businesses,
and
so
I
thought

they're
working
on

the

meeting,
we
will
all
have
a
greater
sense

all

wonderful
opportunities

are

coming

our
local
businesses.

share

committee

you're
working
on
and
that
at
the
appropriate

we

bring

letting
me
speak
for
a
couple
minutes.
So
just
briefly
about
me,
I've
been
with
the
city
since
2012
in
a
couple
of
different
roles,
and
most
recently
now,
I'm
currently
serving
as
the
interim
director
of
administrative
services.
A
Administrative
services
for
the
city
includes
things
like
parking,
I.t,
hr,
payroll
fleet
and
facilities
management
and,
more
recently,
since
the
covet
crisis,
I've
been
heavily
involved
in
eoc
operations
and,
most
recently,
as
the
lead
for
recovery
focusing
on
the
community,
laura
biggs,
our
city
engineer
in
the
public
works
department.
She
is
the
other
recovery,
co-lead
and
she's,
focusing
mostly
on
city
operations.
A
My
focus
was
a
little
bit
more
external
to
the
community
and
basically
our
group
falls
into
our
recovery
community
group
kind
of
breaks
into
two
branches.
One
branch
is
kind
of
focused
on
the
community,
the
employees
and
staff
and
making
sure
from
a
well-being,
perspective
and
equipment
and
so
forth
that
they
have
the
tools
that
they
need.
But
the
other
group
is
most
relevant
to
this
committee
tonight
and
jesus
vega
actually
is
one
of
the
folks.
A
That's
helping
me
and
this
other
and
this
other
branch
of
our
group
focused
like
community
engagement,
namely
we're
doing
two
different
needs
assessments,
one
focused
on
individuals
and
one
focused
on
organizations,
I'm
pleased
to
say
tonight,
areas
of
tonight
we've
got
about
700
responses
on
our
individual
needs
assessment,
which
is
great
that's
more
than
we
expect
at
this
point
in
time
we
did
a
formal
news
release
just
yesterday
and
got
almost
700
responses
already
it'll,
be
in
the
city
e
newsletter
tomorrow
and
there's
also
an
organizational
needs
assessment
so,
and
that
includes
businesses
too
businesses
non-profits
restaurants,
other
groups,
we're
asking
for
them
to
fill
this
out
as
well
and
it's
a
short
survey.
A
It
takes
four
five
six
minutes
at
the
most
and
we've
already
gleaned
a
lot
of
great
information,
we'll
be
sharing
some
of
that
in
the
coming
days
as
well,
and
then,
lastly,
ultimate
great
way.
Now
I
have
been
talking
about
some
concerns.
Well,
we
we
also
have
a
separate
group.
That's
focused
on
digital
divide
stuff.
A
I
won't
dig
deep
on
that,
but
audrey
thompson,
the
library,
myself
and
some
other
folks
are
working
on
that
issue,
which
has
only
been
exacerbated
since
the
covet
19
crisis
and
then
lastly,
I
think
one
of
our
biggest
concerns
is
an
alternate
breakthrough
and
I've
discussed
this
is
you
know?
A
number
of
our
businesses
are
hurting.
Obviously,
throughout
the
country,
especially,
you
know
here
in
illinois,
where
on
cobia
19
took
a
heavy
toll.
A
The
some
of
the
studies
have
shown
that
minority
or
black
businesses
are
twice
as
likely
to
be
in
jeopardy
of
going
out
of
business.
The
numbers
are
somewhere
in
the
you
know:
low
20s
as
far
as
businesses
that
are
on
the
brink
and
that
number
doubled
for
minority
and
black
owned
businesses.
So
that's
definitely
a
heavy
focus
of
ours
is
making
sure
that
all
of
our
businesses,
especially
minority
and
black
home
businesses,
have
the
tools
and
the
resources
that
they
need.
A
There's
just
there's
going
to
be
some
there
have
been
and
will
continue
to
be,
some
really
great
programs,
although
they
helped
me
share
some
information
about
paypal
that
have
had
a
530
million
dollar
program.
Much
of
that
was
targeted
for
black
owned
businesses
and
those
grants
up
to
ten
thousand
dollars
and
there's
going
to
be
a
number
of
more
opportunities
from
other
companies
and
private
sector
on
that
front.
We
want
to
continue
to
make
sure
that
everyone's
aware
of
that.

