zoning

as
to
make
recommendations
regarding
the
city's
long-term
planning
goals
and
objectives.
Depending
on
the
type
of
matter,
the
commission
will
make
either
a
final
determination
or
send
its
recommendation
to
city
council

there

everybody
up
to

testimony
regarding
the
land
use
issues
for
regarding
the
proposed
Ryan
Field
project.
If
there's

the

Northwestern
will
be
given

rebuttal.

is
not
anticipated
that
the
commission
will
deliberate
or
vote
on
any
recommendation
this
evening

remind

the
public

testimony
should
be
focused
on
the
standards
for
land
use
Commission.

much
discussion
in
the
press
and
in
the
community
regarding
the
University's
tax
exempt
status,
whether
the
addition
of
concerts
violates
their
Charter
actions
of
the
Nu
Evanston
committee
and
the
alleged
hazing
and
assault
of
athletes.
Those
issues
are
not
to
be
addressed
by
this
body.
If
one
believes
that
those
issues
should
be
considered
by
the
city
council,
please
contact
your
city,
council

and
ask
them
to
have
a
public
hearing
before
this
matter
goes
to
the
full
Council

currently

a
number

improving

people
where

crowds

happen.

nothing,
it
will
somehow
we
will
be
able
to
accommodate

000
people.

blocks
surrounding

live

downtown
Evanston.

are

vacant
businesses
and
more
every
month

like
some
traffic.

like
some
people
in
our
business
district,
downtown

Northwestern
has
home
games.

are
people
that
take
the
shuttles.
They
support
our
businesses
downtown.
They
stay
downtown,

respect
all
neighborhoods
in
Evanston,
but
I
ask
you
to
consider
that
we
can
improve
a
structure,
that's
already
there
and
also
benefit
some
of
my
neighbors
who
desperately
need
this.

stadium

attract

crowds

reputation

nicest
neighborhoods

country

excitement

football
games
in
the
fall
drawing
people
from
all
over

energy

Big
Ten
football
games
is
truly
exhilarating

appreciation

Northwestern

the
unique
atmosphere

these
events
bring

my
neighborhood.

matter

quality

life.

history
being
made
every

Northwestern
plays

game
and
I'm
certain
that
there

others
like
me
who
relish
the
presence
of
football
and
basketball
games
in
our
neighborhood,

excitement
of
visitors

boots

our
local
economy
through
spending
at
our
various
establishments.
Traffic
is
not
a
problem.
It's
an
opportunity.

embrace

welcome
all
visitors
recognizing

contribution

Town's
prosperity.

what
about
concerts
concerts

bring
visitors
and
noise,

people
say

going
to
be
a
problem,

really

vibrancy

to
the
character

Evanston
when
they've

can
carry

passengers
and
at

runs
are
scheduled
over
the
next
hour
that
carries
just
over

people.
What
that
means
is
that
the
present
CTA
schedule
can
accommodate
eight
percent
of
the
projected
volume.

increase
its
capacity

factor

four
to
meet
the
projections

they

the
number

shuttle
trips
leaving
Ryan
Field

the

concert

neighbors

architectural
gem
in
my
backyard

it

neighborhood

new
art
center
is
also
a
modern
building,

the
stadium
will
beautify
the
east
side
of
Central
Street,

desperately
need

rebuttal
statements

largest

consider
that
the
appraisal
reports
submitted

most
livable
city

unreliable.

that
mlc
placed
limits

scope

its
report.
As
a
result,
it
did
not
consider
positive
impacts
on
property
value
of
a
new
state-of-the-art
structure
and

site
improvements,
nor

it
evaluate
northwestern's,
proposed
sound
traffic
and
other
mitigation.

failed

consider
the
gold
standard
property
value
actual
sales
data
in
the
Roundfield
neighborhood.
Such
a
review
would
have
found
quick
sales
significantly

asking
price
for
Parcels
that
went
on
the

After

awareness

stadium

concert,
the
report
ignored,
concert,
management
differences.
The
New
York
venue
has
32
concerts
in
2023
and
allows
concerts
to
run
past

in
the
evening.

projected

have
settled
in
this
neighborhood,

and
I
are
now
raising
our
four-year-old

two-year-old
kids,

least

felt
that
way
until
a
year
ago,
when
Northwestern
proposed
transforming
its
athletic
campus
into
a
year-round,
for-profit,
multi-building
entertainment
venue.

with
the
latest
changes,

run
one

that
the
zoning

is
needed
to

Easter

can
host
those
community
events.

they

making

not-for-profit

husband

attack

in
football
traffic
gridlock
on
Central
Street.
She
stated
we
literally
were
driving
down
the
middle
of
Central
Street.

were
going
very
slowly.

husband
was
in
the
back
and
I
started
slamming
my
head
against
the
window.

was
nowhere
to
take
a
detour,
you've
got
fire
engines
and
everything
roaring
down.

recently

op-ed
for
the
Chicago
Sun
Times
in
what
she
said.

worry
about
the
impact
on
Evanston
Hospital
northwestern's
plan
will
restrict
Hospital
access

subject
patients
and
caregivers
to
noise.

is
incompatible
with
the
standard
of
care
for
emergency
surgery,
life-threatening
obstetric
complications,
trauma,
strokes
and
heart
attacks.

declining

board

decades

embarrassing

hard
to
recruit
when
you

stadiums

cover

sections
of

seats.

focus
now

college
football
not
just
at
Northwestern
is,
is
instead
of
trying
to
grow
the
number
of
people
there.

want
to
get
more
money
out
of
the
people
who
are
there,
so
the
focus
is
on
premium
seating

means
sweets,
Cabanas,
larger
seeding
with
personalized
drink
and
Food
Services.

supplement

football

the

to

more
concerts

and

are

business

to
attract
people
to

aligned
if
people

facts
and
believe
that
their
future

options

binary

the
conclusions
are
not

rotten
in
the
state

Evanston
Northwestern
relations

Ryan
Field

devolved

costs

zero-sum
games

of

our

Northwestern

rights,
solar,

concerns

expansion
of
Ryan
Fields.

advocate

a
community
benefits

negotiating
a
community
about
a
vets
agreement,
Northwestern
has
the
ability
to
rightfully
contribute
to
evanston's
reparations
program,
make
meaningful
investments
in
affordable
housing
for
low-income
residents
and
the
public
school
system
and
commit
to
environmental
sustainability
and
just
labor
conditions
through
workers
throughout
the
duration
of
this
project.
These
are
but
a
few
of
many
ways
that
Northwestern
can
use
its
capacity
and
privilege
to
give
back
in
a
purposeful
way.

all
Northwestern
accountability
alliance
members
am
not
against
the
Reconstruction
of
the
stadium.

against,
however,
is
a
missed
opportunity
for
this
University
to
take
accountability
for
their
actions
and,
finally,
meaningfully
contribute

without
which
they
would
not
exist.

that
Northwestern
intentionally
listens

way
to
support
Evanston
in
any
way
that
it
can

application
I
happen
to
be
a
Northwestern
Madill
graduate
in
a
long
time,
modest
donor,
but
tonight
I'm
speaking

you

a
Wilmette
resident
of
Fifth
Street,
the
extension
of
Ashland
Avenue
and
more
critically,
one
who
lives
within
a
thousand
feet
of
the
stadium.

