meeting.
We

everybody
present,
so

everybody

in
tendance,
and
those
of
you
that

watching

I
have
just
a
handful
of
quick
announcements.
First,
a
big
congratulations
to
the
Japanese
council
general.

Here
many
people
don't
know
it,
but
we
are
one
of
three
communities
on
the
North
Shore,
that
house
a
council
it's
home
and
we
do
on
Sheridan
Avenue
and
it
just
turned
50
years
old
that
they
have
been
in
that
house
and
they
had
a
wonderful
celebration
last
week
to
celebrate
that
and
we
hope
that
they
will
be
here
for
another
50
years.
So
it
was
a
pretty
special
occasion.

The
third
was
former
senator,
was
here.
It
was
there
as
well.

was
a
pretty
depressing
event
and
think
of
it.
Like
version
2.0,
Al,
Gore's,
Inconvenient
Truth,
except
the
statistics,
have
gotten
even
worse.
The
good
news
is
Evan.
Stone
Ian's
have
recognized
that
for
a
long
time
and
are
ahead
of
other
communities
in
terms
of
trying
to
trying
to
trying
to
take
it
seriously
and
take
actions
here.
On
that
note,
our
climate
action
working
group,
which
the
City
Council
approved,
should
have
a
draft
climate
action
plan
for
us
to
take
a
look
at
come
the
July
timeframe
this
summer.
So
that's
coming.

love
trees
here
in
Evanston
and
in
fact
we
even
have
trees
on
the
agenda

and
so

just
part
of
all

efforts
that
we're
doing
towards

improving

May
6
to
the
12th
is
going
to
be
public
service
week
and
if
you
drive
around
and
you're
thinking

yourself,
what's
government
done
for
me
today?

intersections
with
the
help
of
crossing
guards
to
our
teachers,
so
our
city
staff
and
all
the
public
servants
across
this
country
deserve
a
great
great
recognition
from
all
of
us,
because
the
fact
of
the
matter
is
that
the
folks
up
here
work
very
hard,
but
we
are
part-time,
except
for
mr.
Bob
coats
here
and
in
mr.

Reede
to
my
to
my
left,
but
all
of
the
folks
that
you
see
at
the
city,
council
meetings
and
800
other
people
here
in
the
city
of
Evanston
work
incredibly
hard
to
help
create
the
special
place
that
we
live
in.
So

staff

all
of
your
hard
work

making
this
the

attached
is
on
his
third
tour
of
duty
with
the
city
of
Evanston,
having
served
as
an
accountant,
and
then
this
Accounting
Manager
four
years
ago,
left
Evanston
to
go
to
the
city
of
carpenters
ville
and
they
provide
him
very
good
training
as
a
finance
director.
And
so
he
is
here
and
we're
so
very
happy
to
have
him
as
our
new
chief
financial
officer
heard
John.
If
you
wanted
to
just
say

few

The
manager
mentioned
something
I
first
started
here
in
2000
and
every
realized
that
I
would
be
back
after
18
years,
so
first
started
working
here
for
five
years
or
the
accountant
and
then
briefly
went
for
a
year-and-a-half

back
to

Evanston
in
2007
and
what
until
October
of
14
for
almost
four
seven
years
at
the
Accounting,
Manager
and
then
again,
I'm
back
so
obviously
I'm
very
excited
and
looking
forward
to
working
with
all
of
you.

were
really
happier
back
next
I
want
to
plug
the
city,
Ambassador
Program,
something
we
started
a
few
years
ago
to
organize
volunteers
as
community
ambassadors.
The
ambassadors
are
committed
and
involved
community
members
who
attend,
select
community
events
and
activities
to
inform
their
neighbors
about
city
services
following
training
ambassadors
serve
as
a
resource
over
a
two-year
term
as
a
community
investor,
so
we're
seeking
new
individuals
to
join
this
program.

a

issues
and
affordable
housing
issues.
We
have
been
doing
this

non
second
and
fourth
meetings
at
six
o'clock.

