reid
hagee,
passed
away
earlier
this
month.
Reed
grew
up
in
the
sixth
ward
and
lived
here
most
of
her
life.
Her
father
was
an
evanston
alderman
and
until
very
recently,
reed
and
her
husband,
joe
lived
on
lincoln
street
in
a
beautiful
home
that
her
grandfather
built
for
his
family
many
years
before
she
was
a
good
neighbor
and
someone
that
I
was
fortunate
to
be
able
to
call
a
friend,
but
she
was
much
more
than
that
too.

She
was
a
talented
businessman,
woman,
a
tireless
activist
and
volunteer,
and
an
ambassador
for
many
well-known
evanston
organizations,
reed
served
as
the
president
of
the
child
care
center
of
evanston
and
was
a
valued
member
of
the
board
of
mental
health.
An
organization
founded
by
her
mother
helen
king
mitchell,
thanks
in
large
part
to
reed's
leadership
and
vision.
That
organization
flourished
and
grew
to
become
what
we
now
all
know
as
the
mental
health
association
of
the
north
shore.

say
that
reed
was
a
force
to
be
reckoned
with,
would
be
an
understatement,
but
she
was
always
a
force
for
good
and
we
are
all
better
off
for
the
time
that
she
spent
living
and
working
among
us.
Our
thoughts
are
with
reed's
husband,
joe
her
son
mitch,
her
daughter,
joan
and
reed
and
joe's
five
grandchildren.

received
a
call
today
from
the
illinois
department
of
natural
resources
and
we
have
been
awarded
a
grant
through
their
2014
boat
access
area
development
grant.

received
two
hundred
thousand
dollars
from
the
state
to
construct
an
extension
for
the
church
street
boat
ramp
to
upgrade
the
facility
improve
safety.
So
that's
a
project
that
we've
been
working
on
so
of
the
and
715
thousand
dollars
that
were
granted
statewide.

received
two
hundred
thousand
of
that
so
stephanie
levine
and
bob
darniker
and
joe
mcrae
and
our
parks,
recreation
community
services
department
again
do
an
excellent
job
of
tapping
these
these
little
pots
of
money.
That
idnr
comes
out
with
every
once
in
a
while.
So
we're
very
excited
about
that.
That
should
then
allow
us
to
have
that
project
move
forward
this
year.

renting

canoe
or
registering

boat

canoe,

helped
the
city
of
evanston,
so
other
places
like
the
city

aldolsby,
the
city
of
galena,
the
city

park
in

county

the
other
big
winner.
They
also
received
200
000,
so
I'll

think
they
share

concern
about
the

water
tank
and
the
fact
this
could
create
a
20
water
bill
increase
for
the
next
20
to
30
years
on
residents
of
this
community
tonight,
I'm
afraid
we're
moving
in
the
direction
of
another
harley
clark
and
that's
the
evidence
from
water
tank
statements
have
been
made
by
certain
public
officials
that
we
need
a
new
water
tank.

The
the
mayor
went
down
to
springfield
with
the
government
met
with
the
governor
and
the
president
of
northwestern
university
and
discussed
a
new
water
tank
at
no
time
to
this
council,
basically
getting
funds
for
a
new
water
tank.
So
what
what
I
want
to
ask
is
that
this
council
never
reproved
replacement
of
such
a
tank.
This
never
was
really
discussed
here
in
the
council.

The
director
of
utilities
first
stated
he
wanted
to
replace
the
tank
top
for
three
to
five
million
dollars
at
one
point
in
a
capital
meeting
and
that's
what
he
first
started
at
later.
On
he
came
back
and
he
started
to
talk
about
replacing
the
entire
tank
for
26
million
dollars
at
a
sec
at
other
meetings
that
came
up
later.
Of
course,
this
was
never
really
discussed
by
council
members
for
those
of
you
who
are
people
who
might
be
unaware
of
this
issue.
The
city
reservoir
sits
on
northwestern
property.
G
The
city
basically
created
a
lease
with
northwestern
back
in
1934
to
lease
this.
This
was
not
a
free
deal.
The
city
vacated
a
public
street
for
this
and
at
the
same
time,
it
abandoned
a
beach
that
it
was
leasing
from
northwestern
university
that
the
public
used.
So
this
was
not
a
free
deal
by
any
means
to
the
taxpayers,
given
northwestern's
recent
announcements
to
build
its
200
million
dollar
plus
sports
complex
next
to
this
reservoir.