So
I'd
like
to
speak
to
you
briefly
about
the
sound
issue
from
a
different
perspective
than
you
might
have
heard
this
evening.
Last
Saturday
evening
there
was
a
very
exciting
Northwestern
game.
The
cats
won
in
overtime
and
the
game
lasted
well
over
past
11
o'clock
at
night,
so
over
four
hours
of
expected
rise
and
fall
as
stadiums
cheering
and
how
long
is
a
chair?
Well,
as
it
turns
out,
I
got
my
stopwatch
out
and
timed
a
few
of
the
cheers
they're
around
5-10
seconds
each
so
who
was
complaining
about
any.

So
let's
contrast
this
again
for
a
moment
with
a
natural
ebb
and
flow
of
what
happens
with
a
high
decibel
highly
Amplified
pop
music
concert,
multiple
segments
of
what
would
we
say,
four
or
five
minutes
very
loud,
four
or
five
minutes
SEC
segments
over
several
hours
and
unacceptable
difference.
Ladies
and
gentlemen,
we
have
seen
from
the
Arab
study.

I
may
not
be
pronouncing
that
correctly,
but
I
think
you
know
what
I'm
talking
about,
how
approving
this
application
for
rezoning
floods,
multiple
neighborhoods
with
unprecedented
interruptions
all
preceded
by
excessive
pre
and
post-event
Associated
music
checks
likely
excessive
noise
and
potentially
intoxicated
attendees.
So
this
is
an
unacceptable
thing
in
our
community.
It's
why
our
village
unanimously
voted
against.

taxpayer
homeowner

City

disgusted

playing

intentionally
divisive
game.
They
are
pitting
the
residents
who
live
around

stadium
against
black
residents
in
Evanston.
They
are
trying
to
make
those
concerned
about
a
Trauma
Center,
a
destruction

their
neighborhood,
that
they
don't
want
blacks,
black
residents
to
build
wealth.
It
is
an
old,
effective
strategy.

is
insulting
to
black
people's
intelligence,
that
is
Zone
zoning
chains
and
the
stadium
is
going
to
create
generational
wealth.

will
provide
low,
low
income
hourly
jobs
at
best.
This
is
only
this
will
only
perpetrate
the
racial
income
gap.

is
an
opportunity

they
can
benefit
from
the
backs
of
black
people,
voices
and
labor.

what
structural
racism
looks
like.
No
one
cared
about
the
second

Fifth
Ward
having
to
endure
traffic
from
eths
games.

partying

parking

games
or
a
waste
transfer
station
in

middle

a
neighborhood
until
it
was
determined

our
struggles
could
be
exploited
only
but

then
they'll
fix

generate
even
more
pollution
in
the
second
and
Fifth
Ward.

the
only
jobs
that
that
in
you

offering

low-level
service
jobs.

you

really
interested
in
improving
equity
in
Evanston,
then
they
need
to
do.

needs

will

offers

substantial
increase

buses

park
downtown

of

late
night

no

What
you
see

amount

traffic

converges
from
all
points,

traffic,
backed
up
on
the

the
way
out

Drive.

will
be
backed

miles
with

people
trying
to
get
here
because
they

not

put
those
extra
venues
around

people

are
going

might
be
better
left
to
the
city
of
Chicago
to

ignore

noise
pollution
ordinance,
just
trust
us,
and

we'll
figure
it

could

Boy
concert

Wrigley
Field
on
June
21st
generated
noise
pollution.
That
residents
heard
loudly
and
clear
it.
Clearly
they
could
hear
all
the
lyrics
two
miles
away
and
notwithstanding
Mr
godoys
or
anyone
else's
feelings
or
predictions
and
spin
about
who
might
someday
perform
at
the
stadium.
Northwestern
is
already
touting
it
as
a
world-class
facility
which
takes
us.

That's
president
shill,
which
takes
us
to
five
errors
baked
into
wha
hw's
analysis.
They
result
in
a
serious
understatement
of
noise
pollution
that
concerts
from
the
stadium
will
generate.
In
other
words,
it's
going
to
be
even
worse
than
the
map
error.

one
volume
wjhw
assumed
that
the
band's
sound
level
would
be
101
decibels.
It's
in
all
of
it's
in
it's
it's
in
their
most
recent
August,
2nd
summary.

assumption
is
too
low,
then
the
maps
understate
the
noise
pollution
doubling
in
the
polluting
the
neighborhood
and
remember
to

human
ear

impact

as
loud
as
a

if

as

concerts
increase
noise
in
my
neighborhood
to
a
level
greater
than
a
vacuum
cleaner
for
hours,
it
would
sound
very
very
loud,
as
we've
already
seen
for
some
homes
on
Eastwood
concert,
noise
would
be
even
louder
greater
than
a
garbage
disposal.

rep
has
observed
previously
that
there
are
gaps
in
the
information
that
wjhw
provided
in
its
latest
review
are
erupt
notes
that
wjhw
still
has
not
filled
those
gaps,
but
we've
reviewed
that,
but
they
have
revealed
that
as
wjhw
has
revealed
enough
to
demonstrate
that
the
stadium
can't
come
close
to
achieving
safe
and
lawful
noise
levels.
That's
why
wjhw
proposes
to
ignore
the
law
or
let
Northwestern
rewrite
it,
and
instead
set
a
target
of
65
decibels
at
nearby
residences.

end,
we're
back
to
the
map
that
we
started
with
and
concert
noise
levels
between
a
vacuum
cleaner
and
a
garbage
disposal
blanketing
the

in
its
response
to
erupt,
wjhw
adopts

kissel's

land
use.
Witness
said
that
we
shouldn't
worry
about
any
of
this.
He
said
that
noise
pollution
limits
are
intended
for
occupational
and
environmental
situations,
where
individuals
have
quote
long-term,
relatively
constant
exposure
to
various
sound
pressure
levels
on
a
daily
basis.

not

these

concern
with
the
Residential
Properties
is
with
the
Residential
Properties
closest
to
the
stadium,
in
other
words,
we're
thinking
about
patients
trying
to
recover
and
doctors
trying
to
operate
honestly.

are
just
trust
us
and
maybe
we'll
figure
it
out
someday
and
let's
dispense
once
and
for
all
with
the
notion
that
Northwestern
needs
concerts
after
initially
claiming
that
it
needed

inside

stadium

project

viable.

now
says
six
are
enough,
but
it's
not
a
legal
defense
for
a
polluter
to
say,
I'm
not
going
to
be
polluting
as
often
as
I
previously
threatened
to
and
don't
forget.

