meeting
of
the
year,
so
Happy
New,
Year
everybody.
We
do
have
everybody
in
attendance,
all
9
aldermen,
just
a
couple
of
announcements.
As
we
start
the
the
new
year,
some
some
good
news,
some,
not
so
good
news
and
some
and
some
sad
news,
starting
with
the
good
news.
We
have
a
whole
new
set
of
elected
officials
in
Illinois.
A
We
had
a
new
governor,
the
governor
Pritzker,
who
was
inaugurated
today
and
we,
the
Evanston
area,
have
all
of
our
representatives
and
our
state
senators
are
women,
know
that
is
the
first
time
ever.
Daniel
biss
was
our
former
senator,
but
now
we
have
five
women
that
are
representing
our
area.
We
have
senators,
fine
and
senators
stain,
and
we
have
three
representatives
representative,
Cassidy
representative
gable
and
representative
Gahan
Gershowitz.
So
we
look
forward
to
working
closely
with
them.

have
lots
of
folks
that
are
deemed
essential
who
are
working
without
getting
paid,
and
we
have
people
that
live
in
this
city
and
work
for
the
federal
government
do
important
work
for
the
federal
government
that
are
not
getting
paid,
and
so
the
several
the
aldermen
have
asked
for
questions
and
about
what
we're
doing
to
help
support
people
in
our
own
community
they're
being
impacted
by
this,
and
what
the
impact
of
this
may
actually
have
on
federal
grants
that
we
have.
So
we
will
have
the
city
manager
this
evening.
Talk
about
that.

The
sad
news
is
last
week
was
the
passing
of
Bishop
Carlos
L
moody
senior,
who
passed
away
on
January
12
2009
teen?
He
was
the
pastor
and
founder
of
faith
temple
Church
of
God
in
Christ,
located
at
1932
Dewey
since
1957
and
alderman
Ruth
Simmons
as
apparition
is
a
parishioner
there
and,
and
he
had
a
significant,
significant
impact
on
the
lives
of
many
many
people
throughout
his
life.
He
was
united
in
marriage
to
his
wife,
mother,
Mary,
Alice
moody
in
1955.
They
opened
a
school
within
the
church
in
1980.
A
He
continuously
honored
and
praised
our
police
and
fire
department,
and
he
organized
an
event
that
many
of
us
were
at
specifically
to
honor
those
personnel
in
2017.
He
accepted
the
call
to
preach
in
1946
in
Waukegan.
He
received
many
acknowledgments
for
his
work
in
side
of
the
church.
One
acknowledgment
was
the
street
naming
in
1995.
Do

named
bishop
Carlos

moody
Avenue?
He
served
as
the
vice
president
of
the
black
ministers
alliance
of
Evanston
for
two
years
and
as
a
member
of
the
curriculum

for
ETH

year
he
was
appointed
the
International
president
of
the
home
and
foreign
missions
department
of
the
Church
of
God
in
Christ
in
1975,
which
includes
over
57
countries
and
was
instrumental
in
changing
the
lives
of
men
and
women
through
the
drug
rehabilitation
center.
Here
in
Evanston
and
Chicago,
there's
going
to
be
a
community
service
memorial
for
him.
This
Thursday
January
17th
at
6
p.m.
at
faith
temple,
which
again
is
at
1932,
Dewey
and
there'll,
be
a
national
home,
come
home
going
for
him
on
Friday
January
18th
from
8
to
10
a.m.
A
will
be
the
viewing
and
then
10
is
the
services
at
faith
temple
on
this
Friday.
So
he
will
be
missed
by
many.
Many
many
people
in
this
community,
his
son
by
the
way,
will
has
become
the
pastor
now
at
faith
temple
and
was
ordained
last
night
into
that
position.

Martin
Luther
King
is
coming
up
it's
next.
It's
next
Monday.
We
have
several
events
here
and
Evanston.

just
want
people

celebration
will
be

19th

where
we
will
celebrate
dr.

