C
It's
national
preservation
month
may
2014
celebrating
america's
history
and
historic
places,
whereas
it
is
important
to
celebrate
the
role
of
history
in
our
lives
and
the
contributions
made
by
dedicated
individuals
in
helping
to
shape
and
preserve
the
tangible
aspects
of
the
heritage.
That
has
shaped
us
as
a
people
and
whereas
this
being
the
year
of
the
175th
anniversary
of
francis
willard's
birth,
a
woman
who
has
thrust
evanston
into
the
national
and
world
spotlight
during
her
lifetime.
C
And
whereas
this
being
preservation

D
Members
of
the
council
good
evening,
as
you
know,
we
had
a
transition
at
the
end
of
last
week
on
the
operation
of
the
evanston
animal
shelter.
We
are
now
operating
it
with
volunteers
who
have
been
organized
and
are
working
with
the
evidence.
Police
department,
deputy
chief
joe
osny
from
the
evanston
police
department,
is
here.
I
saw
him
here
there.
He
is
if
he
is
going
to
come
up
and
give
you
a
brief
update
on
that
transition
that
occurred
over
the
weekend
and
any
other
news
chief
good
evening.
Thank.
E
You
good
evening,
good
night,
good
evening,
members
of
the
council,
your
honor
and
clerk
green.
E
I
wanted
to
share
with
you
just
some
updates
from
the
last
week
or
the
last
two
weeks
since
you
last
heard
from
commander
pickett
since
the
meeting
on
april
22nd
prepared
a
summary
that
we're
two
day
89
new
volunteers
or
existing
volunteers,
plus
the
two
northwestern
universities,
sororities
and
fraternities,
called
an
existing
volunteer
group
to
confirm
all
existing
volunteer
volunteers
to
confirm
if
they're,
leaving
or
continuing
with
the
shelter
they've
responded
to
and
screened
dozens
of
new
and
existing
volunteers
and
coordinated
all
the
scheduling,
trained
or
scheduled.
E
A
facebook
page
has
been
set
up
by
volunteers
to
serve
as
internal
communication
platform
and
along
with
vicky
pasenko
kathy
roberts
and
alisa
kaplan,
commander
pickett
has
met
with
the
different
shifts
and
answered
questions
to
reinsure
the
existing
volunteers
of
their
status
with
the
shelter
and
to
continue
as
volunteers
with
our
dogs.
We
selected
professional
behaviors
for
evaluations,
observed
and
participated
in
the
evaluations
over
three
half
days
worked
with
the
behaviorist
on
issues,
including
dog,
to
dog
introductions
and
hand
shyness.
E
We
continue
to
develop
our
inventory
and
our
supply
list.
All
of
our
supplies
and
inventory
have
been
ordered.
We
have
replaced
our
printer
and
copier
scanner,
everything
that
needed
to
be
replaced
since
cara
left
on
the
ninth.
That's
all
been
inputted
and
put
into
place
today
and
we're
working
with
luke,
stowe
and
commander
parrot
on
our
facebook
content
to
make
it
a
little
bit
more
user-friendly
and
inviting.
E
The
shelter
currently
has
two
cats
and
nine
dogs
on
thursday
night
was
the
first
adoption
and
it
was
very
successful
and
then,
on
friday
night,
we
learned
that
we
had
a
kennel
full
of
kennel
coughs.
So
all
the
dogs
are
currently
being
treated
and
we
consulted
with
the
mccormick
animal
hospital
and
each
of
the
dogs
in
the
shelter
is
receiving
medication,
whether
symptomatic
or
not.
E
That
was
sponsored
by
blum
animal
hospital
and
we'll
be
doing
that
once
a
month
throughout
the
summer
and
on
saturday,
the
adoption
event
we
had
two
publicity
events
scheduled
for
this
coming
week,
the
first
at
the
lincoln
park,
art
gallery
where
two
of
the
dogs
will
be
showcased
and
the
second
is
with
paws
at
their
annual
angels
with
tails
event
on
michigan
avenue
and
over
the
weekend,
the
nu
students
did
a
give
back
and
did
some
much-needed
gardening
at
the
shelter,
as
well
as
replacing
some
brick
border
and
all
new
plants
that
were
donated
by
safe.