foundation
about
12

the
last
15
years
and
I'm
currently
in
the
vice
president
for
a
community
investment
role
and
if
you're
not
familiar
familiar
with
the
evanston
community
foundation,
we
we
work
with
evanston
to
help
it
become
more
vibrant,
just
and
equitable,
the
community
that
we
know
it
can
be,
and
we
do
that
by
building
and
distributing
resources
by
building
leadership
in
the
community.
Alderman
braithwaite
and
I
are
both
proud
leadership
of
instagram
and
engaging
in
cross-sector
partnerships
and
with
this
covid
crisis.
I
It's
been
really
amazing.
How
I
feel
like
the
the
silos
overused
word,
but
the
silos
have
really
come
down
and
we've
been
able
to
engage
together
in
ways
we
just
at
least
in
my
in
my
12
years.
I
just
haven't
seen
before
so.
Our
ceo
monique
brunson
jones
and
dave
davis
of
northwestern
co-chair,
the
non-profit
task
force
that
reports
to
the
mayor's
covent
task
force
and
there's
nine.
I
I
believe
nine
subcommittees
that
report
that
that
talk
every
week
on
on
a
call
that
that
they
host
and
and
audrey
thompson-
and
I
I
work
together
closely
on
the
food
and
security
and
the
seniors
task
force
and
and
also
have
worked
together
with
evanston311
and
the
library,
nonprofit
partners
and
a
number
of
business
partners
to
really
launch
the
evanston
care
network,
which
I
would
love
to
fill
your
ear
about
the
based
on
community
voice.
I
We
built
a
three-phased
strategy
relieve
recover
and
rebuild
we've
raised
in
eight
weeks,
2.5
million
dollars
and
have
deployed
1.7
million
that
has
really
focused
on
relief
to
our
our
most
vulnerable
residents.
A
big
part
of
that
is
food
provision
and
early
on,
we
pulled
in.
We
started
granting
to
five
minority
owned
women
and
minority
owned
businesses
to
cover
the
costs
of
their
operations,
but
also
food
delivery
and
food
provision
and
have
been
working
with
them
closely.
I
We've
found
that
community
foundations
are
the
only
philanthropic
vehicle
that
allows
for
grants
to
businesses,
and
so-
and
this
is
something
we've
our
amazing
cfo
has
been
able
to
to
work
to
achieve,
and
so
I'm
here
to
listen
to
all
of
you
and
the
foundation
moving
into
recover
and
rebuild
really
sees
building
on
these
cross-sector
partnerships
and
really
working
to
support
black
and
minority
and
women-owned
businesses.

two

our
staff
they'll
be
presenting
later

we're

role

local
employment
programs,

I've
just
recently
started

monitor

the
private
industry
projects,
so

veers

as
focuses
on
companies
with
economic
development
groups.

I'm
a
partner
at
condor
partners
we're
an
impact
development
company,
headquartered
in
chicago,
but
I
I
am
an
evidence
in
resident
for
close
to
14
years,
and
this
is
my
second
project
in
evanston.

We
are
currently
developing
1815
ridge,
which
is
the
assisted
living
building,
going
up,
ketty
corner
to
heckes
right
at
right.
Before
you
get
to
the
overpass
going
north
on
ridge,
just
north
of
mount
zion
church,
163
unit,
nine
story
assisted
living
building.

But
it's
a
it's
a
great
project.
I've
got
my
my
colleague,
tim
moran
who's,
the
project
manager
for
my
team
on
the
phone
here,
as
well
as
my
general
contractors
mark
valenti
owner
of
valenti
builders
and
jack
scappen,
our
project
manager
on
site,
to
talk
a
little
bit
more
about
what
we're
doing,
but
there's
two
aspects
of
the
project
which
has
just
just
started.
We
just
put
up
the
fences
and
broke
ground
in
the
middle
of
march.

