communities
in
this
country

many,
many
young
people
go
off
and
join
military
service.
We
don't
have
a
large
large
large
group
of
people
that
do
that.
Nonetheless,
every
single
year
graduates
we
have
some
graduates
of
evanston,
township,
high
school
and
other
high
schools
who
join
the
military
and
have
a
career
in
military
service.

It's
easy
to
to
forget
these
days
when
wars
and
conflicts
tend
to
be
fought
overseas
of
the
risk
and
the
danger
and
the
sacrifice
that
everyone
in
military
service
makes,
and
today
it's
with
a
heavy
heart
that
I
announced
that
a
2009
graduate
of
evanston
township
high
school
staff
sergeant
joseph
edward
howard,
passed
away
on
march.
26
2021
in
active
duty
died
in
the
line
of
duty.
A
On
behalf
of
this
on
the
behalf
of
this
country,
I
spoke
today
this
afternoon
with
his
mother,
yvonne,
who
had
you
know
wonderful
memories,
to
share
about
her
about
her
son
that
he
knew
from
a
very
early
point
in
his
life
that
he
wanted
to
have
a
career
in
the
military
he
excelled
at
it.
The
impact
that
he
had
has
become
more
and
more
clear
to
her
and
all
of
the
you
know,
military
personnel
and
others
that
have
reached
out
since
they.
A
Since
the
passing
of
her
son,
he
had
just
recently
been
promoted
to
staff
sergeant
again
and
had
joined
in
2009.
So
we're
talking
about
a
young
man
who
was
29
years
old
and
you
know
had
sort
of
gravitated
towards
the
military.
Since
he
was
young,
he
had
one
promise
that
he
made
to
his
mom,
which
was
that
he
would
go
to
college.
A
His
mom
was
nervous
as
any
parent
would
be
when
their
child
wants
to
go
in
the
military
and-
and
he
said
all
right
mom
for
you
I'll
do
that,
and
he
attended
a
community
college
for
a
semester
and
and
said
yeah.
That's
not
for
me
mom,
I'm
gonna
sign
up
and
enlist,
and
he
enlisted,
and
he
served
this
country
honorably
and
proudly
and
sadly
gave
his
life
for
the
freedoms
that
we
all
have
every
single
day
and
so
tonight.

I
just
want
to
ask
people
to
take
a
moment
of
silence
right
now
and
just
reflect
on
staff
sergeant
joseph
edward
howard
and
other
people
that
are
serving
our
country
every
single
day
and
some
like
staff
sergeant
howard,
who
are
paying
the
ultimate
price.
So
if
we
take
a
moment

keep
his
family
in
your
thoughts
in
your

He
was
very,
very
close.
His
mom
said
with
his
sister,
who
was
eight
years
younger
than
joseph
and
lastly,
because
he
did
die
in
the
line

service

working
with
the
family
to
get
his
name
on
the
memorial
in
in
downtown
evanston,
so
that
will
that
will
take
some
time,
but
but
there
will
be
a
ceremony
at
a
certain
point
in
the
future
when
his
name
goes
up
on

memorial
all

to
a
bit
a
bit
of
a
good

news,
because
I
feel
like
we
need
it
after
after
that
sad
news,
and
then
I've
got
two
proclamations
tonight.

american
red
cross
every
year
identifies
12
heroes
in
the
chicago
area
and
for
2021.
A
One
of
those
here
heroes
was
our
very
own
chef
q
ibrahim,
who
many
people
who
many
people
know
who
does
lots
of
great
stuff
in
our
community
with
you
and
other
organizations,
and
I'm
just
going
to
read
a
little
blurb
that
they
put
out
about
the
disaster
service
hero,
chef,
q
from
evanston.
That's
a
pandemic
caused
many
people
to
lose
their
jobs.
Renowned,
chicago
chef,
q
ibrahim,
put
her
culinary
passion
to
the
service
of
those
struggling
to
put
food
on
the
table.
A
She
now
runs
two
kitchens
and
has
hired
laid
off
school
bus
drivers
to
deliver
food
to
the
families
so
far,
and
this
is
remarkable
so
far-
she
has
provided
more
than
20
thousand
meals
to
chicago
families,
which
equates
to
160
to
204
meals
every
single
day.