E
F
I
just
wanted
to
thank
you
all
for
doing
a
great
job.
I
know
the
transition
has
been
hard,
but
I
think
it's
it's
gone
as
smoothly
as
it
can,
and
all
the
volunteers
have
been
great.
The
students
from
northwestern
have
been
wonderful,
and
so
just
thanks
to
everybody,
who's
spending
their
time
for
the
shelter
so
people
from
safe
as
well.
G
D
Council
alderman
grover
members
of
the
council,
I
think
once
the
board
of
animal
control
is
seated
and
starts
meeting
we'll
be
able
to
come
up
with
a
more
regular
opportunity
to
report,
probably
through
human
services.
I
was
asked
by
the
council
to
reach
out
to
care
to
talk
about
some
of
the
financial
issues
that
were
raised.
It's
taken
a
little
while
to
get
that
meeting
set,
but
that
meeting
is
now
set
for
next
week.
D
So
we'll
have
an
update
for
you
on
may
27th
at
your
meeting
and
we'll
we'll
continue
to
bring
periodic
updates
in
the
interim
on
the
operations
of
the
animal
shelter.
The
the
web
component
is
one
we're
working
on
this
week.
Make
sure
that
if
people,
google
evans
to
animal
shelter,
they're
able
to
get
the
proper
information
for
the
city
of
evanston
and
so
we'll
have
that
taken
care
of
over
the
course
of
the
next
several
days.
H
Thank
you
and
thank
you
for
and
for
staff
for
again
another
good
report.
I
think
two
weeks
ago,
when
we
heard
the
report
it
it
sounded
very
promising,
then
too
it
sounded
like
all
the
bases
at
that
time
were
covered
and
things
are
going
to
go
very
smoothly.
So
thank
you.
Thank
you.
The
dogs
that
are
there
in
the
two
cats
are
what
stay
at?
What
point
are
they
in
in
terms
of
the
adoption
process.
E
They
were
reviewed
by
the
behaviorist
and
at
this
time
I
would
have
to
get
back
to
you
on
that.
I'm
not
certain
of
what
the
results
were
from
that
the
three
half
day
sessions.
C
A
Yes,
madame,
I
just
want
to
do
one
thing
I
want
to
introduce
or
something
and
present
to
others,
leticia
blackman,
who
was
my
part-time
city
clerk,
deputy
clerk,
who
was
out
on
maternity
leave,
she's
now
back
and
she's
been
moved
up
to
the
first
position
of
the
deputy
clerk
in
my
office.
As
of
the
21st
of
last
month,
like
leticia,
to
come
forward,
and
maybe
say
a
few
words.
I
A
J
Can
look
akasha,
you
will
come
forward
and
say
I.
A
J
K
J
K
Okay,
good
evening,
members
of
the
council
clerk
green
and
mayor
tesla,
I
guess
I
want
to
say
thank
you
for
the
opportunity
and
it
was
challenging,
but
with
letitia
coming
back,
it's
gone
much
smoother.
K
C
M
Mike
facilgo
2728
reese
avenue
evanston
I've
written
to
all
of
you
about
this
before.
So
it's
no
surprise,
I'm
sure
to
you
that
I'll
be
speaking
against
resolution
34r14,
which
is
a
resolution
that,
for
all
practical
purposes,
endorses
a
politician's
right
to
mislead
and
lie
to
the
voters
of
illinois.
M
I
spoke
to
our
representatives
in
springfield
years
ago,
when
this
temporary
income
tax
increase
was
voted
on.
I
was
assured
it
was
temporary.
I
was
skeptical
at
the
time
and
I
could
have
predicted
the
effort
to
make
the
temporary
tax
increase
permanent
should
that
occur.
I
would
certainly
consider
the
vote.
