

part

the
importance

Community
Planning

getting
community

we
certainly
try
our
best

have
an
inclusive
process,

this
month

Planning
Month,

it
gives
us

opportunity

publicly
recognize
the
participation
and
dedication

members

Planning,
Commission's
and
other
city
city
planner,
citizen
planners,
who
have
contributed
their
time
and
expertise
to
the
improvement
of
Evanston.

it

recognize
this

issue

proclamation
which
I'll

the
city

staff
accepted
the
2019
implementation
award
for
the
Fountain
Square
project,
and
so
we
have
a
beautiful
plaque

that

awarded

city
of
Evanston,
given
that
this
project
Fountain
Square,
exhibits
a
visionary
approach
that
was
effectively
implemented
and
I.

made
that
project

success

summarize
the

main
points.

represent
three
dozen
neighbors
of
2404
Ridge
I'm.
Speaking
to
the
agenda
item
sp1.

We
respectfully
urge
the
City
Council
to
uphold
the
judgment
of
the
Preservation
Commission
when
they
denied
his
certificate
of
appropriateness
to
unauthorized
alterations
to
the
exterior
of
the
historic
barn
at
24:04
ridge.
That
barn
is
three
years
older
than
the
first
congressional
Church.
Just
so
you
have
a
sense
of
the
LVH.
Not
supporting
the
Preservation
Commission
would
send
a
message
to
all
parties
that
they
can
disregard
the
Commission.

urge

not
to
reward
the
developer
for
flouting
the
terms
of
the
Commission's
initial
grant
of
a
certificate
of
appropriateness
in
1997.
We
urge
you
to
require
him
to
faithfully
follow
the
plans
of
that
the
Preservation
Commission
approved
by
refusing
to
accept
the
appeal
of
their
ruling
on
August
6th.
The
developer
would
have
you
believe
that
he's
a
victim
of
the
Preservation
Commission
and
of
the
city.
He
is
not
a
victim,
he
is
here.
He
has
been
brought
to
this
circumstance
by
his
own
actions
and
we
urge
you
to
hold
him
responsible.

forth

alderman
suffered

clarification
that

town
hall
meetings
to
begin
tonight,

possible
and
as
many
town
hall
meetings
about
the
budget
as
possible.
Going
forward.
So
really
do
ask
the
mayor,
Erika
and
others
to
clarify
that
the
rules
committee
made
a
unilateral
decision
last
week
to
select
gov
hrusa
as
the
city
manager
search
firm
that
that
decision
needs
to
be
revisited.

come
to
find
that
there's
a
lot
of
ex
city
employees
that
apparently
go
to
that
firm
and
get
hired
sounds
like
well.
It
doesn't
sound
like
a
good
situation
to
me
and
there
were
other
firms,
that's
what
less
expensive
proposals
that
should
have
been
interviewed
and
for
some
reason
the
Rules
Committee
voted.
Not
to
do
that
so
that
that
decision
should
be
revisited.

also
ask
that
you
don't
condemn
the
neighborhood
around
northwestern
Walsh
reign
arena
because
you
might
see
entertainment,
tax
revenue
dollars,
don't
sell
out
that
community.
Please
I
attended,
reclaim
Evanston's
meeting
last
night.
All
the
men
were
Simmons
smoked
eloquently
about
efforts
to
seek
million
dollars
a
year
for
ten
years
towards
funding
reparations.
Frankly,
I,
don't
think
that's
nearly
enough.

fact
is
that
if
the
city
didn't
waste
so
much
money
on
projects
like
the
Robert
Crown
Center,
20
million
dollars,
eight
million
dollars
in
park
lawsuits
millions
of
dollars
of
staff
lawsuits,
millions
of
dollars
of
consultants
and
change
orders
from
consultants
and
contractors,
you
would
have
the
money,
tens
of
millions
of
dollars
a
year
for
reparations,
affordable
housing
and
other
real
livability
programs
to
address
all
of
Evanston's
residents.
Equally.

So
I
ask
that
you
do
that
that
you
approach
the
people
that
should
have
been
paying
for
robert
crown,
who
pushed
the
issue
on
two
sheets
of
ice.
That
cost
us
20
million
dollars
more
than
we
should
have
had
to
pay
and
use
the
extra
money
that
you
got
from
the
fund
from
the
bonds
and
put
that
towards
all
the
Rue
Simmons
reparations
fund.

One
other
question
about
Robert:
crown
million
Andrews:
are
they
being
penalized
for
missing
their
scheduled
dates
for
over
a
month,
apparently
they're
proposing
an
extension
by
over
a
month,
I
thought
that
was
a
penalty
clause
and
are
there
also
going
to
be
penalized
for
missing
their
MWBE
participation
and
their
local
employment
program
requirement
participation
I
believe
these
were
penalties
that
should
have
been
imposed
and
will
help
us
pay
for
that
building.

