We

get
started
with
a

our
council

mayor
bis.

That
brings
us
to
our
first
item
of
business
on
the
agenda,
which
in
this
case
will
be
public
comment.
The
only
one
that
is
here
for
public
comment.

councilmember

is

Our
first
item
of
business
is
an
update
from
deliberation,
works
on
outreach,
pilots
and
plans.

So
just
a
quick
update,
we've
been
doing
some
outreach,
so
we've
done
a
couple:
pop-up
deep
cam
machine
events,
the
last
one
we
had
about
19
conversations
in
an
hour
and
a
half
we
got
62
sign
ups,
which
is
great.
We
prepared
for
the
parade,
we're
ready
for
the
next
one
that
comes
up
there's.

Also,
we
put
up
a
website,
pbevinston.org
and
social
media
accounts
and
then
we're
starting
our
volunteer
meetings,
the
second
one
today
and
then
on
the
design
side.
We've,
the
chairman
reid.
You
asked
for
some
analysis
of
what
the
other
rule,
books
and
string
committees
do
so
we've
been
looking
into
that.
So
we
have
a
proposal
for
forming
the
steering
committee
today
and
then
some
rough
drafts
and
options
for
rule
books
for
the
30th
which
I'll
talk
about
in
a
second.

So
I
think
the
main
thing
since
we
want
to
get
started
forming
the
steering
committee
as
quickly
as
possible.
Here's
what
we
think
based
on
what
other
cities
our
size
do
and
what
we
understand
the
committee
wants
to
do
performing
the
steering
committee.

So
the
first
thing
is
that
the
mid-size
and
small
cities
combine
the
steering
and
leadership
committees.
The
steering
committee
designs
the
rule
book.
The
leadership
committee
are
the
ones
who
are
more
responsible
for
implementing
the
process.

The
responsibilities
of
the
committee,
then,
would
be
both
drafting
the
rule
book,
but
also
doing
outreach
facilitation,
monthly
meetings
and
things
like
that.
Usually
those
student
committees
meet
monthly
so
like
on
a
wednesday
or
thursday
on
evenings
and
then
we're
proposing
a
longer
kickoff
meeting
both
to
orient
student
committee
members
and
to
get
the
the
rule
book
completed
as
quickly
as
possible
in
terms
of
recruiting.

So
most
cities
do
an
open
call
like
they
put
out
an
email
list,
application
form,
but
then
also
do
targeted
outreach
in
terms
of
size,
we're
thinking
about
16
members
and
then
maybe
like
two
or
three
additional
seats
for
city
council
members.

The
big
decision
I
think
today
for
the
group
is
eligibility
so
who
is
allowed
to
be
on
the
string
committee?
So
we're
going
to
suggest
that,
given
that
it's
a
combined
committee,
people
who
can
mobilize
different
community
members,
especially
underrepresented
groups,
but
some
of
the
other
options
that
other
student
committees
use,
are
like
a
minimum
number
of
community
organization
representatives,
minimum
number
of
award
representatives
or
minimum
number
of
marginalized
identities,
and
then
some
just
have
no
requirements,
but
in
either
case
the
the
council
decides.
Who
is
on
the
steering
committee?

We
looked
into
the
alderman
membership.
It
looks
like
most
of
the
combined
committees.
Don't
have
city
council
members
sitting
on
them,
but
we
could
do
a
couple
of
different
things.
So
one
is.
We
could
have
extra
seats
just
for
the
rule
book.
If
the
council
members
don't
want
to
be
involved
on
the
leadership
and
implementation
side
or
unless
you
do
want
to
be
involved
with
that
which
would
be
awesome
or
other
cities
also
have
the
aldermen
approve
the
rule
book.

So
those
are
some
of
the
different
options,
but
I
think
that
number
seven
of
who
you
want
on
the
stream
committee
and
then
what
the
role
of
the
city
council
on
the
stream
committee
is
or
the
big
questions
for
today
or
anything
else
that
doesn't
look
right
here.
So
I'll
pause
there
and
see
if
there's
any
questions
or
if
that
proposal
looks
good
or
if
there's
anything
you
want
to
change.

I
just
wanted
to
ask
how
we
would
make
sure
that
on
the
rulebook
making
we
have
enough
about
what
is
eligible
and
things
like
that,
because
I
think,
that's
obviously
very
important
and
because
otherwise
we're
going
to
be
getting
people
working
on
things
that
or
potentially
presenting
things
that
wouldn't
be
eligible.

it
looks
at
addressing
the
health
and
economic
opportunities
and
overall
well-being
of
evanstonians,
with
a
particular
focus
on
our
lower-income
residents,
who
are
very
much
the
same
target
of
who
we're
supposed
to
be
helping
with
arpa
and
or
focusing
our
arpa
money
on.
And
I
wanted
to
raise
that
as
a
potential
way
of
sort
of
framing
how
to
focus
participatory
budgeting.

those
are
both
really
important
points,
so
let
me
say
a
little
bit
about
how
other
communities
do
it
in
their
process
and
then
what
we
could
also
do
here.
So
so
a
lot
of
the
focus
on
so
a
lot
of
those
rules
come
up
during
the
design
of
the
rule
book.

Rule
books
have
requirements
about
you
know
where
money
is
spent,
what
it
gets
spent
on
like
minimums
for
certain
topics
even-
and
we
definitely
have
to
have
that
in
the
rulebook
like
for
the
arpa
eligibility,
also
in

process
that
there's
different
ways
that
the
rule
book
will
specify
how
staff
are
going
to
vet
projects.
So
it
comes
up
there.

I
think
another
thing
we
could
do
if
we
want
to
get
started
on
that
even
earlier
is,
I
think
it
wouldn't
be
a
bad
idea
to
have
staff
on
involved
in
making
the
rule
book.
Not
all
communities
do
that
like
it
depends
on
how
much
you
want
to
separate
like
staff
and
council
from
the
design
of
it.
I
think
personally,
I
think
it's
better
if
we're
all
talking
together
earlier,
because
that's
kind
of
the
challenge,
but.

only
thoughts
are
that
as
much
as
possible.

think
we
should
continue
to
find
spaces
for
staff,
elected
officials
and
community
members
to
collaborate.

don't
think
we
do
that
enough,
and
so
I
support
more
of.

particularly
since
this
is
a
community
driven
process
and
the
community
ultimately
will
have
say
on
how
the
funds
are
spent.

think
it
makes
sense
for
us
to
be
our
participants
from
the
other
side,
essentially
for
once
so,
I
support
staff
and
council
being
involved.

for
a
council
to
approve
the
rule
book.

think
that's
a
way
that
we
can
all
have
some
some
everyone
on
the
council
can
fill
broad

into
the
process

might

route