It
does
not
appear
to
me
and
any
other
live
person
of
any
kind
of
reasonable
logic.
The
northwestern
wants
this
tank
there,
even
though
they
might
say
that
I
want
to
know
what
private
meetings
may
have
been
held
with
the
city
in
northwestern
and
what
deals
might
be
beginning
to
be
cut.
Some
of
us,
unfortunately,
remember
other
meetings.

Secret
meetings
and
deals
that
concern
us-
the
friends
of
northwestern
university,
might
like
to
spend
this
that
we
hate
northwestern
or
that
those
of
us
who
are
involved
in
this
seem
to
have
some
issue
with
northwesterns
and
not
tax
status.
The
real
issue
here
is,
I
don't
feel
any
of
us
want
or
to
be
given
northwestern
university,
a
26
or
28
million
dollar
water
tank
that
we
don't
need
to
do
and
move
it
and,
what's
very
interesting.
Some
might
say
northwestern,
has
no
concern
about
this.

Well,
if
northwestern
had
no
concern,
the
question
is:
why
did
they
pay
all
this
money
to
produce
a
report
by
carl
walker
engineers
on
our
water
tank?
It's
quite
a
bit
of
cost
here,
which
I
realize
many
council
members
have
not
seen
because
it
was
not
given
to
the
public,
but
this
is
not
a
draft
document,
as
mr
stoneberg
said,
there's
not
the
words
drafts
on
this
document.

So
why
is
the
city
wanting
to
go
study
all
this?
Because
mr
bobkowicz
came
up
here
and
told
you?
We
need
all
these
studies.
Well,
you
know
what
these
studies
he's
talking
about.
Are
conceptual
studies
they're,
not
engineering
studies.
They
are
just
very
conceptual
engineering
reports,
so
he
you
know
he's
just.
This
is
basically
a
ploy
to
look
at
this
a
water
tank
to
be
moved.
It
is
not
employed
to
do
engineering,
so
I
mean
mr
bobkowitz.

think
he
said
that
at
apnw,
so
unfortunately
that
is
not
real
and
I
guess
what
really
bothers
me
is
who's
really
influencing
professional
judgment
of
city
staff.
Mr
mr
stoneback's
statement
about
future
studies
and,
as
I
said,
does
not
make
any
sense.
Why
can't
mr
schoenberg?
Do
these
simple
studies
himself
and
present
this
to
the
council
and
save
us
86
000,
because
that's
all
these
studies
are,
I
mean
he
talks
about
a
three-foot
level
in
the
in
the
tank.
It
says:
that's
a
big
problem.

Well,
that's
how
most
pumps
work
you
have
you
have
you
don't
pump
the
whole
thing
out,
so
I
mean
there's
a
lot
of
nonsense
here
and
frankly,
I
think
the
city
should
be
presenting
these
going
through
these
options
before
it
goes
out
and
hires
a
consultant
to
spend
eighty
six
thousand
dollars
of
our
money.

Also,
this
issue
of
this
new
tanks,
increased
capacity
and
new
business,
I
think,
is
rather
interesting
when
we
have
no
new
business
and
we
don't
know
what's
going
on
in
the
emergency
issue.
Frankly,
that's
the
other
thing,
mr
stoneback
at
one
point
was
talking
about
a
20
capacity
increase
in
that
tank
was
needed.
That
was
one
of
his
statements.

