A
A
The
december
17th
meeting
will
be
looking
for
reviewboard
to
order
we'll
begin
by
calling
paul
commissioner
macbeth.
C
A
Thank
you,
mr
phillips
here
and
I'm
daniel
biss.
The
chair
is
here
as
well,
so
we
have
a
forum.
In
fact,
we
have
a
full
complement,
we're
ready
to
do
our
work.
I'll
begin
by
entertaining
a
motion.
Oh
before
we
start,
there
was
one
error
in
the
agenda.
B
A
So
we'll
public
comment
now
anyhow
in
compliance
with
the
meetings
act,
is
there
any
member
of
the
public
either
in
the
room
or
on
the
zoom
would
like
to
give
a
public
comment
just
to
be
clear?
This
is
anybody.
B
A
A
On
this
matter,
I'll
move
to.
A
Mr
macbeth
seconds
is
there
any
discussion
seeing
none
commissioner
mcvet.
C
A
Great
mcgrath.
B
A
Mr
phillips,
yes-
and
I
also
vote
yes
so
I'll
go
to
three
zero.
The
minutes
are
approved.
This
brings
us
to
a
few
spirits.
That
is,
has
three
different
applications
in
so
I
think
we
will
discuss.
E
A
Possibly
just
vote.
B
B
F
Sure,
thank
you,
mr
mayor.
My
name
is
pauletko.
I'm
the
founder
of
few
spirits
on
kind
of
the
southeast
corner
of
town
and
if
you're
guessing
most
people
are
at
least
vaguely
familiar
with
us,
but
over
several
years
we
have
been
lucky
enough
to
grow
the
business
and
over
that
over
this
growth.
We
have
worked
closely
with
various
city
officials
to
ensure
that
we
are
in
full
and
total
legal
compliance
over
the
last
several
weeks.
F
It's
my
understanding
that
there
has
been
a
view
that
there
may
be
some
opinions
changing
at
the
city,
and
so
we
are
trying
to
ensure
that
we
maintain
our
complete
and
total
adherence
to
city
rules
and
regulations,
and
we
are
seeking
to
get
full
licenses
for
each
of
our
properties.
F
One
of
them,
the
original
at
918,
chicago
avenue,
is
fully
and
totally
improperly
licensed,
and
you
know,
given
a
change
in
city
policy,
internally,
we're
seeking
to
make
sure
that
all
three
of
our
other
spaces
are
in
compliance.
F
A
Thanks
are
there
any
questions
from
the
commissioners?
I
guess
I
just
have
one
question,
commissioner:.
B
Helps
yes,
one
question
you
mentioned:
you
mentioned
four
businesses.
I
guess
we've
only
got
three
on
the
agenda
which
which
appear
to
be
the
storage
facilities
on
dempster
southward
mainstream
mentioned
the
chicago
avenue.
So
I
was
just
curious
about.
I
think
the
business
today
is
just
having
to
do
with
the
licensing
on
dumpster
cell
phone.
G
D
H
F
Correct
yeah,
so
our
original
property
at
night
18,
which
you
can
kind
of
see
in
the
fake
picture
behind
me
that
has
been
fully
and
totally
properly
licensed
for
whatever
it
is,
call
it
10
years
for
unless
I
look
up
the
date,
it
doesn't
matter
ten
years
and
then
now
we're
trying
to
make
sure
that
we
have
separate
licenses
for
all
three
of
the
other
facilities.
F
B
A
G
Sure
so
a
few
facilities
at
918
chicago
already
has
a
local
liquor
license
and
they
have
these
three
other
storage
facilities,
which
are
the
subject
of
the
licenses
on
the
agenda.
Today,
it
was
brought
to
my
attention
by
somebody.
I
think
believe
somebody
working
for
a
few
that
the
illinois
liquor
commission
was
not
issuing
state
licenses
for
those
these
three
other
facilities,
because
it
didn't
have
a
liquor
license
a
local
liquor
license.