A
certification
that
elected
state
officials
lie.
M
Trust
is
a
difficult
thing
to
earn,
but
it's
very
easy
to
lose.
What
little
trust
I
have
and
a
few
springfield
politicians
will
evaporate
if
they
make
that
tax
permanent.
It's
widely
reported
locally
and
ashley.
That
illinois
is
something
of
an
embarrassment
in
the
nation
on
so
many
levels,
including
corruption
and
wasteful
spending.
M
M
B
B
B
Are
we
as
citizens
that
have
to
comply
with
and
be
subject
to
the
different
settings?
Ordinance
and
things
be
even
subject
to
more
of
your
placing
unduly
requirements
on
us
just
because
we
happen
to
live
in
a
rental
apartment?
Why
should
we
be
subject
to
something
that
no
one
in
that
owns
their
bill?
Home
has
to
be
subject
to
it.
We
pay
rent
my
rent
paid
property
tax.
B
B
B
Thank
you
that
I
can
have
if
I
pay
either
54
or
35
dollars.
For
I
know
we
are
in
a
crunch,
as
you
say,
and
everybody
is
looking
to
say,
money
is
tight,
but
why
are
we
being
placed
and
being
the
burden
of
these
cops?
So
I
don't
think
this
ordinance
need
to
be
amended
or
changed.
If
it's
going
to
stand
alone
by
itself,
then
we
as
citizens
need
to
know
this.
If
you're
combining
with
the
traditional
buildings,
you
really
need
to
examine.

Ordinance

That's
for
introduction.
N
It
also
reviews
the
various
zoning

that
there

The
plan
commission
and
the
city
staff
recommend
amending
the
zoning

The
proposed

includes
the
consent
agenda
and
I
hereby
move
approval.
C
A
C
To
nothing
the
consent
agenda
has
passed,
alderman
holmes,
could
we
have
administration
and
public
works?
Please.
L
Thank
you,
madam
mayor
a7,
ordinance
49-0-14,
increasing
p1
liquor
license
for
common
culture,
beer
company,
doing
business
as
sketchbook
brewing
at
825,
chicago
avenue,
suite
east
to
e2.
Rather,
the
liquor
control
review
board
recommends
city
council
adoption
of
ordinance
49-0-14,
which
amends
the
evanson
city
code
of
2012
subsection
3-4-6-p-1,
as
amended
to
increase
the
number
of
authorized
p1
liquid
glycism
from
1
to
2
and
permit
issuance
of
a
class
p1
license
to
common
culture.
Bureau
company
doing
business
as
sketch
brewing
company
at
825,
chicago
avenue
would
move
introduction.
L
Thank
you,
madam
mayor.
There
was.
There
were
amendments.
There
were
amendments.
I
hope
I
got
them
all
I'll
have
to
have
some,
maybe
some
help
from
other
committee
members,
but
we're
asking
that
there
be
no
selling
of
samples,
that's
one
and
that
the
samples
be
a
two
ounce,
no
more
than
three
samples
of
two
ounces
each
and
that
we
have,
and
I'm
gonna
be
getting
this
mixed
up
with
planning
with
planning
and
development.
L
But
I
think
definition
of
the
nano
breweries
to
make
sure
that
we
have
a
number
for
those
in
terms
of
what
that
that
was
bnd.
That's
bnd.
Okay,
I'm
sorry
all
right,
I
believe
hours
were
something.
L
No,
the
hours
were
not
yeah.
O
It
adam
mayer,
members
of
council
clerk
train
grant
for
our
corporation
council
with
respect
to
the
amendments
that
were
discussed
at
apnw.
I
believe
that
alderman
rainey
and
the
committee
had
approved
amendments
relative
to
the
enacting
ordinance,
which
is
actually
agenda,
item
a6
42014
that
speaks
to
the
sampling
size.
The
amendment
to
that
ordinance
requires
that
samples
for
the
p2
license
be
limited
to
three
two
ounce
samples
that
are
offered
free
of
charge
that
they're
not
for
retail
sale
at
the
license
premises.
