If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
B
A
There
any
corrections
or
changes;
okay,
all
those
in
favor
of
approval,
say
I
any
opposed
all
righty
I
guess
the
first
thing
that
I
want
to
want
to
skip
around
here
a
little
bit.
We
have
h
h4,
which
is
ordinance
17,
oh
16,
which
is
amending
the
city
code,
Title
II,
chapter
23
for
mobile
food
vehicle
vendors
to
omit
the
requirement
that
a
vendor
is
owned
or
operated
by
a
licensed
food
establishment
in
the
city
of
Evanston
staff
is
recommending
approval
of
this
ordinance,
and
that
is
for
action
tonight.
C
A
C
A
B
I'm
Elaine
chem,
highridge,
executive
director
of
the
evanston
chamber
and
on
behalf
of
the
Austin
Chamber
I,
wanted
a
request
that
we
table
the
item
I.
One
of
my
questions
that
I
had
was
how
did
this
item
come
about?
As
its
item
been
vetted
to
the
evanston
business
community
and
as
you
had
mentioned,
the
chamber
would
like
to
have
time
to
review
and
analyze.
This
proposed
ordinance.
Our
support
or
opposition
must
be
based
on
an
understanding
of
the
weight
of
this
ordinance
as
it
pertains
to
our
business
community.
So
Thank.
D
D
A
Do
we
vote
to
hold?
What
do
we
know?
Okay,
yeah?
We
moved
in
second
it,
okay,
so
all
of
those
in
favor
of
holding
say
aye
aye
any
opposed.
Okay,
so
that's
HH.
For
so
thank
you
to
all
of
those
who
came
on
this
issue
tonight,
we'll
see
you
again
next
month,
uh-huh
sure
or
maybe
not.
Okay.
Now
we'll
go
back
to
the
top
of
our
list.
Hh
one
is
pleased
complaint
reviews
staff
recommends
acceptance
of
the
evanston
police
department,
complaint
reviews
from
februari
2016,
and
that
is
for
action.
Is
there
a
motion.
G
On
the
would-be
page,
7
is
weird
for
show:
I'll
actually
go
to
the
actual
complaint
hold
on
one
second
and
I'll
get
there,
but
it's
d,
15
14
on
good.
G
My
question
is,
and
I
wrote
it
out-
do
it
here-
it
is
I,
do
worthy
complaints.
This.
D
F
G
Okay
and
I,
and
the
reason
why
I'm
asking
this
is
because
I
did
recognize
it
and
know
that
I
will
be
getting
a
phone
call,
so
I
just
wanted
to
make
sure.
Okay.
Thank
you
letter.
D
A
That's
cute:
ok,
there
are
there
any
other
comments
on
HH
one
from
the
committee.
Ok,
then,
all
those
in
favor
of
of
a
groove
old,
say
aye
aye,
any
opposed
improbably.
G
A
All
right,
we'll
go
on
to
HH,
to
which
is
resolution.
16
are
16
authorizing
the
city
manager
to
execute
the
service
grant
sub-recipient
agreement
with
y.o.u
for
the
street
outreach
program.
Staff
recommends
approval
of
this
resolution
authorizing
the
city
manager
to
execute
the
service,
grant
sub-recipient
agreement
to
say
that
several
times
with
y.o.u
at
1027
sherman
avenue
to
provide
subcontractor
services
for
o
Geer,
one
of
the
street
outreach
program
grant
renewal.
A
H
G
E
Yeah,
so
all
I
mean
we
have
it:
I've
don't
occur
assistant
director
of
Parks
and
Recreation.
In
response
to
your
question.
This
is
the
second
time
that
the
grant
now
has
come
forward
to
Council
for
approval.
This
is
the
first
year
of
the
third
set
of
funding,
so
we
have.
Additionally,
we
would
have
two
additional
years
besides
his
current
year,
if
it
was
approved
by
continues
to
be
approved
by
the
federal
government
from
y.o.u
40.