Oak
Avenue

the
4th
Ward
I
know
a
few
of
you
know
who
I
am
I've,
heard
some
comments
that
were
made
to
other
members
of
the
community.
If
you
remember,
I
spoke
about
my
building
within
an
hour
of
getting
home
my
building
caught
on
fire
again
once
again,
the
elevators
worked
off
on
and
usual,
including
calls
to
911
cluding
a
fire
captain
who
said
I,
don't
know
why
the
city
won't
take
action.

There's
no
way
these
elevators
are
going
to
work
anytime
soon
and
they
are
not
safe.
Bedbugs
are
in
our
elevator
bugs
in
through
cracks
in
the
building's
walls
window
frames.
People
are
having
water
issues,
including
rashes,
heating
issues.
Half
our
building
is
100
degrees.
The
other
has
no
heat
at
all
harassment
from
the
owner
and
the
list
goes
on
and
on.
Why
does
the
city
of
Evanston
have
codes
that
they're
not
going
to
enforce
them?

I
have
the
information
act
records
by
building
hasn't
passed
one
in
years,
yet
no
action
has
been
taken,
I'm
going
to
take
the
liberty
to
say
this
is
probably
not
only
Wesley
Realty
is
getting
away
with
this
Evanston
loves
to
talk
about
equity
and
the
way
they
treat
their
citizens.
However,
I
fail
to
see
this
from
residents
living
in
poor
conditions.
The
city
refused
to
take
action
on
catering
to
Northwestern
at
the
expense
of
residents
and
local
businesses,
or
amassing
debt
to
create
a
recreation
center
for
an
outside
hockey
team.

While
my
girlfriend
has
told
me
who
works
in
special
rec,
there's
been
very
little
consideration
of
their
needs
or
their
concerns
brought
into
this.
This
council's
beholden
to
big
business
and
powerful
interests
at
the
expense
of
his
citizens.
I've
also
heard
from
multiple
reliable
sources:
Aldo
Monte
and
Wesley
Realty
have
many
friends
in
the
City
Council
and
throughout
the
town,
and
that's
why
they're
getting
away
with
it?
Otherwise,
I,
don't
know
why
a
town
official
anytime
complains
we're
taking
a
record
of
it
and
we
call
al
Belmonte
giving
away
the
residents
name
not
just
me.

This
has
happened
to
the
lack
of
action
with
multiple
failed
years.
Numerous
complaints
9-1-1
calls
for
theft,
gas
leaks,
trapped
people,
it's
going
one
thing:
either
the
employees
in
the
town
councils
refusing
to
take
action
due
to
lord
knows
level
of
corruption
or
there's
a
large
amount
of
ineptitude
among
the
city
employees
that
needs
to
be
brought
to
attention.
Well,
it
takes
someone
in
my
building
being
killed
seriously
hurt
before
someone
wants
to
take
action.

Have
any
of
you
since
I
spoke
last
time,
looked
up
the
records
for
my
building,
even
though
multiple
people
took
my
number,
including
a
fire
official,
my
alderman
has
my
number
and
email.
No
one's
contacted
me.
I
would
love
to
know
why
that
is
Evanson
should
be
unnoticed.
This
is
not
acceptable,
then
we
should
no
longer
be
neglected
at
the
benefit
of
outside
corporate
interests.
This
town,
its
employees,
especially
the
City
Council,
should
be
ashamed
of
the
lack
of
action
they've
taken
silent,
no
more
thank.

ordinance,

not
on
the
agenda

fraction.
This

however,
this
proposed
ordinance
should
have
never
been
left
that
committee.
It
should
have
been
rejected
in
committee
and
not
Florida
to
the
City
Council
alderman
Simmons
I
can't
hold
you
responsible
for
this
oversight,
an
insult
to
our
community.
I
You
weren't
there,
our
organization,
the
citizen
Network
for
protection,
has
been
marginalized
and
met
with
and
Facebook
temple
from
this
council
for
over
ten
years.
How
insensitive
by
not
inviting
and
a
legitimate
best
practice
for
improving
community
relations
with
the
police,
at
least
allowing
us
to
have
some
input.

chief
for
at
least
meeting
with
us
I
appreciate
that
the
previous
chief
wouldn't
even
meet
with
us
acha
staff
submit
to
the
City
Council
such
an
ill-conceived
proposal.

We're
involved
with
a
progressive
community
that
wants
to
have
a
seat
at
the
table
to
discuss
issues
that
adversely
affect
my
community
and
you
slam
the
door
in
our
face.
We
have
come
there
after
years
of
establishing
effective
civilian
police
review
board
practices,
we
offer
our
hand
to
you
and
you
slap
us
in
the
face.

Let
you
clean
fiscal
responsibility
and
allow
the
staff
that
has
demonstrated
negligence
in
our
community
by
costing
the
city
millions
in
lawsuits,
to
introduce
such
a
proposal,
how
insulting
we
will
continue
to
work
with

city
to
establish
constructive
positive
practices.

not
be
silent
and
marginalized
any
longer.