G
I
don't
know
why
it
was
never
an
issue
for
the
state
commission
before,
but
it's
an
issue,
so
the
fuse
liquor
license
only
puts
their
918
chicago
avenue
address,
and
you
know
the
that
was
the
only
facility
they
applied
for
a
liquor
license
for.
So
I,
if
the
illinois
liquor
license
liquor,
commission
requires
local
liquor,
a
local
liquor
license
for
these
three
other
facilities.
Then
that's
why
we
put
it
on
the
agenda.
A
B
G
Just
just
to.
B
A
A
A
Not
here
in
person
in
part
because
he's
sick,
but
thanks
so
much
for
notwithstanding
your
illness
being
able
to
to
be
a
part
of
the
meeting
museum.
A
C
A
Phillips,
yes,
mayor
biscuits,
yes,
so
on
about
three
to
zero
items,
a
b
and
c
all
passed,
and
I
always.
F
Given
the
would
it
be
possible
to
request
a
waiver
of
the
rules
so
that
at
council
it
could
be
introduced
and
acted
on
in
the
same
meeting.
G
Yeah
I'll
email,
the
council,
member
braithwaite
and
I
believe
it's
bead,
but
it's
yeah.
I
can
I'll
ask
them
to
do
that,
so
it
can
all
be
introduced
and
acted
upon
at
the
january
10th
meeting,
wonderful.
A
A
Street
are
in
the
second
ward,
on
the
south
boulevard
in
the
ninth
ward
and
typically
the
way
it
usually
goes.
Mr
fletcher
is
they
would
they
would
just
ask
for
that
happen,
and
then
everyone
or
narrow
no
promises,
but
ordinarily,
everyone
would
just
agree
on
the
vote
would
happen
without
a
lot
of
controversy.
On
january
10th.
F
A
This
brings
us
to
item
d
on
the
agenda,
which
is
a
633
outpost
llc
doing
business
with
estacion.
Is
someone
here
from
estacion
to
speak
to
this.
H
Yes,
marcos,
rivera.
H
For
a
full
liquor
for
a
restaurant
on
howard,
we
we
started
this
project.
You
know
right
before
colbert
and
got
hit.
You
know
with
kobet,
so
we
kind
of
put
everything
on
on
hold
and
now
you
know
we're
back
at
it,
and
hopefully
you
know
we
can
get
it
open
relatively
soon,
but
we're
looking.
You
know
to
to
be
open,
lunch
and
dinner
and
have
a
serve
beer,
wine
and
mixed
drinks
as
well.
A
Commissioner,
phillips
approve
of
the
class
d
license
for
howard,
three
three
outpost:
llc
doing
business
with
assassin.
Is
there
a
second.
A
The
motion
passes
and
the
the
approval
recommendation
will
go
to
council.
Mr
rivera,
did
you
want
to
make
a
similar
request
to
have
the
rules
suspended
so
that
introduction
and
action
can
both
take
place
on
january
10th.
D
A
A
B
D
To
thank
you
guys
for
for
creating
the
hell
to
look
your
license
category,
as
I
explained
before,
we're
a
small
registered.
D
C
A
That
he's
coming
to
apply
for
the
license
that
was
created
for
him
with
for
small
grocery
stores,
with
small
small
liquor
displays,
and
I
don't
know
something
you
want
to
repeat
from
your
presentation
in
particular,
where
we're
a
new
business
in
evanston.
We
started
because
of
the
pandemic.
We.
D
Primarily
sell
local
produce
and
other
local
pantry
items
and
we're
looking
to
sell
and
craft
beers
that
are
produced
in
illinois
and
some
that
are
produced
here
in.
D
The
site
is
located
at
810,
dempster
street
606
60202,
so
right
on
the
south
side
of
dumpster
in
between
ridge
and
chicago,
where
human
used
to
be.
Did
you
hear
that.
A
Llc
commissioner
phillips
makes
a
historic
motion
first
ever
motion
to
approve
a
class
l2
license
here
in
the
city
of
evanston
to
the
village
of
armstrong,
llc,
dba,
village
farm
stand.