Given
the
capacity
of
Welsh
Ryan
arena,
the
stadium
is
the
only
candidate
for
those
events
on
August
17th,
the
same
day
presidential
sent
his
open
letter
to
the
Evanston
Community,
threatening
to
pick
up
northwestern's
Marbles
and
go
home
unless
he
got
his
Six
concerts.
He
issued
a
different
open
letter
to
the
Northwestern
community.
In
that
letter
he
sought
to
sue
the
faculty
in
Revolt
over
the
prospect
of
spending
hundreds
of
millions
of
dollars
on
the
Scandal
written
football
program,
because
Pat
Ryan's
contribution
doesn't
cover
even
half
of
the
Stadium's
total
cost.

investment
to
restore
the
current
crumbling
Ryan
Field
to
an
adequate
level
of

Seven
football
games

per
year
as
it
will
to

Ryan

of

intentionally
allow
pollution
to
infect

residential
community
that
includes
Parks
playgrounds,
churches,
schools,
a
fire
station
and
a
major
hospital
with
a
level
one
Trauma
Center.
It
will
knowingly
and
intentionally
inflict
damage
that
will
endure
long
past
the
lives
of
anyone
in
this
room.

Northwestern
has
not
demonstrated
that
its
proposed
zoning
changes
will
result
in
a
safe
and
lawful
use
of
its

enormous.
We
all
agree

that.

enormous

terms

its
consequences,
it's
enormous
in
terms
of
its
implications
that
could
be
felt
for
generations
to
this
city
because
of
that
I
urge
you
to.

continue
to
focus
your
attention
on
the
standards
that
each
one
of
these
applications
demands
that
must
be
fulfilled.

northwestern's
applications
seek
is
a
self-contained
commercial
entertainment
complex
which
is
contrary
to
the
long
history
in
this
city,
contrary
to
the
relationship,
contrary
to
the
land,
planning
principles
and
contrary
to
the
to
the
part,
not
partnership,
but
the
relationship
between
Northwestern
and
the
City
of
Evanston
over
the
last
50
years,
it
paints
a
Norman
Rockwell
picture
of
a
zoning
in
their
zoning
Amendment
for
movie
nights
and
fall
winter
festivals
in
yoga.

They
don't
need
it,
they
already
have
it
in
the
zoning
ordinance
and
although
they
have
tried
to
link
the
applications,
the
plan,
development
application
and
the
text
Amendment
application.
As
you
said
earlier,
Mr
chair,
it
has
incumbent
upon
you
to
look
at
them
independently,
they're
independent
applications
they
can
be,
they
should
be.
They
must
be
looked
at
independently
in
the
standards
that
correspond
with
those
applications
must
be
addressed
independently.

PD
application
is
interesting
because
it
seeks
basically
a
two-thirds
waiver
of
the
parking
requirements
as
as
a
allowance.
Let
me
just
think
about
that
for
a
second
that's
extraordinary
in
the
text
Amendment
application,

we
probably
will
be
giving
more
attention
to
in
in
our
presentation
to
you-
seeks
a
whole
host
of
things
which
we
will
get
into,

it
falls
short.
It
falls
short
of
their
their
burden
to
ask
this
commission
to
recommend
that
the
text
of
the
zoning
ordinance
be
changed
for
their
purposes.

want

change
the
text

significant
burden

they

fulfill
the
rebuild

Ryan
Field
without
public
concerts.

use
implications
from
our
experts,
Bill

Camaros,
who
will
discuss
the
huge
intensification
and
use
and
impacts
that
the
text
Amendment
will
result,
including
the
fact
that
the
measures

Northwestern
has
offered
to
has
offered
to
mitigate
the
impacts
to
the
surrounding
residents
in
terms
of
traffic,
congestion,
noise
and
parking
are
inadequate.
You
will
hear
that,
based
upon
the
text
Amendment
the
number
of
attendees
at
the
activities
in
the
as
a
result
of
the
text,
Amendment
will
go
up
Sevenfold
to
over
1.3
million
people.

They
haven't
shown
that
there's
no

1200
pieces

there's
no
property
impact
report
from
an
Mai
appraiser
saying
there
will

no
adverse
impact.
The
property
values
Mr
Lyons,
who
is

tonight,

you
that
there
is,
in
his
studies,
uncontradicted
that
there
is
an
impact
because
of
sound
because
of
congestion
because
of
traffic.
Many
academic
articles
reflect
that
that
that
is
pretty
much
standard
in
the
mai
appraisal
world
that
when
you
have
congestion-
and
you
have
sound-
and
you
have
impacts
like
that
that
will
adversely
affect
on
property
values.

Mr
Harper
talked
quite
a
bit
about
sound
and
the
canopy,
so
I'm
not
going
to
address
that
as
I
was
planning
on
doing
doing

because
he
addressed
it
very

You
heard
a
little
bit
about
the
economic
impact
study.
The
third
party
study
by
Johnson
really
was
very
critical
of
that.
Mr
game

was
also
very
critical
of
that,
and
even
if
we
take
their
study
at
face
value
over
90
percent
of
the
projected
economic
benefit
will
come
from
the
construction
phase,
not
from
the
concerts.

So
I
will

a
couple
of
things

planning

They
Northwestern
has
not
satisfied
the
standards.

the
proposal

result

fundamental

very
significant
change

the
neighborhood
specific
by
virtue
of
changing
the
nature
of
the
Northwestern
Athletic
Facility
there
from
a
a
Collegiate
Athletic
Facility
to
one
that
is
a
in
effect,
a
regional
destination
for
commercial
entertainment
events
along
with
that
Collegiate
Athletic
program,
so
a
very
significant
escalation:
intensification
of
activity
within
the
neighborhood.

based
on
Northwestern
information
of
attendance
at
their
athletic
events,
a
total
of

estimate
of
the

facility.

think
that

conservative

certain
number

events
that
would
have
no
limit
on
the
number
of
events
that
would
be
staged
at
the
facility.
So
this
could
actually
go
higher.
We
estimated
85
percent
attendance
at
the
at
the
activities
and
that
could
be
low
as
well,
so
it
could
be
higher.

think
that
the
impact
on
surrounding
residents
are
proportional
to
the
increase
in
numbers
of
people
attracted
to
the
facility
who
would
attend
the
facility
on
these
impacts,
as
you've
heard
would
be
in
terms
of
traffic
congestion,
noise,
parking
and
objectionable
conduct
by
attendees.
At
these
events,
obviously,
with
the
serving
of
alcohol
at
concerts
and
other
events,
that
would
increase
the
probably
propensity
of
of
attendees
to
engage
in
objectionable
conduct
and
that's
not
a
minor
thing.

So
when
you
live
in
the
neighborhood
and
your
everyday
activities
are
Complicated
by
traffic
congestion
going
in
and
out
of
your
your
home,
you
can't
do
your
normal
activities
in
with
the
ease
that
people
in
other
parts
of
North
Evanston
could
do
them.
When
you
can't
leave
your
windows
open
to
enjoy
the
fresh
air
by
virtue
of
the
noise
generated
facility
when
people
from
outside
the
neighborhood
come
and
park
in
front
of
your
house,
your
family,
your
friends,
can't
park
on
the
street
because
those
parking
spaces
are
gone.