that

anyone

their

the
Code
of
Ethics
as
to
what
what
that
form
should
include

I

concerned,

see
that,

form

you
asked
to
be
submitted
online,
that
included
information
not
covered
in
the
ordinance
and
I'm
wondering.

there
are
two
introductory
questions
to
the
financial
disclosure
statement.
Those
questions
ask
for
a
bit
of
demographic
information.
One
is
what
war
do
you
live
in
here
in
the
city
or
whether
you
don't
live

city,

other
question
is
about
ethnicity,
I.
Think
it's
really
important
for
us
to
have
information
on
the
racial
makeup
of
our
boards
and
commissions.
It's
it's
a
part
of
the
star
community's
rating.

this
is
a
financial
statement
that
we're
being
asked
to
give
and
if
the
city
clerk
wants
that
additional
information
that

think

may
be
confusing
not
only

us

to

serve

appointed
a
new
financial
director
in
case
some
of
you
didn't
notice.
He
has
reduced
the
role
this
position
several
meetings
ago.
That
position
used
to
be
an
independent
position
with
mr.
wines
in
it
I
don't
believe
the
gentleman
hired
has
the
experience
of
mr.
I
wines,
but
I
think
the
issue
the
counsel
should
be
concerned
with
is
the
lack
of
independence.
That's
the
real
issue.
Why
did
he
do
that?
You
seem
you
just
approved
it,
of
course,
is
that
you
always
do
just
to
prove
something,
but
we
have
a
financial
mess
here
in
this
city
and
an
independent
person,
a
senior
person
would
have
been
a
better
choice.
Obviously,
as
we
move
forward
into
the
mess
we're
about
to
face
so
I
wondered
mr.
muth
advocates
motivation
to
downgrade
the
position
I
recently,
for
you
had
quite
a
bit
of
information.
I
Unfortunately,
the
city
has
not
been
responsive
and
some
of
its
you
know,
yeah
I,
understand
that
I've,
given
the
city
more
time,
I
will
say:
I've
had
boy
have
have
asked
for
expense
reports
from
mr.
babka
wits
and
I
found
it
interesting
that
a
subordinate.
Actually,
he
sent
a
memo
to
a
subordinate
to
approve
his
expense
reports.
Nowhere
I
ever
works
do
subordinates,
approve
their
managers,
expense
reports
that
was
for
60,
lunches,
I
guess
he
takes
lunches
with
the
aldermen.
I
There
were
47
lunches
with
the
aldermen
in
2017
I
thought
it
was
interesting
and
I'll
have
a
point
on
that.
Council
members
here
appear
to
be
approving
these
bills
on
a
consent
agenda
moving
forward,
I
think
all
mr.
babka
Wits
expense
reports
and
expenses
need
to
come
to
the
council
well
documented
for
public
approval,
as
we
move
forward.
I,
unfortunately
feel
we
have
to
city
governments
here.
One
that's
projected
in
this
pub
these
public
meetings
and
another
that's
occurring
in
private
50
over
50
lunches
to
me
looks
like
private
government
and,
frankly,
that's
a
problem.

As
we
all
know,
I
can
for
you,
your
emails,
I
can't
for
you
what
you
talked
about
at
lunch,
so
what's
going
on
here
and
why
so
many
lunches,
unless
you
just
like
to
eat
I
mean
I,
don't
know,
but
you
know
that's
not
the
point
of
this
frankly.
I
don't
believe
we're
going
to
take.
Some
people
are
going
to
take
responsibility
for
the
fiscal
mess
we
have

Remember
a
while
back
when
I
raised
questions
about
our
public
television
station
and
moving
it
over
to
the
service
building
and
violating
a
DA.