Is
there
a
second.
C
D
The
same
yes,
please
I'd
like
to
request
the
waiver
so.
A
And
my
guess,
based
on
his
presence
here,
is
it'll,
probably
be
pretty
pretty
favorable,
but
congratulations.
A
This
brings
us
to
item
f
on
the
agenda.
It
looks
like
someone's
waiting
to
get
let
into.
E
E
We
had
a
lot
of
customers
that
got
very
used
to
coming
in
early
in
the
morning
before
they
headed
out
to
work,
to
grab
their
liquor
and
once
once
that
state
of
emergency
ended,
our
license
went
back
to
the
8,
am
time
slot
and
that's
really
affected
our
bottom
line.
Some
of
these
customers
are
upset
or
finding
other
places
to
go,
and
we
were
we're
here
today
to
request
that
that
extension
be
made
permanent
moving
forward.
A
Are
there
personal
brian?
Do
you
have
anything
to
add
to
that
description.
G
No,
that
pretty
much
sums
it
up
during
the
state
of
emergency
in
the
city,
the
mayor
was
able
to
was
given
emergency
powers
that
allowed
him
to
set
aside
some
of
the
restrictions
of
the
liquor
code,
and
that
was
one
of
them.
I
guess
I
I
I
was
not
aware
of
it
at
the
time,
but
I
guess
mayor
hager,
mayor
herring,
you
did
allow
6
a.m.
G
Alcohol
sales
at
this
oakton,
shell
and
yeah,
and
then
once
the
state
of
emergency
ended,
it
went
back
to
what
was
is
codified,
which
is
an
8
a.m,
start
for
alcohol
service
yeah.
That's
the
extent
of
my
knowledge
of
the
situation.
E
E
So
I'm
not
sure
why
why
that's
different,
but
that's
this
would
bring
us
in
line
with
the
state
of
illinois
times,
and
you
know,
as
aside
from
all
that,
we've
been
a
good
responsible
contributing
member
of
the
community.
We
upgraded
our
pumps
recently
at
the
store.
We
did
our
landscaping
and
also
renewed
our
basset
certificates
to
make
sure
that
we're
in
compliance
and
serving
everything
within
the
law.
G
I
will
just
have
like
well
one
comment
I
emailed
councilmember
reed.
I
believe
it's
in
the
eighth
ward
and
just
let
him
know
about
that.
This
was
going
to
be
on
the
agenda.
G
B
A
If
you
don't
mind
question,
let
me
ask
some
follow-ups
on
that.
So,
first
of
all
brian
just
remind
me,
I
know
I
know
remind
me
how
many
class
o
licenses
there.
A
What
are
there?
Other
licenses
that
have
currently
have
an
8
am
start
time
where
the,
where
the
the
issue
just
raised
might
come
up,
or
someone
might
say:
well,
hey
you
just
moved.
You
just
gave
the
class
0
8
am
folks
these
after
two
hours.
How
about
me.
G
Right,
I
don't
know
off
the
top
of
my
head,
while
other
classes
start
at
8am,
but
I
believe
that
grocery
stores
and
and
businesses
like
that,
would
have
a
similar
start
time.
C
I
believe
I
believe,
when
the
issue
came
up
before
it
was
on
oakton
now
yeah
oakton
across
from
diagonally
across
from
home
depot.
You
know
that
little
place
where
they
have
dunkin
donuts,
it's
a
whole
little
whatever
there
and
they
sell
alcohol
there
too,
and
I
think
that's
the
one
that
wanted
to
go
to
6
a.m.
I
may
be
wrong,
but
that's
what
I
remember.
A
And
do
you
know
brian
or
anybody,
but
realistically
brian,
I
think
what
exactly
mayor
hagerty's
action
was?
Was
it
specifically
for
this
location
specifically
for
class
o?
Was
it
for
a
broader
category
like
what?