We
are
very
proud
of
you
and
we
are
very
proud
of
so
many
organizations
and
people
in
our
community
like
chef

who
are
helping
people
at
a
time
when
people
really
need
the
help
of

two
proclamations
as

mentioned.

first
proclamation
is
fair
housing
month,
so
every
april
is
fair
housing
month
and
and
the
premise
of
fair
housing
month,
as
we
all
know,
is
that
we
all
should
have
a
right
to
to
decent,
safe
and
affordable
housing
as
part
of
the
american
dream,
and
it's
a
goal
of
all
illinois
residents
where
individuals
have
the
right
to
choose
where
to
live,
without
discrimination
based
on
without
discrimination
based
on
of
race,
color,
religion,
national
origin,
ancestry,
sex,
sexual
orientation,
gender
identity,
marital
status,
age,
source
of
income,
physical,
mental
disabilities,
familia
status,
military
status,
unfavorable
military
discharge
in
order
protection
bottom
line,
nobody
should
be
discriminated
when
it
comes
to
housing,
whereas
acts
of
housing,
discrimination
and
barriers
to
equal
housing.

Opportunity
are
repugnant
to
common
sense
of
decency
and
fairness,
and
whereas
economic
stability,
community
health
and
human
relations
in
the
state
of
illinois
are
improved
by
diversity
in
integration
and
whereas
evanston's
elected
officials.
All
of
us
here
are
committed
to
highlighting
the
federal
state
and
local,
fair
housing
laws
and
support
programs
that
will
educate
the
public
about
the
right
to
equal
housing
opportunities
and
partner,
with
government
and
other
organizations
to
help
assure
every
citizen's
right

fair
housing.

proud

proclamation
that
I
have
today
is
one
of
national
healthcare
decisions
day
and
something
that
we've
talked
about
here
before,
as
as
a
council,
we
have
faye
clayton,
who
is
part
of
an
organization
here
in
evanston
that
has
been
advocating
and
outspoken
about
all
of
our
right
to
choose
health
care
decisions
that
are
best
for
us,
and
so
I
am
proud
to
to
issue
this
proclamation.
It's
pretty
short,
so
I'm
just
gonna
read
this
one,
whereas
held
annually
on
april
16th.

So
this
is
coming
up.
The
end
of
this
week,
on
friday,
national
healthcare
decision
day
was
established
to
increase
awareness
about
the
importance
of
planning
ahead
for
end-of-life
care,
wishes
and
compete,
communicating
those
wishes
to
their
family
and
health
care
providers
and
whereas
health
care
providers
are
increasingly
finding
it
difficult
to
make
health
care
decisions
without
knowing
the
wishes
of
their
patients.
A
One
and
health
care
provided
is
in
advance
of
a
serious
health
care.
Diagnosis
or
situation,
and
to
designate
a
healthcare
power
of
attorney,
who
can
speak
on
a
resident's
behalf
in
serious
medical
situations
when
they
are
unable
to
do
so
now,
therefore,
I
stephen
howard
haggerty,
do
hereby
put
the
mayor
of
evanston.
Do
hereby
proclaim
april
16
2021
to
be
national
healthcare
decisions
day
in
the
city
of
evanston,
and
I
urge
all
residents
to
plan
for
and
document
their
end
of
life
care
wishes
and
designate
a
healthcare

of
attorney

illinois
law.

never
been
illuminated,

recently
than
the

law
department

to

role

fortunate

000
evanstonians
cast
their
ballot

local
municipal
election.

happens

down

last
municipal
election,

we

strive

the
next
municipal
election
to
increase
that
turnout
turnout
was
about
25
city
wide.

greatest
turnout
in
the
city
was
in
the
sixth
ward,
which
had
35
percent
turnout
and
the
lowest
turnout
was
in
the
my
apologies
in
the
fifth
ward.
So
you
know
we
have
worked
to
continue
in
that
venue
to
increase
voter
turnout,
the
the
list.

us
her
unvarnished
opinion
on
the
issues
being
discussed
and
was
greatly
respected
by
everyone
on
the
committee
when
she
retired
from
our
committee.
We
designated
her
as
an
honorary
member
for
all
her
efforts,
and
even
today,
if
we
ask
if
she
can
do
something
to
support
our
continuing
work,
she's
always
there
to
lend
a
hand
prior
to
her
involvement
on
our
committee.

