away

24th

at

Church

for
the
visitation
and
7pm
for
the
services.

is
the
first
council
meeting,
since
we
heard
that
we
got
the
Neighborhood
Stabilization
program
grant
for
18
million
one
hundred
fifty
thousand
dollars
from
the
federal
government.
I
would
like
to
thank
Senator,
Durbin
and
congresswoman
Schakowsky
for
all
their
help
and
congresswoman
Schakowsky
asked
me
to
be
sure
to
congratulate
the
staff,
the
city
staff,
because
the
application
was
so
well
done
that
we
were
one
of
60
cities
in
the
United
States
to
get
the
money.

transitioning
into
our
new

talk

our
affordable
living.

that's
coming

Evening,
the
city
of
Evanston
is
hosting
an
affordable
living
fair
on
saturday
january
thirtieth
at
the
fleetwood
Jourdain
center
located
at
1655
foster
street
from
ten
a.m.
until
two
p.m.
at
the
event.
Income
eligible
residents
can
sign
up
for
the
illinois
home
weatherization
assistance
program,
which
is
a
free
program
that
improves
drafty
homes
and
reduces
heating
expenses.
The
program
is
federally
funded
and
administered
locally
by
cita.
I
To
sign
up
for
the
program,
attendees
will
need
to
bring
proof
of
income
for
each
member
of
their
household
over
16
social
security
cards
for
all
household
members
and
proof
of
ownership
of
the
dwelling
for
attendees
that
don't
own
their
homes.
The
fair
offers
demonstrations
on
weatherization
techniques
that
residents
can
do
themselves
and
free
basic
weatherization
kits
at
10am.
Multifamily
building
owners
are
invited
to
attend
an
informational
seminar
on
multi-family
Illinois,
home
weatherization
assistance
program,
which
weatherize
is
residential
buildings
at
no
cost
to
the
owner.

If
sixty-six
percent
or
more
of
the
building's
tenants
are
income
eligible
income
guidelines
can
be
found
on
the
city's
website.
Additionally,
attendees
can
learn
about
foreclosure
prevention,
home
rehab,
financing,
flood
prevention,
affordable
nutritional
meals,
energy
bill
reduction
strategies,
home
safety,
recycling,
sidewalk
repair
and
environmentally
friendly
pest
control.

be

the

into

called
distracted,
driving,
America's
new
deadly
epidemic,
currently
19
states
and
Washington
banned
texting
while
driving
and
six
states
and
Washington
I'm.
Sorry
and
six
states
in
Washington
require
the
use
of
hands-free
devices
and
in
December
the
House
of
Representative
passed
an
ordinance
banning
8,000
house
employees
from
from
texting
while
driving
following
an
order
by
President
Obama
banning
4.5
million
federal
employees
from
texting
while
driving
state
provided
cars
are
using
state
provided
phones.

Chicago
has
also
passed
a
law
and,
as
Evans
evanston
shares
boundaries
with
Chicago.
We
believe
in
encourage
passing
this
ordinance
will
give
law
enforcement
a
clear
and
unambiguous
law
that
empowers
them
to
stop
distracted,
driving
and
save
lives.
Eighty
percent
of
crashes
are
due
to
distracted
driving.
These
deaths
are
unnecessary
and
can
be
stopped.
A
recent
study
by
the
Virginia
Tech
Transportation
Institute
describes
distracted
driving
as
23
times
worse
than
driving,
while
not
using
a
cell
phone.

is
more
likely
to
get
you
on
22-23
more
times
likely
to
be
in
a
crash
while
texting
and
driving.
That
is
pretty
much
the
longest
duration.
Your
eyes
are
off.
The
road
is
while
you're
texting.
This
equates
to
draw
a
driver
traveling
the
length
of
a
football
field
at
55
miles
per
hour.
Without
looking
at
the
road.

all
have

desire
to
reduce
traffic
accidents
and
make
our
streets
safer.
The
Evanston
bicycle
club
has
passed
a
resolution
supporting
the
proposed
ban
of
handheld
cell
phone
use,
while
driving
as
well
as
a
total
beyond,
while
driving
riding
bikes.
We
are
always
watching
for
eye
contact
from
drivers.
It
seems
that
drivers
on
cell
phones
appear
to
be
so
distracted
that
we
cannot
make
eye
contact
with
them.
Some
of
our
writers
have
reported
being
involved
in
bike
accidents
with
motor
vehicles
being
driven
by
a
person
talking
or
texting
on
their
phone.

Distracted
driving
is
dangerous
and
delays
a
drivers
reactions
as
much
as
being
legally
at
the
legal
limit
of
alcohol
consumption.
Drivers
who
use
handheld
devices
are
four
times
as
likely
to
get
into
crashes
serious
enough
to
injure
themselves.
Nearly
6,000
people
died
in
2008
in
crashes,
involving
a
distracted
or
inattentive
driver.

while
using
a
cell
phone
reduces
the
amount
of
brain
activity
associated
with
driving

thirty-seven
percent

in
2008,
more
than
800,000
vehicles
were
driven
by

using
a

Federal
Express
in

prohibit

of
Illinois
has

banning
texting
while

heard
that,

course,
President
Obama
has
banned
texting
while
driving
for
government

brought
up
texting
because
some
experts
feel
it's

dangerous
than
just
talking
on
a
cell
phone.
So
if
evanston
has
a
handheld
cell
phone
ban
while
driving,
it
should
also
reduce
the
amount
of
texting
taking
place
while
people
are
driving.

messaging
or
texting
encompasses
for
the
government
encompasses
more
than
simply
sending
a
message
via
a
handheld
communication
device.
It
also
includes
reading
from
any
handheld
or
other
electronic
device,
including
for
the
purpose

SMS,
texting,
emailing,

messaging,
obtaining
navigational
information
or
engaging
in
any
other
form
of
electronic
data
retrieval

electronic
data
communication.

set
of
statistics,
a
personal
injury
law
firm
reports
that
texting
is

dangerous

driven

home

home
and

the

of
the

the

family
came

office

by

support
of
the
relief
effort
for
the
victims
of
the
earthquake
in
Haiti.

repealing

changes
that
we
made

September

returning

the
prior

to
look
at
addressing
the
issues
that
have
arisen
over

we
are
now
having
come

lead

more

serious
pedestrian
injuries

pedestrian
fatalities.

deadly

19
states

Washington
banned
texting
while
driving
and
six
states
and
Washington

Washington

House
of
Representative
passed
an
ordinance
banning