Well,
what
is
20
by
a
couple
hours
of
operation,
so
we're
going
to
spend
all
this
money
for
26
million
dollars
for
a
couple
hours
of
operation.
Now
he
could
tell
you
all
this,
so
why
hasn't
he
told
you
all
this,
and
why
are
we
discussing
all
this
before
we
go
out
and
spend
86
six
thousand
dollars
on
a
study,
there's
an
unfortunate
pattern
here.

believe
the
community
will
not
accept
one
of
the
options
in
the
study
and
that
is
look
at
lee
park,
while
alderman
grover
tonight
was
saying
it's
so
far
in
the
future.
It's
not
an
issue.
Well,
it
is
an
issue
if
frankly
you're
going
to
study
it,
it's
an
issue.
You're
wasting
my
tax
dollars
on
a
study.
That's
so
far
in
the
future.
It
doesn't
make
any
sense.
So
why
are
we
studying
it?

I
think
really,
the
the
award
element
doesn't
want
to
talk
to
about
residents.
Well,
I
think
it
should
be
talked
about
because
you're
taking
away
a
public
park
for
possibly
two
years,
the
other
some
of
the
other
options
there
are
not
that
feasible
either.
So
replacing
the
tank
top
is
the
option
for
the
taxpayers
of
evanston.
The
other
options
are
for
northwestern
university.
G
That's
what
the
options
are
for
if
you
want
to
raise
water
bills,
20
percent
on
people
for
30
years,
and
whether
you
get
money
from
the
state
or
the
federal
government
to
do
this,
it's
still
our
money
and
people
should
be
outraged
at
this
type
of
thing,
and
the
other
issue
in
this
is
northwestern.
Also
at
one
point
was
offering
up
long
field
as
part
of
the
study.

It
was
basically
an
option
and
that
seems
to
have
disappeared,
so
northwestern
just
wants
us
to
pay
whether
it's
the
local
taxpayers,
the
state
taxpayers
or
the
federal
taxpayers
northwestern
with
its
billions
of
dollars
of
construction
is
about
to
do.
Wants
us
to
pay
move
the
northwestern
needs
to
pay
to
move
the
tank.
That's
the
issue
here,
and
I
think
many
other
residents
of
this
community
believe
in
that
issue,
that
why
should
we
pay?

And
finally,
I
think
we
need
to
look
at
this
another
very
troubling
issue
that
I
have,
and
that
issue
is
this.
This
water
department
should
not
be
used
for
political
purposes
with
our
water
bills,
and
basically
that's
what's
going
on
here.
You
people
do
not
care
about
the
people,
this
community,
if
they're,
going
to
use
the
water
department
for
political
purposes
and
not
do
real
engineering
and
not
do
things
that
make
sense,
and
that
is
a
problem
to
me
and
frankly,
I've
been
pointing
out
for
quite
a
while.

An
audit
needs
to
be
done
of
the
city
of
evanston
water
department.
It's
a
fiscal
mess.
There
are
problems
here.
Nobody
is
willing
to
face
up
to
it
on
this
council
and
you
need
to
do
that.
The
people
have
a
right
to
know
what
the
operation
is
doing
and
then
there
have
been
statements
it's
in
the
kafir.
Well,
there's!
No
there's
nothing
in
the
kaffir
that'll
tell
you
how
it
operates
and
that's
a
very
big
issue.
You
have
existing
water
contracts
that
are
not
very
good
and
you're
pretending
you're
going
to
have
more
contracts.

We
were
not
told,
and
people
come
here
with
pitchforks
quote
unquote,
as
you
said
before
about
some
things,
and
I
really
think
you
have
a
chance
now
to
say:
look
if
northwestern
wants
that
tank
moved,
they
pay
we'll
fix
the
tank
top.
Two
studies
have
shown
that
I
mean
there's
engineering
reports
are
here
that
show
that
it's
not
that
expensive
and
anybody
and,
mr
yes,
all
right
I'll
finish.
One
last
word,
mr
lyons,
your
financial
director
can
clearly
show
the
tank
top
replacement
works
financially
over
26
million
dollar
repair.

transparent
government

engages

citizens

future

our

public
discussions
about
how
the
neighborhood
surveillance
program
is
going
to
operate
or
any
accountability
to
the
public
for
the
monitoring
and
use
of
the
recorded
images
and
the
nature
of
the
police
responses
before
any
additional
cameras
are
installed
in
our
neighborhoods?
Evanson
residents
deserve
more
transparency
about
the
decision
to
expand
the
camera
project
and
a
more
responsive
exchange
with
their
elected
officials
on
community
safety.