answer
that
was
told
when
alderman
actually
didn't
I
think
Holmes
asked
about
it
to
Wally.
He
said
eh,
you
approved
it.
So
just
remember
everything
you're
approving
here
when
he
asks
you
when
you
ask
him
why
we're
such
a
mess
he's
gonna
say
you
approved
it.
Just
remember
that
all
these
budgetary
things
you
keep
approving
without
asking
questions
and
demanding
answers,
he's
gonna
say
you
approved
it.
So
that's
where
it's
going.

asked
about
the
mayor's
office
renovation
recently,
to
which
I
thought
was
interesting
and
the
reason
I
asked
about
it.
I
I
walked
by
and
saw
it
just
like.
I
saw
the
famous
patio
and
I
saw
some
of
the
other
things
going
on
here
and
I
asked.
How
was
this
done
without
council
approval?
Typically,
when
we
have
an
expense,
we
create
the
council.
Now
one
thing
I
know
we
can
all
hear
back
from
people
first
I
heard.
Maybe
the
mayor
is
gonna,
pay
that
wasn't
the
problem
then
I
hear
then
I
would
probably
get
the
answer.
Twenty
five
hundred
twenty
thousand
dollars.
I
We
don't
have
to
tell
you
that's
just
like
the
patio
seems
like
we're
repeating
ourselves
here
again
we're
doing
something
under
twenty
thousand
dollars,
so
the
public
doesn't
know
about
it
and
that's
wrong.
Why
didn't
we
just
come
to
Council
and
ask
for
the
money
present
a
decent
project
and
say
here's
what
we're
doing
so?
Why
didn't
you
do
that?
That's
the
question

you
need

start

answer
those
questions

then
I
recently
heard
from
something
I
know.
People
here
think
I'm
picking
on
little
items.

Well,
I've
asked
for
four
years
about
the
water
department
in
Skokie.
I've
asked
about
that
from
you
know.
Skokie
suing
you
now
I've
asked
you
for
you
to
give
me
an
explanation
of
this.
I
can
never
get
a
real
explanation
of
the
business.
That's
a
big
issue.
The
council
members
should
be
asking
about
and
we
don't
ask
about
it.
I
mean,
frankly
it
that's
troubling
and
should
trouble
everyone
here
and
then
someone
told
me
and
I
did
not
hear
this
and
I
will
ask
it.
Someone
said
on
the
Harley
Clark
discussions.
I
The
$250,000
has
been
spent
and
gone,
that's
where
they
heard
them
say
at
a
meeting.
So
how
was
that
spent
without
council
approval?
I,
don't
understand
that.
So,
if
that's
true,
maybe
someone
can
clarify
that
for
me,
because
I
know,
a
lot
of
people
are
concerned
about
Harley
clerk
and
as
far
as
what
I
heard
tonight
about
Howard
Street
and
the
TIF,
and
all
this
you
know,
I've
heard
this
so
many
times,
I've
seen
staff
I've
seen
money
down
there.
I
Other
money
used
besides
TIF
money
on
Howard
Street,
there's
been
plenty
of
money
used
down
there.
Other
projects,
other
things
and
that's
taken
money
from
our
community-
is
taken
money
from
our
parks,
our
recreation,
everything
else
for
this
son,
Howard,
Street
and
I-
don't
care
this
council,
and
even
tonight,
I
can't
even
understand.
What's
on
that
memo,
that's
written
written.
It
doesn't
make
sense
where
the
money's
coming
from
some
of
you
got
to
read
the
memo
carefully
and
ask
the
questions,
and
then
we
have
smiley
brothers,
six,
almost
16
months.

lease
is
almost
gone.
They
haven't
done
a
thing.
What
are
we
doing?
There
we've
lost
basically

$180,000
in
rent
was
basically
given
to
them
for
free,

it's
gone

plan

demolish
the
Harley
Clarke
mansion,
but
a
few
days
ago,
when
I
was
in
the
parking
lot.
Next
to
the
mansion,
I
noticed
two
places
were
pieces
of
the
mansion's
roof
were
missing.
I
then
thought
that
it
might
be
a
good
idea
for
the
city
of
the
city
to
rope
off
an
area
surrounding
the
building,
so
that
no
no
one
can
get
close
enough
to
be
injured
by
any
falling
debris.

