I
thought
it
would
be
good
to
get
the
city
employees
together,
who
have
been
working
hard
on
carefully
and
cautiously
reopening
Evanston.
As
everyone
knows,
we've
moved
from
phase
3,
which
was
the
recover
face
into
face
or
which
is
the
revitalization
phase.

know,
there's
lots
of
people
out
there
that
are
anxious
to
get
reopen,
but
also
worried
about
what
this
may
mean,
particularly
as
we
look
at
other
states
around
the
country
who
have
seen
a
rapid
rise
in
the
number
of
new
cases.
I
do
want
to
report
to
folks
here
in
Evanston
that
our
numbers
here
continue
to
look
really
good
in
Evanston
and
even
in
the
state
of
Illinois.

look
at
the
seven
day
moving
average
and
the
seven
day
moving
average
around
here
and
Evanston
continues
to
be
about
okay
and
in
the
state
it's
around
seven
hundred
a
day
altogether
in
the
state
and
we're
seeing
a
slight
uptick
in
the
seven
day,
moving
average
at
the
state
level.
But
it's
not
enough
to
read
engine
right
now.
The
fatalities
here
in
Evanston
stand
just
below
70
we're
at
69
fatalities.

Many
of
those
have
happened
that
the
Senior
Living
Centers
are
Illinois
our
Illinois
Department
of
Public
Health
and
the
City
Department
of
Public
Health
continue
to
work
really
closely
with
those
senior
living
facilities
here
in
Evanston.
The
mayor's
task
force
that
I've
talked
about
in
the
past
for
the
pandemic
continues
to
me.
We
used
to
meet
twice
a
week,
we're
now
meeting
once
a
week
with
all
the
different
sectors
here
in
Evanston,
so
that's
sort
of
where
we
are
in
terms
of
our
numbers.
I
put
a
communication
out
to
the
community
last
Tuesday.

regards

infectious
rates,

infectious
disease
and
covered

we
are
applying
precautionary
measures
and
applying
all
the
practices
needed
in
other
force
to
limit
the
spread
of
covered
19.
Also,
in
regard
to
your
question,
as
you
know,
mayor
and
perhaps
others,
the
method
used
to
reopen
Illinois
is
science-based.
It's
based
on
facts.

based
on
data.

asked

take
a
look
at
all
the
guidelines.

are
open,
an
Illinois
based

certain
capacities
that
we
feel
confident

it

long
way

continuing

curtail
limit

spread

covered
19,

guidelines
are
putting
into
place
in
order
to
guide
us

not
forced
to
continue
the
practices
in
a
force

comply

the
recommendations,

reopen

our

So
right
now
the
state
of
Illinois
has
left.
The
decision
of
opening
up
playgrounds
to
the
local
municipality
have
not
been
any
guidelines
issued
from
a
state
in
regards
to
playgrounds.
So
the
city
of
Evanston
has
decided
to
open
up
its
playgrounds
and
we
will
be
moving
forward
with
opening
up
the
playgrounds
by
removing
the
caution
tape
that
has
been
put
up
at
the
beginning
of
the
pandemic.

decided
to
open
it
up
as
long
as
people
practice,
social,
distancing
and
so
working
closely
with
the
health
department.

and
the
public

they
are

drive

tried

distribute
messaging
through

regular

is
potential
that
we're
investigating
may
be
posting
some
signage
at
playgrounds
to
help
people
understand
some
of

guidelines,

rely
on
the
residents
of
Evanston
to
have
a
little
bit
of
personal
responsibility
about
this,

it's
when
we
all
follow
the
rules
that
we
protect

other

that,

the
mayor's

helps
keep

infections
low

makes
our
city
as
successful
as
we
happen
and
fighting

Council
approved
a
really
flexible
program
through

end

kind

sidewalk
season,

is
generally
October

allow
our
restaurants
to
I'm
speaking
about
restaurants.
Now,
but
you

we
can
also
talk
about
retail
sidewalk
sale
kinds
of
businesses
as
well,
but
for
for
restaurants,
there
are
basically
three
or
four
types
of
outdoor
options.

can
do
an
outdoor
sidewalk
cafe.

permission

street
closure

they
did
on
Custer.

a
collaboration

several
restaurants

they
checked
in
with
their
neighbors,

in

businesses

lumber
truck
to
deliver
lumber

morning
and

in
the
evening

able

open

expand

downtown
Madison
is
now
working
brew,
a
strategy

distance

concerts

our
park
and
Starlight
concerts,
and
so
we're
working
with
downtown
urban
stand

the

have
an
independent
Park
District,
where
we

any
city
department.

outdoor

treat

beaches
during
our
non
peak
season
as
an
outdoor
park.
We
asked
people
to
wear
masks
at
our
parks,
but
they
weren't
required

we
treated
the
beaches
that
have
been
open
up
to
this
point.
Just
like
we
did
our
parks,
a
lot
of
people
get
outdoors
in
exercise
and
enjoy
Mother
Nature.

focus

more

aspect

regards
to
northwestern.
They
do
have
a
six
step
plan
for
Copa
19
they're,
currently
in
step
four,
which
is
what
they're
calling
the
summer
stabilization
later
on
in
mid-august.
The
move
to
step
five,
which
is
the
fall
ramp
up
and
then
in
mid-september,
they'll
start
their
new
academic
year.