June

You
voted
unanimously
to
adopt
a
resolution,
a
resolution,
affirming
the
city's
commitment
to
instructional
racism
and
achieve
racial
equity.
In
the
spirit
of
your
commitment,
I
would
like
to
bring
to
your
attention
some
activity
at
the
Ridgeville
Park
District.
As
you
know,
Ridgefield
Park
District
is
separate
from
the
city
of
Evanston
Parks
and
Rec.
It
has
its
own
separate,
taxing
authority
residents
within
the
district
pay
taxes
to
both
Evanston
Parks
and
Rec
and
Ridgeville
park.

District
I
am
part
of
a
group
of
concerned
community
members
in
the
Ridgeville
Park
district
that
have
come
together
under
the
name:
Ridgeville
unite,
United
for
equity,
to
research,
assess
and
problem-solve
as
a
community
around
the
uncomfortable
issues
of
systemic
and
institutional
racism.
It's
lingering
effects
and
some
current
Ridgefield
practices
that
have
potential
for
disparate
impact.

original
United,
William
Eason
came
to
the
city
and
spoke
with
chief
equity
officer,
dr.
pat
dr.
pat
fpm,
to
ask
for
help.
I
would
like
to
thank
dr.
apheon
for
these
valuable
discussions

for
the
meaningful
comments
she
made
in
person
at
the
Ridgeville
board
meeting
last
week,
Regional
Park
District
has
acknowledged
its
troubled
history.
Ridgeville
met
with
Ridgeville
United
and
last
week
the
all-white
Ridgeville
Park
District
Board
addressed
one
of
the
many
action
items
that
Ridgeville
United
has
suggested.
They
voted
unanimously
to
repeal
sections
under
their
1988
board.

Sorry,

general
ordinance
related
to
giving
any
person
employed
for
security
police
powers
without
warrant
and
without
due
process,
including
the
right
to
detain
and
set
bail
after
the
recent
history
of
resistance
from
some
board
members
and
their
defense
of
old
policy
from
another
era,
this
repeal
vote
was
a
good-faith
action
on
the
part
of
Ridgeville.
However,
this
was
just
one
example
of
obvious
low-hanging
actions
that
Ridgeville
united
has
proposed
original
Park
District
is
in
the
8th,
9th
2nd
and
4th
warts
are
the
reigning
fleming
Braithwaite
and
Wilson
you've.

issue

Evanston
City
Council,

agree
with
wholeheartedly,

was
kind

disappointing

mix

was
it
you
held
it
September
meeting
to
make
changes
so
that
it
could
be
moved
out

committee
in
the
October
meeting,
so
the
city
council
could
vote
it
on
it
this
month,
so
that
it
would
be
ready
to
be
implemented
in
January
the
first
you
did
not
choose
to
do
that.

do
not
know
why
but
I'm
hoping.

can't
put

forward

years

ordinance
covers
inclusionary
housing,

is

the
building
should
never

built
with
that
ordinance.

meeting

discussions

input
from
several
residents

about

zoning

projects
in

residents

appreciated

to

alderman
Ravel
and
Alderman
suffered
him
for
having
a
spirited,
sixth
and
seventh
Ward
meeting
where
we
could
talk
about
safety,
had
a
discussion
and
thanks

Hitesh
and
Katie
for
answering
budget
questions.

though
I
had
seen
Kate's
presentation
several
times,
it
was
refreshening
enlightening
to
actually
have
this
budget
discussion
with
alderman
Ravel
and
suffered
inand,
Hitesh
and
Katie.
So
my
question
is:
when
will
the
residents
have
a
budget
discussion
with
the
other
seven
aldermen
and
mayor
and
acting
city
manager
before
the
budgets
passed?
Of
course,
so
the
city
budget
is
about
the
residents
right,
city,
services,
taxes,
expenses,
income,
etc.
Shouldn't
you
shouldn't.

Many
of
us
are
concerned
want
to
be
involved,
but
we're
not
involved
with
these
budget
discussions.

a
discussion

planning
on

you
a
way
you
can
find
some
pretty
easy
money

here
to
briefly
talk
about
an
easy
way
to
generate
revenue
for
the
city.
We
have
not
asked
a
lot
of
people
to
come
tonight,
but
there
are
many
others
out
there
ready
and
willing
to
speak
to
you
and
urging
you
to
make
Lincoln
Street
Beach
the
dog
beach,
and
my
main
point
is
when
there
is
a
good
dog
beach
and
you've
heard
this
before
the
city
generates
about
$65,000
in
revenue.

