A
With
five
members
answering
the
call
plus
me,
we
have
a
quorum
and
council
member
newsman
is
recognized
to
make
a
motion
pursuant.
C
To
five
illinois
compiled
statutes,
120
2a,
I
moved
that
the
city
council
convened
into
executive
session
to
discuss
an
agenda
item
regarding
personnel.
This
agenda
item
is
a
permitted
subject
to
be
considered
an
executive
session
and
is
an
enumerated
exception.
Under
the
open

set

section
c1.

A
Good
evening
at
4,
20
p.m.
The
the
may
6th
special
meeting
of
the
city
council
resumes.
We
begin
with
public
comments,
and
I
know
that
doreen
price
has
signed
up
to
give
a
public
comment
and
is
in
the
zoom
ms
price
go
ahead.
You
have
three
minutes.
D
I
was
impressed
with
listening
to
the
two
candidates
on
the
discussions
and
the
mayor's
assimilation
of
our
questions,
which,
which
has
been
a
pretty
big
task
and
I
felt
very
informative,
and
so
I
just
want
to
say
thank
you
for
that
and
then,
with
regard
to
the
new
city
manager,
I
have
one
question
which
expands
on
the
one
question
the
mayor
asked,
and
by
listening
to
it,
I
think
mirabis
will
understand
where
I'm
coming
from
as
our
city
evanston
city
manager,
as
our
city,
evanston
city
manager,
is
accountable
to
our
council,
a
city
council
and
mayor.
D
How
will
you
the
candidate,
lead
and
model
inclusion,
equity,
wisdom
and
compassion
with
your
employees,
the
broader
community
and
most
the
most
vulnerable?
This
is
what
I'm
adding
the
most
vulnerable
voices
reluctant
to
come
forward,
and
this
pause
in
terms
of
the
connection
when
people
could
make
public
comment
was
not
so
clear,
perhaps
an
example
or
a
lesson
or
a
learning
that
involving
you
know,
improving
communications,
which
are
pretty
good
already
in
some
regards.
D
But
with
regard
to
this
particular
type
of
thing,
when
there's
a
closed
session,
which
there's
plenty
of
reasons
to
have
them
frequently,
it's
either
before
or
after
we
don't
know,
and
if
it's
not
listed.
This
is
the
problem
in
terms
of
where
I
got
confused,
but
I
got
help.
But
it
became
very
difficult
because
I
was
kind
of
juggling
a
couple
things
at
the
same
time
and
it
made
it
a
little
bit
more
stressful
for
me.
D
So
that
goes
back
to
trauma,
and
so
the
other
thing
is
to
be
sensitive,
trauma-sensitive,
sensitive
and
trauma-informed,
and
asking
also
asking
the
the
two
candidates
to
what
extent
they've
dealt
with
trauma,
because
we
know
trauma
exists
in
evanston
with
regards
to
the
pandemic
and
also
prior
to
that
and
when
you're
talking
about
reparations,
that's
basically
about
trying
to
redress
in
some
way
the
littlest
way
you
can
get
relative
to
what
happened,
trauma
and
we
have
multi-generational
trauma
and
that
trauma
is-
is
real
and
being
able
to
expand
healthy
human
services
to
a
public
health
facility
which
prioritizes
well-being
would
be
a
really
good
way
to
address.
D
D
A
Thank
you
very
much.
I
believe
that
is
everyone
who
signed
up
for
public
comment.
Is
that
correct,
luke.
A
Well,
as
I
understand
it,
no
one
else
has
signed
up,
so
I'm
going
to
presume
that
that's
the
end
of
public
comment,
which
brings
us
to
call
of
the
awards
council,
member
anusma.