O
L
C
N
A
On
an
embarrassingly
ultimate
breakthrough,
all
right,
that's
nine,
to
zero.
L
A8
ordinance
23-0-14
edition
of
chapter
31
to
title
three
of
the
evanson
city
code,
regulating
collection
boxes,
staff
submits
for
introduction,
the
addition
of
reasonable
requirements
to
the
city
code,
which
would
regulate
the
placement
of
appearance
of
collection
boxes
within
the
city
of
evanson
ordinance.
L
23-0-14
requires
entitled
t's
interest
in
placing
a
collection
box
to
obtain
a
license
from
the
city
of
medicine
for
a
fee.
Edison-Based
non-profits
such
as
the
evanston
school
children's
closing
association
and
the
ywca
must
still
obtain
such
licenses
but
are
exempt
from
paying
the
license
fee.
I
move
introduction
and
then
we
have
amendments.
L
Thank
you,
for
we
propose
that
the
date
for
starting
this
would
be
july,
1
2014
rather
than
october
1.,
and
that
would
the
fees
would
be
prorated
so
that
we
would
not
be
charging
a
license
for
the
whole
year,
but
would
prorate
them
beginning
as
of
july
1..
For
those
who
would
be
required
to
pay
the
fee.
C
C
Does
that
complete
your
report,
alderman
holmes,
all
right
and
planning
and
development
we
do
have
one
alderman
rainey.
Would
you
do
planning
and.
N
N
Please,
anyway,
that
they
need
to
be
special
uses
and
arguments
were
made
by
a
citizen
in
an
earlier
meeting
that
make
it
pretty
clear
that
it's
not
a
bad
idea
to
do
that.
So
we
have
requested
our
staff
do
give
consideration
to
that,
and
also
to
give
us
a
little
more
definition
regarding
nano
breweries,
micro
burs.
What
what
the
minimum
maximum
amount
of
gallons
can
be
produced.
So
that
will
come
back
to
us
with
those
amendments.
N
C
N
The
amendment
is,
I
forget,
the
page
now,
but
it's
b
hours
of
operation,
the
operator
agrees
that
the
applicant
shall
operate.
The
special
use
authorized
by
this
ordinance
only
between
the
hours
of
5,
30
a.m
and
10
p.m,
on
monday,
through
friday,
and
only
between
the
hours
of
5
30
a.m
and
8
p.m.
On
any
given
saturday
and
sunday.
C
All
right,
okay,
thank
you.
It's
been
moved
and
seconded
to
grant
a
special
use
for
commercial
indoor
recreation
with
the
hours
as
amended.
N
As
I
mentioned
earlier,
the
planned
development
at
835,
chicago
avenue,
is
being
held
to
an
unspecified
date.
Thank
you
very
much.
N
I
guess
so
resolution
the
rules
committee
resolution,
16
r14,
supporting
adequate
and
fair
funding
resolution
for
illinois
911
systems.
This
is
a
recommendation
by
the
committee
and
mayor
tisdale,
and
it
has,
of
course,
to
do
with
the
lack
of
use
of
landlines
and
now
the
use
of
cell
phones
and
the
need
to
make
an
equal
rate
or.
C
P
I
generally
support
the
idea,
but
I
I
I
just
I
hesitate
because
we
don't
have
the
any
proposed
legislation
in
front
of
us,
and
I
see
that
the
suggestion
is
a
resolution
to
allow
the
municipality
to
make
the
assessment.
But
I
think
what
this
is
ultimately
going
to
be.
Is
it's
going
to
be
a
state
tax?
That's
going
to
be
collected
by
the
state,
and
I
don't
feel
I
don't
have
a
high
degree
of
confidence
that
we're
going
to
get
that
we're
going
to
get
all
that
money.
P
C
F
F
I
I
also
believe
that
if
we
have
a
piece
of
legislation
in
front
of
us
that
affects
the
taxpayers
of
the
city
of
evanston,
then
I'm
more
than
willing
to
support
that.
