is
the
chief
clinical
officer
for
the
Erie
family,
health
centers,
and
she
also
serves
as
a
Clinical
Instructor
at
Northwestern,
University,
Feinberg
School
of
Medicine,
and
is
also
on
staff
at
the
Swedish
hospital
and
the
Vista
health
system.
So
obviously,
dr.
Houk
is
a
very
busy
individual.

If
so,
we'll
start
with
the
first
question,
which
we
have
from
Harriet,
which
is,
can
you
tell
us
more
about
what
types
of
tests
are
currently
available
and
how
they
are
developed
administered
for
the
first
type
of
tests
is
the
one
that
looks
to
tell
us
whether
someone
is
currently
infected
by
detecting
the
virus's
genetic
material
in
respiratory
tracts
of
secretions.
At
this
time,
those
tests
are
typically
collected
through
a
swab
eath
in
the
back
of
the
nose
or
down
the
throat.

Although
for
some
very
sick
hospitalized
patients
testing
may
occur
through
other
body
fluids,
the
swabs
really
do
have
to
be
quite
a
ways
down
the
throat
or
nose.
So
if
the
test
is
form
performed
correctly,
it
will
be
fairly
uncomfortable
and
you
will
not
ask
for
another.
One
Faro
more
recently
coming
to
market
is
the
blood
test
that
actually
looks
for
the
antibodies
to
the
virus,
which
would
tell
us
if
somebody
has
already
been
infected
and
therefore
likely
immune
to
the
infection.

Although
for
how
long
that
immunity
last
is
currently
still
unknown,
this
will
be
it
more
available
for
the
general
public
in
the
next
week
or
two
through
various
commercial
lab.
If
it
proves
to
be
reliable,
this
test
would
identify
individuals
who
may
be
deployed
more
safely
to
caring
for
sick
individuals
or
to
work
with
those
more
vulnerable
to
infection
in
terms
of
the
development
of
these
tests.
Usually
lab
tests
are
developed
by
companies
that
then
go
through
a
very
rigorous
process
to
prove
their
validity
or
correctness
to
obtain
FDA
approval.

those
sort
of
tested
positive
for
Koba
19.
How
many
have
been
admitted
to
a
hospital,
so
we've
actually
just
been
able
to
take
a
dive
into
our
data
of
our
confirmed
cases.

lot
of
the
individual
demographic
data
based
on
gender
race,
ethnicity,
age,
that's
available
on
the
Illinois
Department
of
Public
Health
website,
but
specifically
for
Evanston.
As
of
yesterday
of
our
273
cases,
only
31
had
required
hospitalization,
which
is
about
a
little
over
11%
of
our
cases,
have
been
required
to
be
hospitalized.

my
next
question
is:
who
should
be
tested
and
how
are
these
testing
results
provided?
Also
from
areas
and
I
can
only
imagine
it's
been
very
frustrating
for
the
public
and
for
the
medical
community
that
testing
availability
has
been
so
limited
and
the
recommendations
regarding
who
should
be
tested
have
changed
week
from
week
and
vary
from
site
to
site.
Testing
capacity
has
been
expanded
as
more
testing
and
testing
supplies
have
been
available.
Many.

Are
focused
primarily
on
testing
individuals
who
are
more
vulnerable
to
severe
disease,
so
those
over
50
those
with
lung
problems
like
asthma,
COPD,
heart
disease,
diabetes
or
pregnant
patients.
Also
people
who
are
considered
essential
workers
are
included
because
we
want
those
individuals
to
refrain
from
working
if
they
are
infected.

Some
agencies
and
groups
are
now
into
position
in
terms
of
their
testing
supplies
that
they
are
able
to
offer
testing
to
any
individual
with
system.
There
is
some
risk,
of
course,
with
being
tested.
There
is
the
risk
that
you
may
not
actually
have
it
right
now,
but
are
going
to
be
exposed
while
seeking
care
and
there's
the
risk
that
you
will
expose
others.

While
you
are
obtaining
the
test,
so
I
think
the
question
regarding
what
about
whether
someone
should
seek
testing
is
what
action
that
person
can
take
based
on
the
information,
knowing
that
there
is
not
treatment
for
the
disease.
At
this
point,
if
you
are
already
home
and
isolated
with
your
family,
no
one
in
the
house
is
working
or
leading
the
home,
especially
with
the
shelter
in
place
order
now
extended
for
another
month.
There
really
may
not
be
action.