While
you
were
sort
of
its
while
used
to
pass
through
because
they're
part
of
a
bigger
program,
absolutely.
G
And
I
realized
that
the
city
is
only
one
part.
If
I
remember
correctly,
the
y
and
also
jyc
is
a
part
of
it
as
well.
So
I
understand
that
we
are
part
of
a
packet
I'm,
just
a
package
I'm
just
trying
to
figure
out
how
many
more
there
were,
because
I
know
that
there
were
some
discussions
back
in
the
fall
in
terms
of
changing
of
that
grant
and
I
just
want
to
know
where
we
are
with
that,
because
I'm
concerned
about
that.
So.
E
All
I
mean
answer
your
question
about
that.
We
have
made
two
Corrections.
While
you
agrees
with
us
that
the
funding
level
would
stay
at
two
forty
thousand
dollars
for
the
current
year
and
for
this
grant
period
and
that
the
program
would
remain
the
same.
That
is,
we
propose
back
in
2011
when
it
first
10
/.
I
I
A
Now
we're
at
8h
h3.
We
have
one
a
person
who
was
signed
up
to
speak
and
that's
Diane.
Gold,
gold
ring;
okay,
okay,
well,
we're
glad
you're
here,
okay,
so
HH
three
is
the
2016
special
events
in
city
parks,
calendar
staff
recommends
approval
of
the
2016
special
events
proposed
in
city
parks.
Contingent
upon
compliance
of
all
requirements
is
set
forth
by
the
special
event
policy
and
guidelines.
This
year's
calendar
includes
four
new
events:
unity
and
community
walk
honor,
the
Fallen
walk
man
up
health
initiative
and
unity
10
mile
run/walk,
and
that
is
for
action.
G
G
H
So
we're
working
the
staff
is
working
with
Miss
go
ring
to
finalize
the
route
right
now.
The
proposed
route
is
planned
to
go
through
northwestern
univ,
writing
and
so
we're
waiting
to
you
know
on
that
process
to
finalize
the
route,
but
we've
been
working
with
her
to
create
a
route
that
will
minimize
the
impact
on
humanity
right.
G
G
A
A
G
A
G
G
H
Of
the
issues
alderman
is
that
it's
the
original
route
going
east
and
west
would
require
quite
a
bit
of
support
from
the
police
and
so
forth,
and
so
just
the
amount
of
resources.
After
we'd
staff
spoke
Whitman's
gold
ring
she
agreed
to
look
at
alternative
routes,
and
so
we
are
working
with
her
now.
The
portion,
our
portion,
that
through
the
city,
is
okay,
but
we're
just
waiting
to
hear
back
from
Northwestern
to
finalize
her
entire
route.
Ok,.
A
The
other
thing
aldrin
homes
is,
it
would
have
affected
church
services
at
the
church,
on
ridge
and
by
the
time.
I
really
knew
about
this.
The
route
had
been
already
changed,
so
that
was
helpful,
but
I'm
happy
about
the
outreach
to
the
businesses,
because
I
think
that's
that's
important.
We
can
see
what
happens
when
you
don't
outreach
to
businesses,
and
so
I
was
glad
glad
that
you
did.
G
And
I
think
we
will
have
to
help
educate
our
business
community
in
terms
of
being
more
exposed
to
people
coming
through
the
neighborhood,
knowing
that
they're
there,
you
know
part
of
the
noise
business
district
is
in
the
fifth
Ward,
as
well
as
in
the
first
war.
So
you
know
we
could
be
on
one
side
of
the
street
or
the
other,
so
you
know
it
just
one
of
those
things
that
we
need
to
discuss
in
more
in
depth.
Yes,
ma'am.
A
Okay,
so
all
of
those
in
all
those
in
favor
of
the
calendar
for
special
events,
HH
three
say:
aye
aye,
any
opposed.
Alrighty
we've
gone
through
this
fairly
rapidly
no
wait.
Second,
we've
got
some
items
for
discussion.