know
that
dorothy
was
a
very
popular
crossing
guard
on
prairie
avenue
and
was
dedicated
to
the
children.
She
was
responsible
for
protecting
dorothy
talked
about

job

ago,

to
and
from
school,
as
quote
her
babies
unquote
and
she
meant
it,
and
those
words
are
just
so
symbolic
of
who
dorothy
is
I'll

wonderful
lady

heart

given
to
our
community
in
many
more
areas
than

touch

committee

First
of
all,
I'm
opposed
to
the
ethics
board
of
moving
or
having
the
ethics
board.
I
should
say
eliminated,
as
was
proposed
at
the
rules
committee.
I
know
that's
not
coming
to
you
tonight.

They're
doing
that
again
this
year
and
the
tune
of
millions
of
dollars,
part
of
which
is
going
to
the
robert
crown
construction
fund,
which
I'd
like
some
of
the
council
to
vote
against,
there's
more
spending
for
additional
maintenance
services
at
robert
crown
seems
we've
had
that
go
on
for
time
and
time
again.
The
big
issue
tonight,
though,
is
spending
404
thousand
dollars
for
a
children's
playground.

That
does
not
appear
to
be
part
of
the
previous
project
and
it's
being
funded
by
the
group,
all
the
friends
of
robert
crown,
which
already
owes
the
city
millions
of
dollars
of
funding
that
it
never
paid
towards
construction,
so
if
they
have
four
hundred
and
four
thousand
dollars
that
they
don't
know
what
to
do
with,
it
should
be
paid
to
the
city
to
bring
down
the
premiums
and
the
interest
on
the
payments
that
their
that
group,
in
particular,
has
put
on
the
backs
of
evanston
citizens.

Lastly,
I'd
like
the
council
to
vote
against
820
and
any
repurposing
or
any
sale
of
evanston
property
until
the
next
council
is
seated,
so
the
next
council
can
take
those
actions.

surprise
that
she's
won
the
hearts
of
others
in
evanston

2012,
miss
dorothy

sam
joined,
a
small
group

us
community
members,
evanston
neighbors
united
and
began
the
difficult
discussions
about
the
environmental
justice
concerns
in
the
fifth
ward.
I
foundly
recall
how
the
seemingly
mild,
mannered
dorothy
stood,
courageous
and
always
spoke.
The
truth
when
we
faced
opposition
to
our
cause,
dorothy
was
always
willing
to
speak
about
environmental
justice
to
others
and
was
is
a
fierce
advocate
for
helping
others
understand
the
injustice
meetings,
farmers
market
street
fairs
and
even
protests.

Today,
nearly
10
years
later,
the
work
of
ms
dorothy
head
and
environmental
justice
evanston
has
resulted
in
an
ongoing
collaboration
between
citizens
in
the
city
of
evanston.
That
has
resulted
in
meaningful
change,
an
ej
resolution,
an
air
quality
study
at
the
waste
transfer
station
and
continued
efforts
on
an
ej
ordinance.

minority
landlords.
My
family
has
been
harassed
by

city

administrative
hearing
for
over
30
years.
So,
while
you
are
pretending
to
be
fair,
the
proof
will
be
in
your
future
actions
against
my
family
and
others.

received
anything

asked
for
in
the
fifth
ward.
Also,
we
did
not
get
heard
about
our

active
deaconess
for
many

years

right
now,
she's

training

deacon

second
baptist

her
about
that

the
training
began
and
she
looked
at
me
and

old
I
am,
and
I
said
to
sister
dorothy.

your
energy,
I
want
to
be
as
old
as

age

she's,
just
incredible
and
wonderful
and
she's
done
so
much

one

were
relatively
new
to
the
area
and
we
asked
dorothy

she
would
babysit
our
younger
children,
pierce

parker,
and
she
took
that
job
on
she
babysat
them,
and
it
was
just
incredible
they
wanted

be

sat
by
her
ever
since
then
she
took
one
of
them
ice
skating.
She
took
the
other
one
to
play.

