week's
edition
of
Evanston
spotlight
where
we're
talking
about
items
that
will
be
on
the
upcoming
City
Council
agenda
on
Monday
October
29th.
Well,
the
council
will
continue
to
talk
about
budget
issues
for
fiscal
year
2019,
but
we're
also
going
to
be
talking
about
issues
regarding
affordable
housing
and
joining
me
today
is
Sarah
flax.
Our
housing
manager
Sarah
welcome.
So
we're
talking
about
affordable
housing
coming
up
on
Monday
give
us
a
preview.

Thank

The
main
item
that
we're
going
to
be
talking
about
is
revisions
to
the
inclusionary
housing
ordinance.
Now
our
inclusionary
housing
ordinance
has
accomplished
quite
a
lot.
It
actually
has
we're
getting
41
units
of
affordable
housing
and
a
fee
in
lieu
of
2.4
million
dollars
and
that's
within
less
than
a
two-year
period,
but
we
think
we
can
do
better,
so
we're
making
revisions
to
more
effectively
incentivize
on-site
units
and
a
bunch
of
other
changes.

In
addition,
we're
going
to
be
moving
forward
with
an
assessment
of
fair
housing
with
that
is
going
to
be
a
region-wide
assessment
working
with
a
number
of
different
communities
in
Cook
County
and
the
Housing
Authority
of
Cook
County.
We
also
are
going
to
be
talking
about
rental
of
accessory
dwelling
units.
We've
got
some
action.
We
need
the
council
to
take
as
we
move
forward
on
that
and
we're
going
to
have
an
interesting
presentation
from
a
new
way
of
approaching
housing
development
from
the
Evanston
development
cooperative.
That's
a
brand
new
thing,
so.

The
absolute
biggest
challenge
is
having
rental
housing
affordable
for
our
lowest
income
residents,
and
that
is
a
challenge
that
we
are
not
going
to
resolve
by
ourselves
with
that
we
will
be
partnering
with
the
Cook
County
Housing,
Authority
and
other
funders,
because
the
private
market
cannot
effectively
provide
housing
for
the
very
lowest
income
people,
but
we
also
have
an
important
job
of
maintaining
our
middle-income
housing.
We
don't
want
to
lose
our
middle-income
residents
because
we
lose
our
economic
diversity,
so
a
lot
of
different
challenges
and
a
lot
of
different
strategies
to
address
them.

the
City
Council,
will
talk
about
some
of
the
issues
that
Sarah's
detailed
regarding
affordable
housing.
We'll
also
continue
the
discussions
regarding
the
proposed
fiscal
year
2019
budget.