King's
life
and
legacy
through
music
and
dance
and
a
very
special
keynote
speaker
that
day
there
will
also
be
a
celebration
that
alderman
Ruth
Simmons
is
inviting
people
to
Saturday
January
19th
from

to
7
p.m.
and
she'll
probably
speak
a
little
more
to
that
during
call
of
awards.
There
will
also
be
a
original
play
by
senior
Chloe
Cheol
Noel
Forte
on
Sunday
January
20th
at
7:00
p.m.
to
8:30
p.m.

that's
at
the
McCormick
auditorium
and
Norris
Center
here
and
then
the
Evanston
Public
Library
will
have
a
celebration
on
Monday
January
24th
from

to

p.m.
so

the
importance
of
of
that
day
and
the
activities
this
weekend.
In
terms
of
the
meeting
the
new
state
centers
and
the
new
state
representatives,
it
is
on
January
20th
2009
and
will
be
between
2
&
5
p.m.
at
the
Evanston
ecology
Center.

Mayor
members
of
council
good
evening,
as
the
mayor
mentioned,
the
federal
government
remains
shut
down.
We
are,
and
that
was
done
concerned
about
the
impacts
that
will
be
having
not
only
on
our
residents
who
our
federal
government
employees,
who
perhaps
are
experiencing
a
lack
of
salary
through
the
shutdown
but
also
residents
that
are
participating
in
variety
of
different
federal
programs.

There
we
go,
not
all
the
federal
government
is
shut
down,
has
happened
in
the
last
shutdown.
You
know
it
was
only
nine
agencies
that
weren't
funded
with
appropriations
bills
are
the
ones
most
affected
and
I've
listed
them
there,
I'm
not
gonna,
read
them
all.
You
can
see
some
of
these
have
more
impact
on
us
and
our
residents
at
least
immediately
than
others,
so
I'm
going
to
go
through
the
ones
that
I
see
is
most
impactful.

What
we
are
hearing
is
that
the
February
allocation
is
going
to
be
released
on
March
29
on
January
20th,
because
there's
something
about
how
long
after
the
shutdown
they
have
to
release
any
funds,
so
they're
publicizing
that
SNAP
benefits
for
February
will
be
released
on
the
20th
of
January,
which
is
going
to
be
confusing
for
people
because
they're
not
going
to
know
what
period
it
covers
and
there's
concern
that
people
may
use
up
all
their
benefits
early.
But
the
other
thing
is
a
lot
of
people.
Don't
have
space
to
store
things.
D
How
do
you
get
fresh
produce?
I
mean
it's:
it's
gonna
make
that
challenging.
After
that
we
don't
know.
We
don't
know,
what's
happening
to
snap
after
that,
I
did
contact
HHS
just
to
find
out
what's
happening
to
the
school
districts
with
the
school
lunch
programs
and
stuff,
like
that,
they
seem
to
think
that
they're
going
to
continue
to
be
reimbursed
at
some
point.
They
just
don't
know
when
and
I
was
told.
Well
we
got
a
shipment
of
commodities
today.
D
So
again,
some
of
this
stuff-
we
don't
really
know-
can
be
somewhat
disconcerting,
Department
of
Housing
and
Urban
Development.
This
is
really
complicated.
There's
been
a
lot
of
information
in
the
press,
about
contracts
for
project-based
section,
8
housing
units
for
low-income
people
not
being
renewed,
and
that
is
happening.
D
I
contacted
as
many
of
our
project
based
our
housing
developments
with
browsing
project
based
vouchers,
as
I
could
and
I
haven't,
found
any
that
the
contracts
are
expiring
in
the
near
future.
However,
HUD
has,
if
HUD,
doesn't
fund
the
Housing
Authority,
who
pays
most
of
those
monthly
payments.
What
it
amounts
to
is
just
as
impactful
in
a
bad
way,
because
the
Housing
Authority
won't
be
able
to
release
funding
to
pay
for
the
units.