But
I
don't
think
that
this
is
this,
and
the
following
resolution
are
are
appropriate
for
a
vote
from
the
evanston
city
council.
G
G
What's
happened,
is
we
like
everybody
else,
are
relying
more
and
more
on
our
cell
phones,
but
there's
not
an
equivalent
charge
on
the
cell
phone
call,
so
we've
lost
that
revenue
and
that
revenue
doesn't
come
back
to
the
city
of
evanston.
It's
not
a
it's
a
pass-through
revenue
source
for
funding
our
911
operations.
G
The
state
of
illinois
charges
the
tax,
but
it
comes
back
to
us,
I
think,
kind
of
like
our
motor
fuel
tax.
It's
based
upon.
It's
not
like
our
motor
fuel
tax.
Alderman
rainey
tells
me,
but
it's
it's
not
one.
That
goes
into
a
huge
fund
at
the
state
of
illinois
and
we
never
see
it
again.
This
is
one
that's
based
upon
the
usage
and
the
tolls
that
are
occurring
here
in
evanston.
G
It's
it's!
It's
not
one
that
you
have
to
worry
about
the
state
holding
on
to
the
funds
and
we
never
seeing
it
that.
Then
we
don't
see
it.
It's
it's
based.
It's
really
reflecting
the
shift
in
how
we
use
our
phones
and
it's
entirely.
N
Another
way
to
look
at
it
is
the
people
who
use
their
cell
phones
to
call
9-1-1
need
to
pay
the
same
fee
that
those
of
us
who
call
9-1-1
on
our
landline
phones
pay
and
that's
not
happening
so.
The
more
landline
phones
that
are
disconnected
and
the
more
cell
phones
that
are
going
into
service
has
nothing
to
do
with
the
number
of
calls
that
are
being
made
to
9-1-1.
N
They
still
keep
coming
and
a
person
having
a
heart
attack
calling
9-1-1
on
their
cell
phone
is
going
to
get
the
same
darn
service
that
you
get
when
you
call
on
your
landline.
The
city
of
evanston
gets
that
money
back.
That
is
a
fee
that
was
imposed
by
the
city
of
evanson.
This
council
voted
for
it.
This
council
went
out
to
a
referendum
to
the
people
of
this
town
and
increased
the
all
paying
right.
We
are
exactly
the
only
people
who
ought
to
be
voting
on
this.
I
don't
want
springfield
voting
on
this.
N
I
want
you
alderman
fist,
voting
on
this,
and
that's
why
it
is
important
to
do
this.
The
mayor
is
absolutely
right
on
this
one
totally
wrong
on
the
next
one,
but
so
well.
Thank
you
sort
of
you're
welcome.
Let's
protect
the
people
in
this
community.
We
have
a
fabulous
emergency
system,
we
have
fabulous
cops,
we
have
fabulous
firemen,
we
have
fabulous
paramedics,
we
need,
we
need
to
provide
the
service
to
get
them
to
our
homes
and
we
we
can't
do
it.
N
I
mean
that
equipment
is
extraordinarily
expensive
and
saying
that
oh
there
are
other
taxes
yeah.
Well,
you
know,
there's
water
taxes
too.
We
could
use
that
for
9-1-1,
but
we're
not
going
to
9-1-1
needs
to
support
the
9-1-1
fees
need
to
support
the
system,
and-
and
you
know,
if
you
don't,
if
we
don't
support
this,
shame
on
us.
N
C
Honor,
thank
you
alderman,
wilson
and
fisk.
I
don't
know
whose
lights
went
on
first,
so
alderman
wilson.
P
And
I
agree
with
everything
alderman
rainey
said.
The
the
thing
that
makes
me
hesitate
is
that
the
state,
if-
and
I
could
be
mistaken
about
this-
but
my
understanding
is
that
when
the
state
collects
the
tax
for
anything,
they
can
do
whatever
they
want
with
it.