At
a
time
when
you
are
looking
at
every
nook
and
cranny
to
raise
money,
making
Lincoln
Street
Beach,
the
dog
Beach
seems
an
obvious
source
of
revenue.
If
I
missing
something
tell
me,
the
city's
mission
statement
reads
in
part:
the
city
of
Evanston
is
committee
committed
to
promoting
the
highest
quality
of
life
for
all
residents
and
the
accountability
vision
says
creating
the
most
livable
city
in
America,
I
trust.
Those
statements
include
dog
owners
having
a
dog.

important
to
about
a
thousand
people,
because
you've
sold
a
thousand
tokens
when
we
have
a
good
dog
beach.
Saturday
I
met
a
young
woman,
I
knew
from

dog
beach
and
hadn't
seen
she
since
she
started
law
school.
She
has
now
passed
the
bar
exam
unsolicited
her
mother,
who
also
went
to
the
dog
beach
said
she
really
missed
going
there
watching
her
at
hers
and
other
dogs
having
a
good
time
and
socializing
with
other
dog
owners,
people
who

similar
interests
and
it's
a
part,
important
part
of
our
lives.

acknowledge
the
economic
development
team,

well

my
fellow
business
owners

forming

business

improving

increase

our
own
taxes

improving
our
neighborhoods
infrastructure
and
appearance.

business
owners
know
that
we
are
in
a
reciprocal
relationship
with
the
city
government
and
the
residents
of
our
city,
and
our
mutual
cooperation
is
necessary
for
our
success.
Evanston
is,
in
fact
a
better
City
because
of
the
diversity
and
uniqueness
of
its
small
businesses.

small

owners
are
hardworking

create
an
outsized
contribution

economic
health
of
our
city

taxation

fees,
and
do
so
willingly

to

happy

fund
the
fund,

conscious
agenda

small
business

working
hard

themselves
in
the

at
times
need
to
have

city
recognize

hard

struggle

same
rights

access

basic

simple
right
to

vehicles

like
any
other
resident

Evanston.

charging
600
dollars
per
year

employee

no
one
else

asked

do
so
does
not
seem
like
a
genuine
act
of
support.
It
actually
seems

insincere
act
when
parking
fees
and
metered
spaces
increased
simultaneously.

make
it
fair
for
us
and
just
allow
our
employees
the
same
parking
privileges
as
our
fellow
Evanston
residents.

this

not
the
top
priority
for
the
city
government
today,
but
it
which
shows
several
hundred
small
business
owners
that
you
are
not
deaf

our

exaggerating

I
say
that
this
change
will
cause
irreparable
harm
to
our
neighborhood.

don't

to
believe
me,
because
this
has

up

single
mayor
Board
of
Zoning
City
Council.
Over
and
over
and
over
again
they
have
looked
at
reams
and
reams
of
documents
heard
testimony.

It's
actually
been
litigated
in
courts
when
northwestern
like
a
petulant
child
doesn't
get
its
way,
we'll
sue
you
and
when
all
is
said
and
done
when
all
the
papers
are
looked
at
when
every
fact
is
assert

reviewed
by
a
unbiased
group.
The
result
has
always
been
the
same.
That
ordinance
has
been
Stan's.
It's
not
been
changed
despite
these
attacks
that
have
gone
on
year
after
year
generation
after
generation
over
and
over
again,
it's
all
on
the
record.

don't

believe

even
though
all
I

is
a

knew

we
purchased
our
home
that
we
would
live
near
the
stadium,
we
were
willing
to
put
up
with
the
occasional
football

basketball
game
to
enjoy
our
beautiful
neighborhood.
We
fought
this
kind

change

ordinance
over
the
last
40
years
and
we're
getting
kind
of
tired
of
it.
But
here
we
are
again.
This
year
there
were
several
rock
concerts
down
the
street
from
our
home
run
by
space.
Again
we
put
up
with
the
noise
of
garbage
traffic
illegally
parked
cars,
disrespect
and
vulgarities
from
patrons.

you
don't
think
this
happens,
come
next
Friday
night
to
the
neighborhood
and
you'll
see
what
goes
on
when
Ohio
State
is
here.
I
took
a
picture
of
a
pile
of
garbage
near
my
home
that
remained
days
after
the
last
concert
and
sent
it
to
my
altar
person,
miss
Ravel
who
passed
it
on
to
the
space
people.
They
responded
that
they
did
their
quote
best
to
make
sure
that
everything
was
cleaned
up
and
that
there
was
no
trouble.
This
only
goes
to
prove
my
point.

reasons
why
someone
may
not
share
my
opinion
on
the
subject:

fear
of
reprisal

Northwestern
lack

impartiality
due

some
financial,
social
or
familial
connection,
to
Northwestern
false
belief
that
there
will
be
some
huge
monetary
benefit
to
the
city
since
I'm
sure
you
would
agree
with
me
that
fear,
prejudice
and
wishful
thinking
are
not
sound
reasons
for
this
season.

short,
I
suspect
that
turning
your
back
on
our
neighborhood
in
its
time
of
need
will
undoubtedly
have
unintended
consequences
that
will
adversely
affect
the
entire
city
that
the
ordinance

question
has
stood

flag

Baltimore
Harbor
during
the
war
of
1812.
So
I
ask
you:
what
will
be
your
life?
Your
legacy
will
a
dawn's
early
light.