When
that
hap
a
few
times
a
year
that
could
be
called
an
inconvenience
a
nuisance
when
it
happens
on
a
constant
basis

times
a
year
or
more.
That
becomes
a
fundamental
diminishment
of
the
quality
of
life
for
you
and
your
family
living
in
that
neighborhood.
So
I
believe
that
is
what's
at
stake
here.
With
this
proposal
in
terms
of
approving
or
denying
this,
this
proposal.

we
have
two
proposals.
Obviously
the
text
Amendment,
which
controls
the
use
and
operational
facility.
We
have
the
plan
development,
which
controls
the
physical
improvements
to
the
disability
of
the
two
should
work
in
sync
with
each
other.
That's
the
physical
improvements
to
the
the
facility
to
the
land
will
mitigate
the
impacts
that
would
be
created
by
the
activities
and
the
land
use.
Well
that
that
doesn't
happen
here.

Obviously,
on-site
parking
is
far
short
of
mitigating
the
impact
for
parking
demand,
so
you'll
have
people
continue
and
even
intensify
the
search
for
parking
in
the
neighborhood
and
all
the
the
impacts
that
that
creates
will
not
mitigate
the
traffic
impacts.
No
on-site
improvements
can
mitigate
the
traffic
impacts
that
extend
throughout
the
whole
neighborhood.

The
new
stadium
will
create
height
impacts.
So
even
though
the
existing
Stadium,
the
highest
point
on
the
Press
Box,
is
a
few
feet
higher
than
the
highest
point
on
proposed
stadium
in
Mass.
When
you
look
at
the
whole
structure,
the
proposed
stadium
is
far
higher
than
the
existing
stadium,
and
that
is
borne
out
by
the
3D
renderings
that
the
petitioner
has
submitted
with
there
with
their
material.

So
there
will
the
the
along
Central
Street,
the
new
stadium
will
dwarf
the
single
family
and
the
multi-family
structures
that
are
along
Central
Street,
just
as
an
example
that
doesn't
even
include
what
I'm
calling
the
secondary
impact.
So
the
consequences
of
this
facility
being
built
being
in
operation,
will
create
impacts
that
other
people
will
will
actually
impose
on
the
neighborhood.

So
if
you
have
a
single
family
home
on
Central
Street
or
a
black
off
of
Central
Street,
and
you
have
diminished
use
and
enjoyment
of
your
property,
it's
no
longer
the
single-family
neighborhood
that
it
was
when
you
moved
in,
you
will
be
tempted
to
move
and
sell
your
property.
There
may
be
developers
investors
who
will
buy
your
single
family
and
propose
to
redevelop
it
for
commercial
property.
If
we
have
1.3
million
attendees
coming
into
the
neighborhood,
how
many
requests
will
there
be
for
eating
and
drinking
establishments
on
Central
Street
that
are
not
there
now?

What
kind
of
traffic
will
those
uses
bring?
What
kind
of
proposals
applications
will
there
be
to
change
single-family
properties
to
multi-family
properties?
So
there
are
a
lot
of
secondary
consequences
that
one
can
logically
extrapolate
from
this
proposal.
If
it
is
approved,
if
it
is
put
up
and
in
operation,
is
going
to
fundamentally
change
I
believe
the
functioning
character
of
this
neighborhood.

found
little
support
in
evanston's
existing
planning
policies
and
documents
for
this
proposal.
When
you
take
the
comprehensive
plan
as
a
whole
and
and
read
the
statements,
there's
a
much
greater
emphasis
on
preserving
protecting
the
residential
character
of
the
neighborhoods
than
there
is
in
promoting
the
expansion,
for
example,
of
institutional
uses
and
I.
Think
Evanston
is
is
known
for
the
quality
of
its
neighborhoods,
much
more
than
it's
known
for
the
nature
of
its
institutions.
So
why
is
this
an
imperative
within
the
state
of
Amazon?

Why
is
Amazon
being
confronted
with
this
huge
issue,
this
huge
decision
it
needs
to
make?
Obviously,
the
petitioner
has
the
standing
to
advance
these
applications.
The
city
has
an
obligation
to
consider
them,
but
nowhere
have
I
found
in
Evanston
a
pre-existing
goal
to
create
a
regional
destination
for
commercial
entertainment
in
Evanston
anywhere
or
in
this
part
of
Evanston.
So
this
is
something
that's
being
really
thrust
upon
the
City
of
Evanston
and
is
not
part
of
any
Vision
that
currently
exists.

fact,
I
don't
believe
there
is
a
vision
and
for
the
community
that
that
includes
this
use
of
this
facility
to
create
a
regional,
commercial
entertainment
destination
and
major
decisions
about
Community
Development
about
the
future
of
a
community
should
be
guided
by
clearvision

Don't
believe
there
is
a
Clear
Vision
that
Evanston
has
that's
the
supports
this
proposal
and
one
is
needed.
One
that
extends
beyond
the
petitioner's
property
includes
the
whole
neighborhood,
a
holistic
vision
for
the
neighborhood
and
the
community
as
a
whole
and
I
believe.

the
absence
of
that
I
think
all
of
you
would
have
a
hard
time
approving
this
proposal
with
no
basis
for
for
such
approval,
the
impact
on
the
neighborhood
will
be
will
be
profound
and
I.
Think
weighing
the
benefits
of
I
mean
it's
up
to
you
to
weigh
the
benefits
versus
the
cost,
but
the
costs
and
the
impacts
on
the
lives
of
people,
the
property
owners.
The
residents
of
this
area
would
be
very
significant.

lot
of
zoning
ordinance,
preparation,
I've
done
a
lot
of
zoning
or
written
a
lot

for

here

writing

controls
for
its
own
development,
which
I
mean

shudder
to
think
of
an
up
or
down
up
or
down
vote
on
this
particular
zoning
Amendment,
because
it's
crafted
a
to

ambiguous.

lot
of
of
wiggle
room
in
terms
of
the
interpretation
of
of
the
controls
here.

easily
see
this
resulting
in
litigation
down
the
road
if
the
city
doesn't
like
how
the
facility
is
being
operated.
So
to
me,
this
text
Amendment
as
it's
currently
crafted
is
really
completely
unacceptable
from
a
a

municipal
perspective
in
terms
of
land
use
controls.

the

existing

regulations

had

flaws
in

use

activities

that
U2

the

studies,

homes
are
very
sensitive
to
changes
in
land
use
around
them,
which
makes
them
really
great
to
study
from
a
real
estate
appraisal
perspective,
there's
usually
a
lot
of
data
to
look
at,
and
you
can
see
right
away

not
something
impacts
it.
In
order
to
do
this,
study
I
had
to
look
at
some
kind
of
analogous
situation,
and
initially
it
was
really
hard
trying
to
find
a
stadium.

stadium.

That's
been
there
for
a
while
that
was
close
enough
to
single-family
residences,
where
we
could
actually
measure
transactions,
but
we
did
come
up
with
a
really
great
one.
The
Forest
Hill
stadium
in
in
Queens
is
a
really
wonderful
subject
to
perform
this
study
because
it's
been
an
existing
historical
Stadium.
It's
really
well
known,
had
the
U.S
open
for
many
many
years
until
until
it
moved
up
to
Flushing,
and
you
have
a
situation
where
the
homes
are
used
to
seeing
the
stadium
and
everything
that
comes
with
it.