Thank
god.
We
we
got,
we
got
it.
We
got
it
started
before
everything
shut
down
and
have
been
able
to
continue.
We
have
two
jobs
programs
that
we're
working
on.
One
is
the
construction
jobs
program
which
is
which
we've
pushed
beyond
a
local
employment
program
to
an
actual
union
apprenticeship
program,
so
we're
we're
gaining
connections
and
skills
and
relationships
with
those
who
are
coming
to
the
program
to
actually
go
out
after
the
job
is
done
in
a
year
and
have
full-time
employment.

Union
skill
based
employment
for
the
rest
of
their
lives,
which
you
know
is
is
was
something
that
we
had
trouble
with
on.
We
built
the
1571
maple,
which
is
the
apart.
The
12-story
apartment
building
across
from
benison's
on
maple
and
davis,
we
had
a
hard
time
with
the
local
employment
requirement
there,
because
there
wasn't
anything.
First
of
all,
there
were
there
weren't.
Very
there
were
very
few
union
employees
that
were
unemployed,
as
you
know,
and
it's
a
union
job
and
there
are
strict
rules
about
what
we
can
and
can't
do.

After
that,
once
the
project
is
built,
we
have
pledged
to
hire
at
least
50
percent
of
our
employees
in
the
building
from
evanston
that
represents
between
30
and
50
jobs,
which
will
be
full-time,
part-time,
entry-level
and
and
professional
level.
Jobs
in
health
care,
great
opportunities
in
healthcare
to
learn
on
site,
to
be
promoted
from
within,
to
move
to
move
to
new
properties
and
and
and
build
and
build
a
career
in,
so
we're
we're
pretty
proud
of
that.
We
obviously
we
haven't
started
that
pro
that
process.

Yet
well,
that'll
probably
be
in
about
a
year,
maybe
maybe
nine
months
that
will
really
start
to
ramp
up
to
to
kind
of
collect
that
that
pro,
that
that
stuff
so
really
happy
to
be
here
and
and
be
part
of
this
conversation
and
later
on,
you'll
hear
more
from
the
general
contractor,
who
has
been
working
very
hard
with
sharon
and
other
and
other
community
groups
to
find
candidates
and
and
place
them
with
appropriate
positions.

executive
director
of
the
evanston
rebuilding
warehouse
and
I
was
asked
to
come
and
let
you
know
what
we've
done
with
all
of
your
money
and
support
as
a
committee.
So
just
briefly,
the
evanson
rebuilding
warehouse
is
a
non-profit
social
enterprise
that
has
two
core
missions.
The
environmental
mission
is
to
keep
building
materials
out
of
landfills
and
40
percent
nationally.

What
goes
into
a
landfill
is
construction
and
demolition
material,
so
we
collect
that
material,
it's
all
donated
and
we
resell
it
to
the
community
at
affordable
prices
through
our
retail
warehouse,
which
I
know
I
see
some
shoppers
amongst
our
miss,
especially
sharon,
I
think,
is
a
good
shopper
at
the
warehouse
yeah
a
little
a
lot
of
shoppers,
so
we're
open
to
the
public
ten
to
five
tuesday.
Through
saturday.
We
have
thirteen
thousand
five
hundred
square
feet.

It
is
a
treasure
trove
of
gems
and
that's
really
encompassing
and
really
building
a
a
culture
of
reuse
and
repair
and
helping
people
be
aware
about
how
much
they
produce.
How
much
waste
we
all
produce?
Our
employment
mission
is
to
essentially
what
alderman
braithwaite
said.
We
want
to
create
a
pool
of
local
skilled
folks
that
are
ready
and
able
to
join
the
construction
trades,
and
we
do
that
through
our
workforce
training
program.

It
is
a
five-month
program
where
the
only
paid
there's
only
two
paid
transitional
programs
in
evanston
us
and
kurtz
cafe
and
our
folks.
Our
goal
is
to
help
folks
start
careers
in
the
trades,
and
we
do
that
through
paid
on
the
job
experience
for
the
only
non-profit,
deconstruction
service
provider
in
all
the
region,
and
so
we
take
houses
apart
by
hand
for
recycling
and
reuse
and
so
about.