Steps
to
take
with
a
positive
test-
and
you
may
decide
it's
best,
just
to
remain
at
home
for
two
weeks.
However,
if
you
live
with
or
are
an
essential
worker
or
you
are
in
a
group
that
is
a
very
high
risk
for
severe
disease,
it
may
be
worth
the
risk
to
be
tested,
as
it
may
change
your
household
members
routine,
or
guide
your
contact
with
health
care
bomb
or
medical
providers
and
then
typically,
if
someone
is
tested,
those
results
are
related
within
one
of
the
5
days
by
telephone.

and
one
thing
I'd
like
to
add
too,
regarding
getting
a
test,
it
can
sometimes
be
a
false
sense
of
security.
If
someone
tests
negative,
they
say:
okay,
well,
I,
don't
have
it.
I
I
can
just
go
out
and
see
my
friends,
but
really
like
you
said
a
test
is
a
snapshot
because
you
may
not
have
it
then,
but
you
may
have
developed
symptoms
later
on
where
the
test
can
then
pick
it
up.
So
it's
it
is
a
snapshot.
So
you
always
kind
of
have
to
walk
that
fine
line.

The
next
from

we
have
are
there
plans
for
widespread
serum
antibody
testing
and
tracing
a
potential
sick
contacts
and
again
antibody
testing
will
be
very
value.
Identifying
those
people
who
have
already
been
infected,
perhaps
didn't
even
know
they
were
infected,
but
are
immune
for
some
amount
of
time
and
therefore
camps
presidencies
and
it
aren't
at
risk
for
getting
sick
again.
This
reliable
antibody
testing
is
only
new
coming
to
market
and
I
think
it
is
under
discussion
by
public
health
professionals
about
what
is
the
best
use
to
this.

We've
come
a
long
way
with
the
number
of
tests
that
we
can
perform,
but
it
is
still
limited
to
individuals
who
have
Koba
19
symptoms,
coughs,
shortness
of
breath,
and
they
also
have
a
risk
factor
that
they've
either
been
in
contact
with
someone
who
is
a
confirmed
coded
case
or
they
have
a
compromised
immune
system.
So,
typically,
those
are
the
only
individual
that
can
get
a
test
unless
you're
a
health
care
worker.
You
work
in
a
correctional
facility
as
prisons
or
jails
or
you're,
a
first
responder
paramedics,
emergency
technicians,
law
enforcement.

so
the
next
question
again
it's
about
testing.
So
this
question
is
from
Joel
our
Evanston
health
officials,
considering
any
of
the
herd
immunity
strategies
that
have
been
suggested
by
some
things
like
protecting
the
known
vulnerable,
while
allowing
exposure
to
the
virus
by
those
less
vulnerable
as
more
and
more
people
recover
from
infection
and
develop
resistance
to
the
virus,
we
reduce
the
number
of
hosts
available
to
the
virus.
Theoretically,
it
is
often
time
so
Joel.

This
is
an
idea
that
has
been
promoted
in
multiple
venues,
but
the
concern,
as
you
said,
is
that
the
unpredictability
and
severity
of
this
disease
compared
to
others
may
not
be
fully
appreciated
at
this
time.
This
disease
is
much
more
serious
and
as
a
much
higher
mortality
rate
than
chicken,
pox
or
varicella,
which
I
think
this
was
a
common
strategy
before
the
varicella
vaccine
with
a
hundred
times
higher
mortality
and
it's
in
the
mortality
and
severe
disease
isn't
solely
limited
to
higher
groups.

we
aren't
able
right
now
to
sort
of
break
down
the
data.
We
have
a
little
bit
more
data
to
work
with,
but
as
far
as
preparing
for
the
next
wave
I
mean
you
leave,
the
best
thing
that
we
can
do
is
adhere
to
a
governor
Pritzker's
stay
at
home
order,
which
is
just
meant.
You
know
limit
your
contact
with
other
individuals.

If
you
do
go
outside
of
your
home,
make
sure
you
do
everything
you
can
to
maintain
a
six-foot
social
distance
between
yourself
and
others,
and
then
the
the
next
big
thing
is
your
hands
always
wash
your
hands,
be
mindful
of
what
you're
doing
with
your
hands.
Don't
you
know
pick
your
eye,
don't
scratch
your
nose,
don't
chew
your
fingernails
before
they
thought
that
was
a
bad
habit
of
mine,
so
I've
since
stopped
doing
that.
So
that's
good
at
least,
but
so
as
far
as
analyzing
the
data.