But
the
concerts
which
had
been
on
and
off
the
Beatles
had
played
there
in
the
50s,
and
so
it's
a
little
bit
well
known,
but
the
concerts
really
started
to
ramp
up
in
the
80s
and
early
90s.
They
were
doing
full,
Day
festivals
and
because
of
the
complaints
of
noise
and
people
loitering
in
the
streets.
All
the
city
codes
had
actually
ended
up
getting
shut
down,
so
it
didn't
have
any
concerts
for
quite
a
long
time.
They
picked
back
up
in
2013
and
in
2013
and
2014.

The
Stadium's
owners
made
what
was
a
temporary
stage
into
a
permanent
venue,
a
permanent
stage,
permanent
lighting
fixtures,
permanent
sound
systems,
permanent
ways
for
people
to
get
in
and
out
and
around
the
concert
venue.
So
it
really
changed
and
and
so
that,
provided
us
with
a
really
great
opportunity
to
study
all
the
homes
that
were
really
close
to
it.

also
found
out
that
there
were
a
lot
of
news
articles
and
that
local
residents
had
joined
groups
and
were
kind
of
upset
about
how
the
concerts
were
being
handled
and
how
everybody
was
going
into
the
streets
after
the
concert
so
I
I'm.
This
is
the
best
that
I
could
ever
find
in
order
to
really
look
at
an
existing
Urban
location
with
fairly
strong
property
values
already
around
an
existing
historical
use.
It
had
great
access
to
trains
and
to
public
transportation,
just
like
here
in
Evanston
and
I
thought.

This
would
be
a
really
great
subject
to
study.
So
what
did
we
find
when
we
looked
at
detached
single-family
homes
that
were
within
a
couple
blocks
of
the
concert
venue
and
compared
them
with
very
comparable
homes,
essentially
in
the
same
neighborhood,
but
over
a
half
mile
away?
We
found
that
there
was
about
a
negative
2.85
percent
difference.
Let's
call
it
three
percent
and
that
would
make
sense.
This
particular
venue
hosts
up
to
30
concerts
a
year
initially
in
2014.

They
only
had
a
couple,
they
ramped
it
up
over
time
and
they
wanted
to
make
sure
that
they
were
trying
to
be
good
neighbors
to
their
residents.
Some
of
the
residents
still
don't
feel
that
way,
but
it
was
about
three
percent
that
we
measured,
and
that
was
one
just
looking
at
the
median
sale
prices
between
the
two
groups.

We
also
looked
at
the
median
difference
from
list
to
sale
price,
which
we
found
was
about
10
and
a
half
percent
different,
meaning
that
the
homes
that
were
closer
to
the
tennis
Stadium
tended
to
have
a
larger
discount
between
their
initial
list
price
and
what
they
actually
sold
for
and
also
appreciation
rates
were
higher
in
the
control
group.
By
about
13
percent
and
the
days
on
market
mean
the
length
of
time
it
takes
to
actually
sell.
The
house
was
also
higher
in
the
test
group
area
than
it
was
in
the
control.

the
data
from
my
study,
but
I
also
wanted
to
see
what
others
said,
and
there
are
some
great
quantifiable
studies
out
in
the
academic
ether,
one
that
comes
from
the
Journal
of
regional
science
done
in
1992
on
residences
in
Baton
Rouge,
which
indicated
that
there
was
a
significant
coefficient
of
about
8.8
percent.
That
indicates
that
houses
that
are
in
high
traffic
streets
sell
for
substantial
discount
over
homes
on
low
traffic
streets,
so
adding
traffic,
obviously
to
an
area
and
adding
that
congestion
was
found
by
a
different
academic
to
have
some
property
value
impacts.

also
looked
at
another
traffic
study
that
was
done
in
St,
Paul
a
little
closer
to
home
and
that
traffic
study
analyzed
42
000
homes
and
a
atomic
regression
model
and
the
isolated
incident.
There
was
noise
and
it
found
that
one
decibel
difference
in
noise
will,
on
average,
have
sales
prices
roughly
a
quarter
percent
lower
at
the
noisier
location.
I
think
you
heard
earlier
about
the
differences
and
what
the
decibels
might
be
during
and
before
a
concert.

another
sound
study
that
we
found
this
one
was
in
Sweden
which,
where
the
empirical
analysis
suggested
an
average
noise
discount
of
0.6
percent
of
the
house
price
per
decibel
or
total
discount
of
30
percent
of
the
price
for
a
house
in
a
noisy
location
compared
with
a
house
and
a
client
one,
that's
not
necessarily
to
say
that
you're
going
to
see
a
30
impact,
but
for
as
an
appraiser
when
I'm
looking
at
my
own
data
and
then
also
looking
at
other
research
that
other
individuals
have
done,
I've
got
to
weigh
all
of
those
things
at
once
to
try
to
figure
out.

comprehensive
plan
by
the
city
and
another

An
important
objective
of
the
plan
is
to
maintain
the
appealing
character
of
Everton's
neighborhoods,
while
guiding
their
change.

I'm
not
going
to
repeat
the
the
fact
that
the
impacts
will
be
significant
on
the
residentially
zoned
adjacent
neighborhoods.

The
plan
requires
it
balanced
between
the
needs
of
residential
homeowners,
who
are
entitled
who
are
entitled
to
quiet
enjoyment
with
our
property
and
institutions
who
seek
to
maximize
the
use
of
their
own
property
for
legitimate
institutional
purposes.
That
balance
would
be
destroyed
by
permitting
Northwestern
to
turn
its
Athletic
Complex
into
a
commercial
Entertainment
District,
as
it
seeks
to
do
so,
and
it
would
adversely
affect
the
surrounding
neighborhood.

another
principle
in
the
comprehensive
plan,
is
whether
the
proposed
amendment
is
compatible
with
the
overall
character
of
the
existing
development
in
the
immediate
vicinity.
In
the
immediate
vicinity
of
the
subject,
property
in
section
61571,
the
U2
University
athletic
facilities
district
is
intended
to
permit
the
utilization
of
University
facilities
within
the
district
in
a
manner
that
is
compatible
with
the
surrounding
development,
which
is
predominantly
residential.

So
when
you
think
about
whether
the
proposed
development
is
consistent,
or
rather
whether
it
satisfies
the
comprehensive
plan,
please
consider
these
quotes
and
these
statements
from
the
comprehensive
plan,
because
the
proposed
amendment
is
not
consistent
with
a
comprehensive
plan.
It
is
not
compatible
with
the
overall
character
of
it
and
development.

U2
district

among

stadium

at

for

for-profit

concerts

going

focus

the
change
in
zoning
use
and
one
standard
in
particular
I
would
just
make
a
quick
comment.

lot
of
t-shirts
here
tonight
that
say
yes
to
Ryan,
Field,
yes
to
jobs,
I
think
that
we
can
get
there
without
saying
yes
to
concerts,
it's
Northwestern
that
has
made
them
intertwined
inextricably,
but
I.
Think
if
Northwestern
is
willing
to
relent,
the
community
can
still
have
Ryan
Field
and
the
jobs
foreign.

Northwestern
has
been
seeking
to
commercialize
the
use
of
the
U2
district
for
more
than
50
years.
Its
applications
have
included
to
hold
professional
sporting
events
to
hold
concerts
and
to
hold
other
for-profit
events
each
time
in
1971,
1975,
1982
1996
and
in
2021
the
city
rejected
northwestern's
applications.