80
percent
of
our
trainees
are
on
the
job
and
they
learn
construction
demolition,
deconstruction
on
the
job
we
offer
professional
certifications,
osha
tenant
construction
and
the
rrp.
The
lead-based
paint,
while
folks
are
with
us,
and
we
provide
with
partners
such
as
the
city
of
evanston's,
youth
and
young
adult
division.

A
whole
array
of
services
and
supports
so
folks
are
personally
and
professionally
ready
to
get
and
keep
a
job
long
term.
We
have
a
network
of
more
than
20
employer
partners
that
we
connect
with
with
our
graduates
and
we
continue
to
support
really
forever,
but
I
will
say
formally
up
to
two
years
after
graduation,
because
sometimes
the
first
job
you
get
is
not
the
right
job
and
you
need
to
kind
of
for
all
of
us.
I
would
say
so.

We
really
work
with
people
overcoming
multiple
barriers
of
employment
and
since
the
time
that
we've
been
you
know
in
discussion
with,
the
committee
has
really
grown
our
reach
in
evanston
to
reach
residents
that
are
interested
in
the
trades
to
recruit
and
hire
residents
into
our
programs
and
to
really
help
them
get
jobs.
So
that's
a
little
bit
about
what
we
do.

I
will
say
we
are
located
in
the
second
ward,
we're
on
dumpster
west
of
dodge
right
by
the
uhaul,
and
I've
been
on
staff
for
two
years,
I'm
the
first
director
after
the
founder
of
the
organization,
so
we're
still
definitely
in
startup
mode,
and
I
I've
lived
in
evanston
in
the
fifth
ward
for
about
eight
years.
At
this
point,
so
I
wanted
to
give
an
update.

You
all
had
just
to
recap,
about
a
year
ago,
invested
forty
thousand
dollars
in
us
to
really
try
to
address
the
shortage
of
qualified
evanstonians
in
the
construction
field
and
looking
specifically
around
how
do
we
build
employment
pathways
to
join
union
apprenticeship
programs?
And
so
I
have
submitted
a
report
and
just
kind
of
want
to
highlight
a
few
things.
I
would
say
in
the
strategies
that
we
promoted
that
I'm
happy
to
answer
any
questions
that
folks
might
have.
So.
K
The
first
goal
was
really
how
to
get
more
evanston
residents
into
our
program,
because
if
you
can
go
through
our
program,
the
likelihood
that
you're
going
to
get
the
access
to
the
careers
really
grows.
So
we
have
many
of
our
trainees.
Our
evanston
residents
covet
impacted
us
for
sure.
In
january
of
this
year
we
had
four
trainees
that
were
evanston
residents
and
we
lost
three
of
them
through
cobit,
because
there
were
just
transportation,
barriers
and
child
care
barriers
that
were
just
too
much
for
folks
to
continue
in
the
program.
K
So
I
hope,
as
things
open
back
up,
we
we
were
only
closed
for
a
couple
of
weeks
before
we
were
able
to
reopen
as
an
essential
business,
but
we
weren't
going
to
force
people.
We
wanted
to
be
flexible,
especially
with
the
population
that
we
serve,
so
I'm
hoping
that
in
the
future
they're
able
to
come
back
to
our
program.
K
We
are
currently
this
summer
part
of
the
pre-apprenticeship
program
through
meac,
the
mayor's
employers
council
in
the
city
of
evanston
and
youth
job
center.
So
right
now
we
are
hosting
four
recent
eths
graduates
to
do
12
weeks
of
work
with
us.
They
are
very
tired.
They
have
never
done
construction
work
before,
but
we
are
on
site
with
them
every
day
and
really
teaching
them
technical,
basic
carpentry
training
and
giving
on-the-job
experience
to
just
kind
of
share
what
it
would
mean
to
to
build
a
career
in
the
trades.
K
So
that
has
been
a
lot
of
fun
and
a
really
result
of
strengthening
our
partnership
with
the
city
more
broadly
and
then
in
july
we
are
piloting.
We
are
part
of
a
statewide
pilot
for
snap
to
success,
which
is
the
state's
effort
of
trying
to
get
more
small
workforce
development
organization
funding
through
employment
and
training
dollars
through
the
food
stamp
program.
And
so
this
is
a
really
huge
opportunity
for
us.
K
There
are
only
six
organizations
in
the
state
that
are
part
of
this
pilot
and
we
are
one
of
them,
and
so
it
will
provide
us
stable
funding
for
our
training
expenses,
as
well
as
ensuring
that
our
trainees
all
are
having
access
to
the
public
benefits
that
they're
qualified
for
and
then
hopefully
helping
folks
get
jobs
and
help
them
get
off
those
benefits
because
they
won't
need
them
anymore.