So
that's
the
Richmond
Akio
said
he's
got
funding
through
February
after
that
for
the
project-based
vouchers
he
goes
to
their
reserves
and
after
that,
in
his
email
to
me
he
said
chaos
I
mean
we
just
don't
know.
We
also
have
a
significant
number
of
units
in
a
Vanstone
that
are
supported
with
what's
called
202
funding,
which
is
for
senior
housing
and
11
funding,
which
is
for
people
with
disabilities.
Those
funds
come
directly
from
HUD.
D
D
Every
department
has
to
have
what
they
call
a
their
shutdown
plan
and
a
number
of
them
at
least
from
trying
to
look
at
them
had
their
shutdown
plan
for
2018
when
there
was
that
one
day,
shutdown
at
the
beginning
of
last
year,
and
they
didn't
really
update
them
in
all
cases.
But
from
my
reading
of
that,
the
people
who
process
that
stuff
are
furloughed
workers
and
there
is
some
question
as
to
whether
or
not
the
president
can
even
call
them
back
legally
because
it's
not
in
their
plans.

But
who
knows
Homeland
Security
we
hear
about
TSA
people
who
are
working
they're
starting
to
get.
You
know,
people
calling
in
sick
and
and
there's
even
talk
that
some
people
are
simply
saying
I'm
walking
away
from
my
job
I'm
going
to
go
get
another
job.
Most
of
the
TSA
people
are
paid.
You
know
max
is
like
$36,000
and
they're
working
without
pay
the
State
Department.
They
said
they're
going
to
continue
to
do
visas
and
passports,
but
locations
that
aren't
federal
or
locations
that
are
in
a
in
a
building.

That
is
one
of
the
federal
agencies
that
are
shut
down
may
not
be
opened,
so
it
may
be
hard
for
people
to
find
out
where
to
go
transportation,
air
traffic
controllers.
They
were
under
staffed,
already
they're
working
with
no
pay,
and
they
also
have
the
training
for
new
air
traffic
controllers
is
considered
non-essential.
So
you
know
that
puts
more
strain
on
the
people
who
are
already
working
pilot
slices,
aren't
licenses,
aren't
getting
approved
and
they're,
not
licensing
new
planes.

What
I
can't
determine
is
how
much
is
of
projects
are
being
affected
construction
projects
for
various
transportation.
It
seems
to
be
that
some
are
moving
forward
and
some
aren't
Commerce.
The
Department
of
Commerce
normally
is
really
really
seeing
economic
data
that
affects
how
financial
decisions
are
made
by
all
sorts
of
different
organizations.
That's
not
being
released.
The
Census
Bureau
is
affected,
I,
don't
think
anybody
knows
quite
how
but
they're
already
late
I'm
planning
for
the
2020
census.

We
talked
about
evidence
in
federal
employees
or
federal
employees
who
live
in
Evanston.
It's
really
hard
to
get
an
estimate.
You
know,
I
looked
at
the
census
data,
actually
it's
American
Community
Survey
and
there
are
thirty
three
hundred
and
thirty
two
government
workers,
but
that's
all
government
that
state,
local
and
federal-
and
we
also
don't
know
what
departments
they
work
in.
So
it's
really
and,
of
course
this
is
the
five-year
small
statistical
sampling
that
they
then
projects.
D
So
I
honestly,
don't
know
how
accurate
those
numbers
are,
but
we
know
we
have
people
here
who
were
affected
and
their
ability
to
pay
rent
mortgage
buy
food.
All
those
things
are
going
to
be
affected.
It
also
impacts
the
businesses
that
serve
them.
Snap
could
be
particularly
complicated
because
if
everyone
comes
in
for
their
SNAP
benefits
people,
traditionally
people
buy
most
much
of
their
stuff
when
they
first
get
their
SNAP
benefits
and
the
grocery
stores
and
the
stores
that
sell.
It
are
timed
to
work
with.

The
general
assistance
office
is
I'm,
going
to
be
able
to
see
if
people
are
eligible
for
emergency
assistance
and
also
route
them
to
other
providers
for
other
things
that
they
can
and
or
other
things
that
we
provide
and
we're
also
publicizing.
Interfaith
action
has
a
very
robust
network
of
soup
kitchens
and
food
pantries
that
actually
anyone
is
eligible
for
some
of
the
other
organizations
that
are
doing
food
pantries,
specifically
for
federal
workers.