Because
our
city
council
has
recognized
time
and
again
that
the
commercial
use
of
the
U2
district
is
inconsistent
with
and
would
harm
the
surrounding
residential
neighborhood
in
the
U2.
The
surrounding
neighborhoods
are
what
our
zoning
ordinance
is
intentionally
designed
to
protect
from
from
development.

My
focus
tonight
is
again
on
just
one
of
the
standards,
although
my
report
discusses
them
all
in
detail
tonight,
I
want
to
discuss
the
comprehensive
General
plan
both
of
northwestern's
applications
contain
a
Stan
are
subject
to
standards
that
require
a
finding
that
the
proposed
new
use
is
consistent
with
the
goals
and
policies
of
the
plan.

Chapter
six
of
the
comprehensive
General
plan
deals
with
the
city's
institutions,
including
Northwestern.
It
states
as
a
goal.
Evanston
should
support
the
growth
and
evolution
of
Institutions
so
long
as
the
growth
does
not
have
an
adverse
impact
upon
the
residentially
zoned
adjacent
neighborhoods.
That's
the
goal
with
respect
to
institutions
and
furtherance
of
that
goal.
The
plan
States
enforcing
the
standards
of
the
city's
zoning
ordinance
is
essential
if
proposed
changes
would
disrupt
the
residential
character
and
environment
of
surrounding
neighborhoods.
Now
these
provisions
and
the
plan
were
written
in
the
year
2000.

In
fact,
the
provisions
of
the
zoning
ordinance
itself
related
to
the
U2
District
themselves
provide
for
the
protection
of
the
residential
neighborhood,
in
which
the
U2
sits.
The
purpose
statement,
which
is
the
first
quote
at
the
top
of
this
slide
for
the
U2
District,
says
that
the
use
of
the
U2
districts
must
be
quote
in
a
manner
that
is
compatible
with
the
surrounding
development,
which
is
predominantly
residential
and
then
the
permitted
uses
within
the
U2.

second
quoted
bullet
there
are
intended
to
quote
ensure
that
temporary
uses
shall
not
impose
an
undue
adverse
effect
on
neighboring
streets
or
property,
and
to
that
end
they
allow
community
and
cultural
events
of
a
non-profit
nature
intended
primarily
for
residents
of
the
city.
That
is
what
the
ordinance
provides
with
respect
to
the
U2
District
on
September
6th
George
Kissel,
who
is
a
paid
consultant
of
Northwestern,
articulated
a
number
of
opinions.

He
stated,
and
this
is
on
the
YouTube
video
The
Proposal-
does
not
represent
a
change
in
use.
Well,
that's
silly
they've
applied
for
a
text
Amendment
so
that
they
can
change
the
use.
He
admitted
that
the
New
Uses
quote
will
cause
some
degree
of
inconvenience
for
the
immediately
adjacent
resident
Neighbors.

However,
he
said
there's
no
reason
to
believe
that
they
would
rise
to
the
level
of
significant
impacts
in
order
to
be
able
to
reach
these
conclusions.
Mr
Kissel
either
ignored
or
did
not
think
critically
about
the
history
of
northwestern's
attempts
to
commercialize
this
property
or
the
mountain
of
evidence
of
negative
impacts,
including
from
northwestern's
own
Tech
own
experts
and
their
testimony
on
September
6th.

The
negative
impacts
include
insufficient
parking.
The
Kimberly
horn
plan
essentially
would
utilize
every
single
available
parking
spot
in
downtown
Evanston
on
the
streets
and
in
the
garages.
An
unrealistic
shuttle
bus
plan,
insufficient
public
transportation
infrastructure
which,
by
the
way,
will
lead
to
more
people
wanting
to
drive
and
utilize
parking.

They
are
also
unlawful
under
evanston's
noise
ordinance.
The
noise
ordinance
makes
unlawful
any
loud
noise,
which
quote
annoys
disturbs
the
Comfort
convenience
or
peace
of
others
within
the
limits
of
the
city.
Some
of
the
things
that
the
noise
ordinance
specifically
makes
unlawful
are
a
driving
vehicle
with
the
window
down
and
music
on
that
can
be
heard
from
75
feet
away.
That's
a
violation
of
our
zoning
ordinance.

In
denying
northwestern's
application
to
commercialize
the
U2
in
1977,
which
was
an
application
for
for
a
tennis
tournament,
City
Council
made
these
findings
a
fact
and
I'm
going
to
hand
you
the
city
council's
findings
as
an
exhibit
they
found
the
proposed
New
Uses
quote,
would
alter
the
essential
character
of
the
locality
by
increasing
the
intensity
of
use
so
as
to
detract
from
the
essential
character
of
the
surrounding
residential
neighborhood
tennis
tournament
didn't
meet
the
standard.

They
found
that
it
would
be
injurious
to
and
depreciate
the
value
of
other
property
improvements
in
the
neighborhood
in
which
it
is
located
due
to
increased
traffic
congestion,
pedestrian
traffic,
noise
and
litter,
all
of
which
would
be
an
unavoidable
consequence
again.
Tennis
tournaments,
not
twenty
eight
thousand
five
hundred
person
concerts,
does
that
sound
familiar.

Nothing
has
changed,
Northwestern
keeps
coming
back
and
asking
for
the
same
changes
and
the
same
opportunities
and
city
council
last
denied
this
request
in
2021
by
a
boat
of
seven
to
two
because
it
held
it
did
not
meet
the
standards
required
and
I
urge
this
commission
to.
Please
find
the
same

friends
in

Many
are
very
passionate
in
favor
of
this
Stadium
project
and
menu
or
not,
and
one
important
thing
to
know
about
my
background
is
that
I
undertake
these
types
of
studies.
These
implant
studies
professionally.

study,
which
was
the
one
prepared
on
northwestern's
behalf
and
I
reviewed
the
Johnson
Consulting
study,
which
was
the
one
that
the
city
commissioned
and
I
don't
have
an
opinion
about
this
Stadium
personally
or
the
project

really
don't
I'm
neutral
about
it,
but.

studies
don't
measure
a
lot
of
things.
They.

actual
demand
for
concerts
and,
most
importantly,
what
they
do
measure
is
a
regional
effect,
not
an
evanston-specific
economic
benefit,
and
you
might
say
well
how
can
this
be
like?
How
is
he
saying
this
I
think
the
thing
that
I
want
to
tell
everyone
is
that
the
implant
studies
are
a
single
tool.
There
are
more
or
less
theoretical
tool,
they're,
not
the
only
tool
in
Economist
toolbox.