I

provide

a
concrete
answer.

to

exactly
the
spread
is
coming
from.
You
know.
Individuals
are
still
allowed
to
go
to
grocery
store,
they're
still
allowed
to
visit
essential
businesses
and
any
place.
You
have
individuals,
congregating,
they're,
more
likely
to
spread
the
disease
because,
as
we
know
now,
asymptomatic
individuals
can
also
spread
this
virus.

If
someone
who's
providing
services
limited
to
housekeeping
I'm,
not
sure
that
that
actually
falls
into
the
category
of
an
essential
worker
and
I
would
encourage
anyone
non-essential
and
their
employers
to
defer
work
at
this
time.
I

know
many
household
workers
perform
activities
that
cross
over
it's
a
personal
care
or
assistance
with
activities
of
daily
living,
which
of
course,
would
then
be
essential.
Personnel
functions
in
those
cases.

think
we
all
recommend
that
everyone
in
the
house,
the
caregiver
and
the
person
receiving
care,
wear
a
mask,
wash
hands
upon
entry
to
the
home
and
frequently
thereafter
focused
on
disrespecting
those
high-touch
surfaces
at
least
once
a
day
and
then
staying
at
least
six
feet
apart
as
much
as
possible.
I
know,
though,
not
a
medical
comment.
It
does
bring
up
that
household
workers.
Are
such
an
important
and
vulnerable
part
of
our
community
and.

we've
gotten
this
question
and
before
you
can,
if
you
want
it's
not
going
to
cause
any
harm,
but
it's
not
recommended
at
this
point
there
is,
you
know
a
chance
of
contracting
the
virus
from
a
contaminated
surface.
However,
that's
not
known
to
be
the
main
driver
of
transmission
of
Cova
19
main
drivers
still
between
direct
contact
person
to
person
with
a
confirmed
case
of
koban
19.

So,
while
you
know
I'm
not
going
to
tell
you
to
stop
disinfecting
your
mail,
but
if
you
want
to
keep
doing
it,
you
can
another
thing
you
can
do
is
you
know,
make
sure
you're
washing
your
hands
a
lot
I
know
we
probably
now
just
wash
our
hands
before
we
eat
after
we
use
the
restroom.
But
maybe
you
know
up
that
hand
washing
up
a
little
bit
more
to
include
if
you're
handling
packages,
if
you're
returning
from
outside
and
come
inside,
just
wash
your
hand,
they
would
just
be
a
little
bit
more
diligent
about
it.

then

it's
safe
or
wise,
to
stay
in
a
hotel
during
the
pandemic,
hotels
are
still
open
since
they're
those
who
must
travel
or
feel
that
it's
safest
for
their
family
to
stay
in
a
hotel,

own
exposure
to
the
virus
at
work.
Hotels
are
very
sparsely
occupied
at
the
moment
and
I
do
think.

overall,
a
low
risk
activity
as
long
as
you're
mindful
to
cover
your
face,
wear

mask
when
you're
outside
of
the
room
or
interacting
with
others,
stay
at
least
six
feet
apart
as
much
as
possible,

your
hands
away
from
the
face
for
the
recurring
themes.

addition
to
there
being
very
few
other
guests,
the
areas
where
people
are
likely
to
congregate,
such
as
fitness,
centers
pools
and
the
dining
and
area
of
restaurants,
are
largely
closed.

this
point
anyway,

maybe

farmers
market
will
open
on
May
1st.

market
is
considered
a
an
essential
business
because
they
provide
our
community
with
the
supply
of
fresh
and
local
food.

that
being
said,
we
still
want
to
balance
the
you
know
the
fact
that
it's
an
essential
business
it
can
open.