They
don't
have
to
give
it
back
to
us,
and
I
I
fear
that
this
looks
like
this
is
us
giving
the
state
you
know
license
to
impose
a
tax
as
opposed
to
us
having
control
over
that.
P
I
don't
think
that
we're
going
to
have
any
control
over
it,
so
I
would
be.
I
would
feel
more
comfortable
if
we
talk
to
our
state
legislatures
as
state
legislators
and
work
with
them
to
come
up
with
something
that
ensures
that
we're
going
to
get
the
money.
But
I
don't
trust
that
the
money's
going
to
end
up
here.
The
state
can
collect
it
and
they
cannot
give
it
to
us.
P
The
state
has
done
that
with
other
funds.
Other
pools
of
taxes
that
have
been
collected
they've
decided
that
they're
going
to
use
it
for
other
things.
It's
been
specifically
designated
for
certain
destinations
and
the
state
has
said
you
know
what
we
don't
have
enough
money
for
other
things:
we're
going
to
take
it
out
of
this
pool
and
use
it
for
other
other
purposes.
So
I
want
to
just
try
to
make
sure
that
we
don't
invite
them
to
do
that
kind
of
thing.
F
F
I
remember
all
those
things
that
you
said:
alderman
rainey.
I
don't
disagree
with
you
on
any
of
them.
It's
just
that.
I
don't
do
not
feel
comfortable
on
imposing
this
tax
and
saying
that
we
support
it
when
we
don't
have
anything
in
front
of
us.
That's
definitive,
and
I
would
be
more
than
happy
to
to
work
with
all
of
our
state's
state
legislators
to
make
sure
that
the
money
is
spent
appropriately,
but
I
want
to
make
sure
that
every
dime
of
that
money
that's
collected
goes
into
our
9-1-1
system.
Q
I
am
I,
I
appreciate
the
perspective
from
the
other
aldermen,
but
I
believe,
since
this
council
and
the
priests
won
the
alderman
grover
and
I
have
been
the
representatives
on
on
9-1-1
and
as
many
of
you,
I
know
I'm
not
all
about
new
taxes,
but
I've
in
alderman
grover.
Q
Please
correct
me
if
I'm
wrong,
as
we've
been
over
the
last
five
years,
looking
at
9-1-1
taxes
that
are
coming
back
to
us,
it's
not
been
an
issue
that
we
aren't
getting
that
money
back
from
the
state
and
it
is
very
important
to
fund
our
operations
and
we've
been
seeing
over
the
last
five
years
the
revenue
going
down
from
the
landlines
because
the
landlines
are
going
away.
So
this
is
just
a
way
to
stabilize
what's
coming
in
from
9-1-1,
and
you
know
I
understand
alderman
wilson's
position.
Q
I
don't
trust
a
lot
of
what
goes
on
in
springfield
either,
but
I've
not
seen
an
issue
with
this
particular
tax,
not
coming
back
to
us
and
I'm
I'm
pretty
confident
that
our
police
department
and
particularly
perry
who
is
the
our
liaison
policekey,
I'm
always
saying
his
name
wrong.
Would
let
us
know
if
there
was
an
issue,
so
I'm
pretty
confident
and
I
know
alderman
when
you
were
on
9113?
Q
No,
I
was.
Oh
I'm
sorry,
so
I
just
have
not
seen
a
problem
here
and
aldrin
grover
and
you've
been
on
this
with
me
as
well.
C
I
would
say:
alderman,
fisk
and
alderman
wilson
that
mayors
throughout
the
state
have
looked
for
ways
that
legislation
could
be
written
that
ensured
that
money
that
was
supposed
to
come
to
cities
did
that
we
have
never
found
a
way
to
write
legislation
that
would
take
away
from
the
state
legislature
their
right
to
change
their
mind.
So
there
is
not.
I
understand,
you're
wanting
us
to
be
able
to
write
it
that
way,
but
there
is
no
way
that
I'm
aware
of
that.
That
can
be
done
so
for
many
funds.
