A
A
A
What
have
you
all
has
the
second
up?
Second,
all
right,
all
those
in
favor,
please
say:
aye
aye,
any
opposed.
Okay
minutes
have
passed
all
right.
Next,
we're
gonna
go
through
items
for
consideration,
and
so
first
we're
going
to
have
the
main
dempster
mile
levy
request.
And
do
we
have
a
motion
on
this?
Do
we
need
a
motion?
First?
Okay.
A
B
Okay,
madam
chair
I,
was
going
to
suggest
that
tonight
we
have
two
groups:
items
3a
and
3b,
the
main
dempster
mile
special
service
area
in
downtown
Evanston
they're,
going
to.
If
you
allowed
present
for
approximately
ten
minutes,
each
I've
heard
there's
already
a
motion
which
we're
fine.
That
sounds
great.
We
can
end
this
meeting
early.
All
we're
asking
the
community
to
do
is
refer,
recommend
to
the
City
Council,
the
acceptance
of
the
draft
budget
and
that
your
meeting
on
Saturday
you'll
be
considering
their
levy
request.
Okay,.
C
You
know
I
I,
don't
mind,
rushing
through
this
but
I.
When
I
read
this.
The
first
thing
I
did
was
I
sent
Malik
a
note,
saying:
I
need
a
copy
of
this
separate
from
the
packet
so
that
I
can
take
it
to
the
Howard
Street
Business
Group,
to
show
them
what
is
humanly
possible
here.
I
thought
I
thought
this
was
probably
one
of
the
best
presentations.
C
Yes,
I
have
ever
seen
and
I
intend
to
somehow
or
another
train,
educate
and
teach
this
group
how
to
copy
exactly,
but
you've
done,
and
please
don't
file
any
complaints
against
us
for
plagiarism,
because
we
want
to
try
and
do
exactly
what
you've
done
it
is.
It
is
so
amazing
I
mean
I
am
so
impressed
if
some
of
your
creative
stuff
is
just
fabulous,
we'll
use
different
colors.
A
Out
there
and
I
I
will
I
will
completely
second
alderman
Rainey
I
that
you
all
know
how
impressed
I
was
by
the
the
process
that
was
before
you
got
here.
Kathryn
in
terms
of
the
careful
drafting
of
it
was
like
being
at
the
crafting
of
the
United
States
Constitution.
Every
single
word
was
considered,
but
it
meant
it.
A
You
know,
good
documents,
good
governing
rules
means
a
very
strong
group
and
then,
since
you've
been
hired
it
and
the
group
also
has
just
come
together
and
really
it's
thriving,
really
thriving
and
they
have
a
lot
of
good
plans
up
ahead
so
and
I
do
agree.
Aldrin
Rainey,
if
Maine
and
Dempster
can
figure
out
how
to
bridge
that
bit
long
gap
between
them,
then
other
business
districts
can
can
absolutely
do
this
too.
The.
D
Actually,
if
I
made
you
find
somebody
well,
maybe
we
are
talking
to
the
kids
from
chore
bug
at
ETH
of
and
they
didn't
have
insurance
but
they're
getting
it.
So
it
may
be
the
they
can
do
it
if
it's
overnight,
we
certainly
don't
want
them
to,
but
I
mean
we
really
have
gone
down
that
path.
We
cannot
find
anyone
to
take
a
job
that
large
or
like
we
actually
amended
it,
so
ask
them
just
to
do
the
viaducts,
because
those
are
neglected
during
the
snow.
D
We
can't
find
anyone
to
take
a
job
that
small,
so
we're
I've
actually
asked
the
city
a
couple
of
times
I'll
by
hey
what
what
could
I
do
to
get
the
city
maybe
to
pay
attention
just
to
the
vitex
cuz?
That's
where
we're
truly
concerned
about
slip-and-fall,
but
we
we
would.
We
would
like
to
you
and
we
will
there's
got
to
be
I.
C
A
E
Gonna,
be
a
curmudgeon
I'm,
going
to
say
that
the
MWe
B
has
a
program,
and
we
should
look
at
if
any
of
them
are
startups,
where
we
give
help
for
insurance
and
permitting
and
those
things
so
well,
if
you
know
of
anybody
who's
having
a
hard
time
getting
over,
that
hump
send
them
to
me
right
away
and
we'll
see
if
we
can
at
least
the
idea
is
to
get
the
cash
flow
going
and
then
have
them,
save
it
for
the
net,
the
next
year's
premium.
So
that's
why
we
have
the
program.
Okay,.
C
Thank
you.
For
example,
we
helped
there's
something
that
we
should
think
about.
We
help
people
with
the
facade.
These
people
don't
have
facades,
I
mean
people
have
snow,
plowing
companies
and
landscape
companies.
They
don't
have
that,
so
they
can
never
avail
themselves
with
that,
so
there
there
could
be.
We
should.
We
should
think
about
another
tier,
maybe
of
assistance
for
other
kinds
of
economic
development
projects
in
town.