disappointed
to
hear
what
happened
at
the
last
council
meeting
with
the
Evanston
lake
house
and
Gardens
proposal
and
Lise
it's
hard
to
make
sense
of
exactly
what
happened
behind
the
scenes.
I've
heard
all
kinds
of
stories
from
all
different
people
and
I
can't
follow
all
the
details,
but
I
know
there
were
years
and
years
of
work
that
seemed
to
have
gotten
hung
up
on
a
couple
of
last
minute:
conflicts
that
were
surprises.

If
there
can't
be
some
agreements
negotiated
and
I'm
just
asking
that
this
be
brought
back
and
reconsidered,
because
it
seems
tragic
that
so
much
work
so
much
energy
very
skilled.
Smart
people
have
put
into
this
that
it's
being
dismissed
as
impossible.
It
sounds
like
they
have
a
first-rate
fundraiser
who's
surpassed
all
her
goals
in
the
past
on
board
and
just
seems
really
sad
to
me.

I'm,
a
resident
of
the
sixth
Ward
I,
just
want
to
talk
a
little
bit
about
my
experience
in
Evanston.
I
have
just
been
blessed
to
have
been
born
and
raised
resident
here
to
get
to
experience
the
parks,
the
community
really
everything
about
it.
They
like
one
of
but
the
most
memorable
and
corner
to
Cornerstone
experience
for
me,
and
many
of
my
peers
was
the
Harley
Clark
mansion
and
the
Art
Center
that
ran
in
there.

That
is
why
I
was
overwhelmed
with
deposit
in
a
positive
sense,
with
the
lake
house
and
Gardens
project
proposal,
and
also
really
saddened
to
see
that
it
was
ultimately
turned
down.
I'm
also,
here,
to
suggest
a
possible
reconsider
eight
consideration
for
that
proposal.
It
seemed
to
me
and
to
again
too
many
of
my
peers
to
represent
and
check
all
the
boxes
for
what
we
would
like
to
have
see
to
what
we'd
like
to
see
be
be
the
future
of
Harley
Clark,
and
thank
you
very

I
am
talking
on
the
dodge
bike
lanes
proposal
from
alderman
Rainey
at
the
mayor's
town
hall
meeting
at
the
beginning
of
April.
He
suggested
not
to
judge
the
bike
lanes
until
the
safety
record
had
proper
statistics
which
you
can
find
in
your
city
packet.
On
page
104,
you
may
note
that
there
was
an
overall
reduction
in
accidents,
not
bicycle
accidents,
but
total
accidents
by
18
percent
or
25
accidents
in
total.

You
may
also
notice
that
the
only
portion
of
the
street
where
accidents
went
up
was
in
alderman
Rainey's
district
from
Howard
Oakton,
where
there
is
a
slight
deviation
in
which
the
bicycle
lane
is
next
to
the
moving
traffic
lane
as
I
understand
that
this
has
been
what
is
proposed
to
continue
all
the
way
from
Howard
to
Oakton
so
from
the
levy
Center
to
Howard
Street.
This
proposal
is
obviously,
as
the
statistics
are
showing
not
as
safe
as
we
currently
have
it
set
up.

It
will
also
cost
an
estimated
hundred
and
fifty
thousand
dollars
and
likely
cause
a
repayment
of
a
two
hundred
ninety
two
thousand
grant
from
CMAP
and
could
jeopardize
any
future
funding.
The
city
could
get
so
it
is
also
a
fiscally
irresponsible
decision
and
I
would
recommend
that
instead,
as
I
understand
it,
it
was
for
wheelchair
access
of
the
residents
that
perhaps
we
could
look
look
into
a
side
street
loading
zone
so
that
people
would
not
have
to
actually
work
on
our
load
into
cars
on
an
arterial
Street.