C
We
hope
that
they
will
do
what
they
say
they
will
do
and
for
9-1-1
so
far
they
have.
Does
anyone
want
to
discuss
this
further,
all
right,
city
clerk?
Could
you
call
the
roll.
G
Just
to
respond
to
the
suggestion
that,
in
voting
to
support
this
that
somehow
we're
voting
against
reform
or
in
favor
of
lying
or
incompetence
among
our
state
legislators,
we
are
extraordinarily
well
represented
in
evanston
by
senator
biss,
senator
stains
representatives
and
I'm
going
to
forget
gable
and
fein
and
cassidy
in
evanston-
and
I
am,
I
think,
the
votes
on
the
resolutions
tonight
ought
to
be
a
signal
to
our
not
only
our
state
legislators,
but
everyone
in
springfield
that
there's
a
high
degree
of
distrust
about
how
they
how
they
operate
in
springfield.
G
I
don't
see
a
vote
in
favor
of
extension
of
the
state
income
tax,
which
extended
the
state
income
tax
from
3.7
percent
to
5
percent
for
another
year
is
recommended
even
by
I
think
the
civic
federation
as
being
against
reform.
I
see
the
issues
as
separate
the
issue
of
of
the
state
being
able
to
pay
off
unpaid
bills,
a
backlog
of
unpaid
bills
and
avoid
budget
cuts
that
would
probably
affect
evanston
is
one
issue.
G
The
other
issue,
though,
is
reform,
and
I
have,
as
senator
bis,
does
support
term
limits
on
our
state
legislative
leadership.
That
would
be
the
speaker
of
the
general
assembly
and
our
senate
president,
and
I
think,
I'm
pretty
sure
that
I
signed
a
petition
supporting
independent
redistricting
in
illinois.
Those
are
two
important
reform
issues.
G
G
P
Well,
I
I
definitely
agree
that
our
representatives
and
particularly
daniel
biss,
are
among
the
leaders
as
far
as
effectuating
some
change
and
some
positive
some
positive
movement
in
that
regard,
but
I
do
feel
very
strongly
that
this
does
send
and
it
does
send
the
wrong
message
to
the
legislature
as
a
whole.
P
P
P
You
know
it's
it's
it's,
it's
not
appropriate,
that's
not
our
position!
It's
unfortunate
that
the
legislature's
going
to
have
to
do
it
this
way
and
they
need
the
money.
But
you
know
what
this
isn't
even
gonna
be
enough.
This
is
not
even
close
to
enough,
so
I
don't
know
how
you
fix
the
problem,
but
I
refuse
to
say
it's
okay
and
to
me
this
is
a
message
that
says
it's.
Okay
and
it's
not.
C
Well,
we'll
look
it
up
while
you
speak
is
that
is
that
all
you
wanted
alderman
rainey,
alderman
grover.
G
Just
that
I
I
agree
with
the
impulse
and
the
need
to
send
a
message
to
springfield.
I
just
am
very
concerned
that,
while
we
are
looking
to
punish
some
state
legislators
and
specifically
the
leadership
in
springfield
by
not
supporting
this-
that
we
punish
many
many
many
other
people
who
are
not
in
springfield
who
are
not
involved
in
state
government
and
that
we
will
be
feeling
this
in
evanston
all
right.
C
Seeing
no
further
lights,
I
think
I'll
say
why
I
propose
this:
ivanda
came
to
me
from
the
health
department
and
told
me
that
we
would
lose
two
people
from
our
health
department.
C
C
If
that
tax
is
not
maintained,
it's
not
adding
a
new
tax,
it's
maintaining
a
current
tax,
and
this
is
in
no
way
tied
to
the
governor's
promise
of
increasing
the
local
government
distributive
fund.
This
is
simply
a
statement
that
the
city
of
evanston
has
gone
through
many
many
cuts
and
the
cuts
that
we
will
face.
If
this
income
tax
is
not
continued
at
its
current
rate
will
be
rather
devastating
and
I'd
rather
be
proactive
than
simply
sit
and
complain
about
it.
