interesting
proposal,
they're

for
training
program,
anybody

rebuilding,

director
of
the
Evanston
rebuilding
warehouse
as
I
hope.
Many
of
you
know
we
have
an
environmental
and
an
employment
mission.
Our
environmental
mission
is
to
keep
building
materials
out
of
landfills,
and
we
do
that
through
our
Reece
warehouse
on
Dempster
west
of
Dodge
next
to
u-haul
and
resell
those
materials
at
affordable
prices
to
our
community.
So
if
you
haven't
been
there,
please
come
we're
open,
10:00
to
5:00
Tuesday
through
Saturday,
and
it
is
a
treasure
trove
and
a
lot
of
fun
if
you're,
that
kind
of
shopper.

We
also
believe
sustainability
is
not
just
strengthening
our
environment,
but
also
strengthening
and
supporting
the
people
who
live
here.
So
we
operate
a
workforce,
training
program
and
deconstruction.
Our
trainees
take
apart,
buildings
by
hand
for
recycling
and
reuse,
and
the
training
program
is
five
months:
minimum
wage
paid
for
up
to
full
time
hours.
That
makes
us
very
unique
in
terms
of
job
training.
We
recruit
cohorts
of
six
people
at
a
time
more
or
less,
mostly
referred
through
social
service
agencies
and
partners
such
as
the
city's
youth
and
young
adult
division.

The
Moran
Center
these
jobs
Center,
where
well
we're
very
collaborative
and
tied
in
with
our
partners,
and
it's
a
win-win
situation,
because
folks
that
are
doing
case
management
are
often
looking
for
employment
opportunities
for
the
people
that
we
serve
and
we're
providing
and
in
traditional
employment
opportunity.
So
we
work
with
folks
five
months.
It
is
a
combination
of
on-the-job
training,
we're
the
only
nonprofit
deconstruction
service
provider
in
the
whole
area,
and
we
take
apart
houses
by
hand
for
about
80
percent
of
their
time.

offer
an
OSHA
10
and
construction
and
EPA
RRP
certification,
which
is
very
marketable
for
the
building
trades,
and
we
provide
classroom
personal
and
professional
readiness
through
our
partners
and
everything
from
financial
literacy
to
health
and
wellness,
job
readiness,
etc.
We
were
funded
last
year
by
the
economic
development
committee
for
this
program
for
the
first
time,
and
we
were
allotted
up
to
$15,000
for
reimbursement.
We
are
looking
for
the
same
amount.

were
not
able
to
access
the
full
amount
allotment
because
we
have
been
challenged
by
finding
Evanson
permanent
address
residents
to
participate
in
the
program.
It
is
very,
virtually
all
of
our
trainees
have
a
connection
to
Evanston.
They
go
to
church
here.
They
work
here
their
families
from
here,
but
a
lot
of
them
increasingly,
as
you
all
know,
can't
afford
to
live
here.
So
we
serve
trainees
from
all
over,
but
we've
only
been
able
to
be
reimbursed
for
Evanston
residents.
We
weren't
able
to
access
the
full
amount
allotment
last
year.

difference
for
us
this
year
is:
we
have
continued
to
grow
in
our
program
to
serve
more
people.
We
served
16
people
this
year
and
we're
hoping
to
serve
20
next
year
and
will
continue
to
aggressively
seek
Evanston
residents.
I
think
we
continue
to
be
in
a
stronger
position
in
collaboration
with
partners
to
look
for
Evanston
residents
and,
frankly,
because
the
trades
right
now
it
was
in
such
high
demand.
People
are
really
looking
at
this
as
a
as
a
career
option.

receive
general
assistance
services-
and
we
have
not
collaborated
with
them
up
to
this
point,
but
I
would
be
happy
to
do
so
if
they
have
referrals
for
people.

we've
mostly
at
this
point,
gone

city's
youth,

on
the
adult
division
and
the
Moran
Center,
and
the
youth
Job
Center.
But
that's
another
area
for
us
for
growth
for
sure

partnering

properties
as
part
of
their
campus
expansion

So
it's
local,
it's
a
great
partnership
and
they
actually
have
women
we're
interested
in
incorporating
more
women
into
our
program
and
so
we're
hoping,
maybe
that
they
would
be
another
referral
source
for
us
for
women
in
2020.

How

we
engage
the
broader
community
about
financial
wellness
from
terms
of
owning
homes?
Opening
bank
accounts
dealing
with
credit
budgeting,
and
things
like
that.
So,
with
the
encouragement
of
Alderman
Simmons
staff
had
initially
thought
that
we
would
try
to
devise
a
program.
Then
we
were
gonna
partner
with
banks
and
just
let
them
do
what
they're
doing,
and
we
would
then
just
kind
of
create
an
umbrella
website
where
we
say
hey,
everybody
go
to
do
what
the
banks
are
doing
right,
but
then
we
thought
really.