that's
when

statements
here.
Some
of
those
statements
do
need
to
be
questioned
about
mr
stoneback
tonight
was
suggesting
about
toxicity

things
like
this
about
the
the
lining.
I
guarantee
you
if
you
go,
get
what
they
call
the
material
data
sheets
for
this,
these
chemicals
they're
carcinogens.
Probably
so,
frankly,
if
you
go
to
court
with
a
lawyer,
you
know
we
have
a
lawyer,
of
course,
he'll
have
to
defend
that.

something
happens,
so
I
just
wanted
to
leave
that
as
part
of
your
thoughts,
I
mean
you
won't
be
able
to
defend
it
because
you
won't
have
no
what's
going
on
with
what
happened.
So
that's
just
something
I
want

leave

this
council
and
one
other
thing.
You
know
I
know
alderman
burris
works
for
northwestern
university
and
as
far
as
this
tank
goes
probably
be
reclused
from
any
of
the
discussions
as
far
as
voting
on
this,
because
it
does
impact
northwestern.

we
wanted
to
give
you
a
quick
overview
of
how
we
ended
the
fiscal
year.
Mr
lyons
referred
to
a
little
bit
of
this
during
ampw
we're
going
to
hand
out
copies
of
the
slides.
I
think
mr
lyons,
given
the
hour,
we'll
just
do
a
general
overview
and
certainly
we're
prepared
to
answer
any
questions
that
you
may
have.

members

council

green
manager,
bob
quits,
as
the
city
manager
pointed
out.
This
is
our
fourth
quarter
review
and
we
had
a
a
fairly
dynamic
fourth
quarter,
so
our
numbers
changed
quite
a
bit
from
what
would
have
been
our
september
30th
estimate
that
would
have
been
in
the
final
budget
document.
So
I'm
going
to
go
through
some
of
those
changes
before
I
do
really
quickly.

Based
on
the
previous
comments
tonight,
I
do
also
want
to
remind
the
council
that
the
city's
water
fund
is
the
part
of
the
city.
That's
still
triple
a
rated
by
moody's,
so
they
did
that
analysis
specifically
for
the
water
fund
in
october
of
2013.
and.
C
So
we
are
the
first
recipient
of
this
sort
of
sweepstakes
award
for
the
water
utility
that
is
most
modern,
dealing
with
the
most
conservation
efforts
most
responsible
to
serving
the
needs
of
its
community
and
the
city
of
evanston
won
that
award
and
officers
of
the
american
water
works.
Association
will
be
with
us
at
our
next
meeting
to
make
that
presentation.

So
moving
forward
on
to
the
fourth
quarter
report,
just
in
very
much
in
summary,
general
fund
revenues.
This
is
what
our
report
is
going
to
be
about
not
a
lot
to
report
about
in
the
other
funds,
but
our
revenues
came
in
2.4
million
over
budget.
We
projected
them
to
be
about
just
0.4
million
over
budget
in
the
following,
slides
I'll,
explain
some
of
the
areas
where
that
happened.

Conversely,
expenditures
also
came
in
over
our
estimate
and
they
would
have
just
been
barely
over
budget
0.21,
but
as
a
part
of
our
budget
review,
we
said
we
were
going
to
be
under
budget
and
let's
move
funds
into
our
insurance
fund,
our
fleet
fund
and
our
capital.
So
I
will
go
through
these
briefly.
The
thing
to
take
away
from
this
is
we
had
a
2.2
million
dollar
surplus
projected
during
the
budget
process
based
on
expenses
coming
in
under
budget
and
revenues
hitting
budget.

What
happened
was
revenues
exceeded
budget
and
expenditures
hit
the
budget
so
same
result:
2.2
million
dollar
surplus.
So
I'm
going
to
jump
right
past
this
one
and
go
straight
into
what
happened.
97.7
for
property
taxes
is
actually
good.
We've
had
95
and
96
in
the
last
few
years
due
to
lack
of
payment
sales
tax.
This
was
a
great
sign
that
our
basic
sales
tax,
7.1
percent.
So
that's
not
car
dealerships.
That's
our
basic
retail
mix
that
we
pride
ourselves
on.
So
that's
a
very
important
sign
of
recovery
for
the
city,
athletic
contest
taxes.