Her
late
husband,
sam,
was
very
ill
at
the
time
at
evanston
hospital,
and
that
was
one
of
the
first
visits
that
I

I
got
to
know
dorothy
under
those
circumstances,

she
was
again
elegant,
beautiful
refined

woman
of
deep
faith.
So
I
am
glad
to
have
an
opportunity

speak

her
behalf

think
that
this
street
naming
dorothy
headway
is
absolutely
wonderful.

ended
the
2020
budget
year.
As
you
know,
it
was
a
very
challenging
year.
It
was
extremely
difficult
to
estimate
how
our
revenues
and
expenses
were
going
to
come
in
due
to
the
amount
of
uncertainty
we
were
facing
throughout
the
early
pandemic
and
even
in
through
the
preparation
of
the
2021
budget.
So
we
had
many
many
aspirations
of
receiving
grants
trying
to
get
other
funding
trying
to
get
funding
from
the
federal
government.

During
that
time,
there
was
lots
of
talk
about
additional
funding
being
made
directly
to
local
governments
to
help
combat
the
revenue
loss.
A
large
portion
of
our
general
operating
funds
come
from
revenues
that
are
sometimes
discretionary
and
being
that
we
had
no
hotel
taxes
coming
in
very
few
no
concerts,
no
football
games.
All
of
our
various
revenue
sources
were
hit
extremely
hard,
so
we
had
to
be
extremely
conservative
in
our
spending.
We
negotiated.

Our
union
contracts
did
all
of
those
things
in
order
to
make
sure
that
we
would
end
the
year
in
the
best
way
possible
and
I'm
happy
to
say
that
we
did
end
the
year.
On
a
positive
note,
and
at
this

the

we

a
brief
general
fund,
summary
of
2020,
as
the
auditors
have
just
started
today,
their
field
work.
We
have
also
covered
some
of
the
other
major
funds
and
where
they
stand
in
terms
of
their
fund
balance
the
budget
amendment
2020
and
the
last
one
is
obviously
everybody
heard
about
this
american
rescue
plan
somebody.
So
we
have
just
couple
of
slides
and
we
are
still
waiting
for
the
detailed
guidance
from
them.

Next,
okay,
so
2020
general
fund
revenue
side,
we
had
adopted
budget
of
118.8
million
dollar
actual
revenue,
and
these
are
still
unaudited
numbers.
We
are
at
112.5
million
dollar,
so
kovid
related
revenue
loss
was
11.6
million,
but
some
of
those
revenues
came
over
budget
and
I
would
cover
it.
I
think
in
the
next
slide
by
5.3
million,
so
the
net
revenue
loss
was
six
point:
three
million
dollars,
some
of
those
yeah
where
we
lost
the
big
money.
Now,
sales
tax
and
home
rule
sales
tax.

So
the
total
estimated
is
around
11.6
million
kobit
related
revenue
loss
revenues
above
the
budget,
and
this
was
surprising
obviously
when
people
were
losing
the
jobs
and
we
still
got
in
income
tax
revenue,
six
hundred
thousand
over
budget
and
obviously
because
these
stimulus
payments
and
extended
unemployment
benefits
and
all
those
I
think
contributed
to
the
higher
income
tax
state
use
tax.
This
is
online
payments.

I
think
there
were
a
lot
of
other
projects,
other
roof,
related
projects,
other
repairs
and
rehab
related
projects,
so
that
kind
of
contributed
to
around
2.4
million
over
budget
in
building
permit
and
then
the
grant
revenue
which
wasn't
budgeted
so
the
total
revenues
above
the
budget
was
5.3
million
dollars.

General
fund
expense
side
for
2020.
Our
budget
was
117.2
million
dollar
actual
expenses.
We
came
down
to
110.4
million,
resulting
in
the
savings
of
6.8
million
and
some
of
those
things
which
we
did.
Obviously,
the
staff
follows
some
of
the
positions
were
held,
awakened
equipment,
purchase
or
some
of
the
other
react
contract
restructuring
and
then
the
conservative
spending
by
the
staff.
All
this
contributed
to
around
6.8
million
dollar
reduction
in
the
expenses.

general
for
ned,
so
2020
we
are
expected
to
end
still
unaudited
number
at
2.1
million
dollar.
Obviously
we
need
this
surplus
to
replenish
the
general
fund,
which
is
beyond
its
two
months
of
fund
balance
requirement
and
the
insurance
fund,
which
has
a
huge
negative
fund,
balance
of
10.5
and
around
6
billion
in
cash.
So
obviously
that
is
funded
by
general
funds.
So
we
need
that
money.