What
exactly
did
mayor
hagerty
do
that
were
who
were
seeking
to
reinstate
to
enact.
G
Honestly,
I
don't
know-
I
only
knew
found
out
about
this.
After
the
fact
I
see
a
former
council
member
rainey
is
on
the
zoom.
She
might
have
an
idea,
but
I
only
found
out
about
this
after
the
fact
when
the
folks
at
the
shell
asked
about
making
it
permanent-
and
I
was
just
looking
through
the
code
real
quickly.
The
other
businesses
that
have
8
am
stats.
8
am
start
times
are
generally
grocery
stores
or
package
stores.
A
G
J
May
I
speak
mayor
okay.
Well,
I
actually
was
the
person
who
requested
the
original
license
for
the
gas
station.
It
is
really
you
could
probably
survive
by
only
shopping
at
this
gas
station.
They
have
atm
all
every
single
you
know
product
you
could
possibly
want.
I
never
felt
that
the
6am
purchase
of
packaged
liquor
was
a
big
deal.
J
I
feel
that
the
later
you
sell
liquor
is
a
more
problematic
issue.
Most
people
aren't
partying
at
six
a.m
in
the
morning
or
starting
to
party.
So
even
if
a
grocery
store
asked
to
sell
liquor
at
6am
in
the
morning,
I
don't
think
it
would
be
such
a
big
deal
if
somebody
is
out
shopping
for
a
party
late
that
night,
that
might
be
a
convenience.
J
So
but
this
is
the
only
gas
station
that
has
liquor
and
mayor
hagerty
did
that
during
the
pandemic,
as
he
did,
allow
was
one
of
the
first
mayors
to
allow
cocktails
at
the
curb
mix
pre-mixed
cocktails,
to
be
sold
at
the
curb.
Of
course,
what
happened
was
later
on
pritzker
or
the
liquor
commission
state
liquor.
Commission
decided,
oh
that
wasn't
a
good
idea,
and
so
they
they
penalized
all
the
bars
and
restaurants
and
cocktail
lounges
for
eight
months
and
denied
that
right
and
overruled
the
local
liquor.
J
Commissioners,
and
so
it
put
many
of
those
locations
underwater
and
then
suddenly
got
you
know
religion
and
opened
up
and
allowed
cocktails
at
the
curb
and,
as
you
know,
that
really
helped
all
those
restaurants
and
bars
come
back.
J
So
this
is
a
request
from
probably
one
of
the
most
responsible
businesses
and
most
of
our
businesses
are
responsible,
but
this
place
has
just
gone
above
and
beyond
the
call
of
duty.
It's
a
spotless
facility,
they've
they've,
never
had
any
issues.
They've
they've
been
supportive
of
the
police
and
fire
foundation
beyond
anybody's
imagination.
J
They
they've
just
done
so
much
in
the
community
but,
more
importantly,
they've
been
a
responsible
seller
of
beer
and
wine
and
and
beer
and
wine,
and
so
that's
why
I
would
support
their
request.
I
I
I
don't
think
it
makes
a
big
difference.
I
don't
know
how
much
more
beer
and
wine
they
sell
at
six
o'clock,
but
I
guess
a
few
people
want
to
buy
it
at
that
time.
J
But
since
there's
never
ever
been
a
problem-
and
this
is
a
24-hour
station
by
the
way
so
they're
open
all
night
long
and
so
they
they're
subjected
to
all
sorts
of
possible
issues
for
24
hours
a
day
and
they've
never
really
had
any
and
like
they
just
said
all
of
their
pumps
have
been
replaced.
They're
brand
new,
the
place,
it's
really
a
pleasure
to
go
there
and
get
gas.
You
know
I
mean
I
I
rarely
go
any
place
else.
So
it's
it's.
J
You
know,
and
it
is
in
the
eighth
ward
and
it
does
enhance
that
area.
The
sports
dome,
the
cube,
smart,
gordon
foods.
I
mean
it's,
it's
really
quite
a
little
community
there
and
you
know
they
all.