Our
food
pantries
are
very
happy
to
serve
federal
workers
and
anyone
else
who
needs
them
and
we
don't
have
restricts
so
they
don't
have
to
bring
in
all
their
paperwork
like
they
do
some
others.
So
that's
really
where
we
are
right
now.
There
is
just
so
much
that
we
don't
know
and
that
we
get
on
a
national
level
like
how
many
people
are
involved,
but
it's
really
hard
to
break
down
some
of
the
statistics
locally.

mayor
members,
the
council
that
gives
you
an
overview
where
things
are
at,
but
the
last
slide
is
really
I,
think
the
most
important
so
for
those
individuals
who
are
Evanston
residents
that
are
in
need,
we
ask
that
they
contact

set
up
a
system
today
so
that
those
individuals
we
can
speak
with
him,
a
better
understanding
of
what
their
needs
are.
If
a
general
assistance
can
be
of
assistance,
we
will
do
that.

there's
other

mentioned,
we
don't
know
how
many
federal
employees
there
are,
but
I
think
the
number
is
probably
one
that
will
be
manageable
for
us,
so
we'll
do
our
best
to
provide
as
individual
a
needs
assessment
as
we
can
work
with
local
banks
for
low-interest
loans.
There
are
multiple
resources
available,
I
think
it's
just
a
matter
of
being
able
to
collect,
which
are
those
resources
are
most
available
conveniently
to
havest
and
residents,
so
that
is
in
place,
and
people
can
call
starting
tomorrow
who
are
federal
employees
or
Evanston
residents
and
we'll
provide
that
assistance.

council

community

Clarke

Ghent
Jensen
event
hosted
by
a
community
group,
a
Harley
Clark
community
group
it'll
be
held
here
at
the
Civic
Center

the
parasol
room,
which
is
on
the
fourth
floor.
So
the
council,
members
and
the
community
is
invited
to
that.
The
clerk's
office
is
hosting
an
event.
This
Wednesday,
along
with
former
Governor
Pat
Quinn.
The
event,
is
titled
dear
seat
on
the
council
and
we'll
hear
governor
quinn
talk
about
yeah,
either
referendum
or
law.

passed
by

council

neighboring
suburbs,
such
as
Oak
Park,
are
working
on
pushing
into
law
which
would
allow
citizens
to
essentially
have
a
seat
at
the
dice
and
create
ordinances
that
the
council
would

vote
on.

council
votes
normals
ordinances,
those
would
go
directly
to
referendum
and
potentially
be
passed
into
law,

we're

Alderman

prevented

staff
cuts,
taxes,

increased

citizens
for

crown

Robert
Crown
Center

a
30
million
dollar
project,
only
ten
million
dollars

which
was
supposed
to
be
the
sale
of
bonds
for
the
from
the
city.

friends
were
supposed
to
pick
up
seventeen
point,
five
million
dollars
and
the
library
two
point:
five,
the
vast
majority
of
evidence
and
taxpayers
do
not
yet
know
the
project
is
estimated
to
cost
fifty
three
point:
four
million
dollars
paid
for
by
the
sale
of
as
much
as
fifty
million
dollars
in
bonds
plus
interest.
So
we
went
from
a
bond
obligation
of
ten
million
dollars
to
a
debt
obligation
with
interest
of
up
to
sixty
eight
million
dollars
or
more
aldermen
can
still
rescue
Evanston
taxpayers.

It
is
entirely
possible
and
you
should
consider
stopping
the
project,
construction
and
its
entirety
number
two.
You
should
vote
against
any
further
sale
of
the
bonds
that
should
have
been
a
referendum
number
three.
You
should
insist
on
Northwestern
and
others
we're
going
to
be
benefiting
through
the
use
of
ice
hockey
ice
time,
nationally,
quality
ice,
rinks,
gems,
are
being
promoted
and
used
or
will
be
used
by
other
institutions
in
the
in
the
city,
get
them
to
pay
frickin
for
the
construction.

You
get
fifteen
million
dollars
from
those
kinds
of
groups
rather
than
the
one
point:
five,
that's
being
called
a
donation
or
what's
really
just
pre-purchasing
ice
time
and
gym
time,
insist
that
the
Friends
of
Robert
countin
fundraise,
twenty
to
twenty
five
million.
You
know
up
from
their
original
commitment
of
seventeen
point
five
we're
in
three
minutes.