I
think
you've
all
seen
the
the
email
that
went
around
this
is
our
highest
result
in
a
long
time.
If
not
ever
I,
I
went
conservative.
So
I
when
this
was
put
forward
and
then
parking
tax
revenues.

Excuse
me,
mr
lyons
alderman
grover,
then
alderman
rainey.

Mr
lyon,
I
talked
to
whoever
it
is
who
remits
the
check
to
you
for
the
ticket
tax,
who
said,
and
he's
been
here
many
longer
than
10
years
since
the
highest
revenue
amount.
Ever

And
we
had
the
extra
game,
although
all
those
came
together
so
other
things
that
helped
us
out.
Oh,
you
got
oh
and
alderman
rainey,
okay,
state
income
tax
also
rebounding
we're
now
at
7.2
million,
that's
about
where
we
were
before
pre-recession,
so
we've
almost
gotten
back
to
that.
It
took
quite
a
bit
to
get
us
there.
As
as
we
discussed
during
budget
session,
we
thought
that
real
estate
transfer
tax
would
rebound.

It
certainly
did
81.5
percent
above
budget
and
so
yeah
and
alderman.
Rainey
is
just
saying.

The
point
I
want
to
make
is
not
to
you
know,
exclaim
about
it
being
81.5
over
budget
which
speaks
for
itself,
but
I
think
the
time
has
come
where
we
not
add
the
sentence.
This
includes
large
property
sales.
Since
the
day
we
began
talking
about
imposing
a
real
estate
transfer
tax,
large
property
sales
were
always
part
of
the
the
revenue
generated.

There
is
no
reason
to
there's
a
reason
to
single
them
out
when
we
get
the
report,
so
we
can
see
that
something
you
know
costing
50
million
dollars
sold
or
140
million
dollars
sold
that's
very
interesting
information,
but
to
to
modify
the
fact
that
it
was
81.5
over
by
adding.
This
includes
large
property
sales.
Of
course
it's
not.
It's
not
unusual
that
large
property
sales
are
included,
they've
always
been
included
in
the
real
estate
transfer
tax.

So
I
think
I
think
we
should
just
sort
of
drop
that
I
know
I
you
know
and
they're,
not
one-time
revenues,
they're,
not
one-time
revenues,
they're
consistent
in
our
real
estate
sales
in
the
city
of
evanston,
when
things
are
selling
big
buildings
sell,
and
so
you
know,
that's
all.
I've
always
had
a
thing
about
that,
so
I
just
wanna.

Moving
on,
as
I
think
many
have
also
been
aware,
we
had
a
large
northwestern
project
come
in
at
the
end
of
the
year.
We
also
had
several
other
projects
come
in,
that
drove
our
building
permit
fees
up
to
the
the
level
they
are
12.8
percent
above
budget.
You
can
see
the
the
biggest
part
of
that
is
the
the
building
permit
revenue
themselves,
which
is
35
percent
above
budget,
and
we
didn't
increase
both
the
building
permit
revenue
and
the
transfer
tax
substantially
in
the
2014
budget.

to
take
a
quick
look.
I
don't
have
it
off
the
top
my
head,
but
I
think
we're
close
to
four,
but
I
will
check
so
this
is
just
a
summary.

don't
need
to
go
through
that
again.

anyone

a
quick

far

does
the
actual
mean
compared

what
we
projected

we're
projecting

2.7
percent
increase
above

had.

given
our
current
state
of
the
economy,
I
think
we
will
be
able
to
make
this
number,
especially
we've
had
a
good
building
permit
results
at
the
start,
we've
already
been
receiving
property
taxes
that
the
county
has
continued
with
what
I
would
call
a
very
timely
release
of
bills,
so
we
get
property
tax
revenues
in
so
good.
Signs
for
2014
certainly
timely,
given
what
happened
in
january
february
on
our
expense
site
that
we're
going
to
have
strong
revenues
so
on
the
expenditure
side

it

on
our
expenditure
side?
This
graphic

summary

I

the
specifics.
The
the
big
issue
in
the
police
department.
As
you're
all
aware,
we
had
a
lot
of
activity.
We
had
a
lot
of
overtime
associated
with
that
activity,
so
that
shows
up
here
in
the
police
department.