At
the
same
time,
we
are
thinking
about
using
some
of
the
towards
the
equipment
replacement
fund
so
that
we
don't
have
to
issue
the
bonds
for
the
purchase
of
the
vehicles,
and
that
would
be
a
best
use
of
the
general
fund
surplus
money.
And
here
it
says,
general
fund
fund
balance
is
around
15.6,
which
is
around
14
percent
compared
to
a
16.6,
which
is
the
two
months
of
operating
expense.

garage

because,
typically,
overall
across
all
of
our
funds,
we
are
actually
below
our
budget
expenses.
That
is
true
again
this
year.
So
again,
our
actual
spending
from
all
funds
in
2020
was
about
38
million
dollars
below
the
adopted
budget.
But
again
when
we
just
look
at
those
funds
where
we
need
to
do
the
budget
amendment
that
amendment
amount
is
14.4
million
brings
the
complete
new
total
of
the
of
the
ordinance
to
335
million
dollars.

Again
we're
required
to
adapt
a
budget
amendment
as
as
sort
of
a
part
of
the
audit
as
we're
going
through
only
for
those
funds
that
exceeded
budgeted
expenses.
Funds
with
expenses
below
budget
amounts
are
not
required
to
be
amended,
so
that
is
why
there's
a
net
ad
in
the
amendment,
even
though
actual
spending
from
all
the
funds
was
below
the
adopted
budget.

So,
just
to
go
through
the
funds
that
are
included
in
the
budget
amendment.
The
first
fund
is
the
neighborhood
improvement
fund.
This
is
a
smaller
fund
that
has
very
specific
geographic
location.
It
can
be
used
on
projects
for
a
fund.
Balance
in
this
fund
was
going
to
be
used
for
harvard
park
in
2019
that
spending
just
got
delayed
after
the
2020
budget
was
passed
so
now
it
came
out
in
the
2020
budget
and
that's
why
it
needs
that
budget
amendment.
The
debt
service
fund
is
the
bulk
of
this
budget
amendment.

This
is
12
million
dollars
included
in
the
amendment.
This
is
due
to
the
refunding
of
2011
bonds,
which
took
place
as
part
of
the
2020
bond
issuance.
When
we
do
that
refunding
we
issue
new
bonds
pay
off
the
prior
bonds.
So
there
is
a
revenue
aimed
and
there's
there's
a
higher
than
budget
expense,
but
there
is
a
matching
revenue
from
those
new
bonds
to
balance
that
out
and
again
going
forward.
That
gives
us
we
do
these
refunding
so
that
we
have
better
interest
rates
going
forward
on
those
bond
payments.

So
it's
we
do
the
refunding
to
save
the
city
money
over
the
longer
term
in
the
howard
ridge
tiff.
The
increment
was
higher
than
budget
here,
so
the
the
tiff
was
able
to
pay
back
the
parking
fund
for
a
capital
project,
a
parking
lot
in
the,
as
well
as
provide
a
few
developer,
support
payments
that
were
that
were
approved
by
city
council
and
and
supported
development
in
that
area.

The
special
service
area
number
six
just
needs
a
very
small
budget
amendment,
just
a
small
discrepancy
between
the
the
amount
that
was
budgeted
for
the
property
tax
and
the
amount
that
was
actually
received
at
the
end
of
the
day
in
that
fund,
the
crown
construction
fund
on
the
amount
of
the
amendment
there
is
about
eight
hundred
thousand
dollars.
This
is
all
due
to
the
timing
of
project
invoices,
just
not
knowing
when
we
do
the
budget
each
year
exactly
how
much
is
going
to
fall
in
each
budget
year.