the
ordinance
still
be
there
or
will
you
succumb
to
your
own,
fierce
prejudices
and
wishful
thinking
and
turn
the
city
of
Evanston
into
a
corporate
town
run
by
multi-billion
dollar
mission
of
institution?

people
deserve

respect.
These
people
have
fought
for
their
neighborhood,
but
also
for
the
city
to
try
to
protect
the
city
from
this
kind
of
invasion.

is
like
a
torsion
horse
and
I
end
up
and
people
like

up

Cassandra,

predicted
what
would
happen
with
the
torsion
horse
and
was
not
listened
to,
because
her
fate
was
not
to
be
listened
to,

was
maintained
by
the
gods.

other
thing
is
I
have
given

regarding
the
copy
of
the
decision
of
the
Illinois
Supreme
Court
dated
December
4th
1978.
It
recognized
as
a
substantial
difference

intercollegiate
athletic
events

commercial
events.

major
victory
in
terms
of
laying
the
ground
rules
for
any
future
litigation.

to

up

where

million
dollars

year

rent,

neighbors

people

composition

passed
after

decision

to

this

employees

up
that
management
system
and

representative

argues

to

slow

hpc
denial
of
our
application
for
a
certificate
of
appropriateness
that
we
feel
was
unjustified,
its
sp1

docket

believe

by
the
way,
contrary
to
what
mr.
Miller
speaking
earlier
has
said,
we
are
not
a
developer
for
background.
It's
worth
noting
the
timeline
of
this
denied
CoA
application.
The
original
CoA
for
exterior
alterations
to
this
accessory
structure
were
first
approved
in
1997
over
22
years
ago
and
once
extended
in
the
year
2000.

The
exterior
work
was
substantially
completed
soon.
Thereafter.
This
issue
was
brought
to
our
attention
in
mid
2019
this
year.
More
than
18
years
later,
the
current
application
was
to
add
some
very
small
and
minor
adjustments
to
the
approval
received
some
20
years
ago
for
work
on
the
accessory
structure.
The
historic
landmark
designate
is
404
bridge.
However,
the
real
reason
that
exists
behind
this
HPC
application,
Historic
Preservation
Commission
application
in
denial,
is
believe
as
follows.

Although
this
work
was
completed
as
substantially
completed
over
18
years
ago,
my
family
company
decided
this
winter
to
move
forward
on
the
original
purchase
plan,
to
subdivide
our
2/3
of
an
acre
into
a
second
building
lot
to
realize
the
highest
and
best
use
of
property
value.
This
concept
with
the
pursuant
zoning
application,
which
deemed
it
the
request
to
be
fully
compliant
and
subsequent
HPC
application,
raised
the
awareness
and
evidently
the
anger
of
a
group
of
neighbors,
which
you
have
heard
from
tonight.

Who
has
since
worked
hard
to
halt
the
subdivision
and
those
complaints
and
requests
made.
The
city
staff
made
this
an
outsized
item
of
contention
as
the
staff,
the
city
staff
sought
to
please
everybody
as
they
could
in
the
months
that
followed.
There
was
a
steady
stream
of
new
issues
and
problems
with
our
requests
requiring
new
barriers
to
be
hurdled
new
goal
lines
and
deadlines,
new
goal
lines
to
reach
and
new
deadlines
to
meet
I've
included
in
the
appeal
packet
that
you
all
have
a
brief
outline
of
the
pretty
amazing
email
trains
for
many
staff
offices.

That
appellee
demonstrates
the
ongoing
parade
of
challenges
thrown
at
us
from
City
Hall.
Hence
the
need
to
go
back
to
the
HBC
and
request
approval
for
work
completed
long
ago
in
public
daylight.
At
this
time
we
contend.
There
are
several
reasons
why
this
appeal
should
carry
each
unto
itself
adequate,
but
together,
we
hope
compelling
these
changes
to
the
original
planner
minor.

the

invited
out

inspect
the
situation
back
in
March
and
not
unusual
deviations
in
any
project
long
ago
completed
the
decades
since
open
completion
should
adequately

the

view
or
the
public

which
seems
to
include
the
alley
and
Lahey
Park

our

Ward
parking
tickets,
inappropriately
impact
marginalized
residents,
who
often
are
black
and
do
and
don't
have
the
resources
to
pay
parking.
Clean
ticket
prices
have
almost
doubled.
Therefore,
we
should
not
be
further
penalizing
residents
with
fees
for
not
being
able
to
afford
to
pay
tickets
within
a
time
limited
time
period.
By
doing
so,
we
are
penalizing
people
for
being
poor
on
June
10th.
The
council
voted
unanimously
to
adopt
a
resolution
affirming
the
city's
commitment
to
end
structural
racism.