Public
works.
The
same
can
be
said.
We
had
a
lot
of
overtime
activity
in
the
at
the
end
of
the
year.
So
the
way
it's
worked
out,
we
were
still
at
100.2
percent.
Administrative
services
didn't
have
as
much
an
unemployment
compensation
we
also
had
in
the
city
manager's
office.
We
did
not
use
the
contingency,
so
those
the
lack
of
using
those
expenditures
helps
support
the
other
departments
when
they
do
exceed
budget.

So
again,
2.2
million
dollar
surplus.
The
recommendation
still
stands
as
it
was
put
in
the
the
adopted
budget
when
we
also
reviewed
the
estimated
budget
for
2013
and
what
to
do
with
additional
funds.
The
short
of
it
is
at
the
bottom
we're
at
17
million
86
000
as
our
fund
balance
in
the
general
fund,
and
we
were
at
17
million
101
000
prior,
so
we're
still
right
on
the
number
for
our
reserves.

The
million
dollars
is
the
transfer
we
use
to
keep
the
property
tax
flat,
so
that
was
instead
of
raising
the
debt
service
levy.
This
transfer
allows
us
to
keep
that
that
increase
out
of
the
tax
levy
and
our
we
believe
will
have
a
small
increase
next
year
on
the
debt
service.

insurance

payable

you

all

our
executive

we've
been
doing
a
very,
very
good
job
in
neutralizing
those
claims
payable.
So
that's
been
a
great
thing.

don't
get
to
take
them
off
our
books
until
the
end
of
the
year,
and
it
always
seems
we
end
up
with
another
one
taking
its
place.
That
needs
to
be
reserved.
I
will
point
out
in
the
report
that
the
negative
balance
is
decreasing

we
have
another
plan
to
reduce
it
even
further
during
the
year
in
2014.,
so
we
always
provide
this
slide.
Just
very
briefly,
parking
fund
did
fine.
The
expenses
were
higher
than
budget
the,
but
so
were
the
revenues.

Water
fund
capital
projects
were
deferred.
That's
why
you
had
the
80.9
million,
I'm
sorry
80.9
percent.
On
the
expense
side,
we
didn't
do
anything
different
on
the
operating
side
for
the
water
fund.
The
sewer
fund
came
in
right
at
budget.
We
had
a
very
active
capital
program
and
we
also
2013
and
2014,
are
our
last
big
years
for
the
iepa
debt,
so
we
had
close
to
13
and
a
half
14
million
in
debt
payments
in
the
sewer
fund
in
2013.

call
your
attention
to
solid
waste
once
again
we're
running
so
far.
Even
though
we
started
this
fund
off
at
a
deficit,
public
works
department
has
been
able
to
run
it
at
a
surplus
each
year.
So,
as
we'll
note
a
little
bit
later,
the
deficits
down
to
just
over
a
million
dollars
in
this
fund
the
negative
fund
balance.
It
started
off
above
a
negative
1.5
million.
So
through
some
good
operating
decisions,
we've
been
able
to
just
eat
away
at
that
negative
balance
without
additional
funds
going
into
it.

And
those
as
well
what
this,
the
capital
that
doesn't
include
our
encumbered
funds,
so
we
spent
are
encumbered
a
lot
more
than
the
22
million
that's
showing
there
and
alderman
grover.
I
just
want
to
make
sure
that
we
address
that
question.
So
this
was
a
slide
to
address
that
question
and
see
we
went
we're
from
a
7.35
million
dollar
negative
balance
down
to
6.6.
We
hope
to
take
it
down
even
further.

fund
net
balance
at
9
million
is
still
above

minimum.

minimum
is
eight
point
three
percent,
which
would
be
about
seven
million
dollars
so
again,
I'd

more
concerned
if
it
wasn't

hard
dollar

those