The
fund
also
supported
some
extra
debt
service
this
year,
based
on
a
gift
from
the
friends
of
robert
crown
to
help
take
some
of
that
burden
off
the
general
fund
and
the
the
other,
you
know,
purpose
other
monies
of

city
this
year.

that's
why
that
fund
is
over
budget
and
then
the
police
and
fire
pension
funds.
Simply
again,
it's
a
it's
a
it's
a
forecasting
issue
of.

don't
know
exactly
what
our
pension
benefits
will
be
each
year
and
these
the
amounts
that
each
of
those
funds
was
was
slightly
higher
than
budget
and
the
expenses
for
pension
benefits.

next

stimulus
funds
that
are
expected
this
year

those

you

many
of

know,
I
announced
this
at
the
last
council
meeting,
the
federal
government
did
pass.
The
american
rescue
plan
act
in
march
still
a
lot
of
information
waiting
to
be
released
about
exactly
how
these
funds
can
be
spent,
but
the
city
of
evanston
is
expected
to
receive
45.8
million
dollars.

The
federal
government
recognizes
that
we
have
had
to
incur
many
expenses
to
combat
the
effects
of
the
pandemic,
while
also
achieving
or
I'm
sorry,
I
also
experiencing
pretty
significant
revenue
loss.
So
the
point
of
the
whole
allocation
was
to
stabilize
local
governments
so
that
they
could
then
continue
to
serve
the
communities
in
this
time
of
need.

But
with
such
a
large
dollar
amount,
we
anticipate
there
will
be
more
additional
guidelines
placed
on
it
and
some
sort
of
process
by
which
we
will
have
to
prove
what
we
spent.
Where
eligible
expenses.
We
did
receive
an
additional
1.3
million
allotment
through
home
funds
to
continue
to
address
homelessness
issues
and
support
those
who
are
unstably
housed.

The
next
slide,
please,
so
the
biggest
eligible
use
of
this
funding
is
to
cover
revenue
loss,
so
kate
and
nitesh
touched
on
our
revenue
loss
so
far,
very
very
big
revenue
loss
to
the
general
fund
and
a
very
big
loss
of
revenue
to
the
parking
fund.
So
we
are
able
to
utilize
this
funding
to
replenish
both
of
those
funds,
and
not
only
the
loss
of
revenue
in
2020
will
count
towards
this,
but
additional
revenue
loss
in
future
years,
2022-2023
as
compared
to
our
base
year,
which
is
2019..

So
we
don't
expect
all
of
our
revenues
to
recover
this
year,
just
because
vaccines
are
out
and
things
are
starting
to
return
to
some
level
of
new
normalcy.
It
will
take
a
while
for
our
our
balance
sheets
to
recover,
and
the
great
thing
about
this
act
is
that
it
does
allow
for
us
to
compare
future
years
back
to
2019
so
that
we
can
continue
to
replenish
those
reserves
and
those
revenues
so
that
we
can
continue
to
provide
the
services
that
we
provide.

through

we

is
for
2020,
but
we
can
only
estimate
for
future
years
and
an
additional
priority
is
that,
as
the
council
is
deliberating
the
2021
budget,
we
had
to
eliminate
a
number
of
positions
of
city
staff.

addition
to
eliminating
a
number
of
positions,
there
were
also
a
number
of
positions
that
we
felt
were
pivotal
to
performing
the
services
that
we
provide
to
the
community.
But
yet
we
didn't
actually
have
the
funding
to
fill
them,
and
so
they
were
held
vacant
in
the
budget.
So
we
will
be
planning
to
fill
some
of
those
positions.
We're
currently
evaluating,
which
ones
are
the
highest
priority
need,
but
anticipating
that,
with
the
addition
of
this
funding
for
the
current
year,
that
we
would
be
able
to
fill
some
of
those
positions
going
forward.

as
soon
as
the
summer
internally,
we've
created
four
separate
teams
who
are
going
to
be
working
on
identifying
uses
for
this
funding.
The
first
team
is
working
on
economic
development
issues.
The
second
team
was
working
on
capital
issues.

third
team
was
working
on
city
funding
issues
and
then
the
fourth
team
was
working
on
the
pass-through
funding
that
is
separate
from
our
current
allocation.

guidelines

use
of
the
money
instead

transferring

we
would

get
the
money,

it
towards

loss

give

money

insurance
fund

equipment