We
have
two
people
here
who
wish
to
speak
to
us
on
a
non-agenda
item,
nancy
and
michael
schwartz.
They
want
to
speak
to
us
on
the
B
code.
Did
you
want
to
come
up
to
the
microphone.
J
Hi
everyone
well
hi
everyone,
hello,
I'm,
Nancy
Schwartz
from
hull
terrace,
where
my
family
has
lived
for
46
years.
I
am
here
once
again
to
ask
you
to
make
changes
to
the
evanston,
be
code
so
that
it
will
protect
anyone
at
risk
from
bee
stings.
And
someone
like
me
who,
due
to
a
serious
medical
condition,
is
it
even
greater
risk.
J
I
recently
spoke
to
you
about
the
installation
of
a
beehive
in
my
neighbor's
yard,
and
about
my
lupus
condition
and
extreme
allergic
reaction
to
bee
stings
having
lupus
increases
and
heightens
the
severity
of
the
allergic
reaction
increases
the
threat
of
anaphylactic
shock,
seizures
and
death.
This
is
a
medical
issue,
a
life-and-death
concern
and
a
bee
sting
could
be
fatal.
An
EpiPen
is
only
a
momentary
attempt
to
forestall
the
impending
onset
of
anaphylactic
shock
and
possible
death
seconds
count
and
for
me,
911
called
immediately
at
the
present
time.
J
There
is
no
definitive
mandatory
notification
required
before
beehive
can
be
installed
in
evanston.
There
should
be
relying
on
good
neighborly.
Communication
is
not
sufficient
and
I
am
the
best
example
of
the
need
for
change
in
the
code
not
having
been
notified
at
all.
A
required
signature
for
a
permit
makes
it
a
certainty
that
all
adjacent
neighbors
have
been
notified
and
given
the
opportunity
to
have
a
voice
in
the
process.
J
If
proper
notification
requiring
this
written
response
from
all
adjacent
neighbors
had
been
part
of
the
code,
perhaps
much
of
this
could
have
been
avoided
with
a
different
outcome,
a
more
humane
one.
For
someone
with
a
serious
medical
issue,
our
neighbor
skokie
has
a
bee,
keeping
a
budding
neighbor
consent
form
that
is
simple,
straightforward
and
humane.
J
Written
consent
from
all
abutting
property
owners
is
required.
Very
simple.
Other
requirements
are
listed,
such
as
certificate
of
insurance
from
the
property
owners,
homeowner
homeowners,
insurance
company,
verifying
that
beekeeping
is
covered
by
the
insurance
policy,
but
the
bottom
line
is
written.
Consent
from
all
neighbors
is
required.
J
Could
evanston
make
changes
to
its
existing,
be
code
to
have
a
better
notification
process?
Yes,
there
are
statistics
about
beekeeping
and
numbers
given
to
support
its
positive
aspects
and
I
do
agree
with
this.
I
agree
for
the
need
for
beekeeping
and
the
need
for
the
ecological
balance
of
nature,
but
there
is
one
simple
fact
for
a
person
with
a
serious
medical
situation.
A
bee
sting
is
to
that
person.
Life-Threatening
and
a
hive
is
a
threat.
J
You
can
spout
statistics
and
speak
of
those
who
can
be
in
close
contact
with
a
hive
and
not
be
in
any
danger.
But
for
someone
like
me,
that
is
not
realistic.
It
is
still
a
threat
and,
in
addition
to
what
naturally
exists,
it
has
been
suggested
that
there
are
common-sense
precautions
and
measures
to
take
to
avoid
bee
stings.
But
for
me
the
threat
still
remains
I
feel
as
though
something
has
been
thrust
upon
me.
Without
my
having
any
recourse
and
I
am
upset
and
angry.
J
J
Please
revisit
the
bee
code
and
hopefully
make
changes
that
will
benefit
every
member
of
our
wonderful
community
and
I
want
to
just
take
a
moment
if
I
might
to
thank
alderman
homes,
because
when
I
spoke
last,
when
you
were
here,
you
did
voice
an
interest,
at
least
in
pursuing
the
process
or
the
lack
thereof
and
I
appreciate
and
I.