So
this
was
two
years
in
the
making
and
like
really
really
setting
us
up
for
success
in
the
future,
because
we
are
not
meeting
the
demand
of
of
what
we
are
offering
in
our
community.
We
have
generally
three
every
time
we
hire,
which
is
about
every
five
months.
We
have
at
least
three
times
the
number
of
applicants
for
spaces
that
we
have
available,
and
we
especially
we
know
that,
due
to
coveton
and
post
covid,
there
are
going
to
be
people
that
are
looking
for
a
different
career
path,
a
more
stable
career
path.

The
second
goal
was
really
around
industry,
recognized
certifications.
So
we
offered
three
osha
10
and
construction
courses
that
were
open
to
the
public.
We
we
trained
both
evanston
and
non-residents
non-evanston
residents,
because
the
instructor
rate
was
flat,
and
so
we
just
wanted
to
reach
as
many
people
as
possible
and
the
numbers
are
in
here
of
how
many
people
were
able
to
reach.

We
were
able
to
train
local
contractors,
handymen
people
running
small
businesses.
That
really
saw
this
as
a
way
for
them
to
operate
more
safely
and
effectively.
So
it
was
really
great
opportunity
and
it's
a
great
resume
builder.
So
all
of
our
trainees
went
through
that
program
and
then
the
third
is
really
just.
How
do
we
continue
to
grow
those
pathways?
And
it's
really
through
partnerships.
So
we
have
community
partner
status
with
four
union
apprenticeship
programs.

That's
really,
you
know,
based
in
black
and
brown
business
in
the
business

by
having
a
qualified,
dedicated
pool
of

have
just
spent

ready

take

and

we
started
working
with
sharon
johnson
back
in
january,
we
met
with
sharon,
and
nate
and
jeremy
now
understand
how
we
can
build
a
pipeline
of
candidates
from
the
city
of
evanston
abroad
of
rovings
from
there
once
we
started
working
with
the
subcontractors
and
before
we
onboarded
any
subcontractors,
we
made
it
a
part
of
their
their
contractual
obligations
in
some
regards
for
the
larger
people
to
participate
and
provide
opportunities
to
the
evanston
residents,
should
they
be
able
to
meet
the
qualifications
to
join
the
unions,
so
the
first
step
is
finding
the
people.

second
step
is
to
have
them
be,
provided
the
opportunities
and
be
provided
the
sponsorships
to
join
the
unions,
to
which
the
contractors
that
have
been
hired
to
join,
to
work
on
this
project
have
been
willing
and
are
able
to

that

helping
navigate
those
waters
as
well.

360,
which,
if

sort

a
constantorium
of
developers
and
contractors,

unions
as
well
to
find
local
residents

the
city

chicago

for

candidates

they've
been
a
great
partner,
been
working
with
ashley
nicholson

has
connected
us
with
the
evanston
warehouse
and
aina
she's,
also
connected
us
with

national
able
network

we're
building
this
pipeline

candidates
right
now.
Currently,
the
project,
as
michael
noted
at
the
beginning

the
call
started
in
march
16th,
we
mobilized
and
we
are
just
now
getting
out
of
the
ground
with
foundations
and
concrete
since
day,
one
we've
been
able
to
employ
one
evanston
resident
while,
while
maintaining
about
20
guys
on
site
for
an
average
over
the
last
three
months.