That
could
it's
a
very
good
point
on
a.
A
A
E
A
F
It
was
my
pleasure
and
I
know:
I'll
be
working
with
the
Howard
Street
or
not
Howard,
Street
I'm,
sorry,
Central,
Street
folks
are
looking
to
organize
and
part
of
our
presentation
tonight
was
to
show
how
we
were
working
with
the
mile
and
I'm
sharing
costs,
and
things
like
that.
So
it's
been
a
great
partnership.
Okay,.
A
Thank
you
for
and
I
know
that
alderman
Ravel
has
told
me
about
that
and
she's
very
excited
about
it,
and
they
are
very
excited
about
it.
So,
for
once
you
know
down
in
southeast
dem,
instead
they're
jealous
of
us.
G
Bravo
to
the
work,
both
organizations
and
I'm
hopeful
that
you
would
also
consider
contact
the
central
Business
Association
and
you
could
reach
out
to
Gigi
or
Donna
both
you
know
where
they
met
and
give
any
sort
of
support,
advice
collaboration
if
it's
impossible,
so
that
we
can
unite
and
the
great
work
that
you're
doing.
Thank
you.
Thank
you.
Thank.
A
A
I
Afternoon
evening,
madam
chair
and
members
of
the
committee
Cindy
plan
economic
development
coordinator
here
at
the
city,
we
have
submitted
some
updated
program
guidelines
for
the
storefront
modernization
program
for
2018.
We
see
this
is
sort
of
being
a
pilot
for
2018,
given
given
the
budget
limitations
that
were
that
we're
dealing
with
right
now,
we
wanted
to
really
target
more
of
our
spending
toward
areas
that
haven't
seen
that
investment
in
past
years.
I
So
in
order
to
do
that,
we
basically
removed
the
interior
build-out
eligibility
citywide
for
everybody,
because
those
projects
were
up
to
$50,000
every
one
that
did
go
through
got
the
full
$50,000.
So
we
wanted
to
scale
that
back
and
so
what
we
replaced
it
with
was
we
left
the
traditional
facade
portion
in
place
and
that's
been
pretty
much
the
same
since
at
least
since
I've
been
here,
we
added
the
build-out
portion
in
2015,
so
basically
going
back
to
pre
2015
rules
for
for
most
applicants.
I
Most
of
that
is
fifth
and
eighth
ward
business
districts,
because
we
included
the
map
in
your
materials
for
this
evening
of
where
the
NSP,
geography,
Falls
and
past
past
recipients
of
storefront
funding.
Since
2012
and
you'll
see
those
are
the
bigger
gaps
where
there
really
haven't
been
any
storefronts
that
have
received
that
funding
and
and
when
we
spoke
to
folks,
they
identified
that
matching
requirement
as
a
significant
barrier.
So
we're
hoping
that
by
eliminating
that,
we
can
get
some
investment
in
these
areas.
I
Rule
has
always
been
that
it's
in
business
or
five
years
and
or
that
you
have
at
least
a
five
year
lease
in
place
so
that
that's
that's,
not
really
a
change,
but
we
did
was
we
sort
of
streamlined
a
lot
of
the
language
in
the
guidelines
so
that
you
know
the
rules
that
matter
are
more
likely
to
actually
be
seen
and
read.
We
went
from
a
40
page
document
to
like
a
18
or
20
page
one,
which
was
another
key
key
thing
that
we
wanted
to
accomplish
with
these
updates.
So
yeah.
I
Think
just
a
quick
move
approval,
because
this
is
what
we
want
to
start
applying
and
and
doing
outreach
in
the
community
to
get
folks
to
start
applying
for
the
January
meeting.
Okay
I've
already
spoken
with
Miss
Eason
at
Jennifer's,
edibles
she's
interested
in
moving
forward
and
might
be
starting
to
get
some
bids
and
a
couple
of
the
folks
at
church
and
Dodge
that
have
expressed
an
interest
and
once
we
get
approval
tonight,
reaching
out
to
those
folks
again
to
follow
up.
Okay,.
A
A
All
those
in
favor,
please
say
aye
aye
any
opposed
all
right.
Thank
you
very
much.
Thank
you
will
be
very
interested
to
see
what
comes
next.
All
right,
then,
the
rest
of
what
we
have
is
the
communications.
We
have
the
monthly
economic
development
communication
very
detailed.
Then
we
have
the
real
estate
transfer
tax,
aldermen,
rainy.
B
C
A
B
A
A
B
B
B
A
The
28th
but
yeah
thanks
giving
us
a
23rd,
so
Wednesday,
the
22nd
I,
don't
think
you
want
to
have
them.
No,
yes,
alderman
druh
Simmons.
Are
you
gonna
turn
on
your
light,
but
we
can
you
could
have
a
meeting
without
me.
Okay,
all
right.
Do
we
have
a
motion
to
adjourn
I
move.
We
adjourn.
Second,
all
those
in
favor
aye
all
right!
Thank
you.
Everyone.