the
years
we
have
seen
a
tremendous
growth
in
traffic
and
Dodge
Avenue,
but
over
the
years
they
had
bike
lanes
established
and
the
traffic
flowed
quite

opinion,
the
bike
riders
may
be
a
little
safer,
but

endangered

lives
of
motorists
because

configuration
the
cars
are
now
not
allowed
to
part
by
the
curb,
but
a
part
towards
the
center
of
the
pedal
heavily
trafficked.

would
create
a
better
flow
of
traffic
on
dodge
Avenue.
We
have
besides
heavy
construction
vehicles.
We
have
two
buses
who
drive
every
20
minutes
down
that
Street
and
93,
and
a
97,
it's
very,
very
busy
and
I
think
that
the
the
configuration
as
is
now
has
been
a
disaster.
Anyone
that
knows
Taj
Avenue
go
there
in
the
morning
when
schools
are
going
in
or
when
schools
are
coming
out
and
that
the
Russia
and
you
see
just
how
congested
it
is
emergency
vehicles
which
have
a
hard
time
getting
up
there
at
these
particular
times.

it's
my
time
just
about
up.
Okay,
add
one
other
topic
to
talk
about.
Besides
the
bikes,
I
was
the
main
thing,
but
when
my
block
I
don't
know
if
alderman
Rainey
is
aware
of
this
on
numbers
recently
been
five
houses
who
have
had
sir
sir
damage
through
no
fault
of
their
own,
and
this
is
a
costly
project.

it
right,
it's
too
simple
and
my
handwriting
was
probably
at
fault,
on
top
of
it.
First
of
all,
I'd
like
to
thank
and
rainy
for
trying
to
get
some
reconsideration
made
on

dodge
bike
lanes.

lived
on
the
2100
block
of
Dobson
Street
for
the
last
45
years.
When
I
buy
a
new
car,
my
standard
is
I,
have
to
test,
drive
it
and
make
the
left
onto
Dodge
safely.
That's
all,
and
that
was
before
these
new
lanes
were
put
in
making
a
left
turn
onto
dodge
from
the
streets.

somebody's
coming
home
from
work
and
the
schools
are
clearing
out
and
make
those
left
turns,
try
them
at
night
in
the
rain,
in
the
winter
somebody's
going
to
get
killed,
and
then
you'll
say
it's
very
frustrating

know
what
this
is
like
in
yeah,
you
know
kind
of
be
ignored.
You've
been
experimenting
with
a
section
of
Evanston
that
has
not
only
a
Senior
Center,
but
a
school.

The
lanes
are
too
narrow.
I
would
like
me

make
the
only
thing
I
thought
of
as
a
proposition
or
a
proposal
is
to
do
something
similar
to
what's
been
done
on
Church
Street,
where
there
is
one
bike
lane,
perhaps
wider
than
either
of
the
ones
that
are
currently
there,
where
the
bikers
may
have
to
look
out
a
little
bit
for
themselves
to
even
turning
in
there
at
night
is
difficult.
You
have
to
watch
out
for
the
people
who
are
coming
out
of
the
nursing
home
from
their
shifts.