They
share
parking
with
the
sports
dome.
They
they
reached
out
right
away.
When
sports
dome
got
overloaded
and
said,
hey
yeah,
you
can
park
behind
our
gas
station
you,
you
know,
you
need
spaces,
we're
going
to
help
you
out.
J
A
At
first
in
the
morning,
so
I
I
don't,
you
know,
I'm
probably
the
wrong
person
the
wrong
audience
for
this.
I
would
just
say
personally,
I'm
comfortable
with
this,
but
I
agree
with
with
commissioner
macbeth
that
we,
if,
if
we
do
this,
it
should
be
because
we're
comfortable
with
grocery
stores
selling
alcohol
starting
at
six,
and
we
should
be
prepared
for
others
to
come
and
make
that
request.
A
B
J
Yeah,
I
think
they're
open
24
hours.
The
station
is
jewel
used
to
be
open,
24
hours-
I
don't
I'm.
I
don't
know
if
they
are
anymore.
D
A
For
sure
you
know
I
would
I
would.
A
A
J
B
A
Do
something?
Are
there
further
questions
either
from
commissioner
phillips
or
commission
mcbest.
F
Of
this
proposal,
with
my
only
possible
objection,
my
desire
to
include
distilled
spirits
in
the
license
as
well,
but
that
would
be
an
addition
rather
than
a
yes,
it's
a
yes
and
not
a
no,
but
but
I
vote
and
I'm
in
favor
of
it.
A
Great
well
seeing
seeing
this
robust
input
and
I've
been
seeing
no
more
questions
from
the
commission.
I
would
entertain
emotion
on
item
at
this
time.
A
Classo
ordinance
indicated
and
indicated
an
item
f
on
the
agenda.
Three
free.
B
A
I
will
second
that
motion,
so
this
motion
is
made
by
commissioner
phillips,
the
second
by
mayor
bis.
Is
there
any
further
discussion
before
the
roll
call?
A
In
that
case,
commissioner
phillips?
Oh,
yes,
commissioner,
abstaining
mayor
vista.
Yes,
I
want
to
go
to
two
to
zero.
This
motion
passes,
and
this
item
will
be
on
the
january
10th
city
council
agenda
for
introduction,
unlike
items
a
through
e,
something
like
this
would
not
customarily
be
for
introduction
and
actions
at
the
same
time
so
like
we
have
to
put
it
on
both
the
24th
but
we'll
arrive
to
council
with
a
favorable
recommendation
from
this
commission.
A
A
This
brings
us
to
item
g,
which
seems
like
it's
kind
of
a
dealing
with
the
phantom.
So
I'm
guessing
there's
nobody
here
to
testify
and
supported
it.
G
Brian
right
yeah,
it's
I
honestly,
I
I
just
put
it
on
the
agenda
just
out
of
an
over
abundance
of
caution.
This
business
went
out
of
in
grape
company.
I
believe
it's
called,
went
out
of
business
and
they're
no
longer
holding
a
liquor
license
and
just
to
clean
up
the
the
code
that
that
amendment
needs
to
be
approved.
G
So,
no
matter
how
the
liquor
commission,
the
liquor
board
puts
in
grape
company
no
longer
is
in
business
in
evanston
right.
A
Right
now,
that's
probably
out
of
our
control.
I
know
that
commissioner
phillips
had
a
question
on
this
taco
yeah
brian.
My
question
on
this
is.
B
B
G
G
I
if
I
had
to
guess
it's
just
another
way
of
keeping
track
of
liquor
licenses
in
the
city,
you're
right
it
or
it
does
kind
of
cause
an
administrative
headache
just
to
have
to
add
it
and
delete
them.
But
I
guess
it
makes
sense
in
in
in
a
way,
because
when
city
council
approves
these
licenses,
that's
kind
of
how
they're
approving
it
the
ordinance
and
changing
the
code.
A
E
G
A
One
would
be
to
delete
this
license
altogether,
since
there
aren't
any.