Thank
you
and
I
have
a
copy
of
it's.
G
Yep,
okay
I
want
to
make
sure
we
get
that
to
our
director,
thomas
smith,
so
that
we
could
look
at
that
see
if
we
can
borrow
from
it.
F
K
I
have
a
few
additional
remarks
to
add
to
those
of
my
wife.
I
know
this
is
not
a
glamorous
nor
headline-grabbing
issue
like
the
drugs
gangs,
crime,
trash
site,
stench
landlord
ordinance-
that's
been
proposed,
maybe
you're
not
impacted,
so
it
doesn't
raise
your
interest
very
high,
but
if
you
are
the
one
who
can
be
impacted
seriously
compromised
even
fatally,
that
would
I'm
sure
give
you
a
different
slant
on
the
situation.
K
Obviously
too
many
of
you,
others,
it
was
a
minor
distraction
and
the
agenda
of
the
aforementioned
drugs
guns
and
crimes
are
bigger
than
what
this
is
for.
Maybe
us,
my
wife
is
seriously
impacted
a
mosquito
bite,
just
one
mosquito
bite
lasts
painfully
for
days
for
her,
it's
a
minor
in
or
annoyance
to
you
and
to
me
imagine
what
a
bee
sting
much
more
potent
and
with
the
potential
for
serious
consequences
could
be
we're
not
condemning
beekeeping
or
its
importance
to
the
ecological
balance.
My
wife
has
lupus.
K
K
Imagine
what
it
would
be
for
her
to
be
out
in
the
backyard
where
she
cannot
see
the
beat
to
avoid
it.
Be
people
who
have
spoken
have
talked
about
the
docility
of
the
honeybee
unless
provoked
and
as
I
have
just
said,
how
easy
it
is
for
her
not
to
see
the
bee
to
sit
in
a
chair
reach
for
a
planter
even
put
down
a
water
dish
and
not
see
the
being
provoke
it.
It's
a
chance.
K
My
wife
has
suggested
and
has
passed
out
the
skokie
be
code
of
note.
There
are
several
substantial
differences
that
would
be
worth
visiting,
neighborly
consent,
fence,
height
regulations,
which
we
do
not
have
a
Flyway
barrier,
which
we
do
not
have
setbacks,
which
we
do
not
have
I'm
strongly,
urging
you
to
revisit
and
modify
our
existing
be
code
to
make
it
safer
for
those
who
are
at
risk
and
I.
Thank
you
for
your
time
and
for
listening.
Thank.
C
Thank
you
to
ultimate
homes
for
keeping
us
on
our
radar.
You
know,
obviously,
when
someone
comes
before
us
with
this
type
of
information,
I
think
it
it's
very
responsible
to
make
a
referral
to
our
legal
department
to
take
a
look
at
this
and
see,
if
there's
any
components
of
this,
that
we
can
adopt
to
help
he
and
his
wife
and
others
that
may
fall
in
that
situation.
So
that
would
be
my
referral.
Paulding
Fisk,
okay,.
G
Matter
me
keeping
in
the
forefront
it's
just
a
matter
that
when
we
this
goes
way
back,
we
were
doing
chickens
and
bees
and
all
of
that
and
I
really
did
and
I
think
I
expressed
it
that
evening,
I
thought
we
had
it
in
there
and
I
was
really
shocked
to
go
back
and
look
to
see
that
we
didn't
tonight.
I
think
it
was
just
an
oversight.
G
L
G
G
A
C
You
alderman
fiscal
for
the
cannabis
arrests
is
that
you
sergeant
or
DC
it's
it's
just
a
follow-up.
Give
me
I,
don't
have
it
in
front
of
me.
It
gives
me
the
fourth
quarter
numbers
some
page,
109
109
yep
I
mean
so
out
of
those
44
citations.
I,
don't
know
if
anyone
else
is
in.