Parking
tickets
is
a
policy
that
inappropriately
affects
blacks,
which,
when
tickets
such
as
when
ticketed

myself,
we
have
a
harder
time
to
pay
tickets
in
a
timely
manner.
Mayor
Haggerty
often
boasts
about
Everson
being
in
most
livable
city.
You
can't
be
considered
a
livable
city
if
the
city
of
Evanston
is
preying
on
its
own
residents.
I
would
greatly
appreciate
if
someone
could
respond
to
my
comments
name
next,
it's
not
on
the
agenda
tonight,
but
I
am
in
agreement
with
CMP
a
sense.

next

of
protection
asking
Council
to
rejects
organizer

7919
and
that
it
doesn't
serve
the
citizens
of
Evanston.

ordinance
as
it's
written
is
not.
It

not
improve
equity
and
Everson.

Citizen
network

protection
has
been
working
on
a
sieve,
the
civilian
oversight

past
ten
years
they
have
proved
they
have
provided
to

council
and
human
resource
services
with
resources

recommendations.

equity

people
and

interactive

residents

voice

Evanston

the

Ward.

in
the
Third
Ward

seven
years
and
now

34
years,
I've
lived

seventh
Ward,
but
at
that
time
we

about
to
buy
our
home
in
1985
in
the
seventh
Ward

was
we
found
what
we
thought
was
the
home
of
our
dreams?
It
was,
but
it
was
right
next
to
a
parking
lot
and
a
big
football
stadium
in
a
Sports
Complex.

were
concerned.
We
had
heard
about
the
Bears
football
game
we
had
heard
about
and
what
happened
we
had
heard
about
the
Beach
Boys
concert
in
1975.
We
had
heard
about
the
horse
show
in
1975
and
all
of
these
events
and
the
outrage
that
it
caused
in
the
neighborhood
and
I
was
concerned,
but
I
liked
the
house,
so
I
decided
somebody
told
me.
I
should
call
somebody
at
Northwestern
and
they
put
me
in
touch
with
a
lady
named
Lucille
craz.

some
of
you
may
know
her
but
turns
out
she
wasn't
in
that
day
and
they
referred
me.
The
whoever
answered
referred
me
to
Lee
Ellis
Leigh
Ellis
was
the
senior
vice
president
of
business
and
administration.

believe

I
asked
him
some
questions
about
what
kinds
of
events
would
be
happening
here
and
he
told
me,

you
don't

worry
about
those
events
they
caused
such
tremendous
outrage
in
the
neighborhood?

things

the

is

there

we

like

event
to

us

we
have
a
third
board
meeting
next
Thursday
fifth
and
second
board
budget
will
both
be
covered
at
their
meetings
in
November
and
then,
of
course,
you're
having
a
town
hall
meeting
in
November
as
well.

big
picture
items
Kate
and
Natasha
are
going
to
go
over
in
more
detail,
but
just
there
are
no
layoffs
being
proposed
and
generally
no
service
cuts
being
proposed.
We've
tried
to
work
with
what
we've
had
to
work
with,
while
we
are
in
this
transition
period
with
the
previous
City
Manager
leaving,
and
what
we're
putting
forth
for
discussion
I
think
alleviates
a
lot
of
concerns
that
have
been
raised
by
all
members
of
the
council
in
the
mayor
over
the
past
year
and
sets
us
up
to
do
some
real
long-range
planning
in
next
year.

really
focus
on
revenues

expenses
over

next
five

burden
and
other
program
areas
that
we
need
to
add
additional
resources

move
the
needle
on

some
of
the
bigger
issues

with

and
I'll
be
presenting
an
overview
of
our
2020
proposed
budget,
so
this
first
slide
just
gives
an
overview.
We
like
to
start
with
this
graphic,
to
remind
city
council,
remind
the
public,
then,
when
we're
talking
about
the
city's
budget,
we're
not
talking
about
the
entire
property
tax
bill
that
is
paid
by
residents
of
Evanston.
These
things
often
get
confused.

We
know
property
taxes
are
tricky
subject
and
one
that
has
a
lot
of
complications,
Sabu's
wand
services,
graphic
showing
how
that
dollar
of
property
tax
bills
does
get
split
up
between
the
taxing
districts.
Seventeen
percent
goes
to
the
city
of
essence
and
an
additional
three
percent
to
the
evans
in
public
library.
So
between
the
city
and
the
library,
those
bodies
are
receiving
about
20
percent
of
the
property
taxes
so
just
to
touch
on
my
Eric
I
just
mentioned
council
adaptive
budget
and
ordinance
four
in
tax
levies
for
the
2020
budget.

