honoring

heritage

our

committee

for

Latino
culture
to
our
streets.

My
issue
is
not
to
sell
this
property,
but
my
problem
is
the
procedure.
The
city
is
following
the
sale
real
estate
in
all
its
deals.
I
have
recently
acquired
a
copy
of
the
Illinois
Municipal
Code
and
it
does
not
appear
to
me.
It
would
allow
the
city
manager
to
negotiate
sales
of
properties.
The
code
clearly
requires
bidding
using
the
licensed
real
estate
agent
or
public
auction.

The
process
the
City
Council
has
created
with
the
city
manager
is
a
non
transparent
process
and
basically
what
it
is
that
your
qualifying
bit
of
one
bidder
is
looking
through
bidders
and
claiming
all
the
other
bidders
are
not
qualified
and
picking
a
bitter.
That's
not
for
selling
the
property
you're,
then
negotiating
with
one
bitter
and
then
basically
there
isn't.
He
wasn't
a
bitter.
He
was
just
picked
out
as
if
someone
you're
picked
and
you
eliminated
the
other
people.
That
is
not
a
bidding
process,
it
does
not
appear.

That's
allowed
the
Municipal
Code
the
city's
claim
it
is
really
and
one
council
member
stated
after
to
the
smiley
brothers
thing
went
through
that
they
could
defend
this
in
court.
Well,
that's
interesting
that
they're
concerned
they
had
to
defend
this,

Municipal
Code
really
also
under
the
two-thirds
vote.
The
city
is
required
to
certify
it
appraisal.
Well,
I
was
heard
there
might
be
an
appraisal
on
reg,
but
it's
going
to
come
after
the
fact.
So
how
does
citizens
know
what
what's
really
been
done
with
these
properties?

With
these
appraisals-
and
we
know
we
don't
know
if
there's
been
any
praise-
alon
smiley
brothers
with
the
recycling
center,
which
we
know
the
city
manager?
One
point
said
in
the
press:
it
was
worth
four
million
dollars,
but
he's
negotiating
that
now
this
council
has
a
responsibility
to
make
certain
it
carries
out
the
correct
procedures
when
it
sells
our
assets.
Unfortunately,
this
council
mostly
wants
to
behave
in
silence
and
passing
items
by
allowing
mr.
by
vehicle
it's
not
to
possibly
follow
the
correct
procedures.

devaluating
the
citizens,
trust
in
government
here
in
evanston
and
casting
a
shadow
over
it.
And
finally,
I
would
like
to
ask
our
alderman
grover:
are
we
having
a
ward
meeting
on
thursday
night
because
it
hasn't
been
advertised?

think,
though,
some
people
have
been
asking
you
to
put
things
on
the
agenda.
So
it's.
I
guess.
It's
been
nine
months
since
we've
had
a
meeting,
so
you
can
I
guess
respond.
I
can't
respond
now,
I
suppose,
but
you
can
respond
to
it
called
Awards.

meetings

which
the
gun
range
ordinance
was
first
discussed.
I
urge
you
to
include
additional
restrictions
as
safeguards
in
case
a
gun
range
locates
in
evanston.
First
and
foremost,
I
want
to
thank
you
for
following
through
and
proposing
additional
requirements
for
gun
ranges.

The
gun
range
regulations
appear
really
pretty
comprehensive,
I'm
very
happy
to
see
a
safety
plan,
age
requirements
for
entering
the
range
and
the
requirements
for
all
range
employees
to
have
a
FOID
card
in
the
proposed
draft.
I'd
specifically
like
to
thank
city
staff
for
their
good
work
on
this
very
important
ordinance.
So
thank
you.
There
are
a
few
other
provisions.
I
would
like
to
suggest
in
the
future.

If
you
decide
to
amend
this
ordinance,
which
would
include
a
requirement
to
account
for
inventory
and
also
many
people
don't
realize
that
gun
ranges
are
sometimes
used
for
people
to
commit
suicide.
So
there
could
be
some
provisions
in
that
area
where
you
could
provide
for
mental
health
training
for
employees
to
identify
potentially
suicidal
people
again.

want
to
just
emphasize
that
if
there
are
any
concerns
about
potential
litigation,
I
want
to
remind
you
that
since
the
2008
haller
decision,
approximately
ninety
six
percent
of
the
Second
Amendment
claims
from
pro-gun
groups
have
been
rejected
by
the
courts.
So
good
regulation
of
guns
and
good
policy
is
necessary
for
Public
Safety
and
I'm
really
pleased
that
in
evanston
you
are
working
towards
that
goal.