Evanson
taxpayers
should
not
be
held
accountable
for
more
than
the
original
ten
million
dollars.
There
are
some
uncomfortable
uncomfortable
coincidences
that
also
need
to
be
discussed
publicly.
At
some
point
at
least
three
people
who
sit
behind
the
council
desk
has
some
serious
conflict
of
interest
regarding
Robert
Crown
Center.
It's
not
going
to
be
discussed
today,
but
those
people
should
recuse
themselves
from
any
further
discussion
and
votes
on
this
project.
That

the
meeting,

well-known

developer
and

think
this
is
too
risky
of
an
investment,
especially
if
the
city
has
to
invest
in
making
a
parking
lot,
which
I
just
found
out
today
with
one
of
my
friends
here
and
if
you
have
to
pay
for
a
parking
lot
to
that,
may
make
it
more
expensive
to
repurpose
it.
If
you
think
this
doesn't
work
out
so
at
best,
possibly
a
rental
and
see
how
it
works
out,
but
I
wouldn't
necessarily
invest
in
parking
on
that
unless
it
was
something
that
there
was
going
to
be
a
return
on
investment.

the
city
is
tight
on
money
and
then
the
last
one
is
I
kind
of
agree
about
getting
the
best
bidder
and
I
think
I
just
think
we
should
go
into
value
bidding.
There
may
be
some
discussions
on
the
cheapest
bidder.
Doesn't
always
work
out,
as
we
always
know,
we
pay
more,
usually
if
we
don't
wiggle
that
rate
and
I
didn't
go
that
route
with
regard
to
cutting
down
my
tree.
So

As

know,
we
just
went
through
a
very
troubled
budget
time.
We
had
a
firehouse
that
was
threatened.
We
had
mental
health
funding
threatened,
we
had
taxes
raised
fees
raised
parking
fees
raised,
the
city
continues
to
pour
millions
and
a
litigation
in
James
Park,
trying
to
prove
our
drinking
water
is
or
might
become
poisoned,
7
million
and
Counting
with
no
end
in
sight
to
the
litigation
costs.
I
The
meantime
we
have
property
tax
bills
coming
out
and
every
one
of
us
is
feeling
the
pinch
of
these
property
taxes
that
continue
to
rise
with
that
context
buried
in
an
announcement
that
came
just
before
Christmas.
We
saw
that
the
good
neighbor
fund
had
a
line
item
for
the
fur
time.
That
includes
a
hundred
and
fifty
thousand
dollars
labeled.
As
mayor
haggerty's
discretionary
projects
fund,
it
appears
to
be
a
private
slush
fund
for
projects,
one
person
and
only
one
person
deems
worthy
money
that
only
one
person
gets
to
spend
as
he
chooses
and
sees
fit.

The
money
belongs
to
the
taxpayers.
The
good
neighbors
fund
should
benefit
all
of
Evanston
I
urge
you
to
rethink
this.
The
very
least
choose
a
use
that
will
lower
the
tax
burden,
either
through
pension
contribution,
robert
crown
death
service
or
something
similar
that
benefits
all
of
us
or
benefits.
The
neediest
of
Evan
stone
Ian's,
certainly
invite
some
public
input
and
we
need
to
bring
some
light
to
this
project.

highlight
it

The
sales
price
of
this
building
is
way
too
low
at
a
million
million
a
little
over
a
million

the
private

in
expense

incomplete
non-existence

two
employees

audited
that
were
basically
for
the
city
manager's
office.
They
have
no
expense
reports
for
five
years,
everything's
on
a
credit
card.
It's
incomplete,
it's
a
mess
and
there's
others
here
that
have
a
complete
messes.

the
city

sit
up
here
about
the
city.
Clerk's
expenditures
at
every
meeting
is
ridiculous.
We
have
serious
problems.
We
need
an
audit
of
all
these
people
in

city
manager's
office
and
what
they're
doing

expense

problem
here.

suggest
you
do
that
and
then

the

the

given
the
amount
of
the
capital
investment
that

not

with

things

transportation
that
have
really

held
up
from
hour-long
council
meeting.

I'm

like
us
to
just
move
this
forward
and
move
on

the
next

meeting
about

September
20th.

went
to
transportation
parking
in
October.

did
not
suspend
the
rules.

intent

to
be
limited
to
Evanston
residents.