Can
you
just
give
me
a
breakdown
of
race
and
also
age?
I,
don't
believe
it's
you
can
set
it
to
my
email,
yeah,
it's
not
in
the
report
yeah.
We.
C
L
C
I
L
I
So
2
staff
to
I
know
our
ordinance
doesn't
actually
specify
what
we
should
do
in
those
situations.
I
think
it's
probably
unclear
I'm.
Okay
with
you
know,
in
the
sense
of
if
it's
a
custodial
arrest
like
you
know,
you
pull
them
over
and
some
other
charge
in
a
sense.
You
find
cannabis
in
the
car
charger
under
state
law,
but
our
citations
are
I'm.
Sorry,
our
ordinance
actually
says
doesn't
specify
what
we're
supposed
to
do
and
I
think
there's
might
be
a
conflict
between
the
two.
We
should
probably
clean
that
up
thanks.
A
L
M
So
Yvonne
De
Thomas
a
public
health
director
for
Evanston
healthy
human
services.
We
do
have
a
contractual
relationship
with
presence
health
providers
where
we
have
a
24-hour
crisis
hotline
number
where
there
is
a
live
person
that
responds
to
anyone
in
crisis
and
they
triage
and
make
an
assessment
if
they
need
to
go
out.
If
it's
after
typical
business
hours,
I
mean
that
hotline
number
is
708,
681
help
or
681
4357
again
at
seven.
Oh
eight,
six,
eight
one,
four,
three:
five,
seven
Thank.
I
Thomas
smith,
real
quick,
so
my
interest
in
this
is
kind
of
the
allocation
of
resources
in
a
sense-
and
you
know
so
I'm
reading,
though,
under
the
subheading
mental
patients
who
represented
a
repeat
basis,
so
we
have
a
copy.
You
say:
patients
with
mental
health
and
substance
abuse
compromised
a
large
number
of
the
patients
who
present
to
the
emergency
department
a
repeated
basis.
Many
of
these
individuals
are
homeless.
Can
you
give
us
and
asking
you
off
the
top
of
your
head?
I
M
And
so
at
that
time
we
started
a
conversation
with
our
community
partners
to
see
how
we
can
address
that
and
and
what
we've
done
is
with
those
families
that
we
were
that
were
identified
to
us
through
EMS
were
out
of
care
and
so
they've
engaged
in
care
and
they've,
gotten
medications
and
treatment.
And
so
now
our
numbers
are
really
shifting
in
terms
of
our
frequent
visitors.
But
I
can
get
you
that
number.
But
it's
it's
really
widespread
now
that
we
have
them
in
place.
I
I'm
just
wondering
about
kind
of
our
allocation
of
services
and
resources.
In
that
sense,
if
we
r
you
know,
if
there's
a
way,
we
can
do
in
such
a
way
to
really
make
a
big
impact
on
the
need
in
the
community
whatever
it
is
and
appreciate,
hearing
that
and
I
think
in
addition
with
the
township
and
what
you've
been
doing
with
chip
an
end
of
these
services
that
you've
been
able
to
really
target
resources,
really
focus
where
they're
needed
I'm.
Just
wonder
if
there's
something
else
we
need
to
be
doing
in
that
regard.
I
So
I
really
appreciate
this.
This
is
a
great
overview
of
the
service.
I
was
just
wondering
if
we
can
continue
the
conversation
on
those
other
aims
other
lines
about
again.
What
are
we
seeing
now
that
you
had
these
kind
of
repeat
users?
What's
the
new
spectrum
of
services?
Look
like
for
people
thanks
I'm.
M
Sure
I
can
keep
you
abreast
of
that.
We
still
have
a
gap
in
psychiatric
services
in
some
areas.
Again
we
try
to
make
sure
that
we're
referring
families
to
services
within
community,
sometimes
families
do
have
to
be
transported
to
other
providers
outside
of
the
community,
but
I
can
keep
you
abreast
of
what
those
numbers
look
like
and
how
widespread
the
resources
are.
Welcome.
