One
of
the
items
on
the
council
agenda
is
about
sludge,
something
that
we
don't
talk
about
a
lot
at
the
City
Council
meeting.
Why
is
there
an
item
about
sludge
as.

Correct
right
now
the
lake
is
very
rough
and
so
turbidity
is
very
high.
So
year
after
year
the
price
changes
we've
been.
This
is
our
lowest
year
at
a
brown
150000.
We've
had
as
highs
475,000
cost
to
remove
sludge,
and
where
does
it
go?
It
warms
up
at
the
Metropolitan
Water
Reclamation
District's
plant
at
Howard
and
mcCormick

Our
rate
is
set
up
on
several
different
items.
It's
one
portion
is
that
return
on
rate
so
for
Evans
and
having
invested
in
the
plant
and
building
it,
we
charge
our
wholesale
water
customers,
a
radar
return
on
that
and
it's
nine
and
half
percent.
So
that
does
provide
us
a
significant
amount
of
revenue
that
we
wouldn't
have
otherwise,
and