Anybody
at
any
level
of
income
or
wealth
could
use
this
program,
so
staff
reviewed
we
had
three
proposals:
we've
recommending
first
northern
credit
union.
They
had
a
very
comprehensive
program
and
they're
already
engaged
in
the
community
and
in
a
really
good
way,
they're
at
the
high
school,
for
example,
and
I'll.

that

also
want
to
stress
that,
once
this
program
is
up
and
running,
we
are
going
to
work
with
financial
planning
professionals
to
figure
out
a
way
to
distill
the
bigger
program
down
to
like
one-on-one
coaching
like
you
would
have
with
a
financial
planner.
So
you
have
accountability
so
when
you're
learning
things
through
a
financial
planner,
you
check
in
from
time
to
time
and
and
hopefully
you
advance
and
and
start
building
savings
and
credit.
We
don't
know
how
we're
going
to
do
that.

so
we're
asking
for
a
little
flexibility,
that's
going
to
happen
in
tandem
with
this
program.

think,
as
people
start
taking
this
program,
I
guess
a
cohort
will
emerge
and
then
we'll
figure
out
ways
to
maybe
fund
one-on-one
coaching
with
fine
professionals.

kind
of
the

this

some
thoughts

workshop

office

CBS

working

gamba

essentially
the
career
development
path
and
the
high
schools,

personal
finance
classes.

been
in
four
classes
so
far,
and
we
plan
on
doing
many
more
in
2020
I
go
to
Kurt's,
cafe
every
two
weeks
and
speak
with
the
students
there
about
financial
wellness
and
do
workshops
and
one-on-one
sessions
with
them
as
well.
We've
partnered
with
the
YWCA
we've
worked
with
employers
like
acuity
and
rotary
and
done
workshops
with
them
and
their
staff.

been
primarily
our
members
of
the
credit
union,
but
we've
been
trying
our
best
to
get
the
word
out
there
as
we
can.
We
are
not-for-profit,
so
we
work
within
a
little
bit
of
a
limited
marketing
budget
compared

for-profit
banks
out
there,
but
yeah
we
invite
the
community
and
they're
free
to
attend
and
we
really
enjoy
them.

try
to
keep
it
pretty
open
and

guess
not
too
pervasive,
because
Finance
and
people's
personal
financial
situations
tends
to
be
a
little
private
right.
We're
certainly
willing
to
sit
down

people
individually

workshop

oftentimes
people
will
schedule
an
appointment
with
one
of
the
members
of
the
staff
at
the
office.
But
we
don't
survey
people
just
because
we
found
that
surveys
like
that
tend
to
drive
people
away
and
make
them
not
want
to
fill.

the

was

wondering
yeah,
so
it
was
my
understanding.

always
thought
that
this
program
was
going
to
be
for
people
who
had
a
real
need
for
getting
their
life
back
in
order,

case
right
now
and
it
seems
to
be
more
focused
on
housing
and
home
ownership
and
that
kind
of
thing
so
I'm
and
there's
no

no
payment
for
your
services.

goal

increased,

credit,

I
think
that
this
program
does
reach
to
every
corner
of
the
community,

it
has
a
special
opportunity
for
folks
that
might
need
financial

it
will
be
a
good
supplement
to
the
work
that
we're
going
to
be
doing
with
reparations
as
folks
plan
to
become
homeowners
and
business
owners
and
strengthen
their
financial
profile.

I'm
really
excited
that
you
completed
the
competitive
process
and
that
it
is
your
institution.

some
people
who
know
how
to
do
budgeting

they're
needing
some
more
advanced
kinds
of
wellness
initiative.

if
there

base
level,

open
a
bank
account,
we
can
create
like
a
one
like
a
one-on-one
curriculum
and
it's
amazing
what
this
credit
unions
been
able
to
do
with
a
small
staff

think
they

web-based

in-person
the
seminars

we've
already
talked

then
eventually
you
graduate
and

program

where
we
can
find
funding
we'll
get
that
one-on-one
training.

meetings
ago
it

It
was
clear
that
there
was
absolutely
no
support
for
assigning
a
$25
fee
to
home-based
businesses
for
the
record.
We

already

books

for
whatever
reason
for
a
for
almost
a
decade
was
never
collected.

don't
know
why
that's
the
case.
So
what
were
what
we're
proposing
is
to
eliminate
the
fee,
we're
still
gonna
we're
still
going
to
ask
we're
gonna
register,
because
we
want
to
deliver
those
services
that
were
talking.

happens
when
you're
in
a
home-based
business
generally
speaking,
I'm
speaking
very
generally,
here
is
you're
not
connected
to
the
broader
kind
of
business
community,
and
we
don't
know
you
exist
because
we're
you're
not
licensed.
We

have
connectivity
with
you.
So
what
we
are
trying
to
do
here
is
really
have
a
higher
level
of
communication
with
home-based
businesses,
so
they're,
aware
of
city
resources,
city
procurement,
opportunities,
Chamber
of
Commerce,
networking
events,
we're
gonna,
start
up
the
economic
develop
the
startup
showcases
again
next
year.

make
sure
that
everybody
has
an
opportunity
and
I
think
the
world
is
so
connected.
Now,
there's
no
reason
that
that
these
home-based
businesses
shouldn't
know
what's
going
on
in
Evanston,
so
that
that's
what
we're
trying
to
do.

if

and
then
again
we're
we're
continuing
the
bricks
and
mortar
business.
It's
a
registration.
The
fee
will
be
$75,

the
average
fee
right

is

business
it

most
people
are
going

come
down
and
fee.

by
the

the

feel
there

we
need
to

people

emergency

blockage

parcels

adjacent

it
was
a
vacant
gas
station
site

we
came

City
Council
four
or
five
years
ago
to
recommend,
acquiring

we
changed
course
and
had
Chevron
clean
up
the
site
in

during
that
process,
that
prolonged
process,
we
were
able
to
acquire
the
property
and
for
limited
cost.

recall

we
ended
up,
requiring
it

without
getting

much
in
previous

had
been
a
plan
before

an
affordable
housing
project,

think
back
in

thousand

to
the

Council

RFP
to
try
again
with

17,000
square
foot
parcel
call

a
important
corner
gateway
into

church

Dodge
neighborhood.

with