The
2020
total
proposed
budget
at
the
moment
is
three
hundred
and
seventeen
million
dollars,
two
hundred
and
ninety
six
317
million
two
hundred
ninety
six
thousand
dollars,
and
this
chart
just
shows
how
that
is
broken
up
between
all
of
our
funds.
The
city
has
38
funds
in
this
budget.
The
largest
of
those
is,
of
course,
our
general
fund.
This
accounts
for
37%
of
our
budget,
and
that
fund
includes
most
of
the
services,
the
city's
core
services,
including
police,
fire,
Public,
Works,
Parks
and
Recreation,
and
our
Health
and
Human
Services
at
the
moment.

So
the
next
few
slides
we're
gonna
skip
through
quickly.
So
these
are
just
showing
the
totals
proposed
revenues,
expenses
and
fund
balances
for
all
of
our
fonts.
We
included
these
for
reference
in
the
presentation.
We
can
come
back
to
them
if
there
are
questions
on
specific
fonts,
but
I'm
going
to
move
through
those
two
at
the
moment.

now
we're
gonna
dive
into
our
general
fund
a
bit
more.
This
is
usually
where
much
of
a
conversation
around
the
budget
rests.
Our
2020
baseline
extensions
in
the
general
fund,
er
117
million
dollars.
This
chart
shows
how
these
are
split
up
by
Department.
Our
Police
Department
is
the
largest
fund
in
the
general,
the
largest
department
in
the
general
fund,
making
up
about
34
percent
of
our
general
fund
budget
fire
department
fellows
at
21%.
Now
you
can
see
where
the
other
departments
stack
up
in
comparison.

This
slide
shows
our
baseline
revenues
in
the
general
fund,
118
million
dollars
approximately
about
25
percent
of
those
are
coming
from
property
tax
revenue
directly
and
this
this
amount
includes
both
the
property
taxes
that
are
collected
for
general
purposes
and
are
collected
for
police
and
fire
pensions,
as
those
are
shown
in
the
general
fund
and
then
transferred
over
to
the
police
and
Fire
pension
funds.
So
those
are
sort
of
required
to
be
counted
twice
in
our
budget
and
shown
in
both
funds.

The
other
tax
category
making
out
40
persons
47%
of
our
revenue
in
the
general
fund,
that
includes
sales
tax,
both
home
rule
in
the
state,
distribution
of
sales,
tax
income,
taxes
which
are
on
a
state
distribution
and
then
a
number
of
other
of
our
local
taxes.
Our
wheel
tax
hotel-motel
tax,
amusement
tax,
most
of
the
other
local
taxes
that
we
are
administering
as
municipality
on
activities
in
the
community.

So
a
few
other
notes
about
what
our
baseline
general
fund
budget
includes.
It
does
include
the
1.5
million
dollar
increase
in
revenue
due
to
the
home
rule
sales,
tax
rate
increase
those
adapted
by
City
Council
on
September
23rd.
That
goes
into
effect
on
January
1.
It
includes
an
increase
of
1.8
million
dollars
in
expenses
for
salary
and
wage
increases,
as
determined
by
the
union
contract.

The
city
has
four
unions,
two
in
the
police
department,
fire
department
and
asked
me
for
many
of
our
public
works
office
workers,
including
Parks
and
Recreation,
and,
as
those
are
settled
from
2019
through
2022.
It
gives
us
a
lot
of
stability
going
forward
for
the
next
few
years
about
what
those
personal
expenses
look
like.
We
have
increases
in
our
health
insurance
expenses
fairly
matter--it
they're
about
two
percent
next
year,
but
those
expenses
you
go
up
every
year
as
well
as
our
I
am
ref
pension
contributions
that
contribution
percentage
increased
from
20
19
through
20
twice.

So
that's
an
expense
increase,
we're
seeing
as
well
and
then.
Finally,
we
have
built
in
increases
of
about
nine
hundred
thousand
dollars
in
recreation,
fee
revenue,
as
well
as
new
expenses
for
the
new
wrapper
crown
Community
Center.
This
includes
one
hundred
seventy
five
thousand
dollars
of
which
will
be
transferred
to
the
new
crown
maintenance
fund.
This
fund
was
created
as
a
condition
of
the
memory
Memorandum
of
Understanding,
with
the
Friends
of
Robert
crown
and
will
will
serve
as
a
place
where
some
fund
balance
can
build
up
to
go
towards
maintenance
expenses
in
the
future.

So
one
of
the
changes
were
proposing
making
in
the
budget
is
to
move
all
of
our
human
services
into
their
own
fund.
So
this
is
a
segment
of
our
services
that
were
considered
and
reviewed
by
Kimbra
deputy
city
manager
can
really
rigid.
Richardson
rather
led
the
review
on
that,
but
by
a
committee
of
residents
of
staff
members
took
a
look
at
these
services
over
the
course
of
the
year.

You
all
heard
a
set
of
recommendations
around
these
services
a
month
or
two
ago,
and
this
is
the
sort
of
final
part
of
this
is
we'd
like
to
move.
Those
services
have
been
consolidated
into
one
department
into
a
separate
fund
so
that
they're
not
always
competing
with
our
general
services
of
fire
police
and
the
other
services
are
coming
out.
The
general
fund,
as
budget
discussions
come
up
every
year.
This
also
includes
the
addition
of
three
FTE,
as
recommended
in
that
review
earlier
this
year.