They
tend
to
take
the
top
line,
which
is
the
revenues
numbers
and
make
a
bunch
of
assumptions
and
use
multipliers
to
then
spit
out
what
they
say
or
the
direct
the
indirect
and
the
induced
effects.
These
assumptions,
in
my
opinion,
have
not
been
provided
with
much
rigor.
The
multiplier
has
been
apply,
been
applied
fairly,
Loosely
they've
now
provided
backup,
and
you
don't
need
to
take
my
word
for
it.

let's
just
say
that
the
effects
that
are
the
most
furthest
removed
from
the
Direct
effects
of
the
project-
the
last
thing
I
would
say,
is:
there's
a
talk
in
these
reports
about
economic
benefit
and
fiscal
benefit
or
fiscal
impact.
I
think
it's
really
important
to
understand
that
the
annual
fiscal
impact-
that's
measured
in
these
studies-
and
this
is
Johnson
consulting's
number-
not
mine-
is
a
two
hundred
thousand
dollar
a
year
impact
on
tax
benefits.

a
benefit
to
having
the
permits
issued
initially
for
the
project
and
that's
in
the
order
of
10
or
11
million
dollars,
but
that's
one
time
the
annual
effect,
the
difference
between
what
kind
of
tax
benefits
there

2018,

real
world
to
what
the
projected
world
is,
is
on
the
order
of
a
couple
hundred
thousand
dollars.

what
I
just
want
to
say
in
conclusion
is,
in
my
opinion
this
is
not
an
economic
pot
of
gold
and

talk
about
the
potential
impacts
that
the
current
proposals
in
front
of
the
committee
would
have
to
the
neighborhood
and,
most
importantly,
to
our
children.
Here
are
a
few
pictures
as
I
share
a
little
background.
Information
about
me,
I've
been
working
as
an
engineer
in
Evanston
for
13
years
after
living,
two
blocks
south
of
Wrigley
Field
escaping
that
crazy
to
move
to
Ravenswood.
My
mother,
who
has
Alzheimer's
needed
to
come,
live
with
us
when
house
hunting.

We
wanted
to
maintain
that
Urban
feel
and
find
a
place
where
we
could
grow
a
community,
raise
kids
and
take
care
of
my
mother
while
still
having
access
to
a
lake.
Restaurants
and
shops
like
we
did
in
the
city.
Central
Street
was
a
perfect
solution.
A
small
but
thriving
business
district
with
neighborhoods
tucked
all
around
the
house
we
found
is
less
than
a
thousand
feet
from
the
stadium.
My
husband's
Uncle
played
football
for
NU
in
the
90s,
so
we'd
been
to
plenty
of
tailgates.

It
didn't
seem
that
bad
and
our
house
was
right
next
to
the
expansive
McCulloch
Park
that
Park
and
Central
Street
sold
us.
We
now
have
two
kids
and
we
are
out
and
about
all
the
time
there
are
15
Parks,
four
schools,
multiple
beaches.
All
within
a
mile
of
our
house,
we
spend
Friday
evenings
with
friends
at
Independence
Park
ordering
out
to
salva's
Pizza.

This
is
where
I
and
I'm
sure
many
hard-working
members
of
parks
and
rec
and
City
staff
might
take
objection
to
some
of
the
statements
made
by
both
Northwestern
and
their
supporters
about
Central,
Street
and
Evanston.
It's
been
called
a
ghost
town,
had
references
to
Tumbleweeds
and
been
called
blighted
and
the
worst
one.
Yet
Evanston
is
where
fun
goes
to
die.

The
reality
is
that
Evanston
is
a
fun
town
on
this
slide.
You'll
see
pictures
and
a
scrolling
list,
such
as
some
of
the
festivals
block
parties
and
events
that
happen
here.
Everyone,
adults,
children
and
businesses
are
still
recovering
from
the
pandemic.
All
the
hard
work
done
in
the
past
year
by
City
staff
and
residents
proves
that
there
is
vibrancy
life
and
fun
in
Evanston.
We
are
all
here
because
we
love
Evanston
and
we
want
to
grow
in
success.

But
what
happens
to
the
events
that
make
Evanston
special
of
city
streets
are
clogged
by
traffic
or
Shuttle
buses
and
concert.
Attendees
are
competing
for
parking
with
the
Northlight
Theater
space
or
the
movie
theater.
When
preparing
for
this
meeting
I
reached
out
to
some
neighbors
and
asked
if
their
stories
were
similar
as
to
ours.
Here's
a
couple
of
quotes.
Ours
is
a
neighborhood
where
we
take
care
of
one
another.
We
meet
at
the
local
park
and
watch
each
other's
children.

We
put
casseroles
on
porches
for
the
new
baby
or
The
Grieving
family,
and
we
volunteer
for
the
PTA.
My
child
has
special
needs
and
the
calm
and
gross
motor
play
in
the
park
helps
him
do
better
in
life.
We
call
the
morning
neighborhood
people
are
up
early,
walking
their
dogs
and
riding
bikes
to
children,
getting
coffee
working
in
their
garden
and
by
the
time
the
sun
sets
it's
peaceful
and
quiet.
We
left
the
city
specifically
to
get
away
from
the
noise
safety
concerns,
tourists
and
traffic.
Please
respect
our
home
and
our
peaceful
community.

is
the
essence
of
McCulloch
Park
and
Central
Street.
This
neighborhood
has
cohabitated
with
the
stadium
for
a
hundred
years,
and
both
Nu
and
Central
Street
have
mutually
benefited
from
that
relationship,
but
not
everything
is
seen
through
rose-colored
glasses.
Here's
what
we
were
told
about
living
next
to
northwestern's
football
stadium.
It's
fun!
We
like
to
support
the
team,
there's
lots
of
traffic,
but
it's
manageable,
just
buy
it.
It's
not
that
bad,
but
that
doesn't
always
align
with
reality.
The
reality
is
there
is
lots
and
lots
of
traffic,
and
it's
not
enough
parking.

Our
street
is
often
full
of
cars
before
8
AM
or
the
night
before
we
put
games
on
our
home
calendar.
The
second,
the
schedule
is
released
and
start
planning
around
them.
We
know
we
can't
leave
or
go
two
to
three
hours
before
after
a
game
cars
trying
to
find
parking
cut
through
alleys
and
speed
through
residential
streets.

If
there
happens
to
be
an
opening,
there's
never
been
communication
or
a
traffic
management
plan
to
direct
Neighbors
on
game
day
operations
or
what
streets
will
be
blocked
off
either
from
Nu
or
epd,
and
that
has
been
formally
requested.
Buses
idle
in
the
neighborhoods
there's
no
one
to
write
a
ticket
because
there
aren't
enough
parking
enforcement
officers
to
go
around
cars
are
parked
illegally
and
not
just
the
kids
parking
cars
on
their
lawns.
We're
talking
about
in
alleys,
encore
herbs
and
in
front
of
fire.

Hydrants
music
shakes
100
year
old
house
windows
and
night
game
lights
stream
into
kids
bedrooms,
porta
potties
get
tipped
over
and
trash
is
left
in
the
alleys
that
neighbors
then
get
fines
if
they
don't
actually
pick
it
up.
When
tailgating
goes
late,
it
is
left
to
the
neighbors
to
walk
over
and
ask
attendees
to
turn
down
the
music
caused.
Epd
have
been
gone
and
answered
with.
We
can't
do
anything
about
this,
fortunately,
for
the
Neighbors,
not
all
games
sell
out,
and
so
the
severity
isn't
always
this
bad,

9-1-1
usually
are
unable
to
respond.