Some
of
those
include
the
face
coverings
because
it
will
require
now
for
all
citizens
of
Evanston,
but
all
vendors
and
shoppers
are
required
to
wear
the
face
covering
the
traffic
flow
in
the
market
itself.
It's
going
to
be
in
one
way:
you're
gonna
have
a
designated
entrance
and
a
designated
exit.
So
we
don't
have
people
criss,
crossing
and
pom
barding
into
each
other,
and
also
the
the
number
of
attendees
at
the
farmers
market
at
one
time
is
going
to
be
managed
by
the
market
staff.

so
we
can
limit
congregating
around
certain
vendor
ism
can
limit
the
amount
of
people
in
there
at
one
time.
Just
like
restaurants,
there's
gonna
be
no
food
consumption
on-site,
so
there
won't
be
any
picnic
tables
where
people
can
sit
down
and
eat
their
food.
It's
just
basically
gonna
be
a
walk
through
of
you
know.
Yes,
the
farmers
markets
open,
grab
your
stuff
and
then
you
know
be
safe
on
your
way
out
and
we
also
are
going
to
be
having
hand
sanitizer
stations
at
the
entrance
and
at
the
exit.

food
vendors
are
required
to
be
sanitizing
all
their
surfaces
on
a
continual
basis.
They
all
have
hand
wash
stations,
they
all
have
hand
sanitizers
and
also
the
booths
themselves,
they're
going
to
be
further
apart,
they're

to
be
a
minimum
of
six
to
seven
feet
from
one
another,
just
like
again
minimize
any
sort
of
congregating
around
any
of
these
wonders.

trying

do
as
much
as
we
can
to
limit
the

congregation,

we

be
keeping
an
eye
on
it,

monitoring
will
be

health
inspectors

out
there
beforehand

sure

does
the
city
inspect
laundromats
to
make
sure
they're
following
proper
health
protocols?
So
for
this
question,
laundromats
they're
they're
not
licensed
by
the
Health
Department?
They
have
a
city
business
license,
but
the
Health
Department
doesn't
issue
them
their
license.
That
being
said,
any
business
any
facility,
any
location,
is
subject
to
inspection
if
we
receive
a
complaint.

next
question
is

can
kovin
19
be
transferred
from
an
infected
employee
at
a
meatpacking
plant
to
the
end
consumer?
This
is
a
great
question.
I
know,
there's
been
quite
a
bit
of
publicity
around
outbreaks
at
meat
processing
plants.
It
appears
that
really
those
most
in
danger
of
infection
in
the
food
processing
industry
are
the
workers
themselves
due
to
working
in
prolonged,
close
contact
with
each
other.
These
are
also
jobs
which
unfortunately
tend
also
not
to
have
a
great
safety
net.

it's
not
easy
for
workers
to
take
time
off
if
they
are
feeling
ill
for
consumers.
There
is
no
evidence
that
we
can
transmit
the
virus
through
eating.
It's
really
transferred
through
droplets
in
the
air
that
we
either
inhale
or
less
on
a
surface
that
we
then
touch
and
give
to
ourselves
by
touching
our
face,
which
is,
while
you
hear
this
repeated
emphasis
about
washing
our
hands
and
keeping
our
hands
away
from
our
eyes,
nose
and
mouth.

the
city's
mask
the
face
covering
policy,
so
this
first
one
is
from

it's
asked
what
is
the
city
doing
to
provide
masks
for
those
who
need
them?

that's

question

the

municipality
enforcement
started
coming
out,
that
was
one
of
the
first
questions.
I
had
is

going
to
be
providing
these
masks
so
what
Evanston
is
doing?
Well,
first
and
foremost,
you
want
to
encourage
you
to.

don't
have

mess
you
can
make
one
at

house.

Surgeon
General
has
a
video
out
there
of
how
you
can
make
your
own
masks.
There's
YouTube
videos
out
there,
I'm
pretty
sure.

we
can

designs
and
doodles

masks,
make
it
a
little
bit
more
fun.
But
if
you
don't
have
the
means
to
make
a
mask
at
your
house,
you
can
always

How
is
Evanston
enforcing
the
face
covering
requirement
so
yeah?
This
is
a
very
good
question,
because
you
know
in
this
country
we're
not
used
to
wearing
masks
out
in
public.
It's
it's
something,
that's
that
very
you
to
us,
so
some
people
might
just
be
more
inclined
to
not
want
to
wear
it
just
just
on
principle,
but
the
intent
of
the
face
covering
order.
It's
not
intended
to
be
to
be
punitive.
We
don't
want
to
issue
fines.
We
don't
want
to
do
anything
like
that.

however,
if
we
do
have
people
who
you
know
repeatedly
blatantly
refused
to
wear
masks,
we
are
partnering
with
the
police
department,

that
rare
instance,
we

result

fines

and
not
not
more

them
all

are
literally
on
the

lines

individuals
who

masks

only

to
drive

year
round,
mainly
because
that
bathroom

heat

businesses

get

think

mentioned
he
would
be
extending
the
stay
at
home