colleges
and
universities
are
planning,
especially
the
big
ten
universities
are
planning
to
attempt
to
have
some
sort
of
normal
or
relatively
normal
fall
academic
year.
There
will
likely
be
significant
modifications
and
restrictions.
City
staff

working

Northwestern,
we'll
continue
to
work
with
Northwestern
this
summer
and
fall
to
ensure
that
we're
working
in
collaborating
together
for
the
benefit

community,
but
obviously
there's

substantial
challenges
for
colleges
and
universities
on
this

to

locally

three
different
scenarios.

would

of

phase

guidelines

calls
for
only
20%
of
spectators,
so
that'd
be
a
substantially
different
environment
at
Northwestern's
football
stadium,
there's
another
scenario
where
they
may
play
football,
but

no
no
fans
just
basically
players
and
staff.

impact
to
the
TV
portion

no
fans

conversations
with
north,

University
regarding

public
health
protocols
that
have
to
be
put
in
place
for
staff
and
student
to
return
to
campus.
So
it's
one
of
the
real
opening
strategies
that
we
have
been
discussing.
They
already
have
established
a
number
of
protocols
so
far
that
are
well
decided
on
that
includes
PPE
acquisition.
Ppe
distribution
includes
living
layout.
She
includes
its
disinfection
protocols.
These
are
already
well
in
progress,
but
there's
still
some
protocols
that
we
are
still
fine-tuning
and
refining,
which
includes
testing
protocols.
So
this
conversation
is
still
ongoing.

protocols,

infectious
disease
control
measures,
PPE
proper
usage
screening
and

it
all
about
long
term
care
facility.
So
we
have
provided
guidance
to
a
long-term
care
facility
in
these.
In
these
regards,
and
not
only
that,
we
have
worked
with
experts
in
the
field.
We've
worked
with
infectious
disease.

also
conducted
on-site
visits
just
to
make
sure
that
these
protocols
and
infectious
disease
measures
are
implemented
and
executed
at
our
long-term
care
facilities
and,
as
many
know
or
many
do
not
know,
city
has
provided
thousands

thousands
of
PPE
to
a
long-term
care
facility
to
a
in
the
infectious
disease
control
and
for
them
to
be
successful
in
implementing
these
controls,
and
the
PPE
has
ranged
from
gloves
to
n95
to
guard
and
to
face
shows
so
we've.

last
time

checked,
there
was
a
total
of
twenty
over
23,000
PPE
items
that
we've
had
to
dispose
of
our
long-term
care
facilities,
and

just

have

worked
with
our
long-term
care

promote

leads
in
infectious
disease
control
and
symptom
management,
and
the
last
thing
that
I
would
add
is
we
recognize
that
our
long-term
care
facilities
need
happiness?

hired
a
specialist,

especially
this
HUD
job,

solely
primarily
focus
on
long-term
care
facilities

providing
clinical
perspectives
of
covered
19

provide
the
ideas
and
the
public
health
protocols
needed

to

simply
not
even

been
attending

weekly

there's
a
really
close
relationship.
It
is
scary
because,
once
that
infection
does
get
in
even
though
they're
all
on
all
the
public
health
protocols,
it's
still
and
spread,

are
the
guidelines
for
reopening
retirement
communities?

do
want

take
that

there
are
no
guidelines
specific
to
long-term
care
facilities
for
phase
4.
In
conversation,
we
are
hoping
that
there
will
be
some
guidelines
as
we
approach
Vegas,

I
think
it
is
at
phase
5.
That's

long-term
care
facility.
The
retirement
homes
will
be
allowed
to
formally
reopen
and,
as
we
perhaps
know,
our
long-term
care
facilities
house,
our
most
vulnerable
population,
so
we're
trying
to
protect
them
at
all
caused
by
not
immediately
reopening
BP
facility.
So
as
it
stands,
there
are
no
guidelines
for
reopening
our
long-term
care
settings
at
this.

that's
absolutely
true-
this
guideline
came
out
maybe

two
weeks
ago,
where
they
are
allowing
people
to
visit.
It
is
to
two
people
per
resident
or
they
are
not
allowed
to
come
inside

facility.

readings
so
to
speak
or
outdoor
invitations,
but
even
in
the
process,

if
they
could
come
into

facility,

are
required
to
undergo
screening
and
temperature
checks,
so
they're
doing
everything
to
ensure
that
the

vid
is
not
brought
into
the
facility.

at
this
point
everything
remains
outside

the
difference
in
your
facility's
living
facilities

speak
on
the
closed-circuit
TV
with
the
residents
and
the
procedures
been
really
tight,
which
last
question
on
this
area
of
seniors

health

home
health
care
workers
monitored

state
has
established
what
we
call
a
testing
protocol,
so
each
facility
is

develop
their
own
testing
protocol
and
the
purpose
of
the

protocol

staff
are
being
monitored
if
difficult
tests
positive,
you
require
to
stay

home
for
two
days
a
minimum

ten
days

you

taking
care

our
residents
at
our
long-term

facilities

being
monitored

they

that
the
temperature
checks

relevant
questions
as
it
pertains
to
symptom
checks.

it
is
an
overall
system
in
order
for
us
to
continue

limit
the
spread

our
facilities.

emergency
basis
and

city's
done

staff

done

good

our

the

us

adequate
supply
right

again,
we
are
monitoring
all
of
this
closely
in
conjunction

overall

direction
the
numbers