perspective,
opinion
and
facts
about
the
public
safety
contracts.
I
understand
that
some
may
disagree
with
some
of
my
opinions,
but
hopefully
we
can
all
agree
on
the
facts,
have
documented
my
sources
and
check
my
math
and
apologize
in
advance
if
I
had
made
any
mistakes.
First
off
I
would
like
to
express
my
deep
gratitude
and
appreciation
for
our
policemen,
firemen
and
all
public
employees
in
the
city
of
Evanston
I
recognize
the
challenges
you
face
and
we
value
the
services
that
you
provide
to
the
community.
Q
What
prompted
my
talk
and
comments
is
in
Evanston
now
article
about
the
three
percent
base
salary
increase
as
I've,
dug
into
the
details
and
analyzed
other
information.
It
became
apparent
to
me
that
the
base
salary
growth
of
3%
is
only
part
of
the
story
when
you've
taken
the
look
at
the
salaries
you
have
to
include
base
track
longevity
and
that
it
had
been
growing
at
a
much
faster
rate
in
context.
The
median
household
income
in
evanston
today
is
about
$70,000,
but
the
median
salary
for
an
Evanston
Police
Sergeant
is
about
$120,000.
Q
This
70
percent
differential
raises
significant
issues
of
equity.
In
my
mind,
also
from
another
perspective,
a
brigadier
general.
That's
the
lowest
rank
for
a
general
in
the
Army
with
20
years.
Experience
earns
one
hundred
thirty
seven
thousand
dollars
in
annual
salary.
Over
the
last
ten
years,
median
household
income
in
Evanston
has
grown
at
about
one
percent
compounded,
we
survive
one
of
the
biggest
recessions
in
our
history,
and
this
has
had
devastating
impact
on
many
households.
However,
the
salary
growth
in
the
public
sector
was
largely
immune.
Q
Just
in
the
last
five
years,
police
sergeants
salary
growth
has
compounded
at
a
five
to
ten
percent
rate
and
from
a
budget
and
taxpayer
perspective.
The
most
important
issue
is
a
total
cost
of
compensation
and
add
includes
total
salary
benefits
and
pensions.
So
when
you
add
it
all
up
today,
the
median
cost
of
a
police
sergeant
is
about
one
hundred
and
seventy
five
thousand
dollars
per
person
per
year.
As
the
city
starts
to
address
the
upcoming
budget
talks,
people
will
need
to
understand
that
once
salary
contracts
are
signed,
there
are
limited
options
available
since
well.
Q
Over
fifty
percent
of
the
budget
is
compensation
related.
We
can
raise
taxes,
we
can
cut
services
where
we
can
reorganize
or
downsize
staff.
Might
ask
the
I'd
ask
that
the
city
staff
explained
the
total
compensation
for
all
employees,
with
a
particular
focus
on
the
real
cost
of
their
pensions.
The
middle-class
in
Evanston
is
getting
squeezed
in
with
limited
income
growth,
combined
with
a
foreboding
outlook
for
taxes.
The
future
is
very
challenging.
I
would
hope
that
when
contract
discussions
begin
for
2019
and
beyond
many
of
the
issues
I
raised
will
be
considered.

lease
negotiation,
and
everyone
here
should
have
received
the
revised
lease
together
with
a
memo
explaining
those
changes,

just
quickly
after
being
in
in
attendance
at
the
April
9th
meeting.

heard
your
feedback
and
we
think
this
lease
reflects
all
of
those
comments.

So
I
just
want
to
quickly
walk
through
those
changes
and
again
to
the
extent
there
are
additional
questions
or
things
that
we
didn't
hit
on.
We
would
love
the
opportunity
to
speak
directly
to
anybody
with
those
questions
we
felt
during
the
process
that
we
had
been
completely
open
with
the
city
attorney.
We
thought
there's
a
great
dialogue.
It
seems
like.
Unfortunately,
this
is
more
of
a
miscommunication
than
anything
else
and
we're
confident
that
something
can
be
negotiated,
that
everybody's
happy
with
so
you'll
see.

The
fundraising
benchmarks
have
been
changed
to
hit
that
five
million
dollar
mark
within
36
months.
I
want
to
spend
most
of
my
time.
My
fifty
seconds
left
on
the
insurance
provisions,
because
that
seemed
to
really
be
a
boiling
point
for
everybody.
I've,
never
seen
so
much
excitement
over
insurance,
which
was
great
to
see
I
wanted
to
focus
on
the
fact
that
we've
now
revised
this
lease
to
match
exactly
with
the
other
leases
that
this
City
Council
has
passed.