So
organizing
the
fund
in
this
manner
will
create
a
a
dented
Radek,
a
dedicated
revenue
source
for
these
services
and
again
separate
them
from
the
general
operations.
So
we're
gonna
move
to
the
next
slide,
show
sort
of
the
numbers
behind
this
change.
So
the
first
four
lines
there
show
what's
currently
budgeted
for
the
Human
Services
fund.
Currently,
the
fund
supports
our
Mental
Health
Board
distribution,
our
contract
with
present
self
to
provide
mental
health
and
crisis
management
services,
as
well
as
a
social
worker
at
the
library
and
then
a
few
thousand
dollars
for
additional
program
costs.

We
would
propose
to
add
into
that
fund
our
existing
using
young,
adult
division,
our
Human
Services
and
community
health
divisions
and
then
again,
these
three
new
positions
for
social
services.
So
the
new
fund
would
show
as
three
point
four
million
dollars
and
the
expenses
for
both
for
all
the
divisions
named
are
rolling
over
from
last
year,
plus
the
Egyptian
again
of
the
personnel
increases,
as
I
mentioned
before
the
revenues
that
would
be
going
into
this
fund.
Ninety
three
thousand
dollars
would
be
grant
revenue
that
would
be
moved
from
the
general
fund.

There's
currently
an
existing
transfer
from
the
library
fund
to
support
the
social
worker
at
Evans
in
public
library,
and
then
we
would
be
proposing
a
new
Human
Services
tax
levy.
So
this
would
be
a
specific
portion
of
the
city's
levy
that
we'd
be
going
directly
into
this
fund
for
Human
Services,
and
that
would
then
completely
cover
these
services
in
that
fund.

The
bottom
line
of
this,
which
I'm
not
I'm,
realizing,
may
not
be
on
the
slide,
is
that
we
would
then
be
able
to
reduce
the
general
fund
property
tax
levy,
the
revenue
going
in
there
by
2.5
million
dollars.
So
this
would
not
be
a
net
increase
of
3.3
to
our
tax
levy,
it
being
that
increase
of
about
a
million
dollars
overall.

So
looking
at
the
the
budget,
balancing
worksheet
is
a
tool
that
we
use
throughout
the
budget
process
to
keep
track
of
major
changes
in
our
general
fund.
So
all
the
numbers
presented
throughout
the
budget
document
in
the
general
fund,
our
baseline
and
then
we
propose
other
changes
separately
from
that.
So
some
of
the
items,
the
major
items
on
the
budget
balancing
worksheet
this
year
include
a
1.5
million
contribution
to
our
general
fund
reserves.

This
was
committed
to
by
City
Council
last
year
to
do
for
three
years,
so
we're
moving
forward
with
the
second
year
of
that
some
new
revenues
are
proposed.
We've
proposed
adding
$250,000
in
revenue
from
the
recreational
cannabis
tax,
adding
a
new
self
soared
user
fee
at
the
rate
of
5%.
This
is
a
feed
that
was
implemented
by
Skokie
and
Lincoln
mode
recently
and
just
a
way
to
capture
some
activity
that
it's
not
generating
does
not
hit
by
sales.

This
is
the
final
year
of
construction
spending
on
the
new
crown
Community
Center,
so
you'll
see
in
that
fund,
which
is
specifically
for
the
construction
expenses,
those
expenses
and
at
the
end
of
2020,
and
we're
not
proposing

budget

2021
debt
service.
Payments
on
the
project
will
continue
for
the
life
of
the
bonds.
For
that
project,
the
parking
fund
is
budgeted
currently
to
include
an
increase
in
parking
meter
rates
to
$2
an
hour.

the

proposed

total
tax
levy
proposed
by
all
the
city
count
on
all
those
taxing
bodies
and
that's
divided
by
the
with
the
equalized
assessed
value
of
the
property,
which
gives
the
tax
rate
for
the
each
community
so
obviously
general.

value
increases,
then
the
increase
in
the
tax
levy
may
not
lead
to
an
increase

the
rate-

was
our

change

two

half

we
are
moving
some
of
the
expenses
from
general
fund

human
service
pond,

Human
Service

up
by
three

increases

spaces

back

eliminated

spaces
for

everyone

parked

patronize

restaurants

businesses

amount
of
pressure
on
the
residential
neighborhood.

it's
resident

parking

day

is
street
cleaning

to

University

construction,

the
construction
at
the

clear
well
down

waterworks,

workers

on
the
Maple

parking

having
to
walk
to

residents
will
have
an
opportunity
to
dispose
of
their
garbage
and
the
requirements
and
restrictions

be

the

Harbor
Park,
so
for
the
Canal
Park
neighbors
or
anyone
who's
interested
in
Harbor

are

adding