So
we
don't
really
complain
that
much.
We
deal
with
it,
because
this
is
what
we
bought
into.
We
knew
what
we
were
getting,
but
those
games
where
there's
20
to
30
000
people
in
attendance.
You
feel
the
shift
in
the
neighborhood,
you
feel
it
start
to
squeeze,
and
it
is
at
capacity.
It
is
no
longer
livable
and
it's
not
just
about
drunk
people
in
traffic.
During
a
past,
Friday
Night,
Football
game
students,
schools
closed
early
to
release,
students
because
traffic
and
busing
were
a
safety
concern.

Where
others
may
not
be
so
lucky
and
have
unplanned
deliveries
or
unexpected
Health
emergencies,
like
we've
heard
about
tonight,
in
addition
to
the
lack
of
full-fledged
plans
for
menu
or
for
traffic
or
parking
or
managing
200
shuttle
bus
runs,
there
is
no
plan
to
reduce
the
very
real
Health
impacts
from
the
proposed
sound
transmission.
We've
heard
from
both
sides
about
sound
and
I
want
to
boil
it
down
for
you
without
a
fully
enclosed
stadium.
That
means
a
solid
roof.

I
know
we
want
to
have
fun,
but
this
matters
because
of
less
than
a
thousand
feet
from
the
edge
of
the
football
stadium
or
520
single-family
homes
and
21
multi-family
homes,
homes
of
brand
new,
fresh
out
of
the
NICU
Evanston
Hospital
babies,
all
the
way
to
elderly
adults
with
Alzheimer's
and
everyone
in
between
there
are
at
least
89
kids
under
the
age
of
12
and
another
26
between
12
and
18..
That
does
not
include
east
of
the
stadium
or
north
in
Wilmette.

Noise
pollution
has
serious
consequences
for
our
health.
Low
frequency
sound
travels,
greater
distances
and
passes
through
walls.
More
than
high
frequency.
Sound
children
are
more
susceptible
to
noise.
Pollution.
Kids
will
experience
impaired
concentration
and
possible
developmental
delays.
How
well
do
you
think
any
of
those
kids
will
sleep
at
night
with
three
to
four
hours
of
concert.

Music
throbbing
through
their
Windows
kids,
won't
be
able
to
play
outside
in
the
summer
or
fall
evenings
due
to
extreme
loudness
of
the
concert
music
in
the
neighborhood,
and
when
asked
what
a
news
plan
is
for
making
sure
that
concerts
end
on
time,
they
had
no
response.
We
know
from
experience.
Epd
doesn't
know
what
to
do
when
complaints
are
made
and
bands
knowingly
play
past
curfew
and
are
happy
to
pay
the
fee.
These
well-known
issues
in
the
concert
industry
and
yet
Nu
has
no
plan.

The
reason
it's
not
as
big
of
a
deal
elsewhere
is
because
literally
nowhere
else
hosts
concerts
at
a
venue
in
the
middle
of
a
residential
neighborhood
here
is
the
sound
map
that
we've
seen
already
tonight.
I
circled
Independence,
Park,
McCulloch,
Park
and
Evanston
Hospital,
and
you
was
repeatedly
asked
to
have
their
consultant,
expand
that
map
to
include
both
Central
Street
and
Evanston
Hospital,
but
they
have
refused
so
I
did
it
for
them.
I'm
an
engineer:
I
connect,
trampoline
and
I
know
how
to
use
a
highlighter.

decibels
are
shown
in
red
spreading
out
from
70
decibels.
All
the
way
to
Evanston,
Women's
Hospital
hope
those
babies
don't
care
for
reference.
The
who
recommends
35
decibels
during
the
day
and
30
decibels
at
night.
The
problem
is
this
map
is
a
one-time
estimate
with
wind
in
a
typical
Direction,
with
average
sound
pressures
for
the
area.
We
can
hear
Evanston
marching
band
over
two
miles
away
from
our
house.
We
can
hear
Dillo
day
and
out
of
space
concerts
depending
on
the
weather.

Now-
and
you
knows
this
because
in
a
recent
email
to
neighbors,
they
said
we
recognize
that
certain
environmental
factors,
including
wind
direction,
can
sometimes
amplify
sound
in
unpredictable
ways
on
the
screen.
Are
words
pulled
from
letters
written
to
this
committee
found
in
the
packets
online
about
the
proposed
zoning
changes,
parking
traffic,
noise
and
safety
were
the
most
frequent
concerns
that
residents
have
if
Nu
wants
to
build
an
almost
1
billion
dollar
stadium
and
then
thinks
it
cannot
afford
to
operate
it
without
concerts,
then
that's
on
them.

Maybe
it
forgot
to
consult
its
own
business
school,
but
typically
you
don't
buy
it.
If
you
can't
afford
it,
it's
not
our
responsibility
to
make
sure
University
with
a
15
billion
dollar
endowment
over
100
million
dollar
operating
service
and
a
football
team
that
just
signed
a
TV
deal
worth.
100
million
dollars
is
able
to
afford
the
operations
of
their
facility.

We
want
Evanston
to
thrive.
Do
you
recognize
these
pictures,
because
I
pulled
them
from
northwestern's
presentation
three
weeks
ago
we
want
to
support
graduation
ceremony,
students
and
athletes.
We
want
winter
festivals,
movie
nights
and
community
events,
and
the
best
part
is
that
we
can
have
all
of
that
right
now.
Andy's
current
zoning
allows
35
days
of
community
concerts
and
events.
These
events
can
and
will
drive
real
economic
benefit.
That
is
manageable,
repeat
the
word
manageable
for
the
city
and
the
neighborhood.

changes
they
are
proposing
are
not
just
about
18
hours
of
concert
time
but
60,
large
events
plus
16
concerts,
in
addition
to
the
football
men
and
women's
basketball,
softball,
Big,
Ten
and
NCAA
tournaments
and
other
events
in
the
Utah
District.
That
district
is
not
blighted
and
underutilized.
This
is
about
fundamentally
changing
the
character
of
a
neighborhood
and
impacting
the
health
of
our
kids.

congestion

the
setup

tear
down

concert
equipment,
as
well
as
the
negative
impact
of
traffic
parking
shuttles
on
concert
days,
both
at
Ryan
Field
and
in
downtown
Evanston.
This
is
not
just
a
Seventh
Ward
problem.
This
is
a
downtown
Evanston
nightmare
waiting
to
happen.

plans
to
consume
seven
parking
lots

downtown
Evanston,
leaving
a
deficit
for
all
other
patrons
of
restaurants,
movies,
Live
Theater
for
North
light
once
it
opens
and
downtown
residence

back
on
first
set
up
in
tear
down
times
for
stadium
concerts.

homes
within
a
thousand

Dame
has

and

Northwestern.

other
schools,
it
has
more
than
500
homes
within
a
thousand
feet,

that
means
thousands
of
residents
and

to
wrap
it
up.

conclusion,
the
neighborhoods
surrounding
the
stadium
are
thriving.
They
are

heart

soul
of
residence

stretch
of
my
imagination,
considered
buying
a
home
and
paying
them
out
I
paid
for
that
home
anywhere
near
Mega
entertainment
center.

top

qualities

buying

will

location,

congestion