So
we've
taken
out
that
rebuild
ability
provision
related
to
a
certain
portion
of
the
building
being
damaged,
and
instead
the
provision
is
pulled
almost
directly
from
a
lease
that
was
passed
recently,
and
in
that
case
the
city
would
only
be
responsible
for
repairing
the
building
to
the
current
condition.
The
building
is
in
at
the
commencement
date
of
lease.
Additionally,
Evanston
lake
house
will
have
liability
the
day.

engagement

this
council
accepted

a
voice
vote
of
either
eight
to
one
or
seven
to
two.

was
difficult
to
discern
because
the
votes
were
not
recorded.

a
voice
vote
but
overwhelmingly
accepted
our
response
to
the
city's
request
for
proposal
for
restoration
preservation
and
repurposing
of
the
Harley
Clark
mansion.
We
submitted
financial
figures,
a
budget
letters
from
foundations
and
supporting
that
for-profit
corporations
and
from
the
city
for
from
the
center.
Rather
for
water
research
at
Northwestern,
University
us,
council,
members
directed
city
manager
to
negotiate
a
lease
with
us.
I
was
part
of
the
lease
negotiating
team
for
the
lake
house.
Group
I
did
miss
some
meetings
at
the
end
because
of
unavoidable
travel
commitments
of
my
law
practice.

But
the
important
point
is
that
the
least
template
that
we
began
with
was
the
cities.
It
was
not
ours.
The
insurance
provisions,
as
Hannah
just
mentioned,
were
lease
provisions
that
came
or
were
insurance
provisions
and
casualty
provisions
that
came
from
the
city.
They
were
terms
that
we
were
told
the
city
needed
to
have.
They
were
not
our
provisions.

though,

happen.

not
failed
to
a
negotiation,
they
can
be
clarified.

confident
and
will

difficulty
was
not
in
our
plan,
but

communication

donors

dollars
and
received

work

garden
was

projects
in
138
million
dollars.

you

Evanston
lake
house
and
garden-
and
you
should
know
there
are
other
people
with
equal
criteria
that
could
accomplish
this
project.
So
the
reservations
that
you
have
are
understood,
but
the
decision
made
of
the
previous
meeting
is
very
frustrating
for
a
dedicated
group
we're
not
going
anywhere.

We
would
very
much
like
to
have
you
know
that
there
are
people
like
me
that
are
ready
and
willing
to
serve
as
volunteers
for
a
project
that
we
believe
in
deeply
for
a
property,
that's
iconic
to
our
town,
that's
distinctive
architectural,
in
terms
of
landscape
and
and
hope
for
reconsideration
in
some
way
or
another,
and
that's
for
you
to
decide
how
that
would
be.
But
I
speak
to
you
tonight,
as
I
have
twice
before
on
behalf
of
this
project.

Marginalization
has
always
been
the
tool
of
people
in
power
to
suppress
the
wheel
or
needs
of
citizens
who
have
no
voice
and
no
resources.
The
least
proposed
by
Evanston
lake
house
and
Gardens
was
written
with
assistance
and
input
of
the
city
manager
and
the
City
Attorney's
staff,
and
no
other
requests
for
proposal
was
submitted.
Then
seven
votes
rejected
the
proposal
that
citizens
worked
on
in
good
faith
with
no
cost
to
the
city
for
many
years.

Thank

for
the
Civic
lesson
from
the
city
of
Evanston.

The
city
of
Evanston
still
feels,
as
certain
citizens
don't
even
deserve
a
chance
for
the
opportunity
to
have
a
building
that
all
citizens
of
Evanston
can
access.
We
will
not
be
discouraged.
We
will
not
be
turned
around.
We
will
move
forward
on
our
own.
From
this
point
we
will
continue,
but
we
would
like
to
have
your
support.
I
saw
the
play
lake
house
on
the
lake.
I
was
reminded
of
my
grandparents
frustration
when
their
neighborhood
was
addicted
from
North
Evanston,
the
city
of
Evanston
even
removed
their
street
from
the
Aniston
map.