we
we
start
to
build
momentum
by
the
end
of
the
month.
We'll
have
our
second
evanston
resident
working
with
r
olson,
the
concrete
contractor
and
we've
identified
about
another
10,
more
opportunities
where
we'll
have
contractors
on
site
for
extended
periods
of
time
over
the
course
of
a
16-month
project.
So
there
will
be
we've
identified.

with
electricians,
drywall,
masons,
painting,
rough
carpenters,
as
well
as
tile
setters,
given
the
design
of
the
project,
though
the
concrete
is
a
is
a
long
duration
and
so
currently
the
the
car,
the
I'm

concrete
contractor
is
fulfilling
their
obligation
and
bringing
two
guys
on
here.
Initially
we're
trying
to
add
to
that.
As
as
he
ramps
up
his
manpower
in
october,
the
mason
will
begin
work
and
that
will
provide
the
next
opportunity
here
for
for
additional
residents.

february,
the
drywall
and
acoustical
ceiling
carpenters
contractors
will
be
on
site
and
will
continue
to
add
to
the
to
the
job
via
that
via
those
trades
and
then
following
them
in
april,
the

painters
and
tile
centers
will

on

extended
periods
of
time.

we've
kind.

that

subcontractor

versed

aligned
this
to

each
union
works
is

little
bit

of

things
we've
been
doing
is

you

terms

training

apprenticeship
process
is
for
a
particular
trade
union,

different
windows
of
time
when
the

opportunity

get

employ
right

employment
obligations-
and

we've

worked
for
literally
years

up
with
this
idea
and

to

to
do

is
a
chicago
organization
that
they
sought
out

brought
into
evanston
to

get
their
expertise

get

groups

of
course,
sharon
has
been
guiding
everybody
the
whole
way
and
putting
us

this
city
resources

we

and
I
set
out
to

something
new
to
to
perhaps
set
a
different
example
right
and

sharon
first
came

she

recognized

different

fact
she
introduced
us
and
we

a
meeting
with
some
others
who
provided
other
examples
on

what

do

a
mandate

blood

the

these
guys
are
paramount
in

what
they've
been
able
to
come
up
with

do
just
that,
especially

evanston
as

things
what
I
often
and
I'm
a
bit,
maybe
too
outspoken
about
about
this
stuff,
whether
it
comes
to
affordable
housing
or

jobs
or
other

small
business
development.

often
find
is
people
tend
to
focus
on
the
developer
or
the
you
know
the
the
big
picture,
and
they
they
don't
look
at
the
actual
resources
available
and
what
what
we
were
able
to
do
was
actually
figure
out
where
the
resources
actually
were
and
put
them
to
work
right.
The
the
that
the
sub,
the
concrete
guy
needs
guys
to
pull,
forms
right
and
hold
hoses
and
mush
truck.
I
mean
like
they
need
those
they
have
resources
to
pay
them
because
we're
paying
them
to
do
their
job
and
it
it.

You
know
it
was
able
to
create
a
formula,
and
I
I
think
that
in
in
looking
at
the
solving
the
big
picture,
we
lose
focus
on
the
actual
picture,
the
actual
reality
of
how
things
function,
and
I
think
that's
what
we
were
able
to
get
down
to
here,
to
create
maybe
a
pattern
that
that
may
really
work,
and
we
still
got
a
lot
of
hard
work
ahead
of
us
to
make
it
work.
But
I
think
we
we
have
a
good
role
met
road
enough
to
do
it.

it
sounds
like
you-
we
really
need
that
willing
developer
and
that
willing
contractor
to
incentivize
the
subs
to
do
what
needs
to
be
done.
So
really
it's
a
big
picture,
holistic
sort
of
how
do
we
approach
this
properly
kind

thing,

so
maybe
something
like
that
needs
to
even
be
in
a
bid
requirement
in
the
future.

express

values
in
the
way
we
make
people
do
business

this
town
and
those
are
things
that
are
difficult

balance,

there
are
plenty
of
businesses
that
are
working
to
balance
those
things

don't
have
those
those
answers
necessarily,
but
I

do
think
we've
taken

good
step
in
the
right