So
why
should
we
have
a
phantom
part
of
the
code
that
describes
the
type
of
license
that
doesn't
exist
and
the
third
is
to
do
nothing,
because,
after
all,
what
the
code
says
is
no
more
than
one
such
license
still
reinforced
and
in
fact
zero
is
a
number
that
is
no
more
than
one
and
so
we're
currently
in
compliance.
B
G
Or
three
honestly
they're,
both
viable
all
three
of
them
are
viable
options.
I
guess
the
third
option
yeah.
I
guess
I
hadn't
even
considered
that
that
as
a
possibility
but
sure
yeah
it
just
I
guess
it
doesn't
in
this.
At
the
end
of
the
day,
I
guess
it
doesn't
really
matter
it's
more.
Just
like
cleaning
up
the
code.
A
G
Zero,
the
only
reason
I
guess
I
can
see
to
keep
it
there
and
have
it
it's
to
keep
the
class
m
license
and
have
it
at
zero
is
in
case
there's
another
similar
business
that
wants
to
open
up
in
the
city,
and
so
we
don't
have
to
rewrite
the
code
to
include
you
know
a
class
m
license,
but
you
know
I
guess
realistically
the
chances
of
that
happening
or
somewhat
remote
or
at
least
they're.
Not
it's
not
an
urgent
thing.
A
A
G
B
G
G
B
A
A
A
C
G
C
I
we
have.
We
have
talked
about
this
for
years.
The
abundance
of
codes
of
liquor
license
importances.
We
have,
and
we
have
had
at
times
where
you
are
making
specific
ordinances
for
a
particular
business
and
it
was
becoming,
or
it
becomes
overwhelming
in
that
you've
got
all
these
things
are
really
tailored
to
one
business
and
there
was
discussion
of
trying
to
combine
or
coordinate
the
ordinances,
so
there
won't
be
quite
so
many
individual
ones
so
that
if
you
could
put
them
so
there
would
be
not
necessary.
C
A
Well,
I
think
we
sort
of
named
all
the
options.
I
want
to
firmly
put
myself
on
the
campus.
I
would,
I
think,
we're
probably
ready
to
vote
or
not
vote
as
people
prefer.
Someone
want
to
make
a
motion
on
this
topic.
B
G
I
I,
I
guess
I'll
say
that
you
know
with
some
of
the
more
common
licenses
like
a
class
d
class
c.
Those
licenses,
those
are
more
like
the
restaurant
licenses-
are
the
ones
that
are
more
commonly
applied
for
and
when
I
put
something
before
city
council
for
approval
when
they're
approving
it.
What
they're
proving
is
essentially
just
that
change
to
the
ordinance
that
says
you
know
the
the
number
of
lice
class
d
licenses
in
the
city
at
any
one
time
will
be.
It
will
be
50
instead
of
55
it's
crossed
out
and
put
56..
G
That's
the
thing
that
they're
that's
the
ordinance
and
that's
the
change
to
the
code
that
the
city
council
is
proving
when
they
approve
a
class
d
or
like
one
of
those
more
common
licenses
and
in
this
particular
case
with
it
just
being
reduced
to
zero
yeah,
it's
kind
of
an
absurd
result.
I
get
that,
but
just
to
kind
of
maintain
the
consistency
for
all
of
the
classes.
G
That's
just
how
you
know.
If
we've
gone
gone
about
it.
A
To
approve
the
proposed
amendment
plastic
ordinance,
the
the
motion
activated,
light
and
room
2404.
E
A
On
commissioner
phillips
all
right
approved.
A
Mayor
this
approves
as
well.
I
want
to
agree
to
your
vote.
This
will
also
be
sent
to
council
thanks
again
to
everyone
for
participating.
Brian
really,
especially
thank
you
and
feel
better
soon.
Thank
you
and
with
that
saying,
no
further
business
to
come
before
is
the
december
17th
meeting
of
the
evanston
liquor
control
review
board
stands.