We

not
go
through
that
again.
I
guarantee
you
that
we
will
not
stop
working
cooperatively
for
all
of
the
citizens
of
Evanston
and
the
comic
strip
Peanuts.
Maybe
the
next
time
you
city,
council,
members
representing
Lucy,
will
allow
Charlie
Brown
there,
mr.
Lake
house
gardens
to
actually
kick
the
all,
but
I
doubt
it.

We've
lived
there
on
dodge
since
2010
and
since
the
bike
lanes
have
been
changed,
it's
been
an
extreme
safety
hazard.
In
my
opinion,
it's
now
a
safety
hazard
for
passengers
to
exit
the
vehicle
on
both
sides,
which
is
very
troublesome,
especially
when
you're
loading,
kids
in
and
out
of
the
car,
have
groceries
things
like
that
I'm
also
in
the
wintertime
when
it's
snowing.
The
cars
are
obviously
closer
to
the
center
of
oncoming
traffic,
which
I
think
is
very
hazardous
when
the
bike
lanes
aren't
even
in
use
during
the
winter.

For
most
of
the
time
also
I
noticed
that,
because
the
bike
lanes
are
inside,
more
and
more
I
noticed
that
bikers
at
night
are
not
using
lights,
so
it
makes
it
more
difficult
to
see
them
when
parking
and
when
exiting
the
vehicle.
Also
in
the
spring
there's
a
large
group
of
bikers
there
are
professional
bikers
that
ride
down
dodge
and
they
don't
use
the
bike
lane
because
of
so
many
of
them,
so
that
obstructs
traffic.
O
It
also
obstructs
traffic
because
it
doesn't
allow
us
to
pass
people
that
are
turning
and
it
just
stops
the
whole
entire
flow
of
the
dodge
traffic,
which
has
been
a
huge
problem.
As
was
mentioned
earlier,
the
traffic
on
dodge
has
increasingly
gotten
more
and
more
over
the
years,
so
that's
also
an
issue.
And,
lastly,
the
other
thing
that
the
bike
lane
reconfiguration
took
a
lot
of
parking
from
the
extremes
of
the
street.
So
I
live
at
a
200
block
of
dodge
and
going
up
to
Brummel.
O
A
lot
of
that
has
been
now
lined
off
because
it's
not
safe
to
park
there,
because
you
may
not
see
bikers
as
people
are
turning
onto
Brummel
or
coming
out
of
parking
from
the
role
of
townhouses
that
are
there.
So
that's
also
another
issue
that
we
have
restricted
parking
which
being
a
main
artery
street.
We
do
have
those
parking
restrictions
in
the
winter
and
it
just
reduces
that
even
further.

is

efforts

the
smart,
talented
group
of
Evanston
volunteers
worked
in
good
faith

several
years

find

solution

problem
that
the
council's
been
discussing
since
2011
but
was
summarily
rejected.
But
this
isn't
my
first
rodeo
I've
lived
in
Evanston
with
my
family
for
20
years.
In
that
time,
my
husband
and
I
have
raised
our
three
kids
here
and
sent
them
to
the
Evanston
Public
Schools
I've
been
involved
in
the
number
of
community
initiatives
and
seeing
the
power
of
the
people
who
live
here.

here
today
asking
you
to
reconsider
the
Evanston
lake
house
and
Gardens
lease.
But
I
read
this
book
by
Edward
Tufte,
which
was
called
visual
and
statistical
thinking,
displays
of
evidence
for
making
decisions,
and
in
this
book
it
says
that
if
the
engineers
from
Morton
Thiokol
had
actually
displayed
the
information
that
they
had
about
the
space
shuttle
Challenger
and
the
o-rings
that
the
disaster
could
have
been
prevented.
So
I'm
thinking,
maybe
you
just
aren't
seeing
the
breadth
and
scope
of
the
coverage
of
people
in
this
city
that
want
this
to
happen.

libraries

we

forced

create

thousands

library

the

a

the
mighty
twig,

donation

Robert
crown

the
aldermen
who
spoke