When
it
happens
to
us
which,
if
we
don't
act,
it
will
and
alderman
wilson.
C
N
N
I
think
there's
a
threshold
and
that
that's
my
concern.
I
you
know
I'm
not
voting
against
this
ordinance,
this
resolution,
because
I
want
to
lose
anybody
in
our
health
department,
but
I
think
in
some
cases,
when
we
pass
legislation
or
recommendations
like
this,
we
forget
those
that
it
affects
directly.
N
R
D
D
C
C
A
S
L
L
So
please
come
out
also
I'd
like
to
make
a
reference
to
what
ms
esther
said
in
terms
of
the
code
I'd
like
to
know
why
we
don't
have
those
code
books,
at
least
here
at
the
city
where
people
would
be
able
to
see
them.
N
Alderman
rainey,
madam
mayor,
I
want
to
speak
to
the
issue
of
the
property
maintenance
code.
This
is
an
adoption
that
we've
been
making,
I
think,
on
a
yearly
basis
or
whenever
the
the
international
code
is
revised,
we
adopt
it.
What
this
code
does
is
it
does
exactly
the
opposite
of
what
ms
ester
says
it
does
this
code
provides
quality,
decent
housing
for
people
who
happen
to
be
renters,
it
doesn't
take
anything
from
them.
N
But
but
the
important
thing
is:
is
this
is
a
protective
supportive
code
that
we
all
support,
and
so
before
you
make
statements
that
quest
that
bring
into
question
your
credibility
on
the
next
statement
you
make.
Please
please
take
a
look,
you
can
you
can
look
online,
you
can
google
this,
you
will
find
it
online.
I
know
we
have
documents
here.
I
know
we
have
the
code
here,
so
it
it
just.
I
just
don't
think
we
should
let
comments
pass
that
are
so
diametrically
opposed
to
what
the
actual
fact
is
and
that's
why
I'm
speaking.
L
Alderman
homes-
well,
I
know
all
the
mourinho
in
response
to
that,
I
simply
have
to
say
that
I
understand
that
and
I
also
understand
that
our
property
standard
inspectors
are
now
in
the
health
department.
So
that's
why
it
goes
hand
in
hand
and
that's
why
it
came
from
the
health
department.
But
my
point
is:
is
that
we
ought
to
have
that
material
available
so
that
people
could
look
at
it
and
read
it
and
then
maybe
they
wouldn't
even
have
questions
if
they
were
able
to
do
that.
Q
Really
quickly,
I
want
to
say
thank
you
to
chief
eddington
and
the
police
department
for
helping
a
senior
citizen
in
my
ward,
who
was
being
taken
advantage
of
by
a
caretaker
and
abused,
and
I
can't
thank
them
enough
for
the
investigation
that
was
came
from
a
tip
from
a
neighbor
and
it's
made
a
huge
difference.
So
thank
you
to
the
police
department.
F
F
If
you
haven't
heard
the
second
new
house
is
going
up
at
kendall,
and
I
have
to
say
that
over
the
years
that
the
neighborhood
has
spent
working
on
that
and
working
to
bring
appropriate
development
to
that
neighborhood,
it's
it's
proven
to
be
absolutely
correct.
Those
million
dollar
houses
are
selling
like
hotcakes
and
they're,
really
beautiful.
F
C
Thank
you,
alderman
braithway,.
T
Thank
you,
madam
mayor
I'd,
just
like
to
thank
all
the
residents
that
were
able
to
attend
our
second
ward
meeting
this
past
thursday
and
as
a
follow-up
to
that
meeting
for
the
neighbors
that
are
on
the
gosh.
I
can't
remember
100
block,
that
is
on
greenwood
between
dodge
and
hartree.
We
will
be
following
up
with
the
neighborhood
meeting
and
we'll
make
sure
that
we
flyer
the
neighborhood
and
that's
a
follow-up
to
the
discussion
about
team
evanston.
Thank
you.
